Farm Relief Act of 2008 - Amends the U.S. Troop Readiness, Veterans' Care, Katrina Recovery, and Iraq Accountability Appropriations Act, 2007 to appropriate funds for: (1) emergency financial assistance to producers on a farm that incurred qualifying natural disaster-caused quantity or quality losses for the 2008 crop; (2) certain processors in Florida for natural disaster-caused crop and other losses in 2008; (3) certain first processors of sugarcane that operate in a county affected by a natural disaster or obtain sugarcane from a county affected by a natural disaster in Louisiana; and (4) certain sugarcane growers in Texas for natural disaster-caused demurrage, storage, and transportation costs in 2008. Provides specified Commodity Credit Corporation funds for grants to state departments of agriculture for assistance to eligible catfish producers to help offset natural disaster-caused feed costs or economic losses in 2008.

Amends the Internal Revenue Code to allow a taxpayer election to expense the cost of installing underground public utility property in the Hurricane Gustav disaster area. Terminates such expensing allowance after December 31, 2009. Directs the Comptroller General to study and report to Congress on the electric grid failures in Louisiana following Hurricane Gustav.

First Responders Support Act of 2008 - Amends the Omnibus Crime Control and Safe Streets Act of 1968 to: (1) increase death and disability benefits for public safety officers; and (2) expand educational benefits for dependents of public safety officers killed or disabled in the line of duty. Amends the Internal Revenue Code to allow a tax credit for up to $7,500 of the medical expenses paid or incurred by a public safety officer or a family member for injuries sustained while such officer was performing an official duty. Authorizes the Director of the Bureau of Justice Assistance to award grants for mental health services or counseling to public safety officers seriously injured in the line of duty and the family members of such officers who are killed or seriously injured in the line of duty.

Disaster Tax Relief Act of 2008 - Amends the Internal Revenue Code to: (1) waive certain limitations on the tax deduction for personal casualty losses attributable to a federally declared disaster occurring after December 31, 2007, and before January 1, 2012; (2) allow expensing of business-related costs for abatement or control of hazardous substances, removal of debris, and repairs related to a federally declared disaster; (3) allow a five year net operating loss carryback period for losses attributable to a federally declared disaster; (4) waive the first-time homebuyer requirement and other requirements for mortgage revenue bond financing of residences in a disaster area; (5) increase the standard mileage rate for the tax deduction for the use of a passenger automobile for charitable purposes; (6) provide additional allocations under the low-income housing tax credit for property affected by a federally declared disaster; (7) expand tax-exempt private activity bond financing to included qualified disaster bonds; and (8) suspend limitations on the charitable tax deduction for disaster relief contributions.

Amends the Hurricane Education Recovery Act, title IV of division B of the Department of Defense, Emergency Supplemental Appropriations to Address Hurricanes in the Gulf of Mexico, and Pandemic Influenza Act, 2006, with respect to elementary and secondary education hurricane recovery relief. Extends through FY2009 the authority of the Secretary of Education, in providing any grant or other assistance to an entity in a state which in 2005 suffered a major disaster related to Hurricane Katrina or Hurricane Rita, to waive or modify, in order to ease fiscal burdens, any elementary and secondary education assistance requirement relating to: (1) maintenance of effort; (2) use of federal funds to supplement, not supplant, non-federal funds; or (3) any non-federal share or capital contribution required to match federal funds.

Amends the Robert T. Stafford Disaster Relief and Emergency Assistance Act to allow federal disaster assistance to be provided to reimburse all or part of a deductible a person is required to pay as a condition for the receipt of benefits under an insurance policy the person obtained to protect against property loss. Makes this provision applicable to a major disaster or emergency declared by the President on or after September 1, 2008.

National Conservation, Environment, and Energy Independence Act - Terminates all federal prohibitions on expenditures of funds to conduct natural gas, oil, oil shale, and energy production leasing and preleasing activities for federal lands. Revokes withdrawals of federal submerged lands of the Outer Continental Shelf (OCS) from leasing for natural gas and oil exploration, development, and production. Amends the Tax Relief and Health Care Act of 2006 to repeal the moratorium on oil and gas leasing in certain areas of the Gulf of Mexico. Amends the Department of the Interior, Environment, and Related Agencies Appropriations Act, 2008 to repeal the prohibition on using funds to prepare or publish final regulations regarding a commercial leasing program for oil shale resources on public lands or to conduct an oil shale lease sale pursuant to the Energy Policy Act of 2005. Amends the Outer Continental Shelf Lands Act to prohibit the Secretary of the Interior from issuing any lease authorizing exploration for, or development of, natural gas or oil in any OCS area that is located: (1) within 25 miles of the coastline of a state; or (2) more than 25 miles and less than 50 miles from the coastline of a state that has enacted, within one year, a law disapproving of such a lease. Provides for the allocation of sums collected under qualified leases on submerged land made available for leasing under this Act. Establishes the Conservation Reserve, the Environment Restoration Reserve, the Renewable Energy Reserve, and the Carbon Capture and Sequestration Reserve. Establishes the state seaward boundaries under the Outer Continental Shelf Lands Act. Amends the Clean Air Act to allow the use of woody biomass from federal forest lands for the production of renewable energy. Amends the Energy Independence and Security Act of 2007 to repeal provisions prohibiting federal procurement of an alternative or synthetic fuel for any mobility-related use unless the contract specifies that the lifecycle greenhouse gas emissions associated with the production and combustion of the fuel supplied must be less than or equal to such emissions from the equivalent conventional fuel. Amends the Internal Revenue Code to revise provisions concerning tax credit extensions and deductions for renewable energy, alternative fuel, and energy conservation. Requires the Secretary of Energy to publish a plan for exchanging light grade petroleum from the Strategic Petroleum Reserve (SPR) for heavy grade petroleum. Establishes and provides for the allocation of the Energy Independence and Security Fund, including providing funding for: (1) researching and developing wind, solar, ocean and wave, and geothermal energy; (2) conducting energy efficiency projects; and (3) fostering the development of domestic energy production.

Second Amendment Enforcement Act - Amends specified law prohibiting the killing of wild birds and wild animals in the District of Columbia to declare that nothing in it or any other provision of law shall authorize or be construed to permit the Council, the Mayor, or any governmental or regulatory authority of the District to prohibit, constructively prohibit, or unduly burden the ability of persons otherwise not prohibited from possessing firearms under federal law from acquiring, possessing in their homes or businesses, or using for sporting, self-protection or other lawful purposes, any firearm neither prohibited by federal law nor subject to the National Firearms Act. Denies the District any authority to enact laws or regulations that discourage or eliminate the private ownership or use of firearms. Amends the Firearms Control Regulations Act of 1975 (FCRA) to repeal the definition of a machine gun as any firearm which shoots, is designed to shoot, or can be readily converted or restored to shoot semiautomatically, more than 12 shots without manual reloading. (Thus repeals the ban on semiautomatic weapons.) Redefines "machine gun" as any firearm which shoots, is designed to shoot, or is readily restored to shoot automatically, more than one shot without manual reloading by a single function of the trigger. Includes the frame or receiver of any such weapon, any part designed and intended solely and exclusively, or combination of parts designed and intended, for use in converting a weapon into a machine gun, and any combination of parts from which a machine gun can be assembled if such parts are in the possession or under the control of a person. Repeals the District's: (1) registration requirement for possession of firearms; (2) requirement that licensed firearms dealers keep records of ammunition received into inventory and ammunition sold or transferred; and (3) requirement that, under certain conditions, firearms in the possession of certain individuals must be kept unloaded, disassembled, or with the trigger locked. Maintains the current ban on the possession and control of a sawed-off shotgun, machine gun, or short-barreled rifle. Amends FCRA to allow an individual to possess ammunition in the District if the individual owns (currently, holds the valid registration certificate for) a firearm of the same guage or caliber as such ammunition. Eliminates criminal penalties for possessing an unregistered firearm. Amends federal law to eliminate criminal penalties for carrying a pistol whether loaded or unloaded in one's dwelling house, place of business, or on land possessed by such person. Amends the federal criminal code to make it lawful for any licensed importer, licensed manufacturer, licensed dealer, or licensed collector to sell or deliver a handgun to a District resident if such individual is licensed in Maryland or Virginia to do so.

Long-Term Energy Assurance and Security Enhancement Act of 2008 or the LEASE Act of 2008 - Instructs the Secretary of the Interior to open certain areas in the Eastern Gulf of Mexico to oil and gas leasing. Directs the Secretary of the Treasury to distribute certain Outer Continental Shelf (OCS) revenues to: (1) the general fund of the Treasury; (2) the Energy Independence and Security Fund (established by this Act); (3) Gulf producing states; and (4) financial assistance to states. Allocates funds among Gulf producing states and coastal political subdivisions. Instructs the Secretary of the Interior to: (1) protect the environment and the conservation of the natural resources of the OCS; and (2) establish lateral boundaries between coastal states in areas of the OCS that are outside the Gulf of Mexico and under exclusive federal jurisdiction in order to lease areas for oil and natural gas exploration and production. Authorizes the governor of a coastal state to request the Secretary of the Interior to assess OCS oil and gas resources. Terminates federal prohibitions against the expenditure of appropriated funds to conduct oil and natural gas leasing and preleasing in specified areas of the OCS. Establishes the Energy Independence and Security Fund, whose amounts shall be distributed to designated research and development programs, including: (1) assessments of oil and gas resources; (2) wind energy research; (3) solar energy; (4) marine and hydrokinetic renewable electric energy; and (5) the Weatherization Assistance Program. Energy Markets Emergency Act of 2008 - Directs the Commodity Futures Trading Commission (CFTC) to: (1) curb immediately the role of excessive speculation in any contract market within its jurisdiction and control that trades energy futures or swaps; and (2) eliminate unlawful activity causing major market disturbances that prevent the market from accurately reflecting the forces of supply and demand for energy commodities. Consumer Energy Supply Act of 2008 - Instructs the Secretary of Energy to: (1) sell light grade petroleum from the Strategic Petroleum Reserve (SPR) and acquire an equivalent volume of heavy grade petroleum; and (2) deposit the cash proceeds into the SPR Petroleum Account.

Employee Verification Amendment Act of 2008 - Amends the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 to extend the employment eligibility confirmation pilot programs (which includes the E-Verify basic pilot program) for five years. Directs the Commissioner of Social Security and the Secretary of Homeland Security, for fiscal years beginning on or after October 1, 2008, to enter into a fiscal year agreement which shall: (1) provide funds to the Commissioner for such programs' full costs in quarterly advances; and (2) require an annual accounting and reconciliation of costs incurred and funds provided. Provides for interim funding continuation (based upon the latest agreement) if an agreement has not been reached by October 1 of a fiscal year. Requires that the Government Accountability Office (GAO) conduct studies regarding: (1) erroneous tentative nonconfirmations under the E-Verify program; and (2) such program's effects on small entities.

Fair Disaster Tax Relief Act of 2008 - Amends the Internal Revenue Code to provide special tax rules for individuals affected by a federally declared disaster, including: (1) allowance of all personal casualty losses incurred in a federally declared disaster in excess of $500; (2) an increase in the standard tax deduction for disaster losses; (3) full expensing of business-related disaster cleanup expenses; (4) extension of the net operating loss carryback period from two to five years for disaster-related losses; and (5) allowance of tax-exempt bond financing of low-interest loans for principal residences damaged in a federally declared disaster.

Amends the Internal Revenue Code to increase the expensing allowance for qualified refinery property from 50 to 100% of its cost for property placed in service after July 15, 2008, and before January 1, 2012. Makes permanent the 50% expensing allowance for such property.

National Energy Security Intelligence Act of 2008 - Requires the Director of National Intelligence to submit to Congress a national intelligence assessment on national security and energy security issues relating to rapidly escalating energy costs, including: (1) the short- and long-term outlook for prices, supply, and demand for key forms of energy such as crude oil, natural gas, and alternative fuels; (2) the plans and intentions of key energy-producing and exporting nations with respect to energy production and supply; and (3) the national security implications.

Directs the Secretary of Health and Human Services, for a cost reporting period beginning on or after July 1, 2005, to provide for payments of direct graduate education costs under title XVIII (Medicare) of the Social Security Act in accordance with an alternative payment methodology for eligible hospitals in or adjacent to a major disaster area which have established a program to educate residents displaced from a graduate medical education (GME) program impacted by such disaster.

Grow American Supply Act - Amends the Submerged Lands Act (SLA) regarding the delineation of lateral offshore state boundaries with respect to the Outer Continental Shelf Lands Act (OCSLA) and related oil and gas mineral rights. Amends OCSLA with respect to Adjacent Zones and Planning Areas in the outer Continental Shelf (OCS) subsoil and seabed. Revises procedures governing natural gas lease administration. Requires deposit of a portion of OCS receipts from certain new leases into a Special Dedicated Account in the Social Security Trust Fund to reduce Social Security debt. Establishes the Deficit Reduction Trust Fund to accept specified OCS receipts to reduce the federal debt. Prohibits oil and gas leasing east of the Military Mission Line. Cites conditions for granting a federal permit to construct a crude oil or petroleum products pipeline without adjacent state concurrence within the part of the adjacent state's Adjacent Zone that is withdrawn from oil and gas or natural gas leasing. Exempts lease suspensions and preliminary activities on OCS tracts from the requirement to prepare statutory environmental assessments or impact statements. Prohibits construction or operation of any facility, or designation or maintainance of a restricted transportation corridor or operating area, on the federal OCS or in state waters that will be incompatible with oil and gas or natural gas leasing and substantially full exploration and production of tracts that are geologically prospective for oil or natural gas. Requires the Secretary of the Interior to repurchase and cancel specified leases. Amends the Mineral Leasing Act to revise regulations governing onshore surface-disturbing activities. Rigs to Reefs Act of 2008 - Amends OCSLA to prescribe requirements for the use of decommissioned offshore oil and gas platforms for artificial reefs. Instructs the Secretary to establish: (1) OCS regional headquarters for the Atlantic and the Pacific OCS region; and (2) Federal OCS Joint Regional Permitting Offices. Amends the Energy Policy Act of 2005 to set royalty rates for leases for oil shale and tar sands. Repeals the Gulf of Mexico Energy Security Act of 2006. Amends the Energy Policy Act of 2005 to require regulations that promote: (1) production of natural gas from gas hydrates; and (2) enhanced oil and natural gas production through carbon dioxide injection. Sets forth: (1) minimum rental rates for future oil, gas, and coal federal leases; and (2) onshore oil and gas royalties.

Public Housing Disaster Relief Act of 2008 - Amends the United States Housing Act of 1937 with respect to the Public Housing Capital and Operating Funds. Repeals the requirement that the Secretary of Housing and Urban Development set-aside up to 2% of annual appropriations to provide assistance for emergencies and other disasters, and housing needs resulting from any litigation settlement, including a specified allocation to the Operation Safe Home program, administered by the Office of the Inspector General of the Department of Housing and Urban Development, for law enforcement efforts to combat violent crime on or near the premises of public and federally assisted housing. (Currently such funds may be used for emergency assistance for any eligible use under the Operating Fund or the Capital Fund, or for tenant-based assistance).

Modifies the procedures the U.S. Postal Service must follow in connection with the closing or consolidation of any post office, including: (1) requiring an assessment of the need for the closure or consolidation; (2) eliminating a requirement to consider the resulting Postal Service economic savings; (3) requiring a posting in each affected post office at least 90 days before the final decision is made; and (4) requiring (currently, allowing) suspension of the determination pending an appeal to the Postal Regulatory Commission. Provides for exceptions for emergency suspensions (as defined under Postal Service regulations) or lease termination or cancellation by a party other than the Postal Service. Defines "post office," for the provisions amended by this Act, to include an office, branch, station, or other facility operated by the Postal Service.

Small Business Health Options Program Act of 2008 or the SHOP Act - Amends the Public Health Service Act to require the Secretary of Health and Human Services to designate an office within the Department of Health and Human Services (HHS) to administer a health insurance program for small businesses and self-employed individuals to purchase health insurance coverage meeting certain requirements. Establishes a Small Business Health Board to monitor the implementation of the program and make recommendations for improvements. Requires the Administrator of the program to: (1) enter into contracts with health insurance issuers to provide health insurance coverage under this Act; and (2) enter into agreements with entities to serve as navigators to provide information about the program and assist in enrollment. Requires a participating employer to ensure that each eligible employee has an opportunity to enroll in a plan. Sets forth requirements for health plans offered under this Act. Requires the Administrator to contract with the National Association of Insurance Commissioners to study the rating requirements, administrative procedures, and standards of external and internal review that apply to such plans and to health insurance purchased in the small group markets in the states and to develop recommendations concerning rating requirements. Sets forth premium-setting rules for plans under this Act. Allows a state to prohibit participation in this program if the state offers alternative health benefit plans. Amends the Internal Revenue Code to allow a tax credit for small employers for qualified employee health insurance expenses under this Act.

Declares that preventing Iran from acquiring a nuclear weapons capability through economic, political, and diplomatic means is vital to U.S. national security. Urges the President to use his authority to impose sanctions on: (1) Iranian banks engaged in proliferation activities or the support of terrorist groups; (2) international banks which conduct financial transactions with proscribed Iranian banks; (3) energy companies with large investments in the Iranian petroleum or natural gas sector; and (4) all companies which do business with Iran's Islamic Revolutionary Guard Corps. Demands that the President initiate an international effort to increase economic, political, and diplomatic pressure on Iran to suspend its nuclear enrichment activities. Urges the President to lead a regional diplomatic effort to support the legitimate governments in the region against Iranian destabilization efforts.

Military Spouses Residency Relief Act - Amends the Servicemembers Civil Relief Act to prohibit, for purposes of voting for a federal, state, or local office, deeming a person to have lost a residence or domicile in a state, acquired a residence or domicile in any other state, or become a resident in or of any other state solely because the person is absent from a state because the person is accompanying the person's spouse who is absent from the state in compliance with military or naval orders. Prohibits a servicemember's spouse from either losing or acquiring a residence or domicile for purposes of taxation because of being absent or present in any U.S. tax jurisdiction solely to be with the servicemember in compliance with the servicemember's military orders if the residence or domicile is the same for the servicemember and the spouse.

Ratepayer Recovery Act of 2007 [ sic ]- Amends the Robert T. Stafford Disaster Relief and Emergency Assistance Act to cite conditions under which the President is authorized to make disaster assistance contributions for the repair, restoration, reconstruction, or replacement of private or investor-owned power transmission and distribution facilities damaged or destroyed by a major disaster. Cites conditions for large in-lieu contributions to a private or investor-owned power facility in any case in which the owner determines that the public welfare would not best be served by repairing, restoring, reconstructing, or replacing the facility. Restricts the use of such funds to the area affected as a result of the major disaster.

Creates, for veterans who were subjected to certain chemical or biological warfare testing involving Project 112 conducted through Deseret Test Center (including the Shipboard Hazard and Defense Project, also known as Project SHAD), a presumption that a disease was incurred in or aggravated by service, notwithstanding that there is no record of evidence of the disease during the period of service, if the disease warrants presumtion of service connection by reason of increased exposure to a biological, chemical, or other toxic agent.

Travel Trailer Residents' Health Registry Act - Directs the Secretary of Homeland Security (DHS Secretary) to: (1) establish and maintain a health registry for individuals exposed to formaldehyde in temporary housing units provided by the government when displaced by a major disaster that occurred between August 29, 2005, and January 1, 2008; (2) include in the registry information the Secretary of Health and Human Services (HHS Secretary) determines is necessary to ascertain and monitor the health effects of such exposure; (3) develop a public information campaign to inform eligible individuals about the registry; and (4) periodically notify such individuals of significant developments in the study and treatment of conditions associated with exposure. Directs the DHS Secretary to contract with the HHS Secretary to provide health examinations, consultations, and mental health counseling free of charge to each eligible individual. Requires the HHS Secretary to contract with an independent scientific organization to report to Congress on: (1) the effectiveness of actions taken to collect and maintain information on the health consequences of such exposure; (2) recommendations to improve such collection and maintenance; and (3) the most effective and prudent means of addressing medical needs of eligible individuals. Requires: (1) such health consultation and mental health counseling to provide to each eligible individual information on examination results and on developments; and (2) the Secretary to commence an epidemiological study of the immediate and long-term effects of such exposure sufficient to further understand the medical needs of eligible individuals.

Caleb Martin-Travis Dodson Wounded Warrior Retention Act - Authorizes a member of the Armed Forces who would normally be retired, placed on the temporary disability retired list, or separated as the result of a combat-related disability to elect to instead be retained on active service in an active status, as long as the member: (1) remains medically able to perform noncombat-related military occupational specialties or duties; and (2) is not disqualified from performing such specialties or duties because of performance, mandatory retirement for age, or other reasons. Subjects members placed in such status to periodic physical examinations, as provided to members placed on the temporary disability retired list. Authorizes the Secretary of Defense to permit, on a case-by-case basis, the reenlistment or appointment in such status of a member who, during the period beginning on September 1, 2001, and ending on the date of enactment of this Act, was retired or separated as the result of a combat-related disability. Requires a report from the Secretary to Congress on the number and types of noncombat-related military occupational specialties in the Armed Forces and Department of Defense (DOD) civilian employee positions that would be available for such members.

Amends Atomic Energy Act of 1954 to prohibit the Nuclear Regulatory Commission (NRC) from issuing a license authorizing the importation into the United States of: (1) low-level radioactive waste; or (2) specific radioactive waste streams exempted from regulation under the Low-Level Radioactive Waste Policy Act. Exempts from such prohibition low-level radioactive waste: (1) that is being returned to a U.S. government or military facility authorized to possess it; or (2) resulting from the use in a foreign country of nuclear material obtained by the foreign user from an entity in the United States that is being returned to the United States for management and disposal. Authorizes the President to waive the prohibition and authorize the grant of a specific license only after finding that such importation would meet an important national or international policy goal.

Make Our Veterans Smile Act of 2008 - Directs the Secretary of Veterans Affairs, beginning on January 1, 2009, to provide non-service-connected dental services and treatment and related dental appliances to all veterans with a service-connected disability. (Current law requires the Secretary to provide such services and treatment only to veterans with service-connected disabilities rated as total.)

American-Made Energy Act of 2008 - Amends the Internal Revenue Code to modify and set forth provisions concerning tax credits for alternative and renewable energy, nuclear power facility construction, and an advanced coal project and deductions for energy efficient commercial buildings, qualified refinery property, and oil and gas well depletion. Establishes the American-Made Energy Trust Fund. Amends the Energy Independence and Security Act of 2007 to repeal a provision that prohibits federal agencies from procuring alternative or synthetic fuel for any mobility-related use unless its life cycle greenhouse gas emissions are less than those for fuel from conventional petroleum sources. Directs the Federal Trade Commission (FTC) to study the effects of state guaranteed profit laws and credit card processing fees on gasoline prices. Requires the Secretary of the Interior to establish a competitive oil and gas leasing program that will result in an environmentally sound program for the exploration, development, and production of the Coastal Plain's oil and gas resources. Amends the Alaska National Interest Lands Conservation Act of 1980 to repeal a provision concerning the prohibition on leasing or other development leading to the production of oil and gas from the Arctic National Wildlife Refuge. Authorizes the Secretary to designate certain Coastal Plain lands as Special Areas requiring special management and regulatory protection, including the Sadlerochit Spring area. Amends the Energy Policy and Conservation Act to set forth provisions concerning: (1) studying the maintenance of coal-to-liquid products in the Strategic Petroleum Reserve; (2) constructing specified storage facilities for the Reserve; (3) acquiring, storing, transporting, or exchanging coal-to-liquid fuel; (4) procuring biobased fuel or coal-to-liquid fuel; and (5) auctioning to the public coal-to-liquid fuel put option contracts. Amends the Clean Air Act to authorize funding for grants for cellulosic ethanol production for FY2009-FY2010. Amends the Farm Security and Rural Investment Act of 2002 to require the Secretary of Agriculture to: (1) make loan guarantees to entities to assist in paying the cost of development and construction of biorefineries and biofuel production plants to carry out projects to demonstrate the commercial viability of processes for converting biomass to fuels or chemicals; and (2) conduct a competitive research and development program to encourage new forest-to-energy technologies. Amends the Agricultural Risk Protection Act of 2000 to repeal provisions concerning biomass research and development. Authorizes persons who generate credits for renewable fuel that exceed their annual obligation for such fuel to retain such credits for the purpose of complying with obligations under the Clean Air Act with respect to advanced biofuel. Amends the Energy Policy Act of 1992 to terminate prohibitions on expenditures to conduct oil or natural gas leasing and preleasing activities for Outer Continental Shelf (OCS) areas and to revoke withdrawals of federal submerged lands from the OCS. Amends the Outer Continental Shelf Lands Act to prohibit the Secretary of the Interior from granting certain oil or natural gas leases for OCS areas that are located within a specified number of miles of the coastline of a state. Establishes the state seaward boundaries under the Outer Continental Shelf Lands Act. Authorizes the President to take steps to increase the share of electricity generated from nuclear power to 40% of the total domestic generation by 2050.

Bureau of Alcohol, Tobacco, Firearms, and Explosives Reform and Firearms Modernization Act of 2007 - Amends the federal criminal code to revise the civil penalties for violations of firearms law and the procedures for assessing such penalties. Revises the definition of "willfully" for purposes of firearms violations and standards for criminal violations of firearms recordkeeping requirements. Requires the Attorney General to: (1) make preliminary determinations on firearms license applications and notify applicants in writing of a proposed denial; and (2) establish guidelines for Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) inspections, examinations, or investigations of possible firearms violations. Prohibits ATF from disclosing information on firearms purchasers other than to a court, law enforcement agency, or prosecutor. Permits an owner of a firearms business whose license is expired, surrendered, or revoked 60 days to liquidate inventory. Requires any state agency that stores or keeps explosive materials to report to the Attorney General on the location and amount of such materials. Allows the transfer and possession of machineguns for use by federal security contractors. Prohibits taxes or user fees for background checks under the Brady Handgun Violence Prevention Act. Eliminates the requirement of written permission for the use of a handgun for lawful purposes by a minor (under age 18) where a parent or legal guardian is present at all times during such use. Restricts the disclosure of information in the ATF firearms trace system database. Increases penalties for possession of firearms by felons with prior convictions of a crime of violence or a serious drug offense.

Code Talkers Recognition Act of 2007 - Directs the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the award of gold medals to Native American code talkers of specified Indian tribes. Defines "code talker" as a Native American who served in the Armed Forces during a foreign conflict and who participated in military communications using a native language. Requires the Secretary of the Treasury, in consultation with the Secretary of Defense and Indian tribes, to identify code talkers eligible for a gold medal.

Mail Network Protection Act of 2007 - Requires the U.S. Postal Service to bargain with unions representing career Postal Service employees before entering into a contract for mail processing, mail handling, or surface transportation of mail if the contract, in a 12 month period, would involve work that would otherwise be performed by those employees and either: (1) involve more than a specified amount of work time; or (2) cost over $5 million.

Secure America Through Verification and Enforcement Act of 2007 or SAVE Act of 2007 - Sets forth border security and enforcement provisions, including provisions respecting: (1) increases in Border Patrol and investigative personnel; (2) recruitment of former military personnel; (3) use of Department of Defense (DOD) equipment; (4) infrastructure improvements; (5) aerial and other surveillance; (5) a national strategy to secure the borders; (6) emergency deployment of Border Patrol agents; and (7) expansion of the Customs-Trade Partnership Against Terrorism along the northern and southern borders. Amends the Immigration and Nationality Act and specified maritime law sections to revise alien smuggling provisions. Sets forth provisions respecting border security on certain federal lands under the jurisdiction of the Secretary of Agriculture or the Secretary of the Interior. Border Law Enforcement Act - Authorizes a border relief grant program for a tribal, state, or local law enforcement agency in a county within 25 miles of the southern border of the United States. Amends the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 to make the basic employment eligibility confirmation pilot program permanent. Sets forth conditions for the mandatory use of the E-verify system. Requires: (1) employer/employee notification of social security number mismatches and multiple uses, and related information sharing with the Department of Homeland Security (DHS); and (2) establishment of electronic birth and death registration systems. Amends the Internal Revenue Code to: (1) penalize specified employers for failure to correct information returns; and (2) prohibit employers from deducting from gross income wages paid to unauthorized aliens, with an exception for an employer participating in the basic employment eligibility confirmation program. Increases criminal alien program (CAP) personnel. Establishes within DHS a rewards program to assist in the elimination of commercial operations to produce or sell fraudulent immigration-related documents and to assist in the investigation, prosecution, or disruption of commercial alien smuggling operations. Provides for: (1) increased alien detention facilities; (2) additional district court judgeships; and (3) a media campaign to inform the public of changes made by this Act including a multilingual media campaign explaining noncompliance penalties.

e-Keep the Internet Decent and Safe Act of 2007 or the e-KIDS Act of 2007 - Amends the Communications Act of 1934 to prohibit schools with computers having Internet access from receiving discount access rates for services unless it certifies to the Federal Communications Commission (FCC) that, as part of its policy of Internet safety for minors, it is educating minors about appropriate online behavior, including interacting with other individuals on social networking websites and in chat rooms and cyberbullying awareness and response.

Securing America's Future Economy Commission Act, or SAFE Commission Act - Establishes the Securing America's Future Economy (SAFE) Commission to develop legislation designed to address: (1) the unsustainable imbalance between long-term federal spending commitments and projected revenues; (2) increases in net national savings to provide for domestic investment and economic growth; (3) the implications of foreign ownership of federally issued debt instruments; and (4) revision of the budget process to place greater emphasis on long-term fiscal issues. Requires the Commission to: (1) develop one or two methods for estimating the cost of legislation as an alternative to the current Congressional Budget Office (CBO) method; and (2) hold at least one town-hall style public hearing within each federal reserve district. Requires the Commission to submit a legislative proposal to Congress and the President. Authorizes the President to submit to Congress an alternative proposal. Authorizes the Committee on the Budget of either chamber to publish its own alternative proposal in the Congressional Record. Sets forth procedures for consideration of such legislation. Requires CBO to prepare a long-term cost estimate and have it published in the Congressional Record as expeditiously as possible whenever requested to do so by the Commission, the President, or the chairman or ranking minority member of the Committee on the Budget of either chamber.

Providing Resources Early for Kids Act of 2007 or the PRE-K Act - Amends the Elementary and Secondary Education Act of 1965 to direct the Secretary of Education to award matching grants to states to enhance or improve state-funded preschool programs. Sets forth a grant formula favoring states that: (1) have curricula aligned with state early learning standards; (2) follow nationally-established best practices for class size and teacher-to-student ratios; (3) require each teacher to hold at least an associate degree in early childhood education or a related field; and (4) have a plan for meeting the requirement, within five years of receiving such grant, that teachers hold at least a baccalaureate degree in early childhood education. Directs the Secretary to establish a competitive process for awarding grants to other states that demonstrate that they will meet such requirements within two fiscal years. Prohibits state grantees from reducing their preschool or child care expenditures. Includes among grant uses: (1) increasing the qualifications of, and benefits provided to, teachers, teacher aides, and program directors; (2) decreasing class size and improving teacher-to-student ratios; (3) providing certain comprehensive services that support healthy child development; (4) extending program hours per day and weeks per year; and (5) improving program monitoring and learning environments. Reserves funds for competitive grants to Indians for their preschool programs.

Travel Promotion Act of 2007 - Establishes the Corporation for Travel Promotion as a nonprofit corporation that is not an agency or establishment of the U.S. government. Makes the Corporation subject to the provisions of the District of Columbia Nonprofit Corporation Act. Requires the Corporation, among other things, to provide useful information to people interested in traveling to the United States, identify and address perceptions in other countries regarding U.S. entry policies, and promote U.S. travel. Establishes in the Treasury the Travel Promotion Fund. Requires the transfer of Treasury funds to the Corporation, requiring nonfederal matching funds. Authorizes the U.S. government, if a fully automated electronic system is implemented to determine, in advance of travel, the eligibility of an alien to travel to the United States, to charge an applicant a system use fee. Amends the International Travel Act of 1961 to replace references to the United States National Tourism Organization with references to the Corporation. Modifies various requirements applicable to the Tourism Policy Council. Amends the Department of Commerce and Related Agencies Appropriations Act, 2003 to remove provisions establishing the United States Travel and Tourism Promotion Advisory Board.
