Question 17869 — businesses

France · National Assembly · 1 September 2026

Mr. Julien Gabarron draws the attention of the Minister of the Economy, Finance and Industrial, Energy and Digital Sovereignty to the issues of sovereignty and cybersecurity linked to the reform of electronic invoicing, the entry into force of which is set for September 1, 2026 and which will require companies subject to VAT to use a platform approved by the DGFiP, which listed 146 as of August 16, 2026. underlines that these platforms will be required to centralize particularly sensitive economic data and will therefore constitute prime targets for cyberattacks, even though the guarantees provided by the State regarding the protection and resilience of this data appear insufficiently explained. It also notes that approval is based on technical and safety criteria, without guaranteeing or nationality of the capital of the operators nor that of their parent company, while several analyzes estimate the share of platforms owned by foreign capital at more than 40%, without official publication of this information. He therefore asks what guarantees are provided against cyberattacks and extraterritorial access to French economic data, if the Government intends to publish the capital structure of the approved platforms and whether it plans to favor operators with French capital.

Question 16663 — businesses

France · National Assembly · 7 July 2026

Mr. Julien Gabarron draws the attention of the Minister of the Economy, Finance and Industrial, Energy and Digital Sovereignty to the historic level of business failures. The first quarter of 2026 recorded 18,986 collective procedures, an increase of 6.4% over one year, bringing the cumulative total over twelve months to 71,100 failures, a level never reached, while 75,350 jobs are threatened, a record since 2009. judicial reorganizations increased by 13.6% and around three quarters of them then converted into liquidations, which makes the threat to employment particularly concrete. If 1.19 million businesses were created over twelve months at the end of February 2026, the net balance between creations and disappearances has been considerably reduced. He asks what emergency measures the Government intends to take to support the most weakened, particularly as the PGE repayment deadlines approach.

Question 16632 — elections and referendums

France · National Assembly · 7 July 2026

Mr. Julien Gabarron draws the attention of the Minister of the Economy, Finance and Industrial, Energy and Digital Sovereignty to the difficulties in accessing bank financing encountered by many candidates during the municipal elections of March 2026 and in view of the legislative elections. If François Bayrou had relaunched the idea of a democracy bank allowing parties to finance themselves from organizations public, the project was finally abandoned in favor of a credit mediator for candidates and political parties, the effectiveness of which is considered insufficient by many actors. These inequalities in access to credit constitute an attack on political pluralism, with certain parties finding it practically impossible to finance their campaign due to lack of a banking interlocutor. He asks him if the Government intends to relaunch the democracy bank project in order to guarantee all candidates, whatever their political sensibility, fair access to financing for their electoral campaigns.

Question 14496 — places of deprivation of liberty

France · National Assembly · 21 April 2026

Mr. Julien Gabarron draws the attention of the Keeper of the Seals, Minister of Justice, to the worrying situation in the Béziers penitentiary center and the continued deterioration of the working conditions of its staff. This establishment today has a prison overcrowding rate of more than 200%, with more than 180 mattresses on the floor. This overpopulation generates a climate of permanent tension, incompatible with detention conditions and dignified and secure work. Added to this situation is a worrying shortage of staff: 24 supervisory positions and 5 officer positions are currently vacant. These chronic understaffing have a direct impact on existing agents, who are forced to take on excessive workloads in an environment already under high tension. The physical and mental health of staff is seriously affected, in turn fueling recruitment and retention difficulties in a vicious circle that is difficult to break. He asks what concrete measures the Government intends to take to fill vacant positions at the Béziers penitentiary center and reduce prison overcrowding, in order to guarantee dignified and secure working conditions for all prison staff.

Question 11523 — places of deprivation of liberty

France · National Assembly · 9 December 2025

Mr. Julien Gabarron draws the attention of the Keeper of the Seals, Minister of Justice, to the information relayed by the local press reporting a disclosure, by the interregional directorate of prison services, of the identity of surveillance agents to an inmate considered particularly dangerous in the Béziers penitentiary center. According to these elements, the administration would have communicated by mail to the latter the names of the personnel responsible for carrying out searches of his cell, even though this type of intervention involves strict protocols intended to preserve the anonymity and security of the agents assigned to prisoners with a violent profile. Such a situation would constitute a serious breach of the protection obligations incumbent on the prison administration and would directly expose the guards concerned to increased risks. of intimidation, retaliation or committing an act, further compromising the overall security of the establishment. In a context where prison staff regularly warn of the increase in violence in detention and the need to strengthen the systems guaranteeing their anonymity, the lack of clarification on the circumstances of this disclosure weakens the confidence of these officers in their hierarchy and raises legitimate concerns regarding compliance with internal procedures. Such practices, if they were to become widespread or repeated, could call into question the administration's ability to ensure a safe working environment and prevent major incidents, particularly in the face of profiles identified as violent or unstable. Under these conditions, he would like to know the provisions that the Government intends implemented in order to sustainably strengthen the protection and anonymity of staff confronted with particularly dangerous detainees.

Question 11224 — sports

France · National Assembly · 25 November 2025

Question 7832 — pharmacy and medications

France · National Assembly · 24 June 2025

Mr. Julien Gabarron alerts the Minister of Labor, Health, Solidarity and Families to the situation encountered by people with long-term diabetes. Currently, more than a million and a half French people suffer from diabetes. Among these, many of them suffer from long-term illness (ALD). To alleviate their suffering, these patients were often given certain specific treatments. such as VICTOZA, OZEMPIC, TRULICITY, BYETTA. However, since 2025, the Government has taken administrative measures to strengthen the procedures for prescribing such treatments, so that they cannot be diverted from their initial uses for the benefit of narcotic uses. However, the increased administrative prescribing burden for doctors has in fact led to less prescribing of these treatments for patients with long-term conditions. These patients are now often prescribed pills (for which the administrative prescribing burden is less heavy for doctors) with effects that make it much easier to bear the pain felt by diabetic patients. These new government provisions therefore leave many diabetics cruelly deprived. Also, he asks her to detail what solutions the Government will provide to resolve these dysfunctions, so that diabetic patients suffering from a long-term condition can finally find appropriate and lasting care.

Question 5579 — industry

France · National Assembly · 1 April 2025
