Directs the Secretary of State, the Secretary of Defense, the Secretary of Homeland Security, and the Attorney General, and requests the President, to provide to the House of Representatives all documents and records in their possession relating to the rendition, transfer, or return to a foreign country of any foreign person who has been imprisoned, detained, or held for transfer to another country by, or has otherwise been in the custody of, a department, agency, or official of the U.S. government, or any contractor of any such department or agency.

Expresses support for the government of Romania's desire to improve the standard of care and well-being of children in Romania. Urges the government of Romania to: (1) complete the processing of certain intercountry adoption cases; and (2) amend its child welfare and adoption laws to decrease adoption barriers. Urges the Secretary of State and the Administrator of the United States Agency for International Development (USAID) to work with the government of Romania to achieve these ends. Requests that the European Union (EU) and its member states not impede the government of Romania's efforts to place orphaned or abandoned children in permanent homes in a manner that is consistent with Romania's obligations under the Hague Convention on Protection of Children and Co-operation in Respect of Intercountry Adoption.

States that: (1) the deployment of U.S. forces in Iraq, by direction of Congress, is hereby terminated and the forces involved are to be redeployed at the earliest practicable date; (2) a quick-reaction U.S. force and an over-the-horizon presence of U.S. Marines shall be deployed in the region; and (3) the United States shall pursue security and stability in Iraq through diplomacy.

Calls on the President to seek to convene an international conference on the threat of methamphetamine and synthetic drug precursor chemicals to intensify and coordinate an effective international response to prevent methamphetamine production. Calls on: (1) the countries in which the precursor chemicals and pharmaceutical products used in the manufacture of methamphetamine are produced and those most affected by methamphetamine trafficking to establish an effective international system to monitor and control these products to prevent their diversion to illegal purposes; and (2) the Secretary of State to take steps to establish such an international system by seeking to negotiate, draft, and ratify any necessary multilateral or bilateral agreements.

Expresses the sense of the House of Representatives that: (1) the law enforcement and judicial authorities of Uzbekistan should ensure that Sanjar Umarov is accorded his full rights under the Uzbekistan Constitution to defend himself against charges that may be brought against him; (2) the government of Uzbekistan should observe its various treaty obligations, especially those under the International Covenant on Civil and Political Rights, which obligate governments to provide for due process in criminal cases; and (3) the government of Uzbekistan should clarify the charges against Sanjar Umarov, his current condition, and his whereabouts.

Veterans' Right to Know Act - Establishes the Veterans' Right to Know Commission to: (1) investigate chemical or biological warfare tests or projects, especially those carried out between 1954 and 1973, placing particular emphasis on actions or conditions that could have contributed to health risks to any civilian or military personnel who participated in such a test or project or were otherwise potentially exposed to a biological or chemical agent as a result; and (2) report to Congress on its findings and recommendations.

Focus on Family Health Worldwide Act of 2005 - Amends the Foreign Assistance Act of 1961 to authorize the President, through the United States Agency for International Development (USAID), to provide assistance for voluntary family planning programs in developing countries, including activities to: (1) improve public knowledge of voluntary family planning programs; (2) support public and private voluntary family planning programs, including networks for community-based and subsidized commercial distribution of contraceptives; (3) expand training for health care providers and educators; (4) provide improved coordination between voluntary family planning programs and programs that receive U.S. assistance for the prevention of HIV/AIDS and other sexually transmitted infections; and (5) strengthen supply chain logistics for the procurement and distribution of safe contraceptives, including coordination with the supply chain for HIV/AIDS prevention, care, and treatment. Gives priority to developing countries with acute family planning and maternal health needs. Authorizes appropriations.

States that Congress: (1) mourns the horrific loss of life caused by the October 2005 floods and mudslides in Central America and Mexico, and expresses its deep condolences to the the victims' families; (2) commits to provide the necessary resources for the relief and rebuilding of Costa Rica, El Salvador, Guatemala, and Mexico; (3) recognizes the growing international relief effort; and (4) encourages the Administration and other international donors to provide immediate and long-term assistance for the reconstruction of affected infrastructure. Expresses the sense of Congress that it should be U.S. policy: (1) to promote economic growth and improved living standards, reduce poverty, and promote democracy and the rule of law in the countries of Central America; (2) in concert with multilateral humanitarian organizations, the Organization of American States (OAS), and the Inter-American Development Bank to support the reconstruction of affected communities; and (3) to encourage the governments of these countries to improve disaster mitigation techniques and compliance among key societal sectors.

Urges the government of Saudi Arabia to reform its textbooks and education curriculum in a manner that promotes tolerance and peaceful coexistence, develops civil society, and encourages functionality in the global economy. Urges the President to: (1) direct the Secretary of State to use diplomacy, international visitor exchanges, professional development, and educational reform programs to focus on educational reform in Saudi Arabia; and (2) consider educational reform progress when determining the level and frequency of U.S.-Saudi relations. Expresses disappointment with the slow pace of education reform. Requests that the Secretary report to the appropriate congressional committees respecting such educational reform.

Law Enforcement Cooperation Act of 2005 - Amends the federal criminal code to prescribe penalties to be imposed on any officer or employee of the Federal Bureau of Investigation (FBI) who obtains knowledge in the course of official duty pertaining to a crime of violence that violates state or local law and who knowingly fails to promptly inform any chief law enforcement officer or local prosecuting official that such officer or employee reasonably should know has jurisdiction over the matter. Makes it the duty of such officer or employee to promptly notify the Attorney General that he or she has provided information.

American Parity Act of 2005 - Directs the Secretary of the Treasury to make grants to states and local governments for assistance in making priority expenditures. Defines priority expenditures as ordinary and necessary maintenance and operating expenses for: (1) primary, secondary, or higher education; (2) public safety; (3) public health; (4) social services for the disadvantaged or aged; (5) roads, transportation, and water infrastructure; and (6) housing, as well as ordinary and necessary capital expenditures authorized by state law. Requires at least one third of grant amounts to be made available to local governments.

Condemns the July 2004 murder of American journalist Paul Klebnikov in Moscow and the murders of other members of the media in the Russian Federation. Urges the government of Russia to: (1) continue its inquiries into Mr. Klebnikov's murder; and (2) take appropriate action to protect the independence and freedom of the Russian media and all visiting members of the media. Commends journalists working and living in Russia for their dedication to transparency and the truth.

ALS Registry Act - Amends the Public Health Service Act to require the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention (CDC), to: (1) develop a system to collect data on amyotrophic lateral sclerosis (ALS); and (2) establish a national registry for the collection and storage of ALS data. Requires the Secretary, acting through the Director, to establish the Advisory Committee on the National ALS Registry to study and make recommendations to the Secretary concerning: (1) the development and maintenance of the registry; (2) the type of information to be included; (3) the manner in which data is to be collected; (4) the use and availability of such data; and (5) the collection of information about diseases and disorders that primarily affect motor neurons that are considered essential to furthering the study and cure of ALS. Allows the Secretary, acting through the Director, to award grants to, and enter into contracts and cooperative agreements with, public or private nonprofit entities for the collection, analysis, and reporting of data on ALS. Requires the Secretary, acting through the Director, to: (1) identify, build upon, expand, and coordinate among existing data and surveillance systems, surveys, registries, and other federal public health and environmental infrastructure wherever possible; and (2) provide for public access to an electronic national database that accepts data from state registries, health care professionals, and others as recommended by the Advisory Committee in a manner that protects personal privacy. Requires the Secretary to ensure that epidemiological and other types of information is made available to the National Institutes of Health (NIH) and the Department of Veterans Affairs.

Low-Income Gasoline Assistance Program Act - Directs the Secretary of Health and Human Services to make grants to states to establish emergency assistance programs to pay eligible households for the purchase of gasoline. Amends part A (Temporary Assistance for Needy Families) (TANF) of title IV of the Social Security Act to authorize a state to use funds from any TANF grant to carry out such a state low-income gasoline assistance program.

Social Security COLA Protection Act of 2005 - Amends title XVIII (Medicare) of the Social Security Act to limit increases in the monthly Medicare premium, including the Medicare Advantage prescription drug program premium, to 25% of any Social Security cost of living increase.

Hurricanes Katrina and Rita Flood Insurance Buy-In Act of 2005 - Establishes a temporary flood insurance buy-in program. Instructs the Director of the Federal Emergency Management Agency to make flood insurance coverage available under such program for eligible structures (but not their contents) for flooding resulting from Hurricane Katrina or Hurricane Rita. Limits eligibility to structures located in an area not subject to the mandatory purchase requirements of the national flood insurance program, and which were not covered by such insurance at the time of the hurricanes. Prescribes a formula for determination of premiums, which may be paid by deduction from the amount of any claims payable under coverage by the buy-in program.

Pets Evacuation and Transportation Standards Act of 2005 - Amends the Robert T. Stafford Disaster Relief and Emergency Assistance Act to require the Director of the Federal Emergency Management Agency (FEMA) to ensure that state and local emergency preparedness operational plans address the needs of individuals with household pets and service animals following a major disaster or emergency.

States' Right To Innovate in Health Care Act of 2005 - Amends the Social Security Act to add a new title XXII (State Comprehensive Health Care and Cost Containment Demonstration Projects) to allow up to ten states to receive from the Secretary of Health and Human Services planning and demonstration grants to develop a cost-effective delivery system of universal, comprehensive health care with simplified administration.

Medicare Informed Choice Act of 2005 - Amends title XVIII (Medicare) of the Social Security Act to: (1) provide for an extended period of open enrollment during all of 2006 without late enrollment penalty; (2) give Medicare beneficiaries the opportunity to make a one-time change in prescription drug plan enrollment at any point in 2006; and (3) provide protection from loss of employment-based retiree health coverage upon enrollment for Medicare prescription drug benefit, including a Medicare Advantage-Prescription Drug benefit, during 2006.

Assistance to Individuals Delivering for America Act of 2005 or the AID for America Act of 2005 - Amends the Internal Revenue Code to allow employers a business tax credit for 50 percent of the wages paid to employees serving as disaster relief volunteers. Limits the amount of such credit to $100 per day per employee.

Establishes in the legislative branch a bipartisan Katrina Commission to: (1) examine and report upon the federal, state, and local response to the devastation wrought by Hurricane Katrina in the Gulf Region of Louisiana, Mississippi, Alabama, and other affected areas; (2) evaluate and report on the information developed by all relevant governmental agencies related to Hurricane Katrina before it struck the United States and in the days and weeks following; (3) make a complete accounting of the circumstances surrounding the approach of Hurricane Katrina to the Gulf states, and the extent of the Government's preparedness for and response to it; (4) examine planning necessary for future cataclysmic events that will require a significant marshaling of federal resources, mitigation, response, and recovery to avoid significant loss of life; (5) analyze whether any decisions differed with respect to response and recovery for different communities and what problems occurred as a result of a lack of a common plan, communication structure, and centralized command structure; and (6) investigate and report to the President and Congress on immediate corrective measures that can be taken to prevent problems with federal response to future cataclysmic events.

Fair Wages for Hurricane Victims Act - Reinstates the application of the wage requirements of the Davis-Bacon Act to all federal contracts in counties affected by Hurricane Katrina, notwithstanding the President's proclamation dated September 8, 2005, or any other provision of law.

Amends federal transportation law to direct the Secretary of Transportation by regulation to prescribe (corporate) average fuel economy (CAFE) standards for automobiles manufactured after 2008 that ensure that the CAFE achieved by automobiles manufactured after 2015 is at least 33 miles per gallon, and meets other specified criteria. Authorizes the Secretary to establish separate standards for different classes of automobiles according to size. Authorizes the Secretary to establish a CAFE credit trading program to allow a manufacturer that exceeds fuel economy standards to sell credits to another manufacturer.

Displaced Student Relief Act - Directs the Secretary of Education to make grants to local educational agencies in FY2005-FY2006 to facilitate the enrollment, attendance, and success in public elementary and secondary schools of students displaced by Hurricane Katrina. Limits such grants to a maximum of $8,305 per student. Deems such students eligible for free lunches under the Richard B. Russell National School Lunch Act.

Hurricane Katrina Bankruptcy Relief and Community Protection Act of 2005 - Amends federal bankruptcy law governing cases commenced as of October 17, 2005 (the effective date of the Bankruptcy Abuse Prevention and Consumer Protection Act of 2005). Excludes from the accounting of current monthly incomepayments to victims of a natural disaster on account of their status as victims of a natural disaster. Defines victim of a natural disaster as one: (1) whose financial condition is materially adversely affected by a natural disaster; and (2) whose domicile, residence, or principal place of business (including principal assets) in the United States is located in a natural disaster zone immediately preceding the event that caused the natural disaster. Permits debtor status for a debtor unable to complete credit counseling because of a natural disaster. Retains automatic stay protections for a debtor who is a victim of a natural disaster. Modifies requirements governing the statutory deadline for completion of debtor's duties. Authorizes the court to extend any such time period if: (1) the debtor is a victim of a natural disaster; and (2) the debtor's status as a victim of a natural disaster necessitates such extension of time. Includes within the permissible monthly expenses of a chapter 7 debtor the actual reasonably necessary expenses incurred as a result of being a victim of a natural disaster. Modifies requirements governing conversion or dismissal of either a Chapter 7 case, a Chapter 11 Reorganization case, or Chapter 13 case if the debtor is a victim of a natural disaster. Authorizes the court to grant an extension of time for filing small business bankruptcy documentation if the debtor is unable to meet the deadline because of a natural disaster.

Inflammatory Bowel Disease Research Act - Requires the Director of the National Institute of Diabetes and Digestive and Kidney Diseases to expand, intensify, and coordinate the Institute's research activities on inflammatory bowel disease, with an emphasis on: (1) genetic research on susceptibility for inflammatory bowel disease; (2) research targeted to increase knowledge about the causes and complications of inflammatory bowel disease in children; (3) animal model research; (4) clinical research; (5) expansion of the Institute's Inflammatory Bowel Disease Centers program with a focus on pediatric research; and (6) other research initiatives identified in specified documents. Requires the Director of the Centers for Disease Control and Prevention (CDC) to prepare a National Inflammatory Bowel Disease Action Plan to: (1) address the burden of inflammatory bowel disease in both adult and pediatric populations; (2) address strategies for determining the prevalence of the disease in the United States and the unique demographic characteristics of the patient community; (3) focus on strategies for increasing awareness about the disease within the general public and the health care community; and (4) address mechanisms designed to prevent the progression of the disease and the development of complications.

Consumer Price Index for Elderly Consumers Act of 2005 - Directs the Bureau of Labor Statistics of the Department of Labor to prepare and publish a monthly Consumer Price Index for Elderly Consumers (CPI) that indicates changes over time in expenditures for consumption which are typical for individuals aged 62 years of age or older. Authorizes appropriations. Amends titles II (Old Age, Survivors and Disability Insurance) (OASDI) and XVIII (Medicare) to provide for the use of such new CPI in the computation of cost-of-living increases for Social Security and Medicare benefits under such programs.

Uzbekistan Freedom Promotion Act of 2005 - Amends the Foreign Assistance Act of 1961 to prohibit assistance, with specified exceptions, to the government of Uzbekistan unless the President certifies to the appropriate congressional committees that the government of Uzbekistan: (1) is cooperating with an independent international inquiry into the Andijan violence, has ceased pressuring the government of Kyrgyzstan to return the refugees who fled the massacre, and is prosecuting responsible individuals; and (2) has accelerated democratic reforms and fulfilled its human rights obligations. Prohibits visa issuance to any official of the government of Uzbekistan who is credibly alleged to have ordered, acquiesced to, or participated in human rights abuses or corruption unless the Secretary of State certifies to the appropriate congressional committees that the visa issuance is in U.S. national security interests. Directs the President to: (1) freeze the financial assets and other economic resources in the United States of any official (or family member) of the government of Uzbekistan who is credibly alleged to have ordered, acquiesced to, or participated in human rights abuses, including the massacre in Andijan. (Permits lifting of such freeze if the President certifies to the appropriate congressional committees that the official or individual has been properly investigated and cleared of any wrongdoing.); (2) prohibit munitions or dual use exports to Uzbekistan unless the President certifies that the government of Uzbekistan has met the requirements of the first paragraph above; (3) expedite U.S. admission of any Uzbekistan national who is under threat of severe penalty as a result of participating in pro-democracy activities, including Uzbekistan citizens who have fled to Kyrgyzstan; and (4) transmit to the appropriate congressional committees a plan to move all U.S. military operations from Uzbekistan.

Medicare Durable Medical Equipment Access Act of 2005 - Amends title XVIII (Medicare) of the Social Security Act to prohibit the Secretary of Health and Human Services from awarding any contracts under the competitive durable medical equipment items and services acquisition program unless: (1) the quality standards have been implemented; and (2) the Secretary has received advice from the program oversight committee. Requires the Secretary (who currently is authorized), in carrying out competitive acquisition programs, to exempt: (1) rural areas and areas with low population density within urban areas that are not competitive, unless there is a significant national market through mail order for a particular item or service; and (2) items and services for which the application of competitive acquisition is not likely to result in significant savings. Adds to such exemptions smaller metropolitan statistical areas. Modifies requirements for the protection of small suppliers in bidding and contracting. Requires the Secretary to permit suppliers classified as small businesses to continue to participate as suppliers at the selected award price so long as they submit bids at less than the fee schedule amount otherwise applicable to the items and they otherwise comply with applicable program requirements. Provides for appeal rights (currently denied). Requires the Secretary to exempt from competitive acquisition requirements items and services for which the application of competitive acquisition is not likely to result in significant savings of at least 10%. Prohibits the Secretary from implementing a program with respect to an item or service unless the Secretary demonstrates a probability of achieving significant savings of at least 10%, compared to the fee schedule in effect on January 1, 2006, by including the item or service in the program. Prohibits the Secretary from implementing certain requirements for the payment basis for covered items furnished after January 1, 2009, with respect to the application of rates in an area that is not a competitive acquisition area, unless the Secretary has completed and published in the Federal Register a comparability analysis to ensure the application is appropriate. Requires application of the comparability analysis requirement to certain other part B items and services.

United States Trademark Defense Act of 2005 - Amends the Department of Commerce and Related Agencies Appropriations Act, 1999 to repeal the prohibition against U.S. courts recognizing, enforcing, or otherwise validating any assertion of rights by a designated Cuban national of a mark, trade name, or commercial name that was used in connection with a business or assets that were confiscated by the Cuban government. Requires the Secretary of the Treasury to issue regulations as necessary to repeal such provisions, including removing any applicable prohibition on transactions or payments. Authorizes U.S. courts to recognize, enforce, or otherwise validate an assertion of rights in any mark or trade name based on common law rights or registration or under any applicable provision of law or any applicable treaty to which the United States is a party. Requires the United States Trade Representative to examine policies and practices of Cuba with respect to protecting and enforcing intellectual property rights.

Preserving Patient Access to Inpatient Rehabilitation Hospitals Act of 2005 - Prohibits the Secretary of Health and Human Services, during the period between July 1, 2005, and the date two years after the enactment of this Act, from: (1) requiring a compliance rate, pursuant to the criterion (commonly known as the "75 percent rule") used to determine whether a hospital or hospital unit is an inpatient rehabilitation facility, that is greater than the 50 percent compliance threshold that became effective on July 1, 2004; (2) changing the designation of any inpatient rehabilitation facility in compliance with the 50 percent threshold; or (3) conducting medical necessity review of inpatient rehabilitation facilities using any guidelines other than the national criteria established in the Medicare Benefits Policy Manual. Directs the Secretary to establish procedures for: (1) making any necessary retroactive adjustment to restore the status of a facility as an inpatient rehabilitation facility as a result of this Act; (2) making any necessary payments to inpatient rehabilitation facilities based on such adjustment for discharges occurring on or after July 1, 2005, and before enactment of this Act; and (3) developing and implementing an appeals process that provides for expedited review of any adjustment to the status of a facility as an inpatient rehabilitation facility made during such period Directs the Secretary to establish the National Advisory Council on Medical Rehabilitation to provide advice and recommendations to: (1) Congress and the Secretary concerning the coverage of rehabilitation services under title XVIII (Medicare) of the Social Security Act; and (2) appropriate federal agencies on how best to utilize available research funds and authorities focused on medical rehabilitation research.
