Capital Access for Main Street Act of 2011 - Authorizes an insured depository institution with assets of less than $10 billion, for purposes of capital calculation under the Financial Institutions Examination Council's Consolidated Reports of Condition and Income, to choose to amortize any loss or write-down, on a quarterly straight-line basis over a seven-year period, which it has incurred with respect to: (1) a loan secured by commercial real estate, or (2) other real estate owned.

Restroom Gender Parity in Federal Buildings Act - Requires the Federal Acquisition Regulation to be revised to: (1) direct federal procurement executives involved in the acquisition, construction, or major renovation of any facility to increase infrastructure gender parity by constructing buildings in such a way that the number of toilets in women's restrooms will equal or exceed the number of toilets (including urinals) in men's restrooms or, if such a number is unachievable or not feasible, to receive a statement by the Administrator of General Services (GSA) as to why such a number of toilets is not needed; and (2) direct federal procurement executives involved in leasing buildings to give preference to the leasing of facilities that meet or exceed the female toilet to male toilet ratio of one to one. Requires the Director of Federal Procurement Policy to issue guidance to all federal procurement executives providing direction and instructions to renegotiate the design of proposed facilities, renovations for existing facilities, and leased facilities to incorporate improvements that are consistent with this Act.

American Jobs Matter Act of 2011 - Requires an executive agency to state in a solicitation for competitive proposals that the agency may consider information that the offeror may include on the effects awarding the contract to the offeror would have on employment within the United States (jobs impact statement). Allows such statement to include a guarantee that jobs created or retained in the United States will not be moved outside the United States after award of the contract. Requires each agency to: (1) assess, annually, the accuracy of such a statement submitted by an offeror awarded a contract; (2) submit an annual report on the frequency of use of such statements in evaluating competitive proposals; and (3) track the number of jobs created or retained during the performance of a contract awarded to an offeror that submitted such a statement. Authorizes an agency to evaluate whether a contractor should be proposed for debarment if the number of jobs that the agency estimates will be created based on such statement significantly exceeds the number created or retained. Sets forth analogous provisions for defense contracts. Requires revision of the Federal Acquisition Regulation to implement the amendments made by this Act.

United States Postal Service Pension Obligation Recalculation and Restoration Act of 2011 - Prescribes the "average pay" and the appropriate percentage thereof to be used in determining annuities for civilian employment with the United States Postal Service (USPS) for purposes of provisions relating to future benefits attributable to such employment in order to calculate the amount of any USPS surplus or supplemental liability under the Civil Service Retirement System. Requires the Office of Personnel Management (OPM): (1) within six months after enactment of this Act, to determine (or, if applicable, redetermine) the amount of such surplus or liability as of the close of the most recently ending fiscal year using the methodology required under this Act; and (2) if the result is a surplus, to transfer the surplus amount to the Postal Service Retiree Health Benefits Fund within 15 days after the determination of a surplus. Provides for an alternate determination of an USPS surplus or supplemental liability for FY2016-FY2020. Requires transfer of certain surplus postal retirement contributions in FY2011 to the Postal Service Retiree Health Benefits Fund or the Employees' Compensation Fund under the Federal Employees' Compensation Act (FECA). Expresses the intent of Congress that this Act shall apply to allocations of past, present, and future benefit liabilities between the USPS and the Treasury.

American Manufacturing Efficiency and Retraining Investment Collaboration Achievement Works Act or AMERICA Works Act - Amends the Workforce Investment Act of 1998, with respect to statewide and local adult and youth workforce investment employment and training programs, to require a one-stop delivery system, in selecting and approving training services, or programs of training services, to give priority consideration to state- and local board-approved services and programs that lead to an industry-recognized and nationally portable credential that is in high demand in the local area served and listed in the skill credential registry created under this Act. Amends the Carl D. Perkins Career and Technical Education Act of 2006 and the Trade Act of 1974 to require the same priority consideration in the state and local plans for career and technical education programs as well as in tech prep programs and trade adjustment assistance (TAA) programs. Requires that funds allocated for local area youth activities be used, in part, for training programs, giving priority consideration to those that lead to a registry-listed credential in high demand in the local area served. Requires the Secretary of Labor to: (1) create a registry of skill credentials; and (2) list in the registry credentials that are required by federal or state law for an occupation, are from the Manufacturing Institute-Endorsed Manufacturing Skills Certification System, and are industry-recognized and nationally portable credentials consistent with established industry competency models as well as consistently updated through third party validation to reflect changing industry competencies.

Jobs for Veterans Act of 2011 - Amends the Internal Revenue Code to allow an increased work opportunity tax credit for the hiring in 2011 or 2012 of veterans discharged or released from active military duty after September 11, 2001. Reduces amounts authorized to be appropriated to the Department of Veterans Affairs for general administration in FY2011 and FY2012 to offset the cost of the increased credit allowed by this Act.

Declares Executive Order 13166, "Improving Access to Services for Persons with Limited English Proficiency," to be null and void. Prohibits the use of funds for the promulgation or enforcement of an executive order that creates an entitlement to services provided in a language other than English.

Social Security Fairness Act of 2011 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to repeal the government pension offset requirement applicable to and reducing husband's and wife's insurance benefits, widow's and widower's insurance benefits, and divorced mother's and divorced father's insurance benefits with respect to federal, state, or local government employees who receive a government pension and did not pay Social Security taxes during their years of government service, and so did not earn entitlement to Social Security benefits for those years. Repeals also the windfall elimination requirement with respect to computation of an individual's primary insurance amount under which OASDI retirement or disability benefits are reduced if the individual receives a federal, state, or local government pension, did not pay Social Security taxes during the years of government service, and so did not earn entitlement to Social Security benefits for those years.

North Korea Sanctions and Diplomatic Nonrecognition Act of 2011 - Continues diplomatic, economic, and military sanctions against the government of North Korea as a supporter of international terrorism until the President certifies to Congress that North Korea: (1) is no longer engaged in the illegal transfer of missile or nuclear technology, particularly to Iran, Syria, or Burma; (2) is not assisting foreign terrorist organizations, engaged in counterfeiting U.S. currency, or engaged in illicit narcotics traffic; (3) has returned the last remains of Reverend Kim Dong-shik to the United States; (4) has released abducted Japanese nationals and surviving Korean War prisoners of war; and (5) has undertaken specified actions regarding family reunification, penal reforms, refugee access, and religious organization communications. Expresses the sense of Congress that the Secretary of State should redesignate North Korea as a state sponsor of terrorism. Finds that the United States did not grant diplomatic recognition to North Korea upon its establishment as a client regime of the former Soviet Union in 1948. Continues diplomatic nonrecognition of North Korea until such benchmarks have been met. Directs the President, in the case of a North Korean missile, rocket, or other airborne launch or the conducting of a nuclear test in violation of U.N. Security Council Resolutions 1695, 1718, and 1874, to instruct the U.S. Permanent Representative to the United Nations to use U.S. influence to secure adoption of a Security Council resolution condemning North Korea's action and requiring implementation of comprehensive sanctions and an inspection regime against North Korea.

Collegiate Housing and Infrastructure Act of 2011 - Amends the Internal Revenue Code to allow tax-exempt charitable or educational organizations to make collegiate housing and infrastructure improvement grants to certain tax-exempt social clubs (e.g., college fraternities and sororities) which apply such grants to their collegiate housing property.

Protect America from U.S. Military Expenses in Libya Act of 2011 - Directs the President, in order to ensure that the cost of military operations in Libya does not increase the federal deficit or reduce the capability of U.S. Armed Forces, to submit to Congress a list of recommendations for specific rescissions of nonsecurity discretionary appropriations for FY2011, for purposes of reappropriation to accounts of the Department of Defense (DOD) to replace amounts obligated for such operations. Requires the aggregate amount of the recommended rescissions to be at least equal to the projected cost of such operations. Directs the Secretary of Defense to determine and submit to the President and Congress the projected cost of such operations through May 15, 2011.

Ensuring Pay for Our Military Act of 2011 - Requires the Secretary of the Treasury, during a federal funding gap impacting the Armed Forces, to transfer to the Secretary of Defense (DOD), and the Secretary of Homeland Security (DHS) in the case of the Coast Guard, amounts necessary to continue to provide pay and allowances to members of the Armed Forces, including the reserves, who perform active service during the funding gap. Prohibits any such transfer after December 31, 2011.

Healthcare Fiscal Accountability Act of 2011 - Amends the Patient Protection and Affordable Care Act (PPACA) to convert specified funding under such Act from a direct appropriation to an authorization of appropriations or from a transfer to an authorization of such transfer, including funding for: (1) the establishment of a temporary high-risk pool for uninsured individuals with preexisting conditions, (2) the establishment of a temporary reinsurance program for early retirees, (3) health insurance exchanges, and (4) the Prevention and Public Health Fund. Rescinds or restores the unobligated balances of funds available pursuant to such direct appropriations or transfers, respectively. Repeals provisions of PPACA, as if such provisions had not been enacted, that appropriate funds to the Children's Health Insurance Program (CHIP, formerly known as SCHIP) for allotments to states, the Child Enrollment Contingency Fund, and outreach and enrollment grants. Repeals provisions of PPACA appropriating funds, except with respect to FY2010 or FY2011, for: (1) allotments to states for abstinence education, (2) special projects of regional and national significance for the development and support of family-to-family health information centers for families of children with disabilities or special health care needs, and (3) the National Clearinghouse for Long-Term Care Information. Rescinds the unobligated portion of funds available pursuant to such provisions for FY2010-FY2011.

Death Tax Repeal Permanency Act of 2011 - Amends the Internal Revenue Code to: (1) repeal the estate and generation-skipping transfer taxes, and (2) make permanent the maximum 35% gift tax rate and a $5 million lifetime gift tax exemption.

Reversing President Obama's Offshore Moratorium Act - Amends the Outer Continental Shelf Lands Act to direct the Secretary of the Interior to make available for leasing and to conduct lease sales including: (1) at least 50% of the available unleased acreage within each outer Continental Shelf (OCS) planning area considered to have the largest undiscovered, technically recoverable oil and gas resources (on a total btu basis) based upon the most recent national geologic assessment of the OCS, with an emphasis on offering the most geologically prospective parts of the planning area; and (2) any state subdivision of an OCS planning area that the governor of such state requests be made available for leasing. Directs the Secretary, in the 2012-2017 5-year oil and gas leasing program, to make available for leasing OCS planning areas that are estimated to contain more than 2.5 billion barrels of oil or more than 7.5 trillion cubic feet of natural gas. Directs the Secretary, in developing a 5-year oil and gas leasing program, to determine a domestic strategic production goal for the development of oil and natural gas. Makes the production goal for the 2012-2017 5-year oil and gas leasing program an increase by 2027 in daily production of at least 3 million barrels of oil and 10 billion cubic feet of natural gas. Directs the Secretary to issue regulations providing for: (1) issuance of seismic surveying cost credits for the provision of data from seismic surveying of the OCS; and (2) use of such credits for payment of bonus bids owed for oil and gas lease sales in the planning area where the seismic survey was conducted.

Putting the Gulf of Mexico Back to Work Act - Amends the Outer Continental Shelf Lands Act to direct the Secretary of the Interior (who currently is only authorized) to require that any lessee operating under an approved exploration plan obtain: (1) a permit before drilling any well in accordance with such plan, and (2) a new permit before drilling any well of a design significantly different from the design for which an existing permit was issued. Prohibits the Secretary from issuing a permit without ensuring that the proposed drilling operations meet all: (1) critical safety system requirements including blowout prevention, and (2) oil spill response and containment requirements. Requires the Secretary to decide whether to issue a permit within 30 days after receiving an application. Allows up to two 15-day extensions of such deadline. Prescribes implementation procedures. Imposes a deadline for certain permit applications under existing leases. Establishes any district court within the 5th circuit as the exclusive venue for certain civil actions relating to covered energy projects in the Gulf of Mexico unless there is no proper venue within any 5th circuit court. Defines a covered action as one seeking relief (other than money damages) and stating a claim that an agency or an agency officer or employee acted or failed to act in an official capacity or under color of legal authority regarding such a project. Sets forth a time limitation governing: (1) filing a covered civil action, (2) judicial granting or approval of prospective relief, and (3) attorneys’ fees and other court costs. Specifies limitations upon: (1) prospective relief; and (2) attorneys' fees, expenses, and other court costs.

Restarting American Offshore Leasing Now Act - Directs the Secretary of the Interior to conduct specified proposed offshore oil and gas lease sales as follows: (1) lease sale 216 in the Central Gulf of Mexico within four months after enactment of this Act; (2) lease sale 218 in the Western Gulf of Mexico within eight months after enactment of this Act; (3) lease sale 220 on the Outer Continental Shelf offshore Virginia within one year after enactment of this Act; and (4) lease sale 222 in the Central Gulf of Mexico no later than June 1, 2012. Prohibits the Secretary from making any Offshore Virginia tract available for leasing if it would conflict with military operations. Declares that, for purposes of such proposed lease sales, specified Environmental Impact Statements are deemed to satisfy the requirements of the National Environmental Policy Act of 1969.

Promotion and Expansion of Private Employee Ownership Act of 2011 - Amends the Internal Revenue Code to: (1) extend to all domestic corporations, including S corporations, provisions allowing deferral of tax on gain from the sale of employer securities to an S corporation-sponsored employer stock ownership plan (ESOP); and (2) allow a tax deduction for 50% of the interest incurred on loans to S corporation-sponsored ESOPs for the purchase of employer securities. Directs the Secretary of the Treasury to establish the S Corporation Employee Ownership Assistance Office to foster increased employee ownership of S corporations. Amends the Small Business Act to define "ESOP business concern" and allow such a concern to continue to qualify for loans, preferences, and other programs under such Act.

Congressional Made in America Promise Act of 2011 - Amends the Buy American Act to apply Buy American requirements to articles, materials, and supplies acquired for the use of any legislative branch office, including the House of Representatives and the Senate, in the same manner as the Act applies with respect to articles, materials, and supplies acquired for the use of a department or independent establishment. Prescribes a special rule in the case of any product which bears an official congressional insignia (including a mark resembling an official seal) that is acquired for the use of a legislative branch office. Prohibits the head of such office from making a determination under the Act that it is inconsistent with the public interest to enter into a contract in accordance with the Act. Makes inapplicable to products with an official congressional insignia the exceptions to the Buy American rule for: (1) articles, materials, or supplies not mined, produced, or manufactured in the United States in sufficient and reasonably available commercial quantities and of satisfactory quality; or (2) manufactured articles, materials, or supplies procured under any contract the award value of which is less than or equal to the micro-purchase threshold. (Thus applies the Buy American rule to any legislative branch office purchase of products with an official congressional insignia, without exception.)

Access to Professional Health Insurance Advisors Act of 2011 - Amends the Public Health Service Act to exclude remuneration paid for licensed independent insurance producers from administrative cost calculations for purposes of calculating the medical-loss ratio of a health insurance plan. Defines "independent insurance producer" to mean an insurance agent or broker, insurance consultant, benefit specialist, limited insurance representative, and any other person required to be licensed under the laws of the particular state to sell, solicit, negotiate, service, effect, procure, renew, or bind policies of insurance coverage or offer advice, counsel, opinions, or services related to insurance. Requires the Secretary of Health and Human Services (HHS), when a state requests an adjustment of a medical-loss ratio, to defer to the state's findings and determinations as to whether enforcing the required medical-loss ratio may destabilize the individual or small group markets for health insurance.

Fiscal Responsibility and Retirement Security Act of 2011 - Repeals provisions of the Public Health Service Act enacted under the Patient Protection and Affordable Care Act (entitled the Community Living Assistance Services and Supports Act or the CLASS Act) which establish a national, voluntary insurance program for purchasing community living assistance services and supports in order to provide individuals with functional limitations with tools that will allow them to maintain their personal and financial independence and live in the community. Amends the Deficit Reduction Act of 2005 to repeal provisions providing appropriations for the National Clearinghouse for Long-Term Care Information through FY2015.

GSE Bailout Elimination and Taxpayer Protection Act - Sets a deadline for the Director of the Federal Housing Finance Agency (FHFA) to terminate the conservatorship of either the Federal National Mortgage Association (Fannie Mae) or the Federal Home Loan Mortgage Corporation (Freddie Mac) if the Director determines that it is financially viable. (Refers to both Fannie Mae and Freddie Mac as enterprises [government-sponsored enterprises, or GSEs].) Requires the Director to appoint the FHFA immediately as receiver of either enterprise if it is found not to be financially viable. Amends the Federal Housing Enterprises Financial Safety and Soundness Act of 1992 (FHEFSSA) to repeal: (1) its housing goals, and (2) the housing trust fund. Amends the Housing and Community Development Act of 1992 to restrict the authority of an enterprise to acquire mortgage assets following its emergence from conservatorship. Repeals certain temporary, general, and permanent high-cost area increases to conforming loan limits. Establishes new conforming loan limits. Amends FHEFSSA to require the Director to require each enterprise to charge a guarantee fee, in connection with any mortrgage guaranteed after a specified three-year period, in an amount equivalent to that which the enterprise would charge if it were held to the same capital standards as private banks or financial institutions. Amends the Federal National Mortgage Association Charter Act (FNMACA) and the Federal Home Loan Mortgage Corporation Act (FHLMCA) to prohibit reduction in the rate of dividends paid on each enterprise's Variable Liquidation Preference Senior Preferred Stock. Amends FHEFSSA to require the Director to establish minimum levels of capital for the enterprises, including levels in excess of such minimums as necessary or appropriate in light of an enterprise's particular circumstances. Authorizes the Director to deem failure of an enterprise to maintain revised minimum capital levels to constitute an unsafe and unsound condition. Amends FNMACA and FHLMCA to: (1) prohibit the enterprises from purchasing mortgages if the mortgagor has paid less than the specified minimum downpayment; and (2) require the enterprises to pay state and local taxes. Repeals the exemption of mortgage-backed securities and subordinate obligations of Fannie Mae, as well as mortgage-backed securities of Freddie Mac, from regulation by the Securities and Exchange Commission (SEC), thus subjecting such securities and obligations to SEC regulation. Prescribes a deadline and procedures for the wind down of operations and dissolution of an enterprise three years after enactment of this Act.

Welfare Reform Act of 2011 - Welfare Reform Restoration Act - Amends part A (Temporary Assistance for Needy Families) (TANF) of title IV of the Social Security Act to revise the TANF program by: (1) eliminating the temporary modification of the caseload reduction credit, and (2) reducing funding of state family assistance grants. Amends the Food and Nutrition Act of 2008 to: (1) restore its former name, the Food Stamp Act of 1977, and restore its text as if the Food, Conservation, and Energy Act of 2008 had not been enacted; (2) rename supplemental nutrition assistance program benefits as the food stamp program; (3) revise work requirements for the food stamp program; and (4) require able-bodied work eligible adult members of a family unit to participate in a work activation program during a full month of participation in the food stamp program, fulfilling specified levels of work activity during that month. (Work activation means, not employment, but supervised job search, community service activities, education and job training, workfare, or drug and alcohol treatment.) Specifies a financial reward for any state that reduces its food stamp caseload below calendar 2006 levels. Requires the President to include means-tested welfare spending in every budget submission. Amends the Congressional Budget and Impoundment Control Act of 1974 and the Congressional Budget Act of 1974 to define and establish an aggregate cap for means-tested welfare spending. Directs the Secretary of Health and Human Services (HHS) to provide grants to states to reward reductions in poverty and government dependence and increases in self-sufficiency. Prohibits the expenditure for abortions, with certain exceptions, of any funds authorized or appropriated by federal law, and funds in any trust fund to which funds are authorized or appropriated by federal law. Prohibits funding for health benefits plans that cover abortion. Prohibits the allowance of any tax credit with respect to amounts paid or incurred for an abortion or with respect to amounts paid or incurred for a health benefits plan (including premium assistance) that includes coverage of abortion.

Respect for Rights of Conscience Act of 2011 - Amends the Patient Protection and Affordable Care Act (PPACA) to permit a health plan to decline coverage of specific items and services that are contrary to the religious beliefs of the sponsor, issuer, or other entity offering the plan or the purchaser or beneficiary (in the case of individual coverage) without penalty. Declares that such plans are still considered to: (1) be providing the essential health benefits package or preventive health services, (2) be a qualified health plan, and (3) have fulfilled other requirements under PPACA. Declares that nothing in PPACA shall be construed to authorize a health plan to require a provider to provide, participate in, or refer for a specific item or service contrary to the provider's religious beliefs or moral convictions. Prohibits a health plan from being considered to have failed to provide timely or other access to items or services or to fulfill any other requirement under PPACA because it has respected the rights of conscience of such a provider. Prohibits an American Health Benefit Exchange (a state health insurance exchange) or other official or entity acting in a governmental capacity in the course of implementing PPACA from discriminating against a health plan, plan sponsor, health care provider, or other person because of an unwillingness to provide coverage of, participate in, or refer for, specific items or services. Creates a private cause of action for the protection of individual rights created under this Act. Authorizes any person or entity to assert a violation of this Act as a claim or defense in a judicial proceeding. Designates the Office for Civil Rights of the Department of Health and Human Services (HHS) to receive and investigate complaints of discrimination based on this Act. Makes this Act effective as if it were included in PPACA.

Artist-Museum Partnership Act of 2011 - Amends the Internal Revenue Code to allow taxpayers who create literary, musical, artistic, or scholarly compositions or similar property a fair market value (determined at the time of contribution) tax deduction for contributions of such properties, the copyrights thereon, or both, to certain tax-exempt organizations, if such properties are properly appraised and are donated no sooner than 18 months after their creation. Limits the amount of such deduction based upon the donor's artistic adjusted gross income, as defined by this Act.

Senior Citizens Income Security Act of 2011 - Amends the Internal Revenue Code to: (1) to replace the formula for including social security benefits in gross income for income tax purposes with the formula in existence prior to the enactment of the Omnibus Budget Reconciliation Act of 1993; (2) eliminate mandatory withdrawals from retirement accounts after age 70-1/2; (3) eliminate employment taxes on individuals receiving social security retirement and Medicare benefits; and (4) allow an exclusion from gross income, up to $250 ($500 for joint returns), for dividends, interest, and capital gains. Appropriates additional amounts to the Hospital Insurance Trust Fund to compensate for losses in revenue resulting from the revision of the formula for including social security benefits in gross income. Amends title II (Old-Age, Survivors, and Disability Insurance Benefits) of the Social Security Act to require the Secretary of Health and Human Services (HHS) to establish a procedure for allowing Medicare beneficiaries to waive Medicare entitlements and be automatically enrolled in the Medicare Alternative Voucher Program established by this Act. Requires the authority of the Department of the Treasury to pay the principal and interest on debt held by the public, and the authority of the Commissioner of Social Security to pay monthly old-age, survivors', and disability insurance benefits under title II of the Social Security Act, to take priority over all other obligations incurred by the government in the event the federal debt reaches the statutory limit.

Responsible Consumer Financial Protection Regulations Act of 2011 - Amends the Consumer Financial Protection Act of 2010, title X of the Dodd-Frank Wall Street Reform and Consumer Protection Act, to replace the position of Director of the Bureau of Consumer Financial Protection with a five-member Commission whose members are appointed by the President, by and with the advice and consent of the Senate. Prohibits the Chair of the Commission from making requests for estimates related to appropriations without the prior approval of the Commission.

Enforce the Law for Sanctuary Cities Act - Amends the Immigration and Nationality Act to make a state or local subdivision ineligible for state criminal alien assistance program (SCAAP) funding if such state or subdivision: (1) has in effect any law, policy, or procedure prohibiting or restricting communication with the Immigration and Naturalization Service or other government entity regarding an individual's citizenship or immigration status; or (2) prohibits state or local law enforcement officials from gathering information regarding an individual's citizenship or immigration status.

National Association of Registered Agents and Brokers Reform Act of 2011 - Amends the Gramm-Leach-Bliley Act to repeal the contingent conditions under which the National Association of Registered Agents and Brokers (NARAB) shall not be established. Reestablishes the NARAB without contingent conditions as a nonprofit corporation to prescribe, on a multi-state basis, licensing and insurance producer qualification requirements and conditions. Retains states' regulatory authority over: (1) licensing, supervision, disciplining, and setting of licensing fees for insurance producers; and (2) insurance-related consumer protection and unfair trade practices. Prohibits NARAB from establishing criteria that unfairly limit the ability of a small insurance producer to become a member of NARAB. Authorizes NARAB to: (1) establish membership criteria, including a mandatory criminal background check for state-licensed insurance producers, and (2) deny membership to a state-licensed insurance producer on the basis of the criminal history information obtained. Authorizes the NARAB to deny membership to any state-licensed insurance producer for failure to meet membership criteria. States that NARAB membership authorizes an insurance producer to engage in the business of insurance in any state for any lines of insurance specified in the producer's home state license, including claims adjustments and settlement, risk management, and specified insurance-related consulting activities. Retains state regulatory jurisdiction regarding consumer protection and market conduct. Requires NARAB to: (1) receive and investigate consumer complaints, maintaining a toll-free telephone number; and (2) refer any such complaint to the state insurance regulator. Authorizes the NARAB to coordinate with state insurance regulators to establish: (1) a central clearinghouse, and (2) a national database for the collection of regulatory information concerning the activities of insurance producers.

Small Business Capital Access and Job Preservation Act - Amends the Investment Advisers Act of 1940 to exempt private equity fund investment advisers from the registration and reporting requirements of the Act. Directs the Securities and Exchange Commission (SEC) to promulgate final rules requiring such investment advisers to maintain records the SEC determines necessary, taking into account fund size, governance, investment strategy, and risk.

Bureau of Alcohol, Tobacco, Firearms, and Explosives Reform Act of 2011 - Amends the federal criminal code to revise the civil penalties for violations of firearms law and the procedures for assessing such penalties. Requires fines to be based upon the nature and severity of the violation, the size of the firearms business involved, and the prior record of the firearm's licensee. Prohibits consideration of the amount of fines or license revocations imposed by agents of the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) in the retention, promotion, or transfer of such agents. Revises the definition of "willfully" for purposes of firearms violations and standards for criminal violations of firearms recordkeeping requirements. Declares that repetition of a recordkeeping violation, regardless of frequency, shall not be considered evidence that the licensee committed the violation knowingly and in intentional disregard of a legal duty. Requires the Attorney General to: (1) make preliminary determinations on firearms license applications and notify applicants in writing of a proposed denial; and (2) establish guidelines for ATF inspections, examinations, or investigations of possible firearms violations. Permits an owner of a firearms business whose license is expired, surrendered, or revoked 60 days to liquidate inventory. Allows purchasers of existing firearms businesses the right to cure firearms violations attributable to such businesses. Allows the transfer, possession, and importation of machineguns for industry testing, research and training, national security services, and motion picture or television production. Eliminates the requirement of written permission for the use of a handgun for lawful purposes by a minor (under age 18) where a parent or legal guardian is present at all times during such use. Revises firearms licensee recordkeeping requirements, including by prohibiting: (1) the Attorney General from electronically recording firearms transaction information of a discontinued firearms or ammunition business by name or personal identification code; and (2) any rule or regulation or administration action from establishing any comprehensive or partial system of registration of firearms, firearms owners, or firearms transactions or dispositions. Directs the Attorney General to authorize the importation of all frames or receivers of rifles, or barrels for firearms other than handguns, if the importation is for repair or replacement purposes.

Small Company Capital Formation Act of 2011 - Amends the Securities Act of 1933 to direct the Securities and Exchange Commission (SEC) to exempt from its regulation a class of securities for which the aggregate offering amount is between $5 million and $50 million, subject to specified terms and conditions. Authorizes the SEC to: (1) require an issuer of such exempted class of securities to make periodic disclosures available to investors regarding the issuer, its business operations, its financial condition, and its use of investor funds; and (2) provide for the suspension and termination of such a requirement with respect to that issuer. Requires the SEC to: (1) review and increase biennially such offering amount limitation, as appropriate; and (2) report to certain congressional committees on its reasons for not increasing the amount if it determines not to do so.

Seniors' Tax Simplification Act of 2011 - Directs the Secretary of the Treasury to make available a new federal income tax Form 1040SR (similar to Form 1040EZ) to individuals who have turned 65 as of the close of the taxable year. Allows the form to be used even if income includes: (1) social security benefits; (2) distributions from qualified retirement plans, annuities, or other such deferred payment arrangements; (3) interest and dividends; or (4) capital gains and losses.

Fairness in Medicare Bidding Act or FIMBA - Amends part B (Supplementary Medical Insurance Benefits for Aged and Disabled) of title XVIII (Medicare) of the Social Security Act to repeal the Medicare competitive acquisition program for durable medical equipment and prosthetics, orthotics, and supplies (DMEPOS). Rescinds specified unobligated balances of all discretionary appropriations, except those for the Department of Defense (DOD) or the Department of Veterans Affairs (VA). Directs the Office of Management and Budget (OMB) to determine and identify each account, program, project, and activity to which this rescission and its amount shall apply.

Medicare Access to Rural Anesthesiology Act of 2011 - Amends title XVIII (Medicare) of the Social Security Act to provide payment under Medicare part A (Hospital Insurance) on a reasonable cost basis for anesthesia services furnished by a physician who is an anesthesiologist in certain rural hospitals in the same manner as payment is made for anesthesia services furnished by a certified registered nurse anesthetists in such hospitals.

Regulatory Openness, Accountability, and Disclosure to Jobs Act of 2011 or the ROAD to Jobs Act of 2011 - Amends the National Environmental Policy Act of 1969 (NEPA) to require the Council on Environmental Quality (CEQ), no later than December 31 of each year, to report on: (1) the number of federal permits applied for but not issued during that year because an environmental impact statement (EIS) was not issued; and (2) descriptions of the federal permits for which EISs were issued that were rejected or otherwise disapproved in that year. Requires such report to include a description of the economic impact of not issuing each permit. Defines "permit" to mean any license, certificate, approval, registration, charter, membership, exemption, or other form of permission required by federal law for the conduct of activity.

English Language Unity Act of 2011- Makes English the official language of the United States. Requires, subject to exceptions and rules of construction, that: (1) official functions of the United States be conducted in English; and (2) all naturalization ceremonies be conducted in English. Establishes a uniform English language rule for naturalization. Makes English language requirements and workplace policies, whether in the public or private sector, presumptively consistent with the laws of the United States. Directs the Secretary of Homeland Security to issue for public notice and comment a proposed rule for uniform testing of English language ability of candidates for naturalization based upon the principles that: (1) all citizens should be able to read and understand generally the English language text of the Declaration of Independence, the Constitution, and the laws of the United States; and (2) any exceptions to this standard should be limited to extraordinary circumstances, such as asylum.

Wireless Tax Fairness Act of 2011- Prohibits states or local governments from imposing any new discriminatory tax on mobile services, mobile service providers, or mobile service property (i.e., cell phones) for five years after the enactment of this Act. Defines "new discriminatory tax" as a tax imposed on mobile services, providers, or property that is not generally imposed on other types of services or property, or that is generally imposed at a lower rate, unless such tax was imposed and actually enforced prior to the date of enactment of this Act.

Secret Ballot Protection Act - Amends the National Labor Relations Act to make it an unfair labor practice for: (1) an employer to recognize or bargain collectively with a labor organization that has not been selected by a majority of the employees in a unit appropriate for such purposes in a secret ballot election conducted by the National Labor Relations Board (NLRB), and (2) a labor organization to cause or attempt to cause an employer to recognize or bargain collectively with a representative that has not been selected in such manner.

Frank Buckles World War I Memorial Act - Establishes the World War I Centennial Commission to: (1) plan, develop, and execute programs, projects, and activities to commemorate the centennial of World War I; (2) encourage private organizations and state and local governments to organize and participate in such activities; (3) facilitate and coordinate such activities throughout the United States; (4) serve as a clearinghouse for the collection and dissemination of information about centennial events and plans; and (5) develop recommendations for Congress and the President for commemorating the centennial of World War I. Designates: (1) the Liberty Memorial at the National World War I Museum in Kansas City, Missouri, as the National World War I Museum and Memorial; and (2) the District of Columbia War Memorial in Washington, D.C., as the District of Columbia and National World War I Memorial. Authorizes the World War I Memorial Foundation to establish a commemorative work at the site of the District of Columbia and National World War I Memorial to reflect its national character.

Full Implementation of the Chemical Facility Anti-Terrorism Standards Act - Amends the Department of Homeland Security Appropriations Act, 2007 to extend until October 4, 2017, the authority of the Secretary of Homeland Security (DHS) to issue interim final regulations establishing risk-based performance standards for security of chemical facilities and requiring vulnerability assessments and the development and implementation of site security plans for such facilities.

A Roadmap for America's Energy Future - Deems the Draft Proposed Outer Continental Shelf Oil and Gas Leasing Program 2010-2015 to have been approved by the Secretary of the Interior as a final oil and gas leasing program in full compliance with specified environmental law. Directs such Secretary to conduct a lease sale every 270 days in each outer Continental Shelf (OCS) planning region for which there is a commercial interest in purchasing federal oil and gas leases for OCS production. Requires the federal share of proceeds of lease sales from newly open areas to be deposited in the American-Made Energy Trust Fund (established by this Act). Amends the Outer Continental Shelf Lands Act (OCSLA) to: (1) modify the OCS leasing program; and (2) direct the Secretary to include, in each 5-Year Program, lease sales proposals offering for oil and gas leasing at least 75% of the available unleased acreage within each OCS Planning Area. Prescribes requirements for coordination with adjacent states regarding pipeline construction for crude oil, petroleum products, and natural gas. Prohibits, on either federal OCS or state waters, uses that are incompatible with: (1) oil and gas leasing, or (2) full oil or natural gas exploration and production on geologically prospective tracts. Requires the Secretary to accept, in satisfaction of mitigation requirements, proposals for mitigation measures on a site away from the area impacted by exploration and production activities. Directs the Secretary to establish a leasing program for oil, gas and oil shale within the Alaska Coastal Plain (ANWR). Amends the Alaska National Interest Lands Conservation Act of 1980 (ANILCA) to repeal the prohibition against production of oil and gas from the Arctic National Wildlife Refuge (ANWR). Allocates to the state of Alaska 50% of federal revenues derived from federal oil and gas leasing operations. Establishes in the Treasury the Coastal Plain Local Government Impact Aid Assistance Fund. Requires the Secretary to hold a lease sale offering an additional 10 parcels for lease for oil shale development. Directs the Secretary of Defense (DOD) to develop, construct, and operate a coal-to-liquid facility. Amends the Energy Independence and Security Act of 2007 to repeal the limitation on federal contracting for procurement and acquisition of alternative fuels with respect to associated lifecycle greenhouse gas emissions. States it is the policy of the United States to facilitate the continued development and growth of a safe and clean nuclear energy industry through reductions in financial, regulatory, and technical barriers to construction and operation. Directs the Nuclear Regulatory Commission (NRC) to: (1) issue operating permits for 200 new commercial nuclear reactors, and (2) establish a process for licensing facilities for the recycling of spent nuclear fuel. Amends of the Nuclear Waste Policy Act of 1982 to eliminate the Office Of Civilian Radioactive Waste Management. Requires the federal government to site and permit at least one radiological material geologic repository for the disposal of radiological material. Retains the repository site at Yucca Mountain (Nevada) as such a site unless the NRC determines that it is unsuitable. Directs the NRC to: (1) continue to review the pending Department of Energy (DOE) license application to construct the nuclear waste repository at Yucca Mountain until a determination is made on the merits, and (2) make a determination within 90 days after enactment of this Act on the suitability of Yucca Mountain for the repository site. Removes all current statutory limitations upon the amount of radiological material that can be placed in Yucca Mountain. Requires the NRC to replace them with new limits based on scientific and technical analysis of the full capacity of Yucca Mountain for the storage of radiological material. Directs the Secretary of Energy to apply for an alternative geologic repository providing at least 120,000 tons of storage capacity if the NRC determines Yucca Mountain is not a suitable location. Requires DOE to report to Congress on the feasibility of establishing an independent radiological material management program. Authorizes DOE to: (1) award a contract to an eligible entity to manage the nation's activities regarding radiological material repositories; and (2) transfer to that entity control and ownership of all NRC-issued licenses, allowances, and responsibilities for the operation of the nuclear materials repository at Yucca Mountain. Prohibits the President from blocking or hindering spent nuclear fuel recycling activities. Directs DOE to: (1) inventory all materials it owns that could be used to power commercial nuclear reactors, (2) establish a nuclear fuel supply reserve, and (3) transmit to Congress a long-term plan for introducing nuclear fuel supplies from the reserve into the market. Directs the NRC to implement an expedited procedure for issuing a Combined Construction and Operating License. Instructs the NRC Chairman to report recommendations to Congress regarding development of technology-neutral plant design specifications. Directs the DOE Secretary to establish a National Nuclear Energy Council. Directs the DOE Secretary and the NRC Chairman to reevaluate and accelerate the Next Generation Nuclear Power Plant schedule. Prohibits the Secretary of the Interior from using the Federal Land Policy and Management Act of 1976 to prevent uranium mining on federal lands unless the Secretary makes findings explaining the reason for such prevention. Instructs the Chairman of the NRC to make recommendations to Congress regarding streamlined licensing of small and modular nuclear reactors. Amends the Internal Revenue Code to establish the American-Made Energy Trust Fund to receive certain revenues from oil, gas, and oil shale leases. Instructs the DOE Secretary to: (1) establish a reverse auction program to award funds from the American-Made Energy Trust Fund to eligible entities to generate an amount of electric energy, and (2) establish within DOE a Reverse Auction Authority to conduct such auctions. Amends the Clean Air Act to: (1) redefine greenhouse gas, and (2) prohibit regulation of a greenhouse gas for climate change purposes. Amends the Endangered Species Act of 1973 to prohibit consideration of the climate change-related impact of a greenhouse gas upon any species of fish, wildlife, or plant.

Zero Baseline Budget Act of 2011 - Amends the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act) to eliminate sequential and cumulative adjustments for inflation from Congressional Budget Office (CBO) baseline projections for discretionary appropriations with respect to: (1) expiring housing contracts and social insurance administrative expenses, (2) offset pay absorption and pay annualization, (3) inflation, and (4) any accounting for changes required by law in the level of agency payments for personnel benefits other than pay. Exempts from the requirement that budgetary resources (other than unobligated balances) be at the level available in the current year any resources designated as an emergency requirement or provided in supplemental appropriations laws. Prohibits adjustments for inflation or any other factor. Amends the Act to extend indefinitely the formula used to calculate the baseline.

Condemns the Obama administration's direction that the Department of Justice (DOJ) should discontinue defending the Defense of Marriage Act (DOMA) and demands that the DOJ continue to defend DOMA in all instances.
