Mr. Gaëtan Dussausaye draws the attention of the Minister of Labor and Solidarity to the difficulties encountered by policyholders born in 1964, eligible for the early retirement system for long careers, following the suspension of the 2023 pension reform. With the publication of the implementing decrees only scheduled for September 2026, this schedule paralyzes the retirement insurance management tools. Indeed, for lack of updating computer systems, the instructing services cannot technically process the files of the 1964 generation, leading to a de facto suspension of their rights to retire early. This delay weakens the situation of policyholders subject to notice obligations. Mr. Gaëtan Dussausaye alerts the Minister of Health, Families, Autonomy and People with Disabilities to the financial consequences of the recent reform of the methods for calculating the activity bonus for people with disabilities who maintain a professional activity. Since the reform which came into force at the start of 2026, disability pensions are no longer assimilated to earned income, but included in the category of “other resources”. This change in qualification has the direct effect of reducing, or even completely eliminating, the activity bonus for these disabled employees, thus suddenly depriving them of additional income that is nevertheless essential on a daily basis. The case of a resident of the MP's constituency perfectly illustrates this breakdown in fairness. This person, living alone, is recipient of a disability pension in the amount of 470 euros per month. Despite her health difficulties, she chose to pursue a part-time professional activity for 16 hours per week, providing her with a monthly salary of around 650 euros. Until the reform was implemented, she received an activity bonus of around 240 euros per month. This additional income was essential to compensate for his capacity to reduced work, but also to absorb the fuel costs linked to business travel. Due to the new calculation rules, she completely lost the benefit of her activity bonus, which represents a net loss of 240 euros per month and creates very serious financial difficulties in meeting current expenses. This situation turns out to be particularly unfair and penalizing for people who, despite their disability, strive to remain integrated into the economic fabric. It comes into direct contradiction with the initial objective of the activity bonus, which aims to encourage and promote work. In view of these findings, he asks whether the Government intends to urgently re-examine the calculation methods applicable to beneficiaries of a disability pension, in order to protect their purchasing power and to guarantee that the recovery or maintaining employment always remains valued.

Mr. Gaëtan Dussausaye draws the attention of the Minister of Health, Families, Autonomy and People with Disabilities to the results of the solidarity day established following the 2003 heatwave. Created in 2004 after the summer 2003 heatwave, which caused nearly 15,000 deaths, mainly among the elderly, the solidarity day aimed to sustainably finance policies in favor of the autonomy of elderly people and people with disabilities so that such a tragedy cannot happen again. This system is based on an additional day of work for employees and a solidarity contribution for autonomy paid by employers. Since its creation, the solidarity day has made it possible to collect more than 36 billion euros, including 3.36 billion euros for the year 2026 alone. These revenues are allocated to the National Solidarity Fund for Autonomy (CNSA), whose annual budget reaches nearly 45 billion euros, and are distributed between the financing of policies in favor of people with disabilities (40%) and the elderly (60%), in particular through nursing homes, the personalized autonomy allowance (APA) and medico-social establishments and services. However, more than twenty years after its creation, recent heatwave episodes once again highlight the fragilities of the dependency care system. Many establishments remain insufficiently adapted to extreme heat, hospital and medico-social services are experiencing persistent tensions and the needs linked to the aging of the population continue to grow. Projections show an increase in the number of people in loss of autonomy, which could increase from around 1.4 million today to 3.4 million in 2050, posing considerable challenges to the solidarity system. The MP questions the efficiency of this system. He asks him to draw up a precise assessment of the use of revenue from the solidarity day since 2004, to detail the amount of investments made thanks to this financing, in particular those dedicated to the modernization and adaptation of nursing homes in the face of extreme climatic episodes, the development of home support, support for caregivers, as well as actions to prevent loss of autonomy, and finally, he asks how the Government explains that, despite more than 36 billion euros collected in twenty-two years, the structural difficulties of caring for dependency persist and what measures it intends taken to strengthen transparency on the allocation of these resources and guarantee that they fully meet the objectives which justified the creation of the solidarity day.

Mr. Gaëtan Dussausaye questions the Minister of Labor and Solidarity on the hierarchical recourse currently examined by the ministry following the refusal of approval by the DRIEETS of Île-de-France to the SSTETT association, a candidate for the creation of an occupational prevention and health service dedicated to the temporary work branch. This situation raises questions because of the links between SSTETT and the GST association, whose activities and methods of intervention are the subject of numerous criticisms. While GST is not among the approved prevention and occupational health services, this structure has developed significant activity with temporary employment companies and is already monitoring several tens of thousands of temporary employees. According to the elements made public, its model would be based very largely on the teleconsultation. As part of the examination of the file, it was noted in particular that only 123 visits were carried out in person out of more than 43,000 consultations. Furthermore, the weak territorial coverage of the system, with only 17 fixed medical centers throughout the national territory, fuels concerns about the effective access of employees to physical consultations when their state of health or their professional situation justifies it. Several occupational health players are also warning of the risk of a disconnect between medical monitoring and real knowledge of working conditions. However, occupational medicine cannot be limited to carrying out individual remote visits. It is also based on job observation, identification of professional risks and implementation of preventive actions. as close as possible to the field. These concerns are all the greater since the 2026-2030 Workplace Health Plan, recently presented by the Government, identifies temporary workers as a priority audience for prevention policy. He points out in particular that their fatal accident frequency index is almost twice as high as that observed for all employees. Temporary employees, often exposed to the most difficult tasks and the greatest professional risks, cannot be considered second-class employees. They must be able to benefit from particularly demanding occupational health monitoring and a real prevention policy. In this context, he asks what guarantees the Government intends to provide so that a structure that does not itself have the required approval cannot access indirectly to the occupational health market through a branch service. He also asks what guarantees will be required to provide temporary employees with medical monitoring in accordance with the requirements of the labor code, based on a real prevention policy and not solely on the massive use of teleconsultation.

Mr. Gaëtan Dussausaye questions the Minister Delegate to the Minister of Labor and Solidarity and the Minister of National Education, responsible for vocational education and training and apprenticeship, on the extent of fraud affecting the financing of apprenticeship. Since the reform of September 5, 2018 for the freedom to choose one's professional future, apprenticeship has experienced unprecedented growth, with almost of a million apprentices and several billion euros of public funding mobilized each year. This dynamic has contributed to the development of work-study, but it has also been accompanied by an increase in the risks of excesses and misappropriations. This growth has been particularly marked in higher education. While apprenticeship was historically intended to promote professional integration in technical professions and training at the CAP to BTS level, its development has gradually focused on training at the bachelor's, master's and engineering diploma levels. A significant proportion of apprenticeship contracts now concern students preparing for a bac + 4 or bac + 5 level diploma, for whom the prospects of professional integration were already generally favorable. This development favored the entry massive number of private players in the higher education market, with certain establishments having based their economic model mainly on capturing public funding linked to learning. Several surveys and reports have highlighted abuses consisting of favoring an increase in the number of registrations rather than the educational quality of the training offered, as well as a strong dependence of certain establishments with public aid. In certain cases, apprenticeship appears more as a mechanism for financing higher education courses than as a real tool for progressively acquiring a profession within the company. Mr. Gaëtan Dussausaye questions the Minister of Health, Families, Autonomy and People with Disabilities about the continued lack of publication of the implementing decree provided for in Article 5 of Law No. 2025-623 of July 9, 2025 aimed at strengthening the safety of health professionals. This law, adopted in a context of increased violence against health professionals, aimed to provide a concrete and expected by all caregivers, particularly liberals, who are increasingly exposed to verbal, physical and sometimes sexual attacks in the exercise of their duties. Article 5 provides in particular for the establishment of a system allowing self-employed health professionals who are victims of attacks to benefit from structured support by the regional unions of health professionals (URPS), in order to provide them with legal, administrative and human support. However, more than eight months after the promulgation of the law, this implementing decree has still not been published, preventing the effective implementation of this essential measure. This delay is all the more worrying as the reality of violence suffered by caregivers continues. For example, in Tomblaine, in Meurthe-et-Moselle, several nurses were victims of attacks repeated by the same individual. One of them notably filed a complaint for sexual assault while she went to a patient's home. Faced with this situation, marked by the repetition of events and persistent insecurity, health professionals were forced to suspend their interventions in the building concerned in order to preserve their safety. Such a situation illustrates in a particularly concrete way the consequences of the absence of operational protection and support systems for caregivers. It also highlights a major issue of access to care, with patients finding themselves indirectly penalized by the impossibility for professionals to practice in satisfactory safety conditions. Under these conditions, the absence of publication of the implementing decree weakens the scope of the law passed by Parliament and fuels legitimate incomprehension among health professionals. Also, he asks him, firstly, to specify the reasons for this delay in the publication of the implementing decree provided for in article 5 of the law of July 9, 2025. He wishes, secondly, to know the precise timetable envisaged for its publication. Mr. Gaëtan Dussausaye questions the Minister of Ecological Transition, Biodiversity, Forests, Sea and Fisheries about the absurdity of taxing the wood industry as part of the extended responsibility of the producer of construction materials. An exemption had been granted for families who practiced home schooling during the 2021-2022 school year, allowing them to continue it for the 2022-2023 and 2023-2024 school years. The stated objective of the law was to fight against separatism. However, families, who have never shown separatism and have always respected the rules in force, find themselves penalized by the provisions of the law by being refused authorization to practice family education. These families risk being pushed into civil disobedience, while others, who require better control, fall under the radar of the administration. Mr. Gaëtan Dussausaye questions the Minister of Agriculture, Food Sovereignty and Forestry about the recent announcement by the Lactalis group to reduce, from the end of this year 2024, the volumes of milk collected from French breeders. This drop of almost 8% in volumes collected by 2030 threatens many Vosges farms, already weakened by repeated crises, a constant increase in their costs of production, all aggravated by a cruel lack of veterinarians. Alongside his colleague MP for Vosges, Mr. Sébastien Humbert, he expects from the Government a rapid reaction and concrete actions, in particular the organization of a social conference bringing together Lactalis, public authorities, unions, breeders, staff of collection structures, etc.; the launch of a support plan for the training and retraining of breeders including employment is directly threatened; the establishment of a national strategy to help breeders develop their own milk processing and short circuit sales structures.
