Post-9/11 Veterans Educational Assistance Act of 2007 - Amends federal veterans' benefits provisions to entitle to educational assistance under the Montgomery GI Bill certain individuals who serve on active duty in the Armed Forces (including the reserves) on or after September 11, 2001. Requires such individuals to complete the requirements of a secondary school diploma (or its equivalent) before applying for such assistance. Establishes the duration of such assistance (in most cases 36 months) and assistance amounts. Requires programs of education pursued with such assistance to be approved by the Secretary of Veterans Affairs. Allows for the pursuit of an approved program of education while on active duty. Allows, under such assistance, for the pursuit of: (1) programs on less than a half-time basis; (2) apprenticeship or other on-job training; (3) correspondence courses; (4) flight training; (5) tutorial assistance; and (6) licensure and certification tests. Requires such educational assistance to be used within 15 years of the individual's discharge or release from active duty (with exceptions). Allows individuals currently under the Montgomery GI Bill educational assistance program to elect to participate in the post-9/11 educational assistance program with respect to any unused entitlement.

Access to Cancer Clinical Trials Act of 2007 - Amends the Public Health Service Act, the Employee Retirement Income Security Act of 1974 (ERISA), and the Internal Revenue Code to prohibit a group health plan from: (1) denying an eligible participant or beneficiary participation in clinical trials related to the treatment of cancer that are federally funded or conducted under an investigational new drug application reviewed by the Food and Drug Administration (FDA); (2) denying (or limiting or imposing additional conditions on) the coverage of routine patient costs for items and services furnished in connection with such participation; or (3) discriminating against an individual on the basis of such participation. Includes as routine patient costs all items and services provided in the clinical trial that are otherwise generally available to a qualified individual, with certain exceptions. Applies such prohibitions to coverage offered in the individual market. Requires the Secretary of Health and Human Services to study the impact on group health plans and health insurance issuers of requiring them to cover routine patient care costs for individuals with serious and life threatening diseases other than cancer.

Comprehensive Coverdell Modernization Act of 2007 - Amends the Internal Revenue Code to: (1) increase from $2,000 to $4,000 the annual contribution limit to Coverdell education savings accounts; and (2) adjust such contribution limit for inflation after 2008. Makes permanent provisions enacted by the Economic Growth and Tax Relief Reconciliation Act of 2001 relating to Coverdell education savings accounts and qualified tuition programs.

State and Local Flexibility Improvement Act - Amends the Elementary and Secondary Education Act of 1965 (ESEA) to give states and local educational agencies (LEAs) greater flexibility in transferring federal funds among specified ESEA programs (relating to teachers, technology, safe and drug-free schools, 21st Century Community Learning Centers, and innovative programs) and from such programs to their allotments under title I. Replaces the current State and Local Flexibility Demonstration under title VI of the ESEA with a program allowing states to enter five-year performance agreements with the Secretary of Education, and states to enter into performance agreements with LEAs, to: (1) waive statutory and regulatory requirements; (2) consolidate ESEA funds provided for improving student achievement and narrowing achievement gaps, for use in furthering any state educational purpose; and (3) use an alternative method of allocating school improvement funds under part A of title I to more effectively target LEAs and schools serving high proportions of needy students. Holds states, LEAs, and schools to the requirement that they make adequate yearly progress (AYP) toward challenging state academic performance standards; but allows states to use additional models and systems for measuring AYP, such as longitudinal growth models. Requires states to give performance agreement priority to LEAs that have failed to make AYP for the two preceding academic years and serve a high percentage of needy students. Allows the Secretary to terminate an agreement with a state that fails to meet its terms for three consecutive school years. Lowers the minimum percentage of needy children a school must serve before its LEA may implement a schoolwide program consolidating school improvement funds for use in upgrading the school's entire educational program.

Border Tax Equity Act of 2007 - Requires the United States Trade Representative (USTR) to submit to Congress a report certifying whether or not U.S. objectives to revise World Trade Organization (WTO) rules on border tax treatment of goods and services from countries with indirect tax systems have been met in WTO negotiations. Amends the Internal Revenue Code to: (1) impose a tax on imports of goods and services from any country with an indirect tax system and deposits taxes so collected into a special account; and (2) upon request of a U.S. exporter, grant a rebate to such exporter from such account of indirect taxes paid. Imposes such requirements if the USTR fails to certify to Congress that U.S. objectives have been met.

Government Neutrality in Contracting Act - Directs the head of any federal agency that awards or obligates funds for any construction contract, or that awards grants, provides financial assistance, or enters into cooperative agreements for construction projects, to ensure that bid specifications, project agreements, or other controlling documents do not: (1) require or prohibit a bidder, offeror, contractor, or subcontractor from entering into, or adhering to, agreements with a labor organization, with respect to that construction project or another related construction project; or (2) otherwise discriminate against such a party because it did or did not become a signatory or otherwise adhere to such an agreement. Allows exemptions to avert an imminent threat to public health or safety or to serve national security. Allows additional exemptions for certain projects. Directs the Federal Acquisition Regulatory Council to amend the Federal Acquisition Regulation to implement this Act with respect to the applicable federal contracts.

Human Cloning Prohibition Act of 2007 - Amends the federal criminal code to prohibit any public or private person or entity, in or affecting interstate commerce, from: (1) performing or attempting to perform human cloning; (2) participating in an attempt to perform human cloning; or (3) shipping, receiving, or importing the product of human cloning for any purpose. Sets forth criminal and civil penalties for violations. Provides that nothing in this Act shall restrict areas of scientific research not specifically prohibited by this Act, including research in the use of nuclear transfer or other cloning techniques to produce molecules, DNA, cells other than human embryos, tissues, organs, plants, or animals other than humans.

Iraq Study Group Recommendations Implementation Act of 2007 - Expresses the sense of Congress: (1) that the President should formulate a comprehensive plan to implement the Iraq Study Group recommendations; (2) respecting diplomatic efforts in Iraq; and (3) respecting redeployment of U.S. combat brigades not necessary for force protection and other specified duties by the first quarter of 2008. States U.S. policy respecting: (1) security and military forces in Iraq; (2) strengthening the U.S. military; (3) police and criminal justice in Iraq; (4) the oil sector in Iraq; (5) improving assistance programs in Iraq; (6) budgetary preparation; and (7) conditions for continued U.S. assistance to Iraq based upon the government of Iraq meeting specified milestones. Requires the President to report to Congress every 90 days respecting such policies' implementation.

Fast and Secure Travel at the Borders Act of 2007 or FAST Borders Act of 2007 - Authorizes the Secretary of Homeland Security, through the Commissioner of Customs and Border Protection, to establish an automated system for the purpose of the enforcement of U.S. law, including antiterrorism and border security law, to assist in the screening of persons seeking to enter or depart the United States. States that: (1) such system shall provide an administrative process for an individual to apply to correct any information retained by the system; and (2) such corrective process shall not be construed as creating a private right of action and no court shall have jurisdiction on any case or claim arising from the application of such system or corrective administrative process. Authorizes: (1) the Commissioner of Customs and Border Protection to require each vessel, vehicle, and aircraft arriving in the United States from, or departing the United States to, a foreign port or place to transmit to United States Customs and Border Protection a passenger manifest and crew manifest; (2) a civil penalty for non-compliance; and (3) sharing of manifest and passenger name record information with other government agencies.

Amends the the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 to require federal contractors and subcontractors (as defined by this Act) to participate in the employment eligibility verification pilot program. Directs the Attorney General to ensure that the pilot program is applied to all of the contractor's or subcontractor's employees and not just to those performing the contract or subcontract.

Boutique Fuel Reduction Act of 2007 - Amends the Clean Air Act to add as "extreme and unusual circumstances that prevent the distribution of an adequate supply of fuel or fuel additives to consumers" under which the Administrator of the Environmental Protection Agency (EPA) may temporarily waive a control or prohibition on the use of a fuel or fuel additive circumstances that are the result of unexpected problems with equipment necessary for transportation and delivery of fuel or fuel additives. States that EPA shall have no authority, when considering a state implementation plan (SIP) or SIP revision, to approve any fuel included in such plan or revision if the effect of such approval increases the total number of fuels set forth on the published list of approved fuels (currently EPA does not have the authority to approve a fuel if it increases the total number of fuels approved as of September 1, 2004, in all SIPs). Requires notice and opportunity for comment before the Administrator removes a fuel from the list. Requires EPA to remove a fuel from the list if such fuel has ceased to be included in an SIP or is identical to a federal fuel control or prohibition. Repeals provisions prohibiting EPA from reducing the total number of authorized fuels. Requires EPA to publish a revised list reflecting the reduction in the number of fuels. Deletes as a condition under which the Administrator's authority to approve a control or prohibition respecting any new fuel is limited that such new fuel will increase the total number of fuels on the list.

United Nations Voting Accountability Act of 2007 - Prohibits providing U.S. assistance (as defined by this Act) to a country that opposed the U.S. position in the United Nations. Authorizes the Secretary of State to (temporarily) exempt a country from such prohibition if since the beginning of the most recent session of the General Assembly there has been a fundamental change in the country's leadership and policies so that the country will no longer oppose the U.S. position in the United Nations. Authorizes the President to exempt a country from such prohibition for national security reasons.

Directs the Secretary of Homeland Security to: (1) conduct a pilot program for the mobile biometric identification in the maritime environment of aliens unlawfully attempting to enter the United States; (2) ensure such program's coordination with other Department of Homeland Security (DHS) biometric identification programs; and (3) evaluate the costs and feasibility of expanding the capability to all appropriate DHS maritime vessels.

The Motorist's Bill of Rights: Increasing Gas Supply, Reducing Demand, and Protecting Consumers from Gouging - Makes it unlawful, with specified exceptions, for a supplier to increase the price for road transportation fuel or domestic heating fuel by an unconscionable amount in an area during a period covered by a presidential proclamation that an abnormal market disruption has occurred. States that a violation of this Act shall be: (1) treated as an unfair or deceptive act or practice as defined under the Federal Trade Commission Act; and (2) subject to civil and criminal penalties. Authorizes the Administrator of the Environmental Protection Agency (EPA), upon the request of a state governor or tribal organization, to provide financial assistance to hire additional personnel to assist a state or Indian tribe with expertise in fields relevant to consideration of federal refinery authorizations. Requires a federal coordinator, upon the request of an applicant seeking a federal refinery authorization, to establish a memorandum of agreement, executed by relevant federal and state agencies, setting forth the most expeditious coordinated schedule possible for completion of all such authorizations. States that such process of authorizations shall apply to a refinery sited or expanded: (1) in a state or on Indian lands where the process of authorization has been requested; or (2) on a closed military installation. Directs the Secretary of Energy to establish a public education campaign for U.S. drivers about immediate measures that can be taken to conserve transportation fuel. Amends the Clean Air Act to add as "extreme and unusual circumstances that prevent the distribution of an adequate supply of fuel or fuel additives to consumers" under which the Administrator may temporarily waive a control or prohibition on the use of a fuel or fuel additive circumstances that are the result of unexpected problems with equipment necessary for transportation and delivery of fuel or fuel additives. Commends the Director of the National Institutes of Health (NIH) for working with leading scientists and researchers to organize the first NIH conference on hydrocephalus in September 2005 and the Inaugural Cerebellar Development: Bench to Bedside International Conference in November 2006. Expresses the sense of Congress that: (1) the Director of NIH should continue the current collaboration, with respect to Dandy-Walker syndrome, among the National Human Genome Research Institute, the National Institute of Biomedical Imaging and Bioengineering, the National Institute of Child Health and Human Development, the National Institute of Neurological Disorders and Stroke, and the Office of Rare Diseases; (2) further research into such syndrome should be conducted and supported; (3) NIH should take the lead in sponsoring an annual workshop to increase awareness and set national research priorities for such syndrome and hydrocephalus; (4) the Centers for Disease Control and Prevention (CDC) should form a coordinating committee for such syndrome and hydrocephalus research; and (5) public awareness and professional education regarding Dandy-Walker research should increase through partnerships between the federal government and patient advocacy organizations.

Expresses: (1) concern over the emerging national security implications of the relationships between the leaders of Iran and regimes in the Western Hemisphere like Venezuela; and (2) support for the people of Iran and Venezuela as they strive for freedom, respect for human rights and civil liberties. Supports the existing counterterrorism efforts of Latin American countries. Emphasizes the importance of eliminating Hizbollah's financial network in the tri-border region of South America and throughout the Western Hemisphere. Recommends that the President of the United States create more mechanisms for joint counterterrorism operations and intraregional information sharing among supportive countries in the Western Hemisphere, especially in light of Iran's increased involvement in the region.

Expresses the sense of Congress that: (1) the fatal radiation poisoning of Alexander Litvinenko raises significant concerns about the potential involvement of elements of the Russian government in Mr. Litvinenko's death, and about the security and proliferation of radioactive materials; (2) the use of such radioactive materials demonstrates a threat to the safety and security of the people of the Russian Federation, the United Kingdom, the United States, and other countries; and (3) the President of the United States and the Secretary of State should urge Russian President Vladimir Putin and other officials of the Russian government to cooperate fully with the British government in its investigation into Mr. Litvinenko's death and to ensure the security of the production, storage, distribution, and export of polonium-210 as a material that may become dangerous to large numbers of people if utilized by terrorists.

Commission on the Accountability and Review of Federal Agencies Act - Establishes the Commission on the Accountability and Review of Federal Agencies to: (1) evaluate executive agencies and their programs; and (2) submit to Congress a plan recommending agencies and programs that should be realigned or eliminated and proposing implementing legislation. Requires the Commission to recommend: (1) realignment where a function performed by two or more agencies or programs can be consolidated; (2) realignment or elimination of any agency or program that has wasted federal funds; and (3) elimination of any agency or program that has completed its purpose, become irrelevant, or failed to meet objectives.

Condemns the April 2007 murders of the three Christian workers in Turkey. Supports the government of Turkey's efforts to investigate and prosecute those individuals responsible in order to underline the defense of all residents and citizens of Turkey from attacks by Islamic extremists. Urges the government of Turkey to: (1) take further steps to ensure that religious minority groups in Turkey are protected from such acts of terror by Islamic extremists; and (2) promote freedom of speech and peaceful religious expression in Turkey.

Terrorism Prevention and Deterrence Act of 2007 - Amends the federal criminal code to impose a fine and/or prison term of up to 25 years (or a life term if a death results) for providing, or attempting or conspiring to provide, material support or resources to a perpetrator of international terrorism, or to a family member or other person associated with such perpetrator, with the intent to facilitate, reward, or encourage any act of international terrorism. Provides for expanded jurisdictional bases for prosecuting such offense. Increases prison terms for providing material support to terrorists and foreign terrorist organizations and for receiving military-type training from a foreign terrorist organization. Prohibits attempts or conspiracies to receive such training. Increases criminal penalties for terrorist murders or manslaughters of U.S. nationals outside the United States. Specifies separate criminal penalties for kidnappings and sexual abuse of U.S. nationals outside the United States.

Social Security Card Fortification Act - Amends title II (Old Age, Survivors and Disability Insurance) of the Social Security Act to prescribe requirements for an updated social security card, including security features to prevent tampering, counterfeiting, or duplication of the card for fraudulent purposes and use. Allows the Commissioner of Social Security to charge a reasonable fee to the recipient as a condition for issuance of a card. Authorizes the Commissioner, through a Memorandum of Understanding and a reimbursement of costs, to delegate to the Secretary of Homeland Security the process of meeting the requirements of this Act.

Cancer Screening, Treatment, and Survivorship Act of 2007 - Amends the Public Health Service Act to require the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention (CDC), to make matching grants to states or Indian tribes for: (1) cancer screening and referrals; (2) developing and disseminating public information and education programs for the detection and control of certain cancers; (3) improving the education, training and skills of health professionals in detecting certain cancers; and (4) establishing mechanisms to monitor the quality of screening procedures. Amends title XIX (Medicaid) of the Social Security Act to allow states to provide coverage under Medicaid for individuals not otherwise eligible who are under the age 65 and who: (1) have been screened for cancer and have been referred for treatment; or (2) have been diagnosed or treated for cancer. Requires the Director of the National Institutes of Health (NIH), acting through the Director of the National Cancer Institute (NCI), to expand research programs to identify and improve cancer screening and testing protocols and tools, with particular emphasis on those cancers with the highest incidence of mortality and disability. Directs the Secretary to award grants for activities to raise public awareness to ensure widespread use of cancer screening programs and access to the best available screening and testing services. Requires the Director of NIH to: (1) expand cancer survivorship research activities at NCI-designated cancer centers; and (2) provide assistance to such centers for research to evaluate models of survivorship care.

Syria Accountability and Liberation Act - States that U.S. sanctions, controls, and regulations relating to Syria shall remain in effect until the President certifies that Syria has ceased support for terrorism, has dismantled biological, chemical, or nuclear weapons programs and has committed to combat their proliferation, respects the boundaries and sovereignty of all neighboring countries, and upholds human rights and civil liberties. Imposes specified trade, assistance, and military sanctions, as appropriate, on persons or countries that transfer goods or technology so as to contribute to Syria's biological, chemical, nuclear, or advanced conventional weapons programs. Imposes specified sanctions aimed at Syria's energy sector. Sets forth diplomatic measures intended to isolate the government of Syria. Directs the President to provide assistance to support a democratic transition in Syria. Authorizes appropriations.

Veterans' Employment Transition Support Act of 2007 or the VETS Act of 2007 - Amends the Internal Revenue Code to allow employers a general business tax credit for hiring certain veterans certified by designated local agencies as having served on active duty (other than for training) in the Armed Forces for a period of more than 180 days or having been discharged or released from active duty for a service-connected disability. Sets the amount of such credit at 40% of the first-year wages of such veterans and increases the percentage of such credit for disabled veterans based upon their disability ratings.

ALS Registry Act - Amends the Public Health Service Act to require the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention (CDC), to: (1) develop a system to collect data on amyotrophic lateral sclerosis (ALS) and other motor neuron disorders that can be confused with ALS, misdiagnosed as ALS, or progress to ALS; and (2) establish a national registry for the collection and storage of such data. Requires the Secretary, acting through the Director, to establish the Advisory Committee on the National ALS Registry to review information and make recommendations to the Secretary concerning: (1) the development and maintenance of the registry; (2) the type of information to be included; (3) the manner in which data is to be collected; (4) the use and availability of such data; and (5) the collection of information about diseases and disorders that primarily affect motor neurons that are considered essential to furthering the study and cure of ALS. Allows the Secretary, acting through the Director, to award grants to, and enter into contracts and cooperative agreements with, public or private nonprofit entities for the collection, analysis, and reporting of data on ALS and other motor neuron disorders. Requires the Secretary, acting through the Director, to: (1) identify, build upon, expand, and coordinate among existing data and surveillance systems, surveys, registries, and other federal public health and environmental infrastructure wherever possible; and (2) provide for research access to ALS data as recommended by the Advisory Committee in a manner that protects personal privacy. Requires the Secretary to ensure that epidemiological and other types of information is made available to the National Institutes of Health (NIH) and the Department of Veterans Affairs.

Perpetual Purple Heart Stamp Act - Directs the Postmaster General to provide for the issuance of a forever stamp (a stamp that meets first-class postage requirements even if postage rates increase) to honor the sacrifices of the men and women of the Armed Forces who have been awarded the Purple Heart.

E-2 Nonimmigrant Investor Adjustment Act of 2007 - Amends the Immigration and Nationality Act to make certain nonimmigrant investors (E-2 visa) who have resided in the United States for at least five years immediately eligible to adjust to permanent resident status.

Mother's Day Centennial Commemorative Coin Act - Instructs the Secretary of the Treasury to mint and issue not more than 400,000 $1 coins emblematic of the 100th anniversary of President Wilson's proclamation designating the second Sunday in May as Mother's Day. Authorizes the Secretary to issue such coins beginning January 1, 2014, except that the Secretary may initiate sales of such coins, without issuance, before such date. Terminates such minting authority after December 31, 2014. Requires coin sales to include a $10 surcharge per coin, with distribution of such surcharges to the Susan G. Komen for the Cure and the National Osteoporosis Foundation for the purpose of furthering research.

Requires the President to designate not less than three closed military installations or portions thereof that are appropriate for siting a refinery for gasoline or other fuel. Designates the Department of Energy as the lead agency for coordinating applicable federal refinery authorizations and related environmental reviews with respect to a designated refinery. Gives the U.S. Court of Appeals for the District of Columbia exclusive jurisdiction over civil actions relating to federal refinery authorizations.

Teacher Tax Credit Act of 2007 - Amends the Internal Revenue Code to allow an eligible educator an annual $2,000 tax credit. Defines: (1) "eligible educator" as an individual who is a kindergarten through grade 12 teacher, instructor, counselor, principal, or aide in an eligible elementary or secondary school for at least 900 hours during a school year; and (2) "eligible elementary or secondary school" as a school that is eligible for schoolwide assistance under the Elementary and Secondary Education Act of 1965.

Medicare Access to Complex Rehabilitation and Assistive Technology Act of 2007 - Amends title XVIII (Medicare) of the Social Security Act to exempt complex rehabilitation products and assistive technology products from the Medicare competititve acquisition program.

Coal Liquid Fuel Act - Amends the Energy Policy Act of 2005 to authorize the Secretary of Energy to enter into: (1) standby loan agreements with up to six qualifying CTL projects, at least one of which shall be owned by two or more small coal producers; and (2) a profit-sharing agreement with the project at the time the standby loan agreement is executed. Defines "qualifying CTL project" as: (1) a commercial-scale project that converts coal to liquid or gaseous transportation fuels; or (2) not more than one project at a facility that converts petroleum refinery waste products, including petroleum coke, into liquids or gaseous transportation fuels, and demonstrates the capture, sequestration, or disposition of carbon dioxide produced in the conversion process.

Investment in America Act of 2007 - Amends the Internal Revenue Code to: (1) increase from 12 to 20% the rate of the alternative simplified tax credit for research expenses; (2) make permanent the tax credit for increasing research activities; and (3) repeal the alternative incremental tax credit for research expenses.

No Parole for Sex Offenders Act - Requires a state that is receiving funds for certain law enforcement assistance programs under the Omnibus Crime Control and Safe Streets Act of 1968 to put into effect laws and policies that prohibit parole for any individual convicted of a crime against a minor and any sexually violent predator. Grants states three years to implement such laws and policies (with one additional two-year extension for states making good faith efforts at implementation). Renders any state that does not implement such laws and policies within the required period ineligible for 10% of funding for its law enforcement assistance programs.

Empowering Our Local Communities Act of 2007 - Amends the federal criminal code to impose a minimum mandatory prison term of five years and a maximum term of 40 years on any illegal alien who commits manslaughter while operating a motor vehicle under the influence of alcohol. Amends the Immigration and Nationality Act to impose criminal penalties on individuals present in the United States in violation of immigration laws. Requires the Department of Homeland Security to continue to operate and implement the Institutional Removal Program for the identification and removal from the United States of criminal aliens. Requires such program to be extended to all states. Authorizes states to detain criminal aliens after the completion of their prison sentences to effectuate their transfer to federal custody. Authorizes appropriations for the training of state and local government officers or employees to perform certain functions of a federal immigration officer.

Freight Rail Infrastructure Capacity Expansion Act of 2007 - Amends the Internal Revenue Code to allow: (1) a tax credit for 25% of the cost of new qualified freight rail infrastructure property and qualified locomotive property; and (2) a taxpayer election to expense the cost of qualified freight rail infrastructure property (i.e., deduct all costs in the current taxable year). Terminates such credit and expensing election after 2012.

Authorizes appropriations for FY2008 for enhancing the integrity of the United States against the threat of terrorism. Requires such funds to be used by the Secretary of Homeland Security to reimburse a state or political subdivision for expenses incurred when law enforcement officers or employees of such state or subdivision receive training to perform border security and immigration enforcement functions.
