Prevention Through Affordable Access Act - Amends title XIX (Medicaid) of the Social Security Act to revise requirements for the best price component of the formula for determination of the Medicaid rebate for a covered single source outpatient drug or a covered innovator multiple source outpatient drug. (Under current law, best prices shall not take into account prices that are merely nominal in amount.) Revises the list of entities to which sales by a manufacturer of covered outpatient drugs at nominal prices shall be considered to be sales at a nominal price, or merely nominal in amount (and thus excluded from computation of the best price for such drugs). Adds to such list any entity that is: (1) operated by a health center of an institution of higher education, primarily for its students (university-based clinic); or (2) a public or private nonprofit entity that provides family planning services under the Public Health Service Act (safety-net clinic).

Science Museum and National Laboratory Partnership Demonstration Act - Authorizes the award of up to five grants only to partnerships that include science museums, or consortia thereof serving at least 1,000,000 visitors annually and with an existing partnership with one or more national laboratories, for the purposes of : (1) increasing public understanding of scientific work occurring at the national laboratories; (2) developing exhibits and informal education programs featuring advances in the physical sciences; and (3) increasing public understanding of science, technology, engineering, and mathematics disciplines. Disallows such science museums or consortia from receiving more than 60% of a grant award for any fiscal year, with the remaining funds allocated to National Laboratory partners.

National Hepatitis B Act - Amends the Public Health Service Act to require the Secretary of Health and Human Services to develop a plan for hepatitis B prevention, control, and medical management. Requires the Secretary, acting through the Director of the Centers for Disease Control and Prevention (CDC), to: (1) support the integration of testing, counseling, immunization, and medical referral activities into existing clinical and public health programs at state, local, and tribal levels; and (2) provide hepatitis B coordinators to health departments in order to ensure the success of such integration. Requires the Secretary, acting through the Director of CDC, the Administrator of the Health Resources and Services Administration (HRSA), and the Administrator of the Substance Abuse and Mental Health Services Administration, to implement programs to increase awareness and enhance knowledge and understanding of hepatitis B. Requires the Secretary, acting through the Director of CDC, to: (1) support the establishment of a national hepatitis B surveillance program; and (2) report on population-based seroprevalence studies and hepatitis B's economic and clinical impact and its impact on quality of life. Requires the Secretary, acting through the Directors of CDC, the National Cancer Institute, and the National Institutes of Health (NIH), to conduct research on hepatitis B. Requires the Secretary to give priority in carrying out this Act to individuals with limited access to health education, testing, and health care services and groups that may be disproportionately affected by hepatitis B.

Safe Highways and Infrastructure Preservation Act - Amends federal transportation law to prohibit a state from prescribing or enforcing any regulation that allows a restricted property-carrying unit (any trailer, semi-trailer, container, or other property-carrying unit longer than 53 feet, except for a fire-fighting unit) to operate on the National Highway System (NHS) (including the Interstate System), unless the operation of such unit is authorized by the state on June 1, 2007, and in actual and lawful operation on a regular or periodic basis (including seasonal operations) on or before that date. Prohibits a state from allowing the operation of a commercial motor vehicle combination on the NHS (except a vehicle or load that cannot be dismantled or divided easily, and that has been issued a special permit under state law) with more than one property-carrying unit (excluding the truck tractor) whose property-carrying units are more than: (1) the maximum combination trailer, semi-trailer, or other type of length limitation allowed by state law on June 1, 2007; or (2) the length of the property-carrying units of those commercial motor vehicle combinations, by specific configuration, in actual and lawful operation on a regular or periodic basis (including continual seasonal operation) in such state on or before June 1, 2007. Amends federal highway law to prohibit a state from allowing the operation of a vehicle or combination (other than a longer combination vehicle) exceeding Interstate weight limits on the Interstate System unless its operation was lawful: (1) on July 1, 1956; (2) in the case of the overall gross weight of any group of two or more consecutive axles, on the date of enactment of the Federal-Aid Highway Amendments of 1974; or (3) under a special permit pursuant to state (grandfather) law. Declares that Interstate weight limitations on vehicles and combinations (other than longer combination vehicles) that operate on the Interstate System shall also apply to such vehicles and combinations that operate on non-Interstate segments of the NHS, unless: (1) such segments are subject to lower state weight limits; or (2) a state allows the operation of any vehicle or combination on an existing non-Interstate segment of the NHS that could be so operated lawfully on June 1, 2007.

Income Equity Act of 2007 - Amends the Internal Revenue Code to: (1) deny employers a tax deduction for payments of excessive compensation to any employee (i.e., more than 25 times the lowest compensation paid any other employee); and (2) require such employers to file a report on compensation paid to their employees with the Secretary of the Treasury.

Youth Prison Reduction through Opportunities, Mentoring, Intervention, Support, and Education Act or the Youth PROMISE Act - Amends the Juvenile Justice and Delinquency Prevention Act of 1974 to establish a PROMISE Advisory Panel to assist the Office of Juvenile Justice and Delinquency Prevention in: (1) assessing and developing standards and evidence-based practices to prevent juvenile delinquency and criminal street gang activity; and (2) collecting data in designated geographic areas to assess the needs and existing resources for juvenile delinquency and criminal street gang activity prevention and intervention. Authorizes the Administrator of the Office of Juvenile Justice and Delinquency Prevention to award grants to local governments and Indian tribes to: (1) plan and assess evidence-based and promising practices for juvenile delinquency and criminal street gang activity prevention and intervention, especially for at-risk youth; and (2) implement PROMISE plans, developed by local PROMISE Coordinating Councils (PCCs), for coordinating and supporting the delivery of juvenile delinquency and gang prevention and intervention programs in local communities. Establishes a National Center for Proven Practices Research to provide PCCs and the public current research and other information about evidence-based practices related to juvenile delinquency and criminal street gang prevention and intervention. Directs the Administrator to award grants to hire and train law enforcement officers as youth-oriented police to work with PCCs, other community-based organizations, and high-risk youths. Establishes a Center for Youth-Oriented Policing. Amends the Violent Crime Control and Law Enforcement Act of 1994 to authorize grants for the creation and expansion of state, local, and tribal juvenile witness and victim protection programs. Extends and increases funding for juvenile accountability block grants through FY2013.

Newborn Screening Saves Lives Act of 2007 - Amends the Public Health Service Act to require the Secretary of Health and Human Services, acting through the Administrator of the Health Resources and Services Administration (HRSA), to award grants to eligible entities to provide education and training in newborn screening and congenital, genetic, and metabolic disorders to health care professionals and newborn screening laboratory personnel. Adds as a condition for eligibility for grants for screening, counseling, or health care services to newborns and children having, or at risk for, heritable disorders that an entity assure that it has or is implementing guidelines and recommendations of the Advisory Committee on Heritable Disorders in Newborns and Children. Requires the Advisory Committee on Heritable Disorders in Newborns and Children to: (1) make recommendations that include the heritable disorders for which all newborns should be screened; and (2) develop a model decision-matrix for newborn screening program expansion. Requires the Secretary, acting through the Administrator, to: (1) establish a central clearinghouse for information on newborn screening; and (2) award grants for newborn screening educational programs and for a system to assess and coordinate treatment relating to congenital, genetic, and metabolic disorders. Requires the Secretary, acting through the Director of Centers for Disease Control and Prevention (CDC), to provide for: (1) quality assurance for screening laboratories; (2) population-based pilot testing for evaluating new screening tools; and (3) a national contingency plan for newborn screening in the event of a public health emergency. Requires the Secretary, acting through an Interagency Group, to: (1) collect, analyze, and make available data on certain heritable disorders; (2) operate regional centers to conduct applied epidemiological research on interventions to prevent poor health outcomes from such disorders; and (3) research and promote the prevention of poor health outcomes. Requires the Secretary to establish the Hunter Kelly Newborn Screening Research Program.

Veterans Guaranteed Bonus Act of 2007 - Provides that, in the case of a member of the Armed Forces who is retired or separated for disability due to a combat-related injury, the Secretary of Defense shall require the continued payment of any bonuses or special pay to which the member: (1) was entitled to immediately before the retirement or separation; and (2) would continue to be entitled to if not retired or separated. Requires such payment in a lump sum within 30 days after such retirement or separation.

African Health Capacity Investment Act of 2007 - Amends the Foreign Assistance Act of 1961 to authorize the President to provide assistance, including through international or nongovernmental organizations, for programs to improve human health care capacity in sub-Saharan Africa. Directs the President to develop and transmit to the appropriate congressional committees a strategy for coordinating, implementing, and monitoring assistance programs for human health care capacity in sub-Saharan Africa.

Calls upon the President to develop within the Department of State and the United States Agency for International Development (USAID) a Women and Girls of Darfur Initiative to improve assistance to victims and potential victims of rape and sexual violence in Darfur, Sudan, eastern Chad, and the Central African Republic. Calls upon the Secretary General of the United Nations, the permanent members of the U.N. Security Council, the African Union (AU), the European Union (EU), the Arab League, and other nations to take steps to ensure that a fully funded and fully equipped U.N.-AU peacekeeping force (UNAMID) is deployed to Darfur, including an adequate number of female troops and police to properly manage incidents of rape and sexual violence. Calls upon the Security Council to: (1) find the government of Sudan in noncompliance with Security Council Resolution 1325; (2) call on the government of Sudan to provide legal protections to victims of rape and sexual violence and to bring to justice individuals responsible for such crimes; and (3) enforce the arrest warrants for Ahmad Muhammad Harun and Ali Muhammad Al Abd-Al-Raham, and further recognize the systematic rape of women and girls in Darfur as crimes against humanity and war crimes.

Fair Medicaid Drug Payment Act of 2007 - Amends title XIX (Medicaid) of the Social Security Act to direct the Secretary of Health and Human Services to calculate the federal upper reimbursement limit as no less than 300% of the weighted average (based on utilization) of the most recent average manufacturer prices (AMPs) for pharmaceutically and therapeutically equivalent multiple source drug products available for purchase by retail community pharmacies on a nationwide basis. Directs the Secretary to implement a smoothing process for AMPs to ensure that federal upper reimbursement limits do not vary significantly from month to month as a result of rebates, discounts, and other pricing practices. Requires a state plan to subject to prior authorization all covered outpatient drug products that are innovator multiple source drugs, if such drug products are more expensive than other biologically and therapeutically equivalent drug products available for purchase in that state by retail community pharmacies. Revises requirements for monthly reports to the Secretary of price information by manufacturers subject to rebate agreements.

Safety Assurance For Every Consumer Product Act or the SAFE Consumer Product Act - Amends the Consumer Product Safety Act to require (in current law, authorize) the Consumer Product Safety Commission (CPSC) to prescribe consumer product testing programs. Requires nongovernmental, independent third party testing of children's products. Increases the actions the CPSC may take in ordering recalls of products presenting substantial hazards. Makes recalled product retail sale unlawful. Requires manufacturers to mark products or packaging to enable purchasers to determine the product's source, date, and production cohort. Removes the cap on Consumer Product Safety Act civil penalties. Removes a requirement that criminal penalties may only be imposed after noncompliance notice. Reduces the period after CPSC notification to manufacturers and private labelers before public disclosure of information obtained under the Act. Requires any person who must give public notice of a substantial product hazard to post a notice on the Internet. Declares any children's product containing more than a specified amount of lead to be a banned hazardous substance under the Federal Hazardous Substances Act, allowing a temporary exception for electronic devices. Requires certain actions to facilitate recalls of children's products and authorizes the CPSC to extend the requirements to consumer products other than children's products. Requires children's product's warning labels to be included in Internet advertisements. Removes provisions requiring a minimum number of CPSC members to transact business. Modifies rulemaking notice requirements. Declares the sense of Congress that the full complement of five CPSC members is necessary to conduct CPSC business and the President should fill vacancies expeditiously. Prohibits any consumer product safety standard or other CPSC action after enactment of this Act from containing a preemption provision which affects any action under state statutory or common law unless the provision is expressly authorized by statute.

Protecting Employees and Retirees in Business Bankruptcies Act of 2007 - Amends federal bankruptcy law to increase the maximum amount per individual or corporationof unsecured claims ranked in the fourth (wages, salaries, or commissions) and fifth (employee benefit plan contributions) order of priority. Includes within the scope of a claim in bankruptcy certain equity securities held in a defined contribution plan for the benefit of certain individuals. Ranks in sixth order of priority the diminished value of debtor's equity securities held in a defined contribution plan if the employer or plan sponsor committed fraud regarding the plan. Permits within administrative expenses certain severance pay for termination or layoffs. Prohibits certain senior executive compensation from being disproportionate in light of economic concessions by debtor's nonmanagement workforce. Disallows as an administrative expense specified executive compensation enhancements. Revises requirements governing: (1) rejection of collective bargaining agreements; (2) insurance benefits for retired employees; and (3) the status of certain employee benefits in a sale of business assets. Allows defined benefit plan participants to file claims for certain shortfalls in pension benefits. Permits inclusion within the necessary costs and expenses of preserving property the mandatory recovery of unpaid obligations owed to employees. Directs the court to consider the extent to which alternative reorganization plans maintain: (1) jobs; (2) defined benefit plans; and (3) retiree health benefits. Prohibits assumption of deferred compensation for the benefit of insiders or senior management if an employee defined benefit plan has been terminated. Limits the recovery of executive compensation if the debtor has reduced its contractual obligations under either a collective bargaining agreement or retiree benefits plan. Excepts from an automatic stay: (1) a dispute resolution proceeding established by a collective bargaining agreement prior to commencement of bankruptcy; or (2) an award or settlement under such proceeding. Authorizes the bankruptcy trustee to avoid transfers made for the benefit of an insider or certain consultants in anticipation of bankruptcy. Revises prerequisites to court confirmation of a business reorganization plan which continues retiree benefits.

Emergency Home Ownership and Mortgage Equity Protection Act of 2007 - Amends federal bankruptcy law governing a chapter 13 debtor (adjustment of debts of an individual with regular income) to prohibit the holder of a claim in bankruptcy which is secured by debtor's principal residence from adding fees, costs, or charges while the case is pending, unless such claimholder gives timely notice to both debtor and the bankruptcy trustee. Revises requirements for the discretionary features of a chapter 13 debtor's plan. Removes the prohibition against modification of the rights of a holder of a claim secured only by an interest in real property that is the debtor's principal residence. (Thus allows a plan to modify such rights.) Authorizes a chapter 13 bankruptcy plan to provide for payment of allowed claims secured by the debtor's principal residence over a period that exceeds a specified time frame. Eliminates the pre-petition credit counseling requirement for a chapter 13 debtor facing foreclosure if the debtor submits a certification to the court that the holder of a claim secured by the debtor's principal residence has initiated foreclosure on that residence. Adds to conditions for court confirmation of a plan in bankruptcy that the holder of an allowed claim secured by the debtor's principal residence shall retain the lien securing such claim until the claim is paid. Excludes from final discharge of a debtor from all debts any allowed claim secured by the debtor's principal residence before such claim is paid.

Acknowledges and commemorates the 50th anniversary of the desegregation of Little Rock Central High School by the Little Rock Nine. Encourages all Americans, upon this 50th anniversary, to recognize the historic contributions of the Little Rock Nine, who not only secured integration for Little Rock Central High School, but hundreds of thousands of schools across the country. Commits the House of Representatives, in the wake of recent challenges, to continuing the legacy of Brown v. Board of Education and the Little Rock Nine by protecting and advancing equal educational opportunity for all.

Public and Teaching Hospital Preservation Act - Amends the U.S. Troop Readiness, Veterans' Care, Katrina Recovery, and Iraq Accountability Appropriations Act of 2007 to extend by one year the moratorium on: (1) implementation of a rule relating to the federal-state financial partnership under titles XIX (Medicaid) and XXI (State Children's Health Insurance Program) (SCHIP) of the Social Security Act; and (2) finalization of a Medicaid rule regarding the treatment of graduate medical education (GME).

Support for Injured Servicemembers Act - Amends the Family and Medical Leave Act of 1993 to entitle an eligible employee who is the spouse, son, daughter, parent, or next of kin of a covered servicemember to a total of 26 workweeks of leave during a single 12-month period to care for the servicemember. Defines covered servicemember as a member of the U.S. Armed Forces, including a member of the National Guard or a Reserve, who is undergoing medical treatment, recuperation, or therapy, is otherwise in medical hold or medical holdover status, or is otherwise on the temporary disability retired list, for a serious injury or illness incurred in the line of duty on active duty that may render the member medically unfit to perform his or her duties. Provides for the substitution of accrued paid vacation, personal, family leave, or medical or sick leave for any part of the 26-week period. Declares that nothing in this Act shall be construed to limit the availability of such leave during any other 12-month period. Amends federal civil service law to entitle civilian federal employees to the same leave allowance. Provides for the substitution of accrued paid annual or sick leave for any part of the 26-week period.

Military Environmental Responsibility Act - Requires the Department of Defense (DOD) and defense-related agencies (the Department of Energy, the Nuclear Regulatory Commission, the Office of Naval Nuclear Reactors, and any others as designated by the President) to fully comply with designated Federal and State environmental laws, including those related to public health and safety, to the same extent as any other entities subject to such laws. Waives any immunity of the United States with respect to such laws as applied to DOD and any defense-related agency. Provides for administrative enforcement actions. Requires the Secretary of Defense , for each weapon system for which congressional budget justification is required, to ensure that all development and procurement decisions comply with the National Environmental Policy Act of 1969. Repeals: (1) a Federal provision prohibiting the use of certain military appropriation accounts for the payment of fines and penalties for environmental noncompliance; and (2) a provision of the National Defense Authorization Act for Fiscal Year 2000 which prohibits the use of defense funds to conduct treatment, storage, or disposal activities at sites designated under the Formerly Utilized Site Remedial Action Program.

Lead-Safe Housing for Kids Act of 2007 - Amends the Residential Lead-Based Paint Hazard Reduction Act of 1992 to set the environmental intervention blood lead level for a confirmed concentration of lead in whole blood as equal to or greater than ten micrograms of lead per deciliter for a single test, for purposes of provisions concerning lead-based paint hazards in housing. Requires the Secretary of Housing and Urban Development to amend relevant regulations to comply with this Act within 90 days.

200th Anniversary Commemoration Commission of the Abolition of the Transatlantic Slave Trade Act of 2007 - Establishes the Transatlantic Slave Trade 200th Anniversary Commission. Sets forth Commission duties, including: (1) plan activities appropriate to commemorate the 200th anniversary of the abolition of the transatlantic slave trade; (2) encourage civic, historical, educational, religious, economic entities, as well as state and local governments to participate in anniversary activities; (3) facilitate the convening of a joint meeting or joint session of the Congress for related ceremonies and activities; (4) promote the sponsorship of related conferences and exhibitions; and (5) examine reports and raise public awareness of of modern-day slavery and human trafficking. Terminates the Commission on December 31, 2009.

Positive Behavior for Effective Schools Act - Amends the Elementary and Secondary Education Act of 1965 (ESEA) to allow states to allocate school improvement funds under title I of the ESEA for coordinated, early intervention services for all students. Includes among such services, schoolwide positive behavior support, defined as a broad range of systemic and individualized strategies for achieving important social and learning outcomes while preventing problem behavior with all students. Requires improvements in schoolwide learning climates, including schoolwide positive behavior supports, to be a target of: (1) technical assistance provided by states to local educational agencies (LEAs) and schools, and by LEAs to schools identified as needing improvement; (2) schoolwide programs that allow LEAs to consolidate educational funds to upgrade the entire educational program of schools that serve a high proportion of low-income families; (3) funding under the Safe and Drug-Free Schools and Communities program; (4) elementary and secondary school counseling programs; and (5) professional development funding. Amends the Department of Education Organization Act to establish, within the Department of Education, an Office of Specialized Instructional Support Services to oversee and implement the provision of specialized instructional support services in schools by school counselors, social workers, psychologists, and other qualified professionals.

Authorizes the President to compensate a U.S. national, or his or her estate, who: (1) has a claim pending in U.S. court against a foreign state seeking compensation for injuries caused by an act of hostage-taking, or has obtained a judgment on such a claim that has not been fully satisfied; (2) on or after August 2, 1990, and while not serving on active duty in the U.S. Armed Forces, was taken hostage by a terrorist party; or (3) was a representative plaintiff or class member in Case Number 1:00CV03110 (EGS) or a plaintiff in Case Number 1:00CV00716 (HHK) in the U.S. District Court for the District of Columbia. Limits an award to $500,000, adjusted to reflect the annual change in the Consumer Price Index. Bars a person who has accepted compensation under this Act from commencing or maintaining a U.S. civil action seeking compensation for such injuries or damages associated with such hostage taking against a foreign state or its agencies or instrumentalities. Funds compensation under this Act from the Hostage Victims Fund (as provided by this Act) into which the President shall direct deposits from: (1) blocked assets of terrorist parties; (2) amounts received against any person in connection with the U.N. Oil for Food Program; or (3) amounts received as a result of any fine or forfeiture in connection with a violation of the International Emergency Economic Powers Act, the Trading With the Enemy Act, the USA PATRIOT Act of 2001, the Bank Secrecy Act, or the Export Administration Act. Provides additional compensation for victims of the 1979 Iranian hostage taking in Tehran, including spouses and children of persons taken captive. Authorizes the return of a country's funds deposited into the Hostage Victims Fund upon termination of the country's terrorist party designation.

Mental Health in Schools Act of 2007 - Amends the Public Health Service Act to make changes to the program to apply a public health approach to mental health services, including by revising eligibility requirements for a grant, contract, or cooperative agreement. Makes only a consortium that includes at least one educational agency eligible for such funding. Allows such a consortium to: (1) include a community program, an agency that is involved in mental health, or a school; and (2) consist of a consortium in which the members select an agent (such as a local educational agency or community health care entity) to act on the consortium's behalf. Sets forth assurances required for eligibility, including assurances that: (1) the local education agency will enter into a memorandum of understanding with relevant community-based entities that clearly states the responsibilities of each consortium member; (2) the program will include comprehensive staff development for school and community service personnel working in the school and training for children with mental health disorders, for family members of such children, and for concerned members of the community; and (3) the program will demonstrate the measures to be taken to sustain the program after funding terminates. Requires the Administrator of the Substance Abuse and Mental Health Services Administration to develop a process for evaluating grant program activities, including: (1) the development of guidelines for the submission of program data by recipients; and (2) the development of measures of outcomes to be applied by recipients in evaluating programs, to include student and family measures and local educational measures.

Recognizes Afro-Colombians for their contributions to Columbia's economic, social, and cultural fabric. Calls upon the government of Colombia to combat racial discrimination and human rights violations. Urges the government of Colombia to: (1) demand politicians linked to para-politics scandals are investigated and brought to justice; and (2) implement a policy that ensures proper execution of assistance programs for Afro-Colombians and internally displaced communities. Encourages the U.S. government to ensure that the previous consultation mechanism with Afro-Colombians and marginalized groups is applied in the free trade agreement negotiation and in Plan Colombia's implementation.

Early Treatment for HIV Act of 2007 - Amends title XIX (Medicaid) of the Social Security Act to give states the option of providing Medicaid coverage for certain low-income HIV-infected individuals. Provides states taking advantage of this option with an enhanced federal Medicaid match.

HIV Nondiscrimination in Travel and Immigration Act of 2007 - Amends the Immigration and Nationality Act to eliminate the human immunodeficiency virus (HIV) bar to U.S. admission. Directs the Secretary of Health and Human Services to: (1) convene a panel of public health experts to review immigration policies regarding HIV as a communicable disease of public health significance (and thus a health-related ground for inadmissibility); and (2) make a determination and report to Congress regarding the continued listing of HIV as a health-related ground for inadmissibility.

Minority Health Improvement and Health Disparity Elimination Act - Amends the Public Health Service Act to require the Secretary of Health and Human Services to: (1) develop an Internet Clearinghouse within the Office of Minority Health; (2) provide for programs of excellence in health professions education for underrepresented minorities; and (3) support demonstration projects designed to improve the health and health care of racial and ethnic minority groups through improved access to health care, patient navigators, primary prevention activities, health promotion and disease prevention activities, and health literacy education and services. Provides for grants to: (1) promote positive health behaviors; (2) implement culturally and linguistically appropriate, evidence-based, and community-driven sustainable strategies to eliminate racial and ethnic health and health care disparities; (3) implement systems of primary care practices to eliminate disparities in the delivery of health care and improve the health care provided to all patients; and (4) address long-standing unmet health needs in the Mississippi Delta. Requires the Secretary to establish the Health Action Zone Initiative demonstration program to support comprehensive state, tribal, or local initiatives to improve the health of racial and ethnic minority groups. Provides for research to improve the health of racial and ethnic minority groups. Requires the Secretary to ensure the collection of data from federally conducted or supported health programs by race, ethnicity, geographic location, socioeconomic position, primary language, and, when practicable, health literacy. Sets forth duties for the Office of Minority Health. Requires the Secretary to establish the Advisory Committee on Minority Health.

Patriot Corporations of America Act of 2007 - Grants after 2007 a preference to Patriot corporations in the evaluation of bids or proposals for federal contracts. Defines " Patriot corporation" as a corporation which: (1) produces at least 90% of its goods and services in the United States; (2) does not pay its its management-level employees at a rate more than 10,000% of the compensation of its lowest paid employee; (3) conducts at least 50% of its research and development in the United States; (4) contributes at least 5% of its payroll to a portable pension fund for its employees; (5) pays at least 70% of its employees' health insurance costs; (6) maintains a policy of neutrality in employee organizing drives; (7) provides full differential salary and insurance benefits for all National Guard and Reserve employees who are called to active duty; and (8) has not violated federal regulations, including regulations relating to the environment, workplace safety, labor relations, and consumer protections. Amends the Internal Revenue Code to: (1) reduce the income tax rate for Patriot corporations; (2) reclassify foreign corporations created or organized to avoid federal taxation as domestic corporations for income tax purposes; and (3) increase, for the period between January 1, 2007, and December 31, 2010, the income tax rate for individual taxpayers with adjusted gross incomes of $500,000 or more ($1 million or more for joint returns).

Bad Polluters Act of 2007 - Amends the Internal Revenue Code to deny to a Great Lakes Polluter the taxpayer election to expense 50% of the cost of refinery property in the current taxpayer year. Defines "Great Lakes Polluter" as a refinery owner that holds a permit issued by the Environmental Protection Agency (EPA) to discharge a certain level of pollutants into the Great Lakes.

Tumacacori Highlands Wilderness Act of 2007 - Amends the Arizona Wilderness Act of 1984 to include certain land in Pajarita Wilderness in Coronado National Forest. Designates certain lands in the Coronado National Forest as wilderness and as a component of the National Wilderness Preservation System, to be known as the "Tumacacori Highlands Wilderness."

Travel Promotion Act of 2007 - Establishes the Corporation for Travel Promotion as a nonprofit corporation that is not an agency or establishment of the U.S. government. Makes the Corporation subject to the provisions of the District of Columbia Nonprofit Corporation Act. Requires the Corporation, among other things, to provide useful information to people interested in traveling to the United States, identify and address perceptions in other countries regarding U.S. entry policies, and promote U.S. travel. Establishes in the Treasury the Travel Promotion Fund. Requires the transfer of Treasury funds to the Corporation, requiring nonfederal matching funds. Authorizes the U.S. government, if a fully automated electronic system is implemented to determine, in advance of travel, the eligibility of an alien to travel to the United States, to charge an applicant a system use fee. Amends the International Travel Act of 1961 to replace references to the United States National Tourism Organization with references to the Corporation. Modifies various requirements applicable to the Tourism Policy Council. Amends the Department of Commerce and Related Agencies Appropriations Act, 2003 to remove provisions establishing the United States Travel and Tourism Promotion Advisory Board.

National Infantry Museum and Soldier Center Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue $1 coins emblematic of the courage, pride, sacrifice, sense of duty, and history of the U.S. Infantry, in commemoration of the legacy of the U.S. Army Infantry and the establishment of the National Infantry Museum and Soldier Center. Expresses the sense of Congress that the coins should be struck at the U.S. Mint at West Point, New York, to the greatest extent possible. Restricts coin issuance to calendar year 2012. Requires a $10 surcharge per coin, and payment of all surcharges received to the National Infantry Foundation to establish an endowment to support the maintenance of the National Infantry Museum and Soldier Center.

Repeals certain personnel management authorities, including a provision authorizing the Under Secretary of Transportation for Security of the Transportation Security Administration (TSA) to employ and fix the compensation, terms, and conditions of employment for passenger and property screeners. Directs: (1) the Secretary of Homeland Security to take any measures necessary to provide for the uniform treatment of all TSA screeners; and (2) the Government Accountability Office (GAO) to report on the pay system that applies to such employees.

ADA Restoration Act of 2007 - Amends the Americans with Disabilities Act of 1990 to remove from the definition of "disability" a reference to substantially limiting one or more major life activities. Prohibits, in determining whether an individual has an impairment, considering the impact of any mitigating measures the individual may be using or whether any impairment manifestations are episodic, in remission, or latent. Considers actions taken because of an individual's use of a mitigating measure to be actions taken on the basis of a disability. Defines "record of physical or mental impairment" as having a history of, or having been misclassified as having, a physical or mental impairment. Defines "regarded as having a physical or mental impairment" as being perceived or treated as having a physical or mental impairment whether or not the individual has an impairment. Prohibits employment discrimination on the basis of disability (under current law, against a qualified individual with a disability because of the disability). Allows, as a defense to a charge of discrimination, that the individual alleging discrimination is not a qualified individual with a disability. Requires that the Act's provisions be broadly construed. Empowers: (1) the Attorney General to promulgate regulations and guidance to provide for consistent and effective standards among enforcing agencies; and (2) the Equal Employment Opportunity Commission (EEOC) and Secretary of Transportation to then issue implementing regulations or policy guidance consistent with the Attorney General's requirements. Entitles duly issued federal regulations and guidance to deference by administrative bodies or officers and courts.

International Protecting Girls by Preventing Child Marriage Act of 2007 - Authorizes the President to provide assistance, including through multilateral, nongovernmental, and faith-based organizations, to prevent child marriage in developing countries and to promote the educational, health, economic, social, and legal empowerment of girls and women. Sets forth priority assistance criteria. Directs the President, through the United States Agency for International Development (USAID), to establish a multi-year strategy to prevent child marriage in developing countries and to promote the empowerment of girls at risk of child marriage, including by addressing the unique needs and potentials of eight to 18 year old girls. Amends the Foreign Assistance Act of 1961 to require that Department of State country reports on human rights practices include a description of the status of child marriage for countries with specified rates of child marriage. Defines "child marriage."

Path to Success: Gang Prevention through Community Partnerships Act - Authorizes the Secretary of Education to award grants to community colleges to establish partnerships with juvenile detention centers and secure juvenile justice residential facilities to provide assistance, services, and education to individuals age 16 through 19 who have served or are serving time in juvenile detention facilities for a gang-related offense who reenter the community and pursue: (1) a secondary education graduation certificate, a general equivalency diploma (GED), or equivalent certificate or diploma; (2) a certificate of completion for a specialized area of study; or (3) an associate's degree. Requires such education programs to establish a uniquely designed education plan for each individual program participant that requires the individual to receive at least a secondary education certificate or diploma in order to complete the program successfully.
