The acquisition by all children of the ability to swim safely is an objective that everyone agrees to recognize as a priority, not only in the context of the prevention of everyday accidents among those under 15 but also for all adults-to-be. This learning is planned as part of school programs from cycle 2. However, in reality, many children do not benefit from swimming instruction as they should. In certain municipalities without swimming pools, the distance of the equipment, the cost of transport and logistical problems greatly complicate the organization of swimming lessons. Added to this is a shortage of lifeguards, which further increases the difficulties. In certain departments, parents of students have denounced the fact that their children, educated in rural areas, have never had swimming lessons during their entire primary school education. Others reported too few courses being held due to a series of difficulties (swimming pools under construction, swimming pools closed, absence of supervisory staff, difficulties in recruiting, etc.) However, these absences or insufficient lessons can ultimately have serious consequences. How can we not link, in a certain way, these failings for a very long time - not to mention the covid years - with the increase in drownings. Indeed, between July 16 and August 15, 2024, 576 drownings were recorded in France, an increase of 41% compared to the same period in 2023, undoubtedly due to favorable conditions. when swimming, according to public health France. M. David Guerin appelle l'attention de M. le ministre de l'intérieur sur l'expérimentation et la généralisation du dépôt de plainte par visioconférence. Le dispositif expérimenté dans la Sarthe et dans les Yvelines du dépôt de plainte par visioconférence a été généralisé à l'ensemble du territoire par un décret publié au Journal officiel le 23 février 2024. Toutes les infractions sont éligibles à la Visioplainte. Cependant, pour certaines infractions, la victime devra se rendre au commissariat pour être auditionnée en présentiel. Ces cas particuliers sont détaillés dans le décret du 23 février 2024, notamment lorsque la nature ou la gravité des faits nécessite une nouvelle audition en présence de la victime, ou encore lorsqu'il s'agit d'infractions d'agressions sexuelles ou d'atteintes sexuelles (viol, incestes et autres agressions sexuelles ainsi que les infractions sexuelles commises contre les mineurs). Il est à noter que certaines de ces infractions ne nécessiteront pas toujours le déplacement de la victime pour son audition, comme c'est le cas pour des infractions telles que l'exhibition sexuelle, le harcèlement sexuel, etc. Les victimes peuvent se rendre sur le site masecurite.interieur.gouv.fr , s'identifier, remplir un formulaire de préplainte et choisir un créneau afin de recevoir ensuite un lien pour se connecter, avec la date et l'heure du rendez-vous. Le jour convenu, face à l'écran, la visioconférence commence et le gendarme ou le policier connecté prend formellement la plainte qui est ensuite signée par voie électronique. Les expérimentations semblent avoir connu des résultats très positifs tant pour les plaignants que pour les forces de police. Aussi, il lui demande de lui faire part des éléments de bilan de cette expérimentation en particulier dans les deux départements concernés, sur le ressenti des plaignants et des policiers et de lui communiquer les éléments sur l'extension de ce dispositif à l'ensemble du territoire national.

In the rankings of the Organization for Economic Co-operation and Development (OECD), France gradually fell from 9th to 26th place between 1989 and 2021, far behind Sweden, the Finland, Norway or Italy. In 2021, 2,700 children under the age of 1 died in the country. Among them, 1,200 annual perinatal deaths are currently considered preventable. This statistical indicator is recognized as a marker of the quality of obstetric and pediatric care in a country. Since 2012, there has also been a 4% increase in insulin-dependent diabetes in children and, more generally, an increase neurodevelopmental disorders, without forgetting a growing malaise which results in an increase in suicidal ideas among increasingly younger children and in the number of acts. These figures are partly due to the decline in the number of pediatricians. France only has 8,500 pediatricians, ranking 22nd out of the 31 OECD countries. And many of them are going to retire very soon. These findings on children's medicine are worrying for the health of children and for the future.
