Mr. Jean-Claude Raux draws the attention of the Minister of Agriculture, Agri-Food and Food Sovereignty to the situation of school assistants (AVS) working in private agricultural high schools and rural family homes (MFR). If the accompanying students with disabilities (AESH) in national education benefit, despite recognized inadequacies, from an identified national framework, the staff of private agricultural education remains in an opaque statutory situation, little recognized and largely derogatory. Their missions are, however, strictly identical to those of the AESH of national education and public agricultural education. The DGER/SDPFE/2019-616 memo, governing the status of AESH in agricultural education, dates from 2019 but its implementation remains limited to public establishments only. In private agricultural high schools and MFRs, staff are thus maintained under the status of AVS, without effective access to rights, compulsory training, bonuses and guarantees provided for AESH, nor possibility of obtaining a permanent contract after three years of practice. The national survey conducted by the CGT Private Education Agricultural Sector paints a worrying picture: massive contractual insecurity, weak remuneration, lack of initial training, unpaid hours, multiplication of additional tasks and lack of institutional recognition. These conditions have direct consequences on the quality of support for students with disabilities. The instability of contracts, high turnover and insufficient training do not guarantee stable and appropriate monitoring, thus undermining educational inclusion. Only 14% of AVS received training before taking up their position and this was minimal (less than 60 hours) and insufficient given the complexity of the missions. 94.9% of AVS support several students simultaneously, 37.6% intervene in the absence of clear MDPH notification and 17.1% take care of situations of severe disability (multiple disabilities, pervasive developmental disorders) without appropriate means. Jean-Claude Raux alerte Mme la ministre de l'agriculture et de la souveraineté alimentaire sur quant à la coupe budgétaire intervenue sur le dispositif DiNA (dispositif national d'accompagnement des projets et des initiatives des coopératives d'utilisation de matériel agricole) qui soutient, au-delà du premier rôle de partage des machines, le développement de projets collectifs des Cuma au service de l'emploi rural, du renouvellement des générations en agriculture, de la réduction des produits phytosanitaires, l'adaptation au changement climatique ou de souveraineté alimentaire et énergétique. Ayant fait l'objet d'un rapport du CGAAER, d'une concertation entre le réseau Cuma et la DGPE en 2022-2023 et d'une nouvelle mouture en 2024, ce dispositif est articulé avec les enjeux des politiques publiques et permet de démultiplier, via les collectifs d'agriculteurs, leurs impacts. Cette aide à l'accompagnement stratégique est unique en son genre dans l'agriculture. Il est mobilisé par plus de 600 Cuma chaque année au niveau national, impliquant plus de 14 000 agricultrices et agriculteurs. La mise à mal du déploiement de ce dispositif, alors même qu'il a été récemment refondu avec l'administration du ministère, suscite l'inquiétude et l'incompréhension de l'ensemble du réseau Cuma, au vu de l'efficience que produit le DiNA et dans le cadre d'une enveloppe qui reste modeste au regard d'autres dispositifs de soutien. Alors que l'accompagnement des agricultrices et agriculteurs est un sujet central, il souhaite savoir quelle ambition et pérennité elle souhaite donner à ce dispositif, qui est la seule ligne budgétaire dédiée aux Cuma.

Mr. Jean-Claude Raux alerts the Minister of Agriculture and Food Sovereignty about the elimination of positions in technical agricultural education from the start of the 2025 school year. The draft orientation law for sovereignty in agricultural matters and the renewal of generations, definitively adopted on February 20, 2025, sets in its article 7 a very serious objective: an increase of 30%, compared to 2022, in the number of learners in agricultural technical education training which prepares them for agricultural careers. This objective is all the more crucial as 50% of active agricultural workers will be in retirement within five to eight years and the agroecological transition of practices is a necessity in the face of accelerating climate change. In this context, technical agricultural education constitutes a lever essential for the renewal of generations and training, initial and continuing, in new agricultural models. At the same time, the initial finance law for 2025 provides for the elimination of 45 full-time equivalents (FTEs) in technical agricultural education from the start of the 2025 school year, i.e. 20 FTEs in private education and 25 FTEs in public education. These deletions appear to be in total contradiction with the objectives set by law and give rise to great misunderstanding. The MP recalls that a letter signed by around thirty parliamentarians was sent to the Prime Minister on January 23, 2025 to alert him to the deleterious consequences of the elimination of these 45 jobs. This is 30,000 fewer hours of hourly staffing for public high schools. Since January, this decline has resulted in abandoned training opening projects, closures, freezes or groupings of classes, including BTSA which have nevertheless been open for registration on Parcoursup and a reduction in reception capacities. This decision comes at a time when the number of students in agricultural education is increasing again (+ 0.8% in the field of production in 2024-2025, both academically and through apprenticeship). The risk is obviously to disrupt the dynamic regained by degrading the capacities and reception conditions of the public training tool. While the elimination of 4,000 teaching positions in national education was finally abandoned during the adoption of the finance bill for 2025, carrying out such a policy of budget cuts in technical agricultural education calls into question the consideration given to it. Sensitive sampling points were introduced into French law, in article L. 211-11-1 of the environmental code, by ordinance no. 2022-1611 of December 22, 2022 relating to access and quality of water intended for human consumption which transposes European directive 2020/2184, in application of the water framework directive (WFD) 2000/60/EC and the so-called “SUD” directive. These sensitive sampling points are essential for the qualitative protection of water resources, since they must allow the development of specific action plans in favor of the protection of the resource. and the fight against chemical pollution as well as a risk management guide. Jean-Claude Raux alerte Mme la ministre de la transition écologique, de l'énergie, du climat et de la prévention des risques sur la contamination de l'eau potable de la population française au TFA, un métabolite de pesticides PFAS, dont le flufénacet. Le 27 septembre 2024, l'Autorité européenne de sécurité des aliments (EFSA) a publié - après onze années de retard - les conclusions de la revue par les pairs concernant le pesticide flufénacet. Ses conclusions sont alarmantes : le flufénacet est un perturbateur endocrinien dont l'usage conduit à de fortes concentrations d'acide trifluoroacétique (TFA) dans les eaux souterraines et in fine dans l'eau potable. Le risque de perturbation du fonctionnement thyroïdien et d'une affectation possible du développement du cerveau chez les enfants est ainsi bien établi par l'EFSA. Le flufénacet est un herbicide de la famille des substances per- et polyfluoroalkylées (PFAS), autrement appelées pollutants éternels, dont 911 tonnes ont été acquises en France en 2022, quasiment le double depuis 2019. Autorisé sur le marché en 2004 pour dix ans, il est identifié en 2015 comme substance candidate à la substitution. Pourtant, il a bénéficié depuis le 31 décembre 2013 de neuf prolongations successives qui ont autorisé son utilisation pendant onze années supplémentaires et l'ont hissé à la neuvième place des herbicides les plus utilisés dans le pays. Le TFA, un des métabolites du flufénacet, est particulièrement préoccupant pour la santé publique de la population car il menace la qualité de l'eau potable et possède potentiellement des effets néfastes sur la santé. Selon la méthodologie de l'Agence nationale de sécurité sanitaire de l'alimentation, de l'environnement et du travail (ANSES), le flufénacet étant à présent classé comme perturbateur endocrinien, ses métabolites - dont en premier lieu le TFA - doivent être considérés comme pertinents pour le contrôle de la qualité de l'eau potable. Son usage engendre des concentrations supérieures à 10 µg/L dans les eaux souterraines selon une modélisation de l'ANSES de 2017 et de nombreuses études relatent la présence de TFA dans l'eau potable à des concentrations supérieures à la limite réglementaire de 0,1 µg/L. Dans le même temps, les techniques conventionnelles de traitement des eaux destinées à la consommation humaine sont inefficaces pour l'élimination du TFA et les technologies avancées très onéreuses ne garantissent pas non plus une efficience certaine. Pour garantir la sécurité sanitaire de la population française et l'approvisionnement d'une eau potable de qualité, il est urgent d'interdire immédiatement l'utilisation du flufénacet en France, qui concernerait 80 produits. À l'instar de Générations futures, M. le député demande à parvenir à un retrait du marché des pesticides PFAS pour lesquels il est démontré l'émission de TFA dans l'environnement, tel le fongicide fluopyram. Il l'interroge ainsi sur les actions menées par le Gouvernement auprès de l'Union européenne pour parvenir rapidement à une interdiction du flufénacet, à la suite des conclusions de l'EFSA et, dans l'attente d'une telle décision, sur le retrait de l'autorisation de mise sur le marché des produits à base de flufénacet en France, tel que l'a déjà initié l'Allemagne. Enfin, il demande à connaître les mesures entreprises pour le contrôle de la qualité de l'eau potable des Français vis-à-vis du TFA.

Mr. Jean-Claude Raux questions the Minister of Higher Education and Research about the decline in doctoral enrollments and the precariousness of the financial situation of doctoral students. According to data from the information systems and statistical studies sub-directorate (SIES) on the number of doctoral students in doctoral schools, a drop of 18% in new doctoral enrollees is noted between 2010 and 2022. If several causes can explain this development, one of them being the devaluation of doctoral contracts as well as the difficulties linked to the financing of theses. For example, we have seen a decrease in first-time registration numbers of 10.1% in mathematics and 14.7% in chemistry since the start of the 2021 school year. In human and social sciences, we have also observed a drop of 34.5% in first-time registrations (2010-2022), this which seems to coincide with the fact that only 4 out of 10 doctoral students in this sector have funding. These difficulties in obtaining funding seem to be exacerbated by the excessively low remuneration granted to teaching and research officers, temporary teaching and research associates (ATER) or temporary doctoral students. The situation gets worse year after year - and the risk of dropping out for French research is increasing.
