Affordable Footwear Act of 2007 - Expresses the sense of Congress that the elimination of duty on certain imported footwear would provide significant benefit to U.S. consumers, particularly lower-income families. Amends the Harmonized Tariff Schedule of the United States to provide for the duty-free treatment of certain footwear (including children's shoes) made of rubber or plastics that are imported into the United States. Amends the Caribbean Basic Economic Recovery Act to provide footwear imported directly from Haiti into the United States with the same preferential treatment that is provided to certain imported footwear under the Dominican Republic-Central American-United States Free Trade Agreement.

Mortgage Reform and Anti-Predatory Lending Act of 2007 -- Amends the Truth in Lending Act to set forth a duty of care standard for residential mortgage loan originations. Prohibits steering incentives to mortgage originators, including incentive compensation and any yield spread premium based on, or varying with, the terms of a residential mortgage loan. Directs the Secretary of Housing and Urban Development and other specified federal banking regulatory agencies to prescribe jointly regulations to prohibit mortgage originators from steering any consumer to a residential mortgage loan that is not in the consumer's interest (loans with predatory characteristics). Sets forth licensing and registration requirements for mortgage originators. Sets forth minimum repayment standards for residential mortgage loans. Requires creditors to determine, based on verified and documented information, that a consumer has a reasonable ability to repay the loan, according to its terms, and all applicable taxes, insurance, and assessments. Prohibits creditors from extending credit for residential mortgage loans that involve refinancing of a prior residential mortgage loan unless the creditor determines that refinancing provides a net tangible benefit to the consumer. Subjects assignees and securitizers to liability for certain violations in connection with residential mortgage loans. Sets forth defenses to foreclosure. Proscribes certain practices, including: (1) certain prepayment penalties; (2) single premium credit insurance; (3) mandatory use of arbitration; and (4) negative amortization mortgages. Redefines high-cost mortgages. Prohibits balloon payments for such mortgages. Revises requirements governing prepayment penalties. Prohibits lending without due regard to repayment ability. Prohibits certain creditor practices with respect to high-cost mortgages, including: (1) recommending default on an existing loan or other debt before and in connection with closing of a high-cost mortgage that refinances all or any portion of such existing loan or debt; (2) imposing late fees except according to specified requirements; (3) exercising sole discretion to accelerate indebtedness; (4) financing points and fees; (4) structuring certain transactions and reciprocal arrangements to evade the requirements and prohibitions of this Act; and (5) charging certain modification or deferral fees, and fees for notification of payoff information. Requires pre-loan counseling.

Home Health Care Access Protection Act of 2007 - Amends title XVIII (Medicare) of the Social Security Act with respect to the prospective payment system (PPS) for home health services and adjustments to it for case mix changes. Prohibits any adjustment in the PPS for payment in 2008. Requires the Secretary of Health and Human Services, for any adjustment in a subsequent year, to evaluate changes in case mix using standards developed consistent with specified processes, taking certain criteria into account. Directs the Secretary to convene a Technical Advisory Group to advise on the development of such standards. Prohibits the Secretary from taking any action to implement or otherwise carry out provisions in the final rule published on August 29, 2007, that propose to make a case mix adjustment to the standardized payment amounts under the PPS to account for changes in coding that were not related to an underlying change in patient health status. Directs the Secretary to republish any rates specified in such rule to take into account the application of such prohibition.

Commercial Motor Vehicle Advanced Safety Technology Tax Act of 2007 - Amends the Internal Revenue Code to allow a general business tax credit for 50% of the cost of placing in service any qualified commercial vehicle advanced safety system. Defines "qualified commercial vehicle advanced safety system" as a manufacturer-certified brake stroke monitoring system, lane departure warning system, collision warning system, or vehicle stability system identified by the Federal Motor Carrier Safety Administration or the National Highway Traffic Safety Administration as significantly enhancing the safety or security of commercial drivers, vehicles, or passengers. Terminates such credit after 2012.

Earmark Reform Act 2007 - Amends the Congressional Budget of 1974 to subdivide amounts allocated to the congressional appropriations committees into: (1) a specified total of new budget authority and outlays for earmarks in appropriations measures for the first fiscal year of the first concurrent budget resolution; and (2) an amount of total new budget authority and outlays for such earmarks for the first fiscal year of each ensuing budget resolution equal to 1% of total new budget authority and total outlays allocated to such committees. (Thus caps total earmarks at 1% of total new budget authority and total outlays allocated each fiscal year to such committees.) Makes it out of order in the House of Representatives or the Senate to consider any bill, joint resolution, or amendment if its enactment would cause the applicable allocation of new budget authority or outlays for a fiscal year to be exceeded.

Ovarian Cancer Biomarker Research Act of 2007 - Amends the Public Health Service Act to require the Director of the National Cancer Institute to enter into cooperative agreements with, or make grants to, public or nonprofit entities to establish and operate centers to conduct research on biomarkers for use in risk stratification for, and the early detection and screening of, ovarian cancer. Designates each center as an Ovarian Cancer Biomarker Center of Excellence. Allows federal payments under such an agreement or grant to be used for research on: (1) the development and characterization of new biomarkers and the refinement of existing biomarkers; (2) the clinical and laboratory validation of such biomarkers; (3) the development and implementation of clinical and epidemiological research on the utilization of such biomarkers; and (4) the development and implementation of repositories for new tissue, urine, serum, and other biological specimens. Requires the Director to: (1) make available for research banked serum and tissue specimens from clinical research regarding ovarian cancer that was funded by the Department of Health and Human Services (HHS); (2) establish an Ovarian Cancer Biomarker Clinical Trial Committee to assist the Director to design and implement national clinical trials to determine the utility of such biomarkers; and (3) establish a national data center to conduct statistical analyses of trial data.

Equity for Our Nation's Self Employed Act of 2007 - Amends the Internal Revenue Code to allow self-employed individuals to deduct health insurance costs in computing the tax on self-employment income.

Increasing Education Opportunities for Nurses and Nurse Faculty Act of 2007 - Amends the Higher Education Act of 1965 to direct the Secretary of Education to award grants to nursing schools to enhance their capacity to accommodate additional students in: (1) Registered Nurse (RN) associate or baccalaureate degree programs; or (2) graduate programs for prospective teachers of nursing or RNs who seek advanced practice degrees. Bases the amount of a school's grant on the extent to which the school increases its enrollment of nursing students for an academic year over its average nursing student enrollment for the four preceding academic years. Prohibits the use of grants to construct new facilities.

SCHIP Extension Act of 2007 - Amends title XXI (State Children's Health Insurance) (SCHIP) of the Social Security Act (SSA) to: (1) extend SCHIP through FY2008 and the first six months of FY2009; (2) provide additional allotments to states to address SCHIP funding shortfalls for the same period of time; and (3) authorize qualifying states to elect to receive the enhanced portion of the SCHIP matching rate for coverage of certain children under SSA title XIX (Medicaid).

Catalyst to Better Diabetes Care Act of 2007 - Requires the Secretary of Health and Human Services (the Secretary) to: (1) review uptake and utilization of the Medicare diabetes screening benefit; (2) establish an outreach program to identify existing efforts to increase awareness of the diabetes screening benefit among Medicare beneficiaries and providers; and (3) maximize economies of scale, cost-effectiveness, and resource allocation in increasing utilization of the diabetes screening benefit. Requires the Secretary of Commerce to establish an advisory group to examine and recommend best practices of chronic illness employee wellness incentivization and disease management programs. Directs the Secretary to prepare, biennially, a diabetes report card for the nation and for each state. Requires the Secretary, acting through the Director of the Centers for Disease Control and Prevention (CDC), to: (1) promote the education and training of physicians on how to properly complete birth and death certificates and the importance of such data; (2) encourage state adoption of the latest standard revisions of birth and death certificates; and (3) work with states to reengineer their vital statistics systems to provide cost-effective, timely, and vital systems data. Allows the Secretary to promote the addition to death certificates of language to improve the collection of diabetes mortality data. Requires the Secretary to conduct a study of the impact of diabetes on the practice of medicine in the United Sates and the level of diabetes medical education that should be required prior to licensure, board certification, and board recertification.

Public and Teaching Hospital Preservation Act - Amends the U.S. Troop Readiness, Veterans' Care, Katrina Recovery, and Iraq Accountability Appropriations Act of 2007 to extend by one year the moratorium on: (1) implementation of a rule relating to the federal-state financial partnership under titles XIX (Medicaid) and XXI (State Children's Health Insurance Program) (SCHIP) of the Social Security Act; and (2) finalization of a Medicaid rule regarding the treatment of graduate medical education (GME).

ADA Notification Act of 2007 - Amends the Americans with Disabilities Act of 1990 to deny jurisdiction to a court in a civil action for remedies for disability discrimination in public accommodations and certain services provided by private entities unless: (1) the plaintiff notified the defendant in writing of the alleged violations prior to filing the complaint; (2) the notice identified the specific facts that constitute the alleged violation; (3) 90 or more days has elapsed after the date on which the notice was provided; (4) the notice informed the defendant that the civil action could not be commenced for 90 days; and (5) the complaint states that the defendant has not corrected the alleged violation. Excludes civil actions seeking preliminary injunctive relief or temporary restraining orders from such notification requirements.

Pulmonary Hypertension Research and Education Act of 2007 - Amends the Public Health Service Act to require the Director of the National Heart, Lung, and Blood Institute to expand, intensify, and coordinate the Institute's pulmonary hypertension research activities. Requires the Director to establish a Pulmonary Hypertension Clinical Research Network to conduct clinical trials to evaluate new treatment approaches for pulmonary hypertension and facilitate collaboration among investigators with expertise in pulmonary hypertension. Directs the network to include: (1) a steering committee; and (2) an Institute project scientist. Provides for the establishment of a national Pulmonary Hypertension Preceptorship and Training Program to facilitate the direct education and training of medical professionals by experienced pulmonary hypertension specialists in clinical settings. Requires the Secretary, acting through the Director of the Centers for Disease Control and Prevention (CDC), to develop and disseminate to the public information regarding pulmonary hypertension. Requires the Secretary, acting through the Administrator of the Health Resources and Services Administration (HRSA) and the Director of CDC, to develop and disseminate to health care providers information on pulmonary hypertension to ensure that providers remain informed about the disease, its presenting symptoms, and current treatment options. Requires the Comptroller General to conduct a study on the coverage standards that apply to individuals with pulmonary hypertension under Medicare and Medicaid.

Rebuilding America's Infrastructure - Establishes the Federal Bank for Infrastructure Modernization. Authorizes the Bank to make loans to any state, local government, Indian tribe, and regional or multistate organization for the development of certain transportation- and educational- and water and hazardous treatment-related capital infrastructure facility projects. Sets forth specified requirements with respect to: (1) loan and borrower eligibility; and (2) compliance with the Americans with Disabilities Act of 1990, the Buy American Act, and the Davis-Bacon Act (wages) as they relate to the development of such projects.

Federal Dog Protection Act - Amends the Animal Welfare Act to make it unlawful to knowingly: (1) sponsor or exhibit an animal in, or knowingly attend, a dog fighting venture; (2) sell, buy, possess, train, transport, deliver, or receive for purposes of transportation any dog or other animal for the purpose of having the dog or other animal, or offspring of the dog or other animal, participate in a dog fighting venture; or (3) use the U.S. mail service or any instrumentality of interstate commerce for commercial speech that promotes or furthers such prohibited actions. Makes costs incurred for the care of animals seized and forfeited recoverable from the owner (currently recoverable costs are limited to those incurred by the United States). Allows animal control agencies, humane societies, or societies for the prevention of cruelty to animals to commence a civil suit to enjoin any private party who is alleged to be in violation of provisions concerning animal fighting. Provides for enforcement.

Minority Health Improvement and Health Disparity Elimination Act - Amends the Public Health Service Act to require the Secretary of Health and Human Services to: (1) develop an Internet Clearinghouse within the Office of Minority Health; (2) provide for programs of excellence in health professions education for underrepresented minorities; and (3) support demonstration projects designed to improve the health and health care of racial and ethnic minority groups through improved access to health care, patient navigators, primary prevention activities, health promotion and disease prevention activities, and health literacy education and services. Provides for grants to: (1) promote positive health behaviors; (2) implement culturally and linguistically appropriate, evidence-based, and community-driven sustainable strategies to eliminate racial and ethnic health and health care disparities; (3) implement systems of primary care practices to eliminate disparities in the delivery of health care and improve the health care provided to all patients; and (4) address long-standing unmet health needs in the Mississippi Delta. Requires the Secretary to establish the Health Action Zone Initiative demonstration program to support comprehensive state, tribal, or local initiatives to improve the health of racial and ethnic minority groups. Provides for research to improve the health of racial and ethnic minority groups. Requires the Secretary to ensure the collection of data from federally conducted or supported health programs by race, ethnicity, geographic location, socioeconomic position, primary language, and, when practicable, health literacy. Sets forth duties for the Office of Minority Health. Requires the Secretary to establish the Advisory Committee on Minority Health.

National Infantry Museum and Soldier Center Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue $1 coins emblematic of the courage, pride, sacrifice, sense of duty, and history of the U.S. Infantry, in commemoration of the legacy of the U.S. Army Infantry and the establishment of the National Infantry Museum and Soldier Center. Expresses the sense of Congress that the coins should be struck at the U.S. Mint at West Point, New York, to the greatest extent possible. Restricts coin issuance to calendar year 2012. Requires a $10 surcharge per coin, and payment of all surcharges received to the National Infantry Foundation to establish an endowment to support the maintenance of the National Infantry Museum and Soldier Center.

Dam Rehabilitation and Repair Act of 2007 - Amends the National Dam Safety Program Act to require the Federal Emergency Management Agency (FEMA) to establish a program to provide grant assistance to states for use in rehabilitating publicly-owned dams that fail to meet minimum safety standards and pose an unacceptable risk to the public (deficient dams). Sets forth provisions regarding procedures for grant awards and fund allocation. Requires: (1) a state receiving a grant under this Act to comply with requirements applicable to contributions of federal funds under the Robert T. Stafford Disaster Relief and Emergency Assistance Act; and (2) FEMA to develop a risk-based priority system for identifying deficient dams for which such grants may be made. Limits the federal share of rehabilitation costs to 65%.

Dog Fighting Prohibition Act - Amends the Animal Welfare Act to make it unlawful to: (1) knowingly sponsor or exhibit an animal in, or knowingly attend, a dog fighting venture; and (2) knowingly sell, buy, possess, train, transport, deliver, or receive for purposes of transportation any dog or other animal for the purposes of having the dog, animal, or offspring of the dog or other animal participate in a dog fighting venture. Provides for imprisonment for up to five years for violations.

Amends the Foreign Intelligence Surveillance Act of 1978 (FISA) to redefine "electronic surveillance" as: (1) the installation or use of an electronic, mechanical, or other surveillance device for acquiring information by intentionally directing surveillance at a particular person believed to be in the United States when that person has a reasonable expectation of privacy and a warrant would be required for law enforcement purposes; or (2) the intentional acquisition of the contents of any communication when that person has a reasonable expectation of privacy and a warrant would be required for law enforcement purposes, if both the sender and all intended recipients are believed to be in the United States.

Saving Our Community Pharmacies Act of 2007 - Amends title XIX (Medicaid) of the Social Security Act to provide for: (1) use of median retail acquisition cost as the basis for Medicaid reimbursement limits on generic drugs; and (2) establishment of an evidence-based prescription drug program. Directs the Comptroller General to study and report to Congress on the costs of community retail pharmacies to dispense prescription drugs.

No More Excuses Energy Act of 2007 - Requires the Secretary of the Treasury to prescribe regulations for the taxpayer election to expense the cost of certain refinery property not later than 60 days after the enactment of this Act. Amends the Internal Revenue Code to: (1) allow the issuance of tax exempt facility bonds for the financing of domestic use oil refinery facilities; (2) extend through 2018 the tax credit for producing electricity from wind facilities; and (3) allow tax credits for the production of electricity from nuclear energy, natural gas production, and carbon dioxide tertiary injectant processes. Requires the President to designate at least 10 sites for oil or natural gas refineries on federal lands and make such sites available to the private sector for construction of refineries. Prohibits the Nuclear Regulatory Commission from denying an application for nuclear waste disposal on the grounds of present or future insufficient capacity. Terminates all existing federal laws prohibiting expenditures to conduct oil and natural gas leasing and preleasing activities in the Outer Continental Shelf. American-Made Energy and Good Jobs Act - Directs the Secretary of the Interior to establish and implement a competitive oil and gas leasing program in the Coastal Plain of Alaska. Repeals the prohibition against producing oil and gas from the Arctic National Wildlife Refuge. Sets forth requirements for the sale of oil and natural gas leases in the Coastal Plain, environmental protection, transportation easements, and royalty payments to Alaska. Establishes in the Treasury the Coastal Plain Local Government Impact Aid Assistance Fund to assist Alaska jurisdictions that are directly impacted by oil and gas exploration and production in the Coastal Plain.

America's Brownfield Cleanup Act - Amends the Internal Revenue Code to allow a business tax credit for 50% of expenditures for the abatement or control of any hazardous substance, the demolition of any structure, the removal and disposal of property, and the reconstruction of utilities at certain contaminated sites. Allows a tax exclusion for certain contributions made for the remediation of contaminated sites.

Arbitration Fairness Act of 2007 - Declares that no predispute arbitration agreement shall be valid or enforceable if it requires arbitration of: (1) an employment, consumer, or franchise dispute, or (2) a dispute arising under any statute intended to protect civil rights or to regulate contracts or transactions between parties of unequal bargaining power. Declares, further, that the validity or enforceability of an agreement to arbitrate shall be determined by a court, under federal law, rather than an arbitrator, irrespective of whether the party resisting arbitration challenges the arbitration agreement specifically or in conjunction with other terms of the contract containing such agreement. Exempts arbitration provisions in collective bargaining agreements from this Act.

Fair Mortgage Practices Act of 2007 - Prohibits any person, with certain exceptions, from engaging in the business of loan origination without first obtaining and maintaining a registration or a state license as a loan originator. Imposes on the federal banking agencies the sole responsibility for developing a system of registration for loan originators. Directs the Secretary of Housing and Urban Development (HUD) to establish a system for: (1) licensed loan originators; and (2) state-licensed mortgage originators. Amends the Truth in Lending Act to set forth: (1) disclosure requirements for consumer credit plans secured by the consumer's principal dwelling; and (2) consumer counseling requirements governing nontraditional mortgages. Expanding Housing Opportunities Through Education and Counseling Act - Amends the Department of Housing and Urban Development Act to: (1) establish the Office of Housing Counseling; and (2) direct the HUD Secretary to establish and monitor counseling procedures for home ownership counseling and rental housing counseling provided in connection with any HUD program. Amends the Housing and Urban Development Act of 1968 to instruct HUD to makes grants to states, local governmental entities, and nonprofit organizations providing home ownership or rental counseling that is HUD-certified. Directs the HUD Secretary to study and report to Congress on the root causes of default and foreclosure on home loans. Amends the Real Estate Settlement Procedures Act of 1974 to revise requirements for HUD consumer education booklets on the nature and costs of real estate settlement services. Amends the Truth in Lending Act to: (1) require a creditor to establish, in connection with a subprime mortgage transaction, an escrow or impound account for payment of taxes and hazard insurance; (2) require a disclosure notice for consumers who opt out of escrow services; and (3) limit prepayment penalties for certain introductory adjustable rate mortgages (ARMs). Authorizes appropriations to the Attorney General for mortgage fraud prevention, investigation, and prosecution efforts. Sets forth property appraisal requirements governing the sale of subprime mortgages. Amends the Financial Institutions Reform, Recovery, and Enforcement Act of 1989 to revise requirements for the Appraisal Subcommittee of the Federal Financial Institutions Examination Council, and prescribe requirements regarding appraiser independence and approved appraiser education. Directs the Comptroller General to study and report to specified congressional committees on possible improvements in the appraisal process. Amends the Community Reinvestment Act of 1977 to permit a federal financial supervisory agency, in its examination of a regulated financial institution, to take into account certain counseling and transition programs of the institution for subprime borrowers.

National Pain Care Policy Act of 2007 - Requires the Secretary of Health and Human Services to enter an agreement with the Institute of Medicine to convene a Conference on Pain to: (1) increase the recognition of pain as a significant public health problem; (2) evaluate the adequacy of assessment, diagnosis, treatment, and management of acute and chronic pain; (3) identify barriers to appropriate pain care; and (4) establish an agenda for action that will reduce such barriers and improve pain care research, education, and clinical care. Amends the Public Health Service Act to require the Director of the National Institutes of Health (NIH) to establish the Pain Consortium to: (1) establish a national agenda for research on the causes and effective treatments for pain; and (2) convene an annual conference of experts in pain research, treatment, and management to assess and make recommendations on NIH pain research activities and programs. Requires the Director of NIH to establish the National Pain Care Research Advisory Committee. Requires the Director of the Agency for Healthcare Research and Quality to: (1) collect protocols and evidence-based practices regarding pain care at all stages of life; and (2) disseminate such information to regulatory and enforcement agencies, health care programs, payor and providers, health professions schools, hospices, and the general public. Allows the Secretary to provide for the development and implementation of programs to educate and train health care professionals in pain care. Requires the Secretary to establish a national pain care education outreach and awareness campaign.

National Health Service Corps Scholarship and Loan Repayment Programs Reauthorization Act of 2007 - Amends the Public Health Service Act to reauthorize appropriations for FY2007-FY2011 for National Health Service Corps Scholarship and Loan Repayment programs. Requires the Secretary of Health and Human Services to reserve a portion of such funds for scholarships to individuals who are enrolled in a course of study or program that leads to a degree in medicine or osteopathic medicine.

Broadcaster Freedom Act of 2007 - Amends the Communications Act of 1934 to prohibit the Federal Communications Commission (FCC), notwithstanding any other provision of any Act, from having the authority to require broadcasters to present opposing viewpoints on controversial issues of public importance, commonly referred to as the Fairness Doctrine.

Currency Reform for Fair Trade Act of 2007 - Amends the Tariff Act of 1930 to expand the authority of the administering authority or the International Trade Commission (ITC) to impose countervailing duties on products from a nonmarket economy country that have been provided a countervailable subsidy. Requires, when measuring subsidy benefits, the use of benchmarks outside of a nonmarket economy country when benchmarks in such a country are not available or are inappropriate. Includes fundamental and actionable misalignment of a currency (undervaluation of a foreign currency) by a foreign country as a countervailable subsidy. Directs the Secretary of the Treasury (Secretary) to: (1) report annually to Congress on international monetary policy and currency exchange rates (including fundamentally misaligned currencies); (2) analyze semiannually the prevailing real exchange rates between the U.S. dollar and foreign currencies and to designate fundamentally misaligned foreign currencies for priority action; and (3) seek bilateral consultations with fundamentally misaligned currency countries designated for priority action to eliminate such misalignment. Requires the United States to inform the Managing Director of the International Monetary Fund (IMF) of countries that fail to eliminate fundamentally misaligned currencies designated for priority action and to request the IMF Managing Director to consult with such countries regarding their observance of the IMF Articles of Agreement and to report the results of such consultations to the IMF Executive Board. Prohibits the Overseas Private Investment Corporation (OPIC) from, and instructs multilateral banks to oppose, financing projects in countries that issue fundamentally misaligned currencies designated for priority action. Requires: (1) the Secretary to take certain actions with respect to countries that fail to eliminate fundamentally misaligned currencies designated for priority action; and (2) the United States Trade Representative (USTR) to request consultations in the World Trade Organization (WTO) with such countries regarding the consistency of their actions with regard the WTO Agreement. Establishes an Advisory Committee on International Exchange Rate Policy. Repeals the Exchange Rates and International Economic Policy Coordination Act of 1988.

Revises corporate average fuel economy standards (CAFE standards) provisions for non-passenger and passenger automobiles to: (1) provide for increased average fuel economy standards for non-passenger and passenger automobiles; (2) permit separate average fuel economy standards for non-passenger and passenger automobiles based on vehicle attributes related to fuel economy; (3) establish a a corporate average fuel economy credit transferring program within a manufacturer's fleet; (4) establish an account to fund domestic commercialization and production of advanced technology vehicles and vehicle components; and (5) extend for 10 years provisions providing manufacturing incentives for alternative fuel automobiles. Establishes a national tire fuel efficiency consumer information program. Provides for the establishment of a public education campaign to provide information to U.S. drivers about immediate measures that may be taken to conserve transportation fuel.

Iran Sanctions Enhancement Act of 2007 - Amends the Iran Sanctions Act of 1996 to direct the President to impose two or more sanctions under such Act if a person has, with actual knowledge: (1) made an investment of $20 million or more (or any combination of investments of at least $5 million which in the aggregate equals or exceeds $20 million in any 12-month period) that directly and significantly contributed to Iran's ability to develop its petroleum resources; or (2) on or after December 31, 2007, provided Iran with refined petroleum resources or engaged in an activity that could contribute to the enhancement of Iran's ability to import refined petroleum resources. (Under current law, imposes sanctions upon investments of $40 million and does not include refined petroleum resource imports.) Extends existing presidential waiver authority to such activities. Directs the President to report to the appropriate congressional committees every six months on such activities.

Coast Guard Authorization Act of 2007 - Authorizes appropriations for FY2008 for the Coast Guard. Authorizes FY2008 levels of Coast Guard active duty military personnel and average military training student loads. Sets forth various provisions relating to Coast Guard personnel matters. Provides for grants to international maritime organizations. Establishes the Merchant Mariner Medical Advisory Committee. Sets forth various provisions, including provisions related to shipping and navigation, vessel size limits, maritime drug law enforcement, fishing vessel safety, liability limits for natural gas deepwater ports, claims against the Oil Spill Liability Trust Fund, dry bulk cargo residue, merchant mariner matters, and security. Ballast Water Treatment Act of 2007 - Regulates ballast water treatment.

National Environment and Energy Development Act - Declares without force or effect all federal prohibitions against the expenditure of appropriated funds to conduct natural gas leasing and preleasing activities for any area of the Outer Continental Shelf (OCS). Revokes all withdrawals of federal submerged lands from leasing for natural gas exploration and production. Amends the Outer Continental Shelf Lands Act to prohibit the Secretary of the Interior from: (1) granting a natural gas lease for any OCS located within 25 miles of a state coastline; or (2) issuing any lease for natural gas exploration or development in any OCS area located within 50 miles of a state coastline unless the state has enacted a law approving such lease. Prohibits the Secretary from issuing a lease for natural gas exploration or development in any OCS area located more than 50 miles and less than 100 miles from the coastline of a state if the state has enacted a law disapproving such lease issuance. Sets forth an allocation schedule (including designated reserve accounts) for revenues derived from bonus bids and royalties under qualified gas leases on submerged lands located within the seaward boundaries of a state. Modifies requirements for deeming state seaward boundaries. Authorizes the Secretary to issue leases for development and production of natural gas and associated condensate. Expresses the intent of Congress that this Act result in a healthy and growing American industrial, manufacturing, transportation, and service sector employing America's workforce to assist in the development of affordable energy from the OCS.

Airline Flight Crew Technical Corrections Act - Amends the Family and Medical Leave Act of 1993 with respect to hours-of-service requirements airline flight crews must meet to qualify for leave under such Act. Declares that a flight attendant or flight crewmember will be considered to meet such requirements if he or she has been paid for or has worked 60% of the employer's monthly hour or trip guarantee, or the equivalent annualized over the preceding 12-month period.

Voluntary Medicare Quality Reporting Act of 2007 - Directs the Secretary of Health and Human Services to evaluate the quality reporting system under title XVIII (Medicare) of the Social Security Act as applied for 2007 before transition to a new voluntary Medicare quality reporting system. Allows eligible professionals to continue to report to the Secretary specified quality measures for covered professional services in order for the Secretary to refine systems for reporting them. Prohibits use of the Physician Assistance and Quality Initiative Fund for quality reporting bonus payments in 2008. Specifies quality measures for covered professional services for the voluntary Medicare quality reporting program. Revises requirements for medical registry-based reporting of quality measures. Directs the Secretary to treat quality measures data as confidential, unavailable to any other party or person. Shields such data from discovery or admission into evidence in any federal or state civil judicial or administrative proceeding.

NASA and JPL 50th Anniversary Commemorative Coin Act - Directs the Secretary of the Treasury, in commemoration of the 50th anniversary of the establishment of the National Aeronautics and Space Administration (NASA) and the Jet Propulsion Laboratory (JPL), to mint and issue $50 gold and $1 silver coins emblematic of the 50 years of exemplary and unparalleled achievements of NASA and JPL. Requires all such coin sales to include a surcharge of $50 per $50 coin, and of $10 per $1 coin. Requires distribution of the first $4 million to the NASA Family Assistance Fund for financial assistance to the families of NASA personnel who die as a result of injuries suffered in the performance of their official duties. Requires distribution of: (1) one-half of the next $1 million of the remaining amounts to the Dr. Ronald E. McNair Educational (D.R.E.M.E.) Science Literacy Foundation and the Dorothy Jemison Foundation for Excellence; and (2) the remainder to the Secretary of the Smithsonian Institution for the preservation, maintenance, and display of space artifacts at the National Air and Space Museum (including the Steven F. Udvar-Hazy Center). Authorizes the Secretary to strike and sell bronze duplicates of the $50 gold coins.
