Personal Health Information Protection Act - Makes it unlawful for any officer or employee of the federal government to: (1) willfully make an unauthorized disclosure of personally identifiable protected health information, or (2) conspire to make such an unauthorized disclosure. Makes any person who violates this Act or who willfully aids, abets, counsels, induces, or procures such a violation liable to any person whose personally identifiable covered information has been disclosed.

Defines "personally identifiable covered information" as return, return information, and taxpayer return information unless the disclosure of such information is authorized by law. Makes any person who violates this Act or who willfully aids, abets, counsels, induces, or procures such a violation liable to any person whose personally identifiable covered information has been disclosed.

Reaffirms the commitment of the House of Representatives to prevent Iran from acquiring a nuclear weapons capability. Declares that Iran should: (1) dismantle all enrichment facilities and cease all centrifuge production; (2) dismantle its Arak heavy-water plutonium reactor and cease all heavy-water production efforts; (3) allow inspections and monitoring of all nuclear and weapons-testing facilities and fully implement the Additional Protocol to the Nuclear Non-Proliferation Treaty; (4) cease the development, production, and testing of long-range ballistic missiles; (5) cease and dismantle the development of a nuclear warhead and cease other weaponization efforts; (6) suspend support for terrorist organizations including Hamas and Hezbollah, as well as the Assad regime in Syria; and (7) reduce human rights violations, including the persecution of religious minorities and unjust imprisonment of innocent U.S. citizens. Reaffirms the need for additional economic sanctions against Iran should it fail to meet the negotiated terms of the interim nuclear agreement of November 2013 within six months.

Monuments Men Recognition Act of 2013 - Directs the Speaker of the House of Representatives and the President pro tempore of the Senate to make arrangements for the presentation of a single congressional gold medal in commemoration of the Monuments Men (men and women who served in the Monuments, Fine Arts, and Archives [MFA] Section under the Allied Armies during World War II) in recognition of their heroic role in the preservation, protection, and restitution of monuments, works of art, and artifacts of cultural importance during and following the War. Requires the Medal's display at the Smithsonian Institution. Expresses the sense of Congress that the medal should be made available for display elsewhere, particularly at locations associated with the Monuments Men and that preference should be given to locations affiliated with the Smithsonian Institution. Permits the Secretary of the Treasury to strike and sell duplicates in bronze of the gold medal, at a price sufficient to cover the costs of the medals.

Debt Management Act of 2013 - Requires the Secretary of the Treasury, within 21 to 60 days before any date on which the Secretary anticipates the public debt will reach the current debt limit, to appear before specified congressional committees to provide specified information. (The debt limit was $16.699 trillion before its suspension in the Continuing Appropriations Act, FY2014 [P.L. 113-46].) Requires the Secretary to include in such appearance: a report on the state of the public debt, including (1) its historical trajectory, major drivers of the current debt and their quantities, and debt projections; and (2) how, if the debt limit is raised, the United States will meet existing debt obligations, including principal and interest; a detailed explanation of: (1) any proposal of the President to reduce the structural deficit in the short-term (the following fiscal year), medium-term (approximately 3-5 years), and long-term (approximately 10 years); (2) the impact an increased debt limit will have on future federal spending, service provision, and the status of the U.S. dollar as the international reserve currency; (3) projections of fiscal health and resilience to long-term entitlement program pressures (including Social Security, Medicare, and Medicaid), given the proposed measures to reduce the structural deficit and the amount of increase in the debt limit; and (4) any proposal of the President to reduce the debt-to-gross domestic product (GDP) ratio, based on current trends, with the exclusion of extreme events (i.e. military, economic, and natural catastrophes); and a detailed report on the progress of implementing all such proposals. Declares that this report shall only be delivered if a Secretary has already appeared at least once during any term of office for a particular President.

Small Business Efficiency Act - Amends the Internal Revenue Code to treat professional employer organizations (PEOs), certified by the Internal Revenue Service (IRS), as employers for employment tax purposes (thus allowing such PEOs to pay wages and collect and remit payroll taxes on behalf of an employer). Sets forth IRS certification requirements for PEOs, including financial review and reporting requirements. Requires a PEO to post a bond each year, up to $1 million, to guarantee payment of employment taxes.

Protecting Adoption Act - Amends part B (Child and Family Services) of title IV of the Social Security Act to direct the Secretary of Health and Human Services (HHS) to establish and maintain an automated National Responsible Father Registry. Requires the Registry to: (1) contain specified kinds of information sufficient to identify a possible father, and (2) provide a mechanism for men to register such identifying information directly with the Registry. Limits access to Registry information to eligible parties, including: (1) public and licensed private adoption or child placement agencies, (2) licensed attorneys representing a party in a planned or pending adoption or in the termination of rights of one or more possible fathers, (3) state agencies or entities responsible for the placement of children, and (4) state courts. Directs the Secretary to establish a nationwide campaign designed to inform possible fathers, unwed mothers, possible adoptive parents, and eligible parties of the National Registry, the advantages of possible fathers registering either in the National Registry or State Responsible Father Registries, or both, the rights and responsibilities of such parties with regard to a proceeding, and the role of such Registries in a proceeding. Directs the Secretary to use all reasonable efforts to encourage states to enter into agreements to establish automated State Responsible Father Registries and centers that make registration forms easily accessible to possible fathers. Authorizes the Secretary to make a grant to a state to establish a State Registry or modify an existing one to meet the requirements of this Act.

Justice for Victims of Trafficking Act of 2013 - Amends the federal criminal code to impose an additional penalty of $5,000 on any person or entity convicted of crimes relating to: (1) peonage, slavery, and trafficking in persons; (2) sexual abuse; (3) sexual exploitation and other abuse of children; (4) transportation for illegal sexual activity; or (5) human smuggling in violation of the Immigration and Nationality Act. Establishes in the Treasury the Domestic Trafficking Victims' Fund into which such penalties shall be deposited and which shall be used in FY2015-FY2019 to award grants or enhance victims' programming under the Trafficking Victims Protection Act of 2000, the Trafficking Victims Protection Reauthorization Act of 2005, and the Victims of Child Abuse Act of 1990. Allots funds to provide services for child pornography victims. Amends the Trafficking Victims Protection Act of 2000 to direct the Secretary of Health and Human Services (HHS) to make a determination, based on credible evidence, that a covered individual (i.e., a U.S. citizen or a permanent resident) has been a victim of a severe form of trafficking. Amends the Trafficking Victims Protection Reauthorization Act of 2005 to authorize the Attorney General to award block grants to develop, improve, or expand comprehensive domestic child trafficking deterrence programs to rescue and restore the lives of trafficking victims, while investigating and prosecuting offenses involving child trafficking. Amends the Victims of Child Abuse Act of 1990 to include human trafficking and the production of child pornography within the definition of child abuse for purposes of such Act. Amends the federal criminal code to: (1) increase restitution for victims of human trafficking; (2) set forth provisions for combating aggravated human trafficking racketeering; (3) allow state and local prosecutors to obtain wiretap warrants in state courts for investigations into human trafficking, child sexual exploitation, and child pornography production; (4) increase penalties for offenses involving enticement into slavery, sex trafficking of children, child exploitation, and repeat sex offenders; and (5) revise the definition of the crime of travel with intent to engage in illicit sexual conduct to facilitate prosecutions of such crime. Directs the Attorney General to ensure that all task forces and working groups within the Innocence Lost National Initiative engage in activities, programs, or operations to increase the investigative capabilities of law enforcement personnel in the detection, investigation, and prosecution of persons who patronize or solicit children for sex. Requires the Attorney General to audit grants awarded under the Trafficking Victims Protection Reauthorization Act of 2005. Imposes limits on the use of Department of Justice (DOJ) funds for DOJ conferences involving more than $20,000.

Amends the Patient Protection and Affordable Care Act to eliminate the funding mechanism for the three-year transitional reinsurance program, under which group health plans are required to pay a fee to reinsurance entities for plan years beginning January 1, 2014. (The fees are distributed to individual health plans that cover high-risk individuals.) Authorizes appropriations for such reinsurance program instead.

Transportation Empowerment Act - Declares the purposes of the Act, including returning maximum discretionary authority and fiscal responsibility to the states for all elements of the national surface transportation systems (excluding the Dwight D. Eisenhower National System of Interstate and Defense Highways). Prescribes a limitation on funding of transportation programs and projects carried out under this Act. Authorizes appropriations out of the Highway Trust Fund (HTF) (other than the Mass Transit Account) for FY2015-FY2019 for specified core programs under the federal-aid highway program, including: (1) metropolitan transportation planning, (2) emergency relief for highways and roads, (3) the federal lands transportation program, and (4) Federal Highway Administration (FHWA) administrative expenses. Authorizes a state to transfer and use excess federal-aid highway funds for any surface transportation project (including mass transit and rail). Limits federal assistance to states for highway bridge replacement and rehabilitation to bridges on the federal-aid highway system. Repeals the authorization of federal assistance to states for historic bridges. Repeals the transportation alternatives program. Declares that, beginning with FY2014, a highway construction or improvement project shall not be considered a federal project: (1) unless and until a state expends federal funds for the construction portion of such project, (2) solely by reason of the state expenditure of federal funds before the construction phase of the project (including for any environmental document or design work), or (3) upon state reimbursement to the federal government of the federal costs of such projects. Amends the Internal Revenue Code to make amounts in the HTF available for expenditure for core highway programs through FY2020. Requires the Secretary of Treasury to transfer from the HTF amounts equivalent to motorboat and aviation fuel taxes collected before October 1, 2022, to: (1) the Land and Water Conservation Fund, (2) the Sport Fish Restoration and Boating Trust Fund, and (3) the Airport and Airway Trust Fund. Requires the Secretary to pay from the HTF into the general fund of the Treasury amounts equivalent to the floor stocks refunds made before July 1, 2023. Prescribes a motor fuel tax rate schedule for financing of core highway programs. Terminates, on September 30, 2014, the authority of the Secretary to make certain transfers to the Mass Transit Account. Directs the Secretary, on October 1, 2014, to transfer all amounts in the Mass Transit Account to the Highway Account. Authorizes appropriations out of the HTF (other than the Mass Transit Account) for FY2015-FY2019 for the highway research and development program. Directs the Secretary to allocate to the states for surface transportation projects (including mass transit and rail) any excess highway tax receipts appropriated to the HTF in FY2016-FY2019. Reduces the excise taxes imposed on: (1) gasoline from 18.3 cents to 3.7 cents, (2) diesel fuel or kerosene from 24.3 cents to 5.0 cents, and (3) diesel-water fuel emulsion from 19.7 cents to 4.1 cents. Requires credits or refunds of certain floor stocks taxes on liquids imposed before October 1, 2019. Declares that this Act shall become effective only if the Director of the Office of Management and Budget (OMB) certifies that it is deficit neutral.

Hire More Heroes Act of 2013 - Amends the Internal Revenue Code to permit an employer, for purposes of determining whether such employer is an applicable large employer and thus required to provide health care coverage to its employees under the Patient Protection and Affordable Care Act, to exclude employees who have coverage under a health care program administered by the Department of Defense (DOD), including TRICARE, or the Department of Veterans Affairs (VA).

Furloughed Federal Employee Double Dip Elimination Act - Requires regulations pertaining to the compensation of any federal employees who receive back pay for any period in which such employee was furloughed due to a lapse in appropriations to require such back pay to be treated in the same way as federal wages attributable to such employee, and the period to which such back pay relates to be treated in the same way as a period of federal service attributable to such employee (thereby disqualifying such employee for receipt of state unemployment compensation).

Sabine National Forest Land Exchange Act of 2013 - Requires a land exchange between the Secretary of Agriculture (USDA) and the Sabine River Authority of Texas involving the Sabine National Forest, the Indian Mounds Wilderness Area, and the Toledo Bend Project in Texas. Requires the costs of the land exchange to be shared equally by the Authority and the Secretary, and the land exchange to be conducted on an equal value basis.

Accuracy for Adoptees Act - Amends the Immigration and Nationality Act to require that a certificate of citizenship or other federal document issued, or requested to be amended, reflect the child's name and date of birth as indicated on a state court order, birth certificate, certificate of foreign birth, certificate of birth abroad, or similar state vital records document issued by the child's U.S. state of residence after the child has been adopted or readopted in that state.

Defense of Environment and Property Act of 2013 - Amends the Federal Water Pollution Control Act (commonly known as the Clean Water Act) to redefine "navigable waters" to specify that included territorial seas are those that are: (1) navigable-in-fact; or (2) permanent or continuously flowing bodies of water that form geographical features commonly known as streams, oceans, rivers, and lakes that are connected to waters that are navigable-in-fact. Excludes from such term: (1) waters that do not physically abut navigable waters and lack a continuous surface water connection to navigable waters; (2) man-made or natural structures or channels through which water flows intermittently or ephemerally, or that periodically provide drainage for rainfall; or (3) wetlands without a continuous surface connection to bodies of water that are waters of the United States. Prohibits activities carried out by the Administrator of the Environmental Protection Agency (EPA) or the Army Corps of Engineers from impinging upon states' power over land and water use. Prohibits: (1) aggregation of such excluded wetlands or waters from being used to determine or assert federal jurisdiction, and (2) wetlands without a continuous surface connection to bodies of water that are waters of the United States from being considered to be under federal jurisdiction. Authorizes states or individual property owners to obtain judicial review of jurisdictional determinations by the Administrator or the Secretary of the Army that would affect their ability to plan the development and use of land and water resources within 30 days after such a determination. Considers groundwater to be state water. Prohibits groundwater from being considered in determining or asserting federal jurisdiction over isolated or other waters. Prohibits the Administrator from using a significant nexus test to determine federal jurisdiction over navigable waters and waters of the United States. Nullifies: (1) the Corps' rule entitled "Final Rule for Regulatory Programs of the Corps of Engineers," (2) EPA's proposed rule entitled "Advance Notice of Proposed Rulemaking on the Clean Water Act Regulatory Definition of 'Waters of the United States,'" (3) the guidance document entitled "Clean Water Act Jurisdiction Following the U.S. Supreme Court's Decision in Rapanos v. United States & Carabell v. United States (relating to the definition of waters under the jurisdiction of the Clean Water Act), and (4) any subsequent regulation or guidance issued by federal agencies that defines or interprets the term "navigable waters." Prohibits the Corps and EPA from promulgating rules or issuing guidance that expands or interprets the definition of navigable waters unless expressly authorized by Congress. Sets forth provisions requiring federal agencies to obtain consent of private property owners prior to entering their land to collect information about navigable waters. Requires federal agencies that issue regulations that relate to the definition of navigable waters or waters of the United States and diminish the fair market value or economic viability of a property to pay the affected property owner an amount equal to twice the value of the loss. Gives no force or effect to such regulation until landowners with such claims have been compensated.

Firearms Interstate Commerce Reform Act - Amends the federal criminal code to: (1) allow licensed firearms importers, manufacturers, dealers, or collectors (licensees) to sell or deliver any firearm (currently, rifles or shotguns) to a resident of a state other than the state in which the licensee is located or temporarily located if the licensee meets with the purchaser to complete the sale or delivery and the transaction complies with the laws of the state in which the transfer is conducted and the purchaser's state of residence; and (2) eliminate the requirement that a licensee must conduct business at a gun show only in the state that is specified on the licensee's license. Provides that nothing in this Act shall be construed to prohibit the sale or other disposition of a firearm or ammunition: (1) between licensed firearms dealers at any location in any state; or (2) by a licensed importer, manufacturer, or dealer to an unlicensed person at a temporary location in any state. Amends definitions for federal firearms provisions to: (1) revise the definition of a "member of the Armed Forces on active duty" to include a member (or member's spouse) who is a resident of the state in which such person maintains legal residence or in which the member maintains a place of abode from which the member commutes each day to the permanent duty station; and (2) provide that an officer or employee of the United States (other than a member of the Armed Forces) stationed outside the United States for a period exceeding one year, or a spouse residing with such an officer or employee, is a resident of the state in which the person maintains legal residence.

Taxpayer Transparency Act of 2013 - Requires each communication funded by a federal agency for advertising or educational purposes to clearly state: (1) in the case of a printed communication, including mass mailings, signs, and billboards, that the communication is printed and published at taxpayer expense; and (2) in the case of a communication transmitted through radio, television, or the Internet, that the communication is produced and disseminated at taxpayer expense. Requires any such printed communication, including e-mails, to be of sufficient size to be clearly readable, to be set apart from the other contents of the communication, and to be printed with a reasonable degree of color contrast between the background and the printed statement. Exempts from such requirements: (1) information in a solicitation for offers for a federal contract; and (2) advertisements for employment opportunities, not including advertising materials developed for use in recruiting and retaining personnel for the Armed Forces.

Security Before Access Act of 2013 - Amends the Public Health Service Act, with respect to patient navigator services, to require recipients of grants for the development and operation of demonstration programs to implement procedures developed under this Act to protect the privacy of personally identifiable information (PII). Requires procedures specified by the Secretary of Health and Human Services (HHS) to include at least those that: require for access to PII relating to an individual the express written consent of that individual; condition access by a certified application counselor, health insurance navigator, or non-navigator assistance personnel upon a criminal background and fingerprint check; and require the meeting of educational and licensure requirements that are identical or comparable to those currently applicable to health insurance agents and brokers within the state in which they seek to assist consumers. Prohibits a grant recipient from collecting PII until the Comptroller General (GAO) certifies to Congress that HHS and any other relevant federal agencies have implemented all appropriate and necessary actions to safeguard the information of individuals seeking enrollment in a health plan through a health insurance Exchange and to protect them from fraud and abuse. Provides procedures for development of guidance concerning liability, determinations of liable parties, and determinations of whether entities described in this Act are required to obtain professional liability coverage. Imposes criminal penalties for unauthorized access, including under the Internal Revenue Code in cases involving consumer tax return information. Requires the Secretary to permanently disqualify an individual with a criminal background or otherwise in violation of this Act from any further involvement in consumer assistance activities required under the patient navigator provisions or the Patient Protection and Affordable Care Act (PPACA). Allows the disqualification and rescission of federal and Exchange-generated funds from the entity that employs or contracts with such an individual. Relieves consumers from responsibility for failure to meet a requirement under PPACA for obtaining qualified health insurance coverage through an Exchange unless the Secretary has demonstrated with reasonable certainty that effective and comprehensive PII protection is in place prior to any consumer disclosure for health insurance enrollment purposes.

Abortion Insurance Full Disclosure Act of 2013 - Amends the Patient Protection and Affordable Care Act, with respect to abortion coverage in qualified plans offered through a Health Benefit Exchange, to modify the notice rules to require that: in the case of services regarding abortions both for which public funding is prohibited and allowed, the extent of coverage shall be prominently displayed in any marketing or advertising materials, comparison tools, or summary of benefits and coverage explanation made available by the issuer of the plan, by an Exchange, or by the Secretary of Health and Human Services (HHS), including information made available through an Internet portal or Exchange; and in the case of abortions for which public funding is prohibited and where the premium for the plan is disclosed, the surcharge attributable to such services, consisting of an amount equal to the actuarial value of the coverage, shall be disclosed and identified separately.

Promoting Adoption and Legal Guardianship for Children in Foster Care Act - Amends part E (Foster Care and Adoption Assistance) of title IV of the Social Security Act (SSA) to revise the adoption incentives grant program (renaming it the adoption and legal guardianship incentive program), creating a new formula for determining adoption incentive payments, and extending the program through FY2016. Requires states to use amounts paid to them under the program to supplement, and not supplant, any federal or non-federal funds used to provide any service under SSA title IV parts B (Child and Family Services) or E. Increases from 24 to 36 the number of months during which incentive program payments are available for expenditure. Requires states to: (1) report annually to the Secretary of Health and Human Services (HHS) on the calculation and use of savings resulting from the application of certain requirements to all children, and (2) spend at least 20% of such savings on post-adoption services. Declares that, in the event of the death or incapacity of the relative guardian, the eligibility of a child for a kinship guardianship assistance payment shall not be affected by reason of the replacement of the relative guardian with a successor legal guardian named in the kinship guardianship assistance agreement. Amends SSA title IV part B to extend the family connection grant program through FY2016. Amends SSA title III (Unemployment Insurance) with respect to the requirement that a state have an unemployment compensation law containing certain provisions in order to receive a specified federal grant. Requires a state owed an unemployment compensation debt meeting specified criteria that remains uncollected within two years after it was first incurred to take specified action under the Internal Revenue Code to recover it, including through a tax refund offset.

Marriage and Religious Freedom Act - Prohibits the federal government from taking an adverse action against a person on the basis that such person acts in accordance with a religious belief that: (1) marriage is or should be recognized as the union of one man and one woman, or (2) sexual relations are properly reserved to such a marriage. Defines "adverse action" as any federal government action to discriminate against such person, including: (1) denying or revoking certain tax exemptions or disallowing a deduction of any charitable contribution made to or by such person; (2) denying or excluding such person from receiving any federal grant, contract, cooperative agreement, loan, license, certification, accreditation, employment, or similar position or status; or (3) denying or withholding any benefit under a federal benefit program. Permits a person to assert an actual or threatened violation of this Act as a claim or defense in a judicial proceeding and to obtain compensatory damages or other appropriate relief against the federal government. Authorizes the Attorney General (DOJ) to bring actions to enforce this Act. Specifies that the term "person" includes any person regardless of religious affiliation, as well as corporations and other entities regardless of for-profit or nonprofit status.

Honoring the Fort Hood Heroes Act - Directs: (1) the Secretary of the military department concerned to award the Purple Heart to members of the Armed Forces (members) who were killed or wounded in the attack at Fort Hood, Texas, on November 5, 2009; and (2) the Secretary of Defense (DOD) to award the Secretary of Defense Medal for the Defense of Freedom to civilian employees and contractors of DOD who were killed or wounded in such attack. Deems, for purposes of all applicable federal benefit laws, regulations, and policies: (1) such members to have been killed or wounded in a combat zone as the result of an enemy act; and (2) such employees to have been killed or wounded by hostile action while serving with the Armed Forces in a contingency operation and to have been killed or wounded in a terrorist attack. Excludes any member whose death or wound was the result of willful misconduct. Applies such provisions to post-traumatic stress disorder (PTSD) or other psychological injuries that were a a result of such attack.

Adoption Information Act - Amends the Public Health Service Act to require family planning service projects or programs, as a condition of receiving certain grants or contracts, to assure the Secretary of Health and Human Services (HHS) that they will provide each person who inquires about their services with a pamphlet containing a comprehensive list of adoption centers in their state. Directs the Secretary to prepare, annually update, and distribute such pamphlets to such projects or programs.

Mortgage Forgiveness Tax Relief Act of 2013 - Amends the Internal Revenue Code to extend through 2014 the exclusion from gross income of income attributable to the discharge of indebtedness on a principal residence.

National Right-to-Carry Reciprocity Act of 2013 - Amends the federal criminal code to authorize a person who is carrying a valid, government-issued identification document containing that person's photograph and a valid permit to carry a concealed firearm in one state, and who is not prohibited from possessing, transporting, shipping, or receiving a firearm under federal law, to possess or carry a concealed handgun (other than a machine gun or destructive device) in another state in accordance with the restrictions of that state.

Strengthening Medicare Anti-Fraud Measures Act of 2013 - Amends title XI of the Social Security Act to authorize the Secretary of Health and Human Services (HHS) to exclude from participation in any federal health care program entities affiliated with a sanctioned entity, as well as any officer or managing employee of an affiliated entity (currently, only individuals with an ownership or control interest in a sanctioned entity), if the affiliated entity was so affiliated at the time of any of the conduct forming the basis for the conviction or exclusion of the sanctioned entity.

Real Estate Investment and Jobs Act of 2013 - Amends the Internal Revenue Code to increase from 5% to 10% the allowable ownership interest in real estate investment trust (REIT) stock for purposes of tax exemptions allowed by the Foreign Investment in Real Property Tax Act relating to foreign investment in United States real property interests.

Restoring Access to Medication Act of 2013 - Repeals provisions of the Internal Revenue Code, as added by the Patient Protection and Affordable Care Act, that limit payments for medications from health savings accounts, medical savings accounts, and health flexible spending arrangements to only prescription drugs or insulin (thus allowing distributions from such accounts for over-the-counter drugs).

Residue Entries and Streamlining Trade Act - Amends the Tariff Act of 1930 to exempt from the U.S. customs laws the importation of instruments of international traffic (certain reusable containers, but excluding communications satellites) containing de minimis residual matter. Defines the term "de minimis residual matter" to mean material remaining in the container after its contents have been unloaded before it is either refilled or cleaned.

Declares that no premium tax credits or reductions in cost-sharing for the purchase of qualified health benefit plans under the Patient Protection and Affordable Care Act (PPACA) shall be allowed before the Secretary of Health and Human Services (HHS) certifies to Congress that there is a program in place, consistent with PPACA requirements, that verifies the household income and coverage requirements of individuals applying for such credits and cost-sharing reduction.

Stop Playing on Citizen's Cash Act - Prohibits the Internal Revenue Service (IRS) from holding any conference until the Inspector General for Tax Administration of the Department of the Treasury submits to Congress a report: (1) certifying that the IRS has implemented all recommendations set forth in the Inspector General's report titled "Review of the August 2010 Small Business/Self-Employed Division's Conference in Anaheim, California"; and (2) describing such implementation.

Taxpayer Bill of Rights Act of 2013 - Amends the Internal Revenue Code to require the Commissioner of the Internal Revenue Service (IRS) to ensure that IRS employees are familiar with and act in accordance with taxpayer rights, including the right to be informed, to be assisted, to be heard, to pay no more than the correct amount of tax, to an appeal, to certainty, to privacy, to confidentiality, to representation, and to a fair and just tax system.

Child Tax Credit Integrity Preservation Act of 2013 - Amends the Internal Revenue Code to expand the identification requirements for the child tax credit to require taxpayers to provide valid identification numbers on their tax returns in addition to the names and identification numbers of each qualifying child.

Citizen Empowerment Act - Requires any executive agency employee who is conducting an in-person or a telephonic interview, audit, investigation, inspection, or other official interaction with an individual relating to a possible violation of federal law that could result in the imposition of civil or criminal fines or penalties or the collection of unpaid tax to allow such individual to make an audio recording of the interaction. Permits the employee conducting the interaction to record it if the employee: (1) informs the individual of the recording prior to or at the initiation of the interaction, and (2) provides the individual with a transcript of the recording at such individual's expense. Requires the employee conducting an initial in-person or telephonic interview or other interaction to provide to the individual a verbal or written notice of such individual's rights. Exempts from the application of this Act any in-person or telephonic interview or other interaction that: (1) is likely to include the discussion of classified material or information that would endanger public safety if released publicly; or (2) if released, would endanger an ongoing criminal investigation being conducted by a federal law enforcement officer.

United States Job Creation and Manufacturing Competitiveness Act of 2013 - Amends the Harmonized Tariff Schedule of the United States to suspend or reduce temporarily certain rates of duty on specified chemicals and other items. Extends through December 31, 2015, certain existing duty suspensions, reductions, and other modification for specified chemicals, food, and other items. Directs U.S. Customs and Border Protection to liquidate or reliquidate certain entries of: (1) orange juice, (2) industrial nitrocellulose from the United Kingdom, (3) polyester fleece sheet sets, (4) top-of-the-stove stainless steel cooking ware from the Republic of Korea, and (5) digital still image video cameras. Makes a technical correction to the article description for stainless steel single-piece exhaust gas manifolds.

IRS Equal Treatment Act of 2013 - Amends the Internal Revenue Code to: (1) require each officer and employee of the Internal Revenue Service (IRS) to substantiate any expense incurred in carrying out official duties and responsibilities, (2) make IRS officers and employees jointly and severally liable for all expenses for which substantiation requirements are not met, and (3) require the Inspector General for Tax Administration of the Department of the Treasury to report annually on a review of the expense substantiation records required by this Act.

Save American Workers Act of 2013 - Amends the Internal Revenue Code, as amended by the Patient Protection and Affordable Care Act, to redefine "full-time employee," for purposes of the mandate requiring employers to provide health care coverage for their employees, as an employee who is employed on average at least 40 hours of service a week (currently, at least 30 hours of service a week).

Government Employee Accountability Act - Sets forth guidelines for placing career employees of the Senior Executive Service (SES) on investigative leave. Defines "investigative leave" as a temporary absence without duty for disciplinary reasons, of a period not greater than 90 days. Authorizes a federal agency to: (1) place an SES employee on investigative leave, without loss of pay and without charge to annual or sick leave, only for misconduct, neglect of duty, malfeasance or misappropriation of funds; (2) place such employee on leave without pay if such employee's conduct is determined to be serious or flagrant; or (3) remove such employee if such employee acted in a manner that endangers the interest of the agency mission. Requires an agency to periodically review the investigation into the conduct of an SES employee placed on investigative leave and take certain actions with respect to such employee at the end of a period of investigative leave, including removal, suspension without pay, or reinstatement to duty. Grants an employee placed on investigative leave certain rights, including: (1) advance written notice of, and the right to answer, charges; (2) the right to be represented by an attorney; and (3) the right to appeal to the Merit Systems Protection Board (MSPB). Includes misappropriation of funds as a ground in suspending or reinstating an SES employee or placing such employee in another civil service position.

Protecting Taxpayers from Intrusive IRS Requests Act - Prohibits the Internal Revenue Service (IRS) from asking any taxpayer any question regarding religious, political, or social beliefs. Expresses the sense of Congress that: (1) any exceptions to such prohibition should identify the specific questions authorized, the class of taxpayers to whom such questions may be asked, and the circumstances under which such questions may be asked; and (2) if the IRS Commissioner determines that asking such questions would aid in the efficient administration of the tax laws, the Commissioner should submit a report to Congress that includes such questions in verbatim form and describes such class of taxpayers and the circumstances under which such questions would be asked.

Taxpayer Transparency and Efficient Audit Act - Requires the Internal Revenue Service (IRS): (1) to provide a substantive written response (not merely an acknowledgment letter) to any written correspondence from a taxpayer not later than 30 days after receiving such correspondence; (2) within 30 days after disclosing taxpayer information to any federal, state, or local governmental entity, to provide to the taxpayer a written notification describing the information, to whom it was disclosed, and when it was disclosed; and (3) to conclude any audit of an individual taxpayer not later than 1 year after the audit is initiated and to not assess any tax with respect to such audit after it is concluded.

Stop Targeting Our Politics IRS Act or the STOP IRS Act - Amends the Internal Revenue Service Restructuring and Reform Act of 1998 to expand existing grounds for termination of the employment of an Internal Revenue Service (IRS) employee to include performing, delaying, or failing to perform (or threatening to perform, delay, or fail to perform) any official action (including any audit) with respect to a taxpayer for purpose of extracting personal gain or benefit or for a political purpose.

Imprisonment for Tax Targeting of Americans Act of 2013 - Amends the Internal Revenue Code to provide for a mandatory fine and prison term of five years (currently, not more than five years) for: (1) unauthorized disclosure of tax return and return information and for unlawful solicitation to obtain such information, and (2) unauthorized inspection of tax returns or return information. Imposes a mandatory fine and a prison term of not more than five years for willful oppression under color of law by U.S. revenue officers and employees (currently, a fine or a prison term, or both, may be imposed).
