Bicentennial House Restoration Amendments of 1989 - Amends rule I of the Rules of the House of Representatives to direct the Speaker of the House, immediately after the reading of a veto message and without intervening motion or business, to state the question on reconsideration of the vetoed measure. Directs the Speaker to provide for the visual coverage of House proceedings on a uniform basis throughout each day's session. Requires the Speaker to announce a legislative program at the beginning of each congressional session which includes: (1) target dates for the consideration of specified major budgetary, authorization, and appropriation bills; (2) an indication of those weeks during which the House will be in session; (3) those weeks set aside for district work periods; and (4) the target date for the adjournment of that session. Amends rule X to require each standing committee, not later than March 1 in the first session of a Congress, to adopt its oversight plans in a meeting open to the public. Authorizes the Speaker of the House to appoint special ad hoc oversight committees to review specific matters within the jurisdiction of two or more committees. Amends rule XI to require each committee to include in its biennial report to the House a separate section summarizing its legislative and oversight activities during that Congress. Amends rule X to direct the Speaker of the House to initially refer each bill, resolution, or other matter to one committee of principal jurisdiction. Eliminates the Speaker's authority to refer any such matter initially to two or more committees for concurrent consideration. Requires standing committees to be elected by the House within seven legislative days (currently, seven calendar days) after the commencement of a Congress. Requires standing committees to hold organizational meetings not later than three legislative days after election. Requires the membership of each committee (except the Committee on Standards of Official Conduct), select committee, and conference committee (and each subcommittee, task force, or subunit thereof) to reflect the ratio of majority to minority Members. Provides that such ratio be reflected for standing committees at the beginning of each Congress, and for select and conference committees at the time of appointment. Prohibits any standing committee from establishing more than six subcommittees, and any Member serving at any one time on more than four subcommittees. Defines "subcommittee" as any subunit of a standing committee established for a period of more than six months. Amends rule XI to prohibit the vote by any member of any committee or subcommittee from being cast by proxy. Requires open committee meetings unless disclosure of matters to be considered would endanger national security, tend to defame, degrade or incriminate any person or otherwise violate any law or rule of the House, or involve committee personnel. Provides that a majority of members of each committee or subcommittee shall constitute a quorum for the transaction of any business. Requires committee rollcall votes on a motion to report any bill or resolution of a public character to include the names of Members voting for or against such measure. Requires each nonrecord vote to include the names of those Members actually present at the time the bill or resolution is ordered reported. Prohibits Rules Committee reports from being considered on the subsequent calendar day of the same legislative day. Prohibits the Rules Committee from reporting any order of business resolution which prohibits a motion to recommit, including instructions in the form of an amendment, unless it is a Senate measure for which a House-passed measure has been substituted. Prohibits the consideration of any resolution reported from the Committee on Rules providing for the consideration of any bill or joint resolution which limits the right of Members to offer germane amendments unless the chairman of the Committee has announced in advance that less than an open amendment process might be recommended by the Committee. Prohibits the consideration of any order of business resolution reported from the Committee on Rules which provides that the House shall be considered to have automatically adopted a motion, amendment, or resolution, or to have passed a bill, joint resolution, or conference report, unless the consideration of such order of business resolution is agreed to by not less than two-thirds of the Members voting, and the yeas and nays shall be considered as ordered when the Speaker puts the question on consideration. Prohibits the consideration of any budget waiver resolution reported by the Committee on Rules unless an explanatory statement accompanies it. Prohibits the House from considering any primary expense resolution until the Committee on House Administration has reported and the House has adopted a resolution establishing the committee staff personnel ceiling for the year. Requires such committee to specify in any primary or supplemental expense resolution the number of staff positions authorized therein. Authorizes the House to consider any supplemental expense resolution in excess of such ceiling by a vote of two-thirds of the Members present. Prohibits the overall staff ceiling of the 101st Congress from exceeding 90 percent of the total committee staff personnel employed at the end of the 100th Congress. Amends rule XIV to establish a Commemorative Calendar comprised of unreported bills and resolutions respecting commemorative holidays and celebrations. Provides for the call of the Commemorative Calendar on the first and third Tuesdays of each month. Amends rule XV to require an automatic rollcall vote on any bill or joint resolution making appropriations, providing revenue, or adjusting the rate of pay of Members, or on final adoption of any concurrent resolution on the budget which provides an increase in the statutory debt limit. Amends rule XXI to establish procedures for the consideration of any bill or joint resolution making continuing appropriations for a period of 30 days or less. Establishes limitations for the consideration of reconciliation bills. Requires bills or resolutions which authorize the enactment of new budget authority to be reported on or before the May 15 preceding the fiscal year to which such authority applies. Amends rule XXIV to include the Pledge of Allegiance in the daily order of business. Amends rule XXVII to establish new procedures for the consideration of motions to suspend the rules. Prohibits such motion if the measure or matter would enact new budget or spending authority in excess of a specified amount. Requires the printing in the Congressional Record, and weekly update thereafter, of a motion to discharge a committee from consideration of a bill or resolution when 100 Members have signed such motion. Amends rule XXXVIII to grant a House conferee three calendar days in which to file supplemental, minority, or additional views. Establishes procedures for the consideration of legislation granting the President special rescission authority with respect to any budget authority for which an authorization has not been enacted. Provides for application of certain labor laws to the House. Directs the Committee on Rules to report to the House by December 31, 1989, on realigning the jurisdictions of House committees.

National Observance Advisory Act - Establishes the President's Advisory Commission on National Observances to: (1) establish criteria for recommending to the President that a proposed national observance be approved or disapproved; (2) review proposals for national observances submitted in accordance with procedures published by the Commission; and (3) issue recommendations to the President concerning each proposal reviewed.

Northern Ireland Fair Employment Practices Act - Prohibits an article from being imported into the United States from Northern Ireland unless documentation is presented at the time of entry indicating that the enterprise which manufactured or assembled such article complied at the time of manufacture with certain fair employment principles (such as freedom from religious discrimination). Bases such principles on the MacBride Principles, a nine point set of guidelines for fair employment in Northern Ireland. Requires any U.S. person who has a branch or office in Northern Ireland or who controls an enterprise in Northern Ireland in which more than 20 people are employed to insure implementation of such employment principles and compliance with this Act. Requires reports to the Secretary of Commerce on compliance with this Act. Sets forth the fair employment principles. Authorizes the President to waive the requirements of this Act in the interest of national security. Requires such waiver to become effective 90 days after the President submits a justification of such waiver to the Congress unless the Congress adopts a joint resolution disapproving the waiver. Provides for expedited consideration of such resolution.

Amends the Congressional Budget Act of 1974 to revise provisions relating to the congressional budget process. Makes it out of order in the House of Representatives to agree to any legislation which provides for new entitlement authority or raises revenues except by a vote of two-thirds of the Members voting, a quorum being present.

Protect Medicare 90 Concurrent Resolution - Expresses the sense of the Congress that Medicare (title XVIII of the Social Security Act) hospital payments for FY 1990 should not be reduced below levels set by current law for such fiscal year.

Merchant Mariner Memorial Act of 1989 - Authorizes the Secretary of Transportation to convey the right, title, and interest of the United States in vessels of a specified minimum displacement tonnage in the National Defense Reserve Fleet to each group, not to exceed three such groups, of nonprofit organizations for use in funding merchant marine memorials, provided the vessels have no usefulness to the Government and are scheduled to be scrapped and the organizations agree to sell the vessels for scrap, divide the proceeds, and use them for the memorial. Requires organizations to have raised a minimum amount from non-Federal sources before enactment of this Act in order to participate in the sale. Limits an organization to one grant under this Act. Terminates this Act two years after enactment.

Local Television Service Act of 1988 - Amends the Communications Act of 1934 to mandate a policy under which the Federal Communications Commission (FCC) allocates VHF (very high frequency) commercial television broadcasting channels in ways that assure no fewer than one such channel to each Principal Metropolitan Statistical Area (PMSA) of more than 1,000,000 persons, if technically feasible. Directs the FCC to: (1) order reallocation of a channel or the hyphenation of a community of license within such a PMSA if a VHF commercial television broadcast station licensee notifies the FCC that it wishes such action; (2) issue a license to the licensee under the changed conditions for a term equal to the term remaining on the existing license; and (3) permit the license to be renewed for another term without considering other applications for the same channel, if certain findings are made. Requires the FCC to initiate rulemaking to ensure primary program service from at least one VHF commercial television station to any PMSA in question that is not receiving such service. Directs the FCC to report to the Congress on these proceedings and on recommendations to achieve the expressed policy.

Preborn Children's Civil Rights Act of 1989 - Prohibits the use of Federal funds to perform, promote, or do research on any procedure to take the life of a preborn child (except for medical procedures required to prevent the death of either the pregnant woman or her preborn child). Prohibits the Federal Government from entering into any contract for insurance which provides for payment or reimbursement for abortion services. States that no institution receiving Federal financial assistance shall: (1) discriminate against any employee, applicant, or student on the basis of that person's opposition to abortion; or (2) require any employee or student to participate, directly or indirectly, in abortion procedures, counseling, or an insurance program which includes abortion coverage. States that attorney's fees shall not be allowed in any civil action involving a law prohibiting or restricting abortions. Provides for Supreme Court review of lower court decisions which declare State and local anti-abortion statutes unconstitutional.

Human Fetal Tissue Transportation Act of 1989 - Prohibits interstate importation, exportation, or transportation of human fetal tissue, except as permitted under this Act. Requires any person who transports such tissue to notify the Secretary of Health and Human Services (Secretary) semiannually of each such transportation, with specified information. Requires the Secretary to establish regulations restricting or prohibiting interstate importation, exportation, or transportation of human fetal tissue and the operation of human fetal tissue storage facilities as necessary to protect the public health or promote the general welfare. Prohibits operation of a human fetal storage facility, except with a license issued under this Act. Requires the Secretary to issue or renew such license for any organization which meets the requirements of this Act. Authorizes the Secretary to limit, suspend, or revoke any license for material misrepresentations, failure to provide certain information, or failure to comply with regulations. Authorizes the Secretary to conduct investigations or inspections necessary to carry out this Act. Requires the Secretary to furnish the Attorney General information indicating noncompliance with this Act. Establishes penalties of fines or imprisonment for violations of this Act. Declares that this Act shall not affect any provision of State law, except to the extent such law is inconsistent with this Act, and then only to the extent of the inconsistency. Defines "human fetal tissue" to be matter yielded by an aborted human pregnancy and any biochemical product derived from such matter.

Tax Exemption Equity Act of 1989 - Amends the Internal Revenue Code to deny tax-exempt status to organizations that directly or indirectly perform or finance abortions. Denies the income, estate, and gift tax charitable contribution deductions for donations to them.

Amends the Internal Revenue Code to allow an individual taxpayer a refundable income tax credit, in an amount based on adjusted gross income (minimum credit of $150), for each dependent below the age of compulsory school attendance in the State where the taxpayer resides. Sets the maximum credit amount as the total employee tax withheld from the taxpayer's wages during the year under the Federal Insurance Contributions Act. Disallows application of the nonrefundable dependent care income tax credit with respect to a taxpayer's dependents under age 13, unless the child is physically or mentally incapable of self-care.

United States Coast Guard Bicentennial Medal Act - Directs the Secretary of the Treasury to design, strike, and sell a medal in commemoration of the bicentennial of the U.S. Coast Guard in 1990. Requires the design of the medal to be selected by the Secretary of the Treasury after consultation with the Secretary of Transportation and the Commission of Fine Arts.

Amends Federal law to require the reverse side of the first coin redesigned to commemorate the bicentennial of the U.S. Constitution for a two-year period. Provides that the design on the obverse side of U.S. coins shall contain the likenesses of those displayed on current coins and shall be considered for redesign. Requires any such obverse redesigns to conform to the inscription requirements of current law. Requires U.S. coins to be redesigned, at the discretion of the Secretary of the Treasury, over the next six years. Requires the Secretary, in selecting new designs, to consider specified constitutional concepts. Requires the designs to be selected by the Secretary upon consultation with the United States Commission of Fine Arts. Requires that any profits from the sale of uncirculated and proof sets of U.S. coins be deposited in the Treasury and used solely to reduce the national debt.

Brady Handgun Violence Prevention Act - Makes it unlawful for any licensed importer, manufacturer, or dealer to sell, deliver, or transfer a handgun to an unlicensed individual unless: (1) the transferor has notified the chief law enforcement officer for the individual's place of residence about the proposed transfer and either has received a response indicating that such transfer is not prohibited by law or has not received a response indicating otherwise within seven days; (2) the individual has presented to the transferor a statement from the officer indicating that the individual requires a handgun because of a threat to him or his family; or (3) the individual has a State handgun permit that is less than a year old which satisfies the same requirements. Requires any transferor who subsequently receives a report from such officer that receipt or possession of the handgun by the individual violates the law to: (1) furnish information about the transfer and the individual to the chief law enforcement officer of the transferor's place of business and the individual's place of residence; and (2) keep confidential any information received which is not otherwise available to the public, with exceptions. Requires a transferor to retain a copy of the individual's sworn statement for at least a year. Requires the law enforcement officer to destroy any copy of the individual's sworn statement and any record containing information derived from such statement within 30 days, unless such officer determines that the transaction would violate Federal, State, or local law. Provides that this Act shall not apply in any State that requires: (1) a seven-day waiting period for the transfer of a handgun to an unlicensed individual; or (2) a State law enforcement officer to verify an unlicensed individual's eligibility to receive a handgun. Sets penalties for violations of this Act.

Repeals provisions of the Tax Reform Act of 1986 that restrict the types of scholarships and fellowship grants that may be excluded from gross income for income tax purposes. Amends the Internal Revenue Code to allow an income tax deduction for interest on a qualified educational loan incurred to pay the educational expenses of the taxpayer, spouse, or dependent. Eliminates the current requirement that such indebtedness be secured by an interest in real property.

Establishes the Thomas Cole National Historic Site in Catskill, New York. Authorizes the Secretary of the Interior to acquire by donation land, improvements thereon, and associated personal property within such Site. Authorizes the Secretary to enter into cooperative agreements with the State of New York and other public and private entities to further the purposes of this Act. Requires the Secretary, in consultation with a group of historians, scholars, and other experts, to report to specified House and Senate committees on issues related to such Site and other historic sites in the Hudson River Valley no later than two years after enactment of this Act. Establishes the Thomas Cole Advisory Commission to advise the Secretary on the management and development of the Site. Requires the Secretary, within five years, to submit to specified House and Senate committees a general management plan for the preservation and use of the Site and other historic sites in the Hudson River Valley. Authorizes appropriations.

Eliminates provisions of Federal law which restrict premium pay to the minimum rate of basic pay for GS-10 for Federal employees in a position in which: (1) the hours of duty cannot be controlled administratively; (2) a substantial amount of irregular, unscheduled overtime is required; and (3) the employee is generally responsible for recognizing circumstances which require the employee to remain on duty.

Surplus School Conservation Act of 1989 - Authorizes the Secretary of Housing and Urban Development to make grants to local agencies to renovate closed school buildings for educational and social service purposes. Provides that no more than ten percent of such grants shall go to local agencies in any particular State. Directs the Secretary to: (1) serve local agencies as a national clearinghouse on alternative uses of such buildings; and (2) report to the President and the Congress on such grants program.

Directs the Bureau of Labor Statistics to develop and implement a method for determining, on an annual basis, the cost of living in each area of the country relative to the cost of living in the District of Columbia. Provides for adjusting the rates of pay for Federal employees in any area where the cost of living is higher than the District's.

Establishes a working spouse's benefit under title II (Old Age, Survivors and Disability Insurance) of the Social Security Act. Provides that any individual who receives both old-age benefits or a disability insurance benefit and wife's, husband's, widow's, widower's, mother's, or father's insurance benefits shall be entitled to such new benefit. States that such new benefit shall be a percentage of the smaller of the two benefits to which the recipient was entitled. Limits the receipt of such new benefit to one member of a married couple when both members are eligible.

Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to require the Secretary of Health and Human Services to take affirmative measures to assure that OASDI benefits are not paid to deceased individuals. Requires, if practicable, that such measures include having State or local officials who are responsible for issuing death certificates or recording deaths periodically provide the Secretary with the names of the deceased within their jurisdiction.

Amends the Internal Revenue Code to allow an individual a refundable income tax credit of up to $500 for property taxes and rent paid on his or her principal residence if the taxes and rent exceed five percent of the taxpayer's adjusted gross income. Reduces the credit available to taxpayers whose adjusted gross income exceeds $20,000.

Amends the Internal Revenue Code to exclude from the gross income of any participant in a State or local government employee annuity plan the amount of any distribution that represents the participant's portion of the tax-exempt interest of the plan. Applies retroactively to distributions in 1982 and thereafter.
