Transfers title to such waste or spent fuel to the Secretary at the time of its Federal removal or possession. Directs the Secretary to: (1) establish a Federal Integrated Spent Fuel and High-Level Waste Management Program to implement such directive; and (2) submit annual status reports to the Congress.

Family Service Center Act of 1994 - Authorizes the Secretary of Health and Human Services to authorize States to conduct demonstration projects to coordinate the administration of services to needy families with children, including: (1) Aid to Families With Dependent Children (AFDC); (2) child support enforcement; (3) the food stamp program; (4) the Special Supplemental Food Program for Women, Infants, and Children (WIC); (5) the maternal and child health block grant program; (6) Medicaid; (7) substance abuse treatment programs; (8) JOBS programs under the Job Training Partnership Act; (9) mental health programs; (10) housing programs; (11) programs for the developmentally disabled; and (12) other State programs offering services for children, youth, or needy families with children. Requires the Secretary to ensure that, as a group, such demonstration projects serve urban, rural, and linguistically and culturally diverse clients and include the broadest possible range of services. Specifies other program requirements. Requires the Secretary to make three-year grants (renewable for another three years) to States to carry out such a project. Requires each State conducting a demonstration project to report to the Secretary on: (1) Federal, State, and local administrative policies and laws identified as impediments to the coordination of the delivery of services to needy families with children; and (2) measures the State has taken or intends to take to eliminate or reduce such impediments.

Establishes the Public Health Improvement Trust Fund to carry out public health programs. Appropriates to such Fund revenues received by the disallowed deduction for certain advertising expenses for tobacco products or alcoholic beverages. Directs the Secretary of Health and Human Services (Secretary) to establish the National Public Health Advisory Commission for advice on carrying out this title and on other Federal policies regarding public health. Authorizes appropriations from the Fund for FY 1995 through 2002 for the activities of the Commission. Authorizes appropriations from the Fund for FY 1995 through 2002 for formula grants to States for core functions of public health programs. Declares the purpose of such grants to provide improvements in the health status of the public through attaining the Healthy People 2000 Objectives. Authorizes appropriations from the Fund for FY 1995 through 2000 for grants to eligible entities for comprehensive evaluations of disease prevention and health promotion programs. Authorizes appropriations from the Fund for FY 1995 through 2002 for: (1) scholarship loan repayment programs regarding service in approved public health positions; (2) grants to relevant institutions to expand educational capacities; and (3) grants to States lacking public health training programs. Authorizes appropriations from the Fund for FY 1995 through 1997 for grants to public and nonprofit private entities for regional poison control centers. Authorizes appropriations from the Fund for FY 1996 through 2002 for grants to eligible entities for the development and operation of school health service sites. Authorizes the Secretary to make loans and loan guarantees regarding such projects. Authorizes appropriations from the Fund for FY 1995 through 2002 for a scholarship program and loan repayment program for school nurses. Authorizes appropriations from the Fund for FY 1995 through 2000 for: (1) grants to migrant health centers and community health centers; and (2) grants to public or private health care providers for the development of qualified community health plans and qualified community practice networks. Authorizes the Secretary to make and guarantee loans for the capital costs of developing qualified community health groups. Authorizes appropriations from the Fund for FY 1996 through 2000 for grants with relevant entities for enabling services such as transporation, community and patient outreach, patient education, and translation services. Authorizes appropriations from the Fund for FY 1995 through 2000 for: (1) the National Health Service Corps program and to increase the participation of nurses in scholarship and loan repayment programs; (2) grants to States to assist outpatient health centers (satellite clinics) that are providers of comprehensive health services; and (3) formula grants for the development and operation of community health advisor programs to assist States in attaining the Health People 2000 Objectives. TABLE OF CONTENTS: Title I: Authorizations Title II: Financial Assistance Programs Title III: Size Standards and Bond Guarantees Title IV: Management Assistance Title V: Relief from FFB Debenture Prepayment Penalties Title VI: Development of Women-Owned Businesses Title VII: Miscellaneous Amendments Small Business Reauthorization and Amendment Act of 1994 - Title I: Authorizations - Amends the Small Business Act to authorize appropriations for specified programs under such Act and the Small Business Investment Act of 1958. Title II: Financial Assistance Programs - Revises provisions regarding the microloan program to authorize the Small Business Administration (SBA), during FY 1995 through 1997 and in lieu of making direct loans to intermediaries, to participate on a deferred basis of up to 100 percent on loans made to intermediaries by for-profit or non-profit entities. Limits financing on a deferred basis to ten intermediaries in urban and rural areas, respectively, per year. Limits loans to ten-year terms. (Sec. 202) Repeals specified State limitations with respect to the microloan demonstration program. (Sec. 203) Increases to 240 the number of microloan demonstration programs authorized to be funded by the SBA. (Sec. 206) Removes a limitation on the term of financing provided to enable small businesses to develop foreign markets. (Sec. 209) Amends the Small Business Investment Act of 1958 to authorize the SBA to establish an Accredited Lenders Program for qualified State and local development companies that: (1) have been active participants in the development company program for at least the last 12 months; (2) have qualified personnel who are knowledgeable in SBA's lending policies and procedures for such program; (3) have the ability to process, close, and service financing for plant and equipment; (4) have a loss rate on their debentures that is acceptable to the SBA; (5) have a history of submitting complete and accurate debenture guarantee application packages; and (6) have demonstrated the ability to serve small business credit needs for financing plant and equipment. Requires the SBA to expedite the processing of loan applications or servicing actions submitted by a qualified State or local development company that has been designated as an accredited lender. Suspends or revokes such designations for failures to meet the eligibility criteria or for violations of SBA regulations. (Sec. 210) Authorizes the SBA to establish a Premier Lenders Program for certified development companies which meet requirements of this section. Authorizes the SBA to designate a participant in the accredited lenders program as a premier lender if such company: (1) has been an active participant in the accredited lenders program for at least the last 12 months (authorizes a waiver of such requirement prior to January 1, 1996, if the applicant is qualified to participate in the program); (2) has a history of submitting adequately analyzed debenture guarantee application packages to the SBA; and (3) agrees to assume and reimburse the SBA for five percent of any loss substained on account of default by the company in the payment on a debenture issued by the company and guaranteed by the SBA. Authorizes the SBA, upon designation of a company as a premier lender, to permit a lender to approve loans to be funded with the proceeds of and to authorize the guarantee of a debenture issued by such company. Suspends or revokes designations of State or local development companies as premier lenders for failures to meet this section's requirements or SBA regulations. (Sec. 211) Directs the SBA Administrator to appoint an Investment Advisory Council for the Specialized Small Business Investment Company Program. Requires the Council to report on the venture capital needs of socially or economically disadvantaged small business concerns and needed Federal incentives to assist the private sector in meeting such needs. (Sec. 212) Reserves 50 percent of the annual program level of participating securities for funding small business investment companies (SBICs) with private capital of less than $20 million. (Sec. 213) Directs the SBA to report on the status and disposition of SBICs and provide a complete accounting of their assets, loss rates, and valuation of the SBIC program investments. Title III: Size Standards and Bond Guarantees - Revises size standard criteria for purposes of determining whether a business is a small business concern. (Sec. 303) Extends the SBA's authority to authorize sureties to issue, monitor, and service bonds subject to SBA's guarantee until September 30, 1997. (Sec. 304) Requires the SBA to carry out a pilot program to provide procurement opportunities to very small business concerns. Title IV: Management Assistance - Authorizes Small Business Development Centers to enter into contracts with Federal agencies to provide specific assistance to small business concerns if the contract is approved in advance by the Deputy Associate Administrator of the Small Business Development Center program. (Sec. 404) Extends the authorization of appropriations for the Central European enterprise development program. (Sec. 405) Authorizes the Administrator to carry out a mobile resource pilot program to use vehicles to provide technical assistance and other services to traditionally underserved populations. Authorizes appropriations. Title V: Relief from FFB Debenture Prepayment Penalties - Small Business Prepayment Penalty Relief Act of 1994 - Authorizes the SBA, upon the request of the issuer and the concurrence of the borrower, to transfer to the Federal Financing Bank such sums as necessary to reduce the interest rate on a debenture issued by a certified development company. Requires the Bank, upon receipt of such payment, to modify the interest rate for such debentures. Permits debentures authorized under provisions of the Small Business Investment Act of 1958 regarding private debenture sales and pooling to be used to refinance debentures issued by State or local development companies if the amount of the new financing is limited to amounts necessary to repay the existing debenture, including any prepayment penalty imposed by the Bank. (Sec. 503) Authorizes the SBA, upon the request of the issuer, to transfer to the Bank such sums as necessary to reduce the interest rate on a debenture issued by a SBIC under title III of such Act. Requires the Bank, upon receipt of such payment, to modify the interest rate for such debentures. (Sec. 504) Authorizes the SBA, upon the request of the issuer, to modify the interest rate on a debenture issued by an SBIC financing disadvantaged small business concerns. (Sec. 505) Requires the SBA, upon enactment of an appropriations Act providing funds to carry out this Act, to evaluate the outstanding portfolio of debentures which are eligible for interest rate relief under this Act. Authorizes appropriations. Title VI: Development of Women-Owned Businesses - Amends the Women's Business Ownership Act of 1988 to establish an Interagency Committee on Women's Business Enterprise. (Sec. 606) Extends the SBA's authority to provide financial assistance to women's small business demonstration projects. (Sec. 607) Establishes an Office of Women's Business Ownership within the SBA. (Sec. 609) Authorizes appropriations for the development of women's business enterprises. Title VII: Miscellaneous Amendments - Permits small business contracts awarded to the handicapped to be extended for up to two additional years. (Sec. 705) Authorizes the Administrator to carry out a manufacturing modernization pilot program for promoting the award of Federal procurement contracts to small business concerns that participate in certified manufacturing application and education centers. Authorizes appropriations. (Sec. 706) Denies small business assistance to individuals who are not lawfully within the United States. (Sec. 708) Directs the Chief Counsel for Advocacy of the SBA to study and report to the Congress on the impact of Federal regulatory paperwork and tax requirements on small business.

National Aquaculture Development, Commercialization, and Promotion Act of 1994 - Amends the National Aquaculture Act of 1980 to establish the Department of Agriculture (Department) as the lead Federal agency for the development of national policy and programs for private aquaculture. (Sec. 5) Directs the Secretary of Agriculture to: (1) establish within the National Agricultural Library a National Aquaculture Information Center; and (2) assign new aquaculture programs to the appropriate Federal agencies. (Sec. 6) Provides for coordination with the aquaculture industry. (Sec. 7) Authorizes the Secretary to pay the Federal share of grants and contracts for aquaculture commercialization research. (Sec. 8) Directs the Secretary to: (1) implement a national policy for private aquaculture; (2) implement a Department Aquaculture Plan; (3) revise the National Aquaculture Development Plan; (4) treat private aquaculture as a form of agriculture; and (5) maintain and support a National Aquaculture Information Center. (Sec. 9) Authorizes the Administrator of the Environmental Protection Agency to carry out grant and cooperative agreement programs to demonstrate aquaculture's application to environmental enhancement, including a pollution assessment program. (Sec. 10) Authorizes the Secretary to carry out grant and cooperative agreement programs for Native American Fishpond revitalization. (Sec. 11) Directs the Secretary to provide disaster assistance to eligible aquaculture farmers for weather-related losses. (Secs. 12 and 13) Authorizes the Secretary to: (1) establish aquaculture education programs in secondary and postsecondary vocational schools; and (2) support international aquaculture scientific exchanges. (Sec. 14) Authorizes appropriations. (Sec. 15) Amends the Consolidated Farm and Rural Development Act to make aquaculture farmers eligible for farm credit assistance. (Sec. 16) Amends the Agricultural Trade Act of 1978 to authorize the Secretary to establish an international aquaculture information and data collection program. (Sec. 17) Amends the Agricultural Credit Act of 1978 to make aquaculture farms eligible for the emergency conservation programs. (Sec. 19) Directs the Secretary to develop a plan for voluntary certification of guidelines to ensure the quality of aquatic species subject to this Act in order to promote the marketing and transportation of aquatic products.

United States-China Act of 1994 - Declares that if nondiscriminatory treatment (most-favored-nation treatment) is not granted to China by reason of the enactment of a congressional disapproval resolution, such treatment shall continue to apply to goods that are produced by a person that is not a state-owned Chinese enterprise, but not apply to any goods that are produced by a state-owned Chinese enterprise. Provides that if nondiscriminatory treatment is granted to China for a 12-month period on July 3, 1994, such treatment shall not apply to: (1) any good that is produced by the People's Liberation Army or a Chinese defense industrial trading company; or (2) any nonqualified good that is produced by a state-owned Chinese enterprise. Provides that in order for such treatment to be granted to China, the Secretary of the Treasury shall consult with American businesses that have significant trade with or investment in China, to encourage them to adopt a voluntary code of conduct that: (1) follows internationally recognized human rights principles; (2) ensures the employment of Chinese citizens is not discriminatory in terms of sex, ethnic origin, or political belief; (3) ensures that no convict, forced, or indentured labor is knowingly used; (4) recognizes the rights of workers to freely organize and bargain collectively; and (5) discourages mandatory political indoctrination on business premises. Requires the Secretary to determine, and publish in the Federal Register, which persons are state-owned Chinese enterprises and Chinese defense industrial trading companies. Authorizes the President to waive any condition or prohibition imposed under this Act if he determines and reports to the Congress that its continued imposition would have a serious adverse effect on vital U.S. national security interests. Provides for State access to such registry. (Sec. 102)Amends part D (Child Support and Establishment of Paternity) of title IV of the Social Security Act (SSA) to include among the functions of the Federal Parent Locator System: (1) establishing parentage; and (2) establishing, modifying, enforcing child support obligations. Directs the Secretary of the Treasury to provide prompt access to the Secretary of all Federal income tax returns filed by individuals. Instructs the Secretary to expand the Parent Locator Service to establish a national network based on the comprehensive statewide child support enforcement systems to expand State access to the national parent locator network. (Sec. 103) Directs the Secretary of the Treasury to establish a national reporting system on employees and their child support obligations through the mandatory inclusion of certain child support information on W-4 forms (including the availability of health care insurance). (Sec. 104) Requires State plans for child and spousal support to have in effect statutory mechanisms which: (1) establish a child support order registry to transmit abstracts of State child support orders to the Federal Registry and distribute child support proceeds withheld from a delinquent parent's wages; and (2) allow an individual to bring an action against an employer or State official for noncompliance with this Act. Prescribes parameters for direct wage withholding, State agency access to various data bases, and expanded interaction with the National Parent Locator Network. (Sec. 105) Amends the Internal Revenue Code to integrate child support obligations and payments within the structure of income tax returns, including: (1) assessment and collection of child support arrearages; and (2) payment to State registries of child support amounts collected by the Secretary of the Treasury. Title II: Establishment - Amends part D of SSA title IV (Child Support and Establishment of Paternity) to set forth procedural guidelines for service of process on Federal employees and members of the armed services in connection with proceedings relating to child support and parentage obligations. (Sec. 204) Establishes the National Child Support Guidelines Commission to: (1) study and report to the Congress on the advisability of a national child support guideline; (2) develop such a guideline, if advisable. (Sec. 205) Includes among the requisite components of approved State plans: (1) a specified duration of child support; (2) electronic transmittal of State documents; (3) telephonic appearance in interstate cases; (4) uniform terms in child support orders; (5) social security numbers on marriage licenses, divorce decrees, parentage decrees, and birth certificates; (6) administrative subpoena powers; (7) State-conducted surveys and outreach programs for underserved populations; and (8) State guidelines for child health care insurance. (Sec. 213) Amends the Federal judicial code to set forth rules governing modification of sister State child support orders. Title III: Parentage - Requires approved State plans to include prescribed procedures for paternity acknowledgment. Title IV: Enforcement - Requires approved State plans to include prescribed procedures for garnishment of wages for parents in arrears for child support, including: (1) Federal death benefits; (2) black lung benefits; (3) veterans benefits, and (4) workers' compensation. (Sec. 404) Amends the Consumer Credit Protection Act to provide that: (1) its garnishment restrictions neither pre-empt State law, nor exempt any person from complying with State or Federal laws permitting garnishment for the purpose of securing child support; and (2) a garnishment intended to satisfy a child support debt takes priority over competing debts owed to the Federal government. (Sec. 405) Mandates that approved State plans include procedures to satisfy child support arrearages which: (1) prohibit a State court from applying the doctrine of election of remedies to prevent a custodial parent from collecting child support from the noncustodial parent; (2) prohibit State and Federal occupational licensing or regulating agencies from issuing or renewing occupational, professional or business licenses to individuals who fail to appear or are delinquent in child support cases; (3) prohibit State motor vehicle departments from issuing or renewing a driver's license or vehicle registration to such individuals; (4) require placement of child support liens on certificates of vehicle title; (5) permit attachment of bank accounts; (6) impose liens upon lottery winnings, insurance, court and other settlements; (7) presume fraudulent intent in any property transfer; (8) permit attachment of public and private retirement plans; (9) eliminate statutes of limitations in child support cases; and (10) require child support enforcement agencies to assess and collect interest on child support judgments. (Sec. 418) Amends Federal bankruptcy law to: (1) except from its automatic stay provisions proceedings establishing parentage and debts for child support; (2) require a bankruptcy plan to provide for full payment when due of debts for child support; (3) declare that a debt for child support includes State public debts and assigned child support based on provision of expenditures with respect to aid to families with dependent children (AFDC) and foster care and adoption assistance; (4) include among prioritized claims allowed unsecured claims for child support; (5) preclude a debtor from avoiding the fixing of judicial liens for child support; (6) except from discharge a debt pursuant to divorce or separation; and (7) prohibit trustee avoidance of a transfer that was a bona fide payment of a debt for child support. (Sec. 419) Prescribes procedural mandates for the Secretary of Defense to cooperate with the States in the enforcement of child support obligations of members and former members of the Armed Forces. (Sec. 420) Requires each State to have in effect laws which adopt the officially approved version of the Uniform Interstate Family Support Act. (Sec. 421) Authorizes the Secretary of State to deny or restrict passport privileges to child support debtors subject to State arrest warrants. Denies Federal benefits, loans, guarantees, and employment to debtors with child support arrearages exceeding specified amounts. (Sec. 423) Amends part D of SSA title IV (Child Support and Establishment of Paternity) to mandate that approved State plans include procedures to satisfy child support arrearages by permitting State courts to order: (1) assignments of life insurance benefits; and (2) assignment of an interest in jointly held property. (Sec. 425) Expresses the sense of the Congress that the U.S. should ratify the United Nations Convention of 1956. Mandates that the States treat international child support cases in the same manner as interstate child support cases. (Sec. 426) Prescribes guidelines for shielding depository institutions from liability for providing financial records to State enforcement agencies in child support cases. (Sec. 427) Mandates that approved State plans include procedures to ensure: (1) cost-of-living adjustments in child support orders; (2) annual exchange of financial information by parties to a child support order; and (3) criminal penalties for failure to pay child support and the granting of use immunity may be granted to compel testimony in specified civil child support proceedings. Title V: Collection and Distribution - Prescribes priorities in the distribution of collected child support pursuant to an approved State plan. Directs the Comptroller General to report to the Congress on studies and pilot projects of systems under which States would be required to pay child support to the individuals to whom it is owed before making reimbursements to any State for AFDC provided with respect to such child. (Sec. 502) Mandates that approved State plans include procedures which limit State claims against the noncustodial parent to the assistance provided to the child. (Sec. 503) Revises the fee guidelines for State child support collection and paternity determination services. Title VI: Federal Role - Directs the Secretary to establish the Office of Child Support Enforcement under the direction of an Assistant Secretary. Expands the training programs for State child support enforcement programs. (Sec. 604) Directs the Secretary to develop the methodology for determining each State child support and paternity establishment program's staffing requirements. (Sec. 605) Amends the Employee Retirement Income Security Act of 1974 to revise the definition of "medical child support order". (Sec. 606) Instructs the Secretary to: (1) contract for a study of the audit process of the Office of Child Support Enforcement; and (2) make grants to the States for demonstration projects implementing a system of assured minimum child support payments. Authorizes appropriations. (Sec. 608) Amends the Internal Revenue Code to create the Children's Trust Fund for making expenditures to implement this Act. (Sec. 609) Instructs the Comptroller General to study and report to the Congress on: (1) the causes for nonpayment of child support; and (2) the efficacy of processing child support and parentage cases in States that use administrative processes as compared to those that use judicial or quasi-judicial processes. (Sec. 611) Directs the Office of Child Support Enforcement to: (1) produce and update a certain compendium entitled "A Guide to State Child Support and Paternity Laws" and (2) establish a permanent advisory committee on child support matters. Title VII: State Role - Mandates that State plans for child and spousal support include: (1) agency advocacy promoting the greatest economic security possible for children; (2) certain information on plan services for dissemination to each custodial parent; (3) an administrative procedure as the sole procedure for change of payee; and (4) conflict-of-interest restrictions upon State modification of a child support order. (Sec. 705) Provides for increased payments to States under the Child Support and Establishment of Paternity program, repealing provisions for State incentive payments.

Title I: National Environmental Response Training Program - Subtitle A: Certification, Training, and Accreditation Program - Directs the Secretary of Labor (the Secretary) to establish a National Environmental Training Program to: (1) certify environmental response employers (through a National Certification Program in the Department of Labor); (2) train and certify environmental response employees and emergency responders; and (3) accredit environmental training providers. Subtitle B: Health and Safety Program - Directs the Secretary to establish a national safety and health program covering environmental response employees and emergency responders. Allows such program to be implemented and managed, at the Secretary's discretion, by the National Institute for Occupational Safety and Health. Requires such program to include minimum standard medical examination protocols, a medical surveillance program, and a national injury/illness/fatality surveillance system. Title II: National Environmental Response Employment Program - Directs the Secretary to establish: (1) a program to ensure employment of minorities and women in activities covered by this Act; and (2) in cooperation with the Secretary of Defense, a program to ensure availability of training and employment in activities covered by this Act for displaced military personnel. Directs the Secretary to provide grants to: (1) public agencies and nonprofit employee organizations qualifying as accredited providers to train environmental emergency responders; (2) joint labor-managed training trust funds and labor organizations accredited as providers for training and related activities for environmental workers subject to this Act; (3) nonprofit veterans' organizations for recruitment and counseling services for recently separated members of the military and other veterans, in connection with environmental response training; and (4) nonprofit minority and women's organizations for recruitment and counseling services for minority and female applicants, in connection with environmental response training. Title III: Federal Environmental Coordination Committee and Related Provisions - Establishes the Federal Environmental Coordination Committee, including the heads of the aforementioned Federal departments and agencies. Provides for: (1) enforcement of this Act through Federal contracting procedures; (2) cooperation with States; (3) accreditation and certification/licensure fees; and (4) environmental workforce research and studies. Title IV: Administration and Enforcement - Directs the Secretary to promulgate regulations to carry out this Act. Authorizes the Secretary to seek judicial relief and civil penalties for failure to comply with this Act.
