Henrietta Lacks Enhancing Cancer Research Act of 2019 This bill requires the Government Accountability Office to complete a study reviewing how federal agencies address barriers to participation in federally-funded cancer clinical trials by individuals from underrepresented populations and provide recommendations for addressing such barriers.

Coastal and Marine Economies Protection Act This bill prohibits the Department of the Interior from offering any tract for oil and gas leasing or preleasing in the Atlantic Outer Continental Shelf planning area (North Atlantic, Mid-Atlantic, South Atlantic, and the Straits of Florida) or the Pacific Outer Continental Shelf planning area (Washington/Oregon, Northern California, Central California, and Southern California).

Community Health Center and Primary Care Workforce Expansion Act of 2019 This bill reauthorizes through FY2024 the Community Health Center Fund, which provides enhanced funding for community health centers and the National Health Service Corps.

Prohibition of Medicaid Funding for Conversion Therapy Act This bill prohibits state Medicaid programs from covering conversion therapy. The bill defines conversion therapy as any practice or treatment that seeks to change a person's sexual orientation or gender identity in exchange for monetary compensation.

Lymphedema Treatment Act of 2019 This bill includes certain lymphedema compression treatment items as covered durable medical equipment under Medicare. (Lymphedema is a condition of localized fluid retention and tissue swelling that is caused when the lymphatic system is damaged or blocked.)

National Women's Hall of Fame Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue $5 gold coins, $1 silver coins, and half-dollar clad coins in recognition and celebration of the National Women's Hall of Fame in Seneca Falls, New York. All minted coins shall include a specified surcharge, which shall be paid to the National Women's Hall of Fame Foundation to establish an endowment fund to provide for the long-term financing of the hall's operations.

Fighting Homelessness Through Services and Housing Act This bill requires the Health Resources and Services Administration to award grants to state, local, and tribal government entities for the planning and implementation of programs to address homelessness.

Shirley Chisholm Congressional Gold Medal Act This bill provides for the posthumous presentation of a Congressional Gold Medal in commemoration of Shirley Chisholm, in recognition of her activism, independence, and groundbreaking achievements in politics, election as the first African American woman in Congress, and campaign to be the first African American to gain the nomination of a major political party for President of the United States. Following its award, the gold medal shall be given to the Smithsonian Institution where it shall be available for display and research.

Berta Caceres Human Rights in Honduras Act This bill prohibits U.S. assistance to the police or military of Honduras. The Department of the Treasury shall instruct U.S. representatives of multilateral development banks to vote against providing loans to the Honduran police or military. The prohibition shall be lifted if the Department of State certifies to Congress that various conditions have been met, including that the Honduran government has (1) pursued all legal avenues to reach verdicts in specified crimes, such as the killings of indigenous land-rights activist Berta Caceres and of 100 small-farmer activists in the Aguan Valley; (2) investigated and prosecuted members of the military and police who have violated human rights; and (3) taken effective steps to establish the rule of law.

Women's History and Nineteenth Amendment Centennial Quarter Dollar Coin Program Act This bill requires the Department of the Treasury to mint and issue quarter-dollar coins in commemoration of the ratification of the Nineteenth Amendment granting women the right to vote. The design on the reverse of each coin shall be emblematic of the accomplishments and contributions of a prominent woman who was a resident of a state, the District of Columbia, or a U.S. territory. Such coins shall be issued in alphabetical order of the area represented, starting with the state of Alabama. Treasury shall initiate a program to promote collection of the coins and recognition of their subjects, and strike and make available for sale silver bullion coins that are the exact duplicates of the coins.

Preserving Rehabilitation Innovation Centers Act of 2019 This bill directs the Centers for Medicare & Medicaid Services to publish and biennially update a list of all rehabilitation innovation centers. The bill defines rehabilitation innovation centers as nonprofit or government-owned rehabilitation facilities that (1) hold specified federal research and training designations for traumatic brain injury, spinal cord injury, or stroke rehabilitation research; and (2) serve at least a certain number of Medicare patients. The Medicare Payment Advisory Commission must analyze the three most recent years of cost report data for all rehabilitation innovation centers and assess the payment adequacy for such innovation centers under Medicare.

Mothers and Offspring Mortality and Morbidity Awareness Act or the MOMMA's Act This bill establishes various programs and requirements to support the prevention of maternal mortality. Specifically, the bill requires the Centers for Disease Control and Prevention (CDC) to provide technical assistance and best practices for collecting data, standardizing reporting, and preventing maternal mortality. The CDC also must provide grants for state-based collaboratives to improve care immediately before and after birth and improve outcomes for maternal and infant health. Further, the Health Resources and Services Administration must establish a grants program to support national organizations in assisting state-level health care systems to implement standardized, evidence-informed processes for maternal health focusing on reducing maternal mortality. The bill also establishes regional centers to address implicit bias and cultural competency in the delivery of health care services. Specified institutions that provide education and training to health care professionals and focus on maternal mortality are eligible for funding through the program. The bill extends coverage for pregnant and postpartum women under Medicaid and the Children's Health Insurance Program for one year postpartum and such coverage is revised to include oral health services. Additionally, the bill (1) increases the excise tax on specified tobacco products, including cigarettes; (2) expands the definition of other tobacco products to include any such product as determined by the Food and Drug Administration; and (3) requires that such products are taxed at a rate equivalent to cigarettes on a per-use basis.

Younger Onset Alzheimer's Act This bill makes individuals with younger-onset Alzheimer's disease (i.e., individuals who experienced onset of the disease before age 60) eligible for certain federal grants and programs that support older adults. Under current law, these grants and programs serve only individuals 60 and older.

Supporting Children of the National Guard and Reserve Act This bill expands the military student identifier program to include students of parents who serve in reserve components of the Armed Forces, not just active duty members. The military student identifier program provides educators with information about the educational experience of children of members of the Armed Forces.

Climate Action Now Act This bill requires the President to develop and update annually a plan for the United States to meet its nationally determined contribution under the Paris Agreement on climate change. Specifically, the plan must describe steps to (1) cut greenhouse gas emissions by 26%-28% below 2005 levels by 2025, and (2) confirm that other parties to the agreement with major economies are fulfilling their announced contributions. In addition, the bill prohibits federal funds from being used to withdraw from the agreement.

Escuadron 201 Congressional Gold Medal Act This bill requires the President pro tempore of the Senate and the Speaker of the House of Representatives to make arrangements for the award of a Congressional Gold Medal to the members of Escuadron 201 (the 201st Fighter Squadron of the Mexican Expeditionary Air Force), which fought alongside U.S. forces in the South Pacific during World War II.

Menstrual Equity For All Act of 2019 This bill expands specified programs to include access to menstrual hygiene products. Specifically, the bill requires that such products are made available to (1) public school students, (2) incarcerated or detained individuals, (2) homeless individuals, (3) individuals using health care flexible-spending accounts, (4) Medicaid recipients; (5) employees of organizations with at least 100 workers, and (6) individuals accessing federal buildings.

Women and Climate Change Act of 2019 This bill addresses climate change and its effects on women and girls. Specifically, the bill establishes the Federal Interagency Working Group on Women and Climate Change within the Department of State. The bill outlines the functions of the working group, including the coordination of agencies' policies and activities relating to (1) combating the effects of climate change on women, and (2) improving the government's response to and strategy for climate change. In addition, the Office of Global Women's Issues of the State Department must submit a strategy to prevent and respond to the effects of climate change on women.

Improving HOPE for Alzheimer's This bill requires the Centers for Medicare & Medicaid Services (CMS) to conduct outreach to health care practitioners regarding comprehensive care planning services that are available under Medicare for individuals with Alzheimer's disease and related dementias. The CMS must report on its outreach efforts, as well as on the number of beneficiaries receiving such services and any barriers to access.

National Law Enforcement Museum Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue up to 50,000 $5 gold coins, 400,000 $1 silver coins, and 750,000 half-dollar clad coins that are emblematic of the National Law Enforcement Museum in the District of Columbia and the service and sacrifice of law enforcement officers throughout the history of the United States. All sales of such coins shall include specified surcharges, which shall be distributed to the National Law Enforcement Officers Memorial Fund, Inc., for educational and outreach programs and exhibits.

Pay Equity for All Act of 2019 This bill makes it unlawful for an employer to rely on the wage history of a prospective employee in considering the employee for employment; rely on the wage history of a prospective employee in determining the employee's wages (with an exception); seek from a prospective employee or any current or former employer the wage history of the employee (with an exception); or discharge or retaliate against any employee or prospective employee because that employee is opposed to any act or practice made unlawful by this bill, or has taken an action for which discrimination is forbidden.

International Human Rights Defense Act of 2019 This bill establishes in the Department of State a permanent Special Envoy for the Human Rights of LGBTI (lesbian, gay, bisexual, transgender, or intersex) Peoples who shall serve as the principal State Department advisor regarding human rights for LGBTI people and represent the United States in diplomatic matters relevant to the human rights of LGBTI people. The special envoy shall periodically provide Congress with a U.S. global strategy to prevent and respond to criminalization, discrimination, and violence against LGBTI people. The State Department and the U.S. Agency for International Development may provide assistance to prevent and respond to such activities against LGBTI people. The bill also requires that annual country reports on human rights practices include information on criminalization, discrimination, and violence based on sexual orientation and gender identity.

This resolution opposes the Global Boycott, Divestment, and Sanctions Movement (BDS) and other efforts targeting Israel, and states that BDS undermines the possibility for a negotiated solution to the Israeli-Palestinian conflict. The resolution urges both sides to return to direct negotiations and expresses support for a solution resulting in the state of Israel existing alongside a democratic Palestinian state.

National Purple Heart Hall of Honor Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue $5 gold coins, $1 silver coins, and half-dollar clad coins emblematic of the National Purple Heart Hall of Honor. The bill limits the issuance of such coins to the one-year period beginning on January 1, 2021. The bill prescribes surcharges for coin sales, which shall be paid to the National Purple Heart Hall of Honor, Inc., to support the mission of such organization, including capital improvements to the National Purple Heart Hall of Honor facilities.

ABLE Age Adjustment Act This bill increases from 26 to 46 the age threshold for tax-favored ABLE (Achieving a Better Life Experience) accounts. (ABLE accounts are designed to enable individuals with disabilities to save for and pay for disability-related expenses. To establish an account, an individual must have a qualifying impairment that began before the individual attained the age threshold.)

Rosie the Riveter Congressional Gold Medal Act of 2019 This bill directs the President pro tempore of the Senate and the Speaker of the House of Representatives to make appropriate arrangements for the award of a single Congressional Gold Medal to Rosie the Riveter (i.e., any female individual who held employment or volunteered in support of the war efforts during World War II), in recognition of their contributions to the United States and the inspiration they have provided to ensuing generations. The medal shall be displayed at the National Museum of American History, which must make the medal available for display at other locations associated with Rosie the Riveter.

Horseracing Integrity Act of 2019 This bill establishes the Horseracing Anti-Doping and Medication Control Authority as an independent, private non-profit corporation with responsibility for developing and administering an anti-doping and medication control program for (1) Thoroughbred, Quarter, and Standardbred horses that participate in horse races; and (2) the personnel engaged in the care, training, or racing of such horses. The Federal Trade Commission shall have oversight over the authority. An interstate compact may be established after five years to take over the authority's duties.

Diesel Emissions Reduction Act of 2019 This bill reauthorizes through FY2024 a diesel emissions reduction program under which the Environmental Protection Agency provides grants, rebates, or loans for replacing diesel engines or retrofitting the engines with pollution control technologies.

Excellence in Mental Health and Addiction Treatment Expansion Act This bill increases the number of states that may participate in two-year Medicaid demonstration programs that improve access to community mental health services. It also extends the two-year term for existing state demonstration programs by two years.

This bill revises the National Pollutant Discharge Elimination System (NPDES) program. Under the program, the Environmental Protection Agency issues permits to discharge pollutants into waters of the United States. The bill extends the maximum term for NPDES permits issued to states or municipalities from 5 to 10 years.

Healthy Families Act This bill provides for paid and unpaid sick leave for employees to meet their own medical needs and those of their families. It requires employers with 15 or more employees to provide their employees with at least one hour of earned paid sick leave for every 30 hours worked, up to a maximum of 56 hours of paid sick leave in a year. An employer with fewer than 15 employees may also provide the same amount of paid sick leave, but may opt out of such requirement, in which case such employer must provide its employees at least 56 hours of unpaid leave in a year. An employee may use sick leave for absences (1) resulting from a physical or mental illness, injury or medical condition; (2) resulting from obtaining professional medical diagnosis or care, or preventive medical care; (3) to care for a child, parent, spouse, a domestic partner, or other blood or close relative; and (4) resulting from domestic violence, sexual assault, or stalking. The bill makes it unlawful for any employer to interfere with, restrain, or deny the exercise of an employee's right to accrue sick leave as provided by this bill. An employee may take legal action to enforce the right to sick leave granted by this bill and the Department of Labor must investigate complaints of violations of the requirements of this bill. Labor is authorized to conduct a public awareness campaign to educate and inform the public of the requirements for paid sick leave provided by this bill.

Ruthie and Connie LGBT Elder Americans Act of 2019 This bill addresses matters related to lesbian, gay, bisexual, and transgender (LGBT) individuals in certain federal programs serving older Americans. It includes an individual's LGBT status within the scope of the greatest social needs served by such programs. In addition, an LGBT individual shall be considered a minority for purposes of such programs and services for older adults. Among other activities, the Administration on Aging must (1) establish the National Resource Center on Lesbian, Gay, Bisexual, and Transgender Aging to provide eligible organizations with information and technical assistance to effectively serve older LGBT individuals; and (2) collect data and report on the extent and effectiveness of services provided to older LGBT individuals. The administration may designate within it a person with responsibility for addressing issues affecting LGBT older individuals. The Long-Term Care Ombudsman of each state must collect and analyze data related to discrimination against LGBT older individuals in long-term care settings.

Rim of the Valley Corridor Preservation Act This bill adjusts the boundary of the Santa Monica Mountains National Recreation Area in California as depicted on a specified map to include the Rim of the Valley Unit. The Rim of the Valley Unit, and any lands or interests acquired by the United States and located within its boundaries, shall be administered as part of the recreation area. The Department of the Interior may acquire only through exchange, donation, or purchase from a willing seller any nonfederal land within the boundaries of the Rim of the Valley Unit.

Scientific Integrity Act This bill revises provisions regarding the release of scientific research results by federal agencies. The bill prohibits specified federal employees and contractors of an agency that funds, conducts, or oversees scientific research from engaging in scientific or research misconduct or manipulating communication of scientific or technical findings. A covered individual may disseminate scientific or technical findings by (1) participating in scientific conferences; and (2) seeking publication through peer-reviewed, professional, or scholarly journals. The bill specifies the kinds of scientific community activities covered individuals may participate and engage in, including the reviewing of public statements and responding to media interview requests. Each covered agency must develop, adopt, and enforce a scientific integrity policy and also must submit it to the Office of Science and Technology Policy (OSTP) and Congress; appoint a Scientific Integrity Officer; and adopt and implement an administrative process and administrative appeal for dispute resolution and a training program that, among other things, provides regular scientific integrity and ethics training to employees and contractors. OSTP must collate, organize, and publicly share all information it receives under each scientific integrity policy on its website.

Coastal Communities Ocean Acidification Act of 2019 This bill requires the National Oceanic and Atmospheric Administration (NOAA) to conduct and update at least once every seven years an ocean acidification coastal community vulnerability assessment with a corresponding public report. The assessment must identify (1) U.S. coastal communities that are most dependent on coastal and ocean resources that may be impacted by ocean acidification, (2) the nature of those communities' vulnerabilities, and (3) key knowledge gaps where research could be devoted to better understand the possible ocean acidification impacts and possible adaptation strategies for the communities. In carrying out the assessment, NOAA must collaborate with state and local government entities that are conducting or have completed vulnerability assessments, strategic research planning, or other similar activities related to ocean acidification to determine whether those activities may serve as a model for others and to identify opportunities to support those activities.

American Housing and Economic Mobility Act of 2019 This bill addresses housing affordability and availability, makes certain changes to the estate and gift taxes, and contains other related provisions. The Department of Housing and Urban Development shall provide grants to (1) state and local governments that remove unnecessary barriers to building affordable units, (2) states to assist borrowers who have negative equity in their homes, (3) state housing finance agencies to construct affordable rental housing and prevent tenant displacement and harassment, and (4) eligible individuals (generally, lower income individuals who resided in low-income or historically racially segregated areas) to help them purchase their first homes. The bill provides funding through FY2029 for the first-time homeowner grant program established by the bill, through FY2020 for the affordable rental housing construction program established by the bill, and through FY2020 for specified existing rural housing programs. The bill also expands fair housing protections to prohibit discrimination based on sexual orientation, gender identity, marital status, source of income, veteran status, or an individual's perceived membership in a protected class (e.g., an individual's perceived race or sex). Additionally, the bill modifies the estate tax in various ways, including by reducing the number of brackets to three, increasing the tax rates, and reducing the basic exemption amount. The bill also modifies provisions related to gift taxes and transfer taxes.

Jaime's Law This bill establishes background check requirements for the sale and transfer of ammunition. Specifically, the bill prohibits a licensed importer, manufacturer, or dealer from transferring ammunition to an unlicensed individual prior to submitting a background check through the National Instant Criminal Background Check System. It also establishes penalties for violations. (Currently, background checks are required under these circumstances for the transfer of firearms, but not for ammunition.) Additionally, it prohibits an ammunition transfer between private parties (i.e., unlicensed individuals) unless a licensed importer, manufacturer, or dealer first takes possession of the ammunition to conduct a background check. However, this prohibition does not apply to certain ammunition transfers, such as a gift between spouses in good faith.

Safe Freight Act of 2019 This bill prohibits the operation of a freight train or light locomotive engine used in the movement of freight unless it has a crew of at least two individuals, one of whom is certified by the Federal Railroad Administration as a locomotive operator and the other as a train conductor.

Cancer Drug Parity Act of 2019 This bill requires health plans that cover anticancer medications administered by a health care provider to provide no less favorable cost sharing for patient-administered anticancer medications. This requirement applies to medications that are (1) approved by the Food and Drug Administration; (2) medically necessary for the cancer treatment; and (3) clinically appropriate in terms of type, frequency, extent site, and duration. To comply with this requirement, health plans may not, with respect to anticancer medications (1) change or replace benefits to increase out-of-pocket costs, (2) reclassify benefits to increase costs, or (3) apply more restrictive limitations to orally administered medications than to intravenously administered or injected medications.

Stop Militarizing Law Enforcement Act This bill restricts the Department of Defense (DOD) from transferring certain surplus military property to federal, state, or local law enforcement agencies. Specifically, DOD may not transfer to such agencies property such as controlled firearms, ammunition, bayonets, grenades or grenade launchers, explosives, certain vehicles or trucks, armored or weaponized drones, certain controlled aircraft, silencers, or long-range acoustic devices. DOD may waive this limitation and transfer certain vehicles or trucks if DOD determines that the transfer is necessary for disaster or rescue purposes or for another purpose where life and public safety are at risk. As a condition for a transfer of allowable property, DOD must require the federal or state agency that receives the property to return the property if the agency is investigated by the Department of Justice for civil liberties violations or is otherwise found to have engaged in widespread abuses of civil liberties. DOD must also periodically submit certain transfer-related information and certifications to Congress. Furthermore, as a condition for transfer, the recipient must receive the approval of its local governing body, provide specified notice to the local community, and submit specified information and certifications to DOD. A federal or state agency that receives controlled property under such a transfer may never take ownership of the property. The bill also eliminates the requirement for DOD to give preference to transfers of property that will be used in counter-drug, counterterrorism, or border security activities.

Lonnie Kilpatrick Central Pacific Relief Act This bill provides a presumption of service-connection for diseases associated with exposure to certain herbicide agents to veterans who served on (1) Guam or American Samoa, or in the territorial waters thereof between January 9, 1962, and July 31, 1980; or (2) Johnston Atoll or a ship that went to Johnston Atoll between January 1, 1972, and September 30, 1977. Under a presumption of service-connection, specific diseases diagnosed in certain veterans are presumed to have been caused by the circumstances of their military service. Health care benefits and disability compensation may then be awarded. Additionally, the bill expands eligibility for hospital care, medical services, and nursing home care to veterans with a disability associated with exposure to certain herbicides during specified times of military service on Guam, American Samoa, or Johnston Atoll.

No Tax Breaks for Outsourcing Act This bill modifies the tax treatment of the foreign source income of domestic corporations. The bill includes provisions that eliminate an exemption for certain returns from tangible investments made overseas, eliminate deductions for a domestic corporation's foreign-derived intangible income and global intangible low-taxed income, repeal a provision that excludes foreign oil and gas extraction income from the tested income of a controlled foreign corporation, limit the tax deduction for the interest expenses of a U.S. corporation that is a member of a financial reporting group (i.e., a group that prepares consolidated financial statements according to generally accepted accounting principles or international financial reporting standards), modify the rules for the taxation of inverted corporations (U.S. corporations that acquire foreign companies to reincorporate in a foreign jurisdiction with income tax rates lower than the United States), and treat certain foreign corporations managed and controlled primarily in the United States as domestic corporations for tax purposes.

Equality Act This bill prohibits discrimination based on sex, sexual orientation, and gender identity in areas including public accommodations and facilities, education, federal funding, employment, housing, credit, and the jury system. Specifically, the bill defines and includes sex, sexual orientation, and gender identity among the prohibited categories of discrimination or segregation. The bill expands the definition of public accommodations to include places or establishments that provide (1) exhibitions, recreation, exercise, amusement, gatherings, or displays; (2) goods, services, or programs; and (3) transportation services. The bill allows the Department of Justice to intervene in equal protection actions in federal court on account of sexual orientation or gender identity. The bill prohibits an individual from being denied access to a shared facility, including a restroom, a locker room, and a dressing room, that is in accordance with the individual's gender identity.

Native American Voting Rights Act of 2019 This bill modifies the voting rights of Native American and Alaska Native voters. American Dream and Promise Act of 2019 This bill cancels and prohibits removal proceedings against certain aliens and provides such aliens with a path toward permanent resident status. The Department of Homeland Security (DHS) or the Department of Justice (DOJ) shall cancel removal proceedings against certain aliens who entered the United States as minors and grant such aliens conditional permanent residence status for 10 years. The bill imposes various qualification requirements, such as the alien being continuously physically present in the United States and being enrolled in or having completed certain educational programs. Aliens who were eligible for Deferred Action for Childhood Arrivals (DACA) status and not disqualified for renewal also qualify. DHS shall remove the conditional permanent resident status granted to such aliens, if the alien applies and meets certain requirements, such as completing certain programs at an educational institution or serving at least two years in the Uniformed Services and being discharged honorably. This bill also repeals a restriction that bars states from providing higher education benefits to undocumented aliens unless those benefits are available to all U.S. citizens. DHS or DOJ shall cancel removal proceedings against certain aliens who qualified for temporary protected status or Deferred Enforced Departure status on certain past dates (both statuses temporarily protect covered aliens from removal). For such aliens who apply, DHS shall grant permanent residence status. When DHS eliminates temporary protected status for nationals of a foreign country, it shall report to Congress its reasons for doing so.

Save the Internet Act of 2019 This bill updates the regulatory framework for broadband access. Specifically, the bill repeals a 2017 order adopted by the Federal Communications Commission (FCC) that classifies broadband internet access service as an information service, therefore placing it under Federal Trade Commission authority. The order also expands the public transparency rules and preempts local and state laws that conflict with the regulatory framework. The bill restores a 2015 FCC order, which classifies both mobile and fixed broadband internet access services as telecommunications services, therefore placing the services under FCC authority. Additionally, the bill would create a general conduct standard and restore regulations, including those that prohibit blocking, throttling, and paid prioritization.

PrEP Assistance Program Act This bill requires the Department of Health and Human Services to establish a grant program that supports pre-exposure prophylaxis (PrEP) programs in states, U.S. territories, and Indian tribes. PrEP is a method of HIV prevention in which high-risk individuals take daily medications to reduce the chance of infection.
