Spirit of America Commemorative Coin Act of 2001 - Directs the Secretary of the Treasury to mint and issue $50 gold coins, one-dollar silver coins, and half-dollar clad coins emblematic of the tragic events that occurred at the Pentagon, in New York City, and in Pennsylvania, on September 11, 2001. Establishes the Victims of September 11th Fund which shall consist of amounts from surcharges received from the sale of such coins transferred to the Office for Victims of Crime for individuals who were injured, and to the families of individuals who were killed or injured, in the terrorist attacks against the United States on September 11, 2001.

Combatting Illegal Gambling Reform and Modernization Act - Amends the Federal criminal code to revise provisions regarding interstate gambling. Increases the term of imprisonment for violations. Prohibits (with exceptions) any person engaged in a gambling business from knowingly using a communication facility for the transmission: (1) of bets or wagers, or betting information, in interstate or foreign commerce, within the special maritime and territorial jurisdiction of the United States, or to or from any place outside the jurisdiction of any nation regarding any transmission to or from the United States,; or (2) of a communication in such interstate or foreign commerce which entitles the recipient to receive money or credit as a result of bets or for information assisting in the placing of bets. Prohibits (with exceptions) any person engaged in a gambling business from knowingly accepting credit, an electronic fund transfer, a check, or the proceeds of certain other forms of financial transaction as the Secretary may prescribe in connection with the transmission of such a communication of information assisting the placing of bets. Lists exceptions, including certain: (1) transmissions of information assisting in the placing of bets (such as for use in news reporting); and (2) uses of communication facilities for the transmission of bets (e.g., where a State or Tribe has explicitly authorized such bets). Sets forth remedies for violations. Bars imposition of damages, penalties, or forfeiture against any person or entity for an act done in compliance with notice received from a law enforcement agency.

Amends rule XXIII of the Rules of the House of Representatives to prohibit a Member, Delegate, or Resident Commissioner from having access to classified information (including access through attendance at any briefing or other event at which classified information is presented) unless such individual meets the same security clearance and confidentiality requirements as Permanent Select Committee on Intelligence employees.

Higher Education Relief Opportunities for Students Act of 2001 - Authorizes the Secretary of Education to waive or modify certain requirements of student financial aid programs under title IV of the Higher Education Act of 1965 as the Secretary deems necessary in connection with the national emergency declared by the President with respect to the terrorist attacks of September 11, 2001, or any subsequent national emergency declared by reason of terrorist attacks (the emergency). Authorizes such waiver or modification of requirements in order to provide relief from certain financial and administrative burdens to affected individuals who: (1) are serving on active duty during the emergency; (2) reside or are employed in a disaster area declared by any Federal, State, or local official in connection with the emergency; or (3) suffered direct economic hardship as a direct result of the emergency, as determined under a waiver or modification issued under this Act. Authorizes waiver or modification of certain reporting requirements for institutions of higher education, lenders, guarantee agencies, and other entities participating in such programs, if such entities are located in declared disaster areas connected to the emergency. Expresses the sense of Congress that institutions offering postsecondary education should provide refunds and waivers of certain requirements to students who are members of the Armed Forces serving on active duty during the national emergency.

Business Retained Income During Growth and Expansion Act of 2001 or the BRIDGE Act of 2001 - Amends the Internal Revenue Code to permit an eligible small business to elect to pay its tax in four equal installments. Limits the maximum amount of tax which may be paid in installments for any taxable year to whichever of the following is the least: (1) the tax imposed for the taxable year; (2) the amount contributed by the taxpayer into a BRIDGE Account during such year; or (3) the excess of $250,000 over the aggregate amount of tax for which an election was made by the taxpayer for all prior taxable years. Limits the above provisions to taxes imposed for taxable years beginning after enactment and before January 1, 2006. Sets forth provisions: (1) defining an eligible small business; (2) setting dates for installment payments and interest payments; (3) establishing BRIDGE accounts; and (4) providing for a study and report.

Expresses the sense of Congress that the President should award and present a Public Safety Officer Medal of Valor to those public safety officers who were killed and to those select public safety officers who have earned special recognition for outstanding valor above and beyond the call of duty in the aftermath of the terrorist attacks in the United States on September 11, 2001.

Emergency Aviation Security Act of 2001 - Directs the Administrator of the Federal Aviation Administration to implement a sky marshal program that: (1) provides for random deployment of sky marshals on domestic commercial air passenger flights and international flights on U.S. carriers into or out of the United States; (2) provides background and fitness checks for, and appropriate training, supervision, and equipment of, sky marshals; and (3) requires commercial air carriers to provide seating for a sky marshal on any selected air passenger flight without regard to the availability of seats on such flight. Authorizes the Administrator to impose a fee of not more than $1.00 per domestic flight segment to carry out such program. Prohibits air carriers providing interstate and intrastate air transportation and domestic air carriers and foreign air carriers providing foreign transportation from serving more than two alcoholic beverages to an individual on a scheduled flight segment. Provides for an alternative alcoholic beverage prohibition if a foreign government objects to the maximum two drink limit.

Expresses the sense of Congress that: (1) on September 11, 2001, the passengers and crew of hijacked United Airlines Flight 93 possibly averted the use of such aircraft in a further terrorist attack on the United States by attempting to overpower the hijackers; (2) the United States owes its gratitude to the passengers and crew of Flight 93 and extends its condolences to the victims' families and friends; and (3) a memorial plaque to the victims should be placed on the grounds of the Capitol, and a copy of the plaque and this resolution sent to a designated survivor of each victim.

Expresses the sorrow of Congress for the death and injuries suffered by first responders as they tried to save innocent people in the aftermath of the terrorist attacks on the World Trade Center and the Pentagon on September 11, 2001. Honors and commends the first responders who participated in evacuating and rescuing the innocent people in the World Trade Center and the Pentagon after the terrorist attacks. Encourages all levels of government to continue to work together to coordinate emergency preparedness effectively by providing the infrastructure, funding, and interagency communication and cooperation necessary to ensure that when another terrorist attack occurs, first responders will be as prepared as possible to respond to the attack effectively.

Victims of Terrorism Relief Act of 2001 - Amends the Internal Revenue Code to exempt from income taxes and the additional estate tax any individual who died as a result of the September 11, 2001, terrorist attacks, unless the individual was a perpetrator of the attacks.

Viet Nam Human Rights Act - Declares the purpose of this Act is to promote the development of freedom and democracy in Viet Nam. Prohibits U.S. nonhumanitarian assistance to the Government of Viet Nam, with specified exceptions, unless the President determines and certifies to Congress that the Government of Viet Nam has made substantial progress in meeting certain human rights requirements. Requires the President to ensure that certain human rights requirements are applied with respect to the provision by specified international financial institutions of multilateral nonhumanitarian assistance to Viet Nam. Authorizes U.S. assistance for the support of individuals and organizations to promote human rights and nonviolent democratic change in Viet Nam. Sets forth U.S. policy with respect to: (1) overcoming the jamming of Radio Free Asia by Viet Nam; (2) U.S. educational and cultural exchange programs to promote freedom and democracy in Viet Nam; and (3) the offer of refugee resettlement to Viet Nam nationals. Directs the Secretary of State to report annually to Congress on Viet Nam's progress toward freedom and democracy.

Truth in Employment Act of 2001 - Amends the National Labor Relations Act to provide that nothing in specified prohibitions against unfair labor practices by employers shall be construed as requiring an employer to employ any person who is not a bona fide employee applicant, in that such person seeks or has sought employment with the employer with the primary purpose of furthering another employment or agency status.

Date Certain Tax Code Replacement Act - Prohibits the imposition of any tax by the Internal Revenue Code: (1) for any taxable year beginning after December 31, 2005; and (2) in the case of any tax not imposed on the basis of a taxable year, on any taxable event or for any period after December 31, 2005. Excepts the: (1) tax on self-employment income (chapter 2 of the Code); (2) Federal Insurance Contributions Act (chapter 21 of the Code); and (3) Railroad Retirement Tax Act (chapter 22 of the Code). Establishes the National Commission on Tax Reform and Simplification to review: (1) the present structure and provisions of the Code; (2) whether the tax systems of other countries could provide more efficient and fair methods of funding government revenue requirements; (3) whether the income tax should be replaced with a tax imposed in a different manner or on a different base; and (4) whether the Code can be simplified, absent wholesale restructuring or replacement. Requires a Commission report to Congress on review results, with recommendations for Code reform and simplification. Terminates the Commission 90 days after such report. Authorizes appropriations (with interim funding). Declares that any new Federal tax system should be approved by Congress in its final form before July 4, 2005, and, if not, Congress should be required to vote to reauthorize the Code.

Encourages all participants in the United Nations World Conference Against Racism, Racial Discrimination, Xenophobia, and Related Intolerance (WCAR) to seize this opportunity to tackle the scourges of racism, xenophobia, sexism, religious intolerance, slavery, and other forms of discrimination. Recognizes that efforts to address these prejudices should occur within a global framework and without reference to specific regions, countries, or present-day conflicts. Urges: (1) the participants to utilize WCAR to mitigate, rather than aggravate, racial, ethnic, and regional tensions; and (2) WCAR to focus on concrete steps that may be taken to address gross human rights violations that were motivated by racially and ethnically based animus and on devising strategies to help eradicate such intolerance. Commends the efforts of the Government of South Africa in hosting WCAR.

Recognizes the courage of Serbian democrats, in particular, Serbian Prime Minister Zoran Djindjic, in facilitating the transfer of Slobodan Milosevic to the International Criminal Tribunal for Yugoslavia. Calls for the continued arrest and transfer of other indicted war criminals throughout the Balkans to the Tribunal. Encourages the release of all innocent political prisoners held in Serbian prisons. Declares that the House of Representatives remains committed to providing foreign assistance to support the success of economic, political, and legal reforms in Yugoslavia and other nations of the Balkans region as long as the Yugoslav Government and others continue to cooperate in the matter of war criminals.

Wage Equity Act of 2001 - Amends the Immigration and Nationality Act to include among the conditions of approval of an H-2A (visa) temporary agricultural worker petition the requirement that an employer may not be required to pay workers more than the greater of: (1) the prevailing wage for seasonal agricultural workers in the occupation in the area of intended employment; or (2) the greater of Federal or State minimum wage.

Commercial Driver's License Devolution Act of 2001 - Amends Federal transportation law to authorize an individual to operate a commercial motor vehicle solely within the borders of a State (intrastate) if such individual meets State-prescribed minimum standards for fitness for operating a commercial motor vehicle and has passed written and driving tests meeting those same standards. Requires States to test the fitness of commercial motor vehicle operators, including the passing of a written and driving test, who operate intrastate.

Houses of Worship Political Speech Protection Act - Amends the Internal Revenue Code to permit a church to participate or intervene in a political campaign and maintain its tax-exempt status as long as such participation is not a substantial part of its activities.

Campaign Reform and Citizen Participation Act of 2001 - Amends the Federal Election Campaign Act of 1971 to: (1) establish specified restrictions on soft money of national political parties, including a $75,000 per donor annual limit; (2) increase specified contribution limits and related indexing; (3) extend to national committees of a political party the current exemption of State and local political party committee costs of volunteer campaign materials from treatment as contributions and expenditures; and (4) require disclosure of information on certain communications broadcast prior to election, and on targeted mass communications.

Peopling of America Theme Study Act - Directs the Secretary of the Interior to prepare and submit to Congress a national historic landmark theme study on the peopling of America to identify regions, areas, trails, districts, communities, sites, buildings, structures, objects, organizations, societies, and cultures that: (1) best illustrate and commemorate key events or decisions affecting the peopling of America; and (2) can provide a basis for the preservation and interpretation of the peopling of America that has shaped U.S. culture and society.

Urges the Government of Vietnam to: (1) allow freedom of religious belief and practice to all Montagnards; (2) return all traditional Montagnard lands that have been confiscated or encroached upon; (3) allow nongovernmental and international humanitarian organizations to deliver humanitarian assistance directly to Montagnards in their villages; (4) open up all parts of the Central Highlands to journalists and other observers; and (5) withdraw its security forces from Cambodia and stop hunting refugees. Commends: (1) the Royal Cambodian Government for its official policy of guaranteeing temporary asylum for Montagnards fleeing Vietnam and urges that Government to take specified measures, including providing security at sites where refugees are sheltered; (2) the officials and employees in Cambodia of the United Nations (UN) High Commissioner for Refugees and the UN Human Rights Center for their assistance to and advocacy on behalf of Montagnard asylum seekers and refugees; and (3) the Department of State for the assistance to and advocacy of Montagnard asylum seekers that have been provided by officials and employees of the U.S. Embassy in Phnom Penh. Urges the State Department to make clear to the Vietnamese Government that continued mistreatment of Montagnards and efforts to seek forcible repatriation of refugees and asylum seekers from Cambodia represent a grave threat to the normalization process between the Governments of the United States and Vietnam and a serious obstacle to any prospects for the future provision of U.S. assistance to that Government.

Congratulates: (1) the people of Peru for the successful completion of free and fair elections on April 8 and June 3, 2001; (2) Alejandro Toledo for his election as President and his commitment to democracy; (3) Valentin Paniagua, the current President, for his commitment to a peaceful transition; and (4) the Organization of American States Electoral Observer Mission for promoting representative democracy by working to ensure free and fair elections in Peru. Call for: (1) the United States to expand its cooperation with the Peruvian Government to promote the strengthening of democratic institutions and the rule of law, economic development, and an improved quality of life for citizens of both countries; and (2) such Governments to act in solidarity to promote democracy and respect for human rights and to enhance cooperation to confront common threats. Expresses: (1) sympathy to the Peruvian people for losses suffered as a result of the June 23, 2001 earthquake and support for their efforts to rebuild; and (2) support for relief and reconstruction assistance to Peru from the international community. Urges the President of the United States to encourage relief entities to expedite assistance.

Patients' Bill of Rights Act of 2001 - Sets forth provisions concerning group health plans and health insurers and the provision of certain advice and care, including: (1) emergency care; (2) obstetric and gynecological care; (3) specialists care; (4) prescription drugs; (5) participation in approved clinical trials; and (6) health plan information. Amends the Employee Retirement Income Security Act of 1974, the Public Health Service Act, and the Internal Revenue Code to, among other things: (1) provide for review and appeal of health plan decisions; (2) provide penalties for health plans failing to provide benefits; (3) provide for patient protection standards; (4) repeal the limitation on the number of Archer Medical Savings Accounts and increase the deduction for contributions to such accounts; and (5) set forth rules governing association health plans.

Retirement Security Advice Act of 2001 - Amends the Employee Retirement Income Security Act of 1974 (ERISA) and the Internal Revenue Code to allow prohibited transaction exemptions under specified conditions to: (1) a fiduciary adviser's providing certain investment advice to an employee benefit plan or to a participant or beneficiary of such plan; (2) sale, acquisition, or holding of securities or other property (including any lending of money or other extension of credit associated with these) pursuant to such advice; and (3) direct or indirect receipt of fees or other compensation by the fiduciary adviser or an affiliate in connection with providing such advice.

Students' Rights Resolution of 2001 - Declares that Congress recognizes: (1) the right, as established by the Constitution and upheld by the Supreme Court, of all Americans to freely exercise their religion; (2) the constitutional right of students in public schools to participate in a daily period of time to be used for silent prayer, meditation, or reflection and to recite the Pledge of Allegiance; and (3) the right of religious groups to have equal access to school facilities without discrimination on account of religious character or speech. Expresses the sense of Congress that public schools should act to protect these constitutional rights by establishing a period of time for silent prayer, meditation, or reflection, establishing a recitation of the Pledge of Allegiance, and accommodating religious groups by granting equal access rather than discriminating on account of their religious character or speech.

Amends the Internal Revenue Code to permit: (1) Federal civilian and military retirees to pay Federal Employees Health Benefits Program and TRICARE supplemental premiums on a pretax basis; and (2) a deduction (available to itemizers and nonitemizers) for TRICARE supplemental premiums and enrollment fees.

Davis-Bacon Modernization Act - Amends the Davis-Bacon Act to increase, from $2,000 to $100,000, the minimum contract amount required to trigger coverage under such Act (which requires that the locally prevailing wage rate be paid to various classes of laborers and mechanics working under federally-financed or federally-assisted contracts for construction, alteration, and repair of public buildings or public works).

Medicare Medical Nutrition Therapy Amendment Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act, as amended by the Medicare, Medicaid, and SCHIP Benefits Improvement and Protection Act of 2000, to provide coverage of medical nutrition therapy services for certain Medicare beneficiaries with cardiovascular diseases.

Great Smoky Mountains Clean Air Act of 2001 - Amends the Clean Air Act to identify aggregate emission reduction objectives in connection with Tennessee Valley Authority (TVA) powerplants. Sets a modernization deadline for outdated TVA powerplants. Prohibits TVA from increasing hydroelectric energy generation in order to achieve such mandated objectives if the increase would require a drawdown of any contiguous lake or reservoir between Memorial Day and August 1.

Honors the: (1) service and commitment of the citizen-soldiers of the Army National Guard units deployed in support of Army operations in Bosnia; and (2) sacrifices made by families and employers of members of such units. Recognizes the importance of: (1) the deployment of the 48th Infantry Brigade in March 2001; and (2) the National Guard and Reserve to U.S. security. Expresses support for providing the necessary resources to ensure the continued readiness of the National Guard and Reserve.

Sales Incentive Compensation Act - Amends the Fair Labor Standards Act of 1938 to exempt from minimum wage recordkeeping and overtime compensation requirements any employee in a sales position, if the employee has: (1) specialized or technical knowledge related to products or services being sold; (2) sales which are predominantly made to persons to whom any employee in the sales position has made previous sales, or without the employee's having initiated the sales contact; (3) a detailed understanding of customers' needs, and discretion in offering a variety of products and services; and (4) a certain minimum rate of base compensation, and certain levels of additional compensation based on sales attributable to the employee. Makes this Act inapplicable to individuals employed as route sales drivers.

Government Neutrality in Contracting Act - Directs the head of any Federal agency that awards or obligates funds for any construction contract, or that awards grants, provides financial assistance, or enters into cooperative agreements for construction projects, to ensure that bid specifications, project agreements, or other controlling documents do not: (1) require or prohibit a bidder, offeror, contractor, or subcontractor from entering into, or adhering to, agreements with labor organization, with respect to that construction project or another related construction project; or (2) otherwise discriminate against such a party because it did or did not become a signatory or otherwise adhere to such an agreement. Allows exemptions to avert an imminent threat to public health or safety or to serve national security. Allows additional exemptions for certain projects. Directs the Federal Acquisition Regulatory Council to amend the Federal Acquisition Regulation to implement this Act with respect to the applicable Federal contracts.
