Background Check Completion Act This bill amends the federal criminal code to prohibit a licensed gun dealer from transferring a firearm to an unlicensed person prior to completion of a background check. (Current law permits a licensed gun dealer to transfer a firearm to an unlicensed person if a submitted background check remains incomplete after three business days.)

National 9/11 Memorial at the World Trade Center Act This bill designates the National September 11 Memorial located at the World Trade Center in New York City, New York, as a national memorial. The Department of the Interior may award a grant of not more than $25 million each fiscal year to the National September 11 Memorial and Museum at the World Trade Center Foundation, Inc., for the operation and maintenance of the memorial.

Directs the Department of Defense (DOD) to develop guidelines for use, by the Secretaries of the military departments and the Department of Veterans Affairs, of unofficial sources of information, including eyewitness statements, to determine the eligibility of a member or former member of the Armed Forces for benefits and decorations when the member's service records are incomplete because of damage to the records as a result of the 1973 fire at the National Personnel Records Center in St. Louis, Missouri, or any subsequent incident while the records were in DOD's possession.

Merchant Marine of World War II Congressional Gold Medal Act This bill requires the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the award, on behalf of Congress, of a single gold medal to the U.S. Merchant Marine of World War II, in recognition of their dedicated and vital service during World War II.

Urges the U.S. government to work with European governments and European law enforcement agencies encouraging them to: partner with, share information, and train Jewish community groups to strengthen preparedness and response to anti-Semitic attacks; consider formal partnerships in the United States, United Kingdom, and France between government entities and Jewish community security groups as examples of such partnering; support assessments of the environments of hate crimes and anti-Semitism, including analysis of crimes and law enforcement and community response, and cooperation between European governments and intergovernmental and interorganizational entities; help Jewish communities develop safety standards; implement a standardized pan-European information-sharing and alerting system among governments, inter-governmental agencies, and Jewish communities; ensure that law enforcement personnel are trained to monitor, prevent, and respond to anti-Semitic violence, and that senior officials with commensurate authority and resources have been appointed to combat anti-Semitism; and work with law enforcement associations and other relevant professional entities to combat anti-Semitism. Supports the mandate of the United States Special Envoy to Monitor and Combat Anti-Semitism as part of the broader policy priority of fostering international religious freedom. Urges the Department of State to continue U.S. reporting on anti-Semitism by the Department and the Special Envoy to Combat and Monitor Anti-Semitism.

Right to Try Act of 2015 Bars the federal government from prohibiting or restricting the production, manufacture, distribution, prescribing, dispensing, possession, or use of an experimental drug, biological product, or device that is: (1) intended to treat a patient who has been diagnosed with a terminal illness; and (2) authorized by, and in accordance with, state law. Defines an "experimental drug, biological product, or device" as one that: (1) has successfully completed a phase 1 clinical investigation; (2) remains under investigation in a clinical trial approved by the Food and Drug Administration; and (3) is not approved, licensed, or cleared for commercial distribution under the Federal Food, Drug, or Cosmetic Act or the Public Health Service Act.

Claims Licensing Advancement for Interstate Matters Act or the CLAIM Act This bill authorizes an independent insurance claims adjuster to apply to the National Association of Registered Agents and Brokers for Membership for the purpose of licensure in any state that requires a license for such adjusters that is not among such states that have enacted, within four years of this Act's enactment: (1) uniform laws and regulations governing the licensure of individuals and entities authorized to adjust claims within the state, and (2) reciprocity laws and regulations governing the licensure of nonresident individuals and entities authorized to adjust such claims within those states. The Department of the Treasury must annually determine a state's continued compliance with such requirements.

Community Bank Capital Clarification Act This bill amends the Financial Stability Act of 2010 with respect to: minimum leverage capital requirements and minimum risk-based capital requirements for depository institution holding companies; mandatory deductions from actual capital in the calculation of such minimum capital requirements for certain investments by such institutions, especially in financial subsidiaries; and the exemption from such capital deductions for the debt or equity instruments issued by certain smaller institutions. A depository institution holding company exempted from capital deductions because it had less than $15 billion of total consolidated assets at the end of a quarterly financial reporting period after December 31, 2009, shall continue to be treated as an exempt institution as long it has total consolidated assets of less than $15 billion.

Equal Access to Abortion Coverage in Health Insurance (EACH Woman) Act of 2015 This bill requires the federal government: (1) to ensure coverage for abortion care in public health insurance programs including Medicaid, Medicare, and the Children's Health Insurance Program; (2) as an employer or health plan sponsor, to ensure coverage for abortion care for participants and beneficiaries; and (3) as a provider of health services, to ensure that abortion care is made available to individuals who are eligible to receive services in its own facilities or in facilities with which it contracts to provide medical care. The federal government may not prohibit, restrict, or otherwise inhibit insurance coverage of abortion care by state or local governments or by private health plans. State and local governments may not prohibit, restrict, or otherwise inhibit insurance coverage of abortion care by private health plans. The bill expresses the sense of Congress that: (1) the federal government, acting in its capacity as an insurer, employer, or health care provider, should serve as a model for the nation to ensure coverage of abortion care; and (2) restrictions on coverage of abortion care in the private insurance market must end.

Mayflower Commemorative Coin Act This bill directs the Department of the Treasury to issue up to 50,000 $5 gold commemorative coins, and up to 100,000 $1 silver commemorative coins, whose design is emblematic of the arrival of the Pilgrims at Plymouth, Massachusetts. These coins shall be issued only during the one-year period beginning on January 1, 2020. The Department must pay all surcharges received from sales of the coins to the General Society of Mayflower Descendants for educational purposes.

Military Consumer Protection Act This bill amends the Consumer Financial Protection Act to extend Consumer Financial Protection Bureau oversight and protection to provisions under the Servicemembers Civil Relief Act concerning: future financial transactions, excluding insurance; default judgments, excluding child custody proceedings; interest rates on pre-service debts; evictions; purchase or lease installment contracts; mortgages and trusts; motor vehicle leases; telephone service contracts; and waiver of rights pursuant to a written agreement, excluding bailments.

Bring Jobs Home Act Amends the Internal Revenue Code to: (1) grant business taxpayers a tax credit for up to 20% of insourcing expenses incurred for eliminating a business located outside the United States and relocating it within the United States, and (2) deny a tax deduction for outsourcing expenses incurred in relocating a U.S. business outside the United States. Requires an increase in the taxpayer's employment of full-time employees in the United States in order to claim the tax credit for insourcing expenses.

Condemns outside attempts, including by the government of Russia, its agents or supporters, to interfere in Ukraine's elections.

Safe Schools Improvement Act of 2015 This bill amends the Elementary and Secondary Education Act of 1965 to require states to direct their local educational agencies (LEAs) to establish policies that prevent and prohibit conduct, including bullying and harassment, that is sufficiently severe, persistent, or pervasive to: (1) limit students' ability to participate in, or benefit from, school programs; or (2) create a hostile or abusive educational environment that adversely affects their education. LEAs shall also provide: (1) students, parents, and educational professionals with annual notice of the conduct prohibited in their discipline policies; (2) students and parents with grievance procedures that target such conduct; and (3) the public with annual data on the incidence and frequency of that conduct at the school and LEA level. The Department of Education must conduct, and report on, an independent biennial evaluation of programs and policies to combat bullying and harassment in elementary and secondary schools. The National Center for Education Statistics shall collect state data to determine the incidence and frequency of the conduct prohibited by LEA discipline policies.

Time Off to Vote Act Entitles an employee to two hours of paid leave on the day of any federal election in order to vote. Gives the employer the right to determine the two-hour-period, excluding any lunch break or other break. Prohibits the loss of benefits for any employee taking such leave under this Act. Makes it unlawful for any employer to interfere with, restrain, or deny the exercise of or the attempt to exercise, the right to take leave under this Act, or to discriminate against an employee in any manner for taking leave under this Act. Makes it unlawful for any employer to discharge or in any other manner discriminate against any individual for: (1) opposing any practice made unlawful by this Act; (2) filing any charge, or instituting or causing to be instituted any proceeding, under or related to this Act; or (3) testifying or preparing to testifying in any inquiry or proceeding relating to any leave provided under this Act. Specifies the penalties for any employer who violates this Act.

Adoptive Family Relief Act This bill amends the Immigration and Nationality Act to declare that if an immigrant visa was issued on or after March 27, 2013, for a child who has been lawfully adopted, or who is coming to the United States to be adopted, by a U.S. citizen, any statutory immigrant visa fees relating to a renewal or replacement of such visa may be waived or refunded if: the child was unable to use the original immigrant visa during the period of its validity as a direct result of extraordinary circumstances, including the denial of an exit permit; and such inability was attributable to factors beyond the control of the adopting parent or parents.

Long Island Sound Restoration and Stewardship Act This bill reauthorizes the Management Conference of the Long Island Sound Study, the Long Island Sound Stewardship Act of 2006, the Long Island Sound Grants, and Long Island Sound Stewardship Grants through FY2020. The bill amends the Federal Water Pollution Control Act (commonly known as the Clean Water Act) to direct the Environmental Protection Agency's (EPA) Office of the Management Conference of the Long Island Sound Study to include in studies on strengthening the implementation of the Comprehensive Conservation and Management Plan for Long Island Sound: (1) environmental impacts on the Sound watershed; and (2) planning initiatives that identify areas most suitable for various activities in order to reduce conflicts among uses, reduce adverse environmental impacts, facilitate compatible uses, or preserve critical ecosystem services. The Office must: (1) develop and implement strategies to increase education and awareness about the ecological health and water quality of the Sound; and (2) monitor progress toward meeting the goals, actions, and schedules of the Plan. The limit on the federal share for certain grants for projects and studies to help implement the Plan is revised by increasing the limit for grants other than citizen involvement and education grants. A federal agency that owns or occupies real property, or carries out activities, within the Sound watershed must: (1) participate in regional and subwatershed planning, protection, and restoration activities; and (2) ensure that the property and activities are consistent with the Plan to the maximum extent practicable.

Fire Sale Loophole Closing Act This bill amends the federal criminal code to make it unlawful for: (1) anyone whose federal license to import, manufacture, or deal in firearms has been revoked, or whose license renewal application has been denied, to transfer business inventory firearms into a personal collection or to an employee of such person or to receive a firearm that was a business inventory firearm as of the date of a revocation or renewal denial notice; and (2) anyone who has received a license revocation or renewal denial notice to transfer to any other person a firearm that was a business inventory firearm. The bill imposes a fine and/or prison term of not more than one year for violations of this Act (five years for willful violations).

Craft Beverage Modernization and Tax Reform Act of 2015 Amends the Internal Revenue Code to: allow taxpayers who are liable for not more than $50,000 per year in excise taxes on distilled spirits, wine, or beer to file and pay such taxes quarterly without the requirement of posting a bond covering the operations and withdrawals of such distilled spirits, wines, or beer; allow such taxpayers who reasonably expect to have a tax liability of not more than $1,000 per year and who were liable for not more than $1,000 in taxes in the preceding calendar year to file and pay such taxes annually rather than quarterly; exclude the aging period from the production period for beer, wine, or distilled spirits for purposes of determining whether a taxpayer can expense, rather than capitalize, interest costs paid or incurred during the production period; reduce excise tax rates on beer, wine, and distilled spirits produced in the United States; permit the transfer of beer between bonded facilities without payment of tax; modify the definition of "hard cider" for excise tax purposes; and exempt home distillery establishments that produce distilled spirits solely for personal or family use from excise tax and bonding requirements. Directs the Department of the Treasury to amend applicable Treasury regulations with respect to the use of wholesome products suitable for human consumption in the production of fermented beverages. Amends the Balanced Budget and Emergency Deficit Control Act of 1985 to establish funding levels in FY2016-FY2021 for the enforcement and compliance activities of the Alcohol and Tobacco Tax and Trade Bureau.

Caregivers Access and Responsible Expansion for All Veterans Act or the CARE for All Veterans Act Expands eligibility for the family caregiver program of the Department of Veterans Affairs to include members of the Armed Forces or veterans who are seriously injured or who became ill (or aggravated such injury or illness) on active duty before September 11, 2001 (currently, limited to service after September 11, 2001). Establishes three monthly caregiver stipend starting dates for pre-September 11, 2001, members of the Armed Forces or veterans based upon the amount and degree of personal care services provided. Includes among program eligibility criteria a veteran's need for regular or extensive instruction or supervision in completing two or more instrumental activities of daily living.

Replaces the current boundary map with a map of a proposed boundary revision dated June 2015.

Voting Rights Advancement Act of 2015 This bill amends the Voting Rights Act of 1965 to allow a representative official of an Indian tribe, with authorization from the governing body of the tribe, to request one or more polling places to be located on tribal lands. The state or political subdivision shall provide each requested polling place at no expense to the Indian tribe if certain criteria are met. A federal court shall retain jurisdiction to enforce constitutional voting guarantees, but also certain violations of the Act as well as of any federal prohibition against discrimination on the basis of race, color, or membership in a language minority group, for an appropriate period to prevent commencement of new devices to deny or abridge the right to vote. Requirements are revised for determining which states and political subdivisions are or are not covered by criteria for declaratory judgments that they have not used devices to deny or abridge the right to vote. Any state (and all of its political subdivisions) shall be subject to such requirements for a 10-year period if: 15 or more voting rights violations occurred there during the previous 25 years; or 10 or more violations occurred during the previous 25 years, at least one of which was committed by the state itself (as opposed to a political subdivision within it). Any specific political subdivision of a state shall also be subject to those requirements for a 10-year period if 3 or more violations occurred in it during the previous 25 calendar years. A state or political subdivision that obtains a declaratory judgment that it has not used a device to deny or abridge the right to vote shall be exempt from such requirements unless new violations occur after the declaratory judgment was issued. Each state and each political subdivision shall: (1) identify any newly enacted or adopted law, regulation, or policy that includes a voting qualification or prerequisite to voting, or a voting-related standard, practice, or procedure (covered practice); and (2) ensure that no such covered practice is implemented unless or until the state or political subdivision complies with certain preclearance requirements. This bill prescribes transparency requirements, including reasonable public notice, regarding any changes to: (1) voting prerequisites, standards, or procedures; (2) polling place resources; or (3) demographics and electoral districts. Department of Justice authority to assign observers receives new extensions, including authority to assign observers to enforce bilingual election requirements. Courts shall grant preliminary injunctive relief if a complainant raises a serious question whether the challenged covered practice violates the Act or the Constitution and, on balance, the hardship imposed upon the defendant by the relief will be less than the hardship on the plaintiff if the relief were not granted.

Healthy Maternity and Obstetric Medicine Act or the Healthy MOM Act This bill amends the Public Health Service Act and Internal Revenue Code to require health insurers, health insurance exchanges, and group health plans to offer a special enrollment period to pregnant women beginning when the pregnancy is reported to the issuer, exchange, or plan. The Office of Personnel Management must ensure that eligible pregnant women are allowed to enroll in federal employee health benefit plans outside of the open enrollment period.

Humane Cosmetics Act This bill prohibits testing cosmetics on animals, effective on the date that is one year after enactment of this Act. No cosmetic may be sold or transported if the final product or any component was developed or manufactured using animal testing after such date, effective three years after enactment of this Act.

Electrify Africa Act of 2015 This bill directs the President to establish a multiyear strategy to assist countries in sub-Saharan Africa implement national power strategies and develop an appropriate mix of power solutions, including renewable energy, to provide access to reliable, affordable, and sustainable power in order to reduce poverty and drive economic growth. The President is urged to: (1) establish an interagency working group to coordinate the activities of U.S. government departments and agencies involved in carrying out the strategy, and (2) use U.S. influence to leverage international support to promote the strategy. The U.S. Agency for International Development, the Trade and Development Agency, the Overseas Private Investment Corporation (OPIC), and the Millennium Challenge Corporation are urged to prioritize efforts and assistance for power projects and markets in sub-Saharan Africa. The Foreign Assistance Act of 1961 is amended to extend OPIC's issuing authority through September 30, 2018. OPIC is temporarily authorized to issue local currency guarantees to African subsidiaries of foreign financial institutions to facilitate eligible investor lending for power projects in sub-Saharan Africa. The President shall appoint and maintain an Inspector General in OPIC.

Recognizes that the United States must continue to strive to ensure that the promise of equality is realized for all Americans.

Furthering Access to Stroke Telemedicine Act or the FAST Act This bill amends title XVIII (Medicare) of the Social Security Act to: (1) expand access to certain stroke telehealth services to any originating site at which the eligible telehealth individual is located at the time the service is furnished, regardless of where the site is located; and (2) waive the facility fee for certain such originating sites.

Grants for Renewable Energy Education for the Nation Act or the GREEN Act Authorizes the Department of Education to award competitive grants to partnerships of local educational agencies (LEAs), postsecondary institutions, and clean and renewable energy industry representatives to develop programs of study focused on emerging careers and jobs in the fields of clean and renewable energy. Requires a priority be given to grant applications that: use online learning or other innovative methods to deliver a program of study to individuals outside the partnership, and focus on low-performing students and special populations. Authorizes the Department to award competitive grants to LEAs and postsecondary institutions to promote development of career and technical educational facilities that are energy efficient and use renewable energy practices.

Volunteer Responder Incentive Protection Act of 2015 Amends Internal Revenue Code, with respect to the tax exclusion for benefits paid to volunteer firefighters and emergency medical providers by states and local governments, to: (1) increase the amount of benefits excludible; and (2) make such tax exclusion available for taxable years beginning in 2016, 2017, or 2018.

Cancer Drug Coverage Parity Act of 2015 This bill amends the Public Health Service Act to require a group or individual health plan that covers anticancer medications administered by a health care provider to provide no less favorable coverage for anticancer medications administered by a patient. A plan may apply to patient-administered anticancer medications only the cost-sharing and limitations that apply to anticancer medications administered by a health care provider. These requirements apply to medication approved by the Food and Drug Administration that is prescribed based on a finding by the treating physician that the medication is medically necessary for cancer treatment and is clinically appropriate in terms of type, frequency, extent site, and duration. To comply with these requirements, health plans may not, for anticancer medications: (1) change or replace benefits to increase out-of-pocket costs; (2) reclassify benefits to increase costs; or (3) apply more restrictive limitations to orally administered medications than to intravenously administered or injected medications.

Global Democracy Promotion Act States that, with respect to eligibility for assistance under part I of the Foreign Assistance Act of 1961, foreign nongovernmental organizations shall not be ineligible for such assistance solely on the basis of health or medical services provided by such organizations with non-U.S. government funds if such services do not violate the laws of the country in which they are being provided and would not violate U.S. federal law if provided in the United States. Declares in addition that foreign nongovernmental organizations shall not be subject to requirements relating to the use of non-U.S. government funds for advocacy and lobbying activities other than those that apply to U.S. nongovernmental organizations receiving assistance under part I of such Act.

Filipino Veterans of World War II Congressional Gold Medal Act of 2015 Directs the President pro tempore of the Senate and the Speaker of the House of Representatives to make appropriate arrangements for the award of a single Congressional Gold Medal to the Filipino Veterans of World War II in recognition of their dedicated service during World War II. Requires that the medal, following its award, be given to the Smithsonian Institution where it will be available for research and for display at other appropriate locations associated with such veterans.

Breast Cancer Awareness Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue up to 50,000 $5 gold coins, 400,000 $1 silver coins, and 750,000 half-dollar clad coins emblematic of the fight against breast cancer. The Treasury shall: select the design for the coins based upon the winning design from a juried, compensated design competition following certain specifications; and issue the coins only during the one-year period beginning on January 1, 2018. All such coin sales must include the following surcharges: $35 per $5 gold coin, $10 per $1 dollar silver coin, and $5 per half-dollar coin. The Treasury shall pay received surcharges promptly to the Susan G. Komen for the Cure and the Breast Cancer Research Foundation according to a specified distribution formula.

Condemns the Republic of the Sudan's pardon of Mubarak Mustafa for his role in allowing the men convicted of John Granville's assassination to escape imprisonment. Calls on the Department of State to continue to list Sudan on the state sponsors of terrorism list until such time as the men convicted of John Granville's assassination are apprehended and the pardon of Mubarak Mustafa is repealed.

Undetectable Firearms Modernization Act of 2015 Amends the Undetectable Firearms Act of 1988 to revise what are prohibited firearms to include any firearm: (1) that, after removal of all parts other than major components (currently, of grips, stocks, and magazines), is not as detectable by walk-through metal detectors as the Security Exemplar; or (2) any major component of which, if subjected to inspection by the types of detection devices (currently, x-ray machines) commonly used at airports for security screening, would not generate an image that accurately depicts the shape of the component. Modifies the definition of: (1) "major component" to include the barrel of a firearm only in the case of a rifle or shotgun, and (2) "Security Exemplar" to repeal the requirement that it be fabricated within 12 months after enactment of such Act. Exempts from undetectable firearms provisions: (1) a prototype firearm for detectability testing; (2) any firearm received by, in the possession of, or under the control of the United States; or (3) the manufacture, importation, possession, transfer, receipt, shipment, or delivery of a firearm by a licensed manufacturer or licensed importer pursuant to an existing contract with the United States. (Replaces the exemption of any firearm that has been certified by the Department of Defense or the Central Intelligence Agency as necessary for military or intelligence applications or that is manufactured and sold exclusively to U.S. military or intelligence agencies.)

Boating Occupancy and Teaching Safety Act or the BOATS Act Directs the Commandant of the Coast Guard to: establish maximum passenger capacity and maximum weight capacity standards for recreational vessels; and require manufacturers and operators of passenger vessels to permanently display in a legible manner that is clearly visible, including on each flying bridge of the vessel, to vessel passengers such maximum capacity requirements and a notice of the need to balance vessel weight to avoid capsizing. Defines "flying bridge" to mean an open deck above the main navigating bridge of a recreational vessel. Amends federal shipping law to revise state recreational boating safety program requirements. Allows a state to contract with a local government or private entity to provide boating safety education services under a state recreational boating safety program. Amends the Internal Revenue Code to make amounts in the Sport Fish Restoration and Boating Trust Fund available for expenditures to carry out the purposes of the Dingell-Johnson Sport Fish Restoration Act (as in effect upon enactment of this Act).

Rare Cats and Canids Act of 2015 This bill establishes a Rare Cats and Canids Conservation Fund as a separate account within the Multinational Species Conservation Fund. The Department of the Interior must use amounts in the fund to provide assistance for the conservation of rare felids and rare canids. Grant amounts may not be used for captive breeding unless it is a part of an accredited reintroduction or restoration program. Rare felids or rare canids are any population in the family Felidae (cats) or Canidae (dogs), respectively, that are listed in the Red List of Threatened Species Maintained by the World Conservation Union as near-threatened, vulnerable, endangered, or critically endangered, excluding any population native to the United States or Canada. Tigers are not considered to be rare felids. Interior may convene an advisory group of individuals representing organizations actively involved in the conservation of felids and canids.

Automatic Voter Registration Act This bill amends the National Voter Registration Act of 1993 to require state motor vehicle authorities (MVAs), upon receiving certain identifying information with respect to any individual requesting MVA services, to transmit it to the appropriate state election official. The appropriate state election official shall then notify the individual that unless he or she notifies the official, before 21 calendar days elapse after issuance of the notification, that the individual declines to be registered to vote in federal elections in the state, the individual shall be considered to have submitted a completed voter registration application and be considered automatically registered unless: the official determines that the individual does not meet voter registration eligibility requirements, or the individual is already registered to vote. A state may not use any identifying information regarding an individual's citizenship status for any purpose other than determining whether the individual is eligible to vote in federal elections.

Reimburse Educators who Pay for Academic Year Supplies Act of 2015 or the REPAY Supplies Act of 2015 This bill amends the Internal Revenue Code to: (1) make permanent the deduction from gross income (above-the-line deduction) for certain expenses of elementary and secondary school teachers, and (2) allow such deduction to an individual who is a teacher or aide under a Head Start program for at least 700 hours during a school year.

Helping Families in Mental Health Crisis Act of 2015 This bill creates the position of Assistant Secretary for Mental Health and Substance Use Disorders to take over the responsibilities of the Administrator of the Substance Abuse and Mental Health Services Administration (SAMHSA). Mental health programs are extended and training regarding mental health is expanded. SAMHSA must establish the National Mental Health Policy Laboratory and the Interagency Serious Mental Illness Coordinating Committee. This bill amends the Public Health Service Act to require the National Institute of Mental Health to translate evidence-based interventions and the best available science into systems of care. Certain mental health care professional volunteers are provided liability protection. Pediatric mental health subspecialists are eligible for National Health Service Corps programs. An underserved population of children or a site for training in child psychiatry can be designated as a health professional shortage area. The protected health information of an individual with a serious mental illness may be disclosed to a caregiver under certain conditions. This bill amends title XIX (Medicaid) of the Social Security Act (SSAct) to conditionally expand coverage of mental health services. Part D (Voluntary Prescription Drug Benefit Program) of title XVIII (Medicare) of the SSAct is amended to require coverage of antidepressants and antipsychotics. If it will not increase Medicare spending, Medicare's 190-day lifetime limit on inpatient psychiatric hospital services is eliminated. Health information technology activities and incentives are expanded to include certain mental health and substance abuse professionals and facilities. This bill restricts the lobbying and counseling activities of protection and advocacy systems for individuals with mental illness. These systems must focus on safeguarding the rights of individuals with mental illness to be free from abuse and neglect.

Pregnant Workers Fairness Act Declares that it is an unlawful employment practice for employers, employment agencies, labor organizations, and other specified entities to: (1) fail to make reasonable accommodations to known limitations related to the pregnancy, childbirth, or related medical conditions of job applicants or employees, unless the accommodation would impose an undue hardship on such an entity's business operation; (2) require such job applicants or employees to accept an accommodation that they choose not to accept, if such accommodation is unnecessary to perform the job; (3) deny employment opportunities based on the need of the entity to make such reasonable accommodations; (4) require such employees to take paid or unpaid leave if another reasonable accommodation can be provided to their known limitations; or (5) take adverse action in terms, conditions, or privileges of employment against an employee requesting or using such reasonable accommodations. Sets forth enforcement procedures and remedies under the Civil Rights Act of 1964, the Congressional Accountability Act of 1995, the Government Employee Rights Act of 1991, and the rights and protections extended to presidential offices. Directs the Equal Employment Opportunity Commission to issue regulations to carry out this Act, including the identification of reasonable accommodations addressing known limitations related to pregnancy, childbirth, or related medical conditions. Prohibits state immunity under the Eleventh Amendment to the Constitution from an action for a violation of this Act.

Protecting Volunteer Firefighters and Emergency Responders Act This bill amends the Internal Revenue Code to exclude services rendered by bona-fide volunteers providing firefighting and prevention services, emergency medical services, or ambulance services to a state or local government or a tax-exempt charitable organization from the category of services usually rendered by an employee of an applicable large employer subject to the mandate to provide minimum essential health care coverage under the Patient Protection and Affordable Care Act (PPACA), thus exempting such employers from PPACA requirements with respect to such volunteers. The bill defines "bona fide volunteer" as an employee of any government entity and any tax-exempt charitable organization whose only compensation is in the form of: (1) reimbursement for (or reasonable allowance for) reasonable expenses incurred in the performance of volunteer services, or (2) reasonable benefits (including length-of-service awards) and nominal fees customarily paid by similar entities for the services of volunteers.

Public School Emergency Relief Act This bill authorizes a program of emergency impact aid payments to states and, through them, to local educational agencies and Indian schools for each quarter of the 2015-2016 school year to respond to any increase in the enrollment of immigrant children from the corresponding quarter of the 2013-2014 school year. Payments shall be used to provide services and assistance to schools that enroll immigrant students. Funds may be used for: compensating school personnel, identifying and acquiring curricular material and mobile educational units and leasing sites or spaces, basic instructional services for immigrant students, reasonable transportation costs, health and counseling services, education and support services, and other uses allowed under title III (Language Instruction for Limited English Proficient and Immigrant Students) of the Elementary and Secondary Education Act of 1965. Any payment made on behalf of a disabled immigrant student is to be used for special education and related services. Emergency impact aid funds that are not obligated during the 2015-2016 school year must be returned to the Department of Education.

Supports individuals and organizations working to encourage cooperation between Israelis and Palestinians, including Professor Mohammed Dajani Daoudi, the Israel Palestine Center for Research and Information, United Hatzalah, and Breaking the Impasse. Reiterates condemnation of anti-Israel and anti-Semitic incitement in the Palestinian Authority (PA) as antithetical to peace. Urges President Abbas and PA officials to discontinue all official incitement and exert influence to discourage anti-Israel and anti-Semitic incitement in Palestinian civil society. Directs the Department of State to regularly monitor and publish information on all official PA incitement against Jews and Israel.
