Mark Takai Atomic Veterans Healthcare Parity Act This bill includes veterans who participated in the cleanup of Enewetak Atoll in the Marshall Islands between January 1, 1977, and December 31, 1980, as radiation exposed veterans for purposes of the Department of Veterans Affairs presumption of service-connection for specified cancers.

Streamlining Income-driven, Manageable Payments on Loans for Education Act or the SIMPLE Act This bill amends the Higher Education Act of 1965 to revise the process for enrolling a borrower in federal student loan repayment plans when the borrower is delinquent on payments for student loans under the Direct Loan program. Specifically, the Department of Education (ED) may use the tax information of certain delinquent borrowers for purposes of calculating their income-driven repayment plan options. ED must notify those borrowers about their delinquency and repayment plan options. ED must also establish and implement procedures for automatically recertifying the income of certain delinquent borrowers for the purpose of determining their repayment obligations.

Recognizes the importance of U.S. and international assistance to the people of Lebanon in order to build Lebanon's capacity to provide services and security, and particularly to curb Hezbollah's influence. Encourages coordination between the Department of State, the United Nations High Commissioner for Refugees, and humanitarian organizations to ensure that refugees from the conflict in Syria are supported so as to mitigate any destabilizing effect on their host countries. Recognizes that it is in U.S. interests to support negotiations to end the conflict in Syria, which would allow for the eventual return of the millions of Syrian refugees in Lebanon, Jordan, Turkey, and other countries. Supports full implementation of U.N. Security Council Resolution 1701 (calling for the disarmament of all armed groups in Lebanon). Recognizes the Lebanese Armed Forces (LAF) as the sole institution entrusted with the defense of Lebanon's sovereignty and supports U.S. partnerships with the LAF, particularly through the global coalition to defeat the Islamic State of Iraq and Syria (ISIS).

Veterans Transplant Coverage Act of 2016 This bill authorizes the Department of Veterans Affairs (VA) to: (1) provide for an operation on a live donor to carry out a transplant procedure for an eligible veteran notwithstanding that the live donor may not be eligible for VA health care, and (2) provide for such an operation at a VA or a non-VA facility. The VA shall furnish to such a donor any care or services that may be required before and after conducting with such procedure.

Plymouth 400th Anniversary Commemorative Coin Act of 2016 This bill directs the Department of the Treasury to issue up to 100,000 $5 gold coins, 500,000 $1 silver coins, and 750,000 half-dollar clad coins emblematic of the landing and settlement of Plymouth Colony, Massachusetts, the signing of the Mayflower Compact, and the role of the indigenous Wampanoag tribes in the realization of the settlement. These coins may be issued only during a two-year period beginning January 1, 2020. Sales of such coins shall include specified surcharges, which shall be paid by Treasury as follows: 50% to Plymouth 400, Inc., to support the its work to develop, implement, and provide oversight for the commemorations surrounding the events of 2020-2021 and to be distributed, at the organization's discretion, to local historical preservation and cultural organizations to support their work in educating the public about the settlement of 1620 and their continued existence for the benefit of future generations; 15% to Plimoth Plantation to support its effort to maintain the replica of the 1627 Plantation, the Mayflower II, and the replica of the Wampanoag Village; 15% to a Wampanoag tribal organization to continue programs to educate people about the life of the Wampanoag people prior to the Plymouth settlement and their interactions with the settlers; 10% to the General Society of Mayflower Descendants to support the continued restoration of the main facility in Plymouth, to provide funding for its research library at that site, and for educational purposes; and 10% to the Pilgrim Society to continue its work in displaying the story of the settlement and settlement artifacts.

Election Protection & Integrity Certification Act or the EPIC Act This bill amends the Internal Revenue Code to require an organization applying for tax-exempt status to certify that it will not: (1) use foreign funds to make certain expenditures in connection with an election, a political party, or an electioneering communication; or (2) solicit, accept, or receive a contribution or donation from a foreign national for an election or a political party. A tax-exempt organization must certify in its annual tax return that it has not violated the requirements described above. The Government Accountability Office must study the political activities of corporations to determine whether foreign money is being used in U.S elections. The bill amends the Federal Election Campaign Act of 1971 to require tax-exempt organizations filing certain reports regarding disbursements for independent expenditures or electioneering communications to certify that foreign funds were not used for the disbursements.

Agriculture Environmental Stewardship Act of 2016 This bill amends the Internal Revenue Code to allow energy tax credits through 2020 for investments in: (1) qualified biogas property, or (2) qualified manure resource recovery property. The bill also permits new clean renewable energy bonds to be used for such properties. "Qualified biogas property" comprises a system that: (1) uses anaerobic digesters or other specified processes to convert biomass into a gas which is at least 52% methane; and (2) captures the gas for use as a fuel. The term includes property that cleans and conditions the gas for use as a fuel. "Qualified manure resource recovery property" comprises a system that uses specified processes to recover the nutrients nitrogen and phosphorus from a non-treated digestate or animal manure by reducing or separating at least 50% of the nutrients, excluding any reductions during the incineration, storage, composting, or field application of the non-treated digestate or animal manure. The term also includes certain processing equipment. The Department of the Treasury must enter into an agreement with the National Renewable Energy Laboratory for a study of biogas and report to Congress on the study.

LGBT Data Inclusion Act This bill requires federal agencies that collect information through a survey that includes demographic data (where subjects self-report information or a proxy provides information about the subject or responds for all persons in a household) to establish data standards that require: a determination of which existing data sets exclude information about sexual orientation and gender identity; an identification, and a use, of appropriate methods to include questions on sexual orientation and gender identity in surveys that facilitate categorization and voluntary participation and that preserve privacy and confidentiality; and a routine assessment of needed changes in survey methods related to asking such questions. Agencies that publish reports relying on survey demographic data must include information on sexual orientation and gender identity. Individuals shall not be: (1) required by this bill to disclose their sexual orientation or gender identity to an agency; or (2) subjected to fines or penalties for refusing to answer, or providing a false answer to, any survey question regarding gender identity or sexual orientation. Nothing in this bill shall be construed to permit the use of such collected information in a manner that would adversely affect an individual.

Interstate Teaching Mobility Act This bill amends the Elementary and Secondary Education Act of 1965 to establish a voluntary interstate teaching application program for participating states. To participate in the program, a state must require sufficiently rigorous assessments in awarding a teaching license or certification. In carrying out the program, the Department of Education shall: create an electronic application process for eligible teachers who are licensed or certified in a participating state to apply for teaching positions in another participating state; require a participating state to recognize the teaching licensure or certification of each such teacher without the teacher having to complete additional licensure or certification requirements; ensure that a participating state maintains specified eligibility requirements; and provide technical assistance. A teacher seeking to participate in the program must submit an application containing: (1) proof of active licensure or certification in a participating state, and (2) the teacher's results on specified assessments.

Social Security Must Avert Identity Loss (MAIL) Act of 2016 This bill amends title II (Old Age, Survivors and Disability Insurance) of the Social Security Act to direct the Social Security Administration to ensure that no document it sends by mail includes a complete Social Security account number unless necessary.

Stamp Out Invasive Species Act This bill directs the U.S. Postal Service to issue and sell a Combating Invasive Species Semipostal Stamp. Proceeds from the sale of the stamp must be transferred in equal proportion to the Department of the Interior and the Department of Agriculture for combating invasive species. (Invasive species are nonnative species whose introduction poses a serious threat to natural ecosystems and causes detrimental economic damage to local communities.) The stamp must be made available to the public for two years.

Expresses the commitment of the House of Representatives to create a comprehensive solution to the threat of invasive, nonnative species throughout the United States by controlling and eradicating established invasive species populations, and preventing the further introduction of nonnative species into native ecosystems. (An invasive species is an organism that is not native to an ecosystem and is ecologically or economically harmful in the new environment where it is not native.)

Air Traffic Controller Hiring Improvement Act of 2016 This bill directs the Federal Aviation Administration (FAA), in appointing air traffic controllers, to give preferential consideration to qualified individuals maintaining 52 consecutive weeks of experience involving the active separation of air traffic after receipt of an air traffic certification or facility rating within 5 years of application while serving at an FAA air traffic control facility, a civilian or military air traffic control facility of the Department of Defense, or a tower operating under contract with the FAA. The FAA shall consider additional applicants by referring an approximately equal number of employees for appointment among two applicant pools. The number referred from each group shall not differ by more than 10%. Pool one shall consist of applicants who: have successfully completed air traffic controller training and graduated from an institution participating in the Collegiate Training Initiative program and have received an appropriate recommendation or endorsement from such institution, are eligible for a veterans recruitment appointment and provide a Certificate of Release or Discharge from Active Duty within 120 days of the announcement closing, are veterans eligible for veterans' benefits who maintain aviation experience obtained in the course of the individual's military experience, or are preference eligible veterans. Pool two shall consist of applicants who apply under a vacancy announcement recruiting from all U.S. citizens. The FAA: (1) may not use a biographical assessment when hiring, (2) must provide an individual who applied in response to a specified 2014 vacancy announcement and was disqualified as the result of a biographical assessment an opportunity to reapply under the revised hiring practices, and (3) must waive any maximum age limit for such reapplying applicants who met such requirement when they applied under such announcement. Otherwise, the maximum age limit for an original appointment as an air traffic controller under this bill shall be 35 years of age. The FAA shall consider directly notifying secondary schools and institutes of higher learning of a vacancy announcement for pool one applicants.

DUI Reporting Act of 2016 This bill requires a state or local government that receives funding under the Edward Byrne Memorial Justice Assistance Grant (JAG) program to enact a law or policy to ensure that law enforcement agencies report arrests involving driving under the influence to the National Crime Information Center. The Department of Justice (DOJ) must reduce by up to 20% the JAG allocation of a state or local government that fails to comply.

Children's Savings Accounts Offer Parents Plenty of Reasons to Understand and Invest in Tuition Yearly Act or the CSA OPPORTUNITY Act This bill amends part A (Temporary Assistance for Needy Families) (TANF) of title IV of the Social Security Act (SSAct) to direct a state receiving a TANF grant to disregard the value of any interest in, or distribution from, a qualified tuition program, as well as the value of a child's savings account, in determining individual or family TANF eligibility or the amount or type of assistance. SSAct title XVI (Supplemental Security Income) (SSI) is amended to exclude from an individual's resources for SSI eligibility or benefit purposes the value of any interest in, or distribution from, a qualified tuition program as well as the value of a child's savings account. The Food and Nutrition Act of 2008 is amended to direct the Department of Agriculture to exclude any child's savings accounts from resources for eligibility and benefit purposes under the supplemental nutrition assistance program (SNAP, formerly the food stamp program). The Low-Income Home Energy Assistance Act of 1981 is amended to exclude from household income any child's savings accounts from resources for eligibility and benefit purposes under the low-income home energy assistance program. The bill prescribes penalties for noncompliance.

This bill bars the Department of Transportation (DOT) from issuing a foreign air carrier permit, or an exemption from certain economic regulations, to furnish foreign air transportation under the United States-European Union-Norway-Iceland Air Transport Agreement of June 21, 2011, unless DOT: finds that issuing the permit or exemption would be consistent with the intent of the parties, set forth in article 17 bis of the agreement, that opportunities created by the agreement do not undermine labor standards or the labor-related rights and principles contained in the parties' respective laws; and imposes conditions on the permit or exemption necessary to ensure that the foreign air transportation furnished complies with the intent of article 17 bis .

Improving Small Business Cyber Security Act of 2016 This bill requires the Small Business Administration (SBA) and the Department of Homeland Security (DHS) to develop a Small Business Development Center Cyber Strategy after the Government Accountability Office issues a report that reviews federal cybersecurity resources aimed at assisting small businesses. The strategy must include: plans for incorporating small business development centers (SBDCs) into existing cyber programs to assist small businesses; counsel and assistance to improve small businesses' cyber security infrastructure, threat awareness, and training programs for employees, including agreements with Information Sharing and Analysis Centers to gain awareness of actionable threat information that may be beneficial to small businesses; and an analysis of how SBDCs can leverage federal programs and develop partnerships to improve cyber support services to small businesses. The Small Business Act is amended to authorize the SBA to make SBDC grants in furtherance of such strategy. SBDCs shall have access to cyber security specialists to counsel their small business clients. The Homeland Security Act of 2002 and the Small Business Act are amended to authorize DHS and other federal agencies coordinating with DHS to assist SBDCs, through the dissemination of cyber security risk information and other homeland security information, to help small businesses in developing such cyber security infrastructure, threat awareness, and employee training programs.

No Hires for the Delinquent Congress Act This bill prohibits any legislative branch office from extending an offer of employment to any individual until the applicable certifying official (the Speaker of the House and/or the President pro tempore of the Senate) submits to Congress either: (1) a written certification that the office does not employ any individual who has a seriously delinquent tax debt, or (2) a report detailing why the certification cannot be made. The certifying official's report when such a certification is not made must: state that the certification cannot be made, explain why the certification is not possible, outline remedial actions required for the certifying official to be in a position to so certify, and indicate the time required for those actions to be completed. A seriously delinquent tax debt is an outstanding tax debt for which the Internal Revenue Service has filed a notice of lien in public records, excluding a tax debt: (1) that is being paid in a timely manner under an approved installment payment agreement or an offer-in-compromise, (2) for which a collection due process hearing has been requested or is pending, (3) for which a tax levy has been issued, or (4) with respect to which relief has been granted due to economic hardship.

Pension and Budget Integrity Act of 2016 This bill amends the Employee Retirement Income Security Act of 1974 (ERISA) to exclude the receipts and disbursements of the Pension Benefit Guaranty Corporation (PBGC) from the federal budget. (The PBGC is a federal agency that insures the benefits of private sector, defined benefit pension plans. The PBGC receives no federal funds and is financed by insurance premiums paid by sponsors of the plans, investment income, assets from pension plans taken over by the PBGC, and recoveries from the companies formerly responsible for the plans.)

Free File Act of 2016 This bill requires the Department of the Treasury to continue to operate the Internal Revenue Service (IRS) Free File Program. The program must work with state government agencies to enhance and expand the use of the program, while continuing to: provide free commercial-type online individual income tax preparation and electronic filing services to the lowest 70% of taxpayers by income; provide all taxpayers (regardless of income) with a basic, online electronic fillable forms utility; and work with the private sector to provide the free tax preparation and electronic filing services. Treasury must work with the private sector through the program to identify and implement innovative new program features to improve and simplify the taxpayer's experience with completing and filing individual income tax returns. The IRS and members of the tax software and electronic industry involved in the program must support and promote improvements within the program by mutually testing, piloting, and offering innovative solutions to: simplify the tax system, reduce compliance and reporting burdens, increase tax return accuracy through financial data authentication, strengthen the tax system against fraud through cybersecurity collaboration, avoid duplication, and maximize the use of electronic technology.

SCORE for Small Business Act of 2015 This bill amends the Small Business Act, with respect to the SCORE program (Service Corps of Retired Executives), to: reauthorize the program for FY2017-FY2018; require the Small Business Administration to award a grant to the SCORE Association (or any successor group) to manage the SCORE program; modify program requirements with respect to the role of participating volunteers, program plans and goals, and reporting; and outline privacy requirements pertaining to the disclosure of information of businesses assisted under such program. The SCORE Association shall: make use of online counseling, including by webinars and an electronic mentoring platform; study the future role of the SCORE program; and develop a strategic plan for how the program will evolve to meet the needs of America's entrepreneurs over the next five years.

Puppies Assisting Wounded Servicemembers (PAWS) Act of 2016 This bill directs the Department of Veterans Affairs (VA), through the Office of Patient Centered Care and Cultural Transformation, to carry out a five-year pilot program under which the VA shall provide service dogs and veterinary health insurance to certain veterans who: (1) served on active duty on or after September 11, 2001; and (2) were diagnosed with, and continue to suffer from, post-traumatic stress disorder. The provision of a service dog shall be done in addition to other types of treatment for post-traumatic stress disorder and shall not replace established treatment modalities.

Promoting Travel, Commerce, and National Security Act of 2016 This bill amends the federal criminal code to allow the United States to prosecute certain U.S. employees who engage in conduct in Canada that would constitute a federal criminal offense if the conduct had occurred in the United States. This bill applies to employees, contractors, and grantees of a U.S. department or agency other than the Department of Defense who are stationed in Canada pursuant to a border security initiative.

Keeping Communities Safe through Treatment Act of 2016 This bill directs the Department of Justice to establish a pilot program to provide grants to law enforcement agencies in designated high intensity drug trafficking areas for programs to divert low-level drug offenders to drug treatment programs.

Firefighter Cancer Registry Act of 2016 This bill requires the Centers for Disease Control and Prevention (CDC) to develop and maintain a voluntary patient registry to monitor, collect, and make available epidemiological information related to cancer incidence and trends among firefighters. The CDC should seek to include specified information in the registry, including the number and type of fire incidents attended by an individual. To collect information for the registry, the CDC may incorporate questions into existing public health surveys, questionnaires, and other databases. The CDC must: (1) encourage the inclusion in the registry of data on minority, female, and volunteer firefighters; and (2) seek feedback on the registry from nonfederal experts. The CDC must develop an approval process for making registry data available for research without a fee if findings or publications derived from the research are made public or available to stakeholders.

Naismith Memorial Basketball Hall of Fame Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue not more than 50,000 $5 coins, 400,000 $1 coins, and 750,000 half-dollar coins in recognition and celebration of the Naismith Memorial Basketball Hall of Fame. The coins shall be in the shape of a dome, and the design on the common reverse of the coins shall depict a basketball. Treasury shall hold a competition to determine the design of the common obverse of the coins, which shall be emblematic of the game of basketball. The bill requires all sales of such coins to include specified surcharges, which shall be paid by Treasury to the Hall to fund an endowment for its operations.
