Disaster Relief and Summer Jobs Act of 2010 - Makes emergency supplemental appropriations for disaster relief and summer jobs for FY2010 to: (1) the Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA), including the DHS Office of the Inspector General for disaster-related audits and investigations; (2) the Department of Labor, Employment and Training Administration (ETA) for certain training and employment services; and (3) the Small Business Administration (SBA) for the business loans program account. Makes appropriations to the House of Representatives for a payment to Joyce Murtha, widow of John P. Murtha, late a Representative from Pennsylvania. Amends the American Recovery and Reinvestment Act of 2009 to extend from March 28, 2010, through April 30, 2010, the authority of the SBA to guarantee up to 90% of qualifying small business loans made by eligible lenders under the Small Business Act or the Small Business Investment Act of 1958. Rescinds certain amounts of funds from the following accounts: (1) the Department of Commerce, National Telecommunications and Information Administration, the Digital-to-Analog Converter Box Program; (2) the Department of Transportation (DOT), National Highway Traffic Safety Administration (NHTSA), Consumer Assistance to Recycle and Save Program; and (3) the Department of Agriculture (USDA), Food and Nutrition Service, Special Supplemental Nutrition Program for Women, Infants, and Children (WIC), as well as specified rural development programs. Designates each amount in this Act as an emergency requirement and necessary to meet emergency needs pursuant to S. Con. Res. 13, the concurrent resolution on the budget for FY2010.

Wall Street Bonus Tax Act - Amends the Internal Revenue Code to: (1) impose a tax on current or former employees of recipients of financial assistance under the Trouble Asset Relief Program (TARP) for 50% of any bonus exceeding $50,000 paid to them during 2010; and (2) establish in the Treasury the Small Business Growth Fund to hold revenues from such tax. Requires the Administrator of the Small Business Administration (SBA) to establish and carry out a program to make loans directly to small business concerns. Makes amounts from such Fund available to carry out such program.

Amends the Continuing Appropriations Resolution, 2010 to extend from October 31, 2009, through December 23, 2009, appropriations and funds made available and authority granted pursuant to that joint resolution, unless either of the following occurs first: (1) the enactment into law of an appropriation for any project or activity provided for in this joint resolution; or (2) the enactment into law of the applicable appropriations Act for FY2010 without any provision for such project or activity.

Share the Sacrifice Act of 2010 - Amends the Internal Revenue Code to impose a temporary income-based surtax beginning after 2010 on the net income tax liability of individual taxpayers, trusts, estates, and corporations to cover federal expenditures for the war in Afghanistan. Exempts members of the Armed Forces who have received combat zone compensation, family members of such members who received a death gratuity on or after September 11, 2001, and taxpayers whose adjusted gross income does not exceed $30,000. Authorizes the President to delay the implementation of such tax for up to one year if the President determines that the U.S. economy is too weak to absorb it.

Against Corporations Organizing to Rip-off the Nation Act or the ACORN Act - Prohibits the federal government from awarding contracts, grants, or other agreements to, providing any other federal funds to, or engaging in activities that promote, any corporation or company that has been found guilty of a felony criminal violation under federal or state law, that had its state corporate charter terminated due to its failure to comply with federal or state lobbying disclosure requirements, or that employs or otherwise retains a director, officer, or executive of the corporation or company who has been found guilty of a felony in relation to the individual's conduct for that company, during the five-year period following such conviction or charter termination. Prohibits such a corporation or director, officer, or executive, during such period, from: (1) contributing funds to a candidate for federal office, federal political action committee, or federal or state political party; or (2) using more than $1 million in any calendar year to lobby Congress or federal employees. Includes Pfizer, Pharmacia & Upjohn Company Inc., and any Pfizer related affiliate as covered companies for purposes of this Act. Requires the Federal Acquisition Regulation to be revised to carry out the provisions of this Act relating to contracts. Authorizes the President to waive a prohibition under this Act in the national interest.

Milk Import Tariff Equity Act - Amends the Harmonized Tariff Schedule of the United States to impose tariff-rate quotas (quantitative import limits) and provide various duty rates on certain casein, caseinates, milk protein concentrate, and other casein derivatives and glues imported into the United States (except imports from a country which has entered into a free trade agreement with the United States). Authorizes the President to: (1) enter into a trade agreement with a foreign country to grant new concessions as compensation in order to maintain the general level of reciprocal and mutually advantageous concessions; and (2) proclaim any necessary modification or continuance of any existing duty, or continuance of existing duty-free or excise treatment, or any quantitative limitation. Sets forth certain limits on the reduction of duties on such products.

Makes emergency supplemental appropriations of $2 billion for FY2009 and FY2010 to the National Highway Traffic Safety Administration (NHTSA) of the Department of Transportation (DOT) for the Consumer Assistance to Recycle and Save Program (Cash for Clunkers Program). Amends the Consumer Assistance to Recycle and Save Program to require the Government Accountability Office (GAO) and the DOT Inspector General to review and report to Congress on the administration of the program.

National Future Farmers of America Commemorative Coin Act of 2009 - Directs the Secretary of the Treasury to mint and issue gold and silver coins in commemoration of the National Future Farmers of America Organization and the 85th anniversary of such Organization. Authorizes the issuance of coins under this Act only for a one year period, beginning on January 1, 2012. Requires all sales of coins minted under this Act to include a surcharge of $25 per gold coin and $10 per silver coin. Requires all of the surcharges received from the sale of such coins to be paid to the National Future Farmers of America Foundation in Indianapolis, Indiana, for the creation of an endowment to enhance and expand programs that encourage the development of leadership skills, personal growth, and career success through agricultural education and the Future Farmers of America.

Protect America's Wildlife Act of 2009 - Amends the Fish and Wildlife Act of 1956 to impose criminal penalties on anyone who knowingly violates any regulation prohibiting the shooting or harassing of birds, fish, or other animals from aircraft (airborne hunting). Increases the monetary penalty for airborne hunting from $5,000 to $50,000. Expands the exceptions to the prohibition against airborne hunting to include enhancing the propagation and survival of wildlife or preventing the extinction of a species threatened or endangered under the Endangered Species Act of 1973.

Amends the Internal Revenue Code with respect to determination of the balances of the Highway Trust Fund September 30, 1998. Replaces the $8.017 billion Restoration of Fund balance appropriation with a $5 billion Increase in Fund balance appropriation (without fiscal year limitation). Amends the Omnibus Appropriations Act, 2009 with respect to advances to the Unemployment Trust Fund and to the Black Lung Disability Trust Fund under the Employment and Training Administration (ETA) of the Department of Labor. Removes the FY2010 limitation on the appropriation as well as the specific dollar amount for such advances, replacing them with such appropriations as may be necessary. Increases from $315 billion to $400 billion the maximum loan principal for FY2009 commitments to guarantee single family loans insured under the Mutual Mortgage Insurance Fund (MMIF) of the Federal Housing Administration (FHA). Increases from $300 billion to $400 billion the limit on new Government National Mortgage Association (GNMA or Ginnie Mae) commitments to issue guarantees under the Mortgage-Backed Securities Loan Guarantee Program.

Preventing Unintended Pregnancies, Reducing the Need for Abortion, and Supporting Parents Act - Requires the Secretary of Health and Human Services ( HHS) to make matching grants for projects to provide comprehensive education on preventing teen pregnancies. Amends the Elementary and Secondary Education Act of 1965 to reauthorize appropriations for the 21st Century Community Learning Centers and the Carol M. White Physical Education Program. Amends the Higher Education Act of 1965 to reauthorize appropriations for Federal TRIO Programs and Gaining Early Awareness and Readiness for Undergraduate Programs (GEARUP). Amends part A of title IV (Temporary Assistance to Needy Families) (TANF) of the Social Security Act (SSA) to award grants to states for reducing teen pregnancy and teen births. Amends the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 to require the Secretary to establish a national goal of reducing teen pregnancy by at least one-third over ten years. Authorizes the Secretary to make matching grants to assist entities in demonstrating innovative approaches to teen pregnancies, such as facilitating communication between parents and children. Requires the Secretary to award grants to organizations to establish and operate a national initiative for parents of adolescents to reduce teen pregnancy. Directs the Secretary of Education to award demonstration grants to community colleges for the purpose of developing and implementing innovative approaches to prevent unplanned pregnancy and promote healthy relationships among women and men in community colleges. Amends title XIX (Medicaid) of SSA to expand coverage of family planning services. Expands and extends postpartum health care coverage for women under Medicaid and the Children's Health Insurance Program (CHIP, formerly known as SCHIP). Expands the definition of "low-income child" under CHIP. Title X Family Planning Services Act of 2009 - Authorizes appropriations for the establishment and operation of voluntary family planning projects. Amends the Public Health Service Act to prohibit individual health insurance issuers from imposing any preexisting condition exclusions relating to pregnancy as a preexisting condition. Requires such issuers to provide coverage for maternity services. Authorizes the HHS Secretary to make grants for the purchase of ultrasound equipment. Requires the HHS Secretary to make grants to enable states to better identify and treat women who are victims of, or at risk of, domestic violence, dating violence, sexual assault, sexual coercion, or stalking. Authorizes the Secretary of Education to make grants to institutions of higher education to assist students who have decided to carry their pregnancies to term in continuing their studies and graduating. Requires the HHS Secretary to award grants for a national information campaign to educate the public about adoption. Amends the Internal Revenue Code to increase and make refundable the tax credit for adoption expenses. Revises and authorizes appropriations for the special supplemental nutrition program for women, infants, and children (WIC program). Requires the HHS Secretary to enter into an agreement with the Institute of Medicine to study the range of choices women make in response to unintended pregnancy.

Makes appropriations for FY2010 to: (1) the Committee for Purchase From People Who Are Blind or Severely Disabled; (2) the Corporation for National and Community Service, for domestic volunteer service programs and operating expenses, administrative expenses and salaries, and the Office of Inspector General; (3) the Corporation for Public Broadcasting; (4) the Federal Mediation and Conciliation Service; (5) the Federal Mine Safety and Health Review Commission; (6) the Institute of Museum and Library Services; (7) the Medicare Payment Advisory Commission; (8) the National Council on Disability; (9) the National Labor Relations Board (NLRB); (10) the National Mediation Board; (11) the Occupational Safety and Health Review Commission; (12) the Railroad Retirement Board for the dual benefits payments account, federal payments to the railroad retirement accounts, administration, and the Office of Inspector General; and (13) the Social Security Administration (SSA) for payments to the Social Security trust funds, the Supplemental Security Income (SSI) Program, administrative expenses, and the Office of Inspector General. Specifies certain uses and limits on or prohibitions against the use of funds appropriated by this Act.

Trade Reform, Accountability, Development, and Employment Act of 2009 or the TRADE Act of 2009 - Directs the Comptroller General to: (1) review biennially certain free trade agreements (including Uruguay Round Agreements) between the United States and foreign countries to evaluate their economic, environmental, national security, health, safety, and other effects; and (2) report on them to the Congressional Trade Agreement Review Committee (established by this Act), including analyses of specified aspects of each agreement and certain information about agreement parties, such as whether the country has a democratic form of government, respects certain core labor rights and fundamental human rights, protects intellectual property rights, and enforces environmental laws. Declares that implementing bills of new trade agreements shall not be subject to expedited consideration or special procedures limiting amendment, unless such agreements include certain standards with respect to: (1) labor; (2) human rights; (3) environment and public safety; (4) food and product health and safety; (5) provision of services; (6) investment; (7) procurement; (8) intellectual property; (9) agriculture; (10) trade remedies and safeguards; (11) dispute resolution and enforcement; (12) technical assistance; (13) national security; and (14) taxation. Requires the President to submit to Congress a plan for the renegotiation of existing trade agreements to bring them into compliance with such standards. Establishes a Congressional Trade Agreement Review Committee. Expresses the sense of Congress that certain processes for U.S. trade negotiations should be followed when Congress considers legislation providing special procedures for implementing bills of trade agreements.

Voter Confidence and Increased Accessibility Act of 2009 - Amends the Help America Vote Act of 2002 (HAVA) to revise requirements for the audit capacity of voting systems, particularly those for a permanent paper record. Requires the voting system to require the use of an individual, durable, voter-verified paper ballot of the voter's vote that shall be marked and made available for inspection by the voter before the voter's vote is cast and counted, and which shall be counted by hand or read by an optical scanner or other counting device. Requires the voting system to provide the voter with an opportunity to correct any system-made error in the voter-verified paper ballot before it is permanently preserved. Requires each paper ballot used to be: (1) suitable for a manual audit; and (2) counted by hand in any recount or audit conducted with respect to any federal election. Sets forth a special rule for treatment of disputes when paper ballots have been shown to be compromised. Requires the Director of the National Science Foundation (NSF) to make grants to eligible entities to study, test, and develop accessible ballot voting, verification, and casting mechanisms and devices and best practices to enhance the accessibility of paper ballot voting and verification mechanisms for individuals with disabilities, for voters whose primary language is not English, and for voters with difficulties in literacy. Specifies additional voting system requirements and prohibitions. Requires the NSF Director to make grants to eligible entities to conduct research on the development of election-dedicated voting system software. Makes available additional funding to enable states to meet the costs of the requirements imposed by this Act. Provides for complaints to the Attorney General by persons aggrieved by violations of HAVA. Requires each state to administer audits of federal election results, without advance notice to the precincts selected, consisting of random hand counts of the voter-verified paper ballots. Makes an exception from this requirement for elections in which the winning candidate had no opponent or received 80% or more of the vote total. Prescribes requirements for determination of the number of ballots counted under the audit. Prescribes the process for administering audits. Requires the Election Auditor of a state, as soon as practicable after the completion of an audit, to submit the results to the Election Assistance Commission (EAC) for publication. Prohibits certification of the results of any election until completion of audits. Provides for payments to states for the costs of conducting audits. Exempts from this Act any election for which a recount under state law will commence before certification of the election results. Repeals the EAC's exemption from certain federal government contracting requirements.

Makes supplemental appropriations for: (1) the Department of Agriculture for the Foreign Agricultural Service for Public Law 480 Title II grants (supplemental food program) and wildland fire management; (2) the Department of Justice (DOJ), including for the National Security Division, the Bureau of Alcohol, Tobacco, Firearms, and Explosives, and the Federal Prison System; (3) the Department of Energy for the Strategic Petroleum Reserve; (4) the National Nuclear Security Administration for defense nuclear nonproliferation; (5) the Executive Office of the President for the National Security Council; (6) the Department of Homeland Security (DHS) for the Federal Emergency Management Agency (FEMA) for firefighter assistance grants; (7) the Department of the Interior for wildland fire management; (8) the Department of Health and Human Services (HHS) for the Public Health and Social Services Emergency Fund; (8) the Capitol Police; (9) the Department of State for diplomatic and consular programs, the Office of Inspector General, and embassy security, construction, and maintenance; (10) contributions for international peacekeeping activities; (11) the United States Agency for International Development (USAID) for operating expenses, the Capital Investment Fund, and the Office of Inspector General; (12) global health and child survival; (13) international disaster assistance; (14) the Economic Support Fund; (15) assistance for Europe, Eurasia, and Central Asia; (16) international narcotics control and law enforcement; (17) nonproliferation, antiterrorism, demining, and related programs; (18) migration and refugee assistance; (19) peacekeeping operations; (20) international military education and training; (21) the Foreign Military Financing Program; and (22) the Pakistan Counterinsurgency Capability Fund. Specifies authorized, restricted, and prohibited uses of appropriated funds. Earmarks funds for specified assistance programs.

Robert M. La Follette, Sr. Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue $1 coins in commemoration of Robert M. La Follette, Sr., and emblematic of his life and accomplishments. Restricts coin issuance to calendar year 2011. Imposes a surcharge of $10 per coin, to be deposited into the United States Mint Public Enterprise Fund.

New Frontier Congressional Gold Medal Act - Authorizes the President to present gold medals, on behalf of Congress, to: (1) the astronauts of the Apollo 11 mission to the surface of the moon, Neil A. Armstrong (the first human to walk on the moon), Edwin E. "Buzz" Aldrin Jr. (pilot of the lunar module Eagle and second person to walk on the moon), and Michael Collins (pilot of their command module Columbia) in recognition of the first lunar landing, on July 20, 1969; and (2) John Herschel Glenn, the first American to orbit the Earth, on February 20, 1962.

Star-Spangled Banner Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue $5 gold coins and $1 silver coins in commemoration of the bicentennial of the writing of the Star-Spangled Banner . Requires a coin design emblematic of the War of 1812, and in particular of, the Battle for Baltimore that formed the basis for the Star-Spangled Banner. Limits the period for coin issuance to calendar year 2012. Imposes a surcharge of $35 per coin for the $5 coins and $10 per coin for the $1 coins, which shall be distributed to the Maryland War of 1812 Bicentennial Commission for the purpose of supporting bicentennial activities, educational outreach activities, and preservation and improvement activities pertaining to the sites and structures relating to the War of 1812.

Breast Cancer Education and Awareness Requires Learning Young Act of 2009 or EARLY Act - Amends the Public Health Service Act to direct the Secretary of Health and Human Services (HHS), acting through the Director of the Centers for Disease Control and Prevention (CDC), to conduct a national evidence-based education campaign: (1) to increase public awareness regarding the threats posed by breast cancer to young women, including the particular risks faced by certain ethnic and cultural groups; and (2) focusing on awareness of risk factors and achieving early detection through community-centered informational forums, public service advertisements, and media campaigns. Directs the Secretary to award grants to entities to establish national multimedia campaigns that: (1) will encourage young women to be aware of their personal risk factors, strategies for increasing early detection and self awareness, evidence based preventative lifestyle changes, and other appropriate breast cancer early detection and risk reduction strategies; (2) will encourage young women of specific higher-risk populations to talk to their medical practitioners about those risks and methods for appropriate screening and surveillance; and (3) may include advertising through specified media. Requires the Secretary, acting through the Director, to: (1) establish an advisory committee to assist in creating and conducting the public education campaign; (2) conduct an education campaign to increase awareness among health care professionals; and (3) conduct prevention research. Directs the Secretary to award grants to organizations and institutions to provide to young women diagnosed with breast cancer substantive assistance and health information from credible sources on: (1) education and counseling regarding fertility preservation; (2) social, emotional, psychosocial, financial, lifestyle, and caregiver support; (3) familial risk factors; and (4) risk reduction strategies to reduce recurrence or metastasis.

Preservation of Antibiotics for Medical Treatment Act of 2009 - Amends the Federal Food, Drug, and Cosmetic Act to require the Secretary of Health and Human Services to deny an application for a new animal drug that is a critical antimicrobial animal drug unless the applicant demonstrates that there is a reasonably certainty of no harm to human health due to the development of antimicrobial resistance attributable to the nontherapeutic use of the drug. Defines "critical antimicrobial animal drug" as a drug intended for use in food-producing animals that contains specified antibiotics or other drugs used in humans to treat or prevent disease or infection caused by microorganisms. Requires the Secretary to withdraw approval of a nontherapeutic use of such drugs in food-producing animals two years after the date of enactment of this Act unless certain safety requirements are met. Directs specified congressional committees to hold hearings on the implementation of such a withdrawal of approval.

Employee Free Choice Act of 2009 - Amends the National Labor Relations Act to require the National Labor Relations Board (NLRB) to certify a bargaining representative without directing an election if a majority of the bargaining unit employees have authorized designation of the representative (card-check) and there is no other individual or labor organization currently certified or recognized as the exclusive representative of any of the employees in the unit. Sets forth special procedural requirements for reaching an initial collective bargaining agreement following certification or recognition. Revises enforcement requirements with respect to unfair labor practices during union organizing drives, particularly a preliminary investigation of an alleged unfair labor practice (ULP) which may lead to proceedings for injunctive relief. Requires that priority be given to a preliminary investigation of any charge that, while employees were seeking representation by a labor organization, or during the period after a labor organization was recognized as a representative until the first collective bargaining contract is entered into, an employer: (1) discharged or otherwise discriminated against an employee to encourage or discourage membership in the labor organization; (2) threatened to discharge or to otherwise discriminate against an employee in order to interfere with, restrain, or coerce employees in the exercise of guaranteed self-organization or collective bardaining rights; or (3) engaged in any other related ULP that significantly interferes with, restrains, or coerces employees in the exercise of such guaranteed rights. Adds to remedies for such violations: (1) back pay plus liquidated damages; and (2) additional civil penalties.

Recognizes the importance of the National School Breakfast Program and its overall positive effect on the lives of low-income children and families, as well as its effect on helping to improve a child's overall classroom performance. Expresses the support of the House of Representatives for states that have successfully implemented school breakfast programs in order to improve the test scores and grades of their participating students. Encourages states to: (1) strengthen their school breakfast programs by improving student access; (2) promote improvements in the nutritional quality of breakfasts served; and (3) inform students and parents of healthy nutritional and lifestyle choices. Recognizes: (1) the importance of providing states with resources to improve the availability of adequate and nutritious breakfasts; (2) the role nonprofit and community organizations play in increasing awareness of, and access to, breakfast programs for low-income children; and (3) that National School Breakfast Week helps draw attention to the need for, and success of, the National School Breakfast Program.

5-Star Generals Commemorative Coin Act - Requires the Secretary of the Treasury to mint and issue $5 gold coins, $1 silver coins, and half-dollar clad coins in recognition of five United States Army Five-Star Generals: George Marshall, Douglas MacArthur, Dwight Eisenhower, Henry "Hap" Arnold, and Omar Bradley, alumni of the United States Army Command and General Staff College, Fort Leavenworth, Kansas. Requires the design of the coins to include portraits of the generals. Restricts the issuance of such coins to calendar 2013. Requires specified surcharges in the sale of such coins, which shall be paid promptly to the Command and General Staff College Foundation to help finance its support of the College.
