Obesity Treatment and Wellness Act of 2009 - Amends title XIX (Medicaid) of the Social Security Act to require Medicaid coverage of medical nutrition therapy to treat or prevent the progression of a chronic condition or disease which an individual is considered as having, or at risk of developing, as the result of being overweight and obese.

Families for Orphans Act of 2009 - Establishes within the Department of State the Office for Orphan Policy Diplomacy and Development which shall support: (1) the preservation and reunification of families; and (2) the provision of permanent parental care for orphans. Directs the President to establish the Policy Coordinating Committee which shall monitor and support international efforts in family preservation, family reunification, and permanent parental care for orphans. Authorizes the President to provide assistance to foreign countries: (1) for family preservation, family reunification, and orphan care efforts; and (2) to meet minimum standards required for such assistance. Authorizes the Secretary of State to make grants to nongovernmental agencies to promote permanent parental care for orphans. Directs the Secretary to: (1) initiate a study to identify global best practices for preserving and reunifying families and providing permanent parental care for orphans; and (2) carry out a global best practices pilot program.

Household Product Labeling Act of 2009 - Requires any household cleaning product or similar product to bear a label on the product's container or packaging that contains a complete and accurate list of all the product's ingredients. Treats a product without such a label as a misbranded hazardous substance under the Federal Hazardous Substances Act. Defines "household cleaning product or similar product" as any substance which is customarily produced and distributed for use in or about a household as a cleaning agent, pesticide, epoxy, paint or stain, or similar substance. Authorizes the Consumer Product Safety Commission (CPSC) to issue related regulations, including regulations which expand on or exempt from the definition in this Act any product or product category.

Employment Non-Discrimination Act of 2009 - Prohibits employment discrimination on the basis of actual or perceived sexual orientation or gender identity by covered entities (employers, employment agencies, labor organizations, or joint labor-management committees). Prohibits preferential treatment or quotas. Allows only disparate treatment claims. Prohibits related retaliation. Makes this Act inapplicable to: (1) religious organizations; and (2) the relationship between the United States and members of the Armed Forces. Declares that this Act does not repeal or modify any federal, state, territorial, or local law creating a special right or preference concerning employment for a veteran. Provides for the construction of this Act regarding: (1) enforcement by employers of rules and policies; (2) sexual harassment; (3) certain shared facilities such as showers or dressing facilities; (4) construction of new or additional facilities; (5) dress and grooming standards; and (6) provision of employee benefits to married vs. unmarried couples. Declares that, in this Act, "married" refers to a legal union between one man and one woman. Prohibits the Equal Employment Opportunity Commission (EEOC) from collecting statistics from covered entities on actual or perceived sexual orientation or gender identity or compelling the collection by covered entities of such statistics. Provides for enforcement, including giving the EEOC, the Librarian of Congress, the Attorney General, and U.S. courts the same enforcement powers as they have under specified provisions of the Civil Rights Act of 1964, the Government Employee Rights Act of 1991, and other specified laws. Allows actions and proceedings, subject to exception, against the United States and the states.

Veterinary Public Health Workforce and Education Act. - Amends the Public Health Service Act to direct the Secretary of Health and Human Services (HHS) to: (1) award competitive grants to increase the number of veterinarians in the workforce and veterinary teaching faculty in the field of veterinary public health; (2) establish fellowship programs for veterinarians to provide on-the-job training in food systems security and veterinary public health; (3) establish within the Health Resources and Services Administration of HHS a Division of Veterinary Medicine and Public Health to administer veterinary medicine and public health programs; and (4) submit to Congress an implementation plan for this Act. Defines "veterinary public health" to include biodefense and emergency preparedness, emerging and reemerging infectious diseases, environmental health, ecosystem health, and the sum of all contributions to the physical, mental, and social well-being of humans through an understanding and application of veterinary science. Authorizes the Secretary to enter into education loan repayment agreements to increase the number of qualified veterinary faculty in veterinary public health.

Local Fiscal Assistance Act of 2009 - Requires the Secretary of the Treasury (or delegate) to make entitlement payments out of the Local Government Fiscal Assistance Trust Fund (established by this Act), in periodic installments through FY2011, to local governments. Requires the use of such funds only for specified priority ordinary and necessary maintenance and operations and capital expenditures. Establishes in the Treasury the Local Government Fiscal Assistance Trust Fund. Makes appropriations to the Trust Fund through FY2011. Prescribes allocation formulas for distributing entitlement payments among states and their local governments.

Disabled Military Retiree Relief Act of 2009 - Extends through 2010 specified authorities currently scheduled to expire at the end of 2009 with respect to certain special pay and bonus programs within the regular and reserve Armed Forces. Provides for the: (1) recomputation of retired pay and adjustment of the retired grade of reserve retirees to reflect post-retirement service; (2) election to receive retired pay for non-regular service for service in an active reserve status performed after attaining eligibility for regular retirement; and (3) expansion of eligibility for the concurrent receipt of military retired pay and veterans' disability compensation to include certain disability retirees regardless of their disability rating percentage or years of service. Provides, with respect to federal employees: (1) credit for certain unused sick leave; (2) a limited expansion of the class of individuals eligible to receive an actuarially reduced annuity under the Civil Service Retirement System (CSRS); (3) a computation of certain annuities based on part-time service; (4) the authority to deposit refunds under the Federal Employee Retirement System (FERS); and (5) retirement credit for certain employees transferred from District of Columbia service to federal service. Non-Foreign Area Retirement Equity Assurance Act of 2009 or Non-Foreign AREA Act of 2009 - Revises federal employee locality-based comparability payments provisions to include U.S. territories and possessions, including the Commonwealth of Puerto Rico and the Commonwealth of the Northern Mariana Islands, within a pay locality. Sets forth maximum rates of pay for Senior Executive Service (SES) personnel in such areas. Revises the calculation of allowances based on living costs and conditions of environment for pay of employees stationed outside the continental United States or in Alaska to apply it only to areas designated as of December 31, 2009. Provides a formula for adjustment of such rate using a transition schedule for calendar years 2010 and thereafter. Requires adjustment of special rates of pay determined to be necessary to obtain or retain the services of persons specified by statute in such a cost-of-living area in accordance with regulations to be prescribed by the Director of the Office of Personnel Management (OPM) under this Act. Allows a temporarily raised limitation on the amount of special rates during the transition period of January 1, 2010, to January 1, 2012. Expresses the sense of the Congress with respect to pay disparities and locality areas for federal positions located in Alaska, Hawaii, or a U.S. territory. Allows an employee subject to this Act's transition schedule who retires from service during the period from January 1, 2010, through December 31, 2012, to elect to have any COLA paid during that period considered as basic pay for purposes of annuity computation. Amends the Energy Policy Act of 2005 to repeal provisions relating to the Ultra-Deepwater and Unconventional Natural Gas and Other Petroleum Research Fund.

National Strategic Gasoline Reserve for Purposes of National Security Act of 2009 - Directs the Secretary of Energy to establish a Strategic Gasoline Reserve system with a total capacity of 10 million barrels of regular unleaded gasoline. Directs the Secretary to: (1) transmit to Congress, the Secretary of Homeland Security, and the governor of each state in which a Gasoline Reserve will be sited a plan for the transportation of its contents to wholesale or retail markets in the event of an emergency sale; (2) complete the process of filling the Gasoline Reserve to a minimum of 90% within two years of submitting a transportation plan to Congress; (3) review the gasoline supply annually to ensure the reserves in the Gasoline Reserve do not exceed their shelf life; and (4) have in place a plan for assuring that the inventory is sold and replaced in a manner that assures the integrity of the product at all times. Directs the Secretary of Energy to sell gasoline from the Gasoline Reserve if the governor of an affected state submits a written request and the President issues an Executive order requiring immediate release from any or all Gasoline Reserves at any time that the President determines certain emergency conditions are satisfied.

Success in the Middle Act of 2009 - Directs the Secretary of Education to make grants to states, based on their proportion of poor children aged 5 to 17, to: (1) implement state middle grades needs analyses and, on the basis of such analyses, improvement plans that describe what students must master to complete successfully the middle grades and succeed in academically rigorous high school coursework; and (2) award competitive subgrants to local educational agencies (LEAs) or partnerships of LEAs and institutions of higher education, educational service agencies, or educational nonprofit organizations to implement a comprehensive middle school improvement plan for each eligible school. Favors LEAs, or partnerships that include LEAs, that serve high proportions of poor children and children attending eligible schools. Defines "eligible schools" as those where: (1) a high proportion of middle grade students matriculate to high schools with graduation rates below 65%; (2) more than 25% of the students who finish grade six, or the school's earliest middle grade level, exhibit key risk factors for failure; and (3) a majority of middle grade students are not rated proficient on required state assessments in mathematics, reading, or language arts. Permits states to make subgrants to LEAs and partnerships that did not receive a competitive subgrant to assist them in applying for competitive subgrants and developing comprehensive middle school improvement plans. Provides the Secretary with funding to: (1) contract for studies that identify promising practices for, and review existing research to identify factors that might lead to, the improvement of middle grades education; (2) create a national clearinghouse in best middle grade educational practices and a national database identifying factors that facilitate or impede middle grade student achievement; (3) require certain educational field research designed to enhance the performance of middle grade schools and students; (4) create a research and development center that addresses topics pertinent to the middle grades; and (5) provide grants to entities that partner with states and LEAs to develop, adapt, or replicate effective models for turning around low-performing middle grades.

Cure and Understanding through Research for Alzheimer's Act of 2009 or La Cura Act of 2009 - Amends the Public Health Service Act to require the Director of the National Institutes of Health (NIH) to ensure sufficient resources for activities relating to Alzheimer's disease and Hispanic communities, including by: (1) increasing efforts in epidemiological work in Hispanic subgroups; (2) allocating resources to the National Institute on Aging Alzheimer's disease research centers and other academic centers involved in such research to increase participation of Hispanics and other underrepresented ethnic groups in research and clinical trials in sufficient numbers to draw valid conclusions; and (3) conducting social, behavioral, and health services research to understand the underlying reasons why Hispanic individuals delay diagnosis and underutilize services, to identify culturally and linguistically appropriate approaches to address such delays and underutilization, and to identify approaches for providing, and improving the quality of, culturally competent care. Requires the Director to expand and intensify NIH efforts to educate communities about the importance of research relating to Alzheimer's disease and to respond effectively to cultural concerns about participation in such research. Authorizes appropriations for a program of grants to states to carry out demonstration programs related to Alzheimer's disease. Requires the Secretary of Health and Human Services (HHS), acting through the Centers for Disease Control and Prevention (CDC), to conduct an aggressive, evidence-based education and outreach program to promote public awareness and risk reduction with respect to Alzheimer's disease, particularly to Hispanic populations.

Amends the Public Health Service Act to extend through FY2012 the current authorization of appropriations for the national public awareness campaign for gynecologic cancers (Johanna's law). Authorizes appropriations in subsequent fiscal years at levels necessary to carry out such campaign. Requires the Secretary of Health and Human Services (HHS) to: (1) collaborate with nonprofit gynecologic cancer organizations to determine the best practices for providing gynecologic cancer information and outreach services to varied populations; and (2) make grants to nonprofit private entities to carry out demonstration projects to test outreach and education strategies to increase the awareness and knowledge of women and health care providers regarding gynecologic cancers.

Travel Promotion Act of 2009 - Establishes the Corporation for Travel Promotion as a nonprofit corporation that is not an agency or establishment of the U.S. government. Makes the Corporation subject to the provisions of the District of Columbia Nonprofit Corporation Act. Expresses the sense of Congress that the Corporation should not engage in lobbying activities. Requires the Corporation, among other things, to provide useful information to people interested in traveling to the United States, identify and address perceptions regarding U.S. entry policy, and promote U.S. travel. Establishes in the Treasury the Travel Promotion Fund. Amends the Immigration and Nationality Act to require (under current law, authorize) the Secretary of Homeland Security to establish and collect a fee for the use of an electronic data sharing system concerning the admissibility of certain aliens into the United States that will ensure recovery of the full costs of providing and administering such system. Terminates such fee following FY2014. Authorizes the Corporation to impose an annual assessment on U.S. members of the travel and tourism industry. Amends the International Travel Act of 1961 to: (1) revise the membership of the Tourism Policy Council; and (2) require the Council to provide the Corporation with certain information concerning U.S. admission procedures and travel promotion strategies. Directs the Government Accountability Office (GAO) to conduct a study to assess barriers to entry into the United States by foreign travelers.

MRSA Infection Prevention and Patient Protection Act - Directs the Secretary of Health and Human Services (HHS) to promulgate regulations relating to MRSA (methicillin-resistant Staphylococcus aureus), including regulations that provide a list of best practices for preventing MRSA infections and such other antibiotic resistant pathogens as the Secretary determines appropriate. Requires each acute care hospital to screen each patient entering an intensive care unit or other high-risk hospital department. Directs the Secretary to: (1) establish a process and a timetable for extending the screening requirements to patients admitted to all hospitals by January 1, 2014; and (2) report to Congress on whether payment adjustments should be made under Medicare to assist certain hospitals in defraying the cost of screening for, and the subsequent treatment of, MRSA or other infections. Requires all hospitals to: (1) comply with specified MRSA best practices, including contact precautions and patient notification; and (2) report hospital-acquired MRSA and other infections that occur in the facility. Requires the Secretary to: (1) establish systems for identifying infected transferred patients and for promptly informing any facility that has transferred an infected patient; and (2) publish the names of providers who fail to take steps to reduce the incidence of MRSA infections. Permits a hospital to apply to the Secretary for a one-year increase in the amount of the capital-related costs payment made to the hospital under the prospective payment system to provide for the rapid implementation of MRSA screening programs and initiatives. Requires the Director of the Centers for Disease Control and Prevention (CDC) to award a grant for a pilot program to develop a rapid, cost-effective method for testing for MRSA using a molecular testing method. .

Encourages: (1) identification by schools, teachers, researchers, universities, and policymakers of mechanisms for teachers to receive cutting edge professional development so that they can provide sustainable learning experiences in computer science; (2) exposure of students to computer science concepts; and (3) opportunities for females and underrepresented minorities in computer science. Supports research in computer science to address what would motivate increased participation in such field.

Presidential Commission to Study the Culture and Glorification of Violence in America Act - Establishes the Presidential Commission to Study the Culture and Glorification of Violence in America. Sets forth the duties of such Commission, including an examination of: (1) the glorification of violence in the United States; (2) the relationship between psychological factors and increased violence; (3) the role of media; (4) the correlation between economic frustration and increased violence; (5) the correlation between ease of access to firearms and increased violence; and (6) the role of the schools in preventing violent behaviors and identifying potential perpetrators of violence.

Statutory Pay-As-You-Go Act of 2009 - Requires the Congressional Budget Office (CBO), as soon as practicable after Congress completes action on any Pay-As-You-Go (PAYGO) legislation, to provide an estimate of its budgetary effects to the Office of Management and Budget (OMB). Requires OMB to maintain and make publicly available a document containing a PAYGO ledger and, within seven days (excluding weekends and legal holidays) after the enactment of any PAYGO legislation, record on such ledger its estimate of the legislation's budgetary effects in each fiscal year, applying the look-back and averaging requirements of this Act. Exempts from the requirements of this Act any PAYGO legislation designated as an emergency requirement by the President and enacted by Congress. (Requires OMB to display the budgetary effects of such legislation as an addendum in the document containing the PAYGO ledger but not record the budgetary effects in it.) Requires OMB: (1) to make publicly available an annual PAYGO report and publish a notice of it in the Federal Register, including information on how it can be obtained; and (2) if such report shows a debit on the PAYGO ledger for the budget year, to prepare and the President to issue a sequestration order for submission to Congress. Prescribes requirements for calculating a sequestration for certain nonexempt and Medicare mandatory programs. Sets forth a special temporary rule to address the scoring of legislation affecting current policy for: (1) payments made under title XVIII (Medicare) of the Social Security Act for physician services; (2) the Estate and Gift Tax and the Alternative Minimum Tax (AMT) under the Internal Revenue Code; and (3) provisions of the Economic Growth and Tax Relief Reconciliation Act of 2001 or the Jobs and Growth Tax Relief and Reconciliation Act of 2003 that amended the Code extending middle-class tax cuts for individuals (or provisions in later statutes further amending such amendments). Makes such rule effective through December 31, 2010, or, in specified circumstances, until December 31, 2011. Amends the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act) to modify the assumptions used to calculate the baseline. Requires: (1) temporary mandatory funding and tax provisions related to major natural or man-made disasters to be assumed to expire on schedule, and discretionary funding for them to not be projected; and (2) the baseline to include a disaster allowance that is not designated as mandatory or discretionary and is not allocated to any congressional committee. Amends the Gramm-Rudman-Hollings Act to specify additional Social Security, veterans, Tier I Railroad Retirement benefits and other programs and activities exempt from a sequestration order as well as certain economic recovery programs.

Voter Confidence and Increased Accessibility Act of 2009 - Amends the Help America Vote Act of 2002 (HAVA) to revise requirements for the audit capacity of voting systems, particularly those for a permanent paper record. Requires the voting system to require the use of an individual, durable, voter-verified paper ballot of the voter's vote that shall be marked and made available for inspection by the voter before the voter's vote is cast and counted, and which shall be counted by hand or read by an optical scanner or other counting device. Requires the voting system to provide the voter with an opportunity to correct any system-made error in the voter-verified paper ballot before it is permanently preserved. Requires each paper ballot used to be: (1) suitable for a manual audit; and (2) counted by hand in any recount or audit conducted with respect to any federal election. Sets forth a special rule for treatment of disputes when paper ballots have been shown to be compromised. Requires the Director of the National Science Foundation (NSF) to make grants to eligible entities to study, test, and develop accessible ballot voting, verification, and casting mechanisms and devices and best practices to enhance the accessibility of paper ballot voting and verification mechanisms for individuals with disabilities, for voters whose primary language is not English, and for voters with difficulties in literacy. Specifies additional voting system requirements and prohibitions. Requires the NSF Director to make grants to eligible entities to conduct research on the development of election-dedicated voting system software. Makes available additional funding to enable states to meet the costs of the requirements imposed by this Act. Provides for complaints to the Attorney General by persons aggrieved by violations of HAVA. Requires each state to administer audits of federal election results, without advance notice to the precincts selected, consisting of random hand counts of the voter-verified paper ballots. Makes an exception from this requirement for elections in which the winning candidate had no opponent or received 80% or more of the vote total. Prescribes requirements for determination of the number of ballots counted under the audit. Prescribes the process for administering audits. Requires the Election Auditor of a state, as soon as practicable after the completion of an audit, to submit the results to the Election Assistance Commission (EAC) for publication. Prohibits certification of the results of any election until completion of audits. Provides for payments to states for the costs of conducting audits. Exempts from this Act any election for which a recount under state law will commence before certification of the election results. Repeals the EAC's exemption from certain federal government contracting requirements.

Access to Frontline Health Care Act of 2009 - Amends the Public Health Service Act to direct the Secretary of Health and Human Services (HHS) to establish and carry out a Frontline Providers Loan Repayment Program to allow repayment of the student loans of individuals who agree to serve as a health care professionals for two years in a frontline care scarcity area.

High School Athletics Accountability Act of 2009 - Amends the Elementary and Secondary Education Act of 1965 (ESEA) to direct coeducational elementary and secondary schools that participate in any ESEA program to annually: (1) report certain information on equality in their school athletic programs to the Commissioner for Educational Statistics; and (2) make such information available, upon request, to their students, potential students, and the public. Directs the Commissioner to ensure that such data are posted on the Department of Education's Web site within a reasonable period of time.

Digital TV Transition Fairness Act - Requires the Department of Commerce to implement and administer a program to obtain coupons that can be applied toward: (1) the cost to install a digital-to-analog converter box; (2) the purchase and installation of an indoor or outdoor antenna, or both if needed, to facilitate the reception and display of signals of channels broadcast in digital television service; and (3) the cost to install, or the cost of any other equipment needed to receive and display, basic broadcast television service. Sets forth consumer and product eligibility criteria. Provides for a website and telephone hotline to provide relevant information to assist consumers that have degraded or lost signals or channels as a result of the full power transition from analog to digital television that is to occur on February 17, 2009. Requires the Assistant Secretary of Commerce for Communications and Information to develop anti-fraud measures and procedures to ensure that only eligible households and individuals receive a coupon. Requires the Federal Communications Commission (FCC) to promulgate rules requiring that each multichannel video programming distributor providing broadcast television for a local market provide to eligible consumers in that local market access to basic broadcast television service. Requires the FCC to develop anti-fraud measures and procedures to ensure that only eligible consumers are provided access to basic broadcast television service. Directs the FCC to carry out an education and outreach campaign to inform and educate consumers on the availability, benefits, and advantages of the programs and requirements established under this Act.

Improving Access to Clinical Trials Act of 2009 - Amends title XVI (Supplemental Security Income) (SSI) of the Social Security Act to disregard for SSI income eligibility purposes any compensation in the amount of the first $2,000 per year received by an individual for participation in clinical trials for rare diseases or conditions.

Commends national and community organizations for promoting safe Internet use and providing information and training that develops critical thinking and decision making skills needed to use the Internet safely. Calls on parents, educators, Internet safety organizations, law enforcement, community leaders, Internet service providers, and volunteers to increase their efforts to raise the level of awareness for the need for online safety.

Strengthening Medicaid for America's Children Act of 2009 - Amends title XIX (Medicaid) of the Social Security Act to require an increased federal medical assistance percentage (FMAP) for children in certain states that implement at least three of nine specified policies regarding medical assistance to children.

Methamphetamine Education, Treatment, and Hope Act of 2009 - Amends the Public Health Service Act to require the Director of the Center for Substance Abuse Treatment to collaborate with professionals in the addiction field and primary health care providers to raise awareness about how to: (1) recognize the signs of a substance abuse disorder; and (2) apply evidence-based practices for screening and treating individuals with, or at-risk for developing, an addiction. Revises provisions governing a grant program for substance abuse residential treatment for pregnant and parenting women (currently, for postpartum women), to: (1) include treatment for addiction to methamphetamine, outpatient treatment services, and referrals for dental services; and (2) require programs to be accessible to pregnant and parenting women in low-income households and in health disparity populations. Requires the Director to give grant priority to a program serving an area that: (1) is a rural area, an area with a shortage of mental health professionals, or an area with a shortage of family-based substance abuse treatment options; and (2) has high rates of addiction to methamphetamine or other drugs. Directs the Secretary of Health and Human Services (HHS) to expand, intensify, and coordinate efforts to provide pregnant and parenting women treatment for addiction to methamphetamine or other drugs. Requires the Director of the Office for Substance Abuse Prevention to develop a clearinghouse that provides information and educational materials to employers and employers about drug testing policies and programs. Authorizes amounts made available for methamphetamine or inhalant prevention programs in schools and communities to be used to develop a student-driven methamphetamine awareness project.

Young Adult Healthcare Coverage Act of 2009 - Amends the Employee Retirement Income Security Act of 1974 (ERISA) and the Public Health Service Act to require a group health plan that provides coverage for dependent children to make available such coverage, at the option of the participant involved, to a participant's child who (but for age) would be treated as a dependent child and who: (1) is under 30 years of age; (2) is not married; (3) has no dependents; (4) is a citizen or national of the United States; and (5) is not provided coverage as a participant, beneficiary, or enrollee under any other creditable coverage. Applies such requirement to individual health insurance coverage.

Recognizes the need to pursue research into better treatments and a cure for HHT.

Expresses the sense of Congress regarding the federal government's responsibility with respect to research, funding, access to treatment, public education and awareness, and support for screening for bleeding disorders. Calls for: (1) the Director of the National Institutes of Health (NIH) to provide Congress with a five-year research plan for people with bleeding disorders; (2) the Director of the Centers for Disease Control and Prevention (CDC) to continue to improve outreach, treatment, and prevention for such disorders by facilitating an educational relationship between treatment centers, university health clinics, and undergraduate student populations; and (3) referrals of people with bleeding disorders to federally sponsored hemophilia treatment centers as critical to comprehensive treatment of such disorders. Urges: (1) physicians to screen all women presenting with menorrhagia for von Willebrand's disease; (2) patient advocate organizations and medical specialty societies to continue to collaborate on public education campaigns about bleeding disorders; and (3) physicians to screen all adolescents attending institutions of higher education for von Willebrand's disease.

America's Wildlife Heritage Act - Sets forth requirements concerning the maintenance of viable populations of existing native and desired non-native species within each planning area in the National Forest System's or the Bureau of Land Management's (BLM) public lands. Directs the Secretary of Agriculture and the Secretary of the Interior to adopt and implement a strategically targeted monitoring program for determining the status and trends of native and desired non-native species populations on System and BLM lands. Defines: (1) native species to mean species of plants and animals indigenous to a planning area; and (2) desired non-native species to mean those wild species of plants and animals that are not indigenous to a planning area but are valued for their contribution to species diversity or their social, cultural, or economic value. Requires the Secretaries to coordinate the management of planning areas of the System and the BLM with the management of the National Wildlife Refuge System and National Park System, other federal agencies, state fish and wildlife agencies, other state agencies responsible for management of natural resources, tribes, local governments, and non-governmental organizations engaged in species conservation. Requires the Secretaries to issue regulations implementing this Act within one year of its enactment.

United States Marshals Service 225th Anniversary Commemorative Coin Act - Directs the Secretary of the Treasury, in commemoration of the 225th anniversary of the establishment of the United States Marshals Service, to mint and issue $5 gold and $1 silver coins emblematic of the 225 years of exemplary and unparalleled achievements of the U.S. Marshals Service. Requires all such coin sales to include a surcharge of: (1) $35 per $5 coin; and (2) $10 per $1 coin. Requires distribution of the first $5 million to the Director of the United States Marshals Service National Museum, for the preservation, maintenance, and display of artifacts and documents of the U.S. Marshals Service. Requires distribution of: (1) $1 million to the National Center for Missing and Exploited Children; (2) $1 million to the National Law Enforcement Officers Memorial Fund in support of the National Law Enforcement Museum and the National Law Enforcement Officers Memorial; (3) $1 million to the Federal Law Enforcement Officers Association; (4) $500,000 to the William "Bill" Degan Scholarship Fund (provides scholarships for spouses and children of law enforcement officers killed in the line of duty); (5) $500,000 to the Robert D. May Scholarship Fund (provides scholarships for spouses and children of law enforcement officers killed in the line of duty); (6) $500,000 to the Community Oriented Policing Service; and (7) $500,000 to the Retired United States Marshals Service Association. Authorizes the Secretary to strike and sell bronze duplicates of the $5 gold coins.

Public Health Workforce Investment Act of 2009 - Amends the Public Health Service Act to require the Secretary of Health and Human Services (HHS) to establish the Public Health Workforce Scholarship Program to assure an adequate supply of public health professionals to eliminate critical public health workforce shortages in federal, state, local, and tribal public health agencies and centers by offering four-year scholarships in return for employment at such agencies and centers. Requires the Secretary to establish the Public Health Workforce Loan Repayment Program to provide for the repayment of loans incurred by individuals in the pursuit of the relevant public health workforce educational degree or certificate in exchange for working at public health agencies or centers for at least three years. Requires the Secretary to award grants to public health agencies that receive public health cooperative agreements from HHS to operate state, local, and tribal public health workforce loan repayment programs. Authorizes the Secretary to make grants to, or enter into contracts with, any eligible entity to award scholarships to eligible individuals to enroll in degree or professional training programs for the purpose of enabling mid-career professionals in the public health workforce to receive additional training in the field of public health. Requires the Director of the Office of Personnel Management (OPM), in cooperation with the Secretary, to ensure that included in the OPM website there is an online catalogue, or a link to an online catalogue, of public health workforce employment opportunities in the federal government. Requires the Secretary to award competitive grants to establish or maintain Academic Health Departments to provide for collaboration between the academic and practice aspects of public health. Sets forth licensure or certification exam requirements for social workers participating in the National Health Service Corps Loan Repayment program.

Medicare Transitional Care Act of 2009 - Amends title XVIII (Medicare) of the Social Security Act to provide for coverage under Medicare part B (Supplementary Medical Insurance) of benefits for transitional care services for qualified individuals following discharge from a hospital or critical access hospital.

Living Organ Donor Job Security Act - Amends the Family and Medical Leave Act of 1993 (FMLA) to entitle employees covered by FMLA to leave to provide a living organ donation, including for time spent for: (1) tests to determine medical suitability of the employee for donation; (2) physical, psychological, and social evaluations of the donor; (3) pretransplant outpatient services; (4) postoperative inpatient and outpatient transplantation services; (5) travel in connection with such tests, evaluations, and services; and (6) recuperation. Amends federal civil service law to entitle civilian federal employees the same leave allowance.

Fracturing Responsibility and Awareness of Chemicals Act of 2009 - Amends the Safe Drinking Water Act to: (1) repeal the exemption from restrictions on underground injection of fluids near drinking water sources granted to hydraulic fracturing operations under such Act; and (2) require oil and gas companies to disclose the chemicals used in hydraulic fracturing operations.

Automobile Dealer Economic Rights Restoration Act of 2009 - Prohibits an automobile manufacturer (manufacturer) in which the federal government has an ownership interest, or which receives loans from the federal government, from depriving an automobile dealer (dealer) of its economic rights. Requires the manufacturer to honor those rights as they existed for Chrysler LLC and General Motors Corporation dealers prior to the commencement of the bankruptcy cases of each corporation, including dealer rights to recourse under state law. Requires the appropriate manufacturer to restore the franchise agreement between the dealers and Chrysler LLC or General Motors that was in effect prior to the commencement of their respective bankruptcy cases, and to take assignment of such agreements. States that nothing in this Act is intended to make null and void the transfer of substantially all the assets of such corporations.

Expands the urbanized area formula grants program to include public transit projects: (1) in urbanized areas with a population of at least 200,000, and urbanized areas with a population of between 200,000 and 400,000, if the state or regional authority that provides public transportation for the area operates less than 100 buses in fixed-route service in the area during peak service hours; and (2) in urbanized areas with graduated populations of between 400,000 and capping out at 1 million or more. Establishes certain grant limits for such projects. Revises grant eligibility requirements for FY2010-FY2015 for such projects in urbanized areas with a population of at least 200,000.
