Zimbabwe Renewal Act of 2010 - States that it is U.S. policy to support a transition to democratic and economic recovery in Zimbabwe that reflects the political conditions and opportunities created by the Global Political Agreement (GPA). Authorizes the Secretary of State to provide assistance to strengthen the rule of law and human rights in Zimbabwe. Authorizes the President, through the Administrator of the United States Agency for International Development (USAID), to provide assistance to Zimbabwe for: (1) sustainable development; (2) health care; (3) education; (4) agriculture; and (5) clean water. Direct the President to develop an emergency vocational youth work program for the construction and repair of public works of benefit to the entire population of Zimbabwe. Authorizes the President to provide economic assistance to Zimbabwe to support democracy and civil authority, human rights, economic self-sufficiency, education and health care, reconciliation, and GPA implementation. Authorizes the Secretary of the Treasury to provide technical assistance to the Zimbabwean Ministry of Finance and line ministries. Directs the Secretary of the Treasury to: (1) forgive the debt of Zimbabwe held by any U.S. government agency; and (2) direct the U.S. Executive Director at each international financial institution of which the United States is a member to vote in favor of programs for Zimbabwe. Expresses the sense of Congress that certain sanctions on financial institutions should be lifted to allow financial institutions to assist communal farmers, civil servants, pensioners, and the people of Zimbabwe, and that technical assistance should be provided to such institutions if: (1) the Finance Ministry of Zimbabwe does not politicize lending or extending credit; (2) no individual who is subject to U.S. or European Union (EU) sanctions serves as a board member, advisor, or employee of any financial institution in Zimbabwe; and (3) no funds are made available to Zimbabwe's Reserve Bank. Lifts targeted sanctions against a person upon a presidential certification to Congress that such person: (1) has taken significant steps to help strengthen democracy, respect human rights, and the rule of law in Zimbabwe; and (2) has played a constructive role in GPA implementation.

World War II Merchant Mariner Service Act - Directs the Secretary of Defense (DOD) to consider certain methods for verifying that an individual performed honorable service as a member of the merchant marine during the period beginning on December 7, 1941, and ending on December 31, 1946, for purposes of eligibility for veterans' benefits under the GI Bill Improvement Act of 1977. Requires such methods to include Social Security Administration (SSA) records and validated testimony in the case of the absence of Coast Guard shipping or discharge forms, ship logbooks, or other official employment records. Requires the Secretary to recognize masters of seagoing vessels or other command officers who were authorized to document an individual for purposes of hiring for the merchant marine or discharge therefrom, when determining whether to recognize service allegedly performed during such period.

Toxic Chemicals Safety Act of 2010 - Amends the Toxic Substances Control Act to direct the Administrator of the Environmental Protection Agency (EPA) to promulgate a rule that: (1) establishes the data that constitute the minimum data set for chemical substances (chemicals) and mixtures; and (2) requires chemical manufacturers and processors to submit their minimum data sets. Requires such manufacturers and processors to submit such minimum data sets for chemicals placed on the priority list and new chemicals. Authorizes the Administrator to require the testing of chemicals and mixtures. Requires the Interagency Testing Committee, in forming a list of chemicals and mixtures that the Administrator should test, to give priority attention to those chemicals and mixtures which are known to cause or contribute to adverse affects on health or the environment. Revokes the limit on the number of chemicals and mixtures that may be placed on such a list. Prohibits any person from manufacturing or processing a new chemical or a chemical for a new use unless: (1) the person notifies the Administrator about the person's intention to manufacture or process the chemical; (2) such use is a critical use; and (3) the chemical or mixture meets the safety standard under such Act. Requires a priority list to be established that contains specified chemicals for which safety determinations shall first be made. Requires the: (1) Administrator to update and publish the list; and (2) updated list to consist of at least 300 chemicals. Authorizes the Administrator to add chemical mixtures to the list. Requires the Administrator to apply a safety standard that takes into account aggregate exposure to chemicals or mixtures and ensures that, for all intended uses, there is a reasonable certainty that no harm will result to the public health and that the public welfare is protected. Requires: (1) manufacturers and processors to bear the burden of proving that chemicals or mixtures meet such safety standard; and (2) the Administrator to determine whether such burden has been met. Sets forth provisions concerning: (1) biomonitoring studies regarding chemicals or any metabolite or degradation byproducts of chemicals; (2) the manufacture, processing, distribution or use of polychlorinated biphenyl; (3) declarations of manufacturing or processing chemicals or mixtures; (4) a public database of information relating to the toxicity and use of, and exposure to, chemicals and mixtures; (5) disclosures to commercial purchasers of information about the chemicals and mixtures they purchase; (6) a survey by the Administrator about mixtures; (7) exportation and importation of chemicals or mixtures; (8) conditions under which data about chemicals may be designated as confidential business information; and (9) civil actions and penalties for violations of such Act. Prohibits any person from: (1) manufacturing, processing, distributing, using for commercial purposes, or disposing of chemicals, mixtures, or articles containing chemicals or mixtures that such person knew or had reason to know were manufactured, processed, or distributed in violation of such Act; and (2) introducing or knowingly distributing chemicals, mixtures, or articles containing chemicals or mixtures that fail to comply with labeling requirements. Requires the Administrator to: (1) establish criteria to identify chemicals and mixtures that are persistent, bioaccumulative, and toxic; (2) list chemicals and mixtures that meet such criteria; and (3) impose conditions on manufacturing, processing, using, distributing, or disposing such chemicals and mixtures. Requires the Administrator to: (1) enter into contracts and make grants to further understanding of the vulnerability of children to chemical substances; (2) establish the Science Advisory Board on Children's Health and Toxic Substances; and (3) conduct, not later than two years after identifying a chemical substance which is likely to be present in human biological media at a level above that normally found and which is likely to have adverse effects on early childhood development, a biomonitoring study to determine the presence of such substance in the biological media of pregnant women and infants. Requires the Administrator to: (1) take action to minimize the use of animals in testing of chemical substances or mixtures; (2) establish a program to create incentives for the development of safer alternatives to existing chemicals and mixtures that reduce or avoid the use and generation of hazardous chemical substances or mixtures; (3) cooperate with international efforts to develop a common protocol or electronic database relating to chemical substances and mixtures or to develop safer alternatives; (4) implement the provisions of international agreements related to chemicals and mixtures to which the U.S. becomes a party; and (5) promulgate a rule to establish criteria for the determination of disproportionate exposure to toxic chemicals, establish criteria to identify any locality that is disproportionately exposed, develop a method for data collection on and categorization of patterns of disproportionate exposure and associated adverse effects, identify and publish a list localities within the United States subject to disproportionate exposure, and develop action plans to reduce such disproportionate exposure. Prohibits any person from manufacturing, processing, distributing, using for commercial purposes, or disposing of hexabromobiphenyl, hexachlorobenzene, hexabromodiphenyl ether and heptabromodiphenyl ether and congeners in the commercial OctaBDE mixture, pentachlorobenzene, and tetrabromodiphenyl ether and pentabromodiphenyl ether and congeners in the commercial PentaBDE mixture. Authorizes the Administrator to exempt a substance or mixture, or particular uses of the substance or mixture, from requirements of such Act if the Administrator determines that the scientific consensus is that it does not and would not pose any risk of injury to health or the environment under any current, proposed, or anticipated levels of production, patterns of use, or exposures arising at any stage across its lifecycle.

Renewable Fuels Marketing Act of 2010 - Amends the Solid Waste Disposal Act to direct the Administrator of the Environmental Protection Agency (EPA) to issue guidelines for determining whether underground storage tanks and associated dispensing equipment are compatible with any fuel or fuel additive that is authorized by the Administrator or by statute for use in a motor vehicle, nonroad vehicle, or engine. Deems tanks and equipment that have been listed by a nationally recognized testing laboratory as compatible with such a fuel or fuel additive as of the date of enactment of this Act to be compatible under the guidelines. Declares that no person shall be liable under any federal or state law, and no provider of financial assurance may deny payment for a claim, on the basis that a tank (or associated dispensing equipment) is not compatible with such fuel or fuel additive if such tank or equipment has been determined to be compatible pursuant to the guidelines issued under this Act. Amends the Clean Air Act to direct the Administrator to promulgate regulations that establish requirements for the labeling of associated dispensing equipment to prevent the introduction into a motor vehicle, nonroad vehicle, or engine of transportation fuel that contains a fuel or fuel additive that is authorized, after January 1, 2010, by the Administrator or by statute for use in motor vehicles, nonroad vehicles, or engines but that is not compatible with such vehicle or engine. Shields a person selling such fuel who complies with such regulations from liability for: (1) a self-service purchaser's introduction of such a fuel into a vehicle or engine that is not compatible with such fuel; or (2) the voiding of the manufacturer's warranty of such vehicle or engine from introduction of such fuel. Sets penalties for violation of such regulations.

Directs the Secretary of Health and Human Services (HHS) to establish a demonstration project under title XVIII (Medicare) of the Social Security Act (SSA) to evaluate the benefits of providing payment for items and services needed for the administration, within the homes of Medicare beneficiaries, of intravenous immune globin (IVIG) for the treatment of primary immune deficiency diseases. Amends SSA title XVIII to treat as durable medical equipment (DME) any disposable drug delivery systems, including elastomeric infusion pumps, for the treatment of colorectal cancer.

Disabled Veterans' Surviving Spouses Home Loans Act - Includes as a veteran, for purposes of eligibility for housing loans guaranteed by the Department of Veterans Affairs (VA), the surviving spouse of a veteran whose death was not a result of willful misconduct, and at the time of death was in receipt of or entitled to compensation for a service-connected disability rated totally disabling if: (1) the disability was so rated for ten or more years preceding death; (2) the disability was so rated for at least five years since the veteran's discharge or release from active duty; or (3) the veteran was a former prisoner of war who died after September 30, 1999, and the disability was so rated for at least one year preceding death.

Nonprofit Sector and Community Solutions Act of 2010 - Establishes the United States Council on Nonprofit Organizations and Community Solutions, which shall study how the federal government can work more effectively with nonprofit organizations to achieve better outcomes in addressing national and community challenges. Directs the Council to provide advice to the President and Congress on: (1) the establishment and enhancement of grant programs to build the capacity of nonprofit organizations, to support research and the reporting of data on nonprofit organizations, and to assist the government to effectively address national and community challenges by supporting nonprofit organizations, encouraging social innovation, and enabling nonprofit organizations to replicate and expand the use of effective strategies for addressing such challenges; and (2) how innovation can enhance the impact of nonprofit organizations. Directs the Council to organize and carry out a national summit on nonprofit organizations to inform the public and Congress of the results of its activities. Directs the President to establish an Interagency Working Group on Nonprofit Organizations and the Federal Government, which shall: (1) develop recommendations on federal policies relating to contracting with and making grants to nonprofit organizations and the availability to nonprofit organizations of federal funding provided to state and local governments; (2) develop recommendations on enhancing the effectiveness of federal support for organizational development assistance for building the capacity of nonprofit organizations; (3) identify strategies for managing relationships with nonprofit organizations; (4) provide to the Council information on government operations; and (5) assist the implementation of Council recommendations.. Directs the Secretary of Commerce: (1) to collect all data in the possession of a federal agency relating to nonprofit organizations and make such data available annually to the public, Congress, the Council, and the Working Group; and (2) through the Bureau of Economic Analysis, to submit to Congress, the Council, and the Working Group a report that includes recommendations for the establishment of measures to assess and track the economic impact of nonprofit organizations in the United States. Requires: (1) the Director of the Office of Management and Budget (OMB) to ensure accurate and timely data on funding provided to nonprofit organizations by the federal government; (2) the Secretary of Labor to ensure that employment data provided by the Bureau of Labor Statistics (BLS) includes nonprofit organizations as a distinct category of employer; (3) the Director of the Census to annually submit a comprehensive report on nonprofit organizations; and (4) the Director of the National Science Foundation (NSF) to establish a program to improve information and knowledge regarding nonprofit organizations.

Calls for an end to the violence, arrests, torture, and ill treatment perpetrated against Iranian citizens as well as the unconditional release of all political prisoners in Iran. Calls upon the U.S. government, the President, and the Secretary of State to condemn human rights violations in Iran and support the Iranian people's endeavors towards democracy. Calls for an end to a selective approach to Iranian opponents who struggle for democracy and human rights and invites the Secretary, in coalition with British and European allies, to remove the People's Mojahedin Organization of Iran from the State Department's list of Foreign Terrorist Organizations. Calls for the adoption of measures by the President to impose sanctions while welcoming the U.S. government's efforts to create an international consensus to deal with Iran's nuclear program. Calls on the President to persuade U.S. allies and other countries to enact appropriate measures aimed at depriving Iranian banks and financial institutions involved in nuclear activities and backing of terrorist groups from access to the international monetary system.

Birth Defects Prevention, Risk Reduction, and Awareness Act of 2010 - Requires the Secretary of Health and Human Services (HHS), acting through the Director of the Centers for Disease Control and Prevention (CDC), to establish and implement a birth defects prevention and public awareness program, which includes: (1) a nationwide media campaign to increase awareness among health care providers and at-risk populations about pregnancy and breastfeeding information services; (2) grants for the provision of, or campaigns to increase awareness about, pregnancy and breastfeeding information services; and (3) grants for the conduct or support of surveillance of or research on maternal exposures and maternal health conditions that may influence the risk of adverse pregnancy outcomes and maternal exposures that may influence health risks to a breastfed infant, or of networking to facilitate such surveillance or research.

Haiti Private Sector Development Act - Authorizes the President, after congressional consultation, to designate one private, nonprofit organization as the American Enterprise Fund for Haiti to receive funds and support under this Act to promote: (1) Haitian private sector development, including microbusinesses and small businesses, the agriculture, finance, energy, construction, garment, and tourism industries, and U.S.-Haitian joint ventures; and (2) policies and practices conducive to Haitian private sector development through loans, equity investments, feasibility studies, grants, technical assistance, training, insurance, and guarantees. Authorizes the Fund to establish the America for Haitian Private Sector Development Foundation which shall develop programs to recruit qualified individuals from the United States, including the Haitian diaspora in the United States, to provide technical expertise to the Haitian government to support public functions and to fill capacity gaps in the Haitian government, especially at ministries that oversee the private sector and were disrupted by the January 12, 2010, earthquake. Requires the President to submit an annual report to Congress, through 2016, summarizing all reports available to the President that were prepared for the purpose of providing oversight and evaluation of earthquake recovery and redevelopment activities conducted by U.S. government agencies during the preceding year.

Health Information Technology Extension for Behavioral Health Services Act of 2010 - Amends the Public Health Service Act to expand the definition of "health care provider" for purposes of health information technology provisions to include a behavioral or mental health professional, a substance abuse professional, a psychiatric hospital, a behavioral and mental health clinic, and a substance abuse treatment facility. Requires the Secretary of Health and Human Services (HHS), acting through the National Coordinator for Health Information Technology, to award grants to eligible entities to: (1) facilitate the purchase of health information technology; (2) enhance the use of such technology, including covering costs associated with upgrading such technology in order to meet the criteria required to become a certified electronic health record (EHR) technology; (3) train personnel in the use of such technology; (4) improve the secure electronic exchange of health information among behavioral and mental health professionals, substance abuse professionals, and other health care providers; (5) improve such technology for adaptation to community-based behavioral health settings; (6) assist with the implementation of telemedicine, including facilitation of distance clinical consultations in rural and underserved areas; and (7) collaborate and integrate with health information technology regional extension centers. Amends titles XVIII (Medicare) and XIX (Medicaid) of the Social Security Act to include qualified clinical psychologists, clinical social workers, psychiatric hospitals, mental health treatment facilities, and substance abuse treatment facilities within the health professionals, hospitals, and Medicaid providers eligible for incentive payments for the meaningful use of certified EHR technology.

Greening Food Deserts Act - Amends the Department of Agriculture Reorganization Act of 1994 to direct the Secretary of Agriculture to establish the Office of Urban Agriculture which shall coordinate Department of Agriculture (USDA) activities related to urban agriculture and nutrition. Amends the Food Security Act of 1985 to direct the Secretary to provide technical assistance in support of backyard conservation and community gardening programs involving small-scale subsistence and personal-use agriculture. Amends the Cooperative Forestry Assistance Act of 1978 regarding urban and community forestry assistance to give a priority to the production and procurement in urban areas of plant materials that are resistant to invasive species. Amends the Farm Security and Rural Investment Act of 2002 to authorize appropriations for the seniors farmers' market nutrition program. Directs the Secretary to make loans, provide loan guarantees, and make grants to public agencies and nonprofit organizations for farmers' market construction and renovation. Amends the Census of Agriculture Act of 1997 to include an evaluation of state farmers' markets in each agriculture census. Renames the Rural Energy for America Program as the Renewable Energy for America Program. Authorizes the Secretary to make a microloan or grant available to support outreach activities for: (1) developing food production in communities not traditionally associated with agricultural production; and (2) supporting local food production and distribution. Amends the Richard B. Russell National School Lunch Act and the Child Nutrition Act of 1966 to increase reimbursement rates for school lunch, breakfast, and summer food service meals consisting in whole or part of foods produced through agricultural education programs that use enrolled students to produce food and provide the food to in-house feeding programs. Amends The Food and Nutrition Act of 2008 to direct the Secretary to make eight grants each fiscal year to regional food banks or consortiums of community feeding programs for a demonstration project to produce fresh fruits and vegetables at these facilities while teaching eligible households how to engage in small-scale food production residentially or at community gardens.

TRICARE Dependent Coverage Extension Act - Deems the following individuals as dependents, for purposes of dependent coverage under TRICARE (a Department of Defense [DOD] managed health care program): (1) a child who has not yet attained age 26 and is not eligible to enroll in any employer-sponsored plan; or (2) a person who is in the legal custody of the covered member, has not attained age 26, is not eligible to enroll in any employer-sponsored plan, resides with the member, is not otherwise a dependent under TRICARE, and is not the child of another covered beneficiary. Requires a premium payment for such coverage.

Employing Youth for the American Dream Act of 2010 - Amends the Workforce Investment Act of 1998 to expand to age 24 the age eligibility requirements under the youth opportunity grants program for youth activities. Directs the Secretary of Labor (Secretary) to make certain allotments to states for summer jobs programs for disconnected youth (youth age 16 to 24 who are not regularly employed or attending school). Requires the Secretary to award grants to states to carry out employment programs for the partial reimbursement of wages paid by employers of small or medium-sized business concerns for new hires or rehires of former employees. Requires states to give priority for payments to eligible employers who hire or rehire a disconnected youth. Requires the Secretary to make allotments and grants to states to carry out eligible on-the-job training programs for disconnected youth. Directs the President to establish a public service employment program to employ individuals to carry out works of a public nature in connection with parks, roads, schools, and after-school programs. Requires priority for such jobs to be given to individuals who are long-term unemployed, low-income, and disconnected youth. Amends the Internal Revenue Code to: (1) extend the work opportunity tax credit through calendar 2015; (2) include as a member of a targeted group for purposes of such credit a qualified Title 1-B youth services recipient and rename a "qualified ex-felon" as a "qualified ex-offender" for purposes of the credit; (3) double the amount of allowable wages that may be considered in calculating such credit; (4) revive and extend the designation period for tax-preferred empowerment zones and revive certain zone designations that terminated on December 31, 2009; and (5) allow an employer tax credit through 2012 for the employment of disconnected youth. Requires the Secretary of the Interior to give preference to the hiring of individuals age 16 to 24 for federal park and forestry jobs. Authorizes contracting officers of executive agencies to give preference in the award of federal contracts for the procurement of goods and services to employers: (1) that employ, in a youth apprenticeship and in the performance of the contract, disconnected youth who reside in high unemployment areas; and (2) whose contracts are funded for FY2011 under a law enacted to create infrastructure, transportation, or green energy jobs.

Coastal Jobs Creation Act of 2010 - Directs the Secretary of Commerce to implement a Coastal Jobs Creation Grant Program which shall include: (1) cooperative research to collect and compile economic and social data related to recreational and commercial fisheries management: (2) establishment and implementation of state recreational fishing registry programs; (3) training and deploying observers authorized or required under the Magnuson-Stevens Fishery Conservation and Management Act; (4) preservation or restoration of coastal resources identified for their conservation, recreational, ecological, historic, or aesthetic values; (5) redevelopment of deteriorating and underutilized working waterfronts and ports; (6) research to develop, test, and deploy innovations and improvements in coastal and ocean observation technologies; (7) cooperative research to collect data to improve, supplement, or enhance fishery and marine mammal stock assessments; and (8) other specified activities. Amends the Magnuson-Stevens Fishery Conservation and Management Act to require the Secretary of Commerce to enter into contracts with, or provide grants to, states for the purpose of establishing and implementing a registry program to meet the requirements for the exemption from registration of a regional standardized fishing vessel registration and information management system program for state licensed recreational fishermen and charter fishing vessels when the Secretary determines that information from the state program is suitable for the Secretary's use in completing marine recreational fisheries statistical surveys or evaluating the effects of proposed conservation and management measures for marine recreational fisheries.

Recognizes: (1) that the public deserves the safest, most effective, and efficient processes to save the lives of people living in the United States with infectious and chronic diseases; and (2) the need to coordinate existing public funding to help small business biotechnology firms whose products may be lost due to domestic economic conditions, and to fund critical paths for small biotechnology drug development and for regulatory review and commercial approval. Expresses support for: (1) the domestic development and commercialization of biotechnology research by firms meeting small business size standards and collaborations with university-based biotechnology research facilities; and (2) the advancement of U.S.-based commercialization of point of care therapeutics and diagnostics by emerging and small business biotechnology firms for domestic and global use. Encourages: (1) the development of a national strategic framework to facilitate technological advancements in improving the commercialization processes for small business biotechnology firms; (2) the creation of incentives for small business biotechnology companies that perform basic and applied research through the development and commercialization of biotechnology products and processes and their diffusion into national and local economies; (3) the development of a comprehensive approach to describing disease populations and the production of comprehensive research programs that are current with evolving biotechnology and the unmet needs of diverse patient populations; and (4) the Office of the Secretary of Health and Human Services (HHS) to develop a Federal Biotechnology Coordinating Council representative of small business biotechnology companies, research facilities, and federal agencies with a strategic initiative to facilitate development and preserve these small business biotechnology firms and coordinate resources and funding mechanisms.

Local Jobs for America Act - Directs the Secretary of Labor, acting through the Employment and Training Administration (ETA) of the Department of Labor, to provide for the allotment of funds to states, local government units, and community-based organizations to save and create local jobs through the retention, restoration, or expansion of services needed by local communities. Makes appropriations for this program. Prohibits the hiring of an individual for a position funded under this Act if: (1) it results in the layoff or partial displacement of an existing employee of a unit or organization, or (2) such individual will perform the same or substantially similar work that was performed by the previous employee of the unit or organization. Makes appropriations to: (1) the Department of Education for an Education Jobs Fund, (2) the Department of Justice for community oriented policing services, (3) the Department of Homeland Security (DHS) for the Federal Emergency Management Agency (FEMA) for firefighter assistance grants, and (4) the Department of Labor for ETA for on-the-job training and employment services.

Calls for the establishment of a Haiti Marshall Plan Committee to develop a reconstruction strategy for Haiti. Encourages the World Bank, the Inter-American Development Bank, and the International Monetary Fund (IMF) to provide additional resources to Haiti without adding to the nation's existing debt.

Rural Energy Savings Program Act - Amends the Farm Security and Rural Investment Act of 2002 to authorize the Secretary of Agriculture (USDA), through the Rural Utilities Service, to make interest-free loans to eligible entities for loans to qualified consumers to implement energy efficiency measures. Directs the Secretary to make grants to such entities to defray related costs, including costs for equipment and labor. Directs the Secretary to contact with a qualified entity to provide: (1) verification and measurement activities for the Rural Utilities Service, including training; and (2) technical assistance and training for employees of eligible entities. Directs the Secretary to enter into agreements with eligible entities, or groups of eligible entities, that have specified energy efficiency programs for energy efficiency loan demonstration projects.
