Medicare Decisions Accountability Act of 2010 - Repeals sections of the Patient Protection and Affordable Care (PPACA) (and restores provisions of law amended by such sections) related to the establishment of an Independent Payment Advisory Board to develop and submit detailed proposals to reduce the per capita rate of growth in Medicare spending to the President for Congress to consider.

Amends the Patient Protection and Affordable Care Act to declare that nothing in such Act or amendments made by such Act shall be construed to affect: (1) any authority under title 38 of the United States Code (veterans' benefits); (2) any authority under chapter 55 of title 10 of the United States Code (medical and dental care for members of the uniformed services); or (3) any health care or health care benefits program provided under the TRICARE program or by the Secretary of Veterans Affairs. Declares that the term "minimum essential coverage" includes coverage provided to members of the uniformed services and eligibility for health care provided by the Secretary of Veterans Affairs.

Iran Proliferation Prevention Act - Authorizes the President to: (1) utilize the Proliferation Security Initiative and other measures to enforce all U.S. laws and Executive Orders, all United Nations (U.N.) Security Council resolutions, and all international, multilateral, and bilateral agreements, including the 2005 Protocol to the Convention for the Suppression of Unlawful Acts Against the Safety of Maritime Navigation to interdict the import into or export from Iran of materials, equipment, goods and technology useful to any nuclear, biological, chemical, missile, or conventional arms program; and (2) negotiate and utilize ship boarding and other interdiction agreements with countries determined to interdict the import or export of such items. Requires the President to report periodically to Congress on: (1) the identity of all known countries (including Iran), entities, and persons that have engaged in the import into or export from Iran of items useful to any nuclear, biological, chemical, missile, or conventional arms program; (2) any countries, entities, and persons that have violated U.S. laws, U.N. Security Council resolutions, international treaties, conventions, and other agreements prohibiting the import into or export from Iran of such items; (3) measures taken by the United States, or in cooperation with other countries or international organizations, to hold violators accountable; and (4) the interdiction assistance actions taken by foreign governments during the preceding 120-day period.

Requests the Department of State to take actions to assure that the government of Honduras settles in good faith and within a reasonable time all unresolved expropriation claims of U.S. citizens against the government of Honduras or its agencies. Recognizes Honduras as a democratic country and calls on responsible nations to restore normal relations with the government of Honduras. Urges Department of State consular officials to review new visa applications submitted by members of the former government of Honduras under President Micheletti, without prejudice of an applicant's previously revoked visa. Supports Secretary of State Clinton's announcement that the United States will be restoring aid to Honduras.

Prohibits the Committee on Rules from reporting a rule or order that provides for disposition of the Senate amendments to H.R. 3590 (the Patient Protection and Affordable Care Act [PPACA]) unless it provides for: (1) at least one hour of debate, equally divided and controlled by the majority leader and the minority leader; and (2) a requirement that the Speaker put the question on disposition of the Senate amendments and that the yeas and nays be considered as ordered thereon.

Stem Cell Research Advancement Act of 2009 - Amends the Public Health Service Act to require the Secretary of Health and Human Services (HHS) to conduct and support research that utilizes human stem cells, including human embryonic stem cells. Limits such research to stem cells that meet the following requirements: (1) the stem cells were derived from human embryos donated from in vitro fertilization clinics, were created for the purposes of reproductive treatment, and were in excess of the needs of the individuals seeking such treatment; (2) it was determined through consultation with the individuals seeking reproductive treatment that the embryos would never be implanted in a woman and would otherwise be discarded; and (3) the individuals seeking reproductive treatment donated the embryos with written informed consent and received no financial or other inducements. Requires the Secretary to maintain, review every three years, and update as scientifically warranted, guidelines applicable to the conduct or support of human stem cell research by HHS. Prohibits the Secretary from using any funds for the conduct or support of human cloning. Requires the Director of the National Institutes of Health (NIH) to include in its biennial report to Congress a summary of research activities on human stem cells.

Compassionate Access Act of 2010 - Amends the Federal Food, Drug, and Cosmetic Act to require the Secretary of Health and Human Services (HHS) to permit an investigational drug, biological product, or device to be made available for expanded access under a treatment investigational new drug application or treatment investigational device exemption if specified Compassionate Investigational Access requirements are met. Gives immunity to the manufacturer, distributor, administrator, sponsor, or physician from suit or liability relating to products approved under this Act. Establishes a procedure for accelerated approval of an investigational drug, biological product, or device that is reasonably likely to predict clinical benefit to a patient suffering from a serious or life-threatening condition. Requires the Secretary to establish: (1) the Accelerated Approval Advisory Committee; (2) a new program to expand access to investigational treatments for individuals with serious or life threatening conditions and diseases; and (3) a demonstration project under the Medicare program to pay for drugs, biological, products, and devices approved under this Act. Requires the Secretary to consider the clinical judgment and risks to the patient from the disease or condition in evaluating the safety and effectiveness of drugs, biological products, and devices that treat serious or life-threatening diseases or conditions, including the evaluation of nonstatistical information. Requires any committee evaluating investigational drugs, devices, or biological product applications to have at least two patient representatives as voting members.

National September 11 Memorial & Museum Commemorative Medal Act of 2009 - Directs the Secretary of the Treasury to strike and make available for sale not more than 2 million silver national medals, containing one ounce of silver each, in commemoration of the 10th anniversary of the September 11, 2001, terrorist attacks on the United States and the establishment of the National September 11 Memorial & Museum at the World Trade Center. Declares that all sales of medals under this Act shall include a surcharge of $10 per medal, which shall be paid to the National September 11 Memorial & Museum at the World Trade Center to support its operations and maintenance.

Scrap the MAP Act - Amends the Agricultural Trade Act of 1978 to repeal the Market Access Program (MAP) of the Department of Agriculture (USDA). (MAP is a program that uses funds from the USDA's Commodity Credit Corporation [CCC] to aid in the creation, expansion, and maintenance of foreign markets for U.S. agricultural products.)

Urges the governments of Tanzania and Burundi to prosecute and convict the perpetrators of these crimes. Calls for: (1) the education of East Africans about the realities of albinism; and (2) the United States to provide humanitarian assistance to people with albinism in East Africa.

Holocaust Insurance Accountability Act of 2010 - Declares that no executive agreement between the United States and any foreign country shall invalidate or preempt any state law creating a cause of action against an insurer or related company based upon a claim arising out of or related to a covered insurance policy that: (1) was in effect at any time after January 30, 1933, and before December 31, 1945; and (2) was issued to a policyholder domiciled in any area occupied or controlled by Nazi Germany. Deems any state law enacted as of March 1, 1998, which requires an insurer doing business in that state to disclose information regarding such a covered policy to be effective upon its enactment. Authorizes the President to waive application of this Act upon: (1) a determination that the executive agreement is vital to U.S. national security interests; and (2) presentation of a report by the President to certain congressional committees explaining the reasons for such determination. Prohibits a court from dismissing a claim that is brought under a state law within 10 years after enactment of this Act on the ground that the claim is barred under any statute of limitations. Declares this Act applicable to any claim brought under state law before, on, or after enactment of this Act including: (1) any claim dismissed on the ground of executive preemption before the date of the enactment of this Act; and (2) any claim that is deemed released as a result of the settlement of a class action entered into before enactment of this Act if the claimant did not receive any payment pursuant to the settlement.

Detainee Trials at Gitmo Act - Provides that: (1) the detention facility at Naval Station, Guantanamo Bay, Cuba, shall remain in use indefinitely by the United States as a detention facility; and (2) any individual who is detained at Naval Station, Guantanamo Bay, Cuba, may only be tried by military commission which shall be conducted at Naval Station, Guantanamo Bay, Cuba.

Metropolitan Medical Response System Program Act of 2010 - Amends the Homeland Security Act of 2002 to establish within the Department of Homeland Security (DHS) a Metropolitan Medical Response System Program to support state and local jurisdictions in preparing for and maintaining all-hazards response capabilities to manage public health and mass casualty incidents resulting from natural and man-made disasters, terrorist acts, and epidemic disease outbreaks, by systematically enhancing and integrating first responders, public health personnel, emergency management personnel, and other participants in mass casualty management. (Repeals provisions of the Post-Katrina Management Reform Act of 2006 regarding a Metropolitan Medical Response Program.) Directs the Assistant Secretary, Office of Health Affairs, to develop programmatic and policy guidance for the Program in coordination with the Administrator of the Federal Emergency Management Agency (FEMA). Authorizes the Secretary, through the Administrator, to enter in contracts with local jurisdictions to assist in preparing for and responding to mass casualty incidents. Authorizes the use of contracts to support the integration of emergency management, health, and medical systems into a coordinated response to mass casualty incidents caused by any hazard. Sets forth eligibility requirements. Encourages local jurisdictions receiving assistance under the Program to develop and maintain memoranda of understanding and agreement with neighboring jurisdictions to support a system of mutual aid among the jurisdictions. Requires the Administrator: (1) in coordination with the Assistant Secretary, Office of Health Affairs, and a National Metropolitan Medical Response System Working Group, to issue performance measures for each local jurisdiction that enters a contract under this Act; and (2) together with the Assistant Secretary and the Working Group, to conduct a review of the Program.

Congratulates the 511 U.S. rescue workers for the lives they helped save. Recognizes the contribution of these teams not only in the lives that they directly saved, but to the international teams that they trained and to the people of Haiti.

Veterans Pensions Protection Act of 2010 - Excludes from annual income, for purposes of eligibility for pensions for veterans and their surviving spouses and children, reimbursements resulting from: (1) any accident; (2) any theft or loss; (3) any casualty loss; (4) medical expenses resulting from any such accident, theft, or loss; and (5) pain and suffering (including insurance settlement payments and general damages awarded by a court) related to such accident, theft, or loss.

Commemorates the 65th anniversary of the liberation of Auschwitz. Honors the victims of Auschwitz and other Nazi concentration and extermination camps, and all those who perished at the hands of the Nazis. Expresses gratitude to the Allied soldiers, underground fighters, and all those whose efforts helped defeat the Nazi regime and liberate Auschwitz and other concentration and extermination camps during World War II. Reaffirms the commitment of the House of Representatives to enhance Holocaust education at home and abroad and to ensure that what happened in Auschwitz and other Nazi concentration and extermination camps is never allowed to happen again. Urges all countries to enhance their efforts to combat bigotry, racism, intolerance, and anti-Semitism.

Expresses the sense of the House of Representatives that: (1) the use of a basic pilot program (E-verify program) by employers of workers within the United States should be mandatory and that enforcement policies should hold both employers and employees responsible for violations; (2) sustaining the necessary border infrastructure and manpower to secure U.S. borders to prevent the unauthorized passage of persons or contraband is a critical responsibility of the federal government; and (3) immigration reform should not legalize, grant amnesty for, or confer any other legal status condoning the unlawful U.S. entry or presence of any individual.

Recognizes the fifth anniversary of the signing of the Comprehensive Peace Agreement between the government of the Republic of the Sudan and the Sudan People's Liberation Movement/Army. Wireless Microphone Users Interference Protection Act - Directs the Federal Communications Commission (FCC) to authorize owners and operators of wireless microphones operating on a primary basis in the VHF bands and on a secondary basis in the UHF bands to have access to the geolocation database maintained to prohibit the operation of unlicensed TV band devices on protected frequencies. Specifies registration sites (for the purpose of identifying locations to be protected through database registration).

Condemns the gross abuses of the rights of Iranian citizens by the government of Islamic Republic of Iran and calls on the government to immediately honor its obligations under its own constitution and International Human Rights Laws. Supports the rights of Iranian citizens to peacefully protest. Urges the government of Iran to release all those peaceful protectors and opposition supporters it has detained, stop the harassment and violent acts against these Iranian citizens committed by security forces and the Basij militias, and bring to justice the government authorities responsible for such unlawful acts of violence.

Expresses the sense of the House of Representatives that: (1) the establishment of scientific protocols and a robust oversight mechanism governing an infrastructure of observing, monitoring, measuring, and verification technologies, data collection methods, and peer review standards is necessary to preclude future infringements of public trust by scientific falsification and fraud; and (2) climate change research information provided by the Intergovernmental Panel on Climate Change should meet federal standards for scientific research as defined by the National Science and Technology Council and the National Academy of Sciences before being used as the basis for action by the U.S. government.

Insists that Burma's military regime begin a political dialogue with Aung San Suu Kyi, the National League for Democracy, and ethnic nationalities toward national reconciliation, and the restoration of democracy, freedom of assembly, freedom of movement, freedom of speech, freedom of the press, and human rights. Demands the release of Aung San Suu Kyi, detained Buddhist monks, Kyaw Zaw Lwin (a Burmese born American citizen), and all other political prisoners and prisoners of conscience. Calls on: (1) governments around the world to strengthen economic and arms sanctions against Burma; (2) the U.N. Security Council to impose multilateral sanctions on Burma's military regime; (3) the Administration to implement the Tom Lantos Block Burmese JADE Act.

Truth in Trials Act - Amends the federal criminal code to: (1) allow any person on trial for a federal marijuana-related offense to introduce evidence that the alleged marijuana-related activities were performed in compliance with state law regarding the medical use of marijuana; (2) allow an affirmative defense to a marijuana prosecution that the alleged marijuana-related activities complied with state law regarding the medical use of marijuana; (3) limit the criminal liability of persons convicted of federal marijuana-related offenses; (4) require the preservation and return (if a defendant is acquitted) of property seized in connection with a marijuana prosecution; and (5) prohibit the seizure of plants grown or stored under a physician's recommendation or by order of a state or municipal agency in accordance with state law regarding the medical use of marijuana.
