Shell Company Abuse Act This bill makes it unlawful to establish or use a corporation, company, or other entity with the intent to conceal an election contribution or donation by a foreign national. A violator is subject to criminal penalties—a fine, a prison term of up to five years, or both.

Health Care Fairness for Military Families Act of 2023 This bill modifies the extension of dependent coverage under TRICARE by allowing a dependent under the age of 26 to be covered without an additional premium. Additionally, the bill authorizes such coverage of dependents without an additional premium regardless of whether they are eligible to enroll in an employer-sponsored plan.

Dustoff Crews of the Vietnam War Congressional Gold Medal Act This bill provides for the award of a single Congressional Gold Medal to Dustoff crews (helicopter air ambulance crews) of the Vietnam War in recognition of their heroic military service.

Commitment to Veteran Support and Outreach Act This bill authorizes the Department of Veterans Affairs (VA) to provide grants to states and Indian tribes to implement programs that improve outreach and assistance to veterans and their families to ensure that such individuals are fully informed about veterans' benefits and programs. Specifically, the VA may provide grants to states and tribes to (1) implement or enhance outreach activities; (2) increase the number of county or tribal veterans service officers in the state or tribe; or (3) expand, implement, or otherwise enhance existing programs and services of the existing state or tribal organization that is recognized by the VA in the preparation, presentation, and prosecution of claims for veterans benefits through representatives who hold positions as county or tribal veterans service officers. The VA must prioritize awarding grants in areas with a critical shortage of county or tribal veterans service officers, areas with high rates of suicide among veterans, and areas with high rates of referrals to the Veterans Crisis Line. During FY2024-FY2028, the VA is authorized to hire two or more additional full-time equivalent employees in the VA's Office of General Counsel to carry out duties under the accreditation, discipline, and fees program.

This resolution urges states that have not yet expanded Medicaid under the Patient Protection and Affordable Care Act to do so. It also expresses support for H.R. 31, which establishes a demonstration program to allow local governments to provide health benefits to the Medicaid expansion population in states that have not expanded Medicaid.

Motor Carrier Safety Selection Standard Act This bill establishes a standard of care for the selection of brokers and other entities that contract with motor carriers for the shipment of goods or household goods. A broker is a person, other than a motor carrier or an employee or agent of a motor carrier, that as a principal or agent sells, offers for sale, negotiates for, or holds itself out by solicitation, advertisement, or otherwise as selling, providing, or arranging for, transportation by motor carrier for compensation. Specifically, the bill requires such entities to verify that a transporting motor carrier (1) is properly registered with the Department of Transportation (DOT); (2) has obtained the minimum required insurance coverage; and (3) is not determined unfit to safely operate commercial motor vehicles, or otherwise ordered to discontinue operations by the Federal Motor Carrier Safety Administration or a state. DOT must prescribe by regulation a process for revoking the registration of an owner or operator determined unfit to safely operate a commercial motor vehicle.

Reinvesting In Shoreline Economies and Ecosystems Act of 2023 or the RISEE Act of 2023 This bill increases revenue streams provided to states from offshore wind projects, offshore oil and gas leases, and onshore energy and mineral resources. States must use the revenue for specified purposes, such as coastal restoration, conservation, or infrastructure. Specifically, the bill requires revenues generated from offshore wind projects carried out under a lease entered into on or after January 1, 2022, to be deposited into accounts for the U.S. Treasury, the National Oceans and Coastal Security Fund, and adjacent coastal states. Currently, this revenue is deposited in the U.S. Treasury. The Department of the Interior must disburse the revenue to a state in an amount that is based on a formula that is inversely proportional to a state's distance from the offshore wind site. In addition, the bill removes the cap on the amount of revenue generated from offshore oil and gas leases that may be shared with states under the Gulf of Mexico Energy Security Act of 2006. It also eliminates a fee under the Mineral Leasing Act that Interior currently collects to administer the onshore revenue sharing program.

Disposable ENDS Product Enforcement Act of 2023 This bill requires the Food and Drug Administration (FDA) to update its enforcement guidance regarding Electronic Nicotine Delivery System (ENDS) products to include certain disposable ENDS products. In April 2020, the FDA published revised guidance on how it intends to prioritize enforcement resources with respect to ENDS products that do not have premarket authorization (i.e., that have not received FDA approval). The guidance specifies that the FDA intends to prioritize enforcement against (1) flavored, cartridge-based ENDS products (except for tobacco or menthol flavored products); (2) other ENDS products for which the manufacturer has not taken adequate measures to prevent access to minors; (3) any ENDS products that are targeted or promoted towards minors; and (4) any ENDS products for which the manufacturer has not submitted an application for market approval or did not receive approval. For purposes of this guidance, cartridge-based ENDS products do not include disposable products that are completely self-contained . The bill requires the FDA to incorporate these products, including nicotine products that are not derived from tobacco, into its enforcement priorities. The bill additionally specifies that the FDA may prioritize enforcement against these products in advance of updating the guidance. The FDA must also annually report on its enforcement actions with respect to these products.

Ellie Helton, Lisa Colagrossi, Kristen Shafer Englert, Teresa Anne Lawrence, and Jennifer Sedney Focused Research Act or Ellie's Law This bill authorizes appropriations for the National Institute of Neurological Disorders and Stroke to conduct or support research on unruptured brain aneurysms in a patient population diversified by age, sex, and race.

Supreme Court Ethics Act This bill establishes a new statutory requirement for the Judicial Conference of the United States to issue a judicial code of conduct for judges and justices of U.S. courts, including Justices of the Supreme Court. Currently, the Judicial Conference issues a code of conduct for judges of U.S. courts (but not for Justices of the Supreme Court). To enforce the code of conduct for Justices of the Supreme Court, the bill requires the Supreme Court to appoint an ethics investigations counsel. The ethics investigations counsel must adopt rules to enforce the code of conduct, including a process to receive public complaints of potential violations; investigate complaints; and issue an annual public report describing the complaints and the steps taken to address the complaints. Finally, the bill requires a Justice of the Supreme Court to publicly disclose the reasons for disqualifying himself or herself in a proceeding or the reasons for denying a motion to disqualify himself or herself in a proceeding.

Supreme Court Ethics, Recusal, and Transparency Act of 2023 This bill makes various changes related to the ethical standards, financial disclosure requirements, and recusal requirements that apply to Supreme Court Justices. Among the changes, the bill requires the Supreme Court to adopt a code of conduct for Justices and establish procedures to receive and investigate complaints of judicial misconduct; adopt rules governing the disclosure of gifts, travel, and income received by the Justices and law clerks that are at least as rigorous as the House and Senate disclosure rules; and establish procedural rules requiring each party or amicus to disclose any gift, income, or reimbursement provided to Justices. Additionally, the bill expands the circumstances under which a Justice or judge must be disqualified; and requires the Supreme Court and the Judicial Conference to establish procedural rules for prohibiting the filing of or striking an amicus brief that would result in the disqualification of a Justice, judge, or magistrate judge.

Help Ensure Lower Patient Copays Act or the HELP Copays Act This bill requires health insurance plans to apply certain payments made by, or on behalf of, a plan enrollee toward a plan's cost-sharing requirements. Specifically, plans must apply third-party payments, financial assistance, discounts, product vouchers, and other reductions in out-of-pocket expenses toward the requirements.

Working Dog Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue 50,000 $5 gold coins, 500,000 $1 silver coins, and 750,000 half-dollar clad coins in commemoration of the service that working dogs provide to society. The designs of the coins minted under this bill shall be emblematic of the contributions of working dogs to society, including in detection, military service, therapy, and assistance. Treasury may issue coins only during the one-year period beginning on January 1, 2025. All sales of coins shall include a surcharge, which shall be paid to America's VetDogs for general expenses associated with the fulfillment of its mission.

Ensuring Women's Right to Reproductive Freedom Act This bill prohibits anyone acting under state law from interfering with a person's ability to access out-of-state abortion services. ( Abortion services include the use of any drugs that are approved to terminate pregnancies and any health care services related to an abortion, whether or not the services are provided at the same time or on the same day as the abortion.) Specifically, the bill prohibits any person acting under state law from preventing, restricting, impeding, or retaliating against health care providers who provide legal abortion services to out-of-state residents, any person or entity who helps health care providers to provide such services, any person who travels to another state to obtain such services, any person or entity who helps another person travel to another state to obtain such services, or the movement in interstate commerce of drugs that are approved to terminate pregnancies. The Department of Justice may enforce this bill through civil actions; the bill also establishes a private right of action for violations.

ESP Family Leave Act This bill allows education support professionals to meet the hours of service requirements for family and medical leave if they have worked a number of hours equal to not less than 60% of the total monthly hours expected for their job descriptions and duties, as assigned for the previous school year. Education support professionals are employees within a public school or public institution of higher education which may include specified staff, such as paraeducators, administrative support staff, custodians, skilled trade workers, and nursing support staff. The Department of Labor may provide a method for calculating such leave for these professionals.

This bill requires employers to provide construction employees with at least one, 15-minute paid rest break for every four hours of work. At the time of hiring, employers also must notify employees about their right to paid rest breaks and display information about such breaks at applicable work sites. Further, employers may not take retaliatory personnel actions or otherwise discriminate against employees who (1) request or take paid rest breaks, or (2) file related complaints with the Department of Labor.

African American History Act This bill authorizes the National Museum of African American History and Culture to carry out educational programs and related activities. Such activities include developing and making available accurate, relevant, and accessible resources to promote the understanding of African American history; and expanding the collection acquisition and collection access processes, including conservation and digitization. The museum may also develop and maintain on its website content designated for educators, students, and families to improve their awareness and understanding of African American history.

Protecting First Responders from Secondary Exposure Act of 2023 This bill expands the allowable uses of grant funds under the Comprehensive Opioid, Stimulant, and Substance Abuse Program administered by the Department of Justice. Specifically, the bill allows grants to be used for purchasing containment devices for first responders and training first responders on the use of containment devices to prevent secondary exposure to fentanyl and other potentially lethal substances.

Fair COLA for Seniors Act of 2023 This bill bases cost-of-living adjustments for certain benefits available through federal and military retirement programs, Social Security, and specified programs for veterans on a price index that tracks the spending patterns of older consumers. The Bureau of Labor Statistics of the Department of Labor must publish that price index on a monthly basis.

This resolution demands that the Chinese government and the Communist Party of China (CPC) immediately release Mark Swidan. The resolution also condemns the Chinese government and the CPC for denying Swidan access to U.S. diplomats and independent and competent medical care. Swidan is a U.S. citizen who was convicted of drug-related charges in China and sentenced to death. A U.N. working group on arbitrary detention considers Swidan's detention arbitrary and in violation of the Universal Declaration of Human Rights.

Ralph David Abernathy, Sr. National Historic Site Act This bill establishes the Ralph David Abernathy, Sr. National Historic Site in Georgia as a unit of the National Park System. The site shall preserve, protect, and interpret the area where the Reverend Dr. Abernathy served as pastor during the height of the modern civil rights movement and his role as an internationally recognized civil rights leader.

Bipartisan Background Checks Act of 2023 This bill establishes new background check requirements for firearm transfers between private parties (i.e., unlicensed individuals). Specifically, it prohibits a firearm transfer between private parties unless a licensed gun dealer, manufacturer, or importer first takes possession of the firearm to conduct a background check. The prohibition does not apply to certain firearm transfers or exchanges, such as a gift between spouses in good faith.

National Council on African American History and Culture Act of 2023 This bill establishes within the National Endowment for the Humanities (NEH) a National Council on African American History and Culture. The council shall prepare an annual report to be submitted to NEH on the work of NEH to preserve and celebrate African-American history and culture; gather timely and authoritative information concerning historical developments and cultural trends in African-American history and culture and take other specified steps; evaluate the various programs and activities of NEH to determine the extent to which such programs and activities are contributing to the successful preservation and celebration of African-American history and culture and make recommendations to the President; develop and recommend national policies to foster and promote the understanding and preservation of African-American culture and the celebration of African Americans as contributors to the country's success; and make and furnish such studies, reports thereon, and recommendations with respect to matters of cultural preservation and African-American history. The bill terminates the council 10 years after its enactment.

Job Protection Act This bill reduces from 12 months to 90 days the employment period required for employees (including federal employees) to become eligible for family and medical leave. Additionally, the bill makes the family and medical leave requirements applicable to all employers (currently, the requirements apply to employers with 50 or more employees).

Muhammad Ali Congressional Gold Medal Act This bill provides for the posthumous award of a Congressional Gold Medal to Muhammad Ali. There is authorized to be charged against the U.S. Mint Public Enterprise Fund such amounts as may be necessary to pay for the costs of the medals struck under this bill. Sums received from the sale of duplicate bronze medals authorized by this bill shall be deposited into that fund.

READ Act Reauthorization Act of 2023 This bill reauthorizes a law that requires the implementation of a strategy to promote quality basic education in partner countries by (1) expanding access to basic education for all children, particularly marginalized children and vulnerable groups; and (2) improving the quality of basic education and learning outcomes.

This joint resolution provides that the Equal Rights Amendment, which prohibits discrimination on the basis of sex, was ratified by three-fourths of the states and is therefore a valid constitutional amendment, regardless of any time limit that was in the original proposal. The Equal Rights Amendment was originally proposed to the states in 1972. The original proposal included a deadline for ratification of March 22, 1979; Congress subsequently extended the deadline to June 30, 1982. Although the requisite 38 states have ratified the amendment, three of these states did so after the deadlines, and five states subsequently rescinded their ratifications. The status of the amendment has been the subject of litigation.

Ethan's Law This bill establishes a framework to regulate the storage of firearms on residential premises at the federal, state, and tribal levels. At the federal level, the bill establishes statutory requirements for firearms on residential premises to be safely stored if a minor is likely to gain access without permission or if a resident is ineligible to possess a firearm. An individual who violates the requirements is subject to criminal penalties. A firearm stored in violation of the requirements is subject to seizure and forfeiture. At the state and tribal levels, the bill requires the Department of Justice to award grants to implement functionally identical requirements for the safe storage of firearms.

Transition-to-Success Mentoring Act This bill establishes a transition-to-success mentoring program requiring the Department of Education (ED) to award grants to eligible entities (e.g., local educational agencies) to provide school-based mentoring programs to assist at-risk students in transitioning from middle to high school. ED must also work with the Office of Juvenile Justice and Delinquency Prevention to (1) refer grant recipients to the National Mentoring Resource Center to obtain mentoring resources, and (2) provide grant recipients with information regarding transitional services for eligible students returning from correctional facilities and transition services for students with disabilities.

Alzheimer's Accountability and Investment Act This bill requires the National Institutes of Health to annually submit, beginning in FY2024, an estimate of its budget and personnel needs for carrying out initiatives pursuant to the National Alzheimer's Project directly to the President for review and transmittal to Congress. The Department of Health and Human Services and the Advisory Council on Alzheimer's Research, Care, and Services may comment on the budget estimate but may not change it. The National Alzheimer's Project supports coordination of federal planning, research, and other efforts to address Alzheimer's disease and related dementias.

NAPA Reauthorization Act This bill extends through 2035 and makes other changes to the National Alzheimer's Project. This project supports coordination of federal planning, programs, and other efforts to address Alzheimer's disease and related dementias. In particular, the bill incorporates a focus on promoting healthy aging and reducing risk factors associated with cognitive decline. The bill also expands the Advisory Council on Alzheimer's Research, Care, and Services to include additional members, such as (1) a researcher with experience recruiting and retaining diverse clinical trial participants, (2) an individual diagnosed with Alzheimer's disease, and (3) representatives from additional federal agencies (e.g., the Department of Justice and the Office of Management and Budget).

Preventing Auto Recycling Theft Act or the PART Act This bill establishes requirements for motor vehicles related to catalytic converters and other motor vehicle parts that contain precious metals. The National Highway Traffic Safety Administration must revise the motor vehicle theft prevention standard for new motor vehicles to include catalytic converters among the parts that require an inscribed or affixed identifying number. Additionally, the Department of Transportation must establish a grant program through which law enforcement agencies and other entities can stamp vehicle identification numbers onto catalytic converters of existing vehicles. The bill establishes retention requirements for the purchase of motor vehicle parts that contain precious metals. It also sets forth criminal penalties for the theft of catalytic converters or any precious metals removed from a vehicle.

Keep Americans Safe Act This bill establishes a new criminal offense for the import, sale, manufacture, transfer, or possession of a large capacity ammunition feeding device (LCAFD). The bill does not prohibit certain conduct with respect to an LCAFD, including the following: importation, sale, manufacture, transfer, or possession related to certain law enforcement efforts, or authorized tests or experiments; importation, sale, transfer, or possession related to securing nuclear materials; and possession by a retired law enforcement officer. The bill permits continued possession of, but prohibits sale or transfer of, a grandfathered LCAFD. Newly manufactured LCAFDs must display serial number identification and the date of manufacture. Additionally, the bill allows a state or local government to use Edward Byrne Memorial Justice Assistance Grant Program funds to compensate individuals who surrender an LCAFD under a buy-back program.

Mahsa Amini Human rights and Security Accountability Act or the MAHSA Act This bill requires the President to impose property- and visa-blocking sanctions on certain persons (individuals and entities) affiliated with Iran. The President must periodically make determinations about whether certain existing sanctions apply to specified persons and impose the applicable sanctions, including determinations concerning (1) the Supreme Leader of Iran and any official in the Office of the Supreme Leader of Iran, (2) the President of Iran and any official in the Office of the President of Iran, and (3) any entity overseen by the Office of the Supreme Leader of Iran which is complicit in supporting human rights abuses or terrorism.

Postal Employee Appeal Rights Amendment Act of 2023 This bill extends federal employee protections against adverse personnel actions, including the right to appeal such actions to the Merit Systems Protection Board, to additional categories of employees at the U.S. Postal Service (USPS). Specifically, it extends such protections to any officer or employee of the USPS who is not represented by a bargaining representative and is in a supervisory, professional, technical, clerical, administrative, or managerial position covered by the Executive and Administrative Schedule.

Postal Supervisors and Managers Fairness Act of 2023 This bill modifies procedures for negotiating pay and benefits of supervisory and other managerial personnel of the U.S. Postal Service (USPS). At least 60 days before the expiration of a pay decision, the USPS must propose to the supervisors' organization any changes in pay policies, pay schedules, or fringe benefit programs for members of such organization. Not later than 60 days after the USPS agrees to a collective bargaining agreement that affects the pay or benefits of supervisors or managers who are members of the supervisors' organization, the USPS shall provide a proposal regarding such matters to the organization. The bill makes binding the decision of the fact-finding panel appointed by the Federal Mediation and Conciliation Service in the event of an impasse between the USPS and a supervisors' organization over proposed changes in pay and benefits.

Holocaust Education and Antisemitism Lessons Act or the HEAL Act This bill directs the U.S. Holocaust Memorial Museum to study and report on Holocaust education efforts in states, local educational agencies (LEAs), and public elementary and secondary schools. Among other elements, the study must (1) determine whether states and LEAs require Holocaust education as part of the curriculum taught in public elementary and secondary schools, (2) identify the standards and requirements relating to Holocaust education, and (3) identify the types of instructional material used to teach students about the Holocaust.

Metastatic Breast Cancer Access to Care Act This bill expedites payment of Social Security Disability Insurance (SSDI) benefits and eligibility for Medicare coverage for those with metastatic breast cancer (i.e., breast cancer that has spread to other sites in the body). Specifically, the bill eliminates the 5-month waiting period for SSDI benefits and the subsequent 24-month waiting period for Medicare coverage for individuals with metastatic breast cancer. Under current law, individuals generally must wait 5 months after the onset of disability to begin receiving SSDI benefits and an additional 24 months to become eligible for Medicare.

Elizabeth Dole Home- and Community-Based Services for Veterans and Caregivers Act of 2023 or the Elizabeth Dole Home Care Act of 2023 This bill addresses home care and caregiver programs provided by the Department of Veterans Affairs (VA). Under the bill, the cost of providing noninstitutional alternatives to nursing home care may not exceed 100% of the cost that would have been incurred if a veteran had been furnished VA nursing home care, unless the VA determines that a higher cost is in the best interest of the veteran. (Under current law, these expenditures are limited to 65% of the cost.) Among other requirements, the VA must seek to enter into an agreement with the Program of All-Inclusive Care for the Elderly in certain areas to furnish noninstitutional alternatives to nursing home care; implement various programs (e.g., the Veteran Directed Care program) to expand access to home- and community-based services; provide specified support and benefits to caregivers of certain disabled veterans; implement a pilot program to provide homemaker and home health aide services to veterans who reside in communities with a shortage of home health aides; and ensure the availability of home and community-based services for Native American veterans. For veterans or family caregivers who are discharged from the Program of Comprehensive Assistance for Family Caregivers, a caregiver support coordinator must provide for a personalized transition to an appropriate program. The Veterans Health Administration must review programs administered through the Office of Geriatric and Extended Care to ensure consistency in program management, eliminate service gaps at the medical center level, and ensure the availability of and access to home and community-based services.

Department of Veterans Affairs Continuing Professional Education Modernization Act or the VA CPE Modernization Act This bill modifies the program under which the Department of Veterans Affairs (VA) reimburses certain full-time health care professionals for continuing professional education expenses. Under current law, only board-certified physicians and dentists are eligible for such reimbursement. The bill expands the program to require reimbursement for various specified full-time health care professionals (e.g., registered nurses) and increases the amount available for a physician or dentist. Additionally, the bill removes the requirement that an individual be board-certified to receive reimbursement. The VA may adjust the amount of the reimbursement, so long as the adjustment does not result in a reimbursement of less than $2,000 per year for each specified position.

Federal Adjustment of Income Rates Act or the FAIR Act This bill modifies pay rates for federal employees in 2024. Specifically, the bill increases rates under the statutory pay systems and for prevailing rate employees by 4.7% and increases locality pay by 4%.
