Declares that it is the Congress' intent that the Secretary of Transportation, in negotiating under the auspices of the Land Transportation Standards Committee established under the North American Free Trade Agreement (NAFTA), shall not weaken U.S. truck safety standards by increasing truck sizes and weights or by compromising such standards as truck driver hours of service, front brake and other safety equipment requirements, and the truck driver record system.

Firearm Victims Prevention Act - Amends the Internal Revenue Code to increase the excise tax on manufacturers of certain handguns, assault weapons, and ammunition. Imposes a retail excise tax on the sale, transfer, or other disposition of such weapons and ammunition. Establishes the Health Care Trust Fund to make grants to facilities providing medical care to gunshot victims. Amends the Federal criminal code to increase the license application fees for dealers in firearms. Appropriates to the Trust Fund certain revenue from the excise taxes and the increased fees.

TABLE OF CONTENTS: Title I: National Community Development Administration Title II: Certification Programs Title III: Assistance to Community Development Financial Institutions Subtitle A: Assistance to Existing Community Development Financial Institutions Subtitle B: Assistance to Establish Community Development Financial Institutions Title IV: Assistance for Community Development Secondary Market Institutions Title V: Community Development Individual Investment Certificates Community Development Financial Institutions Act of 1993 - Title I: National Community Development Administration - Establishes the National Community Development Administration (Administration) to: (1) assist financial institutions in providing credit and promoting comprehensive community development in low-income communities; (2) assist secondary market institutions to purchase and securitize loans, increase investment liquidity, and improve the distribution of investment capital for community development financing; and (3) promote the use of community Development Individual Investment Certificates (authorized by this Act). Authorizes appropriations. Title II: Certification Programs - Requires the Administration to implement a certification program for: (1) community development financial institutions; and (2) technical assistance providers to community development financial and secondary market institutions. Title III: Assistance to Community Development Financial Institutions - Subtitle A: Assistance to Existing Community Development Financial Institutions - Directs the Administration to assist existing community development financial institutions in implementing financing initiatives and obtaining technical assistance for broad-based, long-range community development in target communities. Identifies: (1) activities eligible for such assistance; and (2) criteria for financial initiatives. Requires community development financial institutions to contribute matching funds from non-Federal sources. Subtitle B: Assistance to Establish Community Development Financial Institutions - Directs the Administration to assist nonprofit and for-profit organizations to establish community development financial institutions whose purpose shall be to finance specified community development activities. Title IV: Assistance for Community Development Secondary Market Institutions - Directs the Administration to assist secondary market institutions to: (1) establish a secondary market for community development loans; (2) increase the liquidity of community development investments; and (3) improve the distribution of investment capital available for community development financing. Prescribes eligible use of such assistance. Requires such secondary market institutions to contribute matching funds from non-Federal sources. Authorizes the Administration to issue tax-exempt bonds to finance such secondary market institutions. Title V: Community Development Individual Investment Certificates - Prescribes guidelines for the issuance by any community development bank or credit union of certificates of indebtedness to be known as Community Development Individual Investment Certificates.

Directs the Secretary of Health and Human Services to: (1) establish the Child Support Audit Advisory Committee to assist in developing new criteria and standards for audits of State child support agencies which emphasize program outcomes; and (2) issue final regulations to implement such criteria and standards.

Urges the President to: (1) develop a strategy to bring the United States back into active and full membership in the United Nations Educational, Scientific, and Cultural Organization (UNESCO) during 1993; (2) direct the Secretary of State to consult with government agencies and nongovernmental parties that had substantial involvement with the organization before the U.S. withdrawal in order to formulate goals the United States should seek at the organization as part of the strategy and to reexamine the legal frameworks for the participation of the American nongovernmental sector in UNESCO policy and activities; (3) direct the Secretary of State to reconstitute the United States National Commission for UNESCO; (4) consult with other governments on prospects for further reform of the organization's policy bodies and governance; and (5) report to the Congress before September 30, 1993, on the consultations and strategy.

Immigration Enforcement Review Commission Act - Establishes the Immigration Enforcement Review Commission, composed of a Board of Commissioners, an Investigations Office, and a Community Outreach Office. States that the Commission shall: (1) investigate civil rights abuse complaints against the Immigration and Naturalization Service and the Customs Service or their employees; and (2) make policy recommendations as appropriate.

Tuberculosis Prevention and Control Amendments of 1993 - Amends the Public Health Service Act to authorize appropriations for grants for the prevention, control, and elimination of tuberculosis. Requires the Director of the National Institute of Allergy and Infectious Diseases to conduct or support research and research training regarding tuberculosis. Authorizes appropriations. Amends title XIX (Medicaid) of the Social Security Act to mandate provision to eligible persons with tuberculosis of certain drugs and services under Medicaid.

Public Pension Simplification Act of 1993 - Amends the Internal Revenue Code to allow deferred compensation to be included in governmental retirement plans. Removes the special rule for governmental plans which limits benefits to 100 percent of the average compensation for the highest three years. Removes excess benefit arrangements and survivor and disability benefits from limitations on governmental plans. Provides a mechanism to pay benefits above limitations to certain employees.

TABLE OF CONTENTS: Title I: Programs and Related Provisions Subtitle A: Programs Subtitle B: Related Provisions Title II: Organization Title III: Reauthorization Subtitle A: National and Community Service Act of 1990 Subtitle B: Domestic Volunteer Service Act of 1973 Title IV: Technical and Conforming Amendments National Service Trust Act of 1993 - Amends the National and Community Service Act of 1990 and the Domestic Volunteer Service Act of 1973 to reauthorize, revise, and reorganize national and community service and domestic volunteer programs, establish a Corporation for National Service and a National Service Trust program of Federal investment in support of national service, and provide expanded opportunities for national service and educational awards for participants. Title I: Programs and Related Provisions - Subtitle A: Programs - (Sec. 101) Amends the National and Community Service Act of 1990 (the Act) to establish the National Service Trust program, replacing the current American Conservation and Youth Service Corps. Authorizes the Corporation for National Service (CNS) to make matching grants to State and local governments, Indian tribes, public and private nonprofit organizations, and higher education institutions for: (1) full- or part-time national service programs, including summer programs; and (2) subgrants for national service programs of other entities. Authorizes CNS to enter into agreements with other Federal agencies to support their national service programs. Directs CNS to approve national service educational awards for participants serving in CNS-assisted national service programs. Describes types of eligible national service programs addressing unmet human, educational, environmental, or public safety needs, including community corps, youth corps, service-learning, special skills or specialized training, individualized placement, campus-based, preprofessional training, professional corps, disadvantaged youth community service, national service entrepreneur, intergenerational, or other programs. Directs CNS to establish qualification criteria. Authorizes CNS to provide the following types of program assistance: planning, operational, replication, subgrantee, training, technical, and other special assistance (including support for State commissions and challenge grants for national service programs). Requires CNS to ensure that participants in VISTA or the Civilian Community Corps receive national service educational awards, except in specified circumstances. Sets forth application and program requirements. Requires an assurance that the program assisted will not perform service that provides a direct benefit to any: (1) for-profit business; (2) labor union; (3) partisan political organization; or (4) organization engaged in religious activities (unless such service does not involve use of assistance or participants to give religious instruction, conduct worship services, or engage in any form of proselytization). Sets a minimum age for national service participants of 17, except for certain youth programs where the beginning of service may be between age 16 and 25. Sets rules for selection of participants, including selection and training of a national leadership pool. Sets a term of service at a minimum of 1,700 hours during: (1) a full-time period of nine months to one year; or (2) a part-time period of one to two years. Establishes requirements for participant living allowances. Limits the Federal share to not more than 85 percent of the VISTA volunteer allowance. Makes those who serve in approved national service positions eligible for national service educational awards. (Sec. 102) Establishes the National Service Trust in the Treasury to provide for the payment of national service educational awards. Sets forth eligibility standards for national service educational awards. Bases such awards on only the first and second terms of service. Requires that the award be used within five years after completion of the term of service. Sets the award's value at $5,000 for each term of service (up to two terms). Allows the use of such awards to: (1) repay outstanding student loans; (2) pay current educational expenses; (3) enable participation in approved school-to-work programs; and (4) pay interest during forbearance on loan repayment. Provides that awards shall not be considered: (1) in a means-test for Federal or federally-assisted benefits; or (2) as taxable income under the Internal Revenue Code. Makes conforming amendments to student loan provisions of the Higher Education Act of 1965 (HEA). Makes Stafford loan forgiveness available. (Sec. 103) Establishes School-Based and Community-Based Service-Learning programs to replace current Programs for Students and Out-of-School Youth. Revises the Serve-America program (currently named Service-America) to include: (1) school-based programs for students; (2) community-based service programs for school-age youth; and (3) a service-learning clearinghouse. Authorizes CNS to make planning grants to local educational agencies (LEAs) with respect to service-learning coordinators participating in an assisted national service program or receive a national service educational award. Authorizes grants for school-based service-learning programs and community-based service programs. Directs CNS to provide financial assistance to eligible public and private nonprofit organizations to establish a service-learning clearinghouse. Adds priority criteria for the making of grants for Higher Education Innovative Programs for Community Service. (Sec. 104) Establishes an Investment for Quality and Innovation program to carry out specified innovation and quality improvement activities. Directs CNS to provide assistance to appropriate entities to establish one or more clearinghouses, including the service-learning clearinghouse. Authorizes the President, acting through CNS, to make Presidential awards for service to individuals providing significant service, and to outstanding service programs. Provides that Civilian Community Corps members may receive educational awards (or suitable alternative benefits if ineligible for such awards). Amends the National Defense Authorization Act for Fiscal Year 1993 to extend the authority to conduct the Civilian Community Corps Demonstration Program. Subtitle B: Related Provisions - (Sec. 111-121) Makes conforming amendments and repealers to specified Federal law. Title II: Organization - (Sec. 201) Amends the National and Community Service Act of 1990 to require the establishment of State commissions on national service as a condition for receiving certain grants or allotments or a distribution of approved national service positions. Sets commission membership standards, and duties, including planning. (Sec. 202) Establishes the Corporation for National Service (CNS) as a Government corporation to administer programs under the Act. Amends the Domestic Volunteer Service Act of 1973 to require the Director of the ACTION Agency to report directly to the CNS Chairperson (under interim authorities). Directs the Chairperson to establish (or request the Director of the Office of Personnel Management to provide) job search and related assistance to employees of the ACTION Agency who are not transferred to CNS. (Sec. 202 & 203) Transfers to CNS functions of: (1) the Commission on National and Community Service (under interim authorities); and (2) the ACTION Agency (under final authorities). Title III: Reauthorization - Subtitle A: National and Community Service Act of 1990 - Extends the authorization of appropriations for the National and Community Service Act of 1990. Subtitle B: Domestic Volunteer Service Act of 1973 - Domestic Volunteer Service Act Amendments of 1993 - Amends the Domestic Volunteer Service Act of 1978 (DVSA) to reauthorize, reorganize, and revise its programs. Chapter I: VISTA and Other Anti-Poverty Programs - (Sec. 321) Adds to VISTA program objectives generating private sector resource commitment, encouraging local level volunteer service, and strengthening local agencies and organizations to carry out the program. (Sec. 322) Revises procedures and other requirements for selection and assignment of VISTA volunteers. Allows a sponsoring organization to recruit VISTA volunteers, subject to final approval of the Director of the ACTION Agency (the Director). (Sec. 323) Revises provisions for terms and periods of service. Authorizes a VISTA summer associates program. (Sec. 324) Revises postservice stipends. (Sec. 325) Requires encouragement of participation of both younger (18 through 27) and older (55 and older) VISTA volunteers. (Sec. 328) Repeals authority for student community service programs grants and contracts. (Sec. 329) Renames the University Year for ACTION the University Year for VISTA program. Shortens the minimum period of participation to an academic semester or equivalent. Allows volunteers to receive a living allowance or such other support the Director deems appropriate. (Sec. 330) Revises authority to establish and operate special volunteer and demonstration programs. Requires a competitive process for any grant or contract exceeding $100,000. (Sec. 331) Permits the Director to provide technical and financial assistance to employers and other private organizations that use or desire to use volunteers. (Sec. 332) Repeals a separate authority for drug abuse education and prevention programs under special volunteer programs. Chapter 2: National Senior Volunteer Corps - (Sec. 342) Renames the retired senior volunteer program the Retired and Senior Volunteer Program (RSVP). (Sec. 343) Expands RSVP eligibility to include older working persons and those over 55 (currently 60). (Sec. 345) Requires certain adjustments and minimums for stipends for low-income volunteers. (Sec. 346) Allows non-low-income persons to participate in the Foster Grandparent and the Senior Companion programs, without any financial support except reimbursement for related expenses. (Sec. 347) Repeals certain conditions for grants and contracts under those two programs, including a requirement that volunteers no longer be in the regular work force. (Sec. 348) Eliminates one type of evaluation of the Senior Companion Program. (Sec. 349) Encourages agreements with other Federal agencies involving retired, senior, intergenerational, and conservation volunteer programs. (Sec. 352) Authorizes grants and contracts for demonstration programs of innovative activities involving older volunteers. Prohibits reducing other older volunteer programs to support such demonstrations. Chapter 3: Administration - (Sec. 365) Bases disability or death benefits for VISTA volunteers on a grade GS-5 (rather than GS-7) Federal employee entrance salary. (Sec. 370) Grants copyright protection for the programs of the ACTION Agency. (Sec. 371) Authorizes the Director to establish a Center for Research and Training on Volunteerism. (Sec. 372) Amends Federal law relating to Federal employees to make retirement credit for time served as a VISTA volunteer available to all who become Federal employees subsequent to such volunteer service, upon their paying a deposit based on their post-service stipend. Chapter 4: Authorization of Appropriations and Other Amendments - (Sec. 381-383) Extends the authorization of appropriations for various programs under the Domestic Volunteer Service Act of 1973. (Sec. 385) Repeals Youthbuild Projects authority. Chapter 5: General Provisions - (Sec. 391) Sets forth technical and conforming amendments. Title IV: Technical and Conforming Amendments - (Sec. 401-405) Sets forth various changes of definitions and references in specified Federal law.

Joseph Wallace Child Welfare Act - Amends part B (Child Welfare Services) of title IV of the Social Security Act (SSA) to provide that the use of child welfare services for family unification purposes must be consistent with the best interests of the child. Amends SSA title IV part E (Foster Care and Adoption Assistance) to modify part E State plan provisions to require State agencies to report known or suspected instances of child abuse or neglect to an appropriate court or law enforcement agency.

Hurricane Andrew Supplemental Appropriations Act for Fiscal Year 1993 - Makes emergency supplemental appropriations available to the following entities due to disasters in Florida resulting from Hurricane Andrew: (1) the Farmers Home Administration of the Department of Agriculture; (2) the Economic Development Administration of the Department of Commerce; (3) the Substance Abuse and Mental Health Services Administration of the Department of Health and Human Services; (4) the Department of Education; and (5) housing and community development programs of the Department of Housing and Urban Development.

Supports the efforts of the President to consult with congressional leaders regarding the introduction of U.S. armed forces into the former Yugoslavia. Finds that the Constitution vests all power to declare war and to authorize the use of force other than in self-defense in the Congress. Declares that the introduction of U.S. armed forces that are authorized to use military force in the former Yugoslavia, either individually or in conjunction with other countries or international organizations, should be explicitly approved by the Congress before such introduction.

TABLE OF CONTENTS: Title I: Provisions Relating to Distressed Urban and Rural Areas Subtitle A: Designation and Tax Incentives Subtitle B: Redevelopment Bonds for Tax Enterprise Zones Title II: Areas Affected by Military Base Closings or Reductions in Military Base Employment Treated as Enterprise Zones Title I: Provisions Relating to Distressed Urban and Rural Areas - Declares it to be the purpose of this title to establish a demonstration program of providing incentives for the creation of tax enterprise zones in order to: (1) revitalize economically and physically distressed areas; (2) promote meaningful employment for zone residents; and (3) encourage individuals to reside in the zones in which they are employed. Subtitle A: Designation and Tax Incentives - Amends the Internal Revenue Code to provide for the designation of tax enterprise zones during calendar years after 1991 and before 1997: (1) by the Secretary of Housing and Urban Development, in the case of an urban tax enterprise zone; and (2) by the Secretary of Agriculture, in the case of a rural development investment zone. Sets forth the eligibility criteria for such designation for urban tax enterprise zones and for rural development investment zones. Makes areas within Indian reservations ineligible for such designations. Allows an enterprise zone employment credit as a general business credit of 15 percent of the qualified zone wages. Allows a deduction for the purchase of enterprise zone stock paid in cash. Excludes from gross income 50 percent of qualified capital gain recognized on the sale or exchange of a new qualified zone asset held for more than five years. Subtitle B: Redevelopment Bonds for Tax Enterprise Zones - Sets forth special rules for tax-exempt redevelopment bonds which provide financing for tax enterprise zones for the first 60-month period after a zone is so designated. Title II: Areas Affected by Military Base Closings or Reductions in Military Base Employment Treated as Enterprise Zones - Treats the following as tax enterprise zones for purposes of tax incentives set forth in this Act: (1) military installations selected for closure or substantial realignment under a base closure law; and (2) so much of the area around such installations as the Secretary of Commerce determines is adversely affected by closure or realignment. Provides that such zones shall be in addition to those designated under title I.

Calls for the U.S. Trade Representative to insist that any trade agreement negotiated pursuant to the Uruguay Round must provide U.S. copyright-based industries with: (1) fair and equal access to the markets of the nations that are party to the General Agreement on Tariffs and Trade; (2) equal opportunities to obtain government funding; (3) adequate and effective copyright protection, including full national treatment and recognition of contractual rights; and (4) a mechanism to resolve expeditiously disputes concerning market access, national treatment, and copyright protection.

King Holiday and Service Act of 1993 - Amends Federal law to: (1) authorize appropriations for the Martin Luther King, Jr. Federal Holiday Commission; (2) extend the Commission; and (3) revise its membership. Amends the National and Community Service Act of 1990 to authorize the Commission to make grants to eligible entities to carry out service opportunities on Martin Luther King, Jr.'s birthday. Authorizes appropriations.

Environmental Health Equity Information Act of 1993 - Amends the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 to direct the Administrator of the Agency for Toxic Substances and Disease Registry to collect and maintain information on the race, age, gender, ethnic origin, income and educational levels, and duration of residence at present locations of residents of communities adjacent to areas closed or otherwise restricted in use because of toxic substance contamination.

TABLE OF CONTENTS: Title I: Defense Procurement Specifications Title II: Retraining Defense Workers for New Employment Title III: Commercialization and Dual-Use Research Opportunities for Defense Contractors and Small Business Title IV: Fast Response State Technological Competitiveness Grants Defense Workers Economic Reinvestment Act of 1993 - Title I: Defense Procurement Specifications - Directs the Secretary of Defense to examine and report to the Congress on all existing Department of Defense (DOD) procurement contracts to determine whether those which apply to dual-use technologies (having both military and commercial applications) contain overly restrictive specifications on systems, supplies, and services that are also available commercially. Requires defense procurement specifications to encourage the use of commercially available systems, supplies, and services. Title II: Retraining Defense Workers for New Employment - Directs the Secretary to establish an Office of Training Oversight and Administration to coordinate and oversee retraining, placement, and other transition assistance for former employees of qualified defense contractors or former civilian DOD employees. Directs the Office to disseminate retraining and placement assistance information. Authorizes the Office to: (1) carry out a skills development program for retraining eligible defense workers in skills determined to be in short supply; and (2) award one- and two-year scholarships to assist such eligible defense workers to attend educational institutions. Authorizes appropriations. Title III: Commercialization and Dual-Use Research Opportunities for Defense Contractors and Small Business - Directs the Secretary of Commerce to establish a program to assist qualified defense contractors to participate in the Advanced Technology Program of the National Institute of Standards and Technology and other appropriate programs of the Department of Commerce to commercialize significant new scientific discoveries and technologies. Directs the Secretaries of Defense and Energy to encourage research proposals involving dual-use applications and proposals involving military to civilian conversion. Authorizes the Secretary of Commerce to make loans to qualified defense contractors to carry out commercialization projects. Directs the Secretary of Defense to: (1) encourage the creation of industrial parks or technology incubator centers to transfer technology from defense contractors to small businesses; and (2) create and administer an awards program for redirection efforts by qualified defense contractors in the area of commercialization. Title IV: Fast Response State Technological Competitiveness Grants - Provides Federal grants to States for defense reinvestment programs which stress economic development, quality job growth, education and retraining, technology transfer and infrastructure, and enhanced competitiveness. Authorizes appropriations.

TABLE OF CONTENTS: Title I: Industrial Diversification Study Title II: Presidential Council on Economic Diversification and Adjustment Title III: Industrial Diversification Accounts; Alternative Defense Investment Tax Credit Title IV: Small Business Diversification Title V: Small Business Assistance Title VI: Economic Adjustment Assistance for Employees Title VII: Community Economic Adjustment Planning Title VIII: Commercial and Defense Production Integration Title IX: Commission on Military Budget Reform Defense Industrial Diversification and Community Assistance Act of 1993 - Title I: Industrial Diversification Study - Directs the Secretary of Commerce, in consultation with the Administrator of the Small Business Administration (SBA), the Secretary of Defense, and the Director of the Defense Advanced Research Projects Agency (DARPA), to study the extent to which diversification of defense industries to non-defense production can be effectuated. Authorizes appropriations. Title II: Presidential Council on Economic Diversification and Adjustment - Establishes in the Executive Office of the President the Council on Economic Diversification and Adjustment, co-chaired by the Secretaries of Commerce and Labor, and the Office of Economic Diversification and Adjustment. Outlines Council duties, including the identification of defense-related impact problems of States, metropolitan areas, or communities requiring assistance, the dissemination of aid and assistance information, and the development of strategies and plans for Federal, State, and local economic adjustment efforts necessitated as the result of the termination or reduction of a defense contract or the closure or realignment of a defense facility which substantially adversely affects the local community involved. Authorizes appropriations. Title III: Industrial Diversification Accounts; Alternative Defense Investment Tax Credit - Amends the Internal Revenue Code to allow any qualified defense facility to establish an industrial diversification account for the purpose of providing qualified plant and equipment in the United States or the retraining of employees in order to diversify qualified defense facilities from predominately relying on defense contracts to nondefense lines of business. Restricts deposits to such accounts. Provides for the nontaxability of earnings deposited into such accounts. Allows withdrawals over a ten-year period for: (1) acquisition, construction, or reconstruction of qualified plant and equipment; (2) the payment of principal on indebtedness incurred in connection with plant and equipment acquisition, construction, or reconstruction; or (3) the retraining or continued education of employees. Provides for taxation of nonqualified withdrawals. Provides for computing the alternative minimum tax on earnings deposited in such accounts. Allows an eligible corporation which does not have an industrial diversification account an industrial diversification credit as an alternative investment tax credit. Title IV: Small Business Diversification - Establishes in the SBA a Committee on Defense and Economic Diversification and an Office of Economic Diversification. Directs the Committee to: (1) carry out programs under title V of this Act; (2) identify defense-related problems of small businesses that require assistance; (3) disseminate information useful to small business concerns; (4) prepare a plan for coordinating the efforts of the SBA and the Administration's programs for assisting firms adversely affected by defense cutbacks; and (5) work with and coordinate efforts with the President's Office of Economic Diversification and Adjustment to assist small businesses in finding alternative procurement opportunities with Federal agencies. Authorizes appropriations. Title V: Small Business Assistance - Empowers the Administrator of the SBA to make either loans or grants to a qualified small manufacturing firm to assist such firm to diversify from defense-related to nondefense-related business. Authorizes appropriations. Title VI: Economic Adjustment Assistance for Employees - Requires all displacements of workers employed by a defense agency, or of civilian workers employed by the armed services, to be reported by the management of the defense facility to the Office of Economic Diversification and Adjustment and to the State employment security agency acting as the agent of the Secretary of Labor for the administration of the program under this title. Requires the Office to certify eligibility of displaced workers under this title for benefits. Amends the Job Training Partnership Act to decrease from 80 to 75 percent the portion of funds available under such Act for job training and retraining that are to be divided among the States. Increases from 20 to 25 percent of such amount the funds that are to be set aside for special grants to substates for special employment problems (intending displaced worker assistance under this Act to qualify as one such special problem). Directs the Secretary of Labor, in coordination with the Council, to develop statistical data on the permanent dislocation of defense workers due to reductions in defense expenditures, termination or reduction of defense contracts, or the closure or realignment of defense facilities. Amends the Internal Revenue Code to exempt from individual retirement accounts early withdrawal penalties any withdrawals made by dislocated workers and used for either mortgage payments on a primary residence or rent payments for one year following the worker's layoff. Title VII: Community Economic Adjustment Planning - Requires the Secretary of Defense, upon release of the President's budget or any announcement of the realignment or closure of a qualified defense facility, to promptly notify any State or local government affected by the realignment, closure, or contract slowdown or termination which is being proposed or will likely result. Makes eligible for economic adjustment planning assistance any community which: (1) is likely to be substantially and seriously affected by the realignment or closure of a defense facility, or the slowdown, termination, or cancellation of any defense contract; and (2) prepares an analysis and forecast of the effect of any such action on the local economy and workforce as well as a proposal for an economic adjustment plan to reduce the adverse effect of any such action. Requires the Council to review the analyses, forecasts, and proposals submitted and take specified action to assist such communities. Provides that any substantially and seriously affected community shall also be eligible for economic adjustment assistance authorized under title IX of the Public Works and Economic Development Act of 1965. Title VIII: Commercial and Defense Production Integration - Establishes within DOD the Office of Commercial and Defense Production Integration to develop and implement policies, practices, and procedures designed to achieve an effective integration of commercial production processes and defense procurement practices. Calls for the elimination of unique military specifications in the procurement of defense products and the identification of commercial suppliers that have exhibited high standards of product quality and reliability in commercial or defense production. Requires the Office to assist the Under Secretary of Defense for Acquisition in the acquisition and increased usage of nondevelopmental items in defense procurement (items that are generally available in the commercial marketplace). Directs the Secretary of Defense to conduct not fewer than three projects to demonstrate the feasibility of achieving effective integration of commercial production processes and military procurement practices. Title IX: Commission on Military Budget Reform - Establishes the Commission on Military Budget Reform to conduct a study of the desirability and feasibility of the Congress instituting a three-year budget cycle program for DOD. Terminates the Commission 30 days after its report. Authorizes appropriations.

TABLE OF CONTENTS: Title I: Women's Educational Equity Title II: Gender Equity in Elementary and Secondary Education Title III: Gender Equity in Higher Education Gender Equity in Education Act of 1993 - Title I: Women's Educational Equity - Amends the Department of Education Organization Act to establish an Office of Women's Equity as an organizational entity in the Department of Education. Requires the Director of such Office to report annually on the programs and activities assisted under the Women's Educational Equity Act. Women's Educational Equity Act of 1993 - Amends the Women's Educational Equity Act (part A of title IV of the Elementary and Secondary Education Act of 1965) to reauthorize and revise grant programs to encourage gender equity throughout the educational system, including grants for model equity programs, local implementation, and research and development. Gives the Director of the Office of Women's Equity specified responsibilities under such Act. Extends the authorization of appropriations. Title II: Gender Equity in Elementary and Secondary Education - Subtitle A: Teacher Equity Training - Amends the Elementary and Secondary Education Act of 1965 (ESEA) to establish gender equity requirements and training programs for teachers and other educational personnel (or parents) with respect to: (1) basic program requirements (under chapter 1 of title I for educationally disadvantaged children), innovative projects, schoolwide projects, parental involvement, and program improvement; (2) use of Even Start program funds; (3) secondary school programs (for basic skills improvement and dropout prevention and reentry); (4) local targeted assistance programs (under chapter 2 educational improvement partnership); (5) Eisenhower Mathematics and Science program school teacher training and national programs; (6) Women's Educational Equity personnel training and career education programs; (7) gifted and talented students personnel training; and (8) computer-based instruction personnel training under the Secretary's fund for innovation in education. Subtitle B: Gender Equity in Math and Science - Amends ESEA to revise the Eisenhower Mathematics and Science Education program with respect to: (1) grants to higher education institutions for elementary and secondary mathematics and science programs of school teacher training in gender-equitable instruction, targeted intervention and followup to encourage historically underserved students, and community-based informal education for historically underserved and underrepresented students; and (2) national model program grant priority for gender equity in computer use and teaching practices. Subtitle C: Dropout Prevention for Pregnant and Parenting Teens - Amends ESEA with respect to pregnant teenagers, teenage parents, and the children of such teenagers under various programs, including: (1) Even Start programs; (2) secondary school programs for basic skills improvement and dropout prevention and reentry; (3) local targeted assistance programs; (4) State and local drug abuse education and prevention programs; (5) assistance to address school dropout problems; and (6) assistance to provide basic skills improvement. Subtitle D: Schools Free from Sexual Harassment and Abuse - Amends ESEA to make an environment free from sexual harassment and abuse a distinguishing feature of effective schools. Adds programs to address sexual harassment and violence as part of efforts to ensure that educational institutions are free from threats to student and employee safety (among programs which may be receive Women's Educational Equity assistance). Includes the areas of sexual harassment and assault among those for which grants for comprehensive school health education may be used. Subtitle E: Link-up for Learning - Establishes a program of three-year grants to local educational agencies (LEAs) in partnership with other eligible entities for up to 80 percent of the costs of coordinated educational and other student support services for at-risk youth. Makes eligible for such a grant: (1) an LEA that seeks to plan and implement a coordinated services program for at-risk students with at least one other cooperating public agency; and (2) a consortium, including at least one LEA and one cooperating public service agency, formed to coordinate support services for at-risk students. Allows nonprofit organizations, institutions of higher education, and private enterprises with special experience or expertise to participate as cooperating agencies. Establishes a Federal Interagency Task Force to identify means to facilitate interagency collaboration at Federal, State, and local levels to improve support services for at-risk students. Directs the Secretary of Education to study and report to the Congress on regulatory and legislative obstacles to coordinated support services and innovative procedures and programs. Authorizes appropriations. Subtitle F: Child Abuse Education and Prevention - Amends ESEA to direct the Secretary of Education to use specified funds to carry out programs for child abuse education and prevention curriculum development and teacher training, including a demonstration program. Authorizes appropriations. Subtitle G: Data Collection - Amends ESEA to revise various data collection provisions to require collection, cross-tabulation, and reporting by sex within race or ethnicity and socioeconomic status (with respect to schoolwide projects, program improvement, secondary school programs, National Diffusion Network, evaluations and reporting, Eisenhower Mathematics and Science programs, State reports, assistance to address school dropout problems, and evaluations by the Secretary). Title III: Gender Equity in Higher Education - Equity in Athletics Disclosure Act - Amends the Higher Education Act of 1965 to require institutions of higher education to disclose gender participation rates and program support expenditures in college athletic programs to prospective students and, upon request, to the public. Directs the Secretary of Education to compile and publish annual reports of such data submitted by the institutions.

Establishes the Ad Hoc Joint Committee on Labor Relations for the Capitol Police to formulate a labor relations program for the Capitol Police: (1) based on progressive principles and practices of labor relation programs in the public and private sector; (2) sensitive to the needs of the Congress; and (3) designed to promote the efficient and effective operation of the Capitol Police. Requires the Committee to report its proposed labor relations program to the House of Representatives and the Senate in a form of recommended amendments to the Rules of the House and the Standing Rules of the Senate. Deems such amendments as passed by the House or Senate within 30 legislative days after such committee report, except to the extent rejected or amended.

TABLE OF CONTENTS: Title I: Community Credit Availability Improvements Title II: Community Support Requirements Title III: Pattern or Practice Community Reinvestment Act Reform Act of 1993 - Title I Community Credit Availability Improvements - (Sec. 101) Amends the Community Reinvestment Act of 1977 (CRA) to direct the appropriate Federal financial supervisory agencies to jointly develop a format for collecting data from regulated financial institutions in connection with examinations of their record of meeting the credit needs of their local communities, including low- and moderate-income neighborhoods. Includes the following among the data required: (1) home mortgage lending; (2) small business lending; (3) community development; (4) consumer loans; and (5) branch closures. (Sec. 102) Prescribes guidelines under which the appropriate Federal financial supervisory agencies, as part of their written evaluations of the institutions under their purview, must actively solicit comments from affected community members, with particular emphasis upon low- and moderate-income and minority residents. (Sec. 103) Amends the Home Mortgage Disclosure Act of 1975 to include among the required public disclosures of depository institutions located in specified metropolitan statistical areas the number and total dollar amount by census tract of small business loans and of personal loans to consumers. (Sec. 104) Amends the CRA to require financial institutions to be rated on the adequacy of their record of meeting community credit needs. Precludes such institutions from receiving a rating unless they have actually extended significant amounts of credit in low-income neighborhoods, and not merely been in compliance with a plan for extending such credit in the future. Sets forth a "prompt corrective action" implementation and enforcement scheme. Title II: Community Support Requirements - (Secs. 201-205) Prescribes community support obligations of mortgage banks. Directs the Secretary of Housing and Urban Development (the Secretary) to establish the Office of Mortgage Bank and Insurance Supervision (the Office) to evaluate the community performance of mortgage banks and mortgage insurance companies. Requires such Office to: (1) require each mortgage bank to submit a biennial community support statement, detailing its efforts at meeting the housing credit needs of each community in which it conducts significant credit transactions; and (2) evaluate a mortgage bank's community support performance. Sets forth a penalty and enforcement scheme. (Sec. 206) Sets forth certain community support requirements for mortgage insurance companies, including a biennial report to the Secretary on the availability of, and underwriting guidelines for, mortgage insurance policies for low- and moderate-income families within those areas in which the companies write a significant number of mortgage insurance policies. Directs the Office to conduct biennial community support reviews of private mortgage insurance companies. Title III: Pattern or Practice - (Secs. 301-304) Amends the CRA, the Bank Holding Company Act of 1956, the Home Owners' Loan Act, and the Federal Deposit Insurance Act to require the appropriate Federal financial supervisory agencies to deny an application for a deposit facility by a regulated financial institution if the institution has exhibited a pattern or practice of opening or closing branches in a way that tends to exclude low- and moderate-income or minority communities.

Community Banking and Economic Empowerment Act - Directs the Secretary of Housing and Urban Development (the Secretary) to provide capital, operating, and technical assistance to community development lenders and certain eligible entities in order to: (1) make credit-related services available to low-income persons inadequately served by traditional lending institutions; and (2) promote development and revitalization of low-income neighborhoods. Delineates the purposes for which the Secretary may provide assistance to community development lenders and to the eligible entities establishing those lenders. Prescribes guidelines for assisted community development lenders, including assistance agreements, auditing procedures, and educational programs. Directs the Board of Governors of the Federal Reserve System to ensure the availability of funds for community development banks and to submit to the Congress recommendations for increased liquidity lending to such banks by the Federal reserve banks. Amends the Community Reinvestment Act to preclude a regulated financial institution from receiving either an "outstanding" or a "satisfactory" rating for meeting community credit needs solely on the basis of its loans or investments in community development lenders.

Department of Defense Set Aside Enforcement Act of 1993 - Requires the Department of Defense (DOD) to award ten percent of its annual defense procurement contracts and subcontracts to historically Black colleges and universities and small disadvantaged and minority-owned businesses. (Currently, it is a goal of DOD to award five percent annually to such entities.) Authorizes the Secretary of Defense, beginning on October 1, 1993, and ending on September 30, 2000, to meet the ten percent requirement by awarding up to one half of the dollar amount of the contracts awarded to certain entities previously eligible for such contract award but no longer eligible by reason of size. Requires each entity that enters into a prime contract with DOD under the contract award program to spend at least five percent of the amount of the contract for subcontracts with certain covered entities meeting the requirements of small disadvantaged and minority-owned businesses. Requires prime contractor proof of the awarding of such subcontracts. Directs the Secretary to withhold five percent of the prime contract amount from the contract, which shall be used as direct payment to the subcontractors for work completed. Requires that, in a services contract awarded under such contracting procedures, at least 50 percent of the cost of contractor performance incurred for personnel shall be expended for employees of the covered entity. Provides alternative methods for meeting such 50 percent requirement. Outlines requirements for a small disadvantaged or minority-owned business for purposes of this Act. Directs the Secretary to require, as a condition for approval of a contract with DOD, that the potential contractor provide documentation that it is in compliance with the equal opportunity clause as outlined in the Code of Federal Regulations. Requires identical certification by the subcontractors of such contractor.

Fairness to Condominium and Cooperative Owners Amendment of 1993 - Amends Federal bankruptcy law to preclude an individual debtor from being discharged from any debt for condominium or cooperative membership association fees if such fee is payable after the petition for relief in bankruptcy has been granted for any period during which the debtor occupied the dwelling unit.

Save Florida Bay Act of 1993 - Requires the Chairman of the Council on Environmental Quality to establish and coordinate an interagency committee to develop a program for facilitating the restoration of Florida Bay and to define the roles and responsibilities of each agency in facilitating that restoration. Declares that it is the sense of the Congress that the Chairman should include Florida Bay in the Coastal America program. Amends the Federal Water Pollution Control Act to add Florida Bay, Florida, to the list of areas mandated for priority consideration as an estuary of national significance. Mandates a study of Florida Bay problems, including those resulting from Hurricane Andrew. Authorizes appropriations.

Equitable Health Care for Severe Mental Illnesses Act of 1993 - Declares that it is the policy of the United States that: (1) persons with severe mental illnesses must not be discriminated against in health care; and (2) health care coverage, provided through any financing, must provide for the treatment of severe mental illnesses in a way that is equitable and commensurate with that provided for other major illnesses. Requires health care coverage, in order to be considered nondiscriminatory and equitable under this Act, to cover services that are essential to the effective treatment of severe mental illnesses in a manner that: (1) is not more restrictive than coverage provided for other major physical illnesses; (2) provides adequate financial protection to the person requiring the medical treatment for a severe mental illness; and (3) is consistent with effective and common methods of controlling health care costs for other major physical illnesses.

Amends the Internal Revenue Code to declare that unrelated trade or business does not include the activity of soliciting and receiving qualified sponsorship payments (payments received by tax-exempt organizations from corporations and other sponsors in connection with certain athletic and other public events) for purposes of the tax on unrelated business income of charitable, etc., organizations. Excludes royalties received by certain tax-exempt olympic organizations for the 1996 Olympics as income from an unrelated trade or business.

Grants the people of Guam the right of full self-government through adoption of a Constitution and within specified guidelines. (Sec. 102) Recognizes the right of self-determination of the people of Guam. Directs the U.S. Government to promote preservation of the Chamorro culture, enhanced economic, social, and educational opportunities for Chamorros, and training of Chamorros for employment. Directs Guam to establish a land trust for the benefit of the indigenous Chamorro people and to establish residency requirements under the Constitution of Guam for voting and holding elective office. (Sec. 103) Allows this Act to be modified only with the mutual consent of the Governments of the United States and Guam. Title II: Applicability of Federal Law - (Sec. 201) Makes specified provisions of, and amendments to, the U.S. Constitution applicable to Guam. (Sec. 202) Makes Federal laws, rules, or regulations passed after the date of this Act inapplicable unless mutually consented to by the Governments of the United States and Guam. (Sec. 203) Creates the Joint Commission on the Applicability of Federal Law. (Sec. 204) Authorizes the President to delegate to the Governor of Guam performance of functions now vested in Federal administrative agencies. Title III: Foreign Affairs and Defense - (Sec. 301) Grants the United States responsibility for authority with respect to matters relating to foreign affairs and defense that affect Guam. (Sec. 302) Prohibits the establishment of military security zones or the stationing of foreign military personnel on the Island of Guam without the approval of the Government of Guam except in time of declared war, or the establishment of military bases without consultation with the Governor. (Sec. 304) Prohibits the United States from using Guam or the water surrounding it for the dumping or storage of nuclear waste or hazardous chemicals. Provides for the clean up by the United States of chemical dump sites used by the military. Requires the United States to compensate any person injured as a result of hazardous materials stored, used, or disposed of by the U.S. Government in Guam or its waters. Title IV: Courts - (Sec. 401) Specifies provisions governing the relations between U.S. courts and the local courts of Guam, the jurisdiction of the District Court of Guam, and the applicable district court rules. (Sec. 404) Provides for the appointment of a judge for the District Court of Guam, a U.S. attorney, and a U.S. marshal for Guam. Title V: Trade - (Sec. 501) Establishes a Guam-United States free trade area. Authorizes Guam to impose, increase, reduce, or eliminate duties and other restrictions on certain imports and exports. Title VI: Taxation - (Sec. 601) Makes U.S. income tax laws applicable to Guam. Deems such laws to impose a separate tax to be known as the Guam Commonwealth income tax. (Sec. 603) Allows the Government of Guam to provide for the rebate or reduction of taxes in order to assist new industries or economic development. (Sec. 604) Grants Guam the power to determine the nature and amount of taxes imposed upon the income and property of persons within its jurisdiction. Repeals applicable U.S. tax laws one year after Guam has enacted a replacement comprehensive local income tax. (Sec. 605) Exempts all bonds or other obligations issued by Guam from taxation by Federal, State, or local governments of the United States. Title VII: Immigration - (Sec. 701) Applies the Immigration and Nationality Act and pertinent Federal regulations to Guam for two years from enactment of this Act. Directs Guam to enact a comprehensive law on immigration to become effective at the end of the two-year period. (Sec. 702) Authorizes U.S. consular officials to issue visas for travel only to Guam for any alien seeking to enter Guam as a non-immigrant in order to encourage investors and tourists to come to Guam. Title VIII: Labor - (Sec. 801) Grants preference to qualified residents of Guam in all Federal civil service vacancies occurring in Guam. (Sec. 802) Grants Guam the authority to enact and enforce all laws regulating or affecting employment in Guam. Title IX: Transportation and Telecommunications - (Sec. 901) Precludes application of any U.S. law barring the U.S. registration and use of any foreign-built vessel within the waters around Guam for any purpose. Exempts from the coastwise laws of the United States any shipment of fish or fish products from Guam to any U.S. coastwise destination. Directs the Commission to examine the applicability of such laws and to recommend their termination upon determining that such laws constrain Guam's economic development. (Sec. 902) Authorizes the Governor of Guam to sponsor any qualified air service carrier to come to Guam, subject to presidential consultation concerning U.S. foreign policy and security interests. Exempts Guam from all bilateral treaties between the United States and foreign states with respect to scheduling and technical specifications of aircraft, other than safety requirements. (Sec. 903) Defines Guam as "domestic" for Federal Communications Commission rate setting purposes. Title X: Land, Natural Resources and Utilities - (Sec. 1001) Grants the Government of Guam the power of eminent domain. (Secs. 1001, 1002) Sets limits on U.S. acquisition of real property on Guam. Exempts Guam from Federal regulations governing the transfer or sale of excess Federal real property. Provides for the transfer of all excess Federal property to Guam, with specified exceptions. (Sec. 1003) Provides for access and use by the residents of Guam of certain retained Federal property, subject to military security requirements. (Sec. 1004) Directs the United States to transfer ownership of island utilities to Guam. Title XI: United States Financial Assistance - (Secs. 1101, 1102) Provides for the return of U.S. revenues from taxes and fees collected in Guam to the Government of Guam. Makes U.S. laws providing Federal benefits and financial assistance which are applicable to the States equally applicable to Guam. (Sec. 1104) Directs the Governor of Guam, in preparing an annual budget, to identify the costs and benefits to Guam brought about by its role as one of the principal U.S. military bases. (Sec. 1105) Provides for assistance to aid Guam's transition to a Commonwealth. Title XII: Technical Amendments and Interpretation - (Sec. 1203) Makes technical and conforming amendments. (Sec. 1204) Requires this Act to be submitted to the registered voters of Guam for ratification after being passed by the Congress. Repeals the Organic Act of Guam.
