M. Antoine Vermorel-Marques attire l'attention de Mme la ministre déléguée auprès du ministre de l'économie, des finances et de la souveraineté industrielle, énergétique et numérique, chargée de l'intelligence artificielle et du numérique, sur la sécurité des systèmes d'information des administrations et organismes publics ainsi que sur la protection des données à caractère personnel qu'ils détiennent. Au cours des dix-huit derniers mois, plusieurs violations de données d'une ampleur inédite ont affecté des acteurs publics majeurs : France Travail, pour des fichiers comportant notamment des numéros d'inscription au répertoire national d'identification des personnes physiques, le ministère de l'intérieur, l'Agence nationale des titres sécurisés, le réseau des centres régionaux des œuvres universitaires et scolaires, l'éducation nationale et, plus récemment, la direction générale des finances publiques. Ces incidents présentent une particularité qui les distingue des atteintes ordinaires à la confidentialité dans la mesure où ils portent sur des données non modifiables dont la divulgation est par nature irréversible et expose durablement les personnes concernées à des risques d'usurpation d'identité et d'hameçonnage ciblé. Cette situation nourrit par ailleurs un sentiment d'inégalité de traitement chez les acteurs économiques, en particulier les très petites et moyennes entreprises, pleinement soumises au règlement général sur la protection des données et engageant à ce titre la responsabilité personnelle et financière de leurs dirigeants, alors que le régime de sanction applicable aux organismes publics demeure plafonné à 10 millions d'euros, sans commune mesure avec le nombre de personnes affectées. Il lui demande, en conséquence, si l'authentification multifacteur est aujourd'hui obligatoire pour tout accès d'agent ou de tiers habilité à une base de données publique contenant des NIR et, dans la négative, selon quel calendrier cette obligation sera généralisée. Il souhaite également savoir si le Gouvernement estime le plafond de sanction applicable aux organismes publics encore dissuasif au regard des volumes de données concernés, quel délai il considère comme conforme aux obligations d'information des personnes prévues par le règlement général sur la protection des données, alors que plusieurs semaines se sont écoulées entre la survenance et la notification de la violation affectant la direction générale des finances publiques, et enfin, quel est l'état d'avancement du projet de loi relatif à la résilience des infrastructures critiques et au renforcement de la cybersécurité, transposant la directive dite « NIS 2 », ainsi que la nature des obligations concrètes qu'il fera peser sur les administrations elles-mêmes.

Mr. Antoine Vermorel-Marques draws the attention of the Minister of Agriculture, Agri-Food and Food Sovereignty to the issue of cage farming of laying hens and to the position that France intends to defend within the framework of ongoing European work on this subject. In France, the “EGalim” law of 2018 and its implementing decree of 2021 prohibit the construction or redevelopment of any new livestock buildings. laying hens in cages, without however calling into question already existing farms. Mr. Antoine Vermorel-Marques questions the Minister of Labor and Solidarity on the consequences of the suspension of the pension reform on access to the parental bonus. The parental premium allows certain insured persons, mainly women who have benefited from quarters of increase for maternity, adoption or the education of children, to obtain an increase in their pension when they meet the conditions of the full rate before the legal age of departure. However, the suspension of the pension reform has lowered the legal retirement age for certain generations, notably policyholders born in 1964 and the first quarter of 1965. This development produces a paradoxical effect: these policyholders may find themselves deprived of the parental bonus, since their legal age is now below 63 years. This situation creates a difference in treatment that is difficult to understand. between women who have had comparable professional and family backgrounds. Article 135 of Law No. 2026-103 of February 19, 2026 of finances for 2026, which modified article L. 6241-1 of the labor code, removed the apprenticeship tax exemption enjoyed by associations, foundations, endowment funds, congregations and unions with non-profit activities. This measure, applicable to remuneration paid from March 2026, results in a new charge equivalent to 0.68% of the payroll for all of these structures. Non-profit organizations, whose costs are overwhelmingly based on human resources, are structurally exposed to this reform. This additional cost occurs in a financial context that is already highly constrained for many of them, likely to affect their recruitment and training capacities, as well as the quality and continuity of the missions they undertake in the service of the social cohesion. The immediate implementation of the measure, from March 2026, also leaves little room for adaptation to the structures concerned. However, the same article provides, when the last pharmacy of a municipality of less than 2,500 inhabitants has definitively ceased its activity and that it previously served a population of at least 2,500 inhabitants, that a new authorization can be issued exclusively by means of transfer or regrouping. However, neither the law nor any regulatory text defines the criteria or the methodology making it possible to objectively establish that the disappeared pharmacy actually served a population greater than this threshold. No data source is designated, no geographical coverage area is specified and no authority is expressly authorized to carry out this assessment. Antoine Vermorel-Marques attire l'attention de Mme la ministre de l'agriculture et de la souveraineté alimentaire sur l'importance d'assurer l'effectivité du financement du pacte en faveur de la haie. Inscrit dans le cadre de la planification écologique, ce pacte constitue un outil essentiel pour accompagner les agriculteurs dans la préservation de la biodiversité et l'adaptation aux effets du changement climatique. Les débats relatifs au dernier projet de loi de finances ont mis en lumière le soutien transpartisan des parlementaires à cette politique avec notamment l'adoption en commission mixte paritaire d'un amendement augmentant de 20 millions son enveloppe, portant in fine son budget à 45 millions d'euros. Dans ce contexte, les 5 milliards d'euros d'économies supplémentaires annoncés par le Gouvernement pour 2025 suscitent des inquiétudes quant à une éventuelle nouvelle réduction du budget consacré au plan haie. Cette situation interroge également au regard des objectifs chiffrés inscrits dans le pacte haie et dans la loi d'orientation pour la souveraineté alimentaire et le renouvellement des générations en agriculture, qui prévoient un soutien budgétaire ambitieux dans la durée afin d'atteindre plus de 50 000 kilomètres de haies en 2030. Pour rappel, le pacte en faveur de la haie, lors de sa mise en place en 2024, s'engageait à mobiliser une enveloppe de 110 millions d'euros sur au moins trois ans. Tandis que la plantation et la gestion durable des haies sont soutenues depuis de nombreuses années par les chasseurs et que le pacte haie est déjà salué unanimement par tous les acteurs pour ses résultats sur le terrain, une réduction des crédits à ce programme serait particulièrement préjudiciable pour les territoires et les agriculteurs. Il souhaite donc connaître ses intentions quant au maintien de l'enveloppe budgétaire de 45 millions d'euros pour le pacte haie et sur les mesures qu'elle entend prendre pour respecter cet engagement essentiel à la réussite des objectifs agricoles et environnementaux.

In this context, the French project, piloted jointly by IGN, Cerema and Inria, raises great expectations. Infantile spinal muscular atrophy (SMA) is a rare genetic disease that affects motor neurons and causes progressive muscle atrophy. In its most serious form, SMA type I, 95% of children affected die before the age of 2. Thanks to innovative therapies, there are now several treatments available for SMA. However, to be effective, these treatments must be administered as early as possible, before the first symptoms appear. The Depisma protocol, launched by the AFM-Téléthon, makes it possible to screen for SMA in a generalized manner in all newborns. This early detection allows affected children from SMA to benefit from the most effective treatments and therefore to live a normal life. Launched in January 2023 in the Grand Est and Nouvelle-Aquitaine regions, the Depisma protocol made it possible to detect the disease in four babies and treat it. Extending this system to all regions of France would save many other lives. He questions him about the government's will in this matter.

However, no measure of assistance to communities for equipping them with large water collectors is provided for by the Green Fund set up by the Government. The latter would allow the storage of water in winter for use during periods of restriction, in municipalities often having large water recovery capacities, notably thanks to public roofs. The sustainability of such islands of coolness is a necessity for the towns of the territories if we wish to preserve the possibility of living decently there.
