Stealth Tax Relief Extension Act of 2006 - Amends the Internal Revenue Code to: (1) increase the exemption from the alternative minimum tax for individual taxpayers in 2007; and (2) extend through 2007 the allowance of certain nonrefundable tax credits against alternative minimum tax liability.

Condemns the vote by the British National Association of Teachers in Further and Higher Education (NATFHE) on May 29, 2006, to boycott Israeli academics and academic institutions that refuse to declare their opposition to the government and State of Israel. Finds NATFHE's criticism of Israeli policy particularly objectionable given the Israeli government's courageous and far-reaching contributions to peace. Urges the University and College Union (UCU) to nullify and void the NATFHE resolution and issue a statement deploring the campaign to boycott Israeli academia. Commends the British government and leading academics for criticizing the NATFHE resolution. Deplores any comparison between Israel, where all citizens are equal before the law, and the former apartheid regime in South Africa. Urges governments and educators throughout the world to reaffirm the importance of academic freedom and open dialogue.

Constitutional Amendment - Marriage Protection Amendment - Declares that: (1) marriage in the United States shall consist only of the union of a man and a woman; and (2) neither the U.S. Constitution nor the constitution of any state shall be construed to require that marriage or the legal incidents of marriage be conferred upon any other union.

Securities Litigation Attorney Accountability and Transparency Act - Amends the Securities Exchange Act of 1934 and the Securities Act of 1933 to require, in any private action in which the court enters a final judgment, that the court award the defendant reasonable fees and expenses, and impose such fees and expenses on the plaintiff's attorney, if the plaintiff's position was not substantially justified. Requires each plaintiff and plaintiff's attorney in a private action to provide sworn certifications, filed with the complaint, that identify any conflict of interest, including any direct or indirect payment, between the attorney and the plaintiff. Authorizes the court, in exercising its discretion over the approval of lead counsel, to employ alternative means in the selection and retention of counsel for the most adequate plaintiff, including a competitive bidding process.

Condemns the failure of the government of Venezuela to stop criminal drug trafficking. Expresses the sense of Congress that: (1) it should continue to be U.S. policy to support cooperation between Venezuela and its partners in the Andean region to combat drug trafficking; (2) efforts to restore cooperation between Venezuela and the U.S. Drug Enforcement Administration should be continued; (3) it should continue to be U.S. policy to assist the international community in a review of security measures at the Simon Bolivar International Airport and to work with the Organization of American States (OAS) to bring Venezuela into compliance with OAS conventions and treaties to punish and eliminate narco-terrorism; (4) the Secretary of Transportation should report to Congress on actions taken by the government of Venezuela to restore airport security measures at Simon Bolivar International Airport; and (5) the Secretary of State should report to Congress on Venezuela's compliance with international counternarcotics treaties.

401Kids Family Savings Act of 2006 - Amends the Economic Growth and Tax Relief Reconciliation Act of 2001 to extend through 2015 provisions allowing increased annual contributions to Coverdell education savings accounts. Amends the Internal Revenue Code to: (1) allow tax-free distributions from a Coverdell education savings account for first-time homebuyer expenses; (2) permit rollovers from Coverdell education savings accounts to Roth individual retirement accounts (Roth IRAs); and (3) rename Coverdell education savings accounts as 401Kids Savings Accounts.

Deleting Online Predators Act of 2006 - Amends the Communications Act of 1934 to require schools and libraries that receive universal service support to enforce a policy that prohibits access to a commercial social networking website or chat room through which minors may easily: (1) access or be presented with obscene or indecent material; (2) be subject to unlawful sexual advances, requests for sexual favors, or repeated offensive sexual comments from adults; or (3) access other material that is harmful to minors. Allows an administrator, supervisor, or other authorized person to disable such a technology protection measure during use by an adult, or by minors with adult supervision, to enable access for educational purposes. Directs the Federal Communications Commission (FCC) to: (1) establish an advisory board; (2) annually publish a list of commercial social networking websites and chat rooms that have been shown to allow sexual predators easy access to personal information of, and contact with, children; (3) issue a consumer alert regarding use of the Internet by child predators and the potential dangers to children because of such use, including the potential dangers of commercial social networking websites and chat rooms; and (4) establish a website resource of information for parents, teachers, school administrators, and others regarding potential dangers posed by the use of the Internet by children.

Condemns the actions of the Catholic Patriotic Association of China in their coerced ordination of priests Joseph Ma Yinglin and Joseph Liu Xinhong. Extends deepest sympathy to the Catholic population of China and the Catholic Church for this insult. Reaffirms the right of all religious organizations to choose their leaders free of intimidation or terror in accordance with the Uniform Declaration of Human Rights. Urges the government of China to end its repression of religious organizations, recognize the ecclesiastical authority of religious leaders to provide spiritual leadership to their followers, and end the practice of only allowing religious worship through state-sanctioned patriotic religious associations. Insists that China refrain from additional ordinations of Catholic bishops until and unless their elevation is approved by the proper ecclesiastical authorities.

Student and Teacher Safety Act of 2006 - Requires states, local educational agencies, and school districts to deem a search of any minor student on public school grounds to be reasonable and permissible if conducted by a full-time teacher or school official, acting on any colorable suspicion based on professional experience and judgment, to ensure that the school remain free of all weapons, dangerous materials, or illegal narcotics. Denies Safe Schools and Citizenship Education funds, provided under the Elementary and Secondary Education Act of 1965, to states, local educational agencies, and school districts that fail to deem such searches reasonable and permissible.

Summer Relief for Motorists Act of 2006 - Expresses the sense of Congress that states can assist motorists by temporarily suspending state gasoline taxes without jeopardizing their commitment to transportation infrastructure investment. Amends the Internal Revenue Code to suspend excise taxes on gasoline, diesel fuel, and kerosene from the enactment of this Act until September 4, 2006 (suspension period). Provides for reimbursement to the Highway Trust Fund and the Leaking Underground Storage Tank Trust Fund for tax revenues lost during the suspension period. Requires the Secretary of the Interior to suspend the application of any federal law exempting crude oil and natural gas producers from the payment of royalties for production activities on federal lands during periods when the average price of crude oil exceeds $35.86 per barrel and the average wellhead price of natural gas exceeds $4.48 per 1,000 cubic feet.

Digital Television Consumer Education Act - Amends the Communications Act of 1934 to require manufacturers of television receiving equipment (TVs) that does not include a digital tuner to: (1) place an advisory label on its screen stating that, after February 17, 2009, such TV will receive TV signals only by using additional equipment; and (2) place such label permanently and conspicuously on the outside of the TV packaging. Provides related advisory requirements for retail distributors and other vendors. Requires broadcaster public service announcements about the deadline for termination of analog TV broadcasting and the equipment options for consumers following such termination. Directs the Federal Communications Commission (FCC) to create a DTV Transition Federal Advisory Committee to educate the public about the digital television transition. Requires such education to commence by September 1, 2007.

American Flag Display Protection Act - Prohibits an elementary school, secondary school, or institution of higher education from receiving federal funds by grant or contract if the school has a policy or practice preventing students from respectfully displaying or wearing a representation of the U.S. flag in a manner at least equal in quality and scope to their right to respectfully display or wear any other representation.

Fannie Lou Hamer, Rosa Parks, and Coretta Scott King Voting Rights Act Reauthorization and Amendments Act of 2006 - Amends the Voting Rights Act of 1965 to revise requirements for: (1) the use of election examiners and observers; (2) declaratory judgment on the issue of voting qualifications or standards intended to diminish the ability of U.S. citizens to elect preferred candidates; and (3) award of attorney fees in enforcement proceedings to include expert fees and other reasonable costs of litigation. Extends bilingual election requirements through August 5, 2032. Revises the requirements for determining states and political subdivisions covered by them to require use of 2010 American Community Survey census data. Amends the Voting Rights Act of 1965 with respect to the prohibition against the use of tests or devices to deny the right to vote in any federal, state, or local election. Extends both the prohibition and the date for mandatory congressional reconsideration of it.

Early Hearing Detection and Intervention Act of 2006 - Amends the Public Health Service Act to expand the newborns and infants hearing loss program to: (1) provide services for young children (currently, limited to infants and newborns); and (2) include diagnostic services among services provided. Requires the Secretary of Health and Human Services, acting through the Administrator of the Health Resources and Services Administration (HRSA), to assist in the recruitment, retention, education, and training of qualified personnel and health care providers. Includes within the purposes of such program: (1) developing efficient models to ensure that newborns, infants, and young children who are identified with a hearing loss through screening are not lost to follow-up by a qualified health care provider; and (2) ensuring an adequate supply of qualified personnel to meet the screening, evaluation, and early intervention needs of children. Requires the Director of the National Institutes of Health (NIH), acting through the Director of the National Institute on Deafness and Other Communication Disorders, to establish a postdoctoral fellowship program to foster research and development in the area of early hearing detection and intervention. Amends the definition of "early intervention" to require that families be given the opportunity to obtain the full range of early intervention services, educational and program placements, and other options for their child from highly qualified providers.

Medicare Teaching Anesthesiology Funding Restoration Act of 2006 - Amends title XVIII (Medicare) of the Social Security Act with respect to part B (Supplementary Medical Insurance) to set forth a special payment rule of 100% of the fee schedule amount for teaching anesthesiologists involved in the training of physician residents, if certain presence and availability requirements are met.

United States-China Engagement Act of 2006 - Provides funding with respect to the People's Republic of China (PRC) for: (1) public diplomacy; (2) construction and staffing of one additional U.S. consulate; and (3) ten U.S. diplomatic posts. Provides funding (including grants) for: (1) a U.S. contribution to Asia-Pacific Economic Cooperation; (2) elementary and secondary Chinese language and cultural studies; (3) Chinese language instruction technology enhancement; and (4) higher education Chinese business education and consortia exchange programs. Expresses the sense of Congress that an increase in the number of students who receive substantial pre-college exposure to Chinese language and cultural studies will enhance U.S. global economic competitiveness. Authorizes 17 additional Commercial Service Officers for PRC assignment. Provides grants to states for offices to promote and assist exports to the PRC. Directs the Office of International Trade of the Small Business Administration (SBA) to provide guidance to small businesses respecting exporting services and products to the PRC.

Communities Building Access Act - Amends the Public Health Service Act to require the Secretary of Health and Human Services to make grants to public or nonprofit private entities to carry out demonstration projects for the purpose of making health care coverage available, on a cost-sharing basis, to: (1) employees through employers that have not contributed to health care benefits for employees during the prior 12 months; and (2) self-employed individuals who have been without such coverage during the prior 12 months. Requires the Secretary to make matching grants to public or nonprofit private entities to carry out demonstration projects for the purpose of forming and maintaining networks composed of health care specialists who volunteer health services to eligible individuals. Directs the Secretary to make an award of a grant or contract for the establishment and operation of a clearinghouse for information on demonstration projects under this Act and similar projects that are community initiated. Allows the Secretary to carry out a program to encourage public and private entities that plan or operate such projects to submit information to the clearinghouse.

Congressional Teacher Award Act of 2006 - Establishes the Congressional Teacher Award Task Force to designate a nonprofit organization to operate a Congressional Teacher Award program which will provide an award to one excellent elementary or secondary school teacher in each congressional district each year. Authorizes the program to provide professional development scholarships to award recipients. Sets forth award eligibility requirements, which include letters of recommendation from a principal, a fellow teacher, and a student.

STEM Scholarship Database Act - Directs the Secretary of Education to establish and maintain, on the public website of the Department of Education, a database of information on public and private programs of financial assistance for the study of postsecondary and graduate science, technology, engineering, and mathematics. Requires that such database: (1) provide separate information for each field of study; (2) be searchable by category and combinations of categories; (3) indicate programs targeted toward specific demographic groups; and (4) provide searchers with program sponsor contact information and hyperlinks.

Tax Return Choice Act of 2006 - Prohibits the Internal Revenue Service from providing individual taxpayers with free electronic tax preparation and filing services except through the Free File program and the Internal Revenue Service's Taxpayer Assistance Centers, Tax Counseling for the Elderly, and volunteer income tax assistance programs. Repeals the provision of the Internal Revenue Service Restructuring and Reform Act of 1998 directing the Secretary of the Treasury to develop a return-free tax system.

Directs the Speaker of the House of Representatives and the President pro tempore of the Senate to make arrangements for the posthumous presentation, on behalf of Congress, of a gold medal to the next of kin or personal representative of each passenger or crew member on board United Airlines Flight 93 who is identified by the Attorney General as having aided in the effort to resist the hijackers on board the plane, in recognition of heroic service to the Nation. Directs the Secretary of the Treasury to strike a gold medal with suitable emblems, devices, and inscriptions. Authorizes the Secretary to strike and sell bronze duplicates of such gold medal. Declares such medals to be national medals. Requires that proceeds from the sale of duplicate bronze medals be deposited into the United States Mint Public Enterprise Fund.

Bureau of Alcohol, Tobacco, Firearms, and Explosives (BATFE) Modernization and Reform Act of 2006 - Amends the firearms provisions of the federal criminal code to revise the civil penalties for violations of firearms law and the procedures for assessing such penalties. Requires fines to be based upon the nature and severity of the violation, the size of the firearms business involved, and the prior record of the firearm's licensee. Requires the Attorney General to make a preliminary determination on federal firearms license applications and to notify applicants in writing of intent to deny an application. Grants applicants the right to a hearing for license denials. Directs the Attorney General to establish guidelines for Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) investigations of firearms violations. Requires the Inspector General of the Department of Justice to review the operations of ATF relating to the gun show enforcement program and blanket residency checks of prospective and actual firearms purchasers. Limits the authority of federal agencies to disclose information on firearms purchasers. Amends the Homeland Security Act of 2002 to repeal the authority of the Attorney General to delegate to ATF responsibility for investigating violent crimes and acts of domestic terrorism. Grants a firearm licensee whose license has expired or has been suspended or revoked 60 days to liquidate inventory. Allows purchasers of existing firearms businesses the right to cure firearms violations attributable to such businesses.

Emergency Agricultural Disaster Assistance Act of 2006 - Directs the Secretary of Agriculture to provide emergency financial assistance to eligible agricultural producers (other than sugar cane and sugar beet producers) who have incurred qualifying: (1) 2005 crop losses due to weather or related conditions (including crop disease, insects, and delayed harvest); and (2) 2006 crop losses due to flooding in California and Hawaii that occurred prior to the date of enactment of this Act and for which a petition for a disaster designation has been filed with the Secretary. Directs the Secretary to provide: (1) payments through the 2002 livestock compensation program for livestock disaster losses during calendar years 2005 and 2006 for losses that occurred prior to of enactment of this Act (including wildfire disaster losses in Texas and other states); (2) livestock indemnity payments to producers who have incurred 2005 and 2006 livestock disaster losses prior to enactment of this Act (including wildfire disaster losses in Texas and other states), including losses due to hurricanes, floods, wildfires, and anthrax; (3) indemnity payments to poultry producers in hurricane-affected counties, and for 2006 ewe lamb replacement and retention; (4) compensation for certain owners of flooded crop and grazing land in North Dakota; (5) sugarcane and sugar beet disaster assistance for qualifying producers and first processors in Louisiana counties designated as disaster areas due to Hurricanes Katrina or Rita, or to qualifying producers and first processors in Florida for 2005 losses due to hurricanes, floods, rain, or storms; (6) assistance to sugarcane growers in Texas (for additional Baton Rouge demurrage costs and raw sugar transportation and storage costs) and Hawaii (for an agricultural transportation cooperative); (7) assistance to specialty and nursery crop producers in hurricane-affected counties; (8) assistance to dairy producers in hurricane-affected counties; (9) assistance to producers and first handlers of cottonseed; (10) grants for agricultural promotion; (11) supplemental economic loss payments under a specified rate to producers who received crop year 2005 commodity assistance; (12) assistance to tree producers (including Christmas, potted, ornamental, and nursery trees, shrubs, and vines) in hurricane-affected counties; and (13) emergency watershed protection and emergency conservation program activities. Authorizes the Secretary to provide: (1) financial and technical assistance to remove debris and animal carcasses that could adversely affect health and safety on non-federal land in hurricane-affected counties; and (2) immunizations to Department of Agriculture employees involved in direct recovery work in hurricane-affected counties. Directs the Secretary to hire additional state and county Farm Service Agency personnel to assist in agricultural disaster and economic assistance programs. Appropriates emergency drought assistance funds for: (1) the Army Corps of Engineers; and (2) the Bureau of Reclamation (Department of the Interior). Defines "hurricane-affected county" as a county, or contiguous county, covered by a natural disaster designation related to Hurricanes Katrina, Rita, or Wilma.

Respect for America's Fallen Heroes Act - Prohibits a person from carrying out a demonstration: (1) at a cemetery under the control of the National Cemetery Administration or at Arlington National Cemetery, unless the demonstration has been approved by the cemetery superintendent or director; or (2) within 500 feet of a cemetery at which a funeral or memorial service is to be held, for a period beginning 60 minutes before and ending 60 minutes after the funeral or service, if such demonstration includes any individual making noise or a diversion that disturbs the peace or good order of the funeral or service. Amends the federal criminal code to provide criminal penalties for violations of such prohibitions. Expresses the sense of Congress that each state should enact legislation to restrict demonstrations near any military funeral.

Disaster Recovery Personal Protection Act of 2006 - Amends the Robert T. Stafford Disaster Relief and Emergency Assistance Act to prohibit any U.S. officer or employee, or person operating under color of federal law, under control of a federal official, or providing services to such person, while acting in support of relief from a major disaster or emergency, from: (1) seizing or authorizing seizure of any firearm the possession of which is not prohibited under federal or state law, other than for forfeiture in compliance with federal law or as evidence in a criminal investigation; (2) requiring registration of any firearm for which registration is not required by federal or state law; (3) prohibiting possession of any firearm in any place or by any person where such possession is not otherwise prohibited; or (4) prohibiting the carrying of firearms by any person otherwise authorized to carry firearms, solely because such person is operating under the direction, control, or supervision of a federal agency in support of relief from a major disaster or emergency. Authorizes any individual aggrieved by a violation of this Act to seek relief by bringing an action for redress and by bringing a civil action in U.S. district court for return of a confiscated firearm.

Commends "rights defense" lawyers and activists of the People's Republic China (PRC) for their courage and integrity, and expresses moral support for this grass-roots rights defense movement in the PRC. Urges the government of the PRC to: (1) reinstate all licenses of Gao Zhisheng and his law firm; (2) remove all legal and political obstacles for lawyers attempting to defend criminal and politically sensitive cases in the PRC; (3) revise law and practice in the PRC to conform to international standards; and (4) allow religious believers in China to practice their religion without interference, and release Pastor Cai Zhuohua, his wife, and others imprisoned with him, and allow Pastor Cai to resume religious activities. Expresses the sense of Congress that: (1) the U.S. government should support democracy and human rights programs in the PRC that strengthen protection of basic rights and freedoms, and should initiate programs to train lawyers, judges, academics, and students about international human rights law; (2) the U.S. government should seek grant proposals and fund programs to promote legal protections and cultural awareness of the right to freedom of religion or belief; and (3) the President should raise the issue of the PRC's harassment, arrest, and persecution of rights defense lawyers and activists and the need to respect the basic human rights of its citizens and the rule of law during his planned April 2006 meeting with Chinese President Hu Jintao.

Firearms Corrections and Improvements Act - Amends firearms provisions of the federal criminal code to: (1) lift restrictions on the possession, transfer, and importation of machineguns, and certain other shotguns and rifles, for contractors providing national security services for the United States and training related to such services, and for manufacturers for testing, research, design, or development purposes; (2) prohibit the Attorney General from charging any tax or fee for any background check by the national instant criminal background check system; (3) permit juveniles to possess and use a handgun or ammunition for certain activities without written parental consent if the parent is present when the juvenile is using the handgun; (4) eliminate certain reporting requirements for multiple handgun sales (more than one sale within five days) by dealers to state police and law enforcement agencies; (5) prohibit the Attorney General from electronically retrieving records of gun dealers who have gone out of business by name or any personal identification code; (6) limit disclosure of trace records; and (7) allow importation of barrels, frames, and receivers for firearms other than handguns for repair or replacement purposes.

Great Lakes Fish and Wildlife Restoration Act of 2006 - Amends the Great Lakes Fish and Wildlife Restoration Act of 1990 to require the Director of the U.S. Fish and Wildlife Service (FWS) to implement fish and wildlife restoration proposals and regional projects if funding is available. Defines "regional projects" as authorized activities of FWS related to fish and wildlife resource protection, restoration, maintenance, and enhancement that benefit the Great Lakes basin. Requires the Great Lakes Fish and Wildlife Restoration Proposal Review Committee to operate under the guidance of FWS (currently, under the guidance of the Council of Lake Committees of the Great Lakes Fishery Commission) and revises Committee membership requirements. Revises the goals of FWS programs related to the Great Lakes fish and wildlife resources to include restoring and maintaining self-sustaining fish and wildlife resources. Requires the Great Lakes Coordination Office to: (1) ensure that information acquired under such Act is made available to the public; and (2) report to the FWS Director of Region Three, Great Lakes Big Rivers. Includes within the responsibilities of the Lower Great Lakes Fishery Resources Office and the Upper Great Lakes Fishery Resources Offices FWS operational activities related to fishery resource protection, restoration, maintenance, and enhancement in the offices' respective regions. Requires the Director to: (1) submit annual reports to the eight Great Lakes States and Indian Tribes; and (2) conduct a comprehensive study of the status, assessment, management, and restoration needs of the fish and wildlife resources of the Great Lakes Basin. Authorizes appropriations.

Legislative Line Item Veto Act of 2006 - Amends the Congressional Budget and Impoundment Control Act of 1974 to authorize the President to propose the rescission of any dollar amount of discretionary budget authority or the rescission, in whole or in part, of any item of direct spending. Sets forth requirements for the President's transmittal to Congress of a special message regarding a proposed rescission. Requires any rescinded budget authority or items of direct spending to be dedicated only to deficit reduction, and not to be used as an offset for other spending increases. Provides for adjustment of: (1) committee allocations resulting from such rescission; and (2) applicable limits, as appropriate, under the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act). Sets forth procedures for expedited congressional consideration of a proposed rescission.

No Special Deals for Executives Act of 2006 - Amends the Internal Revenue Code to require any participant in a tax-exempt defined benefit plan which has a funding target attainment percentage of less than 80% to include in gross income the value of assets set aside to pay deferred compensation under a nonqualified deferred compensation plan of the employer maintaining the defined benefit plan.

Maritime Terminal Security Enhancement Act of 2006 - Directs the Commandant of the Coast Guard (CG) to require: (1) the security plan for a maritime facility that the Secretary of the department in which the CG is operating believes may be involved in a transportation security incident to be resubmitted for approval by the Secretary upon the transfer of ownership or operation of such facility; and (2) the qualified individual having full authority to implement security actions for the facility be a U.S. citizen.

Internet Consumer Protection Act of 2005 [sic] - Amends the Internet Tax Freedom Act to make permanent the ban on state taxation of Internet access and on multiple or discriminatory taxes on electronic commerce. Repeals provisions permitting states with Internet tax laws enacted prior to the ban on Internet taxes to continue enforcing such laws.

Internet Gambling Prohibition Act - Amends the federal criminal code to revise the prohibitions against interstate gambling. Modifies the definition of "wire communication facility" to include all communications, including transmissions by satellite or microwave using fixed or mobile connections (e.g., the Internet or other wireless communications). Expands the definition of "bets and wagers" to include all forms of gambling activity. Modifies existing prohibitions against interstate gambling to prohibit anyone engaged in a gambling business from using a communication facility to transmit: (1) bets or wagers; (2) a communication which entitles the recipient to receive money or credit as a result of bets or wagers; or (3) information assisting in the placing of bets or wagers. Imposes a five-year prison term for violations. Prohibits anyone engaged in a gambling business from accepting in connection with the transmission of bets or wagers or information assisting in the placing of bets or wagers: (1) credit, or the proceeds of credit; (2) electronic funds transfers; (3) checks, drafts, or similar instruments; or (4) the proceeds of any other form of financial transaction as prescribed by Treasury regulations. Exempts certain instrastate gambling activities. Requires any common carrier who is notified in writing that a user of one of its communication facilities is violating prohibitions against interstate gambling to discontinue service to such user. Authorizes federal, state, tribal, or local law enforcement agencies to obtain injunctive or declaratory relief to restrain persons from violating prohibitions against interstate gambling.

Amends the Deficit Reduction Act of 2005 to: (1) advance from FY2007 to FY2006 the fiscal year for which funds are appropriated for the Low-Income Home Energy Assistance Program (LIHEAP); and (2) repeal the limitation on such funds as a one-time only obligation and expenditure. Bars use of the funds for certain state planning and administration purposes. Accelerates the termination of such appropriation and related allocations and conditions from September 30, 2007, to September 30, 2006.
