Expresses the sense of the House of Representatives that the United States should: (1) ensure that promotion of inter-religious dialogue and protection of religious freedom and human rights are key components of the U.S. engagement strategy with the Islamic Republic of Pakistan; and (2) support efforts by the government of Pakistan to protect the religious freedom of all Pakistanis and prioritize the prevention of religiously motivated and sectarian violence; and (3) urge the government of Pakistan to review legislation that restricts the right to practice and propagate religion or that constitutes discrimination on the basis of religion or belief in order to bring Pakistani law into conformity with international human rights standards.

Limiting the Intrusive Miles of International Terrorist Sponsors Act of 2009 or LIMITS Act of 2009 - Directs the President to restrict to a specified designated area the travel of officials and representatives of countries that are designated as state sponsors of terrorism who are visiting the U.N. headquarters complex in connection with official business. Authorizes presidential waiver of such restriction upon submission of a report to Congress explaining why it is in the national interest to do so. Excludes from such restriction: (1) direct travel to and from John F. Kennedy International Airport or LaGuardia Airport to the designated area in connection with official business at the U.N. headquarters complex; (2) land travel to and from any lodgings or other hotel accommodations in which an official or representative is staying if such lodging or other hotel accommodation is within the designated area; and (3) travel to and from New York University medical center or Bellevue Hospital Center for emergency medical care.

Commemorates the lives and work of Jesuit Fathers Ignacio Ellacuria, Ignacio Martin-Baro, Segundo Montes, Amando Lopez, Juan Ramon Moreno, Joaquin Lopez y Lopez, and housekeeper Julia Elba Ramos and her daughter Celina Mariset Ramos who were executed by members of the Salvadoran Army on November 16, 1989, at the University of Central America Jose Simeon Canas (UCA) in San Salvador, El Salvador. Extends sympathy to their families, friends, colleagues, and religious communities. Recognizes the continuing academic, spiritual, and social contributions of the UCA. Commends the 28 Jesuit colleges and universities in this country for their solidarity with the UCA and annual remembrances of the Jesuit martyrs. Continues to find inspiration in the lives and work of the Jesuit martyrs. Remembers the seminal reports by Chairman John Joseph Moakley and the Speaker's Special Task Force on El Salvador in investigating the murders. Acknowledges the role played by the Speaker's Special Task Force, Congressman John Joseph Moakley, the Jesuit leadership of the UCA, and the Salvadoran judicial investigation and convictions in advancing negotiations to end the war so that the deaths of the Jesuits and two laywomen contributed directly to achieving the peace to which they had dedicated their lives. Calls upon the people of this country, schools, and churches to participate in local, national, and international events commemorating the 20th anniversary of their deaths. Recognizes that despite significant post-war progress, social and economic hardships persist among many sectors of Salvadoran society. Calls upon our government to support and work with the El Salvadoran government and other public, private, nongovernmental, and religious organizations in efforts to reduce poverty and hunger and promote educational opportunity, human rights, the rule of law, and social equity for Salvadorans.

Underscores the value of respectful speech while affirming that the freedoms of speech and religious exercise are integral to free societies and human dignity. Urges the Secretary of State to make every effort to defeat the passage of resolutions on the "defamation of religions" at the United Nations and other resolutions or international instruments that threaten the free and peaceful exchange of ideas, beliefs, and truth claims. Calls on the United Nations (U.N.) to abandon efforts to adopt the flawed concept of "defamation of religions." Urges U.N. member states to focus on protecting the fundamental freedom of individuals to peacefully express their religious beliefs and to avoid supporting resolutions that threaten freedom of expression.

New IDEA (Illegal Deduction Elimination Act) - Amends the Internal Revenue Code to deny a tax deduction for wages and benefits paid to or on behalf of an unauthorized alien. Directs the Commissioner of Social Security and the Secretaries of Homeland Security and the Treasury to jointly establish a program to share information that may lead to the identification of unauthorized aliens. Requires the Secretary of the Treasury to provide taxpayer identity information to the Commissioner of Social Security and the Secretary of Homeland Security on employers who paid nondeductible wages to unauthorized aliens and on the aliens to whom such wages were paid. Amends the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 to: (1) make permanent the pilot program for verifying the employment eligibility of alien workers (E-Verify Program); (2) apply such program to current employees in addition to new hires; (3) establish a rebuttable presumption that employers who participate in the pilot program have not violated the prohibition against continued employment of unauthorized aliens; and (4) allow employers to offer a prospective employee a conditional offer of employment pending final verification of identity and employment eligibility under the E-Verify Program.

Urges: (1) the President to issue a report clearly outlining the responsibilities, qualifications, and authorities of the special assistants he has appointed (commonly referred to as "czars") and to certify to Congress that such czars will not assert powers other than those granted by statute to a commissioned officer on the President's staff; and (2) Congress to hold hearings on such report and certification within 30 days.

National Guard Education Equality Act - Includes as qualifying service for veterans educational assistance purposes (Post-9/11 Educational Assistance): (1) certain active duty service in the reserve components (including service such as part of an airport security mission or counterdrug activity); and (2) discharge from active duty service in the reserve components because of a service connected disability.

Condemns the release of Abdel Basset Mohamed al-Megrahi, who was convicted for participating in the bombing of Pan Am 103 causing the deaths of 270 innocent people, including 189 U.S. citizens. Extends deepest sympathies to the family members of the victims of Pan Am Flight 103. Recognizes that this type of action sends a negative message to terrorists and undermines the judicial system in terrorist convictions. Expresses concern for the celebration of Abdel Basset Mohamed al-Megrahi's return to Libya and urges the government of Libya to immediately place Abdel Basset Mohamed al-Megrahi under house arrest.

Freedom of Health Speech Act - Amends the Federal Trade Commission Act to prohibit considering the content of any publication as advertising regulable under the Act unless the content is intended by a product seller to promote that product's sale and the content includes the name of the product, an express offer to sell, and a purchase price. Prohibits considering any content excerpted in whole or part from a peer-reviewed scientific publication as advertising regulable under the Act. Prohibits the Federal Trade Commission (FTC) from beginning an investigation of possible false advertising regarding a dietary supplement or a dietary ingredient unless the FTC already possesses clear and convincing evidence that the advertisement is false and misleading. Places the burden of proof on the FTC to show, by clear and convincing evidence, that an advertisement for a dietary supplement or dietary ingredient is false, that the advertisement actually caused consumers to be misled into believing to be true that which is false, and that, but for the false advertising content, the consumer would not have made the purchase at the price paid. Requires the FTC, if a claimed health benefit is alleged to be false advertising, to additionally establish, based on expert scientific opinion and published peer-reviewed scientific evidence, that the claim is false.

Promoting Lending to America's Small Businesses Act of 2009 - Amends the Federal Credit Union Act to increase the total permissible amount of member business loans by an insured credit union (excluding those made to nonprofit religious organizations) to a limit of 25% of the credit union's total assets. Increases from $50,000 to $250,000 the maximum total extensions of credit a borrower or associated member of an insured credit union may have before any extension of credit shall be considered a member business loan. Revises the prohibition against an increase in the total amount of member business loans by an undercapitalized insured credit union until it becomes adequately capitalized. Repeals the condition of becoming adequately capitalized, and requires only that the National Credit Union Administration Board approve the increase. Excludes from the definition of "member business loan" any extension of credit, meeting other specified criteria, that is made to a member for commercial, corporate, business, farm, or agricultural purposes in an underserved area.

Expresses the sense of the House of Representatives that: (1) high school students should spend at least one week in September of their senior year learning about the U.S. Constitution, as knowledge of this country's founding document is critical to being an effective citizen; and (2) upon reaching voting age, high school seniors should demonstrate their understanding of the rights and responsibilities of citizenship by petitioning the government on an issue of importance to them.

Ronald Reagan Commemorative Coin Act of 2009 - Directs the Secretary of the Treasury to mint and issue $5 gold coins and $1 silver coins in commemoration Ronald Wilson Reagan, the 40th President of the United States. Authorizes the issuance of such coins beginning on January 1, 2013, except that sales of such coins may be initiated, without issuance, before such date. Prohibits the minting of such coins after December 31, 2013. Requires all sales of coins minted under this Act to include a surcharge of: (1) $35 per coin for the $5 coin; and (2) $10 per coin for the $1 coin. Requires the proceeds from the surcharges received from the sale of such coins to be paid promptly to the Army Emergency Fund to be used to provide financial assistance to certain soldiers and their dependents and the surviving spouses or dependent children of deceased soldiers.

Secure America Through Verification and Enforcement Act of 2009 or SAVE Act of 2009 - Sets forth border security and enforcement provisions, including provisions respecting: (1) increases in Border Patrol and investigative personnel; (2) recruitment of former military personnel; (3) use of Department of Defense (DOD) equipment; (4) infrastructure improvements; (5) aerial and other surveillance; (5) a national strategy to secure the borders; (6) accountable financing under the Secure Border Initiative; (7) emergency deployment of Border Patrol agents; and (8) expansion of the Customs-Trade Partnership Against Terrorism along the northern and southern borders. Directs the Secretary of Homeland Security (DHS) to check against terrorist watchlists those persons suspected of alien smuggling and smuggled individuals who are interdicted at U.S. borders. Amends the Immigration and Nationality Act and specified maritime law sections to revise alien smuggling provisions. Sets forth provisions respecting border security on certain federal lands under the jurisdiction of the Secretary of Agriculture or the Secretary of the Interior. Amends the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 to make the basic employment eligibility confirmation pilot program permanent. Sets forth conditions for the mandatory use of the E-verify system. Requires: (1) employer/employee notification of social security number mismatches and multiple uses, and related information sharing with DHS; and (2) establishment of electronic birth and death registration systems. Amends the Internal Revenue Code to: (1) penalize specified employers for failure to correct information returns; and (2) prohibit employers from deducting from gross income wages paid to unauthorized aliens, with an exception for an employer participating in the basic employment eligibility confirmation program. Increases criminal alien program (CAP) personnel. Authorizes border relief grants for local law enforcement agencies within 25 miles of the southern U.S. border. Establishes within DHS a rewards program to assist in the elimination of commercial operations to produce or sell fraudulent immigration-related documents and to assist in the investigation, prosecution, or disruption of commercial alien smuggling operations. Provides for: (1) increased alien detention facilities; (2) additional immigration court judgeships; and (3) a media campaign to inform the public of changes made by this Act including a multilingual media campaign explaining noncompliance penalties.

Supports the right of the citizens of the Socialist Republic of Vietnam to access websites of their choosing and to have the freedom to share and publish information over the Internet. Calls on Vietnam to: (1) repeal Circular 07, Article 88, and similar statutes that restrict the Internet, so as to be in line with the International Covenant on Civil and Political Rights, to which Vietnam is a signatory; (2) become a responsible member state of the international community by respecting individuals' freedom of speech, freedom of press, and freedom of political association; and (3) release all political prisoners, including but not limited to 18 named bloggers and cyber activists.

Unlawful Border Entry Prevention Act of 2009 - Amends the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 to authorize the Secretary of Homeland Security (DHS) to construct an additional 350 or more miles of reinforced fencing along the southwest border. Prohibits fencing or any other similar physical infrastructure along the southwest border in existence on December 31, 2009, from being considered in meeting such mileage requirement. Requires the Secretary to submit a plan to Congress to gain operational control of any sector of the southwest border in which there has been a 40% increase over the preceding fiscal year of DHS apprehensions of individuals unlawfully entering the United States.

Durban Taxpayer Refund Act of 2009 - Finds that the goals of the 2001 United Nations World Conference Against Racism held in Durban, South Africa, and commonly referred to as the Durban Conference, were undermined by hateful, anti-Jewish rhetoric and anti-Israel political agendas, prompting both Israel and the United States to withdraw their delegations from the Conference. States that it shall be U.S. policy to lead a diplomatic effort to: (1) encourage other countries to not fund any portion of the Durban Review Conference; and (2) explore alternative forums for combating racism and related intolerance. Directs the Secretary of State to withhold from the U.S. contribution to the regularly assessed biennial budget of the United Nations an amount equal to the percentage of such contribution that the Secretary determines would be or has been allocated by the United Nations for the Durban Review Conference or its preparatory or follow-on activities. Provides that: (1) until the Secretary makes a specified certification to the appropriate congressional committees the United States shall withhold from its contribution to such budget an amount equal to the percentage of such contribution that the Secretary determines has been allocated by the United Nations for any conference, other multilateral forum, or related preparatory or follow-on activity of any conference or other multilateral forum under U.N. aegis; and (2) withheld appropriations shall revert to the Treasury if no such certification is made within one year after the appropriation.

Photo Identification Security Act - Restricts the forms of individual identification that may be accepted by the federal government or by financial institutions to the following: (1) a Social Security card accompanied by a photo identification card issued by the federal or a state government; (2) a driver's license or identification card issued by a state that is in compliance with the REAL ID Act of 2005; (3) a passport issued by the United States or a foreign government; and (4) a photo identification card issued by the Secretary of Homeland Security (acting through the Director of the United States Citizenship and Immigration Services).

Reducing Barack Obama's Unsustainable Deficit Act - Rescinds all unobligated balances of the discretionary appropriations made available in division A of the American Recovery and Reinvestment Act of 2009 (ARRA). Repeals subtitles B (Assistance for Vulnerable Individuals) and C (Economic Recovery Payments to Certain Individuals) of title II (the Assistance for Unemployed Workers and Struggling Families Act) and titles III (Premium Assistance for COBRA Benefits), IV (Medicare and Medicaid Health Information Technology; Miscellaneous Medicare Provisions), V (State Fiscal Relief), VI (Broadband Communications), and VII (Limits on Executive Compensation) of division B of ARRA. Amends the Emergency Economic Stabilization Act of 2008 (EESA) to terminate upon enactment of this Act (currently, December 31, 2009) the Secretary of the Treasury's authority to establish the Troubled Asset Relief Program (TARP) and the program to guarantee troubled assets originated or issued before March 14, 2008, including mortgage-backed securities. Repeals the authorization for a two-year extension of such authority if the Secretary submits a specified certification to Congress. Requires the Secretary, each time a financial institution makes a TARP repayment, to transfer such repayments to the special account established in the Treasury for reducing public debt.

Recognizes the Proliferation Strategy Initiative's (PSI) success in enhancing the ability of participating countries to interdict the shipment of nuclear, chemical, and biological weapons, and their means of delivery. Congratulates the Republic of Korea for its decision to participate in the PSI to counter the threat posed by the North Korean regime. Urges: (1) President Obama to further cooperation to stop the proliferation of weapons of mass destruction; and (2) countries not yet participating in the PSI, especially China, to fully cooperate with PSI countries.

Expresses the sense of the House of Representatives that: (1) state and local governments should only execute the power of eminent domain for the public good; (2) state and local governments must always justly compensate affected individuals in accordance with the Fifth Amendment; (3) eminent domain should never be used to advantage one private party over another; (4) no state or local government should construe Kelo v. City of New London (Kelo) as justification to abuse the power of eminent domain; and (5) Congress reserves the right to address, through legislation, any abuses of eminent domain by state and local governments in light of Kelo .

Personal Use of Marijuana by Responsible Adults Act of 2009 - Prohibits the imposition of any penalty under an Act of Congress for the possession of marijuana for personal use or for the not-for-profit transfer between adults of marijuana for personal use. Deems the possession of 100 grams or less of marijuana as personal use (one ounce or less for a not-for-profit transfer between adults). Allows the imposition of a civil penalty under the Controlled Substances Act for the public use of marijuana if such penalty does not exceed $100.

Reiterates condemnation of the 1994 attack on the Argentine Jewish Mutual Association (AMIA) Jewish Community Center in Buenos Aires, Argentina, honors the victims of the attack, and expresses sympathy to the victims' relatives. Applauds the government of Argentina for its onging investigative efforts. Expresses concern regarding the government of Saudi Arabia's failure to detain certain Iranian officials in connection with the AMIA case. Urges: (1) all nations to cooperate fully with the AMIA investigation; and (2) governments in the Western Hemisphere to designate Hezbollah as a terrorist organization and to penalize those providing support for Hezbollah and other Islamist terrorist organizations.
