Agriculture Reform, Food, and Jobs Act of 2013 - Title I: Commodity Programs - Subtitle A: Repeals and Reforms - Repeals, but continues for crop year 2013, direct payments, countercyclical payments, and the average crop revenue election program (ACRE). Makes adverse market payments available for the 2014-2018 crop years to producers on farms where the actual price for a covered commodity is less than the reference price for such commodity. Establishes the agriculture risk coverage program for crop years 2014-2018 to make payments to producers for each planted crop when actual farm or county-wide crop revenue is below the agriculture risk coverage guarantee. Requires producers to make a one-time choice between individual or county coverage. Subtitle B: Marketing Assistance Loans and Loan Deficiency Payments - Authorizes: (1) nonrecourse marketing assistance loans, (2) loan deficiency payments, (3) payments in lieu of loan deficiency payments for grazed acreage, (4) programs for upland cotton and extra long staple cotton, (5) assistance for peanuts, and (6) recourse loans for high moisture feed grains and seed cotton. Subtitle C: Sugar - Makes nonrecourse loans to processors of domestically grown sugarcane and domestically grown sugar beets through crop year 2018. Makes sugarcane and sugar beet quantity estimates through crop year 2018 for: (1) human consumption, (2) carryover stocks, (3) carry-in stocks, (4) domestic processing, and (5) imports. programs for sugar and sugar beets. Subtitle D: Dairy - Establishes a dairy production margin protection program under which participating dairy operations are paid: (1) basic production margin protection program payments when production margins are less than threshold levels, and (2) supplemental production margin protection program payments if purchased by a participating dairy operation. Establishes a dairy market stabilization program to assist in balancing the supply of milk with demand when participating dairy operations are experiencing low or negative operating margins. Provides for a transition period under which the dairy production margin protection program and the milk income loss program shall both be in existence and producers may participate in either program. Terminates the production margin protection and stabilization programs on December 31, 2018. Repeals: (1) the dairy products price support program, (2) the milk income loss contract program, and (3) the dairy export incentive program. Extends: (1) the dairy indemnity program, (2) the dairy forward pricing program, and (3) the dairy promotion and research program. Subtitle E: Supplemental Agricultural Disaster Assistance Programs - Provides livestock indemnity payments through FY2018 to eligible producers on farms that have incurred excess livestock death losses due to: (1) attacks by animals reintroduced into the wild by the federal government or protected by federal law, or (2) adverse weather. Establishes the livestock forage disaster program to provide one source for livestock forage disaster assistance for weather-related forage losses by combining specified other livestock forage assistance programs and functions. Provides compensation through FY2018 to eligible livestock producers for forage losses caused by: (1) drought, (2) fire on federally managed land, or (3) weather-related conditions other than drought or fire. Provides emergency assistance through FY2018 to eligible producers of livestock, honey bees, and farm-raised fish to aid in the reduction of losses due to disease or adverse weather. Provides assistance through FY2018 to eligible orchardists and nursery tree growers that: (1) planted trees for commercial purposes but lost the trees as a result of a natural disaster, or (2) have a production history for commercial purposes on planted or existing trees but lost the trees as a result of a natural disaster. Subtitle F: Administration - Directs the Secretary of Agriculture (USDA) to use Commodity Credit Corporation (CCC) funds, facilities, and authorities to carry out this title. Suspends permanent price support authority under the Agricultural Adjustment Act of 1938 and the Agricultural Act of 1949 for covered commodities, cotton, and sugar through crop year 2018, and for milk through December 31, 2018. Revises payment limitation requirements. Prohibits a person or legal entity from receiving specified agricultural benefits during a crop, fiscal, or program year if the average adjusted gross income of such person or entity exceeds $750,000. Requires a study to determine the effects of such limitation on the crop insurance program. Extends specified direct reimbursement payments for geographically disadvantaged farmers and ranchers through FY2018. Directs the Secretary to preclude the issuance of agricultural payments to, and on behalf of, deceased individuals that were not eligible for payments. Authorizes the Secretary to track the benefits provided to individuals and entities under titles I and II of this Act. Title II: Conservation - Subtitle A: Conservation Reserve Program - Extends the conservation reserve program (CRP) and the farmable wetland program through FY2018. Sets forth maximum CRP acreage enrollments for FY2014- FY2018. Subtitle B: Conservation Stewardship Program - Revises, and extends through FY2018, the conservation stewardship program. Limits aggregate payments to a person or entity to $200,000 during FY2014-FY2018. Subtitle C: Environmental Quality Incentives Program - Extends the environmental quality incentives program through FY2018. Requires that 60% of FY2014-FY2018 program funds be used for livestock production practices, and that 5% of such funds be used for wildlife habitat practices. Provides payments for wildlife habitat development. Applies program limitations to the period FY2014-FY2018. Subtitle D: Agricultural Conservation Easement Program - Establishes the agricultural conservation easement program for the conservation of eligible land and natural resources through easements or other interests in land. (Combines the purposes and coordinates the functions of the wetlands reserve program, the grassland reserve program, and the farmland protection program.) Sets forth agricultural land and wetland easement requirements. Subtitle E: Regional Conservation Partnership Program - Establishes a regional conservation partnership program to: (1) accomplish purposes similar to the agricultural water enhancement program, the Chesapeake Bay watershed program, the cooperative conservation partnership initiative, and the Great Lakes basin program; (2) further the conservation use of natural resources on a regional or watershed scale; and (3) encourage partners to cooperate with producers in meeting or avoiding the need for regulatory requirements related to production on eligible land and implementing projects that affect multiple agricultural or nonindustrial private forest operations on a local, state, or regional basis. Authorizes the Secretary to enter into a partnership agreement for up to 5 years, with a one-time extension for up to 12 months. Provides program funding for FY2014-FY2018. Subtitle F: Other Conservation Programs - Authorizes appropriations through FY2018 for: (1) the conservation of private grazing land program, (2) the grass roots source water protection program, (3) the voluntary public access and habitat incentive program, and (4) the small watershed rehabilitation program. Establishes a terminal lakes assistance program (in lieu of the desert lakes program) for the purchase of eligible land impacted by flooded or terminal lakes and their associated watershed or riparian resources. Subtitle G: Funding and Administration - Authorizes the use of CCC funds through FY2018 for: (1) the conservation reserve program, including specified amounts for thinning activities and transferring contract land from retiring owners and operators to beginning and socially disadvantaged farmers and ranchers; (2) the agricultural conservation easement program; (3) the conservation security program; (4) the conservation stewardship program; and (5) the environmental quality incentives program. Subtitle H: Repeal of Superseded Program Authorities and Transitional Provisions; Technical Amendments - Repeals: (1) the conservation enhancement program, (2) the emergency forestry conservation reserve program, (3) the wetlands reserve program, (4) the farmland protection program, (5) the grassland reserve program, (6) the agricultural water enhancement program, (7) the wildlife habitat incentive program, (8) the Great Lakes Basin program, (9) the Chesapeake Bay watershed program, (10) the cooperative conservation partnership initiative, and (11) the environmental easement program. Title III: Trade - Subtitle A: Food for Peace Act - Extends specified programs and authorizations of appropriations under the Food for Peace Act through FY2018. Prohibits assistance to the Democratic People's Republic of Korea (North Korea). Subtitle B: Agricultural Trade Act of 1978 - Extends through FY2018: (1) export credit guarantee programs, (2) the market access program, and (3) the foreign market cooperator program. Subtitle C: Other Agricultural Trade Laws - Extends through FY2018: (1) the food for progress program, (2) the Bill Emerson Humanitarian Trust, (3) the McGovern-Dole international food for education and child nutrition program, (4) technical assistance for specialty crops, (5) the Global Crop Diversity Trust, and (6) local and regional food aid procurement projects. Establishes the Donald Payne Horn of Africa food resilience program. Authorizes FY2014-FY2018 appropriations. Directs the Secretary to plan for establishment of a position of Under Secretary of Agriculture for Foreign Agricultural Services. Title IV: Nutrition - Subtitle A: Supplemental Nutrition Assistance Program - Extends the supplemental nutrition assistance program (SNAP, formerly known as the food stamp program) through FY2018. Revises, establishes, or extends program requirements, including those regarding: (1) utility allowances, (2) participant eligibility, (3) lottery or gambling winner ineligibility, (4) retail food stores, (5) food assistance security, (6) restaurant meals, (7) performance bonus payments, (8) employment and training programs, (9) community food projects, (10) nutrition education, (11) disqualification of certain felons, (12) the food distribution program on Indian reservations, (13) commodity purchases for emergency food assistance, (14) prevention of recipient and retail food store trafficking, and (15) access to grocery delivery for homebound seniors and individuals with disabilities. Subtitle B: Commodity Distribution Programs - Extends through FY2018: (1) the commodity distribution program, (2) the commodity supplemental food program, and (3) the distribution of surplus commodities to special nutrition projects program. Amends the Commodity Distribution Reform Act and WIC Amendments of 1987 with regard to the processing of commodities. Subtitle C: Miscellaneous - Extends funding through FY2018 for: (1) the senior farmers' market nutrition program, and (2) the purchase of fresh fruits and vegetables for distribution to schools and service institutions. Repeals the nutrition information and awareness pilot program. Revises and provides funding through FY2018 for the hunger-free communities program. Establishes the healthy food financing initiative. Requires the Secretary to buy eligible pulse crops (dry beans, dry peas, lentils, and chickpeas) and related products for the school breakfast and lunch programs. Requires up to five demonstration projects to facilitate the purchase by school food authorities of unprocessed and minimally processed locally grown and locally raised agricultural products. Establishes: (1) in the office of the Under Secretary for Food, Nutrition, and Consumer Services a multiagency task force to provide coordination and direction for commodity programs; and (2) a Food and Agriculture Service Learning Program to increase knowledge of agriculture and improve the nutritional health of children. Title V: Credit - Subtitle A: Farmer Loans, Servicing, and Other Assistance Under the Consolidated Farm and Rural Development Act - Restructures agricultural credit program requirements under the Consolidated Farm and Rural Development Act. Allows: (1) additional legal entities to qualify for farm ownership loans, and (2) other acceptable experiences to qualify for the three-year farming eligibility requirement for direct loans. Authorizes appropriations through FY2018 for the conservation loan and loan guarantee program. Increases maximum down payment loan program amounts. Title VI: Rural Development -- Subtitle A: Reorganization of the Consolidated Farm and Rural Development Act -- Amends the Consolidated Farm and Rural Development Act to reauthorize through FY2018 the water, waste disposal and wastewater facility grant and loan program, with a funding priority for rural communities with populations of under 5,500. Reauthorizes the Community Facilities Loan and Grant Program. Directs the Secretary make up to 3% of funds provided through the Program available to applicants for technical assistance to help smaller communities in the development of their loan and grant applications. Reauthorizes the Rural Water and Wastewater Circuit Rider Program, the Rural Business Development Program , and general loan and grant authorities for rural development. Subtitle B: Rural Electrification -- Amends the Rural Electrification Act of 1926 to reauthorize through FY2018 guarantees for bonds and notes issued for electrification or telephone purposes as well as expansion of 911 access. Authorizes the Secretary to begin providing combinations of grants and loans for the expansion of broadband service. Subtitle C: Miscellaneous - Reauthorizes through FY 2018 the distance learning and telemedicine program supporting equipment and infrastructure improvements that enhance telecommunications capabilities at educational and medical facilities. Authorizes the Secretary to issue zero-interest loans under a Rural Energy Savings Program to any electric cooperative or coordinated group of electric cooperatives for the purpose of lending the funds to their customers to make energy saving retrofit and structural improvements. Title VII: Research, Extension, and Related Matters - Subtitle A: National Agricultural Research, Extension, and Teaching Policy Act of 1977 - Reauthorizes through FY 2018 the National Agricultural Research, Extension, and Teaching Policy Act of 1977 and specified grant programs under it. Directs the Secretary to carry out a competitive veterinary services grant program. Subtitle B: Food, Agriculture, Conservation, and Trade Act of 1990 - Amends the Food, Agriculture, Conservation, and Trade Act of 1990 to reauthorize through FY2018 specified programs, systems, and initiatives, including: (1) the Sustainable Agriculture Technology Development and Transfer Program, (2) the National Training Program, (3) the National Genetics Resources Program, (4) the National Agricultural Weather Information System, (5) the Agricultural Genome Initiative, (6) various specified high-priority research and extension initiatives, (7) the Organic Agriculture Research and Extension Initiative, (8) the Assistive Technology Program for Farmers with Disabilities, and (9) the National Rural Information Center Clearinghouse. Directs the Secretary to carry out: (1) a Pulse Health Initiative, (2) a forestry and forestry products research and extension initiative, and (3) a farm animal integrated research initiative. Authorizes the Secretary to prioritize regional centers of excellence established for specific agricultural commodities. Subtitle C: Agricultural Research, Extension, and Education Reform Act of 1998 - Amends the Agricultural Research, Extension, and Education Reform Act of 1998 to reauthorize through FY2018: (1) the Food Animal Residue Avoidance Database Program, and (2) the Office of Pest Management Policy. Funds the Specialty Crop Research Initiative though FY2018. Establishes four Regional Integrated Pest Management Centers, which shall be located in the north central, northeastern, southern, and western regions of the United States. Subtitle D: Other Laws - Reauthorizes through FY2018 the Critical Agricultural Materials Act, the Equity in Educational Land-Grant Status Act of 1994, the Research Facilities Act, the Competitive, Special, and Facilities Research Grant Act, the Renewable Resources Extension Act of 1978, and the National Aquaculture Act of 1980. Reauthorizes also through FY2018 the Enhanced Use Lease Authority Pilot Program under the Department of Agriculture Reorganization Act of 1994. Amends the Farm Security and Rural Investment Act of 2002 to require: (1) a set-aside of funds for beginning farmers and ranchers who are veterans, and (2) competitive grants to states to establish and improve farm safety programs. Subtitle E: Food, Conservation, and Energy Act of 2008 - Amends the Food, Conservation, and Energy Act of 2008 to reauthorize through FY2018: (1) the Agricultural Biosecurity Communication Center; (2) assistance to build local capacity in agricultural biosecurity planning, preparation, and response; (3) research and development of agricultural countermeasures; and (4) the agricultural biosecurity grant program. Continues through FY2018 the Grazinglands Research Laboratory at El Reno, Oklahoma. Reauthorizes through FY2018 the Natural Products Research Program and the Sun Grant Program. Directs the Secretary to establish a nonprofit Foundation for Food and Agriculture Research. Title VIII: Forestry - Subtitle A: Repeal of Certain Forestry Programs - Repeals: (1) the forest land enhancement program under the Cooperative Forestry Assistance Act of 1978, (2) the Hispanic-serving institution agricultural land national resources leadership program under the Food, Conservation, and Energy Act of 2008, and (3) the tribal watershed forestry assistance program under the Healthy Forests Restoration Act of 2003. Subtitle B: Reauthorization of Cooperative Forestry Assistance Act of 1978 - Amends the Cooperative Forestry Assistance Act of 1978 to reauthorize through FY2018 the requirement for a state forester to make a state-wide assessment of forest resource conditions and a long-term state-wide forest resource strategy. Subtitle C: Reauthorization of Other Forestry-Related Laws - Amends specified Acts to reauthorize through FY20018 the forestry rural revitalization program, the Office of International Forestry, and the healthy forests reserve program. Amends the Healthy Forests Restoration Act of 2003 to direct the Secretary, if requested by a state governor, to designate as part of an insect and disease treatment program one or more subwatersheds (sixth-level hydrologic units) in at least one national forest in each state experiencing an insect or disease epidemic. Authorizes the Chief of the Forest Service and the Director of the Bureau of Land Management (BLM) to enter into stewardship contracting projects with private persons or other public or private entities to perform services to achieve land management goals for the national forests and the public lands that meet local and rural community needs. Subtitle D: Miscellaneous Provisions - Amends the McIntire-Stennis Cooperative Forestry Act to waive the matching funds requirement for eligible 1890 Institutions if the allocation is below $200,000. Directs the Secretary to revise the strategic plan for forest inventory and analysis initially prepared under the Forest and Rangeland Renewable Resources Research Act of 1978 to meet specified requirements. Authorizes the Secretary, for any state seeking reimbursement for amounts expended for resources and services provided to another state for the management and suppression of a wildfire, to accept the reimbursement amounts from the other state and pay them to the state seeking reimbursement. Title IX: Energy - Extends through FY2018: (1) the biobased marketing program, (2) biorefinery, renewable chemical, and biobased product manufacturing assistance, (3) the bioenergy program for advanced biofuels, (4) the biodiesel fuel education program, (5) the rural energy for America program, (6) biomass research and development, (7) the feedstock flexibility program for bioenergy producers, (8) the biomass crop assistance program, and (9) the community wood energy program. Repeals the forest biomass for energy program under the Farm Security and Rural Investment Act of 2002 and the renewable fertilizer study under the Food, Conservation, and Energy Act of 2008. Title X: Horticulture - Extends through FY2018: (1) the specialty crop market news program, (2) the farmers market and local food promotion program, (3) organic production and market initiatives, (4) food safety education initiatives, and (5) specialty crop block grants. Repeals the specialty crop movement-to-market program. Directs the Secretary to study the production and marketing of locally or regionally produced agricultural food products, and evaluate the effectiveness of programs designed to expand or facilitate local food systems. Establishes the National Clean Plant Network. Exempts the bulk bin shipment of apples to Canada from specified Apple Export Act inspection requirements. Revises requirements for exemption of certified organic products from promotion order assessments. Title XI: Crop Insurance - Amends the Federal Crop Insurance Act to direct the Federal Crop Insurance Corporation (FCIC) to offer crop producers the opportunity to purchase coverage in combination with an individual buy up policy or plan of insurance that would allow the payment of indemnities to a producer equal to part of the deductible under the policy or plan, if sufficient area data is available (Supplemental Coverage Option, based on area yield and loss, individual yield or loss, or a combination of both). Allows a producer also to purchase additional coverage on a margin basis alone or in combination with individual yield or loss or area yield or loss. Makes permanent the pilot program under which FCIC pays a portion of the premiums for insurance plans or policies for which the insurable unit is defined as a whole farm or enterprise unit. Makes separate enterprise units available for irrigated and non-irrigated acreages of crops beginning with crop year 2014. Revises the adjustment in actual production history used to establish insurable yields. Requires FCIC to review any policy or pilot program to carry out research and development for new crop insurance policies and submit such policy or program to the Board of Directors, if the policy or program will likely result in a marketable policy and improved coverage. Specifies conditions for the FCIC Board to determine, in its sole discretion, when reviewing a policy, plan of insurance, or other submitted material for approval for reinsurance. Directs the Board to ensure that any Standard Reinsurance Agreement is budget neutral. Requires the FCIC to establish procedures to allow insured producers up to 120 days to settle claims involving corn determined to have low test weight. Requires FCIC, beginning not later than the 2014 upland cotton crop, to make available to producers of maximum eligible acres of upland cotton an additional policy (the Stacked Income Protection Plan). Requires FCIC and the Risk Management Agency, beginning with the 2014 crop, to make available a revenue crop insurance program for peanuts based on a price equal to the Rotterdam price index for peanuts, as adjusted to reflect the farmer stock price of peanuts in the United States. Directs the Secretary to: (1) maintain and upgrade FCIC information management systems used in the administration and enforcement of this title, and (2) implement an acreage reporting streamlining initiative to permit producers to report acreage and other information directly to USDA. Directs the FCIC to carry out research and development to develop a whole farm risk management insurance plan, with a liability limitation of $1.5 million, that allows a diversified crop or livestock producer the option to qualify for an indemnity in specified circumstances. Requires the FCIC to offer to: (1) contract with qualified entities to study whether offering policies that cover specialty crops from food safety and contamination issues would benefit agricultural producers, and (2) contract with a qualified person to study the feasibility of insuring swine producers for a catastrophic event. Requires FCIC to contract for: (1) research and development regarding a policy to insure producers of catfish against reduction in the margin between market value and selected production costs; (2) a study to determine the feasibility of insuring commercial poultry production against business disruptions caused by integrator bankruptcy, and a separate study to determine the feasibility of insuring poultry producers for a catastrophic event; (3) a study to determine the best method of insuring seafood harvesters; (4) research and development regarding policies to insure biomass and sweet sorghum grown to produce feedstocks for renewable biofuel, renewable electricity, or biobased products; and (5) research and development regarding a policy to insure alfalfa. Requires the FCIC to offer producers of organic crops price elections for all organic crops produced in compliance with USDA standards under the Organic Foods Production Act of 1990 that reflect the actual retail or wholesale prices, as appropriate, received by producers for organic crops. Authorizes the FCIC, at its sole discretion, to conduct a pilot program to provide financial assistance for producers of underserved crops and livestock (including specialty crops) to purchase an index-based weather insurance product from a private insurance company. Defines "beginning farmer or rancher" as a farmer or rancher who has not actively operated and managed a farm or ranch with a bona fide insurable interest in a crop or livestock as an owner-operator, landlord, tenant, or sharecropper for more than five crop years. Requires a beginning farmer or rancher to receive crop insurance premium assistance 10 percentage points greater than otherwise available premium assistance. Directs the Secretary to: (1) provide organic certification cost share assistance; (2) support risk management education and community outreach partnerships; and (3) make agricultural management assistance grants to producers in states with a low level of federal crop insurance participation and availability, as well as to producers underserved by the federal crop insurance program. Revises requirements related to crop production on native sod. Directs the Secretary to improve the existing Internet website through which agricultural producers in any state may identify crop insurance options. Directs the Comptroller General (GAO) to study fraudulent crop insurance claims and benefits provided under them. Title XII: Miscellaneous - Subtitle A: Socially Disadvantages Producers and Limited Resource Producers - Authorizes appropriations through FY2018 for outreach and assistance for socially disadvantaged or veteran farmers and ranchers, as well as for the USDA Office of Advocacy and Outreach. Directs the Secretary to award a competitive grant to an eligible 1890 Institution to establish a Socially Disadvantaged Farmers and Ranchers Policy Research Center. Subtitle B: Livestock - Amends the Agricultural Research, Extension, and Education Reform Act of 1998 to establish: (1) the wildlife reservoir zoonotic disease initiative, and (2) a program to improve the U.S. sheep industry. Authorizes appropriations through FY2018 for: (1) the national aquatic animal health plan, and (2) the trichinae certification program. Authorizes a feral swine eradication pilot program. Directs the Secretary to offer to enter into contracts, grants, cooperative agreements, or other legal instruments with eligible diagnostic animal health laboratories to: (1) enhance the Secretary's capability to respond in a timely manner to emerging or existing bioterrorist threats to animal health; (2) provide the capacity and capability, among other things, for standardized test procedures, equipment, laboratory biosafety and biosecurity levels, quality management system requirements, and interconnected electronic reporting and transmission of data; and (3) coordinate the development, implementation, and enhancement of national veterinary diagnostic laboratory capabilities. Requires the Secretary to ensure that the USDA continues to administer the avian influenza surveillance program in commercial poultry through the National Poultry Improvement Program. Subtitle C: Other Miscellaneous Provisions - Amends the Department of Agriculture Reorganization Act of 1994 to establish the position in the USDA of Military Veterans Agricultural Liaison. Amends the Food, Conservation, and Energy Act of 2008 to authorize appropriations through FY2018 for grants to improve agricultural labor force supply, stability, safety, and training. Revises requirements for the noninsured crop disaster assistance program to provide coverages based on individual yields (other than for value-loss crops) equivalent to: (1) catastrophic risk protection (as under current law), or (2) certain additional coverage not exceeding 65%. Makes crops grown expressly for the purpose of producing a feedstock for renewable biofuel, renewable electricity, or biobased products eligible for noninsured crop disaster assistance. Directs the Secretary to establish in the Office of the Secretary an Office of Tribal Relations. Authorizes the Secretary to make grants to states and tribal governments to support their efforts to promote the domestic maple syrup industry. Amends the Animal Welfare Act to prohibit, and subject to criminal penalties, attending or causing a minor to attend an animal fight. Establishes the Pima Cotton Trust Fund, the Agriculture Wool Apparel Manufacturers Trust Fund, and the Citrus Disease Research and Development Trust Fund.

Recognizes the historical importance of the Korean War, which began on June 25, 1950. Honors the service and sacrifice of the U.S. Armed Forces and the armed forces of allied countries that served, and continue to serve, in Korea. Reaffirms the commitment of the United States to its alliance with South Korea. Calls on North Korea to abide by international law and cease its nuclear proliferation in order to resume talks that could lead to peace and reunification.

Ending Secret Law Act - Expresses the sense of Congress that each decision, order, or opinion ("decision," for purposes of this Act) issued by the Foreign Intelligence Surveillance Court or the Foreign Intelligence Surveillance Court of Review that includes significant construction or interpretation of Foreign Intelligence Surveillance Act of 1978 (FISA) provisions concerning access to business records and the targeting of persons reasonably believed to be located outside the United States to acquire foreign intelligence information should be declassified in a manner consistent with the protection of national security, intelligence sources and methods, and other properly classified and sensitive information. Amends FISA provisions concerning access to business records and the targeting of persons reasonably believed to be located outside the United States to require the Attorney General, with exceptions, to declassify and make publicly available decisions concerning certain surveillance orders required for inclusion in a semiannual report to Congress. Requires release to the public of unclassified summaries and reports if the Attorney General determines that a decision may not be declassified. Requires the Attorney General, in cases in which an unclassified summary may not be made available, to make publicly available an unclassified report on the status of the internal deliberations and process regarding the declassification by executive branch personnel of such decisions, including estimates of the number of decisions that will be declassified or remain classified.

Community Lending and Small Business Jobs Act of 2013 - Small Business Lending to Entrepreneurs for Growth in Underserved Populations Act of 2013 or the Small Business Leg-Up Act of 2013 - Requires, upon the expiration of investment authority for the Small Business Lending Fund Program provided in the Small Business Jobs Act of 2010, that all unobligated funds in the Small Business Lending Fund be transferred to the Community Development Financial Institutions (CDFI) Fund. Directs that all funds received in connection with certain purchases of preferred stock and other financial instruments pursuant to such authority be transferred to the CDFI Fund. Amends the Riegle Community Development and Regulatory Improvement Act of 1994 to direct the Administrator of the CDFI Fund to carry out a Small Business Capital Investment (SBCI) Program (a small business revolving loan program) to continue making capital investments in eligible community development financial institutions in order to increase the availability of credit for small businesses. Requires that: (1) all funds the CDFI Fund Administrator receives in connection with SBCI Program purchases be deposited in the CDFI Fund, and (2) the authority to make such capital investments continue so long as specified funding amounts are available. Allows eligible community development financial institutions (with maximum assets of $10 billion as reported in audited financial statements) to apply to receive a capital investment of up to 10% of total assets, or another appropriate percentage determined by the CDFI Fund Administrator. Directs the CDFI Fund Administrator, to the extent practicable and except as otherwise provided, to carry out the SBCI Program in the same manner as the Small Business Lending Fund Program. Microenterprise and Youth Entrepreneurship Development Act of 2013 - Expands the definition of "disadvantaged entrepreneur," for purposes of the microenterprise technical assistance and capacity building grant program, to include a microentrepreneur operating or intending to operate a business in an investment area. Increases to 60% (currently, 50%) the minimum percentage of such grants required to be used to benefit very low-income persons, including those residing on Indian reservations. Requires the Administrator of the Small Business Administration (SBA) to consider the impact of the 2007-2009 economic crisis on an applicant's geographic area when deciding whether to reduce or eliminate matching requirements for applicants with severe constraints on available funding sources. Directs the SBA Administrator to establish an SBA Microenterprise Coordinator position. Requires the SBA Administrator to establish an Office of Youth Entrepreneurship and appoint a Director to carry out: (1) the youth entrepreneur technical assistance grant program to make grants to assist entities, including nonprofit microenterprise development organizations, to provide individuals under 25 years of age with technical assistance related to entrepreneurship; and (2) the youth entrepreneurship curriculum grant program to make grants to applying local educational agencies of states and federally recognized Indian tribes.

Locality Pay Equity Act - Prohibits the Office of Personnel Management (OPM) from defining more than one local wage area for prevailing rate employees within a pay locality, except with respect to the pay locality designated as "Rest of United States." Requires the Director of OPM to ensure that this Act shall not reduce any rate of basic pay for any individual who is serving as a prevailing rate employee.

Designating Requirements On Notification of Executive-ordered Strikes Act of 2013 or the DRONES Act - Prohibits a federal department or agency or the Armed Forces from deliberately targeting a citizen of the United States or of a strategic treaty ally in a pre-planned lethal operation unless such operation is planned and executed pursuant to a written determination signed personally by the President: (1) confirming the status of the targeted citizen as an enemy combatant, and (2) authorizing the deliberate lethal targeting based on an articulated need for the use of lethal force. Requires the President, within 30 days after making such a determination, to submit a report to specified congressional committees: (1) certifying that the timing and details of the operation were approved personally by the President, and (2) detailing the information used to determine that the targeted citizen is an enemy combatant and the reasons why lethal force was necessary. Prohibits this Act from being construed to authorize such lethal targeting of such a citizen inside any location under U.S. jurisdiction. Prohibits the President, the head of any federal agency, or a general officer or flag officer of the Armed Forces from authorizing the use of cluster munitions: (1) unless the sub-munitions of such munitions, after arming, will not result in more than 1% unexploded ordnance across the range of intended operational environments and the policy applicable to the use of such munitions requires that they will only be used against clearly defined military targets and will not be used in locations where civilian noncombatants are known to be present or in areas normally inhabited by civilian noncombatants; or (2) if such use is reasonably likely to unintentionally harm any citizen of the United States or of a strategic treaty ally (i.e., when any such citizen is known to be within a two-mile radius of the area to be targeted). Authorizes the President to waive such limitations where vital to protect U.S. security. Requires congressional notification of such waiver. Directs the President, following the use of cluster munitions, to submit a plan for cleaning up any such munitions and sub-munitions that fail to explode. Prohibits such officials from providing cluster munitions to a foreign nation, agency or armed force unless: (1) such munitions will be used in a combined military operation with the United States, and (2) the use of such munitions complies with this Act.

Black Box Privacy Protection Act - Amends the Automobile Information Disclosure Act to require manufacturers of new automobiles to disclose on the information label affixed to the window of the automobile: (1) the presence and location of an event data recorder (commonly referred to as a "black box"), (2) the type of information recorded and how such information is recorded, and (3) that the recording may be used in a law enforcement proceeding. Sets forth similar requirements for motorcycle manufacturers. Defines "event data recorder" as any device or means of technology installed in an automobile that records information such as automobile or motorcycle speed, seatbelt use, application of brakes, or other information pertinent to the operation of the automobile or motorcycle. Prohibits the manufacture, sale, offering for sale, or import into the United States of an automobile manufactured after 2015 (bearing a model year of 2016 or later) that is equipped with an event data recorder, unless the consumer can control the recording of information. Requires the event data recorder in an automobile or motorcycle, and any data recorded, to be considered the property of the owner of the automobile or motorcycle. Makes the retrieval or downloading of recorded data by any other person unlawful, except: (1) with the owner's consent, (2) in response to a court order, or (3) by a dealer or automotive technician to service the vehicle. Requires certain violations to be treated as unfair or deceptive acts or practices under the Federal Trade Commission Act.

Educating Tomorrow's Engineers Act - Amends the Elementary and Secondary Education Act of 1965 to require states to incorporate engineering design skills and practices into their academic content standards and academic achievement standards and assessments in science by the 2016-2017 school year. Requires states to reserve 10% of the grant they receive under the Teacher and Principal Training and Recruiting Fund program to award competitive grants to nonprofit organizations and other entities with expertise in the science, technology, engineering, and mathematics (STEM) fields to develop and provide professional development and instructional materials for STEM education in their state. Changes current references to the mathematics and science partnerships program to references to the STEM partnerships program, which provides funding to states, institutions of higher education, and high-need local educational agencies (LEAs) to recruit and train STEM teachers and improve STEM curricula. Amends the 21st century community learning centers program to include STEM activities (currently, mathematics and science activities) within the before- and after-school activities funded under that program. Amends the rural and low-income school program to include professional development in engineering education among the uses of the funds provided to rural LEAs. Amends the Education Sciences Reform Act of 2002 to require the National Center for Education Research to sponsor and conduct research geared toward improving STEM, rather than just mathematics and science, teaching and learning. Directs the Secretary of Education to support research on engineering education and use that research to provide information to the public, and technical assistance to states, on best practices and promising innovations in kindergarten through grade 12 engineering education.

Treat and Reduce Obesity Act of 2013 - Amends title XVIII (Medicare) of the Social Security Act to include information on the coverage of intensive behavioral therapy for obesity in the "Medicare and You Handbook." Authorizes the Secretary of Health and Human Services (HHS) to allow other physicians, registered dietitians, certified diabetes educators, and instructors trained and certified by the National Diabetes Prevention Lifestyle Coach Training program of the Centers for Disease Control and Prevention (CDC) to provide, and be independently reimbursed for, intensive behavioral therapy for obesity furnished outside of the primary care setting, so long as any such nonphysician provider or instructor furnishing the therapy must communicate any recommendation or treatment plan for an individual to the individual's primary care physicians or practitioner. Authorizes the Secretary to cover under Medicare part D (Voluntary Prescription Drug Benefit Program) medication for treatment of obesity or for weight loss management for an overweight individual with one or more comorbidities.

Limiting Internet and Blanket Electronic Review of Telecommunications and Email Act or the LIBERT-E Act - Amends the Foreign Intelligence Surveillance Act of 1978 (FISA) (as amended by the USA PATRIOT Act) to require the Federal Bureau of Investigation (FBI), in applications for court orders requiring the production of tangible things (commonly referred to as business records, including books, records, papers, documents, and other items) for an investigation to obtain foreign intelligence information not concerning a U.S. person or to protect against international terrorism or clandestine intelligence activities, to include a statement of specific and articulable facts showing reasonable grounds to believe that such things are relevant and material to an authorized investigation. (Currently, a general statement of facts must only show that the tangible things are relevant to an authorized investigation.) Requires that the items sought pertain only to an individual that is the subject of such investigation. Removes a list of production items currently designated as presumptively relevant. Requires a judge approving the release of such tangible things to enter orders directing the applicant to notify each person required to produce items of the right to challenge the legality of a production or nondisclosure order as well as the procedures for filing a petition for such a challenge. Removes a requirement that a judge considering a petition to modify or set aside a nondisclosure order treat as conclusive a certification by the Attorney General, Deputy Attorney General, an Assistant Attorney General, or the FBI Director that disclosure may endanger national security or interfere with diplomatic relations. Directs the Attorney General to make available to all Members of Congress information currently provided to House and Senate intelligence and judiciary committees, including the number of persons targeted for FISA orders, the number of times the Attorney General has authorized such information to be used in a criminal proceeding, and copies of applications, pleadings, orders, and decisions in matters before the Foreign Intelligence Surveillance Court and the Foreign Intelligence Surveillance Court of Review. Requires unclassified summaries of significant decisions, orders, or opinions of such Courts to be made available to the public. Directs the Inspector General of the Department of Justice (DOJ) and inspectors general of each element of the intelligence community authorized to acquire information pursuant to specified FISA orders to jointly report to Congress on the impact of such acquisitions on the privacy interests of U.S. persons. Requires the DOJ Inspector General to make such report available to the public, with any redactions limited to those necessary to protect properly classified information. Requires assessments and reviews regarding guidelines for targeting certain persons located outside the United States and minimization procedures to be submitted in unclassified form, with a classified annex permitted.

Encourage New Legalized Immigrants to Start Training Act or the ENLIST Act - Authorizes the enlistment in the armed forces of aliens unlawfully present in the United States on December 31, 2011, who: (1) have been continuously present in the United States since such date; (2) were younger than 15 years of age when they initially entered the United States; and (3) are otherwise eligible for original enlistment in a regular component of the Army, Navy, Air Force, Marine Corps, or Coast Guard. Requires the Secretary of Homeland Security (DHS) to adjust the status of an alien enlisted under such authority to the status of an alien lawfully admitted for permanent residence under provisions of the Immigration and Nationality Act applicable to aliens who entered the United States prior to January 1, 1972. Rescinds such lawful permanent resident status if the alien is separated from the armed forces under other than honorable conditions before serving the term of enlistment.

World War I American Veterans Centennial Commemorative Coin Act - Directs the Secretary of the Treasury to: (1) mint and issue $1 silver coins in commemoration of the centennial of America's involvement in World War I, and (2) hold a competition and provide compensation for its winner to design the obverse and reverse of the coins. Requires the design of such coins to be emblematic of the centennial of America's involvement in World War I. Permits the Secretary to issue such coins only during calendar year 2018. Subjects the coin sales to a surcharge of $10 per coin, payable by the Secretary to the World War I Centennial Commission.

Get Relief from Academic Debt Act of 2013 or the GRAD Act of 2013 - Amends title IV (Student Assistance) of the Higher Education Act of 1965 to allow borrowers of Direct Stafford Loans to opt to extend the period before they must begin to repay such loans to one year after they cease to carry at least one-half the normal full-time academic workload. (Currently, the repayment period for Direct Stafford Loans begins six months after borrowers cease to carry at least one-half the normal full-time academic workload.) Subsidizes the interest that accrues on Direct Stafford Loans for the first six months of that extended grace period. Makes this Act applicable to Direct Stafford Loans first disbursed on or after July 1, 2013.

To Aid Gifted and High-Ability Learners by Empowering the Nation's Teachers Act or the TALENT Act - Amends the Elementary and Secondary Education Act of 1965 to require state assessments of student proficiency to measure individual academic achievement, including above grade level achievement. Requires states to: (1) recognize local educational agencies (LEAs) that significantly increase the proportion of their students, overall and in specified student subgroups, that score at or above the advanced level of achievement on such assessments; (2) assist their LEAs and schools in providing additional educational assistance to advanced, gifted, and talented students; and (3) report annually a comparison of the performance of students between different LEAs at each level of achievement, disaggregated by specified student subgroups. Requires LEAs receiving school improvement funds to identify gifted and talented students and support their learning needs. Requires LEAs and partnerships that receive funding under the Teacher and Principal Training and Recruiting Fund program to train educators to identify gifted and talented students and implement instructional practices that support their education. Authorizes LEAs to use funding under: (1) the small rural school achievement program to support gifted and talented students, and (2) the rural and low-income school program to train teachers to meet the unique learning needs of gifted and talented students. Directs the Secretary, through the Director of the Institute of Education Sciences, to: (1) continue research and development activities regarding the education of gifted and talented students; (2) support a National Research and Dissemination Center on the Gifted and Talented; (3) administer demonstration grants that enhance the ability of educators to support gifted and talented students; and (4) ensure that statistical data regarding the education of gifted and talented children is collected, reported, analyzed, and disseminated. Amends the America COMPETES Reauthorization Act of 2010 to require the committee established to coordinate federal STEM (Science, Technology, Engineering, and Mathematics) education programs to encourage participating agencies to develop and implement programs for advanced students. Amends the National Defense Authorization Act for Fiscal Year 1991 to require the Secretary of Energy to use academic achievement as the basis for student participation in the Department of Energy's (DOE's) mathematics and science education programs for elementary and secondary school students and its prefreshman science, mathematics, and technology enrichment program for middle school students. Amends the America COMPETES Act to give Advanced Placement (AP) program and International Baccalaureate (IB) program grant priority to eligible entities that are part of a statewide strategy to increase the availability of AP or IB mathematics, science, and critical foreign language courses by making such courses available earlier than usual to students who are prepared for the work.

Wireless Tax Fairness Act of 2013 - Prohibits states or local governments from imposing any new discriminatory tax on mobile services, mobile service providers, or mobile service property (i.e., cell phones) for five years after the enactment of this Act. Defines "new discriminatory tax" as a tax imposed on mobile services, providers, or property that is not generally imposed on other types of services or property, or that is generally imposed at a lower rate, unless such tax was imposed and actually enforced prior to the date of enactment of this Act. Amends the federal judicial code to grant jurisdiction to federal district courts to grant injunctive and other appropriate relief to prevent, restrain, or terminate any acts in violation of this Act. Requires the Comptroller General (GAO) to conduct a study of the impact of state and local taxes on mobile services, providers, or property on the costs consumers pay for mobile services.

Guard Units and Reservists Deserve Remembrance Act - Directs the Secretary of Veterans Affairs (VA) to make available for purchase a memorial headstone or marker for the marked or unmarked grave of: (1) an individual who performed inactive duty training or active duty for training as a member of a National Guard or Reserve component for at least six years, but did not serve on active duty and is not otherwise ineligible for a memorial headstone or marker on account of the nature of the individual's separation from the Armed Forces or other cause; or (2) such an individual whose remains are unavailable. Permits such a headstone or marker to be purchased under this Act by: (1) the individual; (2) the surviving spouse, child, sibling, or parent of the individual; or (3) an individual other than the next of kin, as determined by the Secretary. Directs the Secretary to: (1) ensure that the prices of such headstones and markers are sufficient to cover their production and delivery costs, and (2) coordinate with the Secretary of Defense (DOD) in establishing procedures to determine whether an individual qualifies for the purchase of a memorial headstone or marker under this Act.

Rural Energy Investment Act of 2013 - Amends the Farm Security and Rural Investment Act of 2002 regarding the biobased markets program to: (1) extend program funding through FY2018, (2) increase the number of categories of biobased products designated and individual biobased products eligible for preferred purchasing, and (3) provide for a program of biobased product education and promotion activities. Amends the Rural Energy for America Program to: (1) extend Program funding through FY2018; (2) make nonprofit organizations eligible for assistance; (3) provide loan guarantees and grants to agricultural producers and rural small businesses for renewable energy system purchases, with a tiered loan and grant application process that reflects project cost; and (4) permit the combined amount of a grant and a loan guarantee to cover all eligible activity costs. Extends funding through FY2018 for: (1) biorefinery assistance, (2) the biodiesel fuel education program, (3) biomass research and development, (4) the Rural Energy Self-Sufficiency Initiative, (5) the biomass crop assistance program, (6) the forest biomass for energy program, (7) the community wood energy program, and (8) the feedstock flexibility program for bioenergy producers.

Local Taxpayer Relief Act - Amends the Impact Aid Improvement Act of 2012 to make permanent amendments that Act made to the Impact Aid program (which compensates local educational agencies [LEAs] for the financial burden of federal activities affecting their school districts) that: require the valuation of the federal property located within the boundaries of an LEA by calculating the valuation, for property tax purposes, of all property within the LEA's boundaries and then multiplying that value by the proportion of that property that is federal property; alter the formula for determining the foundation payments due LEAs for federal ownership of property when appropriations for a fiscal year are insufficient to provide them with full compensation; alter the formula for determining the payments due LEAs for eligible federally-connected children who are displaced from federal property or Indian lands due to housing renovation or rebuilding; and direct the Secretary of Education to complete Impact Aid payments to eligible LEAs within three fiscal years of their appropriation. Amends the Impact Aid program of the Elementary and Secondary Education Act of 1965 to alter the formula for determining the payments due LEAs for eligible federally-connected children. Includes not only children in average daily attendance but also those enrolled pursuant to a state open enrollment policy. Continues an LEA's eligibility for such payments while activities associated with military base closures and realignments or force structure changes or relocations are ongoing. Allows the calculation of such payments using current student counts instead of prior fiscal year data when LEAs experience a specified influx of new federally-connected students due to federal activities or the closure of an LEA that was receiving Impact Aid due to federally-connected children. Requires the Secretary to allow LEAs to count their federally-connected children using the date they register their students for the fiscal year for which their application is filed. Alters the formula for determining the construction payments due LEAs that are eligible for other Impact Aid payments. Divides 80% of the construction funds evenly between LEAs impacted by military dependent children and LEAs impacted by children residing on Indian lands, with the remainder reserved for emergency repair and modernization grants to LEAs serving Indian lands or experiencing a specified influx of new students due to federal activities. Alters the formula for determining whether a state's plan for equalizing assistance to its LEAs will except it from the prohibition on state aid to LEAs being affected by Impact Aid payments. Requires new LEAs applying for Impact Aid to have boundaries established by state law and the authority to tax or receive an imputed local tax. Reauthorizes appropriations for the Impact Aid program.

Authorizes the Secretary of the Air Force to make a competitive grant to an existing biofuels research center in the United States to conduct pilot-scale research, development, and testing of bio-based fuels for use by the Air Force as aviation fuel for jet aircraft. Permits a recipient to use grant funds to train military and civilian personnel in the new technologies and to conduct a study regarding the economic feasibility of a full-scale bio-based aviation fuel production facility. Directs the Secretary to give preference to a center that: (1) has the capacity and expertise necessary to quickly and efficiently conduct such research, development, and testing; and (2) is located in close proximity to specified raw materials, a military installation with responsibility for military air transportation, and a private or commercial airport with capacity to host a research and pilot production facility.

Coal Residuals Reuse and Management Act of 2013 - Amends the Solid Waste Disposal Act (SWDA) to authorize states to adopt and implement coal combustion residuals permit programs. Requires states that decide to implement such a program to: (1) certify that such program meets the specifications of this Act, and (2) maintain either an approved program or system for the disposal of hazardous waste from households or small quantity generators or an authorized state hazardous waste program. Requires the agency implementing such coal combustion residuals permit programs to apply the revised criteria established by this Act to owners or operators of structures that receive such residuals, including surface impoundments. Sets forth requirements for: (1) the certification, inspection, and evaluation of structures under such programs; (2) the preparation and maintenance of emergency action plans in the event of dam safety emergency for surface impoundments that pose a high hazard potential; and (3) the mitigation of such hazards. Authorizes a state agency responsible for implementing a program to require: (1) action to correct structural deficiencies according to a schedule, and (2) closure of a structure if such deficiencies are not corrected according to such schedule. Directs such agency to require each structure that first receives coal combustion residuals after this Act's enactment to be constructed with a base located a minimum of two feet above the upper limit of the water table, with specified exceptions. Directs such agency to require structures to address wind dispersal of dust by requiring cover or by wetting coal combustion residuals with water to a moisture content that prevents wind dispersal, facilitates compaction, and does not result in free liquids. Authorizes structure owners or operators to propose alternative methods that will provide comparable or more effective control of dust. Authorizes such agency to conduct or require monitoring and testing to ensure structure compliance with program requirements. Sets forth revised criteria for program structures with respect to: (1) design, groundwater monitoring, corrective action, closure, and post-closure care; (2) location restrictions in floodplains, wetlands, fault areas, seismic impact zones, and unstable areas; (3) air quality; (4) financial assurance; (5) surface water; and (6) record keeping. Sets forth revised criteria for: (1) run-on and run-off control systems for landfills and other land-based units other than surface impoundments that receive coal combustion residuals; and (2) run-off control systems for surface impoundments that receive coal combustion residuals. Establishes deadlines for owners and operators to comply with such criteria. Requires such agency to issue a final permit incorporating the requirements of such program or deny an application within specified time frames. Authorizes owners and operators to continue to operate a structure until: (1) such deadlines are in effect; and (2) such agency issues a final permit incorporating the requirements of such program or a final denial for an application submitted requesting such a permit, if such structure meets such criteria. Sets forth: (1) closure requirements for surface impoundments if they do not have specified liner systems and do not meet specified design criteria for municipal solid waste landfills, and (2) deadlines for compliance with the groundwater protection standard for structures subject to corrective action. Requires the time period and method for a structure's closure to be set forth in a closure plan that establishes a deadline for completion of closure as soon as practicable and that takes into account the site-specific characteristics of such structure. Directs the closure plan for a surface impoundment to require the removal of liquid and the stabilization of remaining waste as necessary to support the final cover. Requires the Administrator of the Environmental Protection Agency (EPA) to provide a state with notice of, and an opportunity to remedy, deficiencies with respect to meeting program requirements. Establishes: (1) conditions under which the Administrator shall implement such a program for a state, and (2) requirements for implementation or resumption of a program by a state for which the Administrator is implementing a program. Prohibits such a program from applying to the utilization, placement, and storage of coal combustion residuals at surface mining and reclamation operations. Prohibits this Act from being construed to alter the EPA's regulatory determination, entitled "Notice of Regulatory Determination on Wastes from the Combustion of Fossil Fuels," that the fossil fuel combustion wastes addressed do not warrant regulation as hazardous waste under SWDA.

Directs the Speaker of the House of Representatives and the President Pro Tempore of the Senate to make arrangements for the presentation of a congressional gold medal to Jack Nicklaus in recognition of his service to the nation in promoting excellence and good sportsmanship. Directs the Secretary of the Treasury to strike such gold medal and to strike and sell duplicate bronze medals at a price sufficient to cover the costs of the gold and bronze medals.

21st Century STEM Competitive Jobs Act - Amends the Elementary and Secondary Act of 1965 to direct the Secretary of Education to award matching grants to local educational agencies (LEAs) to improve science, technology, engineering, and mathematics (STEM) education. Requires grantees to use grant funds to collaborate with institutions of higher education and local, regional, or national employers in STEM fields to: (1) carry out dual-credit courses that offer both secondary school and college credit and incorporate STEM education and STEM workplace training, (2) assist students in being placed in internships or apprenticeships with those employers, and (3) develop STEM curricula and metrics. Permits grantees to use grant funds for: (1) STEM tutoring and mentoring programs; (2) STEM outside-the-classroom, after-school, or summer programs; and (3) STEM instructional materials or equipment.

Flood Insurance Implementation Reform Act of 2013 - Delays until three years after enactment of this Act the requirement of the Biggert-Waters Flood Insurance Reform Act of 2012 (Biggert-Waters) that any property located in an area participating in the national flood insurance program have the risk premium rate charged for flood insurance on the property adjusted to accurately reflect its current risk of flood. Amends the National Flood Insurance Act of 1968 to delay until five years after enactment of Biggert-Waters the prohibition against provision to prospective insureds of flood insurance by the Federal Emergency Management Agency (FEMA) at (subsidy) rates less than full actuarial estimates for property purchased after enactment of Biggert-Waters. Prohibits FEMA, when determining whether a community has made adequate progress on flood protection improvement systems, from counting federal funding or participation in such efforts. Makes flood insurance available at certain special flood hazard area rates to riverine and coastal levees located in a community which FEMA has determined to be in the process of restoring a flood protection system previously accredited on a Flood Insurance Rate Map as providing 100-year frequency flood protection but which no longer does so. Requires such rates to apply without regard to the level of federal funding or participation. Amends Biggert-Waters to authorize FEMA to to use other funds in addition to those specified in that Act to carry out a specified affordability study. Requires FEMA, upon notice to certain congressional committees that it cannot submit the report on that study by the current deadline, to specify in such notice an alternative method of gathering the requisite information and subsequently to submit the information so gathered. Directs FEMA to: (1) identify, review, update, maintain and publish National Flood Insurance rate maps pertaining to areas protected by non-structural flood mitigation features; and (2) work with states, local communities, and property owners to identify such areas and features.

Responding to Urgent Needs of Survivors of the Holocaust Act or RUSH Act - Amends the Older Americans Act of 1965 to include specifically within its purview older Americans who are Holocaust survivors. Authorizes the Administrator for Community Living to designate, within the Administration for Community Living of the Department of Health and Human Services (HHS), a person with specialized training, background, or experience with issues of Holocaust survivors to implement services for them. Requires a state nutrition project to: (1) ensure that project meals meet the dietary needs of program participants based on religious, cultural, or ethnic requirements; and (2) encourage individuals who distribute nutrition services to engage in conversation with homebound older individuals and to be aware of the warning signs of medical emergencies, injury, or abuse in order to reduce isolation and promote wellbeing. Amends the Older Americans Act Amendments of 2006 to require the study of nutrition projects to analyze the abilities of service providers to obtain viable contracts for special foods necessary to meet a religious requirement, required dietary need, or ethnic consideration. Authorizes the HHS Assistant Secretary for Aging to make grants to or contract with states, public agencies, private nonprofit agencies, institutions of higher education, and organizations, including tribal organizations, to support programs that provide transportation services and resources to older individuals with the greatest economic or social need.

Password Protection Act of 2013 - Amends the federal criminal code to subject to a fine any employer who knowingly and intentionally: (1) compels or coerces any person to provide the employer with a password or similar information to access a protected computer not owned by such employer; or (2) discharges, disciplines, discriminates, or threatens to take such actions, against any person who fails to authorize access to such computer, has filed a complaint or instituted a proceeding regarding such action, or testified or is about to testify in any such proceeding. Declares that nothing in this Act shall be construed to limit the authority of a court of competent jurisdiction to grant equitable relief in a civil action, if the court believes that the information sought to be obtained is relevant to protecting the intellectual property, a trade secret, or confidential business information of the party seeking relief. Exempts an employer's actions from such prohibition if: (1) the employer discharges or disciplines an individual for good cause; (2) the employer complies with federal or state laws or regulations governing brokers, dealers, and investment advisers; (3) a state enacts a law that specifically waives such prohibition with respect to a particular class of state or agency employees and the employer's action relates to an employee in such class; or (4) an executive agency, military department, or other executive branch entity specifically waives the prohibition with respect to a particular class of employees who may have access to classified information.

Federal Price Gouging Prevention Act of 2013 - Makes it unlawful for any person, during a proclaimed international crisis affecting the oil market, to sell gasoline or any other petroleum distillate at a price that: (1) is unconscionably excessive, and (2) indicates the seller is taking unfair advantage of the circumstances of the crisis to increase prices unreasonably. Authorizes the President to issue such a proclamation citing the geographic area, gasoline or other petroleum distillate, and time period (not to exceed 30 consecutive days) covered. Permits such a proclamation to be renewed as the President determines appropriate and to include a period of up to one week preceding a reasonably foreseeable emergency. Sets forth factors to be considered in determining if a violation of this Act has occurred. Requires the Federal Trade Commission (FTC) to enforce a violation of this Act as an unfair or deceptive act or practice and to give priority to enforcement actions concerning companies with U.S. sales over $10 billion per year. Prescribes civil and criminal penalties for violations, but limits the criminal penalty to criminal actions brought by the Department of Justice (DOJ). Authorizes a state to bring a civil action to enforce this Act. Declares that nothing in this Act preempts any state law.

Veteran Employment Transition Act - Amends the Internal Revenue Code to: (1) revise the definition of "qualified veteran" for purposes of the work opportunity tax credit to include recently discharged veterans, and (2) make permanent the work opportunity tax credit for qualified veterans. Requires the Department of Defense (DOD) and the National Guard to inform military personnel who are discharged or released from active duty of the work opportunity tax credit and provide them with documentation relating to eligibility for and use of such credit. Requires the Secretaries of Labor, Veterans Affairs, and Defense to enter into an agreement to govern the coordination of veteran job training services. Requires the Secretaries of Labor and Veterans Affairs to prepare reports on the veteran job training programs of their respective departments. Amends the DOD pilot program for assessing the feasibility and advisability of permitting enlisted personnel to obtain civilian credentialing or licensing for skills required for military occupational specialties to require the designation as military occupational specialties of the MOS 31B Military Police, MOS 15Q AC-Air Traffic Controller, and the MOS 12M Fire Protection, in addition to not fewer than three and not more than five additional military occupational specialties. Amends the Small Business Act to direct the head of each executive department to submit an annual report to the Administrator of the Small Business Administration (SBA) containing the percentage of the total value of all prime contracts awarded by the executive department during the preceding one-year period to small business concerns owned and controlled by service-disabled veterans.

Social Enterprise Ecosystem and Economic Development Commission Act of 2013 or the SEEED Commission Act of 2013 - Establishes the Commission on the Advancement of Social Enterprise to examine and make recommendations on ways the federal government can support and utilize social enterprises. Requires the Commission to: (1) establish criteria for identifying social enterprises for purposes of federal programs, and (2) identify opportunities for the federal government to engage social enterprises in creating jobs and strengthening local economies.

Silviculture Regulatory Consistency Act of 2013 - Amends the Federal Water Pollution Control Act (commonly known as the Clean Water Act) to prohibit the Administrator of the Environmental Protection Agency (EPA) from requiring, or from promulgating regulations that direct a state to require, a permit under the national pollutant discharge elimination system for a discharge of stormwater runoff resulting from the conduct of the following silviculture activities: nursery operations, site preparation, reforestation, thinning, prescribed burning, pest and fire control, harvesting operations, surface drainage, and road use, construction, and maintenance. Specifies that nothing in this Act exempts a silvicultural activity resulting in the discharge of dredged of fill material from permit requirements for discharges into navigable waters.

Kids First Research Act of 2013 - Amends the Internal Revenue Code to terminate: (1) the taxpayer election to designate $3 of income tax liability for financing of presidential election campaigns, (2) the Presidential Election Campaign Fund, and (3) the Presidential Primary Matching Payment Account. Redesignates the Presidential Election Campaign Fund as the 10-Year Pediatric Research Initiative Fund. Makes amounts in the Fund available only for allocation to national research institutes and national centers through the Common Fund for making grants for pediatric research under this Act. Requires deposit into the Treasury general fund of any amounts in the Pediatric Research Initiative Fund that remain unobligated on October 1, 2024. Amends the Public Health Service Act to require the Director of the National Institutes of Health (NIH), through the Division of Program Coordination, Planning, and Strategic Initiatives, to allocate funds appropriated under this Act to the national research institutes and national centers for making grants for pediatric research representing important areas of emerging scientific opportunities, rising public health challenges, or knowledge gaps that deserve special emphasis and would benefit from conducting or supporting additional research that involves collaboration between two or more national research institutes or national centers, or would otherwise benefit from strategic coordination and planning. Authorizes $13 million out of the 10-Year Pediatric Research Initiative Fund for each of FY2014-FY2023 for pediatric research through the Common Fund. Requires such funds to supplement, not supplant, funds otherwise allocated by NIH for pediatric research. Prohibits the use of such amounts for any purpose other than making grants for pediatric research described in this Act.

Savings, Accountability, Value, and Efficiency Act or the SAVE Act - Requires within six months after the enactment of this Act and every two years thereafter: (1) the Director of the Office of Management and Budget (OMB) to develop and publish a national strategy for managing excess and underutilized federal real property; and (2) the Administrator of the General Services Administration (GSA) to develop and implement a plan to improve the Federal Real Property Profile that ensures the data collected is complete, accurate, and consistent. Requires the Administrator for Federal Procurement Policy to issue guidance to federal agencies for reinvigorating the role of the competition advocate. Requires OMB to issue government-wide savings goals for the strategic sourcing of goods and services by executive agencies. Requires agency chief information officers to report to OMB on agency efforts to identify and eliminate potentially duplicative information technology investment. Requires the Federal Chief Information Officer to develop and implement the Federal Data Center Optimization Initiative to optimize the usage and efficiency of federal data centers. Requires OMB to issue recommendations for reducing or consolidating the number of federal data centers by at least 40% by the end of FY2018 and by at least 80% by the end of FY2023. Rescinds unobligated budget authority for the Department of Energy (DOE) Advanced Technology Vehicles Manufacturing Loan Program. Amends title XI (General Provisions) of the Social Security Act to require the Secretary of Health and Human Services (HHS) to submit to Congress a report on efforts to finalize plans and schedules for fully implementing and expanding the use of the Integrated Data Repository and on actions taken to plan, schedule, and conduct training on the One Program Integrity System. Amends the USEC Privatization Act to expand the definition of "uranium" for purposes of transfers and sales to include depleted uranium and any byproduct of uranium processing. Requires OMB to develop a strategy to assess the collective results of federal funding for the reduction of mobile source diesel emissions and to identify and eliminate any unnecessary duplication, overlap, and fragmentation of such activities. Repeals a provision of the Food, Conservation, and Energy Act of 2008 establishing an inspection and grading program for catfish and other species of farm-raised fish or shellfish.

Amends federal shipping law to extend through October 31, 2028, the exemption of certain vessels from the requirement that U.S. passenger vessels having berth or stateroom accommodations for at least 50 passengers be constructed of fire-retardant materials in order to be granted a certificate of inspection. Continues to apply this exemption only to vessels in operation before January 1, 1968, which operate only within the Boundary Line (the dividing point between inland waters and high seas).

Pregnant Workers Fairness Act - Declares it an unlawful employment practice for employers, employment agencies, labor organizations, and other specified entities to: (1) fail to make reasonable accommodations to known limitations related to the pregnancy, childbirth, or related medical conditions of job applicants or employees, unless the accommodation would impose an undue hardship on such an entity's business operation; (2) deny employment opportunities based on the need of the entity to make such reasonable accommodations; (3) require such job applicants or employees to accept an accommodation that they choose not to accept; or (4) require such employees to take leave if another reasonable accommodation can be provided to their known limitations. Sets forth enforcement procedures and remedies under the Civil Rights Act of 1964, Congressional Accountability Act of 1995, Government Employee Rights Act of 1991, and the rights and protections extended to presidential offices. Directs the Equal Employment Opportunity Commission (EEOC) to issue regulations to carry out this Act, including the identification of reasonable accommodations addressing known limitations related to pregnancy, childbirth, or related medical conditions.

Amends the National Defense Authorization Act for Fiscal Year 2013 to direct the Secretary of Defense (DOD) to ensure that each beneficiary other than an active-duty beneficiary who is enrolled in TRICARE Prime (a DOD managed health care program), as of September 30, 2013, may make a one-time election to continue such enrollment, notwithstanding that an existing TRICARE contract does not allow for such enrollment based on the location in which the beneficiary resides. Allows the beneficiary to continue in such enrollment while residing in the same ZIP Code in which the beneficiary resided at the time of election. Allows such a beneficiary to elect, at any time, to instead enroll in TRICARE Standard.

Free Flow of Information Act of 2013 - Prohibits a federal entity (an entity or employee of the judicial or executive branch or an administrative agency of the federal government), in any matter arising under federal law, from compelling a covered person to testify or produce any document related to information obtained or created as part of engaging in journalism unless a court makes specified determinations by a preponderance of the evidence, including determinations that: (1) alternative sources have been exhausted; (2) the testimony or document sought is critical to the investigation, prosecution, or defense of a crime or the successful completion of a noncriminal matter; (3) disclosure of an information source's identity is necessary to prevent an act of terrorism, harm to national security, imminent death, significant bodily harm or to identify a person who has disclosed a trade secret, individually identifiable health information, or certain nonpublic personal information; and (4) the public interest in compelling disclosure of the information or document involved outweighs the public interest in gathering or disseminating news or information. Defines "covered person" as a person who, for financial gain or livelihood, is engaged in journalism, including a supervisor, employer, parent, subsidiary, or affiliate of such a person. Excludes from that definition foreign powers and their agents and certain designated foreign terrorist organizations. Defines "journalism" as the gathering, preparing, collecting, photographing, recording, writing, editing, reporting, or publishing of news or information that concerns local, national, or international events or other matters of public interest for dissemination to the public. Requires the content of compelled testimony or documents to be limited and narrowly tailored. Prohibits this Act from being construed as applying to civil defamation, slander, or libel claims or defenses under state law. Applies this Act to communications service providers with regard to testimony or any record, information, or other communication that relates to a business transaction between such providers and covered persons. Sets forth notice requirements. Permits a court to delay notice to a covered person upon determining that such notice would pose a substantial threat to the integrity of a criminal investigation.

Quicker Veterans Benefits Delivery Act - Prohibits the Secretary of Veterans Affairs (VA), during the six-year period after the enactment of this Act, from requesting a medical examination in connection with a claim for veterans' disability compensation when the claimant submits medical evidence provided by a non-VA medical professional that is competent, credible, probative, and otherwise adequate for making a claim decision. Requires the Secretary, during the same period: (1) to assign a prestabilization disability rating of total, 50%, or 30%, as appropriate; (2) to provide temporary minimum disability ratings for veterans not assigned a permanent rating; and (3) to not count any veteran assigned a prestabilization or temporary minimum rating under any backlog of unassigned ratings. Authorizes the Secretary, during the same period, to certify benefit payments by mail or account deposit before the first day of the month for which such payments are due.

Directs the Secretary of Labor to: (1) award competitive Brookwood-Sago Mine Safety Grants to entities for research and outreach to prevent and treat Black Lung Disease, and (2) deposit into the Fund amounts collected as civil penalties for mandatory health or safety standard violations committed by mine operators.

Foreign Manufacturers Legal Accountability Act of 2013 - Expresses the sense of Congress with respect to jurisdiction of courts in the United States over foreign manufacturers that import products into the United States. Directs the Food and Drug Administration (FDA) (with respect to drugs, devices, cosmetics, and biological products), the Consumer Product Safety Commission (CPSC) (with respect to consumer products), and the Environmental Protection Agency (EPA) (with respect to chemical substances, new chemical substances, and pesticides) to require foreign manufacturers and producers of such products (or components used to manufacture them), in excess of a minimum value or quantity, to establish a registered agent in the United States authorized to accept service of process on their behalf for the purpose of any state or federal regulatory proceeding or civil action in state or federal court. Deems a foreign manufacturer or producer of products covered under this Act that registers an agent to consent to the personal jurisdiction of the state or federal courts of the state in which the agent is located for the purpose of any civil or regulatory proceeding. Requires any person who imports into the United States a covered product manufactured or produced outside the United States to provide to the U.S. Customs and Border Protection (CBP) a declaration that to the best of the person's knowledge, with respect to the importation of each covered product, the foreign manufacturer or producer of the product has registered an agent in the United States. Directs the CBP Commissioner to prescribe related regulations. Subjects an importer who fails to provide or files a false declaration to certain penalties. Requires the Secretary of Agriculture and the Commissioner of Food and Drugs jointly to study the feasibility and advisability of requiring foreign producers of food distributed in commerce to establish a registered agent in the United States who is authorized to accept service of process on behalf of such producers for the purpose of all civil and regulatory actions in state and federal courts. Requires the head of each agency cited in this Act similarly to study feasible and advisable methods of requiring foreign manufacturers or producers of component parts of covered products distributed in U.S. commerce to establish registered agents in the United States for purposes of such service of process.

Nurse Staffing Standards for Patient Safety and Quality Care Act of 2013 - Amends the Public Health Service Act to require hospitals to implement a staffing plan that includes a minimum direct care registered nurse-to-patient ratio by unit, adjustments above the minimum ratio under appropriate circumstances, and compliance with minimum licensed practical nurse staffing requirements. Requires the Secretary of Health and Human Services (HHS) to develop a national acuity tool to establish nurse staffing requirements above minimum ratios. Directs the Secretary to adjust Medicare payments to hospitals to cover additional costs incurred in providing services to Medicare beneficiaries that are attributable to compliance with such ratios. Authorizes a nurse to object to, or refuse to participate in, any activity, policy, practice, assignment or task if in good faith it would violate minimum ratios under this Act or if the nurse is not prepared by education, training, or experience to fulfill the assignment without compromising the safety of any patient or jeopardizing the license of the nurse. Prohibits a hospital from: (1) taking specified actions against a nurse based on the nurse's refusal to accept an assignment for such a reason; or (2) discriminating against any patient, employee, or any other individual for good faith complaints or grievances relating to the care, services, or conditions of the hospital or of any affiliated or related facilities. Prohibits actions by hospitals to restrain such rights. Sets forth enforcement provisions. Applies provisions of this Act through federal health programs, including Medicare, Medicaid, and Department of Veterans Affairs (VA) health benefits programs. Includes stipends in the nurse workforce loan repayment and scholarship program. Expands the nurse retention grant program to authorize programs to implement nurse preceptorship and mentorship projects.

DSH Reduction Relief Act of 2013 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to delay from FY2014 to FY2016 commencement of the period during which the Secretary of Health and Human Services (HHS) is required to pay to any "subsection (d) hospital": (1) 25% of the amount of the disproportionate share hospital (DSH) payment that would otherwise be made to it for the fiscal year, plus (2) an additional payment amount according to a specified formula. (Generally, a subsection [d] hospital is an acute care hospital, particularly one that receives payments under Medicare's inpatient prospective payment system [IPPS] when providing covered inpatient services to eligible beneficiaries.) Amends SSA title XIX (Medicaid) to delay from the beginning of FY2014 until the beginning of FY2016 (and so eliminate for FY2014 and FY2015) aggregate reductions in DSH allotments for all states.

Application Privacy, Protection, and Security Act of 2013 or the APPS Act of 2013 - Directs mobile device application developers, before the application collects personal data about the user, to notify the user and obtain the user's consent regarding the terms and conditions governing the collection, use, storage, and sharing of such personal data. Excludes from such notice and consent requirements any "de-identified data" that cannot reasonably be used to identify or infer information about, or otherwise be linked to, a particular individual or mobile device, as determined with a reasonable level of justified confidence based on the available methods and technologies, the nature of the data at issue, and the purposes for which the data will be used. Requires developers to: (1) provide users with a method to withdraw such consent and to request that the developer delete personal data or refrain from further data collection or sharing, and (2) take measures to prevent unauthorized access to personal and de-identified data. Requires violations to be treated as unfair or deceptive acts or practices under the Federal Trade Commission Act. Directs the Federal Trade Commission (FTC) to promulgate regulations to implement and enforce this Act. Authorizes states to bring civil actions in federal court on behalf of affected state residents. Declares that nothing in this Act prohibits a developer from disclosing or preserving personal data or de-identified data as required by other federal laws or, except when superceded by this Act, the laws of a state or political subdivision, including court orders. Permits a developer to satisfy the requirements of this Act by adopting and following a code of conduct for consumer data privacy that: (1) was developed in a multistakeholder process convened by the National Telecommunications and Information Administration (NTIA), as described in the document issued by the President on February 23, 2012, entitled Consumer Data Privacy in a Networked World: A Framework for Protecting Privacy and Promoting Innovation in the Global Digital Economy; and (2) is approved pursuant to FTC regulations.

Brewers Excise and Economic Relief Act of 2013 - Amends the Internal Revenue Code to: (1) reduce from $18 to $9 (the pre-1991 level) the per-barrel tax on beer; and (2) further reduce the rate of such tax on brewers who produce not more than 2 million barrels of beer during the calendar year.

Oversight of Sensitive Military Operations Act - Directs the Secretary of Defense (DOD) to notify the congressional defense and appropriations committees of any sensitive military operation (a lethal or capture operation conducted by U.S. Armed Forces outside the United States) promptly following such operation. Requires: (1) the Secretary to submit to such committees procedures for complying with such requirement consistent with U.S. national security and the protection of operational integrity, and (2) such committees to ensure that committee procedures designed to protect the unauthorized disclosure of U.S. national security information are sufficient to protect the information submitted. Makes the notification requirement inapplicable to a sensitive military operation executed within Afghanistan pursuant to the Authorization for Use of Military Force. Requires the Secretary to submit to such committees an explanation of the legal and policy considerations and approval processes used in determining whether an individual or group could become the target of a sensitive military operation. Directs the Secretary to provide such committees quarterly briefings on DOD counterterrorism operations and related activities involving special operations forces.

Biennial Budgeting and Enhanced Oversight Act of 2013 - Amends the Congressional Budget Act of 1974 (CBA) to require: (1) biennial (instead of annual) budget resolutions, (2) biennial appropriations Acts, and (3) biennial government strategic and performance plans. Defines the budget biennium as the two consecutive fiscal years beginning on October 1 of any odd-numbered year. Makes conforming amendments to the Rules of the House of Representatives, the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act), and the CBA.
