Respect for America's Fallen Heroes Act - Prohibits a person from carrying out a demonstration: (1) at a cemetery under the control of the National Cemetery Administration or at Arlington National Cemetery, unless the demonstration has been approved by the cemetery superintendent or director; or (2) within 500 feet of a cemetery at which a funeral or memorial service is to be held, for a period beginning 60 minutes before and ending 60 minutes after the funeral or service, if such demonstration includes any individual making noise or a diversion that disturbs the peace or good order of the funeral or service. Amends the federal criminal code to provide criminal penalties for violations of such prohibitions. Expresses the sense of Congress that each state should enact legislation to restrict demonstrations near any military funeral.

Lobbying Transparency and Accountability Act of 2006 - Amends the Lobbying Disclosure Act of 1995 (LDA) with respect to lobbying disclosures reports, including electronic filing and mandatory free availability to the public over the Internet. Amends the Code of Official Conduct to require public disclosure by Members of the House of employment negotiations. Urges them to refrain from voting on any pending legislative measure if such negotiation creates a conflict of interest. Amends the Code to prohibit a Member, officer, or employee from wrongfully influencing, on a partisan basis, an entity's employment decisions or practices. Prohibits such individuals from accepting a gift of travel (including any transportation, lodging, and meals during such travel) from any private source. Prohibits registered lobbyists from traveling on flights as passengers or crew members of aircrafts not licensed by the Federal Aviation Administration (FAA) to operate for compensation or hire, if a Member, officer, or employee is a passenger or crew member on such flights. Amends rule XXV (Limitations on Outside Earned Income and Acceptance of Gifts) to declare that a gift of a ticket to a sporting or entertainment event shall be the face value of the ticket, or equivalent. Calls for the Office of Inspector General of the House to randomly audit lobbyists' disclosure information. Makes it out of order to consider appropriations measures containing earmarks if the legislation, its accompanying reports, or managers' joint explanatory statements do not list such earmarks or name the requesting Members. Requires the Committee to provide certain ethics training once per Congress to each House employee. Requires biennial publication of an up-to-date ethics manual for Members, officers, and employees. 527 Reform Act of 2006 - Amends the Federal Election Campaign Act of 1971 to subject to its requirements as a political committee any applicable 527 organization. Excludes from the meaning of 527 organization for these purposes any committee, club, association, or other group of persons organized to influence: (1) the selection, nomination, election, appointment, or confirmation of one or more candidates to non-federal or non-elected office; or (2) any state or local ballot measure. Denies exception from treatment as an applicable 527 organization to any such a committee, club, association, or other groups of persons which makes disbursements aggregating more than $1,000 for: (1) a public communication that promotes, supports, attacks, or opposes a clearly identified candidate for federal office during the one year period ending on the date of the general election for the office sought by the clearly identified candidate; or (2) certain voter drive activity. Sets forth rules for allocation and funding by a political committee for certain expenses relating to federal and non-federal activities. Repeals the limit on the amount of party expenditures on behalf of candidates in general elections. Raises the limits for House and Senate candidates facing wealthy opponents. Provides for forfeiture of retirement benefits for a Member convicted of certain offenses.

Charitable Giving Act of 2005

Charitable Giving Act of 2005 - Amends the Internal Revenue Code with respect to charitable giving and charitable organizations to: (1) allow individuals who do not itemize a deduction from gross income for a portion of their charitable contributions; (2) allow tax-free distributions from individual retirement accounts for charitable purposes; (3) increase the cap on corporate charitable contributions; (4) allow non-corporate taxpayers a tax deduction for charitable contributions of food inventory; (5) revise certain excise taxes related to private foundations; (6) modify the excise tax on unrelated business taxable income of charitable remainder trusts; (7) extend and expand the charitable contribution for scientific property used for research and for computer technology and equipment used for educational purposes; (8) adjust the basis of S corporation stock for certain charitable contributions; (9) revise church tax inquiry provisions; and (10) exclude from gross income certain landowner initiatives programs to conserve endangered habitats or species. Amends title IV of the Social Security Act to: (1) authorize the Secretary of Health and Human Services to make grants to any private entity that operates a promising social services program (as defined by this Act): and (2) restore the 10 percent limit on transfers to the Social Services Block Grant Program. Amends the Assets for Independence Act to reauthorize the assets for independence demonstration program through FY2008. Expresses the sense of Congress encouraging corporate contributions to faith-based organizations. Amends the Runaway and Homeless Youth Act to include maternity group homes within the program for transitional living youth projects for homeless youth.

Abraham Lincoln National Heritage Area Act - Establishes the Abraham Lincoln National Heritage Area in Illinois. Designates the Looking for Lincoln Heritage Coalition as the management entity for the Area. Allows the Coalition, using funds made available under this Act, to prepare a management plan for the Area and reports, studies, interpretive exhibits and programs, historic preservation projects, and other activities recommended in the plan. Prohibits the Coalition from using Federal funds received under this Act to acquire real property. Directs the Coalition to submit to the Secretary of the Interior a management plan reviewed by participating units of government within the Area's boundaries which shall, among other things: (1) contain a comprehensive program for conservation, interpretation, funding, management, and development and historical, cultural, and natural resources and recreational and educational opportunities of the Area; and (2) include a business plan detailing the functions of the local coordinating entity and of activities included in recommendations contained in the plan. Requires the Secretary to approve or disapprove the proposed plan not later than 90 days after receiving it. Authorizes the Secretary to provide technical and financial assistance to the Coalition for the development and implementation of the management plan. Requires the Coalition to provide assistance and encouragement to State and local governments, private organizations, and persons to protect and promote the Area's resources and values.

9/11 Recommendations Implementation Act - National Security Intelligence Improvement Act of 2004 - Establishes a National Intelligence Director (Director) to, among other things: (1) serve as the head of the intelligence community (IC); (2) act as principal adviser for intelligence matters related to national security; and (3) manage, oversee, and direct the execution of the National Intelligence Program (formerly the National Foreign Intelligence Program). Establishes a National Intelligence Council to produce national intelligence estimates for the U.S. Government and evaluate the collection and production of intelligence by the IC. Establishes a National Counterterrorism Center to: (1) analyze and integrate all U.S. intelligence pertaining to terrorism and counterterrorism; (2) conduct strategic operational planning for counterterrorism activities; and (3) ensure that intelligence agencies have access to and receive all intelligence needed to accomplish their missions. Establishes a: (1) Civil Liberties Protection Officer; and (2) Joint Intelligence Community Council. Authorizes the: (1) Secretary of Defense and the Director to jointly establish a program to advance foreign languages skills in languages critical to the capability of the IC to carry out U.S. national security objectives; and (2) assignment of IC personnel as language students. Requires the Director to conduct a pilot project to establish a Civilian Linguist Reserve Corps. Establishes the National Security Agency Emerging Technologies Panel to advise the Director on the research, development, and application of existing and emerging science and technology advances, advances in encryption, and other topics. Stop Terrorist and Military Hoaxes Act of 2004 - Provides criminal and civil penalties for false information concerning terrorist activities and military hoaxes. Material Support to Terrorism Prohibition Enhancement Act of 2004 - Provides criminal penalties for: (1) receiving military-type training from a foreign terrorist organization; and (2) providing material support to terrorism. Weapons of Mass Destruction Prohibition Improvement Act of 2004 - Expands the jurisdictional bases and scope of the prohibition against weapons of mass destruction (WMDs). Includes chemical weapons within the definition of WMDs. Provides criminal liability for participation in nuclear and WMD threats against the United States. Money Laundering Abatement and Financial Antiterrorism Technical Corrections Act of 2004 - Provides additional funding to combat crimes involving terrorist financing. Criminal History Access Means Protection of Infrastructures and Our Nation - Requires the Attorney General to establish and maintain criminal history information checks for use by employers. Provides for the use of biometric technology in airport access control systems. Directs the Secretary of Homeland Security to prepare and update a transportation security strategic plan for defending aviation assets. Provides for: (1) next-generation airline passenger screening systems; (2) the deployment and use of explosive detection equipment at airport screening checkpoints; and (3) a pilot program to evaluate the use of blast-resistant cargo and baggage containers. Requires the Director of the Federal Bureau of Investigation (FBI) to establish a: (1) comprehensive intelligence program for FBI intelligence analysts and intelligence production, sources, and operations; and (2) national security workforce of agents, analysts, linguists, and surveillance specialists. Increases the number of full-time border patrol agents and immigration and customs enforcement investigators. Provides: (1) for expedited deportation of alien terrorists and supporters of terrorism; (2) minimum documentation requirements and issuance standards, for Federal recognition purposes, for driver's licenses, identification cards, and birth certificates; and (3) measures to enhance the privacy and integrity of social security numbers. Establishes within the State Department an Office of Visa and Passport Security. Requires specified reports concerning terrorist sanctuaries, including a priority list of countries providing such sanctuaries. Afghanistan Freedom Support Act Amendments of 2004 - Provides for the coordination of assistance to Afghanistan for various freedom support activities, and requires a long-term U.S. strategy with respect to such country. Authorizes assistance for counternarcotics efforts in Afghanistan. Outlines provisions concerning appropriate U.S. relations with Saudi Arabia and Pakistan. Requires the President to pursue international diplomatic and cooperative efforts to limit the availability, proliferation, and transfer of man-portable air defense systems (MANPADS) (individual-fired surface-to-air missiles). Commends the use of multilateral organizations for fighting terrorist financing. Establishes an International Terrorist Finance Coordinating Council. Faster and Smarter Funding for First Responders Act of 2004 - Authorizes grants to improve first responder capabilities and to establish essential capabilities for emergency preparedness. Provides for congressional oversight over the Department of Homeland Security. Establishes an Office of Counternarcotics Enforcement. Requires public financial disclosure with respect to certain IC employees. Authorizes the FBI Director to establish an FBI Reserve Service for the temporary reemployment of former FBI employees during periods of emergencies. Revises security clearance requirements and procedures. Federal Agency Protection of Privacy Act of 2004 - Requires Federal agency rulemakings to take into consideration rule impacts on individual privacy. Requires the establishment of chief privacy officers for agencies with law enforcement or antiterrorism functions. Mutual Aid and Litigation Management Authorization Act of 2004 - Authorizes: (1) mutual aid agreements for utilities and services support during an emergency or public service event; and (2) litigation management agreements for limiting legal action against emergency response providers. Calls for adoption of the National Incident Management System. Expresses the sense of Congress that the Secretary of Defense should regularly assess the adequacy of the United States Northern Command to respond to all military and paramilitary threats within the United States.

Citizen Legislature and Political Freedom Act - Amends the Federal Election Campaign Act of 1971 (FECA) to terminate limitations on Federal election campaign contributions after 2004. Amends the Internal Revenue Code to terminate after December 31, 2003, the designation of income tax payments to the Presidential Election Campaign Fund. Terminates the Fund itself and the Presidential Primary Matching Payment Account after December 31, 2004, and transfers any amounts remaining in the Fund to the general fund of the Treasury. Amends FECA, as amended by the Bipartisan Campaign Reform Act of 2002, to require any political committee of a State or local political party to file with the Federal Election Commission a copy of any report on disbursements it is required under a State or local law, rule, or regulation to submit to the State or local government. Revises current deadlines for notification of contributions by a campaign committee. Requires a campaign committee to report within 24 hours all contributions, regardless of amount, made to any political committee within 90 days before an election. Declares that the "best efforts" exception to noncompliance with FECA shall not apply with respect to information regarding the identification of any contributor of more than $200 in the aggregate during a calendar year (thus requiring strict observance of reporting deadlines for all such contributions).

Medicare Prescription Drug and Modernization Act of 2003 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to add a new part D (Voluntary Prescription Drug Benefit Program) under which each individual who is entitled to benefits under Medicare part A (Hospital Insurance) or enrolled under Medicare part B (Supplemental Medical Insurance) is entitled to obtain qualified prescription drug coverage. Authorizes the individual to elect to enroll: (1) in a Medicare Advantage (MA) plan (replacing the current Medicare+Choice plans under Medicare part C (Medicare+Choice)); (2) in an enhanced fee-for-service (EFFS) plan; or (3) in a prescription drug plan (PDP) if the individual is not enrolled in an MA-EFFS plan (a Medicare Advantage plan and an EFFS plan). Establishes a Medicare Prescription Drug Trust Fund. Outlines standard coverage benefit packages for FY 2006. Includes for the standard package an annual deductible of $250, and requires insurers to cover 80 percent of enrollees drug costs up to the initial coverage limit of $2,000. Requires enrollees to cover all costs between $2,001 and $3,500, and Medicare to cover the entire cost once the beneficiary has reached the $3,500 catastrophic out-of-pocket threshold. Prescribes a formula for adjustment of: (1) such deductible and annual limits for inflation; and (2) such catastrophic limit for each enrollee in a PDP or in an MA-EFFS Rx plan (an MA-EFFS plan which provides qualified prescription drug coverage) whose adjusted gross income exceeds $60,000. Establishes a competitive bidding process for negotiating the terms and conditions of PDP sponsors. Provides for full premium subsidy and reduction of cost-sharing for individuals with incomes below 135 percent of the Federal poverty level. Contains subsidy payments for qualifying entities to promote the participation of PDP and MA-EFFS Rx plan sponsors. Sets out: (1) a new Medicare prescription drug discount card and assistance program under the Medicare program; and (2) requirements for combating waste, fraud, and abuse under Medicare. Makes a number of other changes with regard to Medicare: (1) part A concerning rural health care, inpatient hospital services, skilled nursing facility services, and hospices; (2) part B concerning physicians services and other services; and (3) part A and B concerning home health services, direct graduate medical education, and voluntary chronic care improvement. Establishes the Medicare Benefits Administration in the Department of Health and Human Services. Amends SSA title XVIII part F (Miscellaneous) (currently part D) to include a number of regulatory, contracting, and administrative changes, such as the: (1) coordination of educational funding; (2) transfer of responsibility for Medicare appeals; (3) provision of expedited access to judicial review of Medicare appeals; (4) recovery of overpayments; and (5) revision of reassignment provisions. Amends the Federal Food, Drug, and Cosmetic Act (FFDCA) with regard to: (1) the 30-month of Food and Drug Administration approval for any new drug in certain circumstances; and (2) forfeiture of the 180-day marketing exclusivity period by the first new drug applicant to a subsequent applicant. Provides for manufacture, marketing, or sale agreements between a generic drug applicant and a brand name drug applicant, subject to Federal Trade Commission review. Amends the FFDCA to direct the Secretary of Health and Human Services to promulgate regulations permitting pharmacists, wholesalers, and individuals to import prescription drugs from Canada into the United States, subject to specified conditions.

Charitable Giving Act of 2003

Charitable Giving Act of 2003 - Amends the Internal Revenue Code with respect to charitable giving and charitable organizations to: (1) allow a deduction for a portion of charitable contributions to individuals who do not itemize; (2) allow tax-free distributions from individual retirement accounts for charitable purposes; (3) increase the cap on corporate charitable contributions; (4) provide a special rule for charitable contributions of food inventory; (5) revise certain excise taxes related to private foundations; (6) modify the excise tax on unrelated business taxable income of charitable remainder trusts; (7) extend and expand the charitable contribution for scientific property used for research and for computer technology and equipment used for educational purposes; (8) adjust the basis of S corporation stock for certain charitable contributions; (9) suspend the tax-exempt status of terrorist organizations; (10) revise church tax inquiry provisions; (11) revise declaratory judgment remedy provisions relating to tax-exempt organizations; (12) exclude from gross income certain landowner initiatives programs to conserve endangered habitats or species; (13) repeal the grassroots expenditure limit for charitable organizations; and (14) set forth a private foundation's permitted holdings, including provisions relating to a corporation that is publicly traded and publicly controlled. Amends title IV of the Social Security Act to authorize the Secretary of Health and Human Services to make grants to any private entity that operates a promising social services program (as defined by this Act). Amends the Assets for Independence Act to authorize appropriations for the assets for independence programs. Expresses the sense of Congress encouraging corporate contributions to faith-based organizations. Amends the Runaway and Homeless Youth Act to include maternity group homes (as defined by this Act) within the program for transitional living youth projects for homeless youth. Authorizes FY 2003 and 2004 appropriations for such group homes.
