Justice for the Unprotected Against Sexually Transmitted Infections among the Confined and Exposed Act of 2006 or the JUSTICE Act of 2006 - Requires the Attorney General to direct the Bureau of Prisons to allow community organizations to distribute sexual barrier protection devices (e.g., condoms) and to engage in sexually transmitted infection (STI) counseling and prevention education in federal correctional facilities. Prohibits a federal correctional facility from taking adverse action against a prisoner who possesses or uses a sexual barrier protection device. Expresses the sense of Congress that states should allow for the legal distribution of sexual barrier protection devices in their correctional facilities. Directs the Attorney General to: (1) conduct a survey of all educational, testing, and other programs in federal and state correctional facilities for reducing the spread of STIs; and (2) develop and implement a five-year strategy to reduce the prevalence and spread of STIs in such facilities.

Commends the efforts of U.S. officials who have helped secure the Comprehensive Peace Agreement and the Darfur Peace Agreement. Supports the appointment of an adequately staffed Presidential Special Envoy for Sudan to develop and coordinate U.S. policy toward Sudan. Urges the Envoy's mandate to include: (1) deterring further escalation of violence and humanitarian disaster in the Darfur region of Sudan while ensuring civilian protection and implementation of the Darfur Peace Agreement; (2) facilitating the development of an international peacekeeping mission to Darfur; (3) coordinating reconstruction in Southern Sudan and other marginalized areas; (4) coordinating the return of refugees and displaced people in Darfur and southern Sudan; (5) consolidating peace in Northern Uganda; (6) coordinating efforts to ensure transformation of the Sudan People's Liberation Army (SPLA) into a professional armed force; (7) working toward achieving a peaceful and democratic Sudan by ensuring that free and fair elections are held; and (8) coordinating efforts toward achieving accountability for the crimes committed in Darfur.

Federal Living Wage Responsibility Act - Requires the Federal government and any employer under a Federal contract or subcontract exceeding $10,000 to pay each of their respective workers: (1) an hourly wage (or salary equivalent) necessary for such employee to earn, while working 40 hours a week on a full-time basis, not less than the amount of the Federal poverty level for a family of four; and (2) an additional amount, based on the locality in which a worker resides, sufficient to cover the costs to such worker to obtain specified fringe benefits not provided by the worker's employer. Exempts employers that are: (1) small business concerns; or (2) nonprofit, tax-exempt organizations, if the ratio of the total compensation of the chief executive officer to that of the full-time equivalent of their lowest-paid employee is not greater than 25 to 1. Directs the Secretary of Labor to enforce this Act. Makes federal contractors that are part of a pattern or practice of violations of such wage requirements subject to federal contract suspension, a five-year ineligibility period, and liability for government costs of obtaining a replacement contractor. Provides for judicial review of the Secretary's determinations, and authorizes the President to suspend the provisions of this Act in times of emergency. Allows an aggrieved worker to bring a civil action against an employer for appropriate relief for a violation of this Act, if the employer has not paid or reinstated the worker as a result of the administrative action.

Linking Educators and Developing Entrepreneurs for Reaching Success (LEADERS) Act - Authorizes the Secretary of Education to support business incubation at institutions of higher education that award associate or baccalaureate degrees. Directs the Secretary to make competitive, matching awards to: (1) a nonprofit entity that manages or provides technical assistance to a degree-granting institution's affiliated incubator (or to the institution that manages in the absence of such an entity), for helping acquire or renovate space for incubators, and for developing curricula, providing services, or providing programming for entrepreneurs housed in an incubator; and (2) a degree-granting institution or a nonprofit local government or community development organization, for feasibility studies to determine the need for or siting of incubators. Requires the Secretary to reserve certain amounts for research regarding best practices for incubator programs, including the development of a benchmarking system based on uniform measures, and for dissemination of information regarding such practices. Authorizes contracts for such purposes with organizations with expertise in business incubation practices.

Program for Real Energy Security Act or the PROGRESS Act - Establishes the National Commission on Energy Security and Transition to New Fuels. Sets forth the duties of the Commission, including to make recommendations to Congress and the President for: (1) preserving the national energy security in the event of a terrorist attack or natural disaster; and (2) reducing U.S. dependence on foreign oil over a specified period. Establishes: (1) the New Manhattan Center for High Efficiency Vehicles; and (2) the Advisory Council on Federal Participation. Requires the Secretary of Energy to carry out a program of grants to federal and private sector researchers (including the Center) to research and develop alternative fuels and technologies to improve the productivity of U.S. automotive firms in the manufacture of high efficiency vehicles. Establishes a grant program to provide assistance to retail and wholesale motor fuel dealers or other entities to install, replace, or convert motor fuel storage and dispensing infrastructure for use in the storage and dispensing of biobased fuels. Sets forth requirements calling for: (1) the production and distribution of biobased fuels (ethanol) and deployment of new engine technologies for fuel-flexible, hybrid, plug-in hybrid, and biodiesel vehicles; (2) greater use of alternative fuels in dual fueled vehicles operating in the federal fleet; and (3) the increase and expansion of employer-provided mass transit fringe benefits. Transit Rail Accommodation Improvement and Needs Act - Allows for the shared use of rail carrier trackage and rail rights-of-way by mass transportation authorities. Authorizes capital investment grants to improve intercity passenger rail service. Allows a tax credit to holders of qualified high-speed rail infrastructure bonds. Railroad Track Modernization Act of 2006 - Establishes a capital grant program for the rehabilitation, preservation, or improvement of railroad track of class II and class III railroads. Requires the issuance of regulations implementing reliability standards for the safe transportation of energy supplies by rail.

Prescription Coverage Now Act of 2006 - Amends part D (Voluntary Prescription Drug Benefit Program) of title XVIII (Medicare) of the Social Security Act to direct the Secretary of Health and Human Service to provide for an expedited process for the qualification for low-income assistance through a request to the Secretary of the Treasury for tax return and other information sufficient to identify: (1) whether the individual involved is likely eligible for subsidies; and (2) the amount of premium and cost-sharing subsidies for which they would qualify based on such information. Increases the maximum permissible resource level for subsidy eligibility. Waives the late enrollment penalty for subsidy-eligible individuals for the first 24 months of non-enrollment.

21st Century High-Performing Public School Facilities Act of 2006 - Requires the Secretary of Education to make grants in each fiscal year to local educational agencies (LEAs) in each state for the construction, modernization, or repair of kindergarten, elementary, or secondary schools to make them safe, healthy, high-performing, and technologically up-to-date. Gives priority to LEAs serving a high number or percentage of disadvantaged children and those whose public schools are in relatively poor condition. Requires LEAs to contribute funds toward the costs of the program, but uses a sliding scale that factors in the relative poverty of an LEA's service area. Requires the Secretary to make low-interest loans to LEAs in each fiscal year for the same purposes and with the same priorities given in the distribution of the grants. Establishes the School Construction, Modernization, and Repair Revolving Fund consisting of amounts derived from the low-interest loans and appropriations made to the Fund by this Act. Amends part D of title II of the Elementary and Secondary Education Act of 1965 to authorize and make appropriations for educational technology.

Global Resources and Opportunities for Women to Thrive Act of 2006 or the GROWTH Act of 2006 - Targets assistance for women in developing countries with respect to: (1) microenterprises; (2) small and medium enterprises; (3) private property rights and land tenure security; (4) employment access; (5) trade benefits; (6) exchanges with U.S. entrepreneurs; (7) Millennium Challenge Account assistance; and (8) indigenous women's organizations. Directs the Secretary of State to establish the Global Resources and Opportunities for Women to Thrive (GROWTH) Fund to enhance economic opportunities for very poor, poor, and low-income women in developing countries with a focus on: (1) increasing women-owned enterprise development; (2) increasing property rights for women; (3) increasing women's access to financial services; (4) increasing women in leadership in implementing organizations, such as indigenous nongovernmental organizations, community-based organizations, and regulated financial intermediaries; (5) improving women's employment benefits and conditions; and (6) increasing women's ability to benefit from global trade.

Shirley A. Chisholm United States-Caribbean Educational Exchange Act of 2006 - Authorizes the Secretary of State to establish the Shirley Chisholm United States-Caribbean Educational Exchange Program under which scholars and secondary, undergraduate, and graduate students from the Caribbean would attend U.S. schools, participate in activities designed to promote a greater understanding of U.S. values and culture, and have the option to live with a U.S. host family. Directs the United States Agency for International Development (USAID) to develop a comprehensive program that extends and expands existing primary and secondary school initiatives in the Caribbean to provide: (1) teacher training methods; and (2) increased community involvement in school activities.

Joshua Omvig Veterans Suicide Prevention Act - Directs the Secretary of Veterans Affairs to develop and implement a comprehensive program for reducing the incidence of suicide among veterans. Requires the program to include: (1) mandatory training for appropriate staff and contractors of the Department of Veterans Affairs who interact with veterans; (2) screening of veterans who receive medical care at a Department facility for suicide risk factors; (3) referral of at-risk veterans for counseling and treatment; (4) a suicide prevention counselor at each Department medical facility; (5) research for suicide prevention and for mental health care for veterans who have experienced sexual trauma while in military service; (6) 24-hour veterans' mental health care availability; and (7) a toll-free hotline. Expresses the sense of Congress that: (1) suicide among veterans suffering from post-traumatic stress disorder (PTSD) is a serious problem; and (2) the Secretary should take in the special needs of PTSD-afflicted veterans in developing and implementing the program.

Living American Wage (LAW) Act of 2006 - Expresses the sense of Congress that: (1) the federal minimum wage should be adjusted every four years so that a person earning such wage may earn an annual income of not less than 112% of the federal poverty threshold; and (2) Congress or the states may establish higher minimum wage requirements than that established in this Act. Amends the Fair Labor Standards Act of 1938 to revise calculation of the federal minimum wage to be not less than $5.15 an hour beginning September 1, 1997, and not less than the minimum hourly wage sufficient for a person to earn an annual income that is 12% higher than the federal poverty threshold for a two person household, with one child under age 18 years of age, beginning January 1, 2007.

Protection Against Transmission of HIV for Women and Youth Act of 2006 - States that it shall be U.S. policy to: (1) pursue a global HIV prevention strategy that emphasizes the needs of married and unmarried women and girls and addresses the factors that lead to gender disparities in HIV infection rates; and (2) balance funding for HIV prevention methods. Directs the President to: (1) formulate and submit to the appropriate congressional committees, and make available to the public, a comprehensive and culturally appropriate global HIV prevention strategy that addresses the HIV vulnerability of married and unmarried women and girls and seeks to reduce the factors that lead to gender disparities in HIV infection rates; (2) ensure that the United States coordinates its overall HIV/AIDS policy and programs with foreign governments, international organizations, other donor countries, and indigenous organizations; (3) provide clear guidance to U.S. field missions; and (4) implement a monitoring and evaluation system.

Safe Climate Act of 2006 - Amends the Clean Air Act to direct the Environmental Protection Agency (EPA) to promulgate: (1) targets for a 2% reduction in greenhouse gas emissions each year from 2010-2050 ; and (2) regulations requiring reductions to meet such targets, including by setting caps on emissions of sources and sectors with the largest emissions or the best opportunities to reduce them, by issuing and authorizing trading of emission allowances, and by imposing penalties for excess emissions. Requires relevant federal agencies to finalize a rule to carry out the National Academies' recommendations for regulatory action needed to reduce atmospheric greenhouse gas concentrations or explain their reasons for declining to act. Requires the President to submit to Congress a plan for the distribution of emission allowances (including through auctions) and the use of proceeds (to be deposited in a Climate Reinvestment Fund) for specified goals, including mitigating the effects of energy cost increases and climate change. Requires the EPA to ensure that emissions and allowances are accurately tracked, reported, and verified. Authorizes the emission reduction regulations to include: (1) additional requirements for any source or sector; and (2) performance standards, best management practices, and technology-based requirements. Requires such regulations to set standards for the reduction of greenhouse emissions from motor vehicles at least as quickly as the standards adopted by the California Air Resources Board at its September 2004 hearing. Requires the EPA to revise such standards in 2014 and every five years thereafter to further reduce emissions. Amends the Public Utility Regulatory Policies Act of 1978 to direct the Secretary of Energy to: (1) require, beginning in 2009, an annual increase in the percentage of electric energy generated from renewable sources that is sold at the retail level in the United States and to require such percentage to be at least 20% of the total electricity sold by 2020; and (2) set end-user savings targets for retail electric-energy and natural gas suppliers. Authorizes DOE to: (1) increase the required percentage of end-user savings for years after 2020; and (2) allow suppliers to achieve the targets through a market-based trading system.

Declares that Congress: (1) recognizes that minorities and women still face unique challenges entering into and obtaining upper level positions within the financial services industry; and (2) encourages financial institutions to take specified steps to increase participation of women and minorities in the industry. Expresses the sense of Congress that: (1) active measures should be taken by employers and educational institutions to increase the demographic diversity of the financial services industry; and (2) diversity within the financial services industry is vitally important not only to promoting innovation and creativity in the industry but to developing a more inclusive workforce for a fair and just economy.

Menu Education and Labeling Act or the MEAL Act - Amends the Federal Food, Drug and Cosmetic Act to require restaurants that are a part of a chain with 20 or more locations doing business under the same trade name to disclose: (1) in a statement adjacent to each menu item, the number of calories, grams of saturated fat plus trans fat, and milligrams of sodium in a standard food serving; (2) other information designed to enable the public to understand the significance of the nutrition information provided in the context of a total daily diet; (3) that such information shall be provided in writing upon request; and (4) in a statement adjacent to the name of the food on a menu board, the number of calories in a serving of the food. Exempts condiments, items placed on a table or counter for general use, daily specials, temporary menu items, and irregular menu items from these requirements. Requires restaurants that sell self-serve food, such as through salad bars or buffet lines, to place a sign that lists the number of calories per standard serving adjacent to each food offered. Permits retail food establishments to voluntarily provide, and states to require, additional nutritional information. Requires vending machine operators to provide a conspicuous sign disclosing the number of calories in each item of food offered.

Calls for legislation to be enacted by October 1, 2008, to guarantee that every person in the United States is entitled to receive all medically necessary care under a system of care that meets specified requirements, including that: (1) the system provides a single universal standard of excellence in care; (2) such care is affordable to all and there are no financial barriers to needed care; (3) the system provides comprehensive benefits and promotes prevention and early intervention; and (4) the system maximizes consumer choice of health care providers.

District of Columbia Fair and Equal House Voting Rights Act of 2006 - Considers the District of Columbia a congressional district for purposes of representation in the House of Representatives. Applies to the District in the same manner as it applies to a state the federal law providing for the fifteenth and subsequent decennial censuses and for apportionment of Representatives in Congress. Limits the District to one Member under any reapportionment of Members. Modifies the formula regarding the number of presidential electors to subject it to the Twenty-Third amendment to the Constitution in the case of the District. Makes conforming amendments to federal law regarding the Armed Forces (appointments to service academies). Increases membership of the House from 435 to 437 Members. Provides for a reapportionment of Members resulting from such increase. Makes conforming amendments to the District of Columbia Elections Code of 1955. Repeals provisions of: (1) the District of Columbia Delegate Act establishing the office of District of Columbia Delegate to the House of Representatives; and (2) the District of Columbia Statehood Constitution Convention Initiative of 1979 providing for electing a Senator and Representative for the District.

Amends part D (Voluntary Prescription Drug Benefit Program) of title XVIII (Medicare) of the Social Security Act to: (1) extend the 2006 and 2007 initial enrollment periods for the Medicare prescription drug benefit; (2) suspend the late enrollment penalty through December 31, 2007; and (3) permit Medicare beneficiaries to change enrollment in a prescription drug plan during the first 12 months of enrollment. Prohibits a PDP sponsor, beginning with 2006, from removing a covered part D drug from the plan formulary, or imposing a restriction or limitation on the coverage of such a drug, other than at the beginning of each plan year, except as the Secretary may permit to take into account new therapeutic uses and newly covered part D drugs. Requires each PDP sponsor to furnish to each plan enrollee, at the time of each annual coordinated election period, a notice of any changes in the formulary or other part D drug coverage restrictions or limitations that will take effect for the upcoming plan year.

Fannie Lou Hamer, Rosa Parks, and Coretta Scott King Voting Rights Act Reauthorization and Amendments Act of 2006 - Amends the Voting Rights Act of 1965 to revise requirements for: (1) the use of election examiners and observers; (2) declaratory judgment on the issue of voting qualifications or standards intended to diminish the ability of U.S. citizens to elect preferred candidates; and (3) award of attorney fees in enforcement proceedings to include expert fees and other reasonable costs of litigation. Extends bilingual election requirements through August 5, 2032. Revises the requirements for determining states and political subdivisions covered by them to require use of 2010 American Community Survey census data. Amends the Voting Rights Act of 1965 with respect to the prohibition against the use of tests or devices to deny the right to vote in any federal, state, or local election. Extends both the prohibition and the date for mandatory congressional reconsideration of it.

Preservation of Records of Servitude, Emancipation, and Post-Civil War Reconstruction Act of 2006 - Requires the Archivist of the United States to: (1) establish, as part of the National Archives, an electronically searchable database of historic records of servitude, emancipation, and post-Civil War reconstruction contained within federal agencies for genealogical and historical research; and (2) preserve relevant records. Requires the National Historical Publications and Records Commission to provide grants to states, colleges and universities, and genealogical associations to preserve records and establish databases of local records of such information.

States that Congress: (1) believes initiating military action without congressional approval in response to Iran's nuclear program does not fall within the President's "Commander-in-Chief" powers under the Constitution; (2) rejects any suggestion that P.L.107-40, the authorization of force resolution approved in response to the terrorist attacks of September 11, 2001, extends to authorizing military action against Iran over its nuclear program; (3) rejects any suggestion that P.L.107-243, the authorization of force resolution approved by Congress to go to war with Iraq, extends to authorizing military action against Iran over its nuclear program; and (4) believes that seeking congressional authority prior to taking military action against Iran is not discretionary, but is a legal and constitutional requirement.

Expanding American Homeownership Act of 2006 - Amends the National Housing Act to: (1) modify guidelines governing the maximum principal loan obligation; (2) extend the mortgage term; and (3) revise requirements for cash payment by the mortgagor in the eligibility criteria for mortgage insurance. Authorizes the Secretary of Housing and Urban Development (Secretary) to establish a mortgage insurance premium structure involving a single premium payment collected prior to the insurance of the mortgage that may vary during the mortgage term as long as the basis for determining the variable rate is established before the execution of the mortgage. Permits the Secretary to insure any mortgage covering a one-family unit in a condominium project if the project has a certain blanket mortgage insured by the Secretary. Revises requirements for the Mutual Mortgage Insurance (MMI) Fund. Sets limitations upon the Secretary's authority to enter into commitments for loan guarantees. Makes insurance of a Native Hawaiian or Indian reservation mortgage the obligation of the MMI Fund (instead of the General Insurance Fund). Eliminates the limitation placed upon the aggregate number of home equity conversion mortgages insured under the Act. Authorizes the Secretary to insure a home equity conversion mortgage when its primary purpose is to enable an elderly mortgagor to purchase a 1-to 4 family dwelling in which the mortgagor will occupy one of the units. Authorizes the Secretary to enter into agreements to insure temporarily certain mortgages for a single family residence located within a presidentially declared major disaster area.

American Dream Act - Amends the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 to repeal the denial of an unlawful alien's eligibility for higher education benefits based on state residence unless a U.S. national is similarly eligible without regard to such state residence. Authorizes the Secretary of Homeland Security to cancel the removal of, and adjust to conditional permanent resident status, an alien who: (1) entered the United States prior to his or her sixteenth birthday, and has been present in the United States for at least five years immediately preceding enactment of this Act; (2) is a person of good moral character; (3) is not inadmissible or deportable under specified grounds of the Immigration and Nationality Act; and (4) at the time of application, has been admitted to an institution of higher education, or has earned a high school or equivalent diploma. Sets forth the conditions for conditional permanent resident status. Authorizes an alien who has satisfied the appropriate requirements prior to enactment of this Act to petition the Secretary for conditional permanent resident status. Sets forth requirements respecting: (1) exclusive jurisdiction; (2) confidentiality; (3) fee prohibitions; (4) higher education assistance; and (5) a Government Accountability Office (GAO) report respecting the number of aliens adjusted under this Act.

Independent Pharmacy Protection Act of 2006 - Amends part D (Voluntary Prescription Drug Benefit Program) of title XVIII (Medicare) of the Social Security Act to require each prescription drug plan contract entered into with a plan sponsor to provide for: (1) the availability of direct deposit payments; (2) an increased dispensing fee for generic drugs; and (3) payments within 10 days for certain pharmacies. Requires the dispensing fee paid to a participating pharmacy for a generic covered part D drug therapeutically equivalent and bioequivalent to a brand name covered part D drug dispensed through the pharmacy to be at least 50% greater than the dispensing fee for the brand name drug. Limits to $10 the dispensing fee paid to a participating pharmacy for a generic covered part D drug. Prohibits a prescription drug plan, subject to exception by the Secretary of Health and Human Services, from decreasing the dispensing fee paid to a participating pharmacy for a brand name drug to an amount less than the dispensing fee paid for it on the date of enactment of this Act. Applies this Act to contracts with a Medicare Advantage organization in the same manner as they apply to those with a prescription drug plan sponsor.

Expresses the sense of Congress that the government of Japan should: (1) issue an apology for the sexual enslavement of young women (known as "comfort women") during the colonial occupation of Asia and the Pacific Islands from the 1930s through the duration of World War II; (2) educate future generations about this crime against humanity; (3) publicly refute claims that the subjugation and enslavement of such women never occurred; and (4) follow the recommendations of the United Nations and Amnesty International with respect to the "comfort women."

Disaster Assistance Employment and Reemployment Rights Act of 2006 - Amends the Robert T. Stafford Disaster Relief and Emergency Assistance Act to prohibit the termination or demotion of, or other discrimination in the terms and conditions of employment against, an employee who, when activated by the Federal Emergency Management Agency (FEMA) as a disaster assistance employee reservist, is absent from or late to work. Makes this provision inapplicable if such person is absent for more than 90 days per calendar year. Allows an employer to: (1) charge against the employee's regular pay any time that an employee loses from employment because of such activation; and (2) request the employee to provide written verification from FEMA of the time and dates of such activation. Requires any such employee to make a reasonable effort to notify his or her employer of such absences or lateness. Authorizes a person who has been terminated, demoted, or otherwise discriminated against in violation of this Act to bring a civil action in U.S. district court if the action is commenced within one year after the violation.

Puerto Rico Self-Determination Act of 2006 - States that Congress reaffirms the inherent authority of the government of the Commonwealth of Puerto Rico to call, and hereby expressly authorizes the calling of, a constitutional convention through the election of delegates for the purpose of establishing a mechanism for self-determination. Provides that, upon the approval by a constitutional convention in the Commonwealth of a self-determination option, the convention shall submit a self-determination proposal to Congress for approval. Requires submission of the proposal, upon approval by Congress with or without modifications, to the people of the Commonwealth for appoval or rejection in a referendum. Requires enactment of a joint resolution of Congress approving the terms of the proposal, including implementing provisions, if the people of Puerto Rico approve the proposal in the referendum. Provides that, if a self-determination proposal is not approved by Congress or by the people of Puerto Rico in a referendum, the Government of the Commonwealth should call for a new constitutional convention, including an election by the people of Puerto Rico of new delegates to the convention, for the purpose of formulating and submitting to Congress a new self-determination proposal.

Commends the Africa Union Mission in Sudan (AMIS) in monitoring the N'Djamena Ceasefire Agreement in Darfur and its role in diminishing some acts of violence. Condemns: (1) the continued genocide against civilians in Darfur by the government of Sudan and government-sponsored militias; and (2) the continued violations by both parties to the Agreement. Calls on both parties to the Agreement to abide by its terms and engage in good-faith negotiations to end the Darfur conflict. Calls on the government of Sudan to: (1) withdraw all military aircraft from the region; and (2) cease support for the Janjaweed militia and rebels from Chad; and (3) disarm the Janjaweed militias. Calls on: (1) the African Union (AU) to work closely with the United Nations and the North Atlantic Treaty Organization (NATO) to strengthen its capacity to deter violence and instability until a U.N. peacekeeping force is fully deployed in Darfur; and (2) NATO to extend its AU advisor mission. Calls on the U.N. Security Council to approve a trained and adequate Darfur peacekeeping mission. Urges the President to take steps to improve the security situation in Darfur, including by: (1) proposing that NATO implement an interim civilian protection force; and (2) requesting supplemental funding to support AMIS and a NATO mission in Darfur.

Sail Only if Scanned Act of 2006 - Amends federal shipping law to to authorize an ocean shipping container to enter the United States, either directly or via a foreign port, only if the container is scanned with equipment, and secured with a seal, that meets certain standards before it is loaded on the vessel for shipment to the United States.
