Mr. Charles Alloncle questions the Minister of Territorial Planning, Decentralization and Housing on the persistence of insecurity in the ten priority neighborhoods of the city (QPV) of Montpellier, three months after the announcements made during the Interministerial Committee of Cities (CIV) which was held in the Languedoc capital on June 6, 2025. For its third edition, the Interministerial Committee of Cities stood for the first time outside Île-de-France. It was in this context that the then Prime Minister, Mr. François Bayrou, accompanied by eight ministers, visited the popular district of La Mosson in order to carry out a series of inaugurations. This district concentrates exceptional social and economic fragilities: an employment rate of 34.8% compared to 73.6% at the national level, 62% of the population living below the poverty line (compared to 14.5% in France), 30% of 16-25 year olds neither in employment nor in studies (compared to 10.5%) and 66% in social housing, favoring residential segregation. The high proportion of foreign (39.4%) and immigrant (57.9%) households further accentuates the risk of social segregation and community tensions. Mr. Charles Alloncle draws the attention of the Minister of Labor, Health, Solidarity, Families, Autonomy and Disabled People to the persistent flaws in the Trustworthy Third Party (TDC) system. Introduced by article 375-3 of the civil code, this system allows a child benefiting from a protection measure to be welcomed, by decision of the judge, by a member of his family or a close person. This solution, which promotes the maintenance of emotional ties and offers educational stability preferable to placements in homes or foster families, nevertheless remains in the minority: as of December 31, 2023, only 14,763 children were entrusted to a trustworthy third party, or 8% of protected minors. Despite the law of February 7, 2022 known as the “Taquet law”, reinforcing the priority of using trustworthy third parties and the decree of August 28, 2023 specifying the conditions of their intervention, their status remains unattractive. The TDCs only receive a maintenance allowance set at 20 euros per day, while the rare material support systems are subject to strong disparities depending on the departments. Furthermore, they do not benefit from maternity or paternity leave in the event of reception from birth, nor from a birth bonus, nor from suitable meeting places. for visits with biological parents. They also do not have specific training and must take on essential procedures alone even though they do not have parental authority. This situation maintains a clear inequality with foster families, even though the children in care encounter the same difficulties and the TDCs assume a comparable mission at a lower cost for the community. Mr. Charles Alloncle draws the attention of the Minister of State, Minister of the Interior, to the security vulnerabilities of civil aeronautical infrastructures, following an act of sabotage which damaged fifteen aircraft in the immediate vicinity of Montpellier-M Méditerranée airport. During the night of May 19 to 20, 2025, several individuals illegally entered the Montpellier airport area, after having cut the fences of security. Fifteen light aircraft, mainly twin-engine Diamond DA42s used for training professional pilots, were set on fire, causing the destruction of four aircraft and seriously damaging the others. The damage is estimated at more than three million euros, while the training activities of ESMA, the flight school that owns the aircraft, are largely disrupted. While ESMA is subcontractor of the French army, particularly for the training of naval aviation pilots, this attack represents a clear attack on France's strategic interests. On the other hand, if the planes concerned were at the Montpellier-Hérault flying club, it immediately adjoins the Montpellier-Mediterranean airport, where airliners are parked. In a high terrorist context, this act of sabotage, clearly planned and of a criminal nature, calls into question the security of civil airport infrastructures as well as the security of the 1.8 million travelers who use the lines of Montpellier-Mediterranean airport each year. The Champions League final won by Paris-Saint-Germain gave rise, throughout France, to serious excesses: smashed windows, vandalized street furniture, burned vehicles, firefighters taken to task and law enforcement attacked. These scenes of chaos were largely predictable in view of well-known precedents: Algeria's victory during the 2019 CAN, the France-Morocco semi-final during the 2022 World Cup, the finals of the 2018 and 2022 World Cups, or even the semi-final of the Champions League played only three weeks ago, were each time the setting for urban clashes of rare violence. In each match, whatever the outcome, individuals motivated by the sole desire to fight, far removed from any sporting considerations, sow chaos in the streets of the country's cities even before the end of these meetings is whistled. In Montpellier, the press reported the presence of no less than 500 thugs, determined to destroy, operating between the Place de la Comédie and the Esplanade Charles de Gaulle. Mr. Charles Alloncle draws the attention of the Minister to the Minister of Labor, Health, Solidarity and Families, responsible for health and access to care, to the sudden and unjustified cancellation of a public contract for FFP2 masks by Public Health France (SPF), endangering an industrial company in Hérault and contributing to weakening the strategy for reestablishing national health sovereignty. In October 2024, following a rigorous call for tenders aimed at renewing the entire French strategic stock of masks, a group of French companies was awarded lot 3 for the supply of 60 million FFP2 masks. This market, representing a total of 9 million euros in turnover, including 6 million for the company in question, guaranteed the latter a stable volume of activity until 2028. It at the same time consolidated a major emerging player in the French personal protective equipment sector. However, after an appeal filed by a competitor not meeting the initial criteria of the call for tenders (namely, the absence of subcontracting in order to favor production in France), SPF first confirmed its choice, before canceling the contract in January 2025, citing unjustified “doubts” about the regularity of supply. M. Charles Alloncle alerte M. le ministre auprès de la ministre du travail, de la santé, de la solidarité et des familles, chargé de la santé et de l'accès aux soins, sur la présence préoccupante de substances per- et polyfluoroalkylées (PFAS), communément appelées « polluants éternels », dans l'eau potable de sa circonscription. Une enquête récente de l'UFC-Que choisir et de Générations futures, publiée le 23 janvier 2025, a révélé la présence de onze PFAS dans l'eau potable de Lunel. En particulier, le trifluoroacétique (TFA) a été mesuré à un taux anormalement élevé de 210 ng/L. Bien que la communauté d'agglomération en charge du réseau d'eau potable, Lunel Agglo, ait affirmé que l'eau respecte les normes réglementaires en vigueur et ne présente pas de danger pour la consommation humaine, les Lunellois demeurent inquiets quant aux effets potentiels sur la santé de ces substances persistantes. En effet, les normes applicables en France sont bien moins strictes que celles en vigueur dans d'autres pays, comme le Danemark ou les États-Unis d'Amérique. Par ailleurs, cette enquête rejoint les conclusions de la campagne exploratoire de mars 2024 menée par l'Agence régionale de santé (ARS) Occitanie, dans le but de mesurer la présence de PFAS dans l'eau de consommation. Sur les 326 points de prélèvements contrôlés en Occitanie, trois ont dépassé la norme de qualité de 100 ng/L. Parmi eux, le mélange de captages Les Horts alimentant la commune de Lunel-Viel et situé à proximité de celle de Saint-Just, a donné lieu à un résultat relativement inquiétant, avec des taux mesurés entre 117,6 ng/L et 151,6 ng/L. Bien que ce constat n'ait pas entraîné de restrictions d'usage de l'eau, il nécessite de déployer des moyens à même d'assurer une vigilance accrue concernant la qualité de l'eau de consommation. M. le député demande à M. le ministre de préciser les mesures déjà prises ainsi que celles que ce dernier compte mettre en œuvre, en lien avec la préfecture, la DREAL, l'agence de l'eau et l'ARS, de sorte à comprendre d'une part les causes de ce dépassement des seuils autorisés et d'autres part à réduire la présence de PFAS dans l'eau potable, en particulier à Lunel-Viel et Saint-Just, mais aussi dans les communes alentour. Il lui demande également de préciser les moyens techniques et financiers qu'il compte apporter à Lunel Agglo, collectivité chargée du réseau d'eau potable, afin d'identifier les sources de contamination par les PFAS et de réduire leur présence dans l'eau potable de l'agglomération.

M. Charles Alloncle attire l'attention de M. le ministre d'État, ministre de l'intérieur sur la nécessité de donner aux maires l'accès au fichier SIV, suite à une demande formulée en ce sens par un maire de sa circonscription. Le fichier SIV (systèmes d'immatriculation des véhicules) permet de connaître l'identité du propriétaire d'un véhicule à partir de sa plaque d'immatriculation. Les personnes autorisées à consulter ce fichier sont nombreuses : préfectures, professionnels du commerce et de l'automobile, sociétés de location de véhicules, constructeurs automobiles, assureurs, services de la police nationale comme de la gendarmerie nationale, service des douanes, experts automobiles, sociétés d'autoroute, etc. Pour autant, les maires, pourtant officiers de police judiciaire, n'ont pas accès à ce fichier lorsqu'ils ne disposent pas d'une police municipale - qui elle, y a accès. Et ce alors que les maires sont en première ligne pour assurer leur compétence en matière de gestion de la voirie. Un maire de sa circonscription a ainsi témoigné à M. le député des difficultés dont il est victime faute de pouvoir accéder au fichier SIV. À l'occasion d'une fête votive, ce dernier s'est retrouvé dans l'impossibilité de monter un stand dans les délais impartis. En effet, malgré la diffusion d'un arrêté d'interdiction de stationnement en temps et en heure, des véhicules gênants s'étaient garés en stationnement non autorisé. Le temps d'appeler la gendarmerie pour faire les constatations d'usage et de procéder à l'enlèvement des véhicules, une demi-journée s'était écoulée. Le déroulement dans des conditions idoines d'une tradition historique de cette commune s'en est trouvé perturbé. D'autre part, au quotidien, la gestion des véhicules-ventouses se révèle périodiquement très difficile à gérer sans accès au SIV. En effet, afin d'obtenir l'identité du propriétaire du véhicule, l'envoi d'un mail au capitaine de BTA local est nécessaire. Or en période de congés, ce service n'est pas opérationnel. Si les maires et adjoints officiers de police judiciaire avaient accès à ce service, ils pourraient identifier le propriétaire du véhicule gênant dans les plus brefs délais. Cette solution permettrait de résoudre à l'amiable la plupart des cas d'encombrement de la voirie et ce bien plus rapidement qu'en ayant recours aux services de police et de gendarmerie. Ainsi, il lui demande s'il compte, et le cas échéant dans quel délai, rendre accessible le fichier SIV aux maires et adjoints officiers de police judiciaire.

Camargue breeders are very worried and are warning of the urgency of the situation. They report the absence of large-scale mosquito control campaigns despite regular requests to the competent authorities.
