Global Malnutrition Prevention and Treatment Act of 2021 This bill sets out programs and otherwise directs the U.S. Agency for International Development (USAID) to carry out activities to prevent and treat malnutrition globally. Specifically, the USAID must leverage resources to address malnutrition through the Global Nutrition Coordination Plan (an interagency effort to strengthen the impact of U.S. investments in nutrition) and its role on the board of directors of the International Development Finance Corporation. The USAID must also select countries based on specified malnutrition-related indicators for purposes of targeting malnutrition prevention and treatment programs and update the selection within five years. Additionally, the USAID may establish the Nutrition Leadership Council to coordinate activities to prevent and treat malnutrition across the agency; target resources and nutrition interventions to the populations most susceptible to severe malnutrition and otherwise support efforts to prevent and treat malnutrition globally; and coordinate activities among partner countries, United Nations agencies, civil society, private sector actors, and others to, for example, build capacity in partner countries to sustain nutrition interventions. The bill also requires the USAID to provide to Congress an implementation plan and annual reports concerning its programs for treating and preventing malnutrition. The bill's provisions terminate seven years after its enactment.

This bill requires the Government Accountability Office (GAO) to study and report on the use of techniques including gamification (adding gamelike elements to encourage participation) and psychological nudges (behavioral interventions designed to influence decision-making) by online investment trading platforms. Further, the GAO must compare the investment activity, habits, and risk tolerance of customers exposed to such techniques and those who are not.

Veterans' Culturally Competent Care Act This bill requires the Department of Veterans Affairs (VA) to establish standards and requirements for the provision of mental health care by non-VA providers in the Veterans Community Care Program (VCCP). The established standards must be the same as the standards applicable to VA employees who provide mental health care. The VA must require non-VA mental health care providers to complete training courses on military culture, core competencies for health care professionals, suicide evaluation and management, post-traumatic stress disorder, traumatic brain injury, and military sexual trauma after the provider becomes approved under the VCCP. The VA must also (1) identify additional training areas for which to develop courses, and (2) require the non-VA providers to complete such courses.

Protecting Access to Lifesaving Screenings Act of 2021 or the PALS Act This bill makes a series of changes relating to health insurance coverage of screening mammography. Specifically, the bill requires that any provision of law referring to current recommendations of the U.S. Preventive Services Task Force (USPSTF) with respect to breast cancer screening mammography be administered as if (1) the provision referred to USPSTF recommendations last issued before 2009; and (2) those recommendations applied to any screening mammography modality, including any digital modality of such a procedure. This requirement shall also apply to the Veterans Health Administration's policy on mammography screening for veterans. In addition, the bill preserves Medicare coverage for screening mammography, without a requirement for coinsurance, and expands the definition of screening mammography to include any digital modality of such a procedure. Further, the Centers for Medicare & Medicaid Services may not decrease the frequency with which screening mammography may be paid by Medicare for a woman over 39 years of age. In 2009, the USPSTF updated its guidelines to recommend against routine screening mammography for women between 40 to 49 years of age and to recommend biennial, instead of annual, screening mammography for most women between 50 to 74 years of age. In 2015, through the appropriations process, a three-year moratorium was placed on implementing the guidelines; the moratorium was subsequently renewed until January 1, 2023.

This resolution condemns acts of violence against Afghan women and girls and any effort to limit the ability of women and girls to participate in the civic affairs of Afghanistan. It also urges the President to ensure that Afghan women, youth, and other marginalized groups are meaningfully participating and engaging in all peace talks.

United States Call Center Worker and Consumer Protection Act of 2021 This bill establishes restrictions on businesses that relocate call centers or redirect customer service calls to locations outside the United States. Specifically, a business must notify the Department of Labor that it intends to move its customer service call center overseas and Labor must maintain a publicly available list of such businesses. Subject to narrow exceptions, a business appearing on such list is ineligible to receive federal grants or guaranteed loans for five years after the business is added to the list. Further, agencies must condition the awarding of government contracts on the requirement that any call center activity pursuant to the contract must be performed in the United States. Additionally, the bill requires call center employees to disclose their physical location at the beginning of each call initiated or received, unless all employees of the business participating in the communication are located in the United States, among other exceptions.

Student Records Protection Act This bill revises the requirements for an accrediting agency to be recognized by the Department of Education (ED) as a reliable authority on the quality of education being offered at an institution of higher education (IHE). It also requires an IHE to establish a records management plan for accreditation purposes. Specifically, an accrediting agency must require an IHE to submit for approval a records management plan upon notification by the IHE that it intends to cease its operations. The plan must include a plan for the custody, continued access, and disposition of student records (e.g., student transcripts, billing, and financial-aid records). Further, the IHE must submit the plan to ED. Under current law, an IHE must be accredited by an accrediting agency to participate in federal student-aid programs.

Veterans' Agricultural Apprenticeship Act of 2021 This bill requires the Department of Agriculture to establish a program to make direct loans to farmers and ranchers who will provide mentorship and apprenticeship opportunities for veterans who have not previously operated a farm or ranch. The Government Accountability Office must report on the effectiveness of the program in assisting veterans in becoming farmers and ranchers.

Value in Health Care Act of 2021 This bill makes a series of changes to certain methodologies and components used in the Medicare Shared Savings Program. The program enables accountable care organizations (ACOs) to receive payments for savings stemming from care coordination and management. Among other changes, the bill requires the Centers for Medicare & Medicaid Services to increase the shared savings rate for participating ACOs, as specified, and to establish a program that assists ACOs with start-up and operational costs of participation. The bill also extends certain incentive payments for health professionals who participate in eligible alternative payment models. The Government Accountability Office must report on health outcomes and racial disparities among beneficiaries who receive care from providers under alternative payment models compared to beneficiaries who receive care from providers under the traditional fee-for-service system.

Bioeconomy Research and Development Act of 2021 This bill directs the Office of Science and Technology Policy (OSTP) to implement a National Engineering Biology Research and Development Initiative to advance societal well-being, national security, sustainability, and economic productivity and competitiveness. Among other activities, the initiative must include sustained support for research centers, individual investigators, technologies, and training. The initiative shall include outreach to primarily undergraduate and minority-serving institutions about initiative opportunities, and shall encourage the development of research collaborations between research-intensive universities and such institutions. The OSTP shall designate an interagency committee to coordinate initiative activities as appropriate. The interagency committee shall submit triennial reports to Congress through FY2028 in support of the initiative. The National Science Foundation (NSF) shall seek to enter into an agreement with the National Academies of Sciences, Engineering, and Medicine to conduct a review of, and make recommendations with respect to, the ethical, legal, environmental, safety, security, and other appropriate societal issues related to engineering biology research and development. The NSF, National Institute of Standards and Technology, National Oceanic and Atmospheric Administration, Department of Energy, National Aeronautics and Space Administration (NASA), Department of Agriculture, Environmental Protection Agency, and Department of Health and Human Services shall carry out related activities as part of the initiative.

City and State Diplomacy Act This bill establishes within the Department of State the Office of City and State Diplomacy, which shall coordinate federal support for engagement by state and municipal governments with foreign governments. The head of the office shall be the Ambassador-at-Large for City and State Diplomacy, who shall be appointed by the President with the advice and consent of the Senate.

Pathways to Health Careers Act This bill provides funding for, reauthorizes through FY2026, and makes a variety of changes to certain grants administered by the Department of Health and Human Services that provide education and training to low-income individuals for health care occupations, including by establishing a new competitive grant for projects designed to train low-income individuals in allied health professions.

Downpayment Toward Equity Act of 2021 This bill establishes a grant program through the Department of Housing and Urban Development for states and other entities to provide qualifying assistance to certain first-time, first-generation home buyers in purchasing their first homes. Qualifying assistance includes assistance for mortgage down payments, mortgage closing costs, reduction of mortgage interest rates, subsidies for shared equity homes, or for certain preoccupancy modifications to a home to accommodate persons with disabilities. The bill also establishes grant requirements regarding home buyer income, types of housing, homeowner occupancy, types of mortgages, and home buyer counseling.

Year-Round Fuel Choice Act of 2021 This bill amends the Clean Air Act to address the limitations on Reid vapor pressure (a measure of gasoline's volatility) that are placed on gasoline during the summer ozone season. The bill applies the Reid vapor pressure requirements that are applicable to gasoline blended with 10% ethanol (E10) to gasoline blended with more than 10% ethanol. Thus, the waiver given to E10 gasoline, which allows an increase in the Reid Vapor Pressure volatility, is extended to gasoline blended with more than 10% ethanol.

Payment Choice Act of 2021 This bill requires retail businesses to accept cash as a form of payment for sales in amounts less than $2,000, and it prohibits them from charging cash-paying customers a higher price compared to customers not paying with cash. Such businesses are those engaged in the business of selling or offering goods or services at retail to the public that accept in-person payments at a physical location. The bill provides for enforcement through preventative relief and civil penalties.

Preserving Rules Ordered for The Entities Covered Through 340B Act of 2021 or the PROTECT 340B Act of 2021 This bill prohibits pharmacy benefit managers (PBMs) and health insurance plans from discriminating against health providers participating in the 340B drug pricing program, including pharmacies contracted with such providers to dispense 340B drugs. The 340B program allows certain providers to receive covered outpatient drugs at reduced prices from manufacturers. Specifically, PBMs and insurance plans may not reimburse 340B participants at a lower rate than other entities not participating in the program; impose differing terms (such as fees, charge-backs, or audits) on 340B participants; interfere with an individual's choice to receive drugs from a 340B participant; require 340B participants to identify which drugs fall within the program; or refuse to contract with a 340B participant on the basis that they utilize the program. Violations of this bill are subject to a civil penalty of not more than $5,000 per violation per day. These prohibitions also apply to prescription drug (Part D) sponsors under Medicare. The bill also provides for a process to prevent duplicate 340B drug discounts to states under Medicaid.

Safe Schools Improvement Act of 2021 This bill requires states to direct their local educational agencies (LEAs) to establish policies that prevent and prohibit bullying and harassment of elementary and secondary school students. In particular, these policies must prohibit bullying and harassment based on race, color, national origin, sex, sexual orientation, gender identity, disability, or religion. Further, LEAs must provide (1) students, parents, and educational professionals with annual notice of the conduct prohibited in their disciplinary policies; (2) students and parents with grievance procedures that target such conduct; and (3) the public with annual data on the incidence and frequency of that conduct at the school and LEA level. The Department of Education must conduct and report on an independent biennial evaluation of programs and policies to combat bullying and harassment in elementary and secondary schools. The National Center for Education Statistics must collect state data to determine the incidence and frequency of the conduct prohibited by LEA disciplinary policies.

America's Cultivation of Hope and Inclusion for Long-term Dependents Raised and Educated Natively Act of 2021 or the America's CHILDREN Act of 2021 This bill provides lawful permanent resident status to certain college graduates who entered the United States as children and addresses other immigration-related issues. Specifically, this bill allows an alien to apply for lawful permanent resident status if the alien (1) was lawfully admitted into the United States as a dependent child of an alien on a temporary worker visa, (2) was in the United States with such status for at least four years, (3) has graduated from an institution of higher education in the United States, and (4) is not deportable or otherwise inadmissible. In addition, the alien must have been lawfully present in the United States for at least 10 years at the time of the application. The bill also modifies various provisions related to the calculation of an alien's age for immigration purposes and the priority date of certain immigration-related applications.

CARA 3.0 Act of 2021 This bill addresses substance use disorders by expanding access to treatment and recovery services, providing for housing protections, and requiring other activities. Specifically, the bill reauthorizes, establishes, and expands support for treatment and recovery services. This includes increasing access to treatment in the criminal justice system and other settings and for particular populations, such as pregnant and postpartum individuals and youth and young adults. Additionally, the bill expands Medicare and Medicaid coverage for treatment, including by expanding telehealth access to medication to treat substance use disorders. The bill also temporarily requires that non-opioid pain treatment options be reimbursed separately, instead of on a packaged basis, under Medicare. As a condition of receiving certain federal funding, states must mandate the use of prescription drug monitoring programs (PDMPs) by prescribers and dispensers and impose additional PDMP requirements. Moreover, prescribers of potentially addictive drugs must complete continuing education requirements. The bill also revises the registration process for providers who prescribe certain medications to treat substance use disorders, including by eliminating the provider's patient limit for such medications. In addition, the Substance Abuse and Mental Health Services Administration must carry out activities to promote access to high-quality recovery housing. The bill also sets out protections for individuals with substance use disorders who live in, or apply to live in, federally assisted housing. Furthermore, the bill requires other activities to address substance use, such as support for workforce education and training; public awareness campaigns and similar outreach; and research on prevention strategies, insurance coverage, and treatment modalities.

Federal Retirement Fairness Act This bill modifies the federal civilian service that is creditable service under the Federal Employees Retirement System (FERS). Specifically, it expands the nondeduction service that may be creditable under FERS. Nondeduction service is federal service where an employee's pay is not subject to retirement deductions (e.g., service under a temporary appointment). Currently, nondeduction service performed before January 1, 1989, is creditable under FERS so long as a deposit is made into the retirement fund to cover the period of nondeduction service. This bill allows nondeduction service performed on or after January 1, 1989, to be creditable under FERS so long as a deposit is made into the retirement fund.

Low Carbon Biofuel Act This bill allows certain taxpayers (defined by this bill as an oxygenate blender and a retailer ) a new business-related income tax credit for the sale or blending of E15 gasoline (more than 13 and not more than 15 volume percent ethanol) and other fuels containing more than 15 volume percent ethanol.

Student Veterans Counseling Centers Eligibility Act This bill requires the Department of Veterans Affairs (VA) to furnish counseling, including counseling through a Vet Center, to veterans or members of the Armed Forces who are pursuing a course of education using specified Department of Defense or VA educational assistance benefits.

Mental Health in Schools Excellence Program Act of 2021 This bill establishes a program to expand the mental health services workforce in schools. Specifically, the bill requires the Department of Education to contract with graduate institutions to pay a share of the cost of attendance for graduate students pursuing careers in the school-based mental health profession (e.g., school counseling).

This resolution expresses support for (1) equal rights and protections for all people, regardless of actual or perceived sexual orientation or gender identity; and (2) the designation of LGBTQ Equality Day on June 26 to commemorate Supreme Court decisions handed down on that day in 2003, 2013, and 2015. Taxpayer Protection and Preparer Proficiency Act of 2021 This bill authorizes the Department of the Treasury to regulate tax return preparers, including by sanctioning preparers for incompetence and disreputable behavior and by establishing minimum competency standards for preparers.

Better Care Better Jobs Act This bill establishes programs and provides funds for state Medicaid programs to improve home- and community-based services (HCBS), such as home health care, personal care, case management, and rehabilitative services. Specifically, the bill provides funds for the Centers for Medicare & Medicaid Services to award planning grants, develop quality measures, and provide technical assistance to states regarding specified HCBS improvements, particularly with respect to access, utilization, and the associated workforce. The bill also increases the Federal Medical Assistance Percentage (i.e., federal matching rate) for HCBS in states that develop plans and meet specified benchmarks for improvements. The bill also makes permanent (1) the Money Follows the Person Rebalancing Demonstration Program (a grant program to help states increase the use of HCBS for long-term care and decrease the use of institutional care), and (2) certain provisions regarding Medicaid eligibility that protect against spousal impoverishment for recipients of HCBS.

Therapeutic Fraud Prevention Act of 20 21 This bill prohibits commercial conversion therapy, which is a practice or treatment designed to change a person's sexual orientation or gender identity or otherwise change behaviors, thoughts, or expressions related to gender or sexual attraction. This prohibition does not apply to treatment that assists an individual undergoing a gender transition or facilitates identity exploration and development.

Minor League Baseball Relief Act This bill establishes a program for the relief of certain minor league baseball clubs and independent professional baseball clubs that experienced large business losses. The bill provides funding for the Small Business Administration to make grants to such clubs that experienced decreases in gross revenue in 2020 of at least 75%, as measured against revenues in 2019 (or, if revenues were negatively affected by a natural disaster or weather disruption in 2019, by the average of revenues over the prior three-year period). The source of funding for the grants shall be funds appropriated under enacted COVID-19 relief legislation that have not been obligated and are no longer being used to carry out activities authorized under those laws. Grant amounts provided to any club may not exceed $10 million.

Safe Skies Act of 2021 This bill directs the Department of Transportation (DOT) to modify a specified DOT final rule relating to flight crew member duty and rest requirements so that the requirements under that rule apply to all-cargo flight crew members to the same extent they apply to air passenger flight crew members.

Vanessa Guillén Military Justice Improvement and Increasing Prevention Act This bill modifies the process and policy related to the disposition of charges and convening of courts-martial for certain sexual assault cases and other specified offenses under the Uniform Code of Military Justice (UCMJ). Among other elements, the bill provides that the determinations on the preferral, disposition, and referral of charges for specified offenses under the UCMJ must be made by a commissioned officer of the Armed Forces who is designated as a court-martial convening authority (in grade O-6 or higher) and who is available for detail as trial counsel, has significant trial experience, and is outside the chain of command of the member subject to the charges.

Save Rural Hospitals Act of 2021 This bill establishes an area wage adjustment floor for Medicare hospital payments in states that are not frontier states and excludes such adjustments from certain budget neutrality rules.

Telemental Health Care Access Act of 2021 This bill eliminates certain restrictions relating to Medicare coverage of mental health services that are provided through telehealth. Current law allows for coverage of such services regardless of the geographic location of the originating site (i.e., the location of the beneficiary) after the end of the COVID-19 public health emergency, as long as the beneficiary previously received in-person services and continues to receive in-person services at specified intervals. The bill eliminates these in-person requirements.

Enhancing K-12 Cybersecurity Act This bill establishes resources and a program to address cybersecurity of elementary and secondary schools. First, the bill directs the Cybersecurity and Infrastructure Security Agency (CISA) to establish an information exchange to disseminate information, best practices, training, and resources to improve cybersecurity in elementary and secondary schools. In addition, CISA must establish a registry to track cyber incidents affecting information technology systems that are owned or managed by schools and educational agencies. Schools and educational agencies may voluntarily submit information to the registry. Finally, the bill requires CISA to establish a program to address cybersecurity threats to school information systems.

Securing and Enabling Commerce Using Remote and Electronic Notarization Act of 2021 This bill allows a notary public commissioned under state law to remotely notarize electronic records and perform notarizations for remotely located individuals. The bill provides technical requirements for such notarizations, including the creation and retention of video and audio recordings and the use of communication technologies (i.e., video chat). Additionally, the bill requires U.S. courts and states to recognize notarizations—including remote notarizations of electronic records and notarizations of remotely-located individuals—that occur in or affect interstate commerce and are performed by a notary public commissioned under the laws of other states. The bill also allows a notary public to remotely notarize electronic records involving an individual located outside of the United States, subject to certain requirements.

Honoring our Promise to Address Comprehensive Toxics Act of 2021 or the Honoring our PACT Act of 2021 This bill addresses health care, presumption of service-connection, research, resources, and other matters related to veterans who were exposed to toxic substances during military service. The bill provides eligibility for Department of Veterans Affairs (VA) medical care to veterans who (1) participated in a toxic exposure risk activity (a qualifying activity that requires a corresponding entry in the Individual Longitudinal Exposure Record), or (2) served in specified locations on specified dates. The bill establishes within the VA the Formal Advisory Committee on Toxic Exposure, the Science Review Board, and the Working Group to assist with the various procedures in establishing or removing presumptions of service-connection. The bill modifies or establishes the presumption of service-connection for certain conditions or purposes for various groups of veterans. Among other requirements, the VA must provide a veteran with a medical examination regarding the nexus between a disability and toxic exposure risk activity if a veteran submits a disability compensation claim for a service-connected disability with insufficient evidence, incorporate a clinical questionnaire to help determine potential toxic exposures as part of the initial screening conducted for veterans with a VA primary care provider, establish a registry for current or past members of the Armed Forces who may have been exposed to per- and polyfluoroalkyl substances due to the environmental release of aqueous film-forming foam at a Department of Defense location, and establish and maintain the Fort McClellan Health Registry.

Averting Loss of Life and Injury by Expediting SIVs Act of 2021 or the Allies Act of 2021 This bill increases the number of special immigrant visas available to qualified Afghan nationals who worked for the U.S. government or a North Atlantic Treaty Organization (NATO) mission in Afghanistan. The bill also relaxes certain qualifications for such visas. Specifically, this bill makes available an additional 8,000 visas for principal aliens under this special visa program, to be available until all such visas have been issued. (The numerical limitations in this program apply only to the principal alien who applies for the visa, not to any spouse or child who may accompany the principal alien.) The bill also eliminates a requirement for each applicant to submit a credible sworn statement describing the threat the applicant faces in Afghanistan due to their employment with the U.S. government or a NATO mission. Furthermore, for an applicant qualifying for a visa by performing duties for U.S. military personnel stationed with a NATO mission, this bill eliminates a requirement that the duties performed qualify as sensitive and trusted duties.

Work Without Worry Act This bill modifies eligibility for Social Security Disability Insurance (SSDI) benefits for individuals who have a disability that began before age 22. Under current law, these individuals may obtain SSDI benefits based on the work record of a retired, disabled, or deceased parent. However, an individual with earnings after age 22 that exceed a specified monetary limit (i.e., constitute substantial gainful activity) permanently loses eligibility for such benefits. This bill allows individuals to retain eligibility for such benefits regardless of the amount of earnings after age 22. Additionally, individuals who apply for SSDI benefits on a parent's record and also independently qualify for Social Security benefits on their own record will receive the larger of the two benefit amounts.

Generalized System of Preferences and Miscellaneous Tariff Bill Modernization Act of 2021 This bill reauthorizes and revises specified U.S. trade programs and provisions. Specifically, the bill extends through December 31, 2024, the Generalized System of Preferences (GSP), which provides duty-free treatment to products imported from designated beneficiary countries. The bill makes various changes to the GSP, including by (1) adding human rights, environmental, and other criteria for designation as a beneficiary developing country; (2) requiring a review of laws relating to worker and gender rights; and (3) requiring a study on rules of origin and GSP utilization rates. Additionally, the bill provides through December 31, 2023, and retroactively applies to 120 days before this bill's enactment, temporary duty suspensions or reductions to eligible imported products. This authorization is commonly known as the Miscellaneous Tariff Bill (MTB). The last version of the MTB was enacted in September 2018 and the temporary treatment for those products listed in the MTB expired on December 31, 2020. The bill also extends the American Manufacturing Competitiveness Act of 2016 for two future MTB cycles (one in 2022 and one in 2025). This extension allows the U.S. International Trade Commission to conduct the MTB petition, review, and recommendation process for those additional cycles.

Unsubscribe Act of 20 21 This bill requires that certain consumer protections are included in negative option agreements (i.e., an agreement under which a consumer's failure to take an affirmative action is considered approval to be charged for goods or services). These agreements are prohibited unless the terms provide the consumer with a way to cancel the agreement, in the same manner by which the agreement was entered, before incurring further or increased charges. Further, under free-to-pay conversion contracts, where a consumer is charged a nominal introductory rate and an increased rate after the introductory period ends, the provider of the good or service must require the consumer to perform an additional action, like clicking a confirmation button, before the increased rate takes effect. The bill also requires that certain notifications are provided to consumers in the context of other forms of negative option agreements online, such as notice between two and seven days before an automatic renewal. The bill provides for enforcement of these requirements by the Federal Trade Commission and state attorneys general.

Communities Helping Invest through Property and Improvements Needed for Veterans Act or the CHIP IN for Veterans Act This bill extends from 5 to 10 years the Department of Veterans Affairs (VA) pilot program under which the VA may accept donations of property or facilities from specified entities (e.g., state or local authorities).

This bill establishes the Alzheimer's Research and Caregiving Trust Fund to pay for research regarding the treatment or cure of Alzheimer's disease and for education, counseling, respite, and other supportive services for individuals with Alzheimer's disease and their families, caregivers, and health care professionals. The bill allows taxpayers an election to contribute a whole dollar amount to the trust fund when they file their tax returns.
