Mme Claire Lejeune appelle l'attention de M. le ministre de l'intérieur sur les révélations formulées par M. Guillaume Larrivé dans sa lettre de démission publiée sur son compte X le 16 octobre 2025. M. Larrivé y indique avoir accepté sa nomination en qualité de président du conseil d'administration de l'Office français de l'immigration et de l'intégration (OFII) « afin de contribuer à réduire l'immigration et promouvoir l'assimilation au service de notre nation », ajoutant que sa démission intervient en raison de « l'abandon par le Gouvernement de toute ambition de réduction de l'immigration ». Or l'OFII, créé en 2009 et opérant sous la direction générale des étrangers en France (DGEF), est chargé, selon l'article L. 121-1 du code de l'entrée et du séjour des étrangers et du droit d'asile, « de l'accueil des étrangers titulaires, pour la première fois, d'un titre les autorisant à séjourner durablement en France », de coordonner la « gestion de l'hébergement dans les lieux d'hébergement » et a pour « mission de participer à toutes actions administratives, sanitaires et sociales relatives à l'entrée des étrangers et à leur séjour d'une durée inférieure ou égale à trois mois, à l'accueil des demandeurs d'asile et à la gestion de l'allocation pour demandeur d'asile, à l'introduction en France, au titre du regroupement familial, du mariage avec un Français ou en vue d'y effectuer un travail salarié, d'étrangers ressortissants de pays tiers à l'Union européenne, à la visite médicale des étrangers admis à séjourner en France pour une durée supérieure à trois mois, qui permet notamment un repérage des troubles psychiques, au retour et à la réinsertion des étrangers dans leur pays d'origine depuis le territoire national ou depuis les pays de transit, à l'intégration en France des étrangers, pendant une période de cinq années au plus à compter de la délivrance d'un premier titre de séjour les autorisant à séjourner durablement en France ou, pour la mise en œuvre des dispositifs d'apprentissage et d'amélioration de la maîtrise de la langue française adaptés à leurs besoins, le cas échéant en partenariat avec d'autres opérateurs, quelle que soit la durée de leur séjour et enfin à la procédure d'instruction des demandes de titre de séjour en qualité d'étranger dont l'état de santé nécessite une prise en charge médicale prévue à l'article L. 425-9 ». Aussi, en application des fondements de l'article R. 121-9 du code de l'entrée et du séjour des étrangers et du droit d'asile et dans le cadre des missions fixées à l'article L. 121-3 du même code, le conseil d'administration de l'Office français de l'immigration et de l'intégration présidé par M. Guillaume Larrivé délibère sur, « les conditions générales d'organisation et de fonctionnement de l'établissement et notamment les ouvertures et fermetures des directions territoriales en France et des représentations à l'étranger, les missions et l'implantation des services territoriaux et de ses représentations à l'étranger, le projet de contrat d'objectifs et de performance conclu avec l'État, le programme prévisionnel d'activité, le projet de budget de l'office et ses modifications, le compte financier et l'affectation des résultats de l'établissement, le tableau des emplois, le rapport annuel d'activité présenté par le directeur général, le placement des fonds disponibles dans les conditions fixées par le ministre chargé du budget, la stratégie immobilière de l'établissement, notamment son schéma pluriannuel de stratégie immobilière, les achats, ventes, échanges d'immeubles et prises à bail d'immeubles, constitution et cession de droits réels immobiliers, les conditions générales de vente des produits et services fournis par l'établissement, l'acceptation ou le refus de dons et legs et l'autorisation des transactions. » Au regard des dispositions prévues par la loi exposées ci-dessus, les déclarations de M. Larrivé sont en contradiction manifeste avec les missions de l'OFII et soulèvent ainsi des interrogations sérieuses. Si M. Larrivé, qui qualifie par ailleurs dans sa lettre la situation migratoire en France de « chaos migratoire », a mal interprété les missions de l'office, cela traduit une méconnaissance préoccupante du rôle de l'OFII. Dans le cas contraire, si des directives politiques ont effectivement orienté ses fonctions vers des objectifs non prévus par la loi, cela constituerait une violation grave du cadre légal de l'office. Elle lui demande donc les raisons pour lesquelles M. Larrivé a reçu de telles directives, si celles-ci ont été émises au nom du Gouvernement et quelles mesures sont envisagées pour garantir que les missions de l'OFII demeurent strictement conformes aux dispositions légales. Elle l'interroge également sur les moyens prévus pour assurer la transparence et le respect de la légalité dans l'orientation politique de cet office, garant d'un accueil digne et reflet de la solidarité de l'État.

Mrs. Claire Lejeune draws the attention of the Minister of State, Minister of the Interior, to the worrying state of the French fleet of Canadairs, devices essential to fighting fires. As climate change increases the frequency and intensity of forest fires across the entire territory, including in historically less exposed areas in the north, the operational capacity of civil security air assets appears more and more insufficient. Since the start of summer 2025, at least five departments - Bouches-du-Rhône, Aude, Gard, Hérault and Ille-et-Vilaine - have already been affected by fires, confirming fears of a high-risk summer. Faced with these disasters, the Canadairs play an essential role: capable of releasing 6,000 liters of water and carrying out rapid rotations by obtaining supplies directly from the sea or lake, they are particularly effective on large fires. However, the current fleet of twelve Canadairs is particularly dilapidated: with an average age of 30 years, these devices are subject to accelerated wear due to their increasing stress and repeated scooping maneuvers at sea, where salt water accentuates corrosion phenomena. The information report from Mr. Damien Maudet and Ms. Sophie Pantel on the fleet renewal strategy air civil security warns of the worrying aging of aircraft as well as the increasing difficulties linked to their maintenance. He recommends, in his proposal No. 4, to quickly clarify the government strategy, both on the number of devices ordered and on the schedule for their delivery. These alerts echo the summer of 2024, during which no Canadair was able to fly for several days, due to a lack of availability and spare parts. In a context of climate change leading to an increase in forest fires and while France has a particularly extensive forest heritage on a European scale, she asks what the current and future orientations of the Government are in terms of European cooperation, particularly within the framework of RescUE, in order to strengthen operational firefighting capacities on the national territory, which are currently insufficient in the face of the challenges. Mrs Claire Lejeune alerts the Minister to the Minister of Regional Planning and Decentralization, responsible for housing, on the costs relating to the elimination of domestic materials containing asbestos, following the questioning of a resident of her constituency. Widely used in construction for its insulating, fire protection and resistance properties, asbestos is a fibrous material from which it has been demonstrated that inhalation had serious consequences on health, particularly for the lungs, and could cause cancer. Since the publication of Decree No. 96-1133 of December 24, 1996 concerning the risks linked to asbestos, any marketing or transfer of all varieties of asbestos fibers and any product containing them is prohibited. This general ban on the use of asbestos from January 1, 1997 was implemented accompanied by a dense legislative arsenal. Thus, article L. 1334-12-1 of the public health code requires owners of built buildings to carry out an asbestos search, to establish a diagnosis of the state of conservation of the asbestos detected but also to implement “the necessary measures to control and reduce exposure” to asbestos materials. Article R. 1334-29 of the same code specifies that “the removal work or containment [...] are completed within thirty-six months from the date on which the identification report or the results of the dust measurements or the last assessment of the state of conservation are given to the owner. » If the principles governing the necessary corrective measures provided for by the public health code appear clear, the regulatory particularities for carrying out the withdrawal of some asbestos materials can be very expensive for individuals. In this case, the case of asbestos sheets is an illustration. Indeed, considered particularly dangerous in the event of breakage or cutting, managing the removal of asbestos sheets requires the systematic intervention of a professional. Case law having repeatedly assimilated the individual to a project owner in the case of carrying out work related to the removal of asbestos, these are subject to various obligations and in particular those of the labor code, regarding the management of the removal of asbestos materials. Concretely, they are obliged to use a “Qualibat 1552” approved company, to provide the packaging and regulatory labeling and to pay for the transport of these sheets to a hazardous waste storage facility (ISDD) or in approved recycling center in case of limited volume. Thus, the cost of a removal operation including asbestos diagnosis, removal of sheets, disposal and treatment of waste can represent several thousand euros for a private owner. If aid from the National Housing Agency (ANAH) exists and can support the removal of asbestos materials, this is conditional on the completion of a project of overall renovation and therefore cannot be deployed specifically for the removal of these materials. Finally, the very high costs of these withdrawals as well as the practical conditions of transport of sheets which can measure several meters can be so dissuasive for individuals that they encourage "wild dumping" or storage in inappropriate conditions which can lead to serious consequences both for the health of the people and the environment. The removal of asbestos materials being considered by the State as a public health imperative, the disproportionate costs for an individual for carrying out these operations are an obstacle that the State should remove. Thus, she questions him on the measures that the Government intends to take regarding the financial responsibility for the removal of asbestos materials for individuals.

Mme Claire Lejeune alerte M. le ministre auprès de la ministre du travail, de la santé, de la solidarité et des familles, chargé de la santé et de l'accès aux soins, sur l'empoisonnement massif des Français au cadmium. Minéral cancérogène présent dans les engrais phosphatés utilisés dans l'agriculture, le cadmium est un métal lourd s'accumulant dans les sols et qui contamine gravement l'alimentation et particulièrement l'alimentation des enfants considérant que parmi les aliments les plus concernés figurent les céréales pour le petit déjeuner, les pâtes et les pommes de terre. Le coordinateur du groupe de travail « santé et environnement » de la Conférence des unions régionales des professionnels de santé-médecins libéraux (URPS-ML) a qualifié l'exposition au cadmium de « bombe sanitaire » dans un courrier adressé aux ministres en charge de la santé, de l'agriculture et de la transition écologique le 2 juin 2025. Bien que le règlement CE 2021/1323 du 10 août 2021 modifiant le règlement (CE) 1881/2006 en ce qui concerne les teneurs maximales en cadmium dans certaines denrées alimentaires établisse très clairement que le cadmium est particulièrement toxique pour les reins, s'accumulant dans l'organisme pendant de longues années, il acte un renoncement à un abaissement général des teneurs maximales en cadmium dans les aliments. Enfin, l'agriculture intensive qui épuise les sols et appauvrit les agriculteurs force à un recours massif aux engrais phosphatés contenant du cadmium. Dans ce contexte, une adoption de la proposition de loi « visant à lever les contraintes à l'exercice du métier d'agriculteur dite « Duplomb » serait particulièrement inquiétante en ce qu'elle entérinerait toujours plus dans les pratiques l'agriculture intensive, consommatrice d'engrais azotés et phosphatés et le recours à des produits reconnus à forte toxicité tels que l'acétamipride. Ainsi, elle souhaiterait savoir quelles mesures compte prendre le Gouvernement pour faire cesser l'empoisonnement massif de la population au cadmium par l'utilisation d'engrais phosphatés.

Ms. Claire Lejeune alerts the Minister of the Economy, Finance and Industrial and Digital Sovereignty of his decision to suspend the “MaPrimeRénov’” system. Aid paid by the State for owners who wish to carry out energy renovation work, MaPrimeRénov' is one of the main mechanisms for the ecological transition. France has 4.2 million thermal strainers, 12 million citizens are in a situation of fuel poverty, 6 million suffered from the cold in 2023 and 70% of tenants suffered from the heat in summer in their homes. Since the implementation of the MaPrimeRénov' system, more than 2.4 million homes have been renovated, including 330,000 large-scale renovations, generating, according to the national housing agency (ANAH), more than 37 billion euros in work. While this device is particularly effective and even necessary to achieve the objectives of reducing CO2 emissions contained in the “Climate and Resilience” law, the announcement of its suspension stunned citizens, particularly those of modest means, who would like to benefit from the system to renovate their homes but also the economic sectors of the ecological transition and in particular the construction sector and its craftsmen. Indeed, notwithstanding the considerable delay taken by previous and current governments in the renovation of the housing stock (91,000 large-scale renovations in 2024 for a stated objective of 200,000 and even 700,000 by 2030), the multiple modifications of MaPrimeRénov' and the phenomena caused by the Government of "on/off" of the system have completely destabilized the sectors which carry out the work and the citizens who wish to benefit from it and receive contradictory messages. After a sudden change in the allocation criteria decided at the beginning of 2024 then a reduction in the credits opened by two between the finance bill for 2024 and the PLF for 2025, MaPrimeRénov' has become, due to the political choices of the Government, a budgetary adjustment variable and an object of concern for the professional sectors because of its instability while its effectiveness and its necessity have been demonstrated many times. Finally, it is also clear that the means to combat fraud have been largely insufficient over the last four years, allowing organized sectors to divert funds from the system. In this context, the backlog of files, the delays in processing them as well as the payment delays accumulated by the ANAH appear as symptoms of the lack of seriousness in the planning of the ecological transition by the Government. Tens of thousands of citizens and construction companies find themselves strongly impacted by these delays in processing files and payment, some finding themselves no longer able to pay the credit taken out while waiting for the payment of aid while others, companies and craftsmen, can no longer pay their employees. The renovation of housing is not only an ecological necessity but also a fundamental need for citizens, particularly those of modest means, who suffer from cold, humidity, heat in their homes and who very often do not have the means to meet their energy bills. Thus, it would like to be communicated to it the reasons for the sudden cessation of the MaPrimeRénov' system, the number of files awaiting processing, the number of files awaiting payment as well as the total amount of aid awaiting payment to individuals and construction companies. Ms. Claire Lejeune draws the attention of the Minister to the Minister of the Economy, Finance and Industrial and Digital Sovereignty, responsible for industry and energy, to the worrying situation of the ArcelorMittal group, which recently announced the dismissal of 636 employees, thus marking a new stage in the destruction of the French steel industry. This decision comes following the suspension of its projects European decarbonization efforts, including in particular the emblematic hydrogen oven project in Dunkirk, despite the 850 million euros in subsidies and the payment of 622 million euros since 2013 by the State. Furthermore, the company chose to invest nearly a billion dollars in a new factory in the United States of America, rather than in Europe. ArcelorMittal shareholders, for their part, pocketed, over the course of three in recent years, 6 billion euros, to the detriment of employees and industrial sites. It appears that the Government, by not taking measures to address this situation, seems to be allowing a deterioration of the French industrial fabric, in a particularly strategic sector for economic sovereignty. Ms. Claire Lejeune draws the attention of the Minister of State, Minister of National Education, Higher Education and Research, to the non-replacement of teachers and the disruption in the continuity of the public education service that this entails. On February 21, 2025, the administrative court of Orléans ordered the State to compensate several families of students due to the failure to replace a French teacher one year whole. According to the Department of Evaluation, Foresight and Performance (DEPP), 15 million hours of lessons are lost each year for students due to these absences of replacement which lead to a worrying accumulation of hours of teaching not provided, particularly in fundamental subjects. Thus, at the Les Gâtines-René Cassin college in Savigny-sur-Orge, more than 2,400 hours of lessons were not provided by national education this year, particularly in mathematics, French and German, leaving many students without instruction in essential subjects. This situation is particularly critical for 6th grade students, where the level groups, introduced by the “shock of knowledge” reform, complicate any internal reorganization in establishments. For 3rd grade students, it seriously compromises the preparation for the certificate and in fact accentuates inequalities, primarily affecting the most vulnerable students. Furthermore, certain long-term absences, such as maternity leave, should be better anticipated, thus avoiding several months without classes. Beyond the students, this lack of teacher replacement weighs heavily on all establishments. School life staff and teaching teams, already understaffed, must manage a growing number of students constantly, to the detriment of their primary missions. Faced with this situation which jeopardizes the academic success of millions of students, the MP wishes to know what measures the Government intends to put in place to guarantee systematic replacement of absent teachers and thus ensure the continuity of the public education service. She would also like alert to the urgency of ensuring decent training, working and remuneration conditions for teachers, in order to restore the attractiveness of this profession which is now being dramatically undermined. Ms. Claire Lejeune draws the attention of the Minister of Ecological Transition, Biodiversity, Forests, Sea and Fisheries to the implementation of low-emission zones (ZFE), imposed by Law No. 2021-1104 on the fight against climate change and strengthening resilience to its effects (known as the “climate and resilience” law). The establishment of EPZs should have had sufficient incentive as a corollary households to consider converting to a cleaner vehicle, as well as a substantial densification of the public transport network. However, the Government's objectives established for the end of 2024 were not achieved, with France having recorded a drop in sales of electric cars of 24.4%, the metropolitan RERs not being ready and the public transport network being largely underfunded. Behind this percentage, dramatic social situations are emerging: citizens will be forced to risk a fine simply to go to work. This unpreparedness of the State, as well as the setbacks on public transport budgets and aid for the purchase of an electric vehicle, will introduce massive inequalities in terms of the right to mobility. Mobility insecurity will explode. It is indeed the principle of equality, the foundation of the Republic, which is at stake. While waiting for mobility solutions allowing these households to reduce the use of private cars for their daily journeys, aid for conversion to a cleaner vehicle must on the contrary be increased. This delay in the electrification of the automobile fleet and the development of public transport will have a social, health and considerable ecological impact for the territories concerned and the inhabitants who reside there. La disponibilité des médicaments dans les pharmacies est un sujet de préoccupation majeur pour tous nos concitoyens et a un impact imon leur vie quotidienne. Les causes de ces tensions sont multifactorielles: prévalence des épidémies hivernales, disponibilité des matières premières, tensions sur le marché mondial, problèmes dans les chaînes de fabrication… Face à ce constat, et à des pénuries qui se multiplient, le Gouvernement est actif: - identification à l'été 2023 d'une liste de 450 médicaments essentiels faisant l'objet d'un suivi renforcé; - annonce, par le Président de la République en juin 2023, de la relocalisation sur sol français de la production de 25 médicaments stratégiques dans le cadre du plan France 2030. Le Gouvernement a annoncé en janvier 2025 le soutien de 8 projets industriels supplémentaires, soit 21 M€ injectés pour 160 M€ d'investissements industriels, l'Etat vient appuyer la production ou la relocalisation de médicaments essentiels; - signature, par the whole ofs acteurs de la chaîne du médicament, d'une charte d'engagement en novembre 2023, aimed at mieux contrôler et réguler les approvisionnements, favoriser la transparence de l'information, et responsabiliser chacun dans l'intérêt premier du patient; - vote, par le législateur dans le cadre de la LFSS 2024 et de la LFSS2025, de dispositions permettant d'accroître la capacité d'action des autorités sanitaires pour lutter contre les tensions d'approvisionnement; - publication, en février 2024, d'un plan d'action volontariste pour trois années permettant de relever le défi des pénuries avec méthode, détermination et réalisme. Par ailleurs, la France est particulièrement proactive à l'échelle européenne, et participe activement aux travaux conjoints dans le cadre du Critical medicines act.

Ms. Claire Lejeune draws the attention of the Minister of State, Minister of the Interior, to the consequences of Decree No. 2024-1074 of November 29, 2024 prohibiting the use of flashing rear red lights on bicycles. According to the latest ONISR barometer (September 2024), cyclist mortality is increasing, with 240 deaths over the last 12 months, an increase of +10% compared to the previous period and +28% compared to 2019. In this worrying context, this ban reduces the visibility of cyclists on the road and directly compromises their safety. Flashing rear lights are an essential device, particularly in rural areas, at night or in bad weather, where they improve motorists' perception of cyclists. Their removal goes against the recommendations of road safety experts and associations. specialized. Furthermore, this measure appears to contradict the objectives of developing soft mobility. Encouraging the use of bicycles requires guaranteeing safety and any restriction that weakens cyclists risks having a deterrent effect. This is why the MP asks the Minister when the Government intends to repeal this decree. She would also like to know the reasons which led to take this decision and requests that the impact study be published justifying that this ban is not detrimental to the safety of cyclists.
