Safe Cities Act of 2009 - Amends the Violent Crime Control and Law Enforcement Act of 1994 to: (1) authorize the Attorney General to designate a Violent and Drug Crime Zone (i.e., a metropolitan area with a higher than average rate of homicides, violent felonies, sex offenses, and drug and gang-related crimes) in each state; (2) establish a drug and violent crime intervention team and a Safe Cities Task Force in each Zone, consisting of state and local law enforcement officials, to coordinate the investigation, apprehension, and prosecution of criminal activity; (3) require the use of grant funds under such Act to increase the number of prosecutors available to work with drug and violent crime intervention teams; and (4) require the Office of Justice Programs of the Department of Justice (DOJ) to award grants to states to establish and maintain a state-wide database to track criminals, arrests, prosecutions, and convictions.

Condemns any violence against innocent individuals regardless of their ethnicity, gender, or religious beliefs. Calls on the government of the Peoples Republic of China (PRC) to: (1) desist from further executions based on trials that violate human rights and due process standards; (2) allow international observers and the media to attend such trials; (3) provide a list of individuals detained in the aftermath of the July 2009 events in Xinjiang to the International Committee of the Red Cross and the public; and (4) cease all crackdowns in the Xinjiang Uyghur Autonomous Region. Calls on the President of the United States to: (1) state the strong U.S. opposition to these legally flawed trials and executions; (2) raise human rights concerns publicly and in all meetings with Chinese officials; (3) restate U.S. interest to open consulates in Lhasa, Tibet, and in Urumqi, Xinjiang; and (4) direct the U.S. Embassy in Beijing to automatically request permission from Chinese authorities for Embassy staff to observe trials if credible reasons exist that such trials may not meet human rights and legal standards.

Community College Emergency Stabilization Fund Act - Directs the Secretary of Education to provide temporary emergency funding to states for use in awarding competitive grants to community colleges to assist them in maintaining, or hiring additional, staff. Allots such funding to states pursuant to a formula that takes into account each state's share of increased unemployment over the past 12 months and the extent to which its unemployment rate exceeds the national average. Directs the Secretary to award competitive grants to career and technical colleges to assist them in maintaining, or hiring additional, staff. Requires the states and the Secretary, when determining the amount of a grant to be awarded to a community college or career and technical college pursuant to this Act, to consider: (1) its student enrollment; (2) the increase in its enrollment over the preceding academic year; and (3) the most recent monthly unemployment rate in its locality. Requires the Comptroller General to conduct an evaluation this Act's grant programs and report its results to Congress.

Calls on the President to: (1) not enter into or extend any arms control agreement with the Russian Federation that may jeopardize the ability of the United States to ensure a credible strategic deterrent with regard to the People's Republic of China (PRC) or other countries that are deemed capable of deploying a strategic nuclear arsenal; (2) report to Congress on any plans or steps taken to enter into any bilateral arms control agreement with the Russian Federation; (3) report to Congress on the PRC's capabilities and intentions regarding the future deployment of a major strategic nuclear arsenal; and (4) refuse to enter into any strategic nuclear arms agreement with the Russian Federation or any other country that would require the United States to limit or suspend its efforts to create missile defense systems for itself and its allies. Urges the President to refrain from negotiating any follow-on agreement to START I until the Nuclear Posture Review is completed and the President, Congress, and all relevant U.S. government departments and agencies have had an opportunity to evaluate the Nuclear Posture Review.

FVPSA Reauthorization Act of 2009 - Revises requirements for and reauthorizes the Family Violence Prevention and Services Act at increased levels for FY2010-FY2014. Directs the Secretary of Health and Human Services (HHS) to establish grant programs for: (1) specialized services for abused parents and their children; (2) domestic violence prevention enhancement and leadership through alliances; and (3) enhancement of culturally competent services for adult and youth victims of domestic violence from racial and ethnic minority groups.

Diabetes Prevention Act of 2009 - Amends the Public Health Service Act to direct the Secretary of Health and Human Services (HHS), acting through the Director of the Centers for Disease Control and Prevention (CDC), to establish a national diabetes prevention program targeted at persons at high risk for diabetes. Authorizes the Secretary to award grants to recognized eligible entities to: (1) support community-based diabetes prevention program model sites that work with the health care delivery system to identify such high risk persons and to refer them to, or provide them with, cost-effective group-based lifestyle intervention programs; and (2) evaluate methods for ensuring the scalability of recognized community-based diabetes prevention program sites nationally, the health and economic benefits of a national diabetes prevention program for high risk persons in certain age groups, emerging approaches to identify and engage persons at high risk in health care and community-based programs, novel strategies for linking community-based program delivery with existing clinical services, and the costs and cost effectiveness of clinic-community linkages. Directs the Secretary to develop and implement: (1) a program under which the Secretary recognizes, annually, eligible entities that deliver community-based diabetes prevention programs; (2) a curriculum development and training program for diabetes prevention master and lifestyle intervention instructors; (3) community outreach programs to identify community and provider groups to participate in the national diabetes prevention program and coordinate quality assurance programs at the local level in partnership with community-based organizations; and (4) a national partner outreach program to identify and work with national partners to identify workers in the community to complete instructor training and to facilitate the recognition of eligible entities to deliver community-based diabetes prevention programs. Requires the Secretary to: (1) provide quality assurance for each community-based diabetes prevention program model site funded under this Act and for other recognized community-based diabetes prevention programs; and (2) award grants to eligible entities to conduct diabetes prevention research. Authorizes the Secretary to conduct or support studies to manage, reduce, and prevent type-2 diabetes in at-risk populations.

Requires the Secretary of Transportation to withhold specified graduated percentages of a state's apportionment of certain federal-aid highway program funds for FY2012-FY2015, and thereafter, if the state has not enacted or is not enforcing a law that prohibits, with specified exceptions, a person from using a wireless communications device to compose, read, or send an electronic message while operating a motor vehicle that is in motion or part of traffic.

Conflict Minerals Trade Act - States that it is U.S. policy to promote peace in the eastern Democratic Republic of the Congo by supporting efforts of the government of the Democratic Republic of the Congo, other governments in the Great Lakes Region of Africa, and the international community to: (1) stop commercial activities involving the natural resources of the Democratic Republic of the Congo that contribute to armed groups and human rights violations in the Democratic Republic of the Congo; and (2) develop stronger governance and economic institutions to improve transparency in the cross-border trade of natural resources in order to reduce exploitation by armed groups and promote local and regional development. Directs the Secretary of State to: (1) produce a Congo Conflict Minerals Map of mineral-rich zones and areas under the control of armed groups in the Democratic Republic of the Congo; and (2) submit a related report to the appropriate congressional committees. Directs the Secretary and the Secretary of Commerce to provide guidance to commercial entities seeking to exercise due diligence to ensure that conflict minerals used in their products do not finance armed conflict, result in labor or human rights violations, or damage the environment. Directs the Secretary to: (1) submit a strategy to the appropriate congressional committees addressing linkages between human rights abuses, armed groups, and the mining of conflict minerals; (2) ensure that the annual Country Reports on Human Rights Practices relating to the Democratic Republic of the Congo or countries that share a border with the Democratic Republic of the Congo include a description of instances where the extraction and cross-border trade in conflict minerals has negatively affected human rights conditions; and (3) include in the annual report to the Organization for Economic Co-operation and Development Investment Committee a description of efforts to ensure that enterprises under U.S. jurisdiction are exercising diligence to ensure that their purchases of minerals or metals are not originating from mines and trading routes that are used to finance armed groups in the Democratic Republic of the Congo. Expresses the sense of Congress that the Administrator of the United States Agency for International Development (USAID) should expand programs to assist communities in the eastern Democratic Republic of the Congo whose livelihoods depend on the mineral trade. Directs the Secretary of Commerce to annually publish in the Federal Register a list of articles specified in the Harmonized Tariff Schedule of the United States that should be identified as likely containing conflict minerals. Requires importers of articles specified in the Harmonized Tariff Schedule of the United States that are included on the potential conflict goods list to certify on the importer's Customs declaration that such articles contain conflict minerals or are conflict mineral free. Sets forth: (1) penalties relating to the introduction of goods that contain conflict minerals into the United States; and (2) events that must prior to the expiration of this Act's provisions.

Recognizes the International Day for the Abolition of Slavery and the 60th anniversary of the adoption by the U.N. General Assembly of the Convention for the Suppression of the Traffic in Persons and of the Exploitation of the Prostitution of Others. Encourages member states of the United Nations and international organizations to devote additional resources to prosecute persons engaged in human trafficking and to dismantle related criminal enterprises. Commends the Frederick Douglass Family Foundation for preserving the legacy of Frederick Douglass by continuing his struggle for freedom for all persons and seeking to abolish all forms of modern-day slavery and trafficking in persons. Encourages the people of the United States to observe the International Day for the Abolition of Slavery by participating in activities designed to heighten public awareness of the prevalence of human trafficking and commends the example of children engaged in such projects at the following schools: Brentwood School of Los Angeles, California; Las Vegas Area School of Las Vegas, Nevada; North Lawndale College Preparatory Charter High School of Chicago, Illinois; Booker T. Washington High School of Atlanta, Georgia; Roosevelt Middle School of New Bedford, Massachusetts; New Era Academy of Baltimore, Maryland; Edmund Burke School of Washington, DC; Frederick Douglass Academy IV and the United Nations International School of New York, New York; and Wilson Foundation Academy of Rochester, New York.

Directs the Secretary of Homeland Security to transmit to the House of Representatives, not later than 14 days after the date of adoption of this resolution, copies of any portions of all documents, records, memoranda, correspondence, and communications in the possession of the Department of Homeland Security (DHS), including all component agencies, regarding DHS planning, information sharing, and coordination with any state or locality in the United States, including New York City, that has received or will receive detainees held at Naval Station, Guantanamo Bay, Cuba on or after January 20, 2009.

TARP Sunset Act of 2009 - Amends the Emergency Economic Stabilization Act of 2008 (EESA) to terminate, on December 31, 2009 (as under current law), the authority of the Secretary of the Treasury to implement the Troubled Asset Relief Program (TARP). Repeals the Secretary's authority to extend the TARP program through October 3, 2010, upon submission of a written certification to Congress.

Enhanced Restitution Enforcement and Equitable Retirement Treatment Act of 2009 - Amends the federal criminal code to: (1) impose a late fee on unpaid criminal fines or restitution obligations of $2,500 or more; (2) revise requirements for the modification or remission of unpaid criminal fines, restitution obligations, or special assessments; (3) require the Attorney General to establish guidelines for the enforcement of all criminal and civil obligations owed to the United States; and (4) increase special assessments on persons convicted of federal misdemeanors and felonies. Amends the federal judicial code to impose a late fee on unpaid money judgments owed to the United States. Establishes in the Treasury the Department of Justice (DOJ) Enhanced Financial Recovery Fund to support DOJ debt collection activities. Requires current federal agency share contributions for personnel benefits incurred as a result of this Act to be paid from such Fund. Requires assistant U.S. attorneys to be treated in the same manner as federal law enforcement officers for purposes of federal employee retirement benefit provisions.

Directs the Secretary of Health and Human Services (HHS), with respect to a state in the calculation for it of the Federal Medical Assistance Percentage (FMAP), to substitute the state's average historical per capita income for a year in any instance for which the Secretary would use the state's per capita income for such year if: (1) in such year the state's per capita income exceeds the average historical per capita income by at least 8%; and (2) during such year or any of the two previous years a major disaster was declared in the state by the President under the Robert T. Stafford Disaster Relief and Emergency Assistance Act.

Gulf Oyster Protection Act of 2009 - Prohibits the use of federal funds to establish or implement any requirement for the control of Vibrio vulnificus applicable to the post-harvest processing of oysters that is in addition to federal requirements applicable to such processing as of the date of enactment of this Act.

Distracted Driving Prevention Act of 2009 - Directs the Secretary of Transportation to make grants to states that enact laws that prohibit, with certain exceptions, and establish fines for texting and/or handheld cellphone use while driving. Requires a state that receives a grant to allocate: (1) at least 50% to educate and advertise to the public about the dangers of texting or using a cellphone while driving as well as enforce the distracted driving law; and (2) up to 50% for other traffic safety improvement projects. Directs the Administrator of the National Highway Traffic Safety Administration (NHTSA) to administer a distracted driving national education program with at least two high-visibility education and advertising campaigns. Requires the Secretary to establish a research program to study distracted driving by passenger and commercial vehicle drivers. Directs the the Federal Communications Commission (FCC) to report to Congress on existing and developing wireless communications technology that may be used to reduce problems associated with distracted driving. Requires the Secretary to: (1) prescribe regulations on the use of electronic or wireless devices, including cell phones and other distracting devices, by operators of commercial motor vehicles and school buses; and (2) prohibit their use in circumstances where it interferes with the driver's safe operation of the vehicles.

Reengaging Americans in Serious Education by Uniting Programs Act - Directs the Secretary of Labor to award competitive, renewable, five-year grants to eligible partnerships to assist them in providing disadvantaged youth with the support needed to: (1) attain a secondary school diploma; (2) attain a postsecondary credential, including those offered by institutions of higher education, industry groups, or registered apprenticeship programs; and (3) secure and succeed in a family-supporting career. Requires each eligible partnership to include: (1) the head of the local government assisted by the grant; (2) representatives from certain state and local service agencies; (3) representatives from certain educational entities; and (4) a representative from a community-based organization, a business, and a secondary school or labor-management committee; and (5) disadvantaged youth and their caregivers. Requires grantees to award subgrants and contracts to community-based organizations and other entities for the provision of a comprehensive array of coordinated services to disadvantaged youth that include workforce preparation, education support, and youth support services. Directs the Secretary to award planning grants to eligible partnerships to enable them to submit competitive applications for grants to support disadvantaged youth. Establishes an accountability system for measuring the performance of each grantee against specified interim, transitional, and long-term indicators of success. Directs the Secretary to: (1) award a grant or contract to an entity outside the Department of Labor for an evaluation of grant-assisted activities; (2) disseminate best practices that emerge from the partnership grant program; and (3) provide training, technical assistance, and professional development for organizations serving disadvantaged youth, including organizations that do not receive funding under this Act.

Viral Hepatitis and Liver Cancer Control and Prevention Act of 2009 - Amends the Public Health Service Act to require the Secretary of Health and Human Services (HHS) to develop, implement, and update a plan for the prevention, control, and medical management of hepatitis B and hepatitis C. Requires the Secretary, acting through the Director of the Centers for Disease Control and Prevention (CDC), the Administrator of the Health Resources and Services Administration, and the Administrator of the Substance Abuse and Mental Health Services Administration (SAMHSA), to implement programs to increase awareness and enhance knowledge and understanding of hepatitis B and hepatitis C. Requires the Secretary, acting through the Director of CDC, to: (1) support the integration of voluntary hepatitis B and hepatitis C testing programs into existing clinical and public health programs; (2) provide increased support to Adult Viral Hepatitis Coordinators to integrate prevention and control activities into existing health programs; (3) support the establishment of a hepatitis B and hepatitis C surveillance program; and (4) report on seroprevalence studies and the impact of hepatitis B and hepatitis C. Directs the Secretary to support state, local, territorial, and tribal efforts to: (1) provide counseling and education on hepatitis B and hepatitis C; (2) expand the current vaccination programs for hepatitis B; and (3) provide referrals for treatment to individuals with hepatitis B or hepatitis C. Requires the Secretary, acting through the Director of CDC, the Director of the National Cancer Institute, and the Director of the National Institutes of Health (NIH), to conduct research on hepatitis B and hepatitis C. Authorizes the Secretary to award grants to, or enter into cooperative agreements with, governmental and nonprofit entities that have special expertise relating to hepatitis B and hepatitis C to support prevention activities. Requires the Secretary, acting through the Administrator of SAMHSA, to develop educational materials and intervention strategies to reduce the risks of hepatitis among substance abusers and individuals with mental illness.

Surveillance, Tracking, Observation, and Prevention of Obesity Act of 2009 - Amends the Public Health Service Act to direct the Secretary of Health and Human Services (HHS) to: (1) make grants to 10 states for demonstration projects for the expansion of state registries on childhood immunization or health to include data on body mass index, collected and submitted to the state by health care providers; (2) require such registries to meet data standards and to be interoperable to ensure that registry data can be analyzed by the federal government and by other state governments; and (3) study and report on the effectiveness of such demonstration projects.

Authorizes the award of a single Congressional Gold Medal to collectively honor the Montford Point Marines, United States Marine Corps, in recognition of their dedicated service during World War II. (Camp Montford Point, North Carolina, was the site for the training of the first African-American Marines.) Provides for the Medal's display at the Smithsonian Institution. Expresses the sense of Congress that the Medal should be made available for display elsewhere, particularly at locations associated with the Montford Point Marines. Permits the Secretary of the Treasury to strike and sell duplicates in bronze of the gold medal, at a price sufficient to cover the costs of the medals.

Fire Grants Reauthorization Act of 2009 - Amends the Federal Fire Prevention and Control Act of 1974 to reauthorize through FY2014 the Federal Emergency Management Agency's (FEMA's) Assistance to Firefighters Grants (AFG) program and the Staffing for Adequate Fire and Emergency Response (SAFER) program. Modifies the scope of the AFG program, including by permitting the use of grant funds for volunteer, non-fire service emergency medical services organizations and for certifying fire and building inspectors employed by a fire department or serving as a volunteer building inspector with a fire department. Increases: (1) funding for fire prevention and firefighter safety programs; and (2) maximum AFG grant amounts. Lowers matching and maintenance of expenditure requirements and authorizes the Administrator of FEMA to waive or reduce such requirements for applicants facing demonstrated economic hardship. Revises grant allocation requirements to require 25% of grant amounts for a fiscal year to be allocated to each of: (1) career fire departments; (2) volunteer fire departments; (3) combination fire departments. Requires the remaining 25% to be awarded on a competitive basis among such fire departments. Revises grant limits based on jurisdiction populations. Sets forth new limits on awards to state fire training academies. Limits grant amounts used to obtain training to training that complies with applicable national voluntary consensus standards. Amends SAFER program provisions to: (1) limit the period of program grants to three years; (2) require grantees to commit to retaining firefighters hired for the entire grant period, with an economic hardship exception; and (3) limit to 80% the portion of the cost of hiring firefighters for each fiscal year that may be provided under a grant.

1863 Gettysburg Campaign Act - Directs the Secretary of the Treasury to mint and issue commemorative five-dollar gold coins, one-dollar silver coins, and half-dollar clad coins emblematic of the history and memory of the 1863 invasion of Pennsylvania, the Battle of Gettysburg, and the Gettysburg Address of President Abraham Lincoln.

Hurricane Satellite Modernization Act - Authorizes the Administrator of National Aeronautics and Space Administration (NASA) to procure and launch the next-generation Extended Ocean Vector Winds Mission, or XOVWM, constellation of satellites. Requires the Administrator to coordinate with the National Oceanic and Atmospheric Administration (NOAA) to ensure that the capabilities of the XOVWM constellation of satellites will meet the operational data needs of NOAA. Requires development of a plan and schedule for the procurement and launch of the XOVWM constellation of satellites. Authorizes the Administrator of NOAA to operate the constellation of satellites procured under this Act.
