Veterans Entrepreneurship Act of 2003 - Authorizes a State agency to approve entrepreneurship (business education) courses for attendance by veterans using veterans' basic educational assistance provided through the Department of Veterans Affairs. Prohibits the Secretary of Veterans Affairs from treating a business owner as already qualified for such purposes. Includes entrepreneurship courses within authorized programs of veterans' education assistance. Authorizes any person entitled to a veterans' rehabilitation program to establish self-employment as a vocational goal. Amends the Small Business Act to authorize a Federal contracting officer to award a sole source contract to any small business owned and controlled by service-disabled veterans if: (1) the business is determined to be responsible with respect to the performance of the contract opportunity and the contracting officer does not expect two or more such businesses to submit offers for such contract; (2) the anticipated award price of the contract will not exceed a specified amount; and (3) the contract award can be made at a fair and reasonable price. Allows a contracting officer to restrict contract competition to such businesses if the officer can reasonably expect two or more such businesses to submit offers. Allows for the appeal by the Administrator of the Small Business Administration of a contracting officer's decision not to award a contract opportunity to such a business.

Directs the Administrator of General Services to make annual updates to the Port of Entry Infrastructure Assessment Study. Directs the Commissioner of the Bureau of Customs and Border Protection to: (1) develop an expansion plan for the Customs-Trade Partnership Against Terrorism programs along the northern and southern borders, including the Business Anti-Smuggling Coalition, the Carrier Initiative Program, the Americas Counter Smuggling Initiative, the Container Security Initiative, the Free and Secure Trade Initiative, and other Industry Partnership programs; (2) establish a Partnership demonstration program along the southern border; and (3) establish a demonstration program for a cooperative trade security system with respect to entities (maquiladora) in Mexico that assemble and produce goods from imported parts for export to the United States. Authorizes specified appropriations.

Exempts from this prohibition licensed zoos, circuses, accredited sanctuaries, federally-licensed breeders, State entities (universities, wildlife rehabilitators or veterinarians), any incorporated humane society, animal shelter, or society for the prevention of cruelty to animals, persons transporting prohibited wildlife species to any such facility, and specified related organizations.

Pension Security Act of 2003

Pension Security Act of 2003 - Amends the Employee Retirement Income Security Act of 1974 (ERISA) to require individual account plans (IAPs), including those with cash or deferred arrangements under Internal Revenue Code (IRC) section 401(k), to furnish quarterly pension benefit statements to plan participants and beneficiaries with rights to direct investments. Provides that employers are not exempt from liability for failing in fiduciary duty with respect to IAP investments during blackout periods if such a period's imposition suspends, limits, or restricts participants' and beneficiaries' ability to direct or diversify their assets. Directs the Secretary of Labor to establish a program to provide informational and educational support for pension plan fiduciaries. Amends ERISA and IRC to set forth diversification requirements for IAPs that hold employer securities readily tradable on an established market. Allows ERISA and IRC prohibited transaction exemptions under specified conditions. Directs the Secretary of Labor to study, and report to specified congressional committees on, the costs and benefits to participants and beneficiaries of requiring independent fiduciary consultants to advise plan fiduciaries in connection with IAPs. Amends the IRC to provide that no amount shall be included in the gross income of any employee solely because the employee may choose between any qualified retirement planning services provided by a qualified investment advisor, and compensation which would otherwise be includible in the gross income of such employee. Amends the Securities Exchange Act of 1934 to prohibit certain insider trading during pension plan transaction suspension periods. Amends the Retirement Protection Act of 1994 to make permanent an exemption from certain funding rules under the General Agreement on Tariffs and Trade (GATT) for retirement plans sponsored by companies in the interstate bus transportation industry (thereby having ERISA funding rules apply instead). Directs the Secretaries of the Treasury and of Labor to allow: (1) one-participant retirement plans which meet certain requirements and have assets of $250,000 or less as of the close of the plan year to not file an annual return for that year; and (2) the filing of a simplified annual return for any retirement plan which covers fewer than 25 employees on the first day of a plan year and meets certain other requirements. Directs the Secretary of the Treasury to continue to update and improve the Employee Plans Compliance Resolution System (or any successor program) giving special attention to specified factors. Amends IRC and the Taxpayer Relief Act of 1997 to extend to all governmental plans a moratorium on the application of certain nondiscrimination rules applicable to State and local plans. Amends ERISA to direct the Secretary of the Treasury to modify specified regulations. Directs the Pension Benefit Guaranty Corporation (PBGC) to issue missing participant rules for multiemployer plans. Reduces PBGC premiums for new plans of small employers. Reduces PBGC additional premiums for new and small plans. Authorizes the PBGC to pay interest on premium overpayment refunds. Revises rules for substantial owner benefits in terminated plans. Directs the Secretary of Labor to study and report on model small employer group plans.

Protection of Lawful Commerce in Arms Act - Prohibits any qualified civil liability action from being brought in any State or Federal court and requires pending actions to be dismissed. Defines such an action to: (1) include an action brought against a manufacturer or seller of a firearm, ammunition, or a component of a firearm that has been shipped or transported in interstate or foreign commerce, or against a trade association of such manufacturers or sellers, for damages resulting from the criminal or unlawful misuse of a firearm; and (2) exclude an action brought against persons who transfer a firearm knowing that it will be used to commit a crime of violence or a drug trafficking crime; an action brought against a seller for negligent entrustment or negligence per se; an action in which a manufacturer or seller of a firearm willfully violated a State or Federal statute applicable to the sale or marketing of the firearm and the violation was a proximate cause of the harm for which relief is sought; an action for breach of contract or warranty in connection with the purchase of the firearm; or an action for physical injuries or property damage resulting directly from a defect in design or manufacture of the firearm when used as intended.

Reenacts Chapter 12, Adjustment of Debts of a Family Farmer with Regular Annual Income. Brings family fishermen within the purview of Federal bankruptcy protection. Prescribes guidelines for insolvent health care businesses and related patients' rights. Bankruptcy Judgeship Act of 2003 - Amends the Federal Judicial Code to mandate appointments for additional temporary bankruptcy judgeships in designated States. Prescribes additional consumer credit disclosures, including open end credit plans and introductory rates.

Arizona Water Settlements Act - Central Arizona Project Settlement Act of 2003 - Sets forth general permissible uses of the Central Arizona Project (CAP) (a water reclamation project), including for domestic, municipal, fish and wildlife, and industrial purposes. Sets forth requirements for the reallocation of CAP non-Indian agricultural and uncontracted municipal and industrial priority water. Requires the Secretary of the Interior and the State of Arizona to develop a firming program to ensure the availability of a specified amount of agricultural priority water to Arizona Indian tribes during water shortages. Authorizes, ratifies, and confirms the Arizona Water Settlement Agreement. Allows excess funds from the Lower Colorado River Basin Development Fund and any annual payments by the Central Arizona Water Conservation District to effect repayment of reimbursable CAP construction costs to be used against annual payments for CAP owed by the District. Authorizes appropriations for compliance with specified biological opinions relating to impacts of CAP water delivery and storage. Gila River Indian Community Water Rights Settlement Act of 2003 - Approves the Gila River Indian Community Water Rights Settlement Agreement. Describes reallocated Community water rights and revises Community water delivery requirements. Provides for waiver and release of Community water rights claims against Arizona. Establishes the Gila River Indian Community Water OM&R Trust Fund. Directs the Secretary to establish a program to repair and remediate Community subsidence and related damage. Requires the Secretary to assist in reducing the total water demand for irrigation use in the upper valley of the Gila River by acquiring and extinguishing or transferring water rights and entering fallowing agreements. Rewrites the Southern Arizona Water Rights Settlement Act of 1982 as the Southern Arizona Water Rights Settlement Amendments Act of 2003. Sets forth water delivery requirements and construction obligations with respect to the San Xavier Indian Reservation and the Schuk Toak District as well as permissible water uses. Reauthorizes a cooperative fund for operation, maintenance, and repair costs associated with water delivery to the Reservation and District. Provides for waiver and release of water rights claims of the Tohono O'odham Nation (formerly the Papago Tribe). Sets forth requirements regarding after-acquired trust lands on behalf of the Nation. Reauthorizes a trust fund established for such Nation.

Requires such individual's basic pay to be reduced, over an 18-month period, until the total reduction is $2,700, as a contribution toward such educational assistance.

Former Prisoners of War Special Compensation Act of 2003 - Directs the Secretary of Veterans Affairs to pay special monthly compensation to each veteran who is a former prisoner of war and was detained or interned for at least 30 days. Provides various rates of payment, ranging from $150 for those detained for between 30 and 120 days to a maximum of $450 for those detained more than 540 days. States that such special compensation shall: (1) be in addition to any other authorized payments; and (2) shall not be considered income for purposes of eligibility under any Federal or federally assisted program. Prohibits the payment of veterans' disability compensation for any alcohol- or drug-related disability even if the abuse is secondary to a service-connected disability. Removes the requirement that former prisoners of war must have been detained or interned for at least 90 days in order to be eligible for veterans' outpatient dental care.

Local Emergency Health Services Reimbursement Act of 2003 - Amends the Balanced Budget Act of 1997 to appropriate $1,450,000,000 for each of FY's 2004 through 2008 for allotments to States for reimbursement of emergency health services furnished to undocumented aliens (presently such appropriations end after FY 2001). Sets forth formulas for the disbursement of funds by the Secretary of Health and Human Services. Declares that $957,000,000 shall be allotted based on a percentage of undocumented aliens and $493,000,000 shall be allotted based on numbers of undocumented alien apprehensions (in the six States with the highest number of such apprehensions). Permits a State to receive funds on both accounts. Allows funds to go to States, local governments, hospitals, or other providers in a State, including providers of services received through an Indian Health Service facility (presently funds go only to States). Permits reimbursement to providers for the uncompensated provision of emergency health services to aliens who have been allowed to enter the United States for the sole purpose of receiving such services. Directs the Secretary to ensure that fraudulent payments are not made from allotments under this Act. Allows for the reallotment of unused funds. Declares that this Act constitutes budget authority in advance of appropriations Acts.

Expresses the sense of the Congress that: (1) the savings accruing to the Postal Service as a result of the enactment of this Act will be sufficient to allow the Postal Service to fulfill its commitment to hold postage rates unchanged until at least 2006; (2) because the Postal Service still faces substantial obligations related to postretirement health benefits for its current and former employees, some portion of those savings should be used to address the unfunded obligations; and (3) none of the savings should be used to pay bonuses to Postal Service executives. Sets a deadline for submission of a mandatory Postal Service report detailing how future savings accruing to the Postal Service as a result of the enactment of this Act should be expended.

Requires association health plans which provide health benefits in addition to health insurance coverage to maintain certain reserves and comply with other solvency provisions. Directs the Secretary of Labor to apply for appointment, and carry out specified duties, as trustee of any such insolvent association health plans which provide health benefits in addition to health insurance coverage. Allows a State to impose a contribution tax on any association health plan commencing operations in such State after the enactment of this Act. Requires association health plans to include in their summary plan descriptions, in connection with each benefit option, a description of the form of any solvency or guarantee fund protection secured under ERISA or applicable State law. Revises provisions relating to treatment of: (1) single employer arrangements; and (2) certain collectively bargained arrangements. Provides for association health plans with respect to: (1) enforcement; (2) cooperation between Federal and State authorities; and (3) treatment of certain existing health benefit programs.

Requires each health insurer, health maintenance organization, and health service organization to participate in a health insurance safety net which shall assure the availability of health insurance to uninsurable individuals. Funds such safety nets through assessments against such insurers and organizations. Permits such insurers and organizations to add the costs of such assessments to the costs of its insurance or coverage. Amends the Public Health Service Act to allow health benefits coverage through individual membership associations (IMAs). Sets forth IMA requirements, including that the IMA be an organization operated under the direction of an association and that IMA health benefits coverage only be provided through contracts with health insurance issuers. Requires IMAs to include a minimum of two health insurance coverage options.

Back to Work Incentive Act of 2003 - Amends the Workforce Investment Act of 1998 to direct the Secretary of Labor to allot grants to States to allocate funds to local areas to establish personal reemployment accounts for individuals identified as likely to exhaust their unemployment compensation. Provides for such accounts to: (1) accelerate reemployment; (2) promote retention in employment; and (3) give individuals more flexibility, choice, and control in obtaining intensive reemployment, training, and supportive services (as well as assistance in purchasing or leasing an automobile when necessary to allow the recipient to accept a long-term employment offer). Allows such services to be purchased through a one-stop delivery system or other providers. Permits certain amounts in accounts to be used for income support. Provides for reemployment bonuses. Requires States to establish a uniform statewide amount, up to $3,000, for each individual account. Limits the time in which amounts in an account may be used to not more than one year after the account's establishment. Prohibits the establishment of any such account beginning two years after the enactment of this Act.

Establishes and authorizes appropriations to the Zuni Indian Tribe Water Rights Development Fund to be allocated among specified activities, including the acquisition of water rights and restoration at the Zuni Heaven Reservation. Includes funds paid to the Tribe as required by the Settlement Agreement. Conditions Zuni expenditures from such Fund upon the approval of a tribal management plan and an expenditure plan. Directs the Secretary to take title to specified lands in trust for the benefit of the Tribe, including lands to become part of the Reservation. Sets forth the status of such lands with regard to Federal and State water rights and ad valorem taxes. Extinguishes all claims for water rights in Zuni lands.
