DUE PROCESS Act of 2017 or the Deterring Undue Enforcement by Protecting Rights O f Citizens from Excessive Searches and Seizures Act of 2017 This bill amends the federal criminal code to revise provisions related to federal civil forfeiture cases. Specifically, the bill: raises the evidentiary standard in such cases from preponderance of the evidence to clear and convincing evidence; with respect to property owners who are indigent, provides for the appointment of counsel; provides for recovery of attorney's fees with respect to settled claims in which the claimant prevails; adds notice requirements; and expedites and otherwise modifies certain procedures. The Department of Justice (DOJ) must: (1) annually audit federal civil forfeiture cases, and (2) establish a publicly available database with respect to seizures in such cases. Finally, the bill amends the federal judicial code to authorize DOJ to use amounts from the DOJ Assets Forfeiture Fund to pay for costs associated with a seized animal, including transportation, shelter, care, veterinary services, and humane euthanasia.

Expanding Employee Ownership Act of 201 7 This bill amends the Internal Revenue Code to exclude from the gross income of an employee: (1) shares of employer securities received in a qualified employee stock distribution as compensation for services that do not exceed the lowest number of employer securities received by any employee in such distribution; (2) any gain on such securities if held by an employee for not less than 10 years; and (3) in the case of any qualified disposition of an employer security that meets such 10-year holding requirement, any gain on so much stock acquired during the 60-day period beginning on the date of such disposition as does not exceed the fair market value of the employer security so disposed. Employers may claim a tax deduction for the fair market value of securities transferred in a stock distribution. Employees must recapture in gross income the amount of employer securities excluded from gross income if such securities are disposed of within five years after receipt.

Water Supply Permitting Coordination Act This bill establishes the Bureau of Reclamation as the lead agency for purposes of coordinating all reviews, permits, licenses, or other approvals or decisions (reviews) required under federal law to construct new surface water storage projects in the states covered under the Reclamation Act on lands administered by the Department of the Interior or the Department of Agriculture, exclusive of any easement, right-of-way, lease, or any private holding (qualifying projects). The Bureau: (1) upon receipt of an application for a qualifying project, shall identify any federal agency that may have jurisdiction over a required review; and (2) shall notify such agency that it has been designated as a cooperating agency unless specified conditions apply. Each cooperating agency must submit to the Bureau: (1) a timeframe for completing the agency's authorizing responsibilities, (2) all environmental review material produced in the course of carrying out activities required under federal law consistent with the project schedule, and (3) all relevant project data. A state in which a qualifying project is being considered may choose to: (1) participate as a cooperating agency; and (2) make subject to the processes of this bill all state agencies that have jurisdiction over the project, are required to conduct or issue a review, or are required to make a determination on issuing a permit, license, or approval for the qualifying project. The principal responsibilities of the Bureau are to: (1) serve as the point of contact for applicants, state agencies, Indian tribes, and others regarding qualifying projects; (2) coordinate preparation of unified environmental documentation that will serve as the basis for all federal decisions necessary to authorize the use of federal lands for qualifying projects; and (3) coordinate all federal agency reviews necessary for the development and construction of qualifying projects. The Department of the Interior, after public notice, may accept and expend funds contributed by a non-federal public entity to expedite the evaluation of a permit of that entity related to a qualifying project. Interior must ensure that all final permit decisions are made available to the public, including on the Internet.

Repeatedly Flooded Communities Preparation Act This bill amends the National Flood Insurance Act of 1968 to require a community that participates in the National Flood Insurance Program and has been repeatedly flooded, as specified by the bill, to: (1) assess the continuing risks to community areas repeatedly damaged by floods; and (2) develop and implement a publicly available, community-specific plan for mitigating continuing flood risks to such areas. The Federal Emergency Management Agency (FEMA) must, upon request, provide a community with appropriate data to assist in preparation of the required plan. In making decisions with respect to awarding mitigation grants under the Act, FEMA may consider the extent to which a community has complied with these requirements and is working to remedy problems with repeatedly flooded areas. A community that does not comply with these requirements shall be subject to appropriate sanctions, including suspension from the National Flood Insurance Program.

Fair and Open Competition Act or FOCA Act This bill prohibits a federal executive agency that awards any construction contract after the enactment of this bill from requiring or prohibiting a contract bidder from entering into agreements with labor organizations (i.e., Project Labor Agreements [PLAs]) or otherwise discriminating against a bidder or contractor who signs, or refuses to sign, a PLA. Agencies that award grants, provide financial assistance, or enter into cooperative agreements for construction projects after the enactment of this bill must ensure that the bid specifications, project agreements, or other controlling documents for such projects do not contain any requirements or prohibitions relating to PLAs. An agency may exempt a particular project or grant from the prohibition of this bill if it determines that special circumstances exist requiring an exemption to avert an imminent threat to public health or safety or to serve the national security.

Fifth Amendment Integrity Restoration Act of 2017 or the FAIR Act This bill modifies general rules governing civil forfeiture proceedings to: (1) ensure that a person contesting a civil forfeiture has legal representation without regard to whether the property subject to forfeiture is being used by such person as a primary residence; (2) increase the federal government's burden of proof in civil forfeiture proceedings to clear and convincing evidence; (3) require the government, in addition to showing a substantial connection between the seized property and an offense, to establish by clear and convincing evidence that the owner of any interest in the seized property used the property with intent to facilitate the offense or knowingly consented or was willfully blind to the use of the property by another in connection with the offense; and (4) expand the proportionality criteria used by a court to determine whether a civil forfeiture was constitutionally excessive. To remove incentives for carrying out civil forfeitures, the bill requires proceeds from the disposition of seized property to be deposited into the General Fund of the Treasury, rather than to Department of Justice accounts for law enforcement activities. The bill adds a mens rea requirement (i.e., a knowing violation) to the prohibition against structuring financial transactions to evade reporting requirements. A court shall conduct a probable cause hearing to determine if there is a violation of the prohibition against structuring transactions to evade reporting requirements involving a monetary instrument and to return such instrument if probable cause is not established.

Safe and Affordable Drugs from Canada Act of 2017 This bill amends the Federal Food, Drug, and Cosmetic Act (FFDCA) to require the Department of Health and Human Services (HHS) to promulgate regulations within 180 days permitting individuals to import a prescription drug purchased from an approved Canadian pharmacy that: is dispensed by a pharmacist licensed in Canada; is purchased for personal use in quantities not greater than a 90-day supply; is filled using a valid prescription issued by a physician licensed to practice in the United States; and has the same active ingredients, route of administration, dosage form, and strength as a prescription drug approved under the FFDCA. Certain medications may not be imported, including controlled substances and biological products. The bill establishes a certification process for approving Canadian pharmacies. HHS must publish a list of approved Canadian pharmacies.

Pakistan State Sponsor of Terrorism Designation Act of 2017 This bill directs the Department of State to submit a determination regarding whether the government of Pakistan, including any of its agents or instrumentalities, committed, conspired to commit, attempted, aided, or abetted: (1) any of specified acts constituting an act of or support for international terrorism, or (2) any other act that constitutes an act of or support for international terrorism. Within 30 days after making such a determination in the affirmative, the State Department shall report to Congress: (1) a determination on whether Pakistan is a state sponsor of terrorism, or (2) a detailed justification as to why Pakistan's conduct does not meet the legal criteria for such designation.

EPA Science Advisory Board Reform Act of 2017 This bill amends the Environmental Research, Development, and Demonstration Authorization Act of 1978 to revise the process of selecting members of the Science Advisory Board, guidelines for participation in board advisory activities, and terms of office. The board provides scientific advice to the Environmental Protection Agency (EPA). This bill requires the board to independently provide that advice. Registered lobbyists may not be appointed to the board. Board members may not have current grants or contracts from the EPA and may not apply for them for three years following the end of their board term. The EPA must provide draft risk or hazard assessments in its regulatory proposals and documents to the board. The board's advice and comments must be included in the record regarding those proposals and published in the Federal Register. The board's member committees and investigative panels must operate in accordance with the membership, participation, and policy requirements contained in this bill, including new requirements for public participation in advisory activities of the board. The board must: (1) strive to avoid making policy determinations or recommendations, (2) communicate uncertainties, (3) encourage dissenting members to make their views known, (4) conduct periodic reviews to ensure that its activities address the most important scientific issues affecting the EPA, and (5) respond to Congress fully and in a timely manner. This bill may not be construed as supplanting the requirements of the Federal Advisory Committee Act or the Ethics in Government Act of 1978.

Honest and Open New EPA Science Treatment Act of 2017 or the HONEST Act This bill amends the Environmental Research, Development, and Demonstration Authorization Act of 1978 to prohibit the Environmental Protection Agency from proposing, finalizing, or disseminating a covered action unless all scientific and technical information relied on to support such action is the best available science, specifically identified, and publicly available in a manner sufficient for independent analysis and substantial reproduction of research results. A covered action includes a risk, exposure, or hazard assessment, criteria document, standard, limitation, regulation, regulatory impact analysis, or guidance. Personally identifiable information, trade secrets, or commercial or financial information obtained from a person and privileged or confidential must be redacted prior to public availability.

This bill amends the Wilderness Act to declare that provisions of such Act prohibiting the use of motorized vehicles, aircraft, or other forms of mechanical transport shall not prohibit the use of motorized wheelchairs, non-motorized wheelchairs, non-motorized bicycles, strollers, wheelbarrows, survey wheels, or game carts within any wilderness areas.

Assuring Law Enforcement Requests Are Timely Evaluated by the Department of Homeland Security Act of 2017 or the ALERTED Act of 2017 This bill amends the Immigration and Nationality Act to direct U.S. Immigration and Customs Enforcement, upon request by a federal, state, or local law enforcement official, to determine whether to issue a detainer to detain an alien arrested by such official for a violation of any law, not just one relating to controlled substances.

Renewable Fuel Standard Elimination Act This bill amends the Clean Air Act to repeal the Environmental Protection Agency's renewable fuel program, which requires transportation fuel to contain a minimum volume of renewable fuel.

Ending Federal Marijuana Prohibition Act of 2017 This bill amends the Controlled Substances Act to provide that the Act's regulatory controls and administrative, civil, and criminal penalties do not apply to with respect to marijuana. It removes marijuana and tetrahydrocannabinols from schedule I. (A schedule I controlled substance is a drug, substance, or chemical that: has a high potential for abuse; has no currently accepted medical value; and is subject to regulatory controls and administrative, civil, and criminal penalties under the Controlled Substances Act.) Additionally, it eliminates criminal penalties for an individual who imports, exports, manufactures, distributes, or possesses with intent to distribute marijuana. The bill does, however, make it a crime to knowingly ship or transport marijuana into a state where its receipt, possession, or sale is prohibited. A violator is subject to criminal penalties—a fine, a prison term of up to one year, or both.

Equitable Access to Care and Health Act or the EACH Act This bill amends the Internal Revenue Code to expand the religious conscience exemption under the Patient Protection and Affordable Care Act to exempt individuals who rely solely on a religious method of healing and for whom the acceptance of medical health services would be inconsistent with their religious beliefs from the requirement to purchase and maintain minimum essential health care coverage.

Counterterrorism Screening and Assistance Act of 2017 This bill expresses the sense of Congress that: (1) the U.S. government must ensure that capacity-building assistance to combat terrorist travel is coordinated among departments and agencies as well as with foreign implementing partners, and (2) such assistance should be prioritized for the highest-risk countries for travel by terrorists and foreign fighters. The Department of State shall submit to Congress biennially a foreign partner engagement plan that catalogues existing capacity-building initiatives abroad to combat travel by terrorists and foreign fighters and identifies areas for adjustment to align efforts with risk-based priorities. The Department of Homeland Security (DHS) and the State Department shall accelerate the provision of appropriate versions of the following systems to foreign governments: U.S. Customs and Border Protection's global travel targeting and analysis systems; and the State Department's watchlisting, identification, and screening systems. DHS may provide, with specified exceptions, excess DHS nonlethal equipment and supplies (as well as related training) to a foreign government if that would: further U.S. homeland security interests; and enhance the recipient government's capacity to mitigate the threat of terrorism, infectious disease or natural disaster, protect lawful trade and travel, or enforce intellectual property rights. DHS shall: notify Congress before providing such systems, equipment, or supplies; and report to Congress annually through 2022 regarding foreign government efforts to combat terrorist and foreign fighter travel. The State Department may suspend non-humanitarian, non-trade-related foreign assistance to a foreign country identified in such a report as a country to which the minimum standards for serious and sustained efforts to combat terrorist and foreign fighter travel are applicable but whose government is not fully complying with such standards and is not making significant efforts to bring itself into compliance.

Condemns: (1) the killing of peaceful protesters and excessive use of force by Ethiopian security forces; (2) the detention of journalists, students, activists and political leaders who exercise their constitutional rights to freedom of assembly and expression through peaceful protests; and (3) the abuse of the Anti-Terrorism Proclamation to stifle political and civil dissent and journalistic freedoms. Urges: (1) protesters in Ethiopia to refrain from violence and from encouragement or acceptance of violence in demonstrations, and (2) all armed factions to cease their conflict with the Ethiopian government and engage in peaceful negotiations. Calls on the government of Ethiopia to: lift the state of emergency; end the use of excessive force by security forces; investigate the killings and excessive use of force that took place as a result of protests in the Oromia and Amhara regions; release dissidents, activists, and journalists who have been imprisoned for exercising constitutional rights; respect the right to peaceful assembly and guarantee freedom of the press; engage in open consultations with citizens regarding its development strategy; allow a United Nations rapporteur to conduct an independent examination of the state of human rights in Ethiopia; address the grievances brought forward by representatives of registered opposition parties; hold accountable those responsible for killing, torturing, and detaining innocent civilians who exercised their constitutional rights; and investigate and report on the circumstances surrounding the September 3, 2016, shootings and fire at Qilinto Prison, the deaths of persons in attendance at the annual Irreecha festivities at Lake Hora near Bishoftu on October 2, 2016, and the ongoing killings of civilians over several years in the Somali Regional State by police. Calls on such government to repeal proclamations that: can be used to harass or prohibit funding for organizations that investigate human rights violations, engage in peaceful political dissent, or advocate for greater political freedoms; prohibit those displaced from their land from seeking judicial redress; permit the detention of peaceful protesters and political opponents who legally exercise their rights to freedom of expression and association; and limit peaceful nonprofit operations in Ethiopia. Calls on: (1) the Department of State to review security assistance and improve oversight of U.S. assistance to Ethiopia; (2) the U.S. Agency for International Development to lead efforts to develop a strategy to support improved democracy and governance in Ethiopia; and (3) the State Department, in cooperation with the Department of the Treasury, to apply appropriate sanctions on foreign persons or entities responsible for extrajudicial killings, torture, or other gross violations of internationally recognized human rights committed against any nationals in Ethiopia;. Supports the peaceful efforts of the Ethiopian people to exercise their constitutional rights.

English Language Unity Act of 2017 This bill establishes English as the official language of the United States. Naturalization ceremonies and official functions of the U.S. government, subject to exceptions, must be conducted in English. The bill declares that all citizens should be able to read and understand generally the English language text of U.S. laws. A person injured by a violation of this bill may obtain relief, including a declaratory judgment, in a civil action. English language requirements and workplace policies, whether in the public or private sector, shall be presumptively consistent with U.S. laws. Any ambiguity in U.S. laws shall be resolved in accordance with the rights retained by the people and the powers reserved to states under the Bill of Rights. The Department of Homeland Security shall issue a proposed rule for uniform testing of the English language ability of candidates for naturalization based upon the principles that: (1) all citizens should be able to read and understand generally the English language text of the Declaration of Independence, the Constitution, and the laws of the United States; and (2) any exceptions to this standard should be limited to extraordinary circumstances, such as asylum.

Declares that the House of Representatives: reaffirms its commitment to the U.S.-Egypt alliance and to the importance of the United States providing a $10 billion loan guarantee for five years, sends its thoughts and prayers to the victims of terrorism in Egypt, stands with the people and the government of Egypt in the face of terrorism, stresses the importance of continuing to provide Egypt with the current levels of military assistance, and supports greater academic cooperation between the United States and Egypt. Calls for: an increase to pre-FY2009 levels of U.S. economic aid to Egypt; the President to reinstate cash flow financing to Egypt in 2018 and afterwards; and the expansion of the Qualified Industrial Zones Program.

Respect State Marijuana Laws Act of 2017 This bill amends the Controlled Substances Act to provide that the Act's regulatory controls and administrative, civil, and criminal penalties do not apply to a person who produces, possesses, distributes, dispenses, administers, or delivers marijuana in compliance with state laws.

Personal Drug Importation Fairness Act of 2017 This bill allows a drug to be imported by a person other than the drug's manufacturer if the drug: (1) has the same active ingredients, route of administration, and strength as an approved drug; (2) may be lawfully marketed in, and is imported or reimported from, a country included on a list in this Act that the Food and Drug Administration determines has standards for ensuring drug safety and effectiveness that are at least as protective as U.S. standards; (3) is dispensed by a licensed pharmacist; (4) is shipped directly to, or is imported by, the ultimate consumer; (5) is shipped or imported in quantities that do not exceed a 90-day supply; (6) is accompanied by a copy of a valid prescription; and (7) is not a controlled substance.

Right to Try Act of 2017 This bill requires the federal government to allow unrestricted manufacturing, distribution, prescribing, and dispensing of experimental drugs, biological products, and medical devices that are: (1) intended to treat a patient who has been diagnosed with a terminal illness, and (2) authorized by state law. The federal government must allow unrestricted possession and use of such treatments by patients certified by a physician as having exhausted all other treatment options. A manufacturer, distributor, prescriber, dispenser, possessor, or user of such a treatment has no liability regarding the treatment. The outcome of manufacture, distribution, prescribing, dispensing, possession, or use of such a treatment may not be used by a federal agency to adversely impact review or approval of the treatment. The treatment must: (1) have successfully completed a phase 1 (initial, small scale) clinical trial; (2) remain under investigation in a clinical trial approved by the Food and Drug Administration; and (3) not be approved, licensed, or cleared for sale under the Federal Food, Drug, or Cosmetic Act or the Public Health Service Act.

Craft Beverage Modernization and Tax Reform Act of 2017 This bill amends the Internal Revenue Code, with respect to the tax treatment of certain alcoholic beverages, to: exclude the aging period from the production period for beer, wine, or distilled spirits for purposes of determining whether a taxpayer can expense, rather than capitalize, interest costs paid or incurred during the production period; reduce excise tax rates on beer and distilled spirits; modify the small wine producer tax credit to increase the amount of the credit, expand the producers that are covered, and specify an adjustment for hard cider; modify the alcohol content limitations that apply to certain wines for tax purposes; specify definitions for "mead" and "low alcohol by volume wine;" modify requirements for records, statements, and returns for certain breweries; and permit the transfer of beer between bonded facilities without payment of tax. The Department of the Treasury must amend applicable regulations with respect to the use of wholesome products suitable for human consumption in the production of fermented beverages.

Lieutenant Osvaldo Albarati Correctional Officer Self-Protection Act of 2017 This bill amends the federal criminal code to require the Bureau of Prisons (BOP) to allow a correctional officer at a federal prison or correctional institution to: (1) store firearms on BOP premises in a secure storage area outside the security perimeter of the institution or in a vehicle lockbox, and (2) carry a concealed firearm on BOP premises outside the security perimeter of the institution.

Stop Arming Terrorists Act This bill prohibits the use of federal agency funds to provide covered assistance to: (1) Al Qaeda, Jabhat Fateh al-Sham, the Islamic State of Iraq and the Levant (ISIL), or any individual or group that is affiliated with, associated with, cooperating with, or adherents to such groups; or (2) the government of any country that the Office of the Director of National Intelligence (ODNI) determines has, within the most recent 12 months, provided covered assistance to such a group or individual. "Covered assistance" is defined as: defense articles, defense services, training or logistical support, or any other military assistance provided by grant, loan, credit, transfer, or cash sales; intelligence sharing; or cash assistance. The ODNI shall: make, within 90 days after this bill's enactment, initial determinations about such countries and about whether an individual or group is, or has been within the most recent 12 months, affiliated with, associated with, cooperating with, or an adherent to Al Qaeda, Jabhat Fateh al-Sham, or ISIL; review and make subsequent determinations regarding such countries, groups, or individuals every 6 months in consultation with specified congressional committees; brief such committees on each determination; and brief such committees on any other country, individual, or group that the ODNI considered but did not make a determination that the the country provided covered assistance to, or that the group or individual is affiliated with, associated with, cooperating with, or an adherent to, Al Qaeda, Jabhat Fateh al-Sham, or ISIL.

Department of Energy Research and Innovation Act Laboratory Modernization and Technology Transfer Act This bill instructs the Department of Energy (DOE) to permit its National Laboratories to use funds authorized to support technology transfer within DOE to carry out early stage and precommercial technology demonstration activities so as to remove technology barriers limiting private sector interest and to demonstrate potential commercial applications of any research and technologies arising from activities of the national laboratories. DOE shall carry out its Agreements for Commercializing Technology pilot program, as announced on December 8, 2011, in accordance with this bill. Department of Energy Research Coordination Act DOE shall identify strategic opportunities for collaborative research and development of innovative science and technologies. DOE shall carry out a program to enhance economic, environmental, and energy security by making awards for the establishment of Energy Innovation Hubs to conduct and support research and development of advanced energy technologies. Department of Energy Office of Science Policy Act The bill states that the mission of the Office of Science shall be the delivery of scientific discoveries, capabilities, and major scientific tools to transform the understanding of nature and to advance energy, economic, and national security. The Office of Science shall: (1) carry out specified research programs; (2) assess the potential for any fusion energy project supported by the Advanced Research Projects Agency-Energy (ARPA-E); (3) carry out a program for improving the safety, efficiency, and mission readiness of infrastructure at its laboratories; and (4) ensure the access of researchers to the most advanced accelerator facilities and research capabilities, including the Large Hadron Collider DOE shall carry out Solar Fuels Research and Electricity Storage Research Initiatives. The Office of Science may carry out a program for the production of isotopes that are needed for research, medical, industrial, or related purposes. Nuclear Energy Innovation Capabilities Act By December 31, 2017, DOE shall determine mission need for a versatile reactor-based fast neutron source to operate as a national user facility. DOE shall: (1) carry out a program for enhancing the nation's capabilities to develop new reactor technologies through high-performance computation modeling and simulation techniques, and (2) submit budget plans for civilian nuclear energy research and development.

Help Ensure Legal Detainers Act or the HELD Act This bill prohibits the use of federal funds by a state or local subdivision that has in effect a law, policy, or procedure that prevents or impedes: (1) a timely response to a request by the Department of Homeland Security for information about an alien in custody, including the alien's estimated release date; or (2) compliance with a detainer request.

Save Christians from Genocide Act This bill recognizes that Christians and Yazidis in Iraq, Syria, Pakistan, Iran, and Libya are targets of genocide. The Department of Homeland Security shall provide for expedited visa processing and shall ensure that such applications receive first priority among refugee and (family- or employment-based) immigrant applications for an alien who: is a citizen or national of Iraq, Syria, Pakistan, Iran, or Libya, or in the case of an alien having no nationality, whose country of last habitual residence was Iraq, Syria, Pakistan, Iran, or Libya; is a Christian or Yazidi; and is seeking refugee or immigrant admission to the United States.

Heartbeat Protection Act of 2017 This bill amends the federal criminal code to make it a crime for a physician to knowingly perform an abortion: (1) without determining whether the fetus has a detectable heartbeat, (2) without informing the mother of the results, or (3) after determining that a fetus has a detectable heartbeat. It provides an exception for an abortion that is necessary to save the life of a mother whose life is endangered by a physical (but not psychological or emotional) disorder, illness, or condition. A physician who performs a prohibited abortion is subject to criminal penalties—a fine, up to five years in prison, or both. A woman who undergoes a prohibited abortion may not be prosecuted for violating or conspiring to violate the provisions of this bill.

Safe Recovery and Community Empowerment Act This bill amends the Fair Housing Act to provide that nothing in federal law relating to protections for persons with disabilities prohibits a local, state, or federal government body from: requiring a reasonable minimum distance between residential recovery facilities within a particular area zoned for residential housing if such requirement is necessary to preserve the residential character of the area and allows for some of such facilities to be located within such area; and requiring that such a facility obtain an operating license or use permit or satisfy a set of consumer protection standards, which may include a maximum capacity requirement. A residential recovery facility is a residence that provides housing to individuals in recovery from drug or alcohol addiction with the promise of providing a clean and sober environment in return for direct or indirect payment to an owner, operator, or compensated staff person. Facilities receiving payments from a federal health care program, or via private insurance purchased on a federal exchange or federally subsidized, for either housing, recovery services, or testing or monitoring for drugs or alcohol shall ensure that residents: (1) are provided a safe living environment completely free from illicit drugs, alcohol, firearms, harassment, abuse, or harm; and (2) live in a licensed or registered residence that has committed to following standards approved by states and localities.

IRGC Terrorist Sanctions Act of 2017 This bill directs the President to: (1) designate Iran's Islamic Revolutionary Guard Corps (IRGC) as a terrorist entity, (2) impose sanctions against the IRGC, and (3) report to Congress on the results of such sanctions.

Tax Relief for our Nation's Heroes Act or the Andrew P. Carpenter Tax Act This bill amends the Internal Revenue Code to exclude from gross income any amount attributable to the discharge of student loan indebtedness of a veteran who served on active duty and: (1) is deceased as a result of a service-connected death or disability, or (2) has a service-connected disability that the Department of Veterans Affairs has rated as total.

No Funding for Sanctuary Campuses Act This bill amends title IV (Student Aid) of the Higher Education Act of 1965 to make an institution of higher education (IHE) that is a sanctuary campus ineligible for funds under title IV. It defines the term "sanctuary campus." The Department of Homeland Security must transmit to the Department of Education and publish in the Federal Register notice of a determination that an IHE is a sanctuary campus. The bill expresses the sense of Congress that providing in-state tuition to an alien who lacks lawful immigration status in the United States creates an incentive for illegal immigration and encourages and induces aliens to come to, enter, or reside in the United States.

Local Zoning Decisions Protection Act of 2017 This bill nullifies: the final Department of Housing and Urban Development (HUD) rule entitled "Affirmatively Furthering Fair Housing" and any successor rule substantially similar to it, and the notice relating to the Affirmatively Furthering Fair Housing Assessment Tool and any successor notice or rule substantially similar to it. No federal funds may be used to design, build, maintain, utilize, or provide access to a federal database of geospatial information on community racial disparities or disparities in access to affordable housing. HUD is required to: (1) consult with state, local government, and public housing agency officials to develop recommendations, consistent with applicable rulings of the U.S. Supreme Court, to further the Fair Housing Act's purposes and policies; and (2) make a final report publicly available online within 12 months after enactment of this bill.

Interim Consolidated Storage Act of 2017 This bill amends the Nuclear Waste Policy Act of 1982 to authorize the Department of Energy (DOE) to enter into new contracts (or modify existing contracts) with the licensee of an interim consolidated storage facility in order to take title to and store in it either high-level radioactive waste or spent nuclear fuel of domestic origin. The bill defines: "interim consolidated storage facility" as a facility licensed by the Nuclear Regulatory Commission for the storage of high-level radioactive waste or spent nuclear fuel received from DOE or from two or more persons that generate or hold title to such fuel generated at a civilian nuclear power reactor, and "high-level radioactive waste" as including Greater than Class C waste. The bill assigns priority to storage of such waste and spent fuel located on sites without an operating nuclear reactor. The bill makes appropriations targeted for the Nuclear Waste Fund available to pay for costs in connection with storage in an interim consolidated storage facility. Beginning in FY2018 DOE shall not expend, on fees for dry modes of storage of high-level radioactive waste or spent nuclear fuel, any amounts exceeding the cumulative amount of interest generated by the Fund each fiscal year.

Nuclear Energy Innovation Capabilities Act of 2017 This bill amends the Energy Policy Act of 2005 to revise the objectives of the civilian nuclear energy research, development, demonstration, and commercial application programs of the Department of Energy (DOE) to emphasize research infrastructure and private sector participation. By December 31, 2017, DOE shall determine the mission need for a versatile reactor-based fast neutron source, which shall operate as a national user facility. DOE shall carry out a program for enhancing the capability to develop new reactor technologies through high-performance computation modeling and simulation techniques. DOE shall also carry out a program to: (1) enable the testing and demonstration of reactor concepts proposed and funded by the private sector, and (2) leverage the technical expertise of relevant federal agencies and national laboratories to minimize the time required to enable construction and operation of privately funded experimental reactors at national laboratories or other DOE-owned sites. Within 1 year of this bill's enactment, DOE must submit to Congress 2 specified alternative 10-year budget plans for civilian nuclear energy research and development by the DOE.

Secure Accountability for Emigres and Refugees Act of 2017 or the SAFER Act of 2017 This bill requires that, before the U.S. refugee admission of a covered alien, the Department of Homeland Security (DHS) shall ensure that such person: has passed a lie detector test; has submitted to DHS biometric identification information, including DNA, which DHS has compared against all relevant databases and determined that the person has no known history of terrorist activity; and does not pose a threat to U.S. national security based on a background check that includes a review of the person's Internet interactions, including social media services. "Covered alien" means an alien applying for U.S. refugee admission who: (1) is a national of Iraq or Syria, (2) has no nationality and whose last habitual residence was in Iraq or Syria, or (3) has been present in Iraq or Syria at any time on or after March 1, 2011.

Water Conservation Rebate Tax Parity Act This bill amends the Internal Revenue Code to expand the tax exclusion for energy conservation subsidies provided by public utilities to exclude from gross income subsidies provided (directly or indirectly): (1) by a public utility to a customer, or by a state or local government to a resident of such state or locality, for the purchase or installation of any water conservation or efficiency measure; and (2) by a storm water management provider to a customer, or by a state or local government to a resident of such state or locality, for the purchase or installation of any storm water management measure.

Default Prevention Act This bill requires the Department of the Treasury to continue to borrow to pay the principal and interest on certain obligations if the debt of the United States exceeds the statutory limit. If the debt limit is exceeded, Treasury must issue obligations solely for the payment of the principal and interest on debt held by the public or the Social Security trust funds. Obligations issued under this bill may not be used to compensate Members of Congress. If Treasury exercises authority provided by this bill, it must submit to Congress a report that includes an accounting of: (1) the principal on mature obligations and interest that is due or accrued, and (2) obligations issued under this bill.

IRGC Terrorist Designation Act This bill expresses the sense of Congress that Iran's Islamic Revolutionary Guard Corps (IRGC) meets the criteria for designation as a foreign terrorist organization and should be so designated by the Department of State. State shall submit to Congress: (1) a detailed report on whether the IRGC meets such criteria; and (2) if State determines the IRGC doe not meet such criteria, a detailed justification as to which criteria have not been met.
