Amends the Internal Revenue Code with respect to the additional requirements for qualified veterans mortgage bonds to: (1) revise the definition of a qualified veteran to mean any veteran who served on active duty (removes the limitation of service before January 1, 1977) and who applied for financing before 30 years after leaving service (removes the additional proviso of, or before January 31, 1985); (2) revise the State veterans limit; and (3) permit a State to elect to carry forward any of such unused limitation.

Identity Theft Penalty Enhancement Act - Amends the Federal criminal code to establish penalties for aggravated identity theft. Prescribes sentences of two years' imprisonment for knowingly transferring, possessing, or using, without lawful authority, a means of identification of another person during and in relation to specified felony violations (including felonies relating to theft from employee benefit plans and various fraud and immigration offenses), and five years' imprisonment for knowingly taking such action during and in relation to specified felony violations pertaining to terrorist acts, in addition to the punishments provided for such felonies. Prohibits a court from: (1) placing any person convicted of such a violation on probation; (2) reducing any sentence for the related felony to take into account the sentence imposed for such a violation; or (3) providing for concurrent terms of imprisonment for a violation of this Act and any other violation, except, in the court's discretion, an additional violation of this section. Expands the existing identify theft prohibition to: (1) cover possession of a means of identification of another with intent to commit specified unlawful activity; (2) increase penalties for violations; and (3) include acts of domestic terrorism within the scope of a prohibition against facilitating an act of international terrorism.

Constitutional Amendment - Declares that the rights of victims of violent crime, being capable of protection without denying the constitutional rights of those accused of victimizing them, are hereby established and shall not be denied by any State or the United States and may be restricted only as provided in this article. States that a victim of violent crime shall have: (1) the right to reasonable and timely notice of any public proceeding involving the crime and of any release or escape of the accused; (2) the rights not to be excluded from such public proceeding and reasonably to be heard at public release, plea, sentencing, reprieve, and pardon proceedings; and (3) the right to adjudicative decisions that duly consider the victim's safety, interest in avoiding unreasonable delay, and just and timely claims to restitution from the offender. States further that these rights shall not be restricted except when and to the degree dictated by a substantial interest in public safety or the administration of criminal justice, or by compelling necessity. States that nothing in this article shall be construed to provide grounds for a new trial or to authorize any claim for damages. Authorizes only the victim or the victim's lawful representative to assert the rights established by this article. Prohibits any person accused of the crime from obtaining any form of relief under this article.

Anti-Hoax Terrorism Act of 2003 - Amends the Federal criminal code to set penalties for engaging in conduct with intent to convey false or misleading information that may reasonably be believed and that concerns an activity which would violate prohibitions regarding biological weapons, chemical weapons, nuclear materials, or weapons of mass destruction. Makes any persons who engage in such conduct jointly and severally liable to any party incurring expenses incident to any emergency or investigative response to that conduct. Directs the court to order a defendant who has been convicted of such an offense to reimburse any party incurring such expenses. Specifies that an order of reimbursement shall, for the purposes of enforcement, be treated as a civil judgment.

Viet Nam Human Rights Act of 2003 - Prohibits U.S. nonhumanitarian assistance to the Government of Viet Nam (except for any program assisted in FY 2003) unless the President certifies to Congress that: (1) the Government of Viet Nam has made substantial progress toward releasing all political and religious prisoners from imprisonment, including respecting freedom of religion and the human rights of members of ethnic minority groups in the Central Highlands or elsewhere in Viet Nam; and (2) neither any official of the Government of Viet Nam nor any entity owned by such Government was complicit in a severe form of trafficking in persons (or the Government of Viet Nam took appropriate steps to end such complicity). Authorizes the President to waive such requirements if increased U.S. nonhumanitarian assistance would promote the purposes of this Act or is otherwise in the U.S. national interest. Requires the President to ensure that certain human rights requirements are applied to multilateral nonhumanitarian assistance to Viet Nam by specified international financial institutions. Authorizes the President to provide U.S. assistance, through appropriate nongovernmental organizations, for the support of individuals and organizations to promote human rights and nonviolent democratic change in Viet Nam. Declares it is U.S. policy: (1) to take such measures as are necessary to overcome the jamming of Radio Free Asia by the Government of Viet Nam; and (2) that educational and cultural exchange programs with Viet Nam should promote progress toward freedom and democracy. Declares it is U.S. policy to offer refugee resettlement to Viet Nam nationals (including members of the Montagnard ethnic minority groups) who are eligible for the Orderly Departure Program or any other U.S. refugee program, but who were deemed ineligible for reasons of administrative error or certain circumstances beyond their control. Directs the Secretary of State to report annually to Congress on: (1) whether requirements in the President's determination and certification have been met, or on the President's waiver of such requirements; (2) U.S. efforts to secure transmission sites for Radio Free Asia in countries close to Viet Nam; (3) efforts to ensure that educational and cultural exchange programs with Viet Nam promote certain participation policies; (4) U.S. steps to offer refugee resettlement to certain Viet Nam nationals; (5) actions of the Government of Viet Nam reflecting compliance with or violation of human rights; (6) lists of persons believed to be persecuted by the Government of Viet Nam for their pursuit of human rights; and (7) a description of projects funded by multilateral organizations operating in Viet Nam.

No Social Security for Illegal Immigrants Act of 2003 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to exclude from creditable wages and self-employment income any wages earned for services by aliens illegally performed in the United States and self-employment income derived from a trade or business illegally conducted in the United States.

Quality Cancer Care Preservation Act - Amends part B (Supplementary Medical Insurance) of title XVIII (Medicare) of the Social Security Act (SSA) to revise the payment amount for covered drugs and biologicals furnished during a calendar quarter that are not paid on a cost or prospective payment basis. Changes such amount from 95 percent of the average wholesale price to 120 percent of the average sales price of the drug or biological for the second preceding calendar quarter. Requires drug manufacturers to report average sales prices each calendar quarter for covered drugs and biologicals. Directs the Secretary of Health and Human Services to: (1) revise the practice expense relative value units for drug administration services (including chemotherapy administration services) in accordance with this Act to determine the units to be used in determining the fee schedule amounts paid for drug administration services under the Medicare program; (2) recognize and make payments under Medicare for chemotherapy support services furnished incident to physicians' services; (3) recognize and establish a payment amount for the service of cancer therapy management to account for the greater pre-service and post-service work associated with visits and consultations conducted by physicians treating cancer patients compared to typical visits and consultations; and (4) develop a revised methodology for determining the payment amounts for services that are paid under the Medicare fee schedule and that do not have physician work relative value units, including radiation oncology services. Amends SSA title XVIII to provide that if the Secretary requires direct supervision of a service by a physician, that supervision requirement may be fulfilled by one or more physicians other than the physician who ordered the service.

Requires engine coolant or antifreeze sold after January 1, 2004, that is manufactured after July 1, 2003, and that contains more than ten percent ethylene glycol, to include denatonium benzoate at a minimum of 30 parts per million (or other equally effective aversive agent) as a bittering agent so as to render it unpalatable. Requires a manufacturer or packager of such product to maintain records of compliance with this Act. Declares that any manufacturer, distributor, recycler, or seller of an automotive product required by this Act to contain an aversive agent shall not be liable (except for willful or wanton misconduct) for personal injury, death, or property damage that results from compliance with this Act. Declares this Act inapplicable to: (1) the sale of a motor vehicle that contains engine coolant or antifreeze; or (2) wholesale containers of engine coolant or antifreeze containing 55 gallons or more of engine coolant or antifreeze.

Animal Fighting Prohibition Enforcement Act - Amends the Animal Welfare Act to increase the imprisonment penalty for animal fighting violations from one year to two years. Makes it unlawful to sell, buy, transport, or deliver in interstate or foreign commerce a knife, gaff, or other sharp instrument used in a bird-fighting venture. Revises enforcement provisions. Permits euthanasia for an animal in extreme pain. Includes the Internet or any technology as interstate instrumentality.

Directs the Speaker of the House of Representatives and the President Pro Tempore of the Senate to arrange for the presentation, on behalf of Congress, of a gold medal to Prime Minister Tony Blair of the United Kingdom in recognition of his outstanding and enduring contributions to maintaining the security of all freedom-loving nations. Requires the Secretary of the Treasury to: (1) strike such gold medal (and authorizes the Secretary to strike and sell duplicate bronze medals); and (2) deposit sums received from the sale of the bronze medals into the U.S. Mint Public Enterprise Fund.

Don't Feed the Bears Act of 2003 - Requires the Secretary of the Interior to enforce the National Parks System regulatory prohibitions against the feeding and baiting of wildlife on National Park System lands and in wildlife refuge areas, in particular the intentional feeding of bears for the purpose of enticing them to a particular area to be hunted (bear baiting). Requires the Secretary of the Interior with respect to lands administered by the Bureau of Land Management, and the Secretary of Agriculture with respect to National Forest System lands, to adopt and enforce a regulation to prohibit individuals from intentionally feeding bears, including feeding for the purpose of bear baiting.

Rural Fire Department Equipment Priority Act of 2003 - Directs the Secretary of Defense to enter into an agreement with the Secretary of Agriculture to utilize the Federal Excess Personal Property program of the Forest Service to facilitate the reutilization of Department of Defense personal property by firefighting agencies in rural areas. Requires the priority given to such transfers by the Department of Defense to be at least equal to that given for transferring such property to military departments and defense agencies.

Expresses the sense of Congress that the President should renegotiate the Extradition Treaty between the United States of America and the United Mexican States (signed in Mexico City on May 4, 1978 (31UST5059)), so that the possibility of capital punishment or life imprisonment will not interfere with the timely extradition of criminal suspects from Mexico to the United States.

Amends the Internal Revenue Code to permit: (1) Federal civilian and military retirees to pay Federal Employees Health Benefits Program and TRICARE supplemental premiums on a pretax basis; and (2) a deduction (available to itemizers and nonitemizers) for TRICARE supplemental premiums and enrollment fees. Sets an implementation deadline of the first open enrollment period beginning not less than 90 days following enactment.

Encroachment on Military Bases Prevention Act - Amends the Endangered Species Act to prohibit the Secretary of the Interior (Secretary) from designating as critical habitat any lands or areas owned and controlled by the Department of Defense, or designated for its use, that are subject to an integrated natural resources management plan under the Sikes Act if the Secretary determines that such plan addresses special management considerations or protection. Requires the Secretary to consider impact on national security when making critical habitat determinations. Amends the Act commonly known as the National Park System General Authorities Act to require: (1) the Secretary to notify the Secretary of Defense of the exact military lands included in any study of an area for potential inclusion in the National Park System (NPS); and (2) the Secretary of Defense to evaluate the existing environmental protections for such lands and the importance of such lands to military readiness and preparation. Authorizes the Secretary of Defense to require the Secretary to exclude such lands if it is determined that current environmental protections are adequate and that their inclusion in the NPS would adversely affect military readiness and preparation. Amends the National Marine Sanctuary Act to prohibit the Secretary from including as a national marine sanctuary any area that the Secretary of Defense has designated for use for military readiness activities.

Consumer Assurance of Radiologic Excellence Act - Amends title XIX (Medicaid) of the Social Security Act to prohibit certain payments to States for expenditures for medical imaging procedures or radiation therapy procedures, unless the State meets specified requirements for State medical radiation licenses, including minimum licensing standards the Secretary of Health and Human Services shall establish.

Gifted and Talented Students Education Act of 2003 - Amends the Elementary and Secondary Education Act of 1965 to establish a grants program for gifted and talented students. Authorizes the Secretary of Education to award such grants to State educational agencies to make subgrants to local educational agencies to develop or expand gifted and talented education programs, and provide direct educational services and materials. Requires such grants to be made on a competitive basis if appropriations are within certain minimum and maximum amounts, and on a formula basis if appropriations exceed such specified maximum. Sets forth authorized State and local uses of grant funds and authorized activities. Prohibits use of such funds for purchase or upgrading of technological hardware. Directs the Secretary to ensure, where appropriate, that provision is made for the equitable participation of students and teachers in private nonprofit elementary schools and secondary schools, including the participation of teachers and other personnel in professional development programs serving such children.

Milk Import Tariff Equity Act - Amends the Harmonized Tariff Schedule of the United States to impose tariff-rate quotas (quantitative import limits) and provide various duty rates on certain casein, caseinates, milk protein concentrate, and other casein derivatives and glues imported into the United States (except imports from Mexico). Authorizes the President to: (1) enter into a trade agreement with a foreign country to grant new concessions as compensation in order to maintain the general level of reciprocal and mutually advantageous concessions; and (2) proclaim any necessary modification or continuance of any existing duty, or continuance of existing duty-free or excise treatment, or any quantitative limitation. Sets forth certain limits on the reduction of duties on such products.

Class Action Fairness Act of 2003 - Establishes a consumer class action bill of rights, including provision for: (1) judicial review and approval of noncash settlements; (2) protection against loss by class members because of payments to class counsel; (3) a prohibition against court approval of a proposed settlement providing for greater payments to class members because they are located in closer geographic proximity to the court; (4) a prohibition against court approval of a proposed settlement providing for payment of a greater share of the award to a class representative serving on behalf of a class; and (5) standardized settlement notification information. Grants the district courts original jurisdiction of any civil action in which the matter in controversy exceeds $2 million, exclusive of interest and costs, and is a class action in which any member of a class of plaintiffs is: (1) a citizen of a State different from any defendant; (2) a foreign state or a citizen or subject of a foreign state and any defendant is a citizen of a State; or (3) a citizen of a State and any defendant is a foreign state or a citizen or subject of a foreign state. Lists exceptions. Sets forth procedures for removal of interstate class actions to U.S. district court and for review of orders remanding class actions to State courts. Grants the courts of appeals jurisdiction of appeals from orders of the U.S. district courts granting or denying class certification under rule 23 of the Federal Rules of Civil Procedure under specified circumstances.

Child Abduction Prevention Act - Amends the Federal criminal code to: (1) make the authorized term of supervised release after imprisonment any term of years or life, and to require a term of supervised release of at least five years, for kidnaping and for other sexual crimes against or involving minors; (2) include aggravated child abuse and child torture murders within the scope of the definition of first degree murder; and (3) increase penalties for sexual exploitation and other abuse of children, for transportation for illegal sexual activity and related crimes, and for kidnaping children. Prohibits: (1) and increases the maximum sentence for traveling in or into the United States to engage in an illicit sexual act with another person (currently, with a juvenile); (2) traveling in foreign commerce and engaging in such sexual conduct; or (3) arranging or facilitating such travel. Establishes as a defense that the defendant reasonably believed the victim had attained age 18. Provides for mandatory life imprisonment of a person convicted of a Federal sex offense against a minor if the person has a prior sex conviction in which a minor was the victim, unless a death sentence is imposed. Establishes criminal liability for attempting to remove a child from the United States with intent to obstruct the lawful exercise of parental rights. Authorizes the interception of wire, oral, or electronic communications in the investigation of kidnaping, sex trafficking, specified sex offenses against children, or transportation for illegal sexual activity. Eliminates statutes of limitations for child abduction and for felony offenses of sexual abuse, sexual exploitation and other abuse of children, transportation for illegal sexual activity, or sex trafficking of children or by force. Bars pretrial release for persons charged with such offenses. Requires Federal, State, and local law enforcement agencies to report each case of a missing child under age 21 (currently, 18) reported to them to the National Crime Information Center. Directs the Attorney General to assign a national AMBER Alert Coordinator who shall establish minimum standards for the issuance of alerts and the extent of alert dissemination. Provides for grants to States for the development or enhancement of: (1) notification or communications systems along highways for alerts for the recovery of abducted children; and (2) programs and activities for the support of AMBER Alert communications plans. Increases authorized appropriations for the National Center for Missing and Exploited Children. Authorizes the use of COPS (Cops on the Beat, community policing) grants to assist a State in enforcing a convicted sex offender registration law.

American History and Civics Education Act of 2003 - Directs the Chairperson of the National Endowment for the Humanities (NEH) to award competitive grants to nonprofit educational institutions to establish: (1) Presidential Academies for Teaching of American History and Civics to offer workshops for teachers of American history and civics; and (2) Congressional Academies for Students of American History and Civics to offer workshops for outstanding students of American history and civics. Directs the NEA Chairperson to award a grant to an organization for the creation of a national alliance of elementary school and secondary school teachers of American history and civics.

Pancreatic Islet Cell Transplantation Act of 2003 - Amends the Public Health Service Act to include pancreases procured by an organ procurement organization and used for islet cell transplantation or research to be counted toward organ procurement organization certification. Establishes the Interagency Committee on Islet Cell Transplantation within the Department of Health and Human Services (HHS). Requires the Committee to study related issues, including Federal research funding, the effect of specified policies on transplantation, and data collection. Instructs the Secretary of HHS to request the Institute of Medicine to provide a study of the impact of islet cell transplantation on juvenile diabetes patients, including their health and the treatment's cost-effectiveness. Directs the Secretary, acting through the Administrator of the Centers for Medicare & Medicaid Services, to establish a demonstration project to assess the efficacy of pancreatic cell islet transplantation for individuals who: (1) have Type I (juvenile) diabetes; and (2) have end-stage renal disease; and (3) are Medicare beneficiaries. Establishes reporting requirements.

Wildfire Response Enhancement Act - Authorizes the Secretaries of Agriculture and the Interior to place an order with any Federal agency for goods or services directly related to fighting wildfires if the goods or services are necessary to properly respond to a wildfire without regard to a provision requiring a prior determination that the goods or services cannot be provided by contract as conveniently or cheaply by a commercial enterprise.

Los Padres National Forest Land Exchange Act of 2003 - Authorizes an exchange of approximately 340 acres held by the United Water Conservation District of California and approximately 420 acres of National Forest System lands. Allows the Secretary of Agriculture to reserve easements in the conveyance of National Forest System lands for access roads and trails, including perpetual unrestricted rights of pedestrian access to the Potholes trailhead of Los Padres National Forest. Requires the Secretary to provide reasonable access to privately owned inholdings in the District lands acquired under this Act. Stipulates that the District must construct a gravel parking area for the Potholes trailhead. Exempts water rights from this land exchange. Permits the District and the Secretary to equalize this exchange through a cash payment. Adds the District lands acquired under this Act to the Los Padres National Forest.

Public Lands Fire Regulations Enforcement Act of 2003 - Revises penalties for violations of the rules regulating the use of fire by visitors of public lands if such violation results in damage to public or private property. Changes the maximum $1,000 fine to a minimum $1,000 fine with respect to public lands under the Bureau of Land Management. Changes penalties with respect to National Park and National Forest Systems from a maximum $500 fine and six months imprisonment to a minimum $1,000 fine and a maximum 12 months imprisonment. Declares that the above fine amounts apply in lieu of the fines otherwise applicable under specified law pertaining to criminal procedure. Makes money collected from fines imposed for violation of fire rules under this Act available for the purposes of: (1) covering costs to the United States of any improvement, protection, or rehabilitation rendered necessary by the action that resulted in the fine; (2) reimbursing the affected agency for the cost of the response to such action, including investigations, damage assessments, and legal actions; and (3) increasing public awareness of rules, regulations, and other requirements regarding the use of fire on public lands.

Seniors Health and Independence Preservation Act of 2003 - Amends part C (Medicare+Choice) of title XVIII (Medicare) of the Social Security Act to: (1) consolidate and restate the Federal laws relating to the social health maintenance organization (SHMO) demonstration projects; and (2) make them permanent. Directs the Secretary of Health and Human Services to promulgate a regulation that permits each SHMO demonstration project to expand its service area to include areas within the State served by the organization that are not contiguous to any other service area of the organization. Permits the participation in the SHMO demonstration project program of: (1) the five organizations authorized under the Omnibus Budget Reconciliation Act of 1990 to demonstrate the concept of SHMOs that were approved by the Secretary in 1995; and (2) each entity that received a planning grant in 1998 under the 1997 Grants Program for Reforming Service Delivery for Dual Eligible Beneficiaries to develop a Second Generation Social HMO Demonstration Program. Requires the Secretary to notify the appropriate congressional committees before making any change to the benefits available under a SHMO demonstration project. Directs the Medicare Payment Advisory Commission to study and report to Congress on the cost-effectiveness of SHMO demonstration projects and their potential expansion. Requires the Secretary to conduct, and report to Congress on, a comparative qualitative survey of the satisfaction of Medicare beneficiaries enrolled in: (1) the original Medicare fee-for-service program under Medicare parts A (Hospital Insurance) and B (Supplementary Medical Insurance); (2) a Medicare+Choice plan under Medicare part C (Medicare+Choice); and (3) an SHMO.

Captive Wildlife Safety Act - Amends the Lacey Act Amendments of 1981 to define "prohibited wildlife species" as any live lion, tiger, leopard, cheetah, jaguar, or cougar. Declares it a prohibited act for any person to import, export, transport, sell, receive, acquire, or purchase in interstate or foreign commerce any prohibited wildlife species. Exempts from this prohibition licensed zoos, circuses, accredited sanctuaries, federally-licensed breeders, State entities (universities, wildlife rehabilitators or veterinarians), any incorporated humane society, animal shelter, or society for the prevention of cruelty to animals, persons transporting prohibited wildlife species to any such facility, and specified related organizations.

Protection of Lawful Commerce in Arms Act - Prohibits any qualified civil liability action from being brought in any State or Federal court and requires pending actions to be dismissed. Defines such an action to: (1) include an action brought against a manufacturer or seller of a firearm, ammunition, or a component of a firearm that has been shipped or transported in interstate or foreign commerce, or against a trade association of such manufacturers or sellers, for damages resulting from the criminal or unlawful misuse of a firearm; and (2) exclude an action brought against persons who transfer a firearm knowing that it will be used to commit a crime of violence or a drug trafficking crime; an action brought against a seller for negligent entrustment or negligence per se; an action in which a manufacturer or seller of a firearm willfully violated a State or Federal statute applicable to the sale or marketing of the firearm and the violation was a proximate cause of the harm for which relief is sought; an action for breach of contract or warranty in connection with the purchase of the firearm; or an action for physical injuries or property damage resulting directly from a defect in design or manufacture of the firearm when used as intended.

Training for Realtime Writers Act of 2003 - Directs the Secretary of Education to make competitive grants to eligible entities to promote training and placement of individuals, including individuals who have completed a court reporting training program, as realtime writers to meet requirements for closed captioning in video programming. Sets forth priorities to be given in the award of such grants. Limits grants to a two-year period and a maximum amount of $1.5 million.

Urges the Secretary of State to draft, introduce, and work toward the passage of a resolution addressing human rights abuses in North Korea at the 59th session of the United Nations Commission on Human Rights. Calls on the Government of the Democratic People's Republic of Korea to respect and protect the human rights of its citizens, such as those recognized in the Universal Declaration of Human Rights.

Rural Community Hospital Assistance Act of 2003 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to: (1) provide for establishment of the rural community hospital (RCH) program; (2) remove certain barriers to establishment of distinct part units by RCH and Medicare critical access hospital (CAH) facilities; (3) revise the CAH program; and (4) provide for coverage of costs for emergency room on-call physician assistants and nurse practitioners.

Fairness in Sentencing Act of 2003 - Amends the Sentencing Guidelines and Commentary to read as they read without regard to the effect of Amendment number 4 of the "Amendments to the Sentencing Guidelines, Policy Statements, and Official Commentary," submitted by the United States Sentencing Commission to Congress on May 1, 2002, that provided for a maximum base offense level for a defendant who receives a mitigating role adjustment.

Belarus Democracy Act of 2003 - Authorizes the President to support primarily indigenous Belarusian groups that are committed to the support of democratic processes in various activities that may include: (1) observation of elections and the promotion of free and fair electoral processes, including the development of democratic political parties; (2) development of independent media supported by nonstate-controlled printing facilities; (3) support of human rights; and (4) establishment of international exchanges and advanced professional training programs for leaders and members of democratic forces that foster the growth of civil society. Places economic sanctions on Belarus and bars senior Belarusian leaders and their immediate relations from entering the United States. Allows sanctions to be lifted only if the Belarusian Government meets specific democratic conditions. Affirms solidarity with the democratic forces in Belarus and calls upon the Government of Belarus to permit basic freedoms and allow free, fair and transparent presidential and parliamentary elections. Calls upon the Russian Government to use its influence to encourage democratic development in Belarus so that it can become an independent state that is integrated into Europe.

Renewing the Dream Tax Credit Act - Amends the Internal Revenue Code to permit a community homeownership tax credit based upon an applicable percentage of each qualified residence's eligible basis. Makes such credit available to residences located: (1) in a census tract with a median gross income not exceeding 80 percent of the greater area or statewide median gross income; (2) in a rural area; (3) on an Indian reservation; or (4) in an area of chronic economic distress. Prohibits a buyer's income from exceeding 80 percent (70 percent for families of less than three) of the area gross median income and requires owner occupancy. Specifies that the aggregate homeownership credit dollar amount which a homeownership credit agency (an "agency") may disburse is the portion of the "State homeownership credit ceiling" (the "ceiling") allocated to such agency. Allows "unused homeownership credit carryovers" to be allocated among qualified States. Sets aside at up to 90 percent least ten percent of a State's ceiling for certain housing projects in which a qualified nonprofit organization owns an interest and materially participates in the given project's development and operation throughout the credit period. Requires allocation of credit to residences to be in accordance with a "qualified allocation plan" of the agency issuing credit. Lists certain specified criteria such a plan must include and specifies that the plan must be approved by the governmental unit of which such agency is a part.

Former Prisoners of War Special Compensation Act of 2003 - Directs the Secretary of Veterans Affairs to pay special monthly compensation to each veteran who is a former prisoner of war and was detained or interned for at least 30 days. Provides various rates of payment, ranging from $150 for those detained for between 30 and 120 days to a maximum of $450 for those detained more than 540 days. States that such special compensation shall: (1) be in addition to any other authorized payments; and (2) shall not be considered income for purposes of eligibility under any Federal or federally assisted program. Prohibits the payment of veterans' disability compensation for any alcohol- or drug-related disability even if the abuse is secondary to a service-connected disability. Removes the requirement that former prisoners of war must have been detained or interned for at least 90 days in order to be eligible for veterans' outpatient dental care.

Clean, Learn, Educate, Abolish, Neutralize, and Undermine Production (CLEAN-UP) of Methamphetamines Act - Authorizes the Secretary of Agriculture and the Secretary of the Interior to carry out environmental cleanup and remediation programs involving specified lands that are contaminated with hazardous substances associated with illegal methamphetamine manufacture. Directs: (1) the Secretary of Transportation and the Administrator of the Environmental Protection Agency (EPA) to designate as hazardous certain byproducts of the methamphetamine production process and expand penalties against laboratory operators; (2) the Administrator of the Drug Enforcement Administration to list byproducts likely to cause long-term environmental harm; (3) the Secretary of Labor, acting through the Occupational Safety and Health Administration, to provide grants to State and local law enforcement for specified training and equipment acquisition; (4) the EPA Administrator to study the impact of methamphetamine laboratory operation on the environment; and (5) the Secretary of Health and Human Services to study contamination issues. Amends: (1) the Elementary and Secondary Education Act of 1965 to authorize grants for educational programs; (2) the Public Health Service Act to authorize grants to provide treatment; (3) the Omnibus Crime Control and Safe Streets Act of 1968 to include among permissible grant projects under the "cops on the beat" program hiring personnel and purchasing equipment; and (4) the Controlled Substances Act to set penalties for promoting, for commercial purposes, an entertainment event where the promoter knows that a controlled substance will be used or distributed in violation of specified law. Urges the President to seek commitments from the Canadian Government regarding the availability of pseudoephedrine.

The American Horse Slaughter Prevention Act - Prohibits a person from: (1) slaughtering a horse for human consumption; (2) importing to, or exporting from, the United States horseflesh or horses for human consumption; (3) selling, bartering, transferring, receiving, or distributing horseflesh or horses for human consumption; or (4) soliciting or knowingly causing any such actions. Sets forth provisions respecting: (1) criminal and civil penalties; (2) enforcement authority of the Secretary of Agriculture; (3) placement of confiscated horses; (4) euthanasia of unplaceable or severely injured or diseased horses; (4) funding of animal rescue facilities; and (5) exemptions.

ADA Notification Act - Amends the Americans with Disabilities Act of 1990 to deny jurisdiction to a court in a civil action for remedies unless the complainant has implemented specified notification procedures that include opportunity for correction of the alleged violation. States that, if a complainant fails to provide such an opportunity, the court: (1) shall impose an appropriate sanction upon the attorneys involved (notwithstanding the court's lack of jurisdiction to proceed with the action); and (2) may not allow plaintiff's attorneys' fees or costs (including litigation expenses) even if the notification criteria are subsequently met and the civil action proceeds.

United States Independent Film and Television Production Incentive Act of 2003 - Amends the Internal Revenue Code to establish an annual tax credit for 25 percent of up to the first $25,000 of qualified wages paid or incurred per qualified U.S. independent film and television production. Increases the credit to 35 percent if the production is located in an area eligible for designation as a low-income community or eligible for designation by the Delta Regional Authority as a distressed county or isolated area of distress.

Marriage IRA Fairness Act of 2003 - Amends Internal Revenue Code provisions concerning retirement savings to: (1) increase, with respect to the limitation on the deduction for active participants in certain pension plans, the phaseout threshold to $50,000 (twice such amount on a joint return) and provide an annual cost-of-living adjustment; (2) increase the applicable dollar amount for a Roth IRA to $95,000 (twice such amount on a joint return); and (3) eliminate the marriage penalty on the IRA deduction for active pension plan participants.
