Unborn Child Pain Awareness Act of 2006 - Amends the Public Health Service Act to require an abortion provider who knowingly performs an abortion of a pain-capable unborn child (defined as an unborn child who has reached a probable stage of development of 20 weeks or more after fertilization), to first: (1) inform the woman of the probable age of the child; (2) provide to the woman an Unborn Child Pain Awareness Brochure (unless she waives receipt); (3) provide information that pain medicine administered to the mother may not prevent pain in the child, but in some cases anesthesia or pain-reducing drugs can be administered directly to the child; (4) give the woman the provider's best medical judgment of the risks and costs of such anesthesia or analgesic; and (5) obtain the woman's signature on the Unborn Child Pain Awareness Decision Form and her explicit request for or refusal of the administration of drugs to the child. Requires the Secretary of Health and Human Services to develop the Unborn Child Pain Awareness Brochure that includes a statement that there is substantial evidence that the process of being killed in an abortion will cause the unborn child pain and that the mother has the option of having pain-reducing drugs administered directly to the child. Creates an exception for certified medical emergencies. Establishes civil penalties for willfully failing to comply with this Act. Authorizes: (1) the Attorney General to bring a civil action under this Act; and (2) private rights of action for violations of this Act.

Expresses support for the observance of Breast Cancer Awareness Month to provide a special opportunity to offer education on the importance of monthly breast self-examinations and annual mammograms. Recognizes breast cancer survivors, the efforts of victims, volunteers, and professionals who combat breast cancer, and the work of national and community organizations in promoting breast cancer awareness, providing information, and offering treatment.

Amends the Internal Revenue Code to allow an inflation adjustment based upon the gross domestic product deflator to the adjusted basis of certain assets (including C corporation common stock and tangible property used in a trade or business) held by a taxpayer for more than three years for purposes of determining gain or loss on the sale or other disposition of such assets. Sets forth rules for applying such inflation adjustment to short sales, regulated investment companies and real estate investment trusts, partnerships and other pass-thru entities, and dispositions of assets between related persons.

Secure the Border Now Act of 2006 - Directs the the Secretary of Homeland Security to: (1) establish a plan applicable to pay, recruitment, relocation, and retention of federal law enforcement officers, which shall include Border Patrol recruitment, retention, salary, and transfer incentives; (2) take steps to control the costs of hiring, training, and deploying new Border Patrol agents, including FY2007 per-agent training cost limits; (3) enter into agreements with state and local law enforcement training academies, universities, nonprofit organizations, and private companies to replicate the initial training provided to new Border Patrol agents; and (4) enter into contracts with private entities to provide temporary administrative and other support to Border Patrol agents and Customs and Border Protection Officers deployed at U.S. ports of entry or along the international land and maritime borders of the United States. Amends the 2002 Supplemental Appropriations Act for Further Recovery From and Response To Terrorist Attacks on the United States to: (1) extend Federal Law Enforcement Training Center authority to appoint and maintain a cadre of federal annuitants; and (2) increase the maximum number of such annuitants from 250 to 350. Authorizes the Commissioner of United States Customs and Border Protection (CBP) to appoint and employ (for up to five years) up to 500 federal annuitants for CBP border-related positions. Authorizes the Secretary to use specified security and terrorism prevention grant funds for border security activities.

Cut the Unnecessary Tab Resolution, or CUT Resolution - Amends Rule XIII (Calendars and Committee Reports) of the Rules of the House of Representatives to prohibit the Committee on Rules from reporting a rule or order that would limit any amendment that would otherwise be in order to a rescission bill. Amends Rule X (Organization of Committees) to require the House Budget Committee, whenever a rescission bill passes the House, to reduce the applicable committee allocations by the total amount of resulting reductions in budget authority and outlays. Amends Rule XIII to require the Majority Leader to introduce a rescission bill by certain dates in each session. Makes any motion to discharge the committee from consideration of such a bill privileged 10 legislative days after its introduction, if it was not introduced by one of the deadlines. Makes it out of order to offer any amendment to a rescission bill unless it increases the amount of budget authority to be rescinded. Amends Rule XXI (Restrictions on Certain Bills) to make it out of order to consider any rescission bill, its conference report, or amendment, unless: (1) such bill or conference report is made available to Members and the general public on the Internet for at least 48 hours before its consideration; (2) an amendment to such measure made in order by a rule is available within one hour after the rule is filed; or (3) an amendment under an open rule is made available immediately after being offered in a format searchable and sortable. Requires amendments to rescission bills to be germane.

Medicare Physician Payment Reform and Quality Improvement Act of 2006 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to revise physician payment requirements under the Medicare program, including the physician payment update and quality measures for physicians' services. Terminates application of the sustainable growth rate (SGR), replacing it with a single conversion factor, the Medicare economic index (MEI) minus 1%. Requires the Secretary of Health and Human Services to provide for the selection of quality performance measures (Q-measures) for assessing physician, non-physician practitioner, and supplier services and determining ratings for them. Requires such Q-measures to be developed in conjunction with physician specialty organizations and consensus-building organizations. Eliminates specified limitations on the balance billing of highest income beneficiaries. Revises requirements for the quality improvement program (QIO), including program administration, data disclosure, use of evaluation and competition, quality improvement funding, and qualifications for QIOs under part B (Peer Review) of SSA title XI. Amends SSA title XIX (Medicaid) to permit alternative quality improvement programs under such program. Terminates the availability of funds from the MA Regional Plan Stabilization Fund. Directs the Board of Trustees of the Federal Hospital Insurance Trust Fund and of the Federal Supplementary Medical Insurance Trust Fund to monitor and examine the extent to which the different Medicare funding mechanisms provide an appropriate alignment with the program goals of the respective parts. Provides for a one-year delay in Medicare adjustments in payments for imaging services. Eliminates the three-year phase-in for implementation of the reduction in Medicare part B premium subsidies for higher income beneficiaries (thus requiring immediate application of the reduction adjustment).

Industrial Bank Holding Company Act of 2006 - Requires an industrial bank holding company to register and file certain reports with the Federal Deposit Insurance Corporation (FDIC) within ninety days after becoming an industrial bank holding company Prohibits such holding company from being controlled by a commercial firm. Grandfathers certain institutions to exempt them from the requirements of this Act.

Repeals Rule XXVII (Statutory Limit on Public Debt) of the Rules of the House of Representatives. (Thus abolishes the procedure for automatic adjustment of the public debt level upon passage of a new concurrent resolution on the budget setting forth an amount different from the amount of the statutory limit on the public debt otherwise in effect for the period covered by the budget resolution.) Redesignates Rule XXVIII (General Provisions) as Rule XXVII.

Firearms Transfer Improvement Act - Amends the federal criminal code to provide that in-person interstate firearms sales between a federal firearms licensee and a nonresident purchaser shall be governed only by the state law of the licensee (currently, such sales must comply with the state laws of both the licensee and the purchaser).

Alternative Pluripotent Stem Cell Therapies Enhancement Act - Amends the Public Health Service Act to require the Secretary of Health and Human Services to develop techniques for the isolation, derivation, production, or testing of stem cells that are capable of producing all or almost all of the cell types of the developing body and may result in improved understanding of treatments for diseases and other adverse health conditions, but are not derived from a human embryo. Requires the Secretary to: (1) provide guidance concerning the next steps required for additional research; (2) prioritize research with the greatest potential for near-term clinical benefit; and (3) take into account techniques outlined by the President's Council on Bioethics and any other appropriate techniques and research.

Constitutional Amendment - Marriage Protection Amendment - Declares that: (1) marriage in the United States shall consist only of the union of a man and a woman; and (2) neither the U.S. Constitution nor the constitution of any state shall be construed to require that marriage or the legal incidents of marriage be conferred upon any other union.

Good Fences Make Good Neighbors Act of 2006 - Amends the USA PATRIOT Act to authorize a border state (a state that shares a border with Canada or Mexico or a political subdivision of such a state) to use up to 75% of the minimum amount allocated to the state under the state and local domestic preparedness support grant program to build a physical barrier near the U.S. border to deter illegal crossings and for incidental costs.

Innocent Sellers Fairness Act - Exempts a lawful seller from liability for personal injury, monetary loss, or damage to property arising out of an accident or transaction involving a seller's products, unless the claimant proves one or more of the following non-sale activities by the seller: (1) the seller was the manufacturer of the product; (2) the seller participated in the design of the product; (3) the seller participated in the installation of the product; or (4) the seller altered, modified, or expressly warranted the product in a manner not authorized by the manufacturer. Requires, where a claimant proves one or more of such activities, that: (1) the activity be negligent; and (2) damages be limited to those directly caused by the activity.

Veterans Identity Protection Act - Directs the Secretary of the Department of Veterans Affairs (VA) to provide notice to each veteran whose name or other personal identifying information was part of the VA data that was stolen from the home of a VA employee around May 22, 2006, informing the veteran of: (1) the theft; (2) the nature of the breach of confidentiality; and (3) the veteran's right to request a free credit report once every three months and free monitoring of the veteran's credit report for the next year. Directs the Secretary to: (1) include with each notification a form (with a postage-paid return envelope) by which the veteran may make such requests; (2) enter into discussions with the three principal credit reporting agencies and conclude agreements necessary to implement such elections; and (3) fully implement, as rapidly as possible, each of the 16 information security improvements recommended in the VA Inspector General's report on the March 2005 audit of the VA's Information Security Program. Sets penalties for failure to implement this Act.

Expresses the sense of the House of Representatives that officers of the Department of Homeland Security (DHS) should not: (1) undermine the efforts of citizen groups such as the Minuteman Project to preserve the integrity of U.S. borders and protect the nation from intrusion; and (2) contact Mexican officials about the location of individuals who participate in such groups while conducting surveillance on the southern U.S. border.

Amends the Internal Revenue Code to suspend excise taxes on gasoline, diesel fuel, and kerosene for a 90-day period after the enactment of this Act (suspension period). Provides for the reimbursement of the Highway Trust Fund and the Leaking Underground Storage Tank Trust Fund for tax receipts lost during the suspension period. Directs the Secretary of the Interior, acting through the Bureau of Land Management (BLM), to: (1) establish an oil and gas leasing program in the Coastal Plain, defined as the Arctic National Wildlife Refuge (ANWR) 102 Coastal Plain Area; and (2) conduct two lease sales before October 1, 2010.

Prohibits any acquisition that would require the condemnation of property, the federal seizure of private property, or the exercise of eminent domain by a federal or state entity.

Western Hemisphere Energy Security Act - Authorizes U.S. persons to: (1) explore and extract hydrocarbon resources from any portion of the foreign exclusive economic zone that is contiguous to the U.S. exclusive economic zone; and (2) export without license authority all equipment necessary for the exploration for or extraction of hydrocarbon resources. Amends the Trade Sanctions Reform and Export Enhancement Act of 2000 to authorize the Secretary of the Treasury to allow under a general license employees of oil and gas producers, distributors, and shippers to travel to, from, or within Cuba to explore for and extract hydrocarbon resources from such zone.

Headwaters Protection and Restoration Act - Requires the Secretary of the Interior (for Bureau of Land Management [BLM] land) or the Secretary of Agriculture (for National Forest System land) to consider emergency event procedures in response to watershed and forest emergencies. Authorizes the Secretary concerned to: (1) carry out projects in Colorado to reduce hazardous fuel or prevent the spread of bark beetles to adjacent trees; (2) prepare emergency event proposals or consider proposals from the governor, the state forester, a water conservation district, or an at-risk community; and (3) conduct emergency event evaluations in response to a request or to an emergency event that affects a municipal water supply system, a wildland-urban interface, or other public or private property and that has caused or will cause significant damage o to federal land or adjacent nonfederal land. Requires the Secretary concerned to carry out a program in Colorado to: (1) ensure the long-term health of forests; and (2) reduce the risk of catastrophic fire, flooding, and watershed destruction. Extends the authority of the Secretaries to enter into federal and state cooperative watershed restoration and protection agreements and contracts. Requires the Secretary concerned to provide: (1) financial assistance for long-term stewardship projects in certain areas; and (2) grants and low-cost loans to small business concerns in the Colorado forest product industry. Establishes the Colorado Forest Health Fund from which amounts shall be transferred to the Secretary of Agriculture to carry out measures to improve forest health and reduce hazardous fuels. Requires the Secretary of Agriculture to: (1) provide grants for research and development and marketing of forest products and for research in higher elevation forests; and (2) collaborate on research on and the development and transfer of broader landscape treatment strategies and ways to integrate best science with community needs. Requires the Secretary of Agriculture to provide: (1) financial assistance under the Community and Private Land Fire Assistance Program to the Colorado State Forest Service to establish a grant program to help improve private forest land; and (2) grants to Colorado for the Colorado Fuels for Schools program under the Energy Policy Act of 2005.

Gang Elimination Act of 2006 - Directs the Attorney General to report to Congress on a national strategy to eliminate the illegal operations of National Threat Drug Gangs (i.e., the top three international drug gangs that present the greatest threat to law and order in the United States). Sets forth criteria for the Attorney General to consider in identifying a National Threat Drug Gang, including (1) ties to international terrorist organizations or state-sponsored terrorism; (2) the volume of controlled substances imported or distributed by such gangs; and (3) the threat to children and schools in the United States.

Granada Relocation Center National Historic Site Act of 2006 - Establishes the Granada Relocation Center National Historic Site, consisting of parts of Camp Amache, located in Granada, Colorado, as an affiliated site of the National Park System. Designates the "Friends of Amache" as the management entity for the Site. Requires the Secretary of the Interior to develop a general management plan for the Site.

Refinery Permit Process Schedule Act - Authorizes the Administrator of the Environmental Protection Agency (EPA), upon the request of a state governor, to provide financial assistance to hire additional personnel to assist the state with expertise in fields relevant to consideration of federal refinery authorizations. Requires a federal agency responsible for refinery authorization to provide, upon the request of a state governor, technical, legal, or other nonfinancial assistance to facilitate state consideration of such authorizations. Directs the President to appoint a federal coordinator to facilitate such authorizations. Requires the coordinator, upon the request of an applicant seeking a federal refinery authorization, to establish a memorandum of agreement, executed by relevant federal and state agencies, setting forth the most expeditious coordinated schedule possible for completion of all such authorizations. Instructs the President to designate at least three closed military installations as potentially suitable for the construction of a refinery. Requires that at least one such site be designated as potentially suitable for construction of a refinery to refine biomass in order to produce biofuel. Requires the redevelopment authority, in preparing or revising the redevelopment plan for each such designated installation, to consider the feasibility and practicability of siting a refinery on the installation. Amends the Energy Policy Act of 2005 to repeal certain requirements regarding refinery revitalization.

Tax and Education Assistance for Children (TEACH) Act of 2006 - Amends the Internal Revenue Code of 1986 to establish a tax credit for the tuition paid by taxpayers to send their dependents to private or religious elementary or secondary schools. Sets the annual credit limit at $4,500 for single individuals and taxpayers filing a joint return, and $2,250 for a married individual filing a separate return.

Small Business Paperwork Amnesty Act of 2006 - Amends the Paperwork Reduction Act to direct agency heads not to impose civil fines for first-time paperwork violations by small business concerns unless there is potential for serious harm to the public interest, the detection of criminal activity would be impaired, the violation is not corrected within six months, the violation is a violation of internal revenue law or a law concerning the assessment or collection of any tax, debt, revenue, or receipt, or the violation presents a danger to the public health or safety. Permits an agency to determine that a fine should not be imposed for a violation that presents a danger to public health or safety if the violation is corrected within 24 hours after receipt by the small business owner of notification of the violation in writing. Makes this Act inapplicable to any violation by a small business of a requirement regarding the collection of information by an agency if the small business previously violated any requirement concerning the collection of information by that agency.

Tax Return Choice Act of 2006 - Prohibits the Internal Revenue Service from providing individual taxpayers with free electronic tax preparation and filing services except through the Free File program and the Internal Revenue Service's Taxpayer Assistance Centers, Tax Counseling for the Elderly, and volunteer income tax assistance programs. Repeals the provision of the Internal Revenue Service Restructuring and Reform Act of 1998 directing the Secretary of the Treasury to develop a return-free tax system.

Directs the Speaker of the House of Representatives and the President pro tempore of the Senate to make arrangements for the posthumous presentation, on behalf of Congress, of a gold medal to the next of kin or personal representative of each passenger or crew member on board United Airlines Flight 93 who is identified by the Attorney General as having aided in the effort to resist the hijackers on board the plane, in recognition of heroic service to the Nation. Directs the Secretary of the Treasury to strike a gold medal with suitable emblems, devices, and inscriptions. Authorizes the Secretary to strike and sell bronze duplicates of such gold medal. Declares such medals to be national medals. Requires that proceeds from the sale of duplicate bronze medals be deposited into the United States Mint Public Enterprise Fund.

Bureau of Alcohol, Tobacco, Firearms, and Explosives (BATFE) Modernization and Reform Act of 2006 - Amends the firearms provisions of the federal criminal code to revise the civil penalties for violations of firearms law and the procedures for assessing such penalties. Requires fines to be based upon the nature and severity of the violation, the size of the firearms business involved, and the prior record of the firearm's licensee. Requires the Attorney General to make a preliminary determination on federal firearms license applications and to notify applicants in writing of intent to deny an application. Grants applicants the right to a hearing for license denials. Directs the Attorney General to establish guidelines for Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) investigations of firearms violations. Requires the Inspector General of the Department of Justice to review the operations of ATF relating to the gun show enforcement program and blanket residency checks of prospective and actual firearms purchasers. Limits the authority of federal agencies to disclose information on firearms purchasers. Amends the Homeland Security Act of 2002 to repeal the authority of the Attorney General to delegate to ATF responsibility for investigating violent crimes and acts of domestic terrorism. Grants a firearm licensee whose license has expired or has been suspended or revoked 60 days to liquidate inventory. Allows purchasers of existing firearms businesses the right to cure firearms violations attributable to such businesses.

Emergency Agricultural Disaster Assistance Act of 2006 - Directs the Secretary of Agriculture to provide emergency financial assistance to eligible agricultural producers (other than sugar cane and sugar beet producers) who have incurred qualifying: (1) 2005 crop losses due to weather or related conditions (including crop disease, insects, and delayed harvest); and (2) 2006 crop losses due to flooding in California and Hawaii that occurred prior to the date of enactment of this Act and for which a petition for a disaster designation has been filed with the Secretary. Directs the Secretary to provide: (1) payments through the 2002 livestock compensation program for livestock disaster losses during calendar years 2005 and 2006 for losses that occurred prior to of enactment of this Act (including wildfire disaster losses in Texas and other states); (2) livestock indemnity payments to producers who have incurred 2005 and 2006 livestock disaster losses prior to enactment of this Act (including wildfire disaster losses in Texas and other states), including losses due to hurricanes, floods, wildfires, and anthrax; (3) indemnity payments to poultry producers in hurricane-affected counties, and for 2006 ewe lamb replacement and retention; (4) compensation for certain owners of flooded crop and grazing land in North Dakota; (5) sugarcane and sugar beet disaster assistance for qualifying producers and first processors in Louisiana counties designated as disaster areas due to Hurricanes Katrina or Rita, or to qualifying producers and first processors in Florida for 2005 losses due to hurricanes, floods, rain, or storms; (6) assistance to sugarcane growers in Texas (for additional Baton Rouge demurrage costs and raw sugar transportation and storage costs) and Hawaii (for an agricultural transportation cooperative); (7) assistance to specialty and nursery crop producers in hurricane-affected counties; (8) assistance to dairy producers in hurricane-affected counties; (9) assistance to producers and first handlers of cottonseed; (10) grants for agricultural promotion; (11) supplemental economic loss payments under a specified rate to producers who received crop year 2005 commodity assistance; (12) assistance to tree producers (including Christmas, potted, ornamental, and nursery trees, shrubs, and vines) in hurricane-affected counties; and (13) emergency watershed protection and emergency conservation program activities. Authorizes the Secretary to provide: (1) financial and technical assistance to remove debris and animal carcasses that could adversely affect health and safety on non-federal land in hurricane-affected counties; and (2) immunizations to Department of Agriculture employees involved in direct recovery work in hurricane-affected counties. Directs the Secretary to hire additional state and county Farm Service Agency personnel to assist in agricultural disaster and economic assistance programs. Appropriates emergency drought assistance funds for: (1) the Army Corps of Engineers; and (2) the Bureau of Reclamation (Department of the Interior). Defines "hurricane-affected county" as a county, or contiguous county, covered by a natural disaster designation related to Hurricanes Katrina, Rita, or Wilma.

Military Spouses Employment Act of 2006 - Amends the Internal Revenue Code to include spouses of members of the Armed Forces on extended active duty (more than 90 days or for an indefinite period) as members of a targeted group for purposes of the work opportunity tax credit (thus giving employers a tax incentive for hiring military spouses).

Sets forth the congressional budget for the federal government for FY2007, including the appropriate budgetary levels for FY2008-FY2011. Lists recommended budgetary levels and amounts for FY2007-FY2011 with respect to: (1) federal revenues; (2) new budget authority; (3) budget outlays; (4) deficits (on-budget); (5) debt subject to limit; and (6) debt held by the public. Lists the appropriate levels of new budget authority and outlays for specified major functional categories for FY2007-FY2011. Sets forth reconciliation instructions for the Committees on: (1) Agriculture; (2) Armed Services; (3) Education and the Workforce; (4) Energy and Commerce; (5) Government Reform; (6) Resources; (7) Transportation and Infrastructure; and (8) Ways and Means. Requires the Committee on Ways and Means to report a reconciliation bill providing for revenue reduction. Requires the Committee on Veterans' Affairs to submit to the Committee on the Budget its findings that identify savings amounting to 1% of total spending under its jurisdiction from activities that are wasteful, unnecessary, or lower-priority. Establishes a reserve fund for emergencies. Prohibits House legislation that would require advanced appropriations, with a specified exception. Makes rule XXVII of the House (the Gephardt Rule, relating to mandatory adjustment of the statutory limit on the public debt to conform to a budget resolution) inapplicable with respect to the adoption by Congress of a budget resolution for FY2007. Requires: (1) reported legislation designated as an emergency requirement to include an explanation of the manner in which the legislation meets specified criteria; and (2) if such legislation is to be considered without being reported, the explanation to be published in the Congressional Record in advance of floor consideration. Provides for changes in allocations and aggregates resulting from realistic scoring of measures affecting federal revenues. Prohibits the use of revenue increases to comply with budget allocations and aggregates. Makes it out of order in the House to consider direct spending legislation that would increase an on-budget deficit or decrease an on-budget surplus for any specified applicable time period. Requires the chairman of the Committee on the Budget to maintain a: (1) Budget Protection Mandatory Account; and (2) Budget Protection Discretionary Account.

Respect for America's Fallen Heroes Act - Prohibits a person from carrying out a demonstration: (1) at a cemetery under the control of the National Cemetery Administration or at Arlington National Cemetery, unless the demonstration has been approved by the cemetery superintendent or director; or (2) within 500 feet of a cemetery at which a funeral or memorial service is to be held, for a period beginning 60 minutes before and ending 60 minutes after the funeral or service, if such demonstration includes any individual making noise or a diversion that disturbs the peace or good order of the funeral or service. Amends the federal criminal code to provide criminal penalties for violations of such prohibitions. Expresses the sense of Congress that each state should enact legislation to restrict demonstrations near any military funeral.

Endorses the "25 by 25 initiative" which envisions that U.S. farm, ranch, and forestry lands will provide by 2025 at least 25% of the energy consumed in the United States while continuing to produce abundant, safe, and affordable food and fiber. Commits to working collaboratively with leaders of the agricultural and forestry communities to promote the increased production of renewable energy.

Disaster Recovery Personal Protection Act of 2006 - Amends the Robert T. Stafford Disaster Relief and Emergency Assistance Act to prohibit any U.S. officer or employee, or person operating under color of federal law, under control of a federal official, or providing services to such person, while acting in support of relief from a major disaster or emergency, from: (1) seizing or authorizing seizure of any firearm the possession of which is not prohibited under federal or state law, other than for forfeiture in compliance with federal law or as evidence in a criminal investigation; (2) requiring registration of any firearm for which registration is not required by federal or state law; (3) prohibiting possession of any firearm in any place or by any person where such possession is not otherwise prohibited; or (4) prohibiting the carrying of firearms by any person otherwise authorized to carry firearms, solely because such person is operating under the direction, control, or supervision of a federal agency in support of relief from a major disaster or emergency. Authorizes any individual aggrieved by a violation of this Act to seek relief by bringing an action for redress and by bringing a civil action in U.S. district court for return of a confiscated firearm.

Firearms Corrections and Improvements Act - Amends firearms provisions of the federal criminal code to: (1) lift restrictions on the possession, transfer, and importation of machineguns, and certain other shotguns and rifles, for contractors providing national security services for the United States and training related to such services, and for manufacturers for testing, research, design, or development purposes; (2) prohibit the Attorney General from charging any tax or fee for any background check by the national instant criminal background check system; (3) permit juveniles to possess and use a handgun or ammunition for certain activities without written parental consent if the parent is present when the juvenile is using the handgun; (4) eliminate certain reporting requirements for multiple handgun sales (more than one sale within five days) by dealers to state police and law enforcement agencies; (5) prohibit the Attorney General from electronically retrieving records of gun dealers who have gone out of business by name or any personal identification code; (6) limit disclosure of trace records; and (7) allow importation of barrels, frames, and receivers for firearms other than handguns for repair or replacement purposes.
