Oil Subsidy Elimination Act of 2006 - Requires oil companies with annual gross receipts of $1 billion or more and average daily crude oil production levels of at least 500,000 barrels (defined as large integrated oil companies) to revalue, according to a specified formula, their 2005 LIFO inventories of crude oil, natural gas, or other petroleum products. Amends the Internal Revenue Code to deny large integrated oil companies: (1) amortization of geological and geophysical expenditures; and (2) foreign tax credits for certain payments made to foreign countries. Repeals provisions of the Energy Policy Act of 2005 relating to: (1) expensing of crude oil refinery property; (2) exemptions from limitations on oil depletion deductions for certain small crude oil refiners; and (3) amortization of geological and geophysical expenditures.

Expanding American Homeownership Act of 2006

Expanding American Homeownership Act of 2006 - Amends the National Housing Act to: (1) modify guidelines governing the maximum principal loan obligation; (2) extend the mortgage term; and (3) revise requirements for cash payment by the mortgagor in the eligibility criteria for mortgage insurance. Authorizes the Secretary of Housing and Urban Development (Secretary) to establish a mortgage insurance premium structure involving a single premium payment collected prior to the insurance of the mortgage that may vary during the mortgage term as long as the basis for determining the variable rate is established before the execution of the mortgage. Permits the Secretary to insure any mortgage covering a one-family unit in a condominium project if the project has a certain blanket mortgage insured by the Secretary. Revises requirements for the Mutual Mortgage Insurance (MMI) Fund. Sets limitations upon the Secretary's authority to enter into commitments for loan guarantees. Makes insurance of a Native Hawaiian or Indian reservation mortgage the obligation of the MMI Fund (instead of the General Insurance Fund). Eliminates the limitation placed upon the aggregate number of home equity conversion mortgages insured under the Act. Authorizes the Secretary to insure a home equity conversion mortgage when its primary purpose is to enable an elderly mortgagor to purchase a 1-to 4 family dwelling in which the mortgagor will occupy one of the units. Authorizes the Secretary to enter into agreements to insure temporarily certain mortgages for a single family residence located within a presidentially declared major disaster area.

American Dream Act - Amends the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 to repeal the denial of an unlawful alien's eligibility for higher education benefits based on state residence unless a U.S. national is similarly eligible without regard to such state residence. Authorizes the Secretary of Homeland Security to cancel the removal of, and adjust to conditional permanent resident status, an alien who: (1) entered the United States prior to his or her sixteenth birthday, and has been present in the United States for at least five years immediately preceding enactment of this Act; (2) is a person of good moral character; (3) is not inadmissible or deportable under specified grounds of the Immigration and Nationality Act; and (4) at the time of application, has been admitted to an institution of higher education, or has earned a high school or equivalent diploma. Sets forth the conditions for conditional permanent resident status. Authorizes an alien who has satisfied the appropriate requirements prior to enactment of this Act to petition the Secretary for conditional permanent resident status. Sets forth requirements respecting: (1) exclusive jurisdiction; (2) confidentiality; (3) fee prohibitions; (4) higher education assistance; and (5) a Government Accountability Office (GAO) report respecting the number of aliens adjusted under this Act.

Freedom of Choice Act - Declares that it is the policy of the United States that every woman has the fundamental right to choose to: (1) bear a child; (2) terminate a pregnancy prior to fetal viability; or (3) terminate a pregnancy after fetal viability when necessary to protect her life or her health. Prohibits a governmental entity from: (1) denying or interfering with a woman's right to exercise such choices; or (2) discriminating against the exercise of those rights in the regulation or provision of benefits, facilities, services, or information. Provides that such prohibition shall apply retroactively. Authorizes an individual aggrieved by a violation of this Act to obtain appropriate relief, including relief against a governmental entity, in a civil action.

Declares such medals to be national medals. Requires that proceeds from the sale of duplicate bronze medals be deposited into the United States Mint Public Enterprise Fund.

Security and Accountability For Every Port Act or the SAFE Port Act - Directs the Secretary of Homeland Security to develop and implement a strategic plan to enhance the security of the maritime transportation system. Directs the Secretary to develop protocols for the resumption of trade in the event of a transportation security incident that necessitates the suspension of trade. Directs the Secretary to develop and implement a plan for improving the Automated Targeting System for identifying high-risk containers moving through the international supply chain. Requires states to submit to the Secretary biographic information on current and future employees who have access to secured areas of seaports and to compare such information against terrorist watch lists. Establishes in the Department of Homeland Security (DHS) a Director of Cargo Security Policy to coordinate DHS cargo security policies and programs with other executive agencies relating to cargo security. Establishes minimum standards and verification procedures for securing containers in transit to an importer in the United States, including international standards for the security of containers moving through the international supply chain. Directs the Secretary to submit to the appropriate congressional committees a strategy for the deployment of radiation detection equipment at all ports of entry. Establishes the Container Security Initiative (CSI) to identify and examine maritime containers that pose a risk for terrorism at foreign ports before they are shipped to the United States. Establishes: (1) the Customs-Trade Partnership Against Terrorism (C-TPAT) to strengthen and improve the overall security of the international supply chain and U.S. border security; and (2) a third tier of C-TPAT (Greenlane) that offers additional benefits to validated C-TPAT participants that demonstrate a sustained commitment beyond the minimum requirements for participation in C-TPAT. Calls on both parties to the Agreement to abide by its terms and engage in good-faith negotiations to end the Darfur conflict. Calls on the government of Sudan to: (1) withdraw all military aircraft from the region; and (2) cease support for the Janjaweed militia and rebels from Chad; and (3) disarm the Janjaweed militias. Calls on: (1) the African Union (AU) to work closely with the United Nations and the North Atlantic Treaty Organization (NATO) to strengthen its capacity to deter violence and instability until a U.N. peacekeeping force is fully deployed in Darfur; and (2) NATO to extend its AU advisor mission. Calls on the U.N. Security Council to approve a trained and adequate Darfur peacekeeping mission. Urges the President to take steps to improve the security situation in Darfur, including by: (1) proposing that NATO implement an interim civilian protection force; and (2) requesting supplemental funding to support AMIS and a NATO mission in Darfur.

Repeals the requirement that, in order to be paid, an attorney must be retained within a one-year period after the case has begun. Authorizes: (1) the Secretary of Veterans Affairs to review an attorney's fee agreement and order a reduction if the Secretary finds that the fee is excessive or unreasonable; and (2) judicial review of such findings. Requires (currently, authorizes) the Secretary to direct the payment of attorney fees out of any past-due benefits awarded to a veteran in a proceeding.

Foreign Investment Security Improvement Act of 2006 - Directs the President (or the President's designee) to investigate, under the Defense Production Act of 1950, the acquisition by Dubai Ports World (DP World), an entity owned or controlled by the Emirate of Dubai, of the Peninsular and Oriental (P&O) Steam Navigation Company, a national of the United Kingdom. Requires such investigation to be completed within 45 days after enactment of this Act. Directs the President to suspend any decision, under provisions of the Defense Production Act of 1950 permitting the President to stop the acquisition because it will impair national security, with respect to such acquisition made before the completion of the investigation, including any decision made before enactment of this Act. Specifies requirements for the investigation. Requires the Secretary of Homeland Security to provide information for the investigation, including: (1) relevant information on DP World from the Automated Targeting System maintained by U.S. Customs and Border Protection; and (2) port assessments at foreign seaports where DP World operates. Requires the President to: (1) report to Congress within 15 days after completion of the investigation; and (2) provide certain Members of Congress a detailed briefing on the contents of the report. Requires the President to take action necessary to prohibit the acquisition if the President does not stop the acquisition under the provisions of the Defense Production Act of 1950 permitting the President to stop the acquisition because it will impair national security if a joint resolution of disapproval is enacted into law within 30 days after Congress receives a report from the President that an acquisition will not be stopped. Requires, if such acquisition has been already been completed, the President to direct the Attorney General to seek divestment or other appropriate relief in US district courts.

Expresses the sense of the House of Representatives that: (1) the North Atlantic Treaty Organization's (NATO) pluralistic and geographic expansion is necessary for its continued effectiveness and relevance; (2) Israel's demonstrated commitment to uphold democracy and to combat terrorism, in addition to its strategic and military capabilities, make Israel deserving of NATO membership; (3) the United States, as Israel's strong ally, should take the lead in supporting an upgrade in Israel's NATO relationship to that of a leading member of NATO's Individual Cooperation Program as a first step toward Israel's full NATO membership; and (4) Israel's deepened relationship with NATO would be mutually beneficial to both Israel and NATO member states, including the United States.

Requires the Administrator and FAA employee bargaining representatives to submit the proposed change to binding arbitration if Congress does not enact a bill into law within the 60-day period.

Heart Disease Education, Analysis, and Research, and Treatment for Women Act or the HEART for Women Act - Amends the Federal Food, Drug, and Cosmetic Act and the Public Health Service Act to require an application for approval or for investigation of a drug, device, or biological product to include information stratified by gender, race, and ethnicity, including any differences in safety and effectiveness. Requires the Secretary of Health and Human Services to: (1) withhold approval of such an application or place a clinical hold on an investigation if such information is not included; and (2) report to the scientific community and make information available to the public on such stratified data upon approval of an application. Requires the Comptroller General to study the drug approval process to ensure compliance with this Act. Requires the Secretary to require that all nonidentifiable patient safety work product reported to a patient safety database be stratified by gender. Amends title XVIII (Medicare) the Social Security Act (SSA) to require the Secretary to make hospital quality data relating to the quality of care in inpatient settings available to the public stratified by gender. Requires the Secretary, acting through the Director of the Agency for Healthcare Research and Quality (AHRQ), to report to Congress concerning the quality of and access to care for women with heart disease, stroke, and other cardiovascular diseases. Requires utilization and quality control peer review organizations to offer quality improvement assistance aimed at eliminating gender disparities. Amends title IX (employment security provisions) of SSA to require that data be stratified by gender when collected and used in surveys evaluating whether Medicare providers meet applicable conditions of participation or coverage. Provides for an educational campaign relating to heart disease, stroke, and cardiovascular diseases in women.

Encourages the President to direct the United States Representative to the Organization of American States (OAS) to: (1) seek OAS support for the creation of a special task force of the Inter-American Committee Against Terrorism to assist in investigating and combating the proliferation of Islamist terrorist organizations in the Western Hemisphere; and (2) urge OAS countries to designate Hezbollah, Hamas, Palestinian Islamic Jihad, al-Qaeda and other such groups as terrorist organizations.
