Anti-hunger Empowerment Act of 2011 - Amends the Food and Nutrition Act of 2008 (formerly known as the Food Stamp Act of 1977) to replace current Supplemental Nutrition Assistance Program (SNAP, formerly food stamps) administrative cost provisions with provisions authorizing 75% reimbursement for specified state activities to increase program access. States that fingerprinting shall not be required for program participation. Beyond the Soup Kitchen Grants Program Act of 2011 - Directs the Secretary of Agriculture (USDA) to establish a Beyond the Soup Kitchen pilot program to provide grants: (1) to a primary community-based nonprofit feeding and anti-hunger group in each designated pilot community to allocate subgrants to other nonprofit feeding and anti-hunger groups in such community, and (2) for technical assistance grants.

Disabled Veterans Tax Termination Act - Amends federal military retired pay provisions to: (1) permit veterans with a service-connected disability of less than 50% to concurrently receive both retired pay and disability compensation; (2) eliminate provisions requiring a phase in between January 1, 2004, and December 31, 2013, of concurrent receipt of retired pay and disability compensation; (3) eliminate a phase-in of concurrent receipt of retired pay and disability compensation for disabled veterans determined to be individually unemployable; and (4) require a limited reduction in retired pay for qualified disability retirees with less than 20 years of retirement-creditable service.

Supports the United Nations (U.N.) designation of the International Year for People of African Descent. Expresses the sense of the House of Representatives that the United States should: (1) strengthen cooperation to promote the empowerment of people of African descent in relation to their social, educational, political, and economic rights; (2) make efforts to advance the diverse cultural traditions and heritage of people of African descent; and (3) strengthen its commitment to eradicate racism, undo the injustices of history, and celebrate the contributions of people of African descent across the political, social, and economic spectrum.

Large Capacity Ammunition Feeding Device Act - Amends the Brady Handgun Violence Prevention Act to prohibit: (1) the transfer or possession of a large capacity ammunition feeding device, except for its lawful possession within the United States on or before the date of this Act's enactment; and (2) the importation or bringing into the United States of such a device. Sets forth exceptions to such ban. Sets penalties for violations. Requires a large capacity ammunition feeding device manufactured after this Act's enactment to be identified by a serial number that clearly shows that the device was manufactured after enactment and such other identification as the Attorney General may prescribe.

Homes for Heroes Act of 2011 - Amends the Department of Housing and Urban Development Act to establish in the Department of Housing and Urban Development (HUD) a Special Assistant for Veterans Affairs to: (1) ensure veteran access to HUD housing and homeless assistance programs, (2) coordinate all HUD programs and activities relating to veterans, and (3) serve as a HUD liaison with the Department of Veterans Affairs (VA). Directs the HUD Secretary to provide assistance to private nonprofit organizations and consumer cooperatives to expand the supply of supportive housing for very low-income veteran families (families with incomes not exceeding 50% of the area median income). Amends the United States Housing Act of 1937 to: (1) make housing rental vouchers available to all homeless veterans, regardless of medical condition; and (2) include veterans in public housing planning. Excludes veterans' benefits from income for purposes of HUD assisted housing rental determinations. Requires the Secretary to: (1) make grants to nonprofit entities for technical assistance in sponsoring HUD housing projects for veterans, and (2) report annually to specified congressional committees and the VA Secretary on HUD activities relating to veterans.

Honors: (1) those who lost their lives due to the tragic earthquake of January 12, 2010; and (2) the sacrifice of the men and women of the government of Haiti, the U.S. government, the United Nations (U.N.), and the international community for their response to the calamity. Expresses solidarity with the people of Haiti as they work to rebuild their neighborhoods, livelihoods, and country. Reaffirms the commitment of the House of Representatives to support long-term Haitian reconstruction. Supports the Administration's efforts to prevent the spread of cholera, treat persons who contract the disease, provide technical assistance to the Haitian Ministry of Public Health, and improve water, sanitation, and health systems. Urges the President and the international community to: (1) focus assistance on the government of Haiti's priorities, (2) develop and improve communications and participatory mechanisms to more substantially involve Haitian civil society at all stages of the cholera and post-earthquake responses, and (3) give priority to programs that protect vulnerable populations. Urges the President to: (1) make necessary resources available to U.S. and U.N. agencies, nongovernmental organizations, private volunteer organizations, and regional institutions; (2) assess the long-term needs for confronting the cholera epidemic in Haiti; and (3) lead humanitarian and development efforts with the government of Haiti, the Haitian Diaspora, and international actors who share in the goal of a better future for Haiti.

Protecting America's Workers Act - Amends the Occupational Safety and Health Act of 1970 (OSHA) to expand its coverage to federal, state, and local government employees. Authorizes the Secretary of Labor, under specified conditions, to cede OSHA jurisdiction to another federal agency with respect to certain occupational standards or regulations for such agency's employees. Declares OSHA inapplicable to working conditions covered by the Federal Mine Safety and Heath Act of 1977. Increases protections for whistle blowers under OSHA. Prescribes requirements relating to: (1) the posting of employee rights, (2) employer reporting of employee work-related deaths or hospitalizations, (3) a prohibition against employers adopting or implementing policies or practices that discourage or discriminate against employee reporting of work-related injuries or illnesses, (4) a prohibition against the loss of wages or employee benefits due to an employee participating in a workplace inspection, (5) investigations of incidents resulting in death or the hospitalization of two or more employees which occur in a place of employment, and (6) a prohibition against the issuing, modifying, or settling of unclassified citations for occupational health and safety standard violations. Continues requirements relating to: (1) the rights of an employee (including a former employee or family member in lieu of an employee) who has sustained a work-related injury or illness that is the subject of an inspection or investigation; (2) an employer's right to contest citations and penalties; and (3) periods permitted for an employer to correct serious, willful, or repeated violations pending an employer's contest to a citation and procedures for stays of the time period for abatement of those violations. Increases civil and criminal penalties for certain OSHA violators. States that pre-final order interest on any penalties owed shall begin to accrue on the date a party contests a citation, at an interest rate calculated at the current underpayment rate. Prescribes requirements for the Secretary's evaluation of state occupational safety and health plans as well as workplace health hazard evaluations by the National Institute for Occupational Safety and Health (NIOSH). Requires a state that has an approved plan for the development and enforcement of occupational safety and health standards to amend its plan to conform to the requirements of this Act within 12 months after enactment of this Act.

Public Option Deficit Reduction Act - Amends the Patient Protection and Affordable Care Act to require the Secretary of Health and Human Services (HHS) to offer through Exchanges a health benefits plan (public health insurance option) that ensures choice, competition, and stability of affordable, high-quality coverage throughout the United States. Declares that the Secretary's primary responsibility is to create a low-cost plan without compromising quality or access to care. Sets forth provisions related to the establishment and governance of the public health insurance option, including that such plan: (1) may be made available only through Exchanges; (2) must comply with requirements applicable to other health benefits plans offered through such Exchanges, including requirements related to benefits, benefit levels, provider networks, notices, consumer protections, and cost sharing; and (3) must offer bronze, silver, and gold plan levels. Requires the Secretary to: (1) establish an office of the ombudsman for the public health insurance option; (2) collect such data as may be required to establish premiums and payment rates; (3) establish geographically adjusted premiums at a level sufficient to fully finance the costs of the health benefits provided and administrative costs related to the operation of the plan; and (4) establish payment rates and provide for greater payment rates for the first three years. Requires repayment of start-up costs for the public health insurance option. Authorizes the Secretary to utilize innovative payment mechanisms and policies to determine payments for items and services under the public health insurance option.

Breast Cancer Patient Protect Act of 2011 - Amends the Employee Retirement Income Security Act of 1974 (ERISA), the Public Health Service Act, and the Internal Revenue Code to require a group or individual health plan that provides medical and surgical benefits to ensure that inpatient (and in the case of a lumpectomy, outpatient) coverage and radiation therapy are provided for breast cancer treatment. Prohibits such a plan from: (1) restricting benefits for any hospital length of stay to less than 48 hours in connection with a mastectomy or breast conserving surgery or 24 hours in connection with a lymph node dissection, insofar as the attending physician, in consultation with the patient, determines such stay to be medically necessary; or (2) requiring that a provider obtain authorization from the plan for prescribing any such length of stay. Requires such a plan to: (1) provide notice to each participant and beneficiary regarding the coverage required under this Act; and (2) ensure that coverage is provided for secondary consultations. Prohibits a health plan from taking specified actions to avoid the requirements of this Act. Allows a health insurance issuer that provides individual health insurance coverage to nonrenew or discontinue an individual's coverage based on the intentional concealment of material facts regarding a health condition related to the condition for which coverage is being claimed.

Lumbee Recognition Act - Extends federal recognition to the Lumbee Tribe of North Carolina, which makes its members eligible for the services and benefits provided to Indians because of their status as members of a federally recognized tribe. Deems members of the Tribe residing in Robeson, Cumberland, Hoke, and Scotland Counties in North Carolina to be within the delivery area for such services. Authorizes the Secretary of the Interior to take land into trust for the Tribe. Prohibits the Tribe from conducting gaming activities. Requires North Carolina to exercise jurisdiction over all criminal offenses committed, and all civil actions that arise, on North Carolina lands owned by, or held in trust for, the Lumbee Tribe or any dependent Indian community of the Tribe.

Global Water Access and Equity Act - Amends the State Department Basic Authorities Act of 1956 to establish within the Department of State a Coordinator of United States Government Diplomatic Initiatives to Provide Safe Water and Sanitation Globally, who shall be appointed by the President, by and with the advice and consent of the Senate. Directs the Coordinator to: (1) be the Secretary of State's principal advisor on efforts to ensure that developing countries have affordable and equitable access to safe water and sanitation; and (2) monitor U.S. diplomatic policy and formulate ways in which such policy may be used to further the goal of ensuring that developing countries have access to safe water and sanitation, including the objectives expressed in the Senator Paul Simon Water for the Poor Act of 2005. Amends the Senator Paul Simon Water for the Poor Act of 2005 to establish within the United States Agency for International Development (USAID) a Bureau for Global Water Aid which shall be responsible for the oversight and coordination of all activities to provide safe water and sanitation to developing countries. Expresses the sense of Congress that U.S. policy should promote more efficient use of existing water supplies in developing countries, as well as the development of additional reliable water supplies.

States that the House of Representatives: (1) promotes a heightened awareness by educators and the public about the spectrum of policies and practices that lead to school pushout (students being effectively pushed out of school); (2) commits to working with states, local educational agencies, and schools to reduce or eliminate school suspensions, expulsions, arrests, corporal punishment, and placements in disciplinary alternative schools; (3) understands that proper behavior is not implicit but should be taught from an early age; (4) acknowledges that continuous teacher training and support enables teachers to give students the social skills and behaviors that improve the teaching and learning environment; (5) recognizes the need to improve the collection and use of school climate and disciplinary data; and (6) supports community collaborations and meaningful parental involvement to ensure that schools are safe, respectful, responsible, and effective teaching and learning environments.

Directs the Secretary of the Army to submit to specified congressional committees: (1) a one-time report on the management and oversight of contracts at Arlington National Cemetery, requiring, among other things, certain information concerning burial operations and errors in burials; and (2) biennial reports on the execution of and compliance with Army Directive 2010-04, Enhancing the Operations and Oversight of the Army National Cemeteries Program.

Recognizes the 22nd anniversary of observing World AIDS Day. Expresses support for: (1) the goals and ideals of World AIDS Day; (2) continued funding for prevention, care, treatment services, and research programs for persons living with HIV/AIDS in the United States and for the President's Emergency Plan for AIDS Relief and the Global Fund to Fight AIDS, Tuberculosis, and Malaria; (3) implementation of a national AIDS strategy; (4) the goals of providing universal access to comprehensive HIV/AIDS prevention, treatment, care, and support programs and protecting human rights for all people, including vulnerable and marginalized populations; and (5) efforts to address the factors that make populations vulnerable to HIV/AIDS by decreasing poverty and hunger, expanding educational opportunities for children, and empowering women. Commends: (1) the President and state and local governments for recognizing World AIDS Day and for encouraging individuals to undergo HIV testing; (2) media organizations for carrying messages in support of World AIDS Day; and (3) the work of AIDS service organizations and community and faith based organizations that are providing treatment, care, and support services to people living with and vulnerable to HIV/AIDS.

Mourns the loss of life caused by Typhoon Megi that occurred in October 2010, in the Asia-Pacific region, and expresses deepest condolences to the families of the many victims. Recognizes the deep ties between the United States and the Republic of the Philippines and the United States and the Republic of China (Taiwan) and expresses continued solidarity during this time of crisis. Expresses gratitude to the people of the United States who have supported the humanitarian aid agencies working to assist the people of Taiwan and the Philippines in this time of need.

Amends the Labor-Management Relations Act to repeal the disclaimer that nothing in the law shall be construed as authorizing the execution or application of agreements requiring membership in a labor organization as a condition of employment in any state or territory in which such execution or application is prohibited by state or territorial law. (Thus preempts contrary state or territorial law to allow the execution or application of agreements requiring union membership.)

Amends title IV (Student Assistance) of the Higher Education Act of 1965 to direct the Secretary of Education to refinance the private education loans of individuals who are participating in a residency program in: (1) family medicine; (2) obstetrics/gynecology; (3) general internal medicine; (4) gerontology; (5) general pediatrics; or (6) general psychiatry. Sets the interest rate on the refinanced loans at 8.25%. Requires the refinanced loans to have the same terms and conditions as a Direct Consolidation Loan, except they are made ineligible for: (1) consolidation with another loan eligible for consolidation under title IV; (2) income-based repayment terms under title IV; or (3) any loan forgiveness or cancellation under title IV or the Public Health Service Act, except in the case of death or permanent and total disability.

Working to Encourage Community Action and Responsibility in Education Act or WE CARE Act - Amends title I (Improving the Academic Achievement of the Disadvantaged) of the Elementary and Secondary Education Act of 1965 to require states and local educational agencies (LEAs) to assess the nonacademic factors affecting student academic performance and work with other public, private, nonprofit, and community-based entities to address those factors. Requires the annual report cards issued by states and LEAs to include additional performance data, including information on their efforts to increase community and parental involvement in students' education. Establishes a new program requiring the Secretary of Education to award matching grants to LEAs for the development and implementation of community involvement policies that leverage the resources, services, and opportunities available from public, private, nonprofit, and community-based partners to address students' academic and nonacademic needs and thereby support their attainment of state academic performance standards.

Fit for LIFE Act of 2010 or the Fit for Local Investments in the Future of Every Child Act of 2010 - Requires the Secretary of Agriculture (USDA) to expand the offering of fruits and vegetables in communities through convenience stores, virtual farmers markets, community gardens, and supermarkets. Amends the Richard B. Russell National School Lunch Act to expand reimbursements for programs providing care to at-risk school children, provide free fresh fruits and vegetables in secondary schools and child care centers, and initiate and maintain summer food service programs for children. Amends the Child Nutrition Act to require the Secretary of Agriculture to establish a program to expand free breakfast programs in schools with a higher number of low-income children. Amends the Public Health Service Act to require the Secretary of Health and Human Services (HHS) to establish programs to reduce and prevent obesity in children. Expands coverage of obesity treatment and prevention programs and services in federal programs. Establishes the National Commission on Child Obesity. Sets forth grant programs to increase physical activities in low-income communities and prevent childhood obesity.

Supports the goal of ensuring that all Holocaust survivors in the United States are able to live with dignity, comfort, and security in their remaining years. Applauds the nonprofit organizations and agencies that work tirelessly to honor and assist Holocaust survivors in their communities. Urges the Administration and the Department of Health and Human Services (HHS), in conjunction with the Administration on Aging (AoA), to provide Holocaust survivors with needed social services through existing programs. Encourages the AoA to expeditiously develop and implement programs that ensure Holocaust survivors are able to age in place in their communities and avoid institutionalization during their remaining years.

Commends the bravery of the 33 miners trapped in the San Jose mine in Copiapo, Chile, and expresses solidarity with them and their families. Commends the efforts of President Sebastian Pinera and the government of Chile in their tireless rescue efforts. Commends the efforts by U.S. federal agencies and private individuals and entities in responding directly and promptly to Chile's request for advice and expertise to assist in this humanitarian endeavor. Expresses continued support for the successful rescue, recovery, and reintegration of the 33 miners into Chilean society.

Requires the Secretary of the Interior to conduct a special resource study of the sites in Tulsa, Oklahoma, relating to the 1921 Tulsa race riot, including the John Hope Franklin Reconciliation Park, to determine the suitability and feasibility of including those sites as a unit of the National Park System.

Expresses the appreciation of the House of Representatives for the efforts of those countries that have restored religious property wrongly confiscated during the Turkish occupation of northern Cyprus. Welcomes the initiatives and commitment of the Republic of Cyprus to work to restore and maintain religious heritage sites. Urges the government of Turkey to: (1) implement immediately the United Nations Security Council Resolutions relevant to Cyprus as well as the judgments of the European Court of Human Rights; (2) work to retrieve and restore all lost artifacts and immediately halt destruction on religious sites, illegal archaeological excavations, and traffic in icons and antiquities; and (3) allow for the proper preservation and reconstruction of destroyed or altered religious sites and immediately cease all restrictions on freedom of religion for the enclaved Cypriots. Calls on the U.S. Commission on International Religious Freedom, the President, the Secretary of State, and the State Department Office of International Religious Freedom to take specified steps to address the concerns and actions called for in this resolution. Urges the Organization for Security and Co-operation in Europe (OSCE) to: (1) ensure that member states do not receive stolen Cypriot art and antiquities; and (2) press the government of Turkey to abide by its international commitments in this matter.

Mourns the loss of life, as well as the physical damage, caused by the flooding in Pakistan and expresses condolences to the flood victims' families. Recognizes that Pakistan is a close U.S. ally and friend. Supports the use of funds authorized by the Enhanced Partnership with Pakistan Act of 2009 to provide long-term recovery and rehabilitation for flood-affected areas and populations and urges a reexamination of priorities for spending such funds with a view toward ensuring that the needs of the Pakistani people are appropriately addressed in the aftermath of the disaster. Commends the relief and recovery actions by the U.S. military, the Department of State, the United States Agency for International Development (USAID), the Pakistani-American and U.S. business communities, and international and nongovernmental organizations.

Drug Court Reauthorization Act - Amends the Omnibus Crime Control and Safe Streets Act of 1968 to authorize appropriations for the drug courts program for FY2011-FY2017 and to modify certain program requirements relating to grant authority, grant applications, and the distribution and allocation of grants to states and local and tribal governments.

21st Century STEM for Girls and Underrepresented Minorities Act - Amends the Elementary and Secondary Education Act of 1965 to authorize the Secretary of Education to provide grants to, and enter into agreements with, local educational agencies (LEAs) to improve the education of girls and underrepresented minorities in science, technology, engineering, and mathematics (STEM) and prepare them to pursue undergraduate and graduate degrees and careers in such fields. Gives priority to LEAs that partner or coordinate with local, regional, or national entities. Requires the use of grant funds to: (1) involve the parents of girls and underrepresented minorities in stoking their children's interest in STEM; (2) provide tutoring and mentoring programs in such fields; (3) enable such students and their teachers to attend STEM events outside the classroom; (4) provide after-school and summer programs for students in such fields; (5) purchase education materials or equipment to facilitate STEM instruction; (6) provide such students with academic advice and assistance in selecting high school courses; (7) pay up to 50% of the cost of a STEM internship for such students; and (8) train school personnel to facilitate students' progress in such fields.

Responsible End to the War in Afghanistan Act - States that it is the policy of the United States to ensure that funds made available for operations of the Armed Forces in Afghanistan are to be used only for providing for the safe and orderly withdrawal of all U.S. military personnel and Department of Defense (DOD) contractor personnel in Afghanistan. Allows such funds to be obligated and expended only for such purpose.

Neglected Infections of Impoverished Americans Act of 2010 - Requires the Secretary of Health and Human Services (HHS) to report to Congress on the epidemiology of, impact of, and appropriate funding required to address neglected diseases of poverty, including neglected parasitic diseases such as Chagas disease, cysticercosis, toxocariasis, toxoplasmosis, trichomoniasis, the soil-transmitted helminths, and other related diseases. Requires the report to provide the information necessary to guide future health policy to: (1) accurately evaluate the current state of knowledge concerning such diseases and define gaps in such knowledge; and (2) address the threat of such diseases.

Expresses the sense of the House of Representatives that the U.S. government should: (1) work with Sudanese parties and regional and international partners to build consensus on the steps needed to implement the Comprehensive Peace Agreement (CPA), including the upcoming referenda, and promote stability throughout Sudan; (2) work with international and Sudanese partners to ensure the right of return of Sudanese refugees and displaced persons, including Darfuris and southerners; (3) work with international partners to ensure a stable north-south border and a permanent peace in Sudan; and (4) assist the government of Southern Sudan to develop its economic, rule of law, and social service and educational infrastructures, improve democratic accountability and human rights, and strengthen reconciliation efforts.

Commends the Black Barbershop Health Outreach Program for its contribution to community health and the national fight against racial health disparities. Expresses: (1) the need to support organizations, programs, and initiatives that use culturally relevant education and scientifically based research and that partner with local networks and resources to empower individuals to become informed health advocates in their communities; and (2) a commitment to support community-oriented approaches to health reform in health legislation and initiatives arising at the state and federal levels.

Zimbabwe Renewal Act of 2010 - States that it is U.S. policy to support a transition to democratic and economic recovery in Zimbabwe that reflects the political conditions and opportunities created by the Global Political Agreement (GPA). Authorizes the Secretary of State to provide assistance to strengthen the rule of law and human rights in Zimbabwe. Authorizes the President, through the Administrator of the United States Agency for International Development (USAID), to provide assistance to Zimbabwe for: (1) sustainable development; (2) health care; (3) education; (4) agriculture; and (5) clean water. Direct the President to develop an emergency vocational youth work program for the construction and repair of public works of benefit to the entire population of Zimbabwe. Authorizes the President to provide economic assistance to Zimbabwe to support democracy and civil authority, human rights, economic self-sufficiency, education and health care, reconciliation, and GPA implementation. Authorizes the Secretary of the Treasury to provide technical assistance to the Zimbabwean Ministry of Finance and line ministries. Directs the Secretary of the Treasury to: (1) forgive the debt of Zimbabwe held by any U.S. government agency; and (2) direct the U.S. Executive Director at each international financial institution of which the United States is a member to vote in favor of programs for Zimbabwe. Expresses the sense of Congress that certain sanctions on financial institutions should be lifted to allow financial institutions to assist communal farmers, civil servants, pensioners, and the people of Zimbabwe, and that technical assistance should be provided to such institutions if: (1) the Finance Ministry of Zimbabwe does not politicize lending or extending credit; (2) no individual who is subject to U.S. or European Union (EU) sanctions serves as a board member, advisor, or employee of any financial institution in Zimbabwe; and (3) no funds are made available to Zimbabwe's Reserve Bank. Lifts targeted sanctions against a person upon a presidential certification to Congress that such person: (1) has taken significant steps to help strengthen democracy, respect human rights, and the rule of law in Zimbabwe; and (2) has played a constructive role in GPA implementation.

Clean Ports Act of 2010 - Declares that federal preemption of state and local law relating to a price, route, or service of any motor carrier of property shall not apply to the authority of a state, local government, or the political authority of two or more states to adopt requirements for motor carriers providing services at port facilities that are reasonably related to the reduction of environmental pollution, traffic congestion, the improvement of highway safety, or the efficient utilization of such port facilities, provided such requirements are in accordance with federal law. Declares that nothing in this Act shall limit the authority reserved to any state or political subdivision of such state under the Clean Air Act.

Expresses the sense of the House of Representatives that: (1) the Administration should work with partners in indigenous communities domestically and around the world to provide security, equality, and opportunity for all; (2) the Declaration on the Rights of Indigenous Peoples provides an important framework for addressing indigenous issues globally; (3) the Administration's decision to conduct a formal review of the Declaration and the U.S. position on it is welcomed; and (4) the United States should promote respect for and full application of the Declaration, consistent with U.S. law.

Amends the Patient Protection and Affordable Care Act to require the Secretary of Health and Human Services (HHS) to offer through Exchanges a health benefits plan (public health insurance option) that ensures choice, competition, and stability of affordable, high-quality coverage throughout the United States. Declares that the Secretary's primary responsibility is to create a low-cost plan without compromising quality or access to care. Sets forth provisions related to the establishment and governance of the public health insurance option, including that such plan: (1) may be made available only through Exchanges; (2) must comply with requirements applicable to other health benefits plans offered through such Exchanges, including requirements related to benefits, benefit levels, provider networks, notices, consumer protections, and cost sharing; and (3) must offer bronze, silver, and gold plan levels. Requires the Secretary to: (1) establish an office of the ombudsman for the public health insurance option; (2) collect such data as may be required to establish premiums and payment rates; (3) establish geographically adjusted premiums at a level sufficient to fully finance the costs of the health benefits provided and administrative costs related to the operation of the plan; and (4) establish payment rates and provide for greater payment rates for the first three years. Requires repayment of start-up costs for the public health insurance option. Authorizes the Secretary to utilize innovative payment mechanisms and policies to determine payments for items and services under the public health insurance option.
