Requires the Assistant Administrator of the Office of Research and Development at the Environmental Protection Agency (EPA), prior to the implementation of any waiver, partial waiver, or decision pursuant to current law and no later than 45 days after this Act's enactment, to enter into an agreement with the National Academies to provide a comprehensive assessment of research on the implications of the use of mid-level ethanol blends (defined as an ethanol-gasoline blend containing 15% or 20% ethanol by volume that is intended to be used in any conventional gasoline-powered motor vehicle or nonroad vehicle or engine). Recommends that the assessment compare mid-level ethanol blends to gasoline blends containing 10% and 0% ethanol. Requires such assessment to: (1) evaluate the environmental, safety, durability, and performance effects of the introduction of mid-level blends on onroad, nonroad, and marine engines, onroad and nonroad vehicles, and related equipment; and (2) identify research and development necessary to permit existing motor fuels infrastructure to handle mid-level ethanol blends while preventing or mitigating against adverse impacts such as corrosion of materials used in pipes or storage tanks, ensuring fuel fungiblity, and protecting against misfueling by users at various points in the distribution and supply chain.

Clean Construction Act of 2011 - Requires all off-road diesel equipment and on-road diesel equipment operating for at least 80 hours over the life of a federal-aid highway construction project or public transportation construction project within a PM2.5 nonattainment or maintenance area to have diesel emission control technology installed. Applies the same requirement to all covered equipment used on a covered public transportation construction project within a PM2.5 nonattainment or maintenance area. Defines: (1) "off-road diesel equipment" as a vehicle (including covered equipment) that is powered by a nonroad diesel engine of at least 50 horsepower and not intended for highway use; and (2) "on-road diesel equipment" as any self-propelled vehicle that operates on diesel fuel, is designed to transport persons or property on a street or highway, and has a gross vehicle weight of at least 14,000 pounds. Directs the Secretary of Transportation (DOT) to approve as part of the federal share of cost of a federal-aid highway construction project or public transportation construction project an amount equal to the state expenditure for acquiring and installing diesel emission control technology, if the state expenditure meets certain criteria. Directs the Secretary and the Environmental Protection Agency (EPA) Administrator to establish jointly a streamlined process to ensure that states may: (1) quantify the emissions reductions achieved under this Act; and (2) include such reductions in state implementation plans for national primary and secondary ambient air quality standards under the Clean Air Act to demonstrate progress toward, attainment of, or maintenance of such standards.

Target Practice and Marksmanship Training Support Act - Amends the Pittman-Robertson Wildlife Restoration Act to: (1) authorize a state to pay up to 90% of the costs of acquiring land for, expanding, or constructing a public target range; (2) authorize a state to elect to allocate 10% of a specified amount apportioned to it from the federal aid to wildlife restoration fund for such costs; (3) limit the federal share of such costs under such Act to 90%; and (4) require amounts provided for such costs under such Act to remain available for expenditure and obligation for five fiscal years. Shields the United States from any civil action or claim for money damages for injury to or loss of property, personal injury, or death caused by an activity occurring at a public target range that is funded by the federal government pursuant to such Act or located on federal land, except to the extent provided under the Federal Tort Claims Act with respect to the exercise or performance of a discretionary function. Urges the Chief of the Forest Service and the Director of the Bureau of Land Management (BLM) to cooperate with state and local authorities and other entities to carry out waste removal and other activities on any federal land used as a public target range to encourage its continued use for target practice or marksmanship training.

Creating Hope Act of 2011 - Amends the Federal Food, Drug, and Cosmetic Act to revise the priority review voucher program for tropical diseases to: (1) include rare pediatric diseases; (2) allow unlimited transfers of vouchers under the program; and (3) require a sponsor intending to use a voucher to notify the Secretary of Health and Human Services (HHS) at least 90 days (currently, 365 days) before submission of the application. Revises provisions regarding the priority review user fee, including to make it payable upon notification of the Secretary of intent to use the voucher. Authorizes the Secretary, upon request of the manufacturer or sponsor of a new drug, to designate that a new drug is: (1) for a rare pediatric disease, and (2) an eligible treatment. Requires the Secretary to deem a rare pediatric disease product application to be incomplete if it does not contain a description of the sponsor's plan to market the product in the United States. Authorizes the Secretary to refuse to issue a priority review voucher upon the approval of a rare pediatric disease application if the Secretary finds that the sponsor lacks a good faith intention to market the product in the United States. Directs the Secretary to issue a guidance document setting forth the evidentiary support necessary to demonstrate such a good faith intention. Requires sponsors of applications under the priority review voucher program to report to the Secretary within five years after the approval of the application on the demand and distribution of the product within the United States.

Amends the Superfund Amendments and Reauthorization Act of 1986 to exempt from notification requirements releases associated with manure.

Integrated Public Alert and Warning System Modernization Act of 2011 - Amends the Robert T. Stafford Disaster Relief and Emergency Assistance Act to direct the President, acting through the Administrator of the Federal Emergency Management Agency (FEMA), to modernize and implement the integrated U.S. public alert and warning system to ensure that the President can alert governmental authorities and the civilian population in areas endangered by disasters. Directs the Administrator, consistent with the final recommendations of the Integrated Public Alert and Warning System Advisory Committee (established by this Act), to: (1) establish common alerting and warning protocols, standards, terminology, and operating procedures for such system; (2) include in such system the capability to adapt the distribution and content of communications on the basis of geographic location, risks, or personal user preferences and to alert individuals with disabilities or limited English proficiency; and (3) ensure that training, tests, and exercises are conducted for such system. Requires the system to: (1) incorporate multiple communications technologies; (2) be designed to incorporate future technologies for communicating directly with the public, to provide alerts to the largest portion of the affected population feasible, including nonresident visitors and tourists, and to improve the ability of remote areas to receive alerts; (3) promote local and regional partnerships to enhance community preparedness and response; and (4) provide redundant alert mechanisms.

Regulation Moratorium and Jobs Preservation Act of 2011 - Prohibits any federal agency from taking any significant regulatory action until the Bureau of Labor Statistics (BLS) reports a monthly unemployment rate equal to or less than 7.7%.   Defines as "significant" any regulatory action that is likely to: (1) have an annual effect on the economy of $100 million or more or adversely affect the economy, productivity, competition, jobs, the environment, public health or safety, small entities, or state, local, or tribal governments or communities; (2) create a serious inconsistency or otherwise interfere with another agency's action; (3) materially alter the budgetary impact of entitlements, grants, user fees, or loan programs or the rights and obligations of recipients thereof; or (4) raise novel legal or policy issues. Authorizes the President to waive such prohibition if the President notifies Congress that a waiver is necessary on the basis of national security or a national emergency.  Allows judicial review of all claims under this Act.

Limits the amount of such deduction to the lesser of 30% or the reduction in energy loss from the installed mechanical insulation property compared to property that meets the minimum requirements of American Society of Heating, Refrigerating and Air-Conditioning Engineers (ASHRAE) standard 90.1-2007. Allows the cost of replacing mechanical insulation property to be treated as a deductible business expense in the current taxable year. Defines "mechanical insulation property" as insulation materials, facings, and accessory products: (1) placed in service in connection with a mechanical system which is located in the United States and of a character subject to an allowance for depreciation; and (2) utilized for thermal, acoustical, and personnel safety requirements for mechanical piping and equipment, hot and cold applications, and heating, venting and air conditioning applications which can be used in a variety of facilities. Allows a tax deduction for capital expenditures related to mechanical insulation property.

Fallen Heroes of 9/11 Act - Authorizes the President to award a Fallen Heroes of 9/11 Congressional Medal to: (1) the Flight 93 National Memorial in Pennsylvania, (2) the National September 11 Memorial and Museum in New York, and (3) the Pentagon Memorial. Instructs the Secretary of the Treasury to strike three designs of such gold medal to honor, respectively: (1) those who lost their lives in the the attack at the World Trade Center, (2) the passengers and crew aboard United Airlines Flight 93 that was brought down in rural Pennsylvania, and (3) those who lost their lives at the Pentagon. Authorizes the Secretary to strike and sell bronze duplicates of such medals and to distribute any funds from such sales exceeding costs equally between the three memorial sites.

Recreational Fishing and Hunting Heritage and Opportunities Act - Requires federal public land management officials, in cooperation with the respective state and fish and wildlife agency, to exercise their authority under existing law, including regarding land use planning, to facilitate the use of, and access to, federal public lands and waters for fishing, sport hunting, and recreational shooting, except as described in this Act. Requires the heads of federal public land management agencies to exercise their discretion in a manner that supports and facilitates recreational fishing, hunting, and shooting opportunities, to the extent authorized under applicable law. Requires that Bureau of Land Management (BLM) and Forest Service lands, excluding lands on the Outer Continental Shelf, be open to recreational fishing, hunting, and shooting unless the managing agency acts to close lands to such activity. Permits closures or restrictions on such lands for purposes including resource conservation, public safety, energy or mineral production, energy generation or transmission infrastructure, water supply facilities, national security, or compliance with other law. Allows federal agencies to: (1) lease their lands for shooting ranges, and (2) designate specific lands for recreational shooting activities. Requires annual reports on closures of federal public lands to recreational fishing, sport hunting, or shooting. Sets forth requirements for specified closures or significant restrictions involving 640 or more contiguous acres of federal public lands or waters to fishing or hunting or related activities. Instructs federal agencies to consult with respective advisory councils as specified in Executive Orders 12962 and 13443 in fulfilling the duties described in this Act.

Amends the Securities Exchange Act of 1934, as amended by Dodd-Frank Wall Street Reform and Consumer Protection Act, with respect to the regulation and registration of municipal advisors. Limits the term "municipal advisor" to such advisors formally engaged, in writing and for compensation, by a municipal entity. (Current law pertains to persons who provide advice to or on behalf of a municipal entity or obligated person.) Adds to the list of entities excluded from such registration and related requirements: (1) brokers, dealers, or municipal securities dealers (currently, only those serving as underwriters); (2) investment advisers registered with a state (currently, only advisers registered under the Investment Advisers Act of 1940); (3) swap dealers, major swap participants, futures commission merchants or introducing brokers registered under the Commodity Exchange Act (currently, only commodity trading advisors registered under that Act); (4) security-based swap dealers or major security-based swap participants registered under the Securities Exchange Act of 1934 who are providing advice related to, engaging in, or arranging any security-based swap; (5) persons associated with such newly added entities; (6) any financial institution or person associated with a financial institution; and (7) any elected or appointed member of a governing body of a municipal entity, with respect to such member's role on the governing body. Excludes certain activities related to investment strategies from such requirements. Revises the definition of "solicitation of a municipal entity" to specify that communications on behalf of a fund or other collective investment vehicle shall not be deemed to be on behalf of any investment adviser that advises or manages such fund or investment vehicle. Eliminates fiduciary duty standards for municipal advisors under the Securities Exchange Act of 1934 (thereby eliminating federal standards while existing state and local fiduciary duties would remain). Directs the Municipal Securities Rulemaking Board to: (1) limit the duties of municipal advisors in relation to municipal entities to the activities specified in this Act, (2) specify when such duties begin and terminate, and (3) not prohibit principal transactions by municipal advisors.

Repeals the limitation to service in World War II or the Korean hostilities of the Armed Forces service of the eligible mother's son or daughter. Allows the eligible mother to be a U.S. citizen living outside the United States. (Currently the charter limits membership to eligible mothers living in the United States.)

PACE Assessment Protection Act of 2011 - Requires the Director of the Federal Housing Agency (FHA) to direct the Federal National Mortgage Association (Fannie Mae) and the Federal Home Loan Mortgage Corporation (Freddie Mac) to issue guidance providing that the levy of a PACE (property assessed clean energy) assessment and the creation of a PACE lien do not constitute a default on any loan secured by one of its uniform instruments, and do not trigger the exercise of remedies with respect to any provision of the instrument, if the PACE assessment and the PACE lien meet specified requirements. Lists as PACE improvements any qualified clean energy improvements, energy conservation and efficiency improvements, and water conservation and efficiency improvements. Prohibits the FHA Director, the Comptroller of the Currency, Fannie Mae, Freddie Mac, the Federal Deposit Insurance Corporation (FDIC), the National Credit Union Administration (NCUA), the Board of Governors of the Federal Reserve System, and all federal agencies and entities chartered or otherwise established under federal law from discriminating in any manner against state or local governments implementing or participating in a PACE program, or against any property that is obligated to pay a PACE assessment or is subject to a PACE lien. Specifies requirements a PACE program, and any related PACE assessment and PACE lien, must meet to be entitled to the protections of this Act. Details obligations of property owners with respect to PACE assessments, and requires the local government to disclose to the participating property owner the costs and risk associated with participating in the PACE program. Prescribes requirements for: (1) non-residential properties; and (2) qualifying PACE improvements, qualifying contractors, and financing terms for residential properties. Amends title I (Improving the Academic Achievement of the Disadvantaged) of the ESEA to require the Secretary of Education, as part of the national assessment of title I programs, to examine the extent to which such initiatives improve student readiness for postsecondary education and careers. Includes 21st century readiness initiatives in comprehensive school reform programs and school dropout prevention and reentry programs under title I. Amends title II (Preparing, Training, and Recruiting High Quality Teachers and Principals) of the ESEA to require high-quality professional development programs to incorporate an aligned system of teaching and learning that includes 21st century skills (such as critical thinking and problem solving, communication, collaboration, creativity, and innovation), standards, curriculum, instruction, and assessments. Requires LEAs to use title II subgrants to enable educators to deliver instruction on higher-order thinking skills and use the latest available technology in doing so. Amends title IV (21st Century Schools) of the ESEA to include 21st century readiness initiatives in 21st Century Community Learning Center activities. (21st Century Community Learning Centers provide students with before and after school programs to improve their academic performance.) Amends title VI (Flexibility and Accountability) of the ESEA to allow assessment grants to be used by states to develop or improve assessments that use technology to measure core academic subject knowledge and higher-order thinking skills to ensure that students can apply a range of skill competencies alongside core academic subject knowledge, and do so in real-world contexts.

Academic Partnerships Lead Us to Success Act or A PLUS Act - Allows each state to enter into a five-year performance agreement with the Secretary of Education permitting it to receive federal funds on a consolidated basis that would otherwise be directed toward specific programs furthering the stated purpose of title I (Improving the Academic Achievement of the Disadvantaged) of the Elementary and Secondary Education Act of 1965. Requires each agreement to be approved by a combination of specified state parties, and list the programs for which consolidated funding is requested. Allows states to use such funds for any educational purpose permitted by state law, but requires them to make certain assurances that they will use fiscal control and fund accounting procedures, abide by federal civil rights laws, and advance educational opportunities for the disadvantaged. Allows amendments to the scope of performance agreements. Requires each agreement state to: (1) maintain an accountability system measuring annual student progress toward state proficiency standards, (2) disseminate annually student performance data disaggregated by specified student groups, and (3) keep aggregate spending on elementary and secondary education at no less than 90% of such spending for the school year coinciding with this Act's enactment. Limits administrative expenses. Requires the inclusion of private schools and teachers in activities funded on a consolidated basis. Directs the Secretary to evaluate each performance agreement midway through its execution. Allows the Secretary to terminate an agreement whose terms are not met for three consecutive school years.

Safe Roads Act of 2011 - Directs the Secretary of Transportation (DOT) to establish a national clearinghouse for verified positive alcohol and controlled substance test results and test refusals as well as violations of Federal Motor Carrier Safety Administration (FMCSA) alcohol and controlled substances regulations of commercial motor vehicle operators. Prohibits the release of clearinghouse information to a commercial motor carrier employer unless there has been compliance with all applicable federal privacy laws and regulations. Authorizes the Secretary to collect fees from such employers and other authorized users for informational requests. Prohibits an employer from hiring an individual to operate a commercial motor vehicle unless the employer has determined that the individual, for the preceding three-year period, has: (1) been tested for use of alcohol and controlled substances; (2) not tested positive for their use, or tested positive but has completed the return-to-duty process; (3) not refused to be tested; and (4) not violated FMCSA alcohol and controlled substances regulations. Directs the Secretary to establish a process: (1) to require employers to request and review any clearinghouse records of individuals before their employment as a commercial motor vehicle operator and for each year thereafter as long as the individual is so employed; and (2) for an individual and a state licensing authority to request and receive information from the clearinghouse. Subjects persons who violate the requirements of this Act to both civil and criminal penalties. Requires the Secretary to take certain actions to enhance DOT oversight of testing sites.

Veterans Opportunity to Work Act of 2011

Veterans Opportunity to Work Act of 2011 - Directs the Secretary of Labor (Secretary), from January 1, 2012 to March 31, 2014, to provide for monthly payments, through the Secretary of Veterans Affairs (VA), of up to 12 months of retraining assistance, except as specified, to certain veterans from 35 to 60 years of age applying by October 1, 2013, who: (1) were last discharged from Armed Forces active duty service with an honorable discharge, (2) have been unemployed for a designated period of time, and (3) are ineligible for specified veterans' benefit educational assistance. Sets forth the maximum number of eligible veterans who may participate in the program and the permitted forms of education and training. Revises guidelines for stationing Transition Assistance Program personnel to require the Secretary to contract with a private entity or entities to provide specified counseling, employment, and training services. Requires the Secretary of Defense (DOD) and the Secretary of the Transportation (DOT) to require participation of all Armed Forces members eligible for employment assistance and other transitional services unless a documented urgent operational requirement prevents attendance. Modifies the demonstration project on credentialing for Armed Forces active duty service members transitioning to civilian employment by requiring the Assistant Secretary for Veterans' Employment and Training to: (1) select at least 5 but not more than 10 (currently, at least 10) military occupational specialties, and (2) enter a contract with an appropriate entity representing a coalition of state governors to identify credentialing, certification, and licensing requirements incorporating the necessary skills for such specialties. Establishes a new period, ending on September 30, 2014, for carrying out the demonstration project and limits funding to $180,000 each fiscal year from specified sources. Creates a three-year pilot program requiring the Secretary to make grants and enter contracts for veterans employment and training services with any of the ten states with the highest unemployment rates in the nation. Prohibits full-time disabled veterans' outreach program specialists and local veterans' employment representatives from performing non-veteran related duties and services beyond the scope of their specified duties. Revises the definition of "benefit," "benefit of employment," and "rights and benefits" under the Uniformed Services Employment and Reemployment Rights Act of 1994. Extends by five years certain automatically guaranteed loans to veterans purchasing stock or membership in a cooperative housing corporation entitling such veteran to occupy for dwelling purposes a single family residential unit in a development, project, or structure owned or leased by such corporation, in accordance with specified criteria. Extends: (1) various housing loan fees through specified closing periods on, after, or before October 1, 2021; (2) the temporary maximum home loan guaranty amount, as adjusted by the Veterans Benefits Improvement Act of 2008, until December 31, 2014; and (3) appropriation authorizations for homeless veterans reintegration programs at existing levels through FY2016.
