Bone Health Promotion and Research Act of 2009 - Amends the Public Health Service Act to: (1) authorize the Secretary of Health and Human Services (HHS) to develop and implement a National Bone Health Program for the control, prevention, and surveillance of osteoporosis and related bone diseases and to coordinate and carry out national education and outreach activities in support of such program; (2) authorize the Secretary to award grants to states and Indian tribes for comprehensive osteoporosis and related bone disease control and prevention programs; and (3) award grants or enter into cooperative agreements for the collection, analysis, and reporting of data on osteoporosis and related bone diseases. including osteogenesis imperfecta and Paget's disease of bone. Requires the Secretary to establish the Osteoporosis and Related Bone Disease Advisory Committee to advise the Secretary and the Assistant Secretary for Health on conducting activities related to the National Bone Health Program. Directs the Director of the National Institutes of Health (NIH) to: (1) expand and intensify NIH research programs for osteoporosis and related bone diseases, including osteogenesis imperfecta, Paget's disease of bone, and rare bone diseases; and (2) award planning grants or contracts for the establishment or enhancement of research programs for osteoporosis and related bone diseases.

Fire Grants Reauthorization Act of 2009 - Amends the Federal Fire Prevention and Control Act of 1974 to reauthorize through FY2014 the Federal Emergency Management Agency's (FEMA's) Assistance to Firefighters Grants (AFG) program and the Staffing for Adequate Fire and Emergency Response (SAFER) program. Modifies the scope of the AFG program, including by permitting the use of grant funds for volunteer, non-fire service emergency medical services organizations and for certifying fire and building inspectors employed by a fire department or serving as a volunteer building inspector with a fire department. Increases: (1) funding for fire prevention and firefighter safety programs; and (2) maximum AFG grant amounts. Lowers matching and maintenance of expenditure requirements and authorizes the Administrator of FEMA to waive or reduce such requirements for applicants facing demonstrated economic hardship. Revises grant allocation requirements to require 25% of grant amounts for a fiscal year to be allocated to each of: (1) career fire departments; (2) volunteer fire departments; (3) combination fire departments. Requires the remaining 25% to be awarded on a competitive basis among such fire departments. Revises grant limits based on jurisdiction populations. Sets forth new limits on awards to state fire training academies. Limits grant amounts used to obtain training to training that complies with applicable national voluntary consensus standards. Amends SAFER program provisions to: (1) limit the period of program grants to three years; (2) require grantees to commit to retaining firefighters hired for the entire grant period, with an economic hardship exception; and (3) limit to 80% the portion of the cost of hiring firefighters for each fiscal year that may be provided under a grant.

Reducing Barriers to Learning Act of 2009 - Amends the Department of Education Organization Act to create an Office of Specialized Instructional Support Services within the Department of Education to improve specialized instructional support services in schools. Amends the Elementary and Secondary Education Act of 1965 to establish a Reduced Barriers to Learning program authorizing the Secretary of Education to award competitive matching grants to states to: (1) establish or expand specialized instructional support services and programs at the state level that are designed to provide technical assistance, coordination, and support to specialized instructional support services and programs addressing barriers to learning within local educational agencies and individual schools; and (2) hire and support specialized instructional support services coordinators to provide such assistance, coordination, and support. Replaces references to pupil services and pupil services personnel with references to specialized instructional support services and specialized instructional support personnel. Defines such services as those provided by school counselors, social workers, psychologists, and other qualified professionals that provide assessment, diagnosis, counseling, educational, therapeutic, and other necessary services as part of a comprehensive program to meet student needs.

Reciprocal Market Access Act of 2009 - Prohibits the President from agreeing to the reduction or elimination of the existing rate of duty on any product in order to carry out a trade agreement entered into between the United States and a foreign country until the President certifies to Congress that: (1) the United States has obtained the reduction or elimination of tariff and nontariff barriers and policies and practices of such foreign country with respect to U.S. exports of any product that has the same physical characteristics and uses as the product for which the President seeks to modify its rate of duty; and (2) any violation of the trade agreement is immediately enforceable by withdrawal of the modification of the existing duty on such foreign product until the United States Trade Representative (USTR) certifies to Congress that the United States has obtained the reduction or elimination of the tariff or nontariff barrier or policy or practice of such foreign government. Requires the withdrawal of such a modification in specified circumstances until the USTR makes such a certification to Congress.

Pledges full support to the people of American Samoa and the villages of Fagamalo, Poloa, Amanave, Failolo, Afao, Asili, Amaluia, Leone, Fagasa, Faga'alu, Fagatogo, Pago Pago, Afono, Vatia, Lauli'i, Faga'itua, Masefau, Alao, Tula, and Aoa. Expresses appreciation to the foreign governments that are lending their support to the United States Territory of American Samoa. Commends: (1) the efforts of all persons and relief organizations; and (2) the over 100,000 Samoans residing in the United States from American Samoa and Samoa for coming to the aid of their "aiga" in the affected islands.

Family Asthma Act - Amends the Public Health Service Act to authorize the National Institutes of Health (NIH) to award grants for pilot projects to prevent and control asthma symptoms and to reduce asthma attacks and improve self-management for individuals and families. Requires the Secretary of Health and Human Services (HHS), acting through the Director of NIH, in awarding grants, to give: (1) priority to entities that serve populations disproportionately impacted by asthma; and (2) consideration to an adequate national understanding of asthma prevalence. Authorizes additional appropriations for FY2010-FY2014 to the National Heart, Lung, and Blood Institute to develop a National Asthma Action Plan and to fund a report to Congress by the National Asthma Education and Prevention Program on federal asthma activities. Requires the Secretary, acting through the Director of the Centers for Disease Control and Prevention (CDC), to: (1) collaborate with state and local health departments to conduct activities to inform and educate the public regarding asthma; (2) conduct asthma surveillance activities to collect data on the prevalence and severity of asthma, the effectiveness of public heath asthma intervention, and the quality of asthma management; and (3) compile and annually publish data on childhood and adult asthma.

Unemployment Compensation Extension Act of 2009 - Amends the Supplemental Appropriations Act, 2008 with respect to the state-established individual emergency unemployment compensation account (EUCA). Requires a further additional Tier-3 period for deposits to an individual's EUCA, using the current formula, if, at the time the amount added to such individual's account under the Act is exhausted or at any time thereafter, the individual's state is in an extended benefit period. Prescribes a formula for determining if a state is in an extended benefit period. Allows the Tier-3 period augmentation to be applied to the individual's EUCA only once. Authorizes a state to pay extended compensation to an otherwise eligible individual before any further additional emergency unemployment compensation (EUC), if such individual claimed extended compensation for at least one week of unemployment after the exhaustion of additional EUC.

Urban Revitalization and Livable Communities Act - Requires the Secretary of Housing and Urban Development (HUD) to establish an urban revitalization and livable communities program to provide federal grants to eligible general purpose local governments for various park and recreation purposes, including grants for rehabilitation and construction, innovation, at-risk youth recreation, and recovery action programs. Requires the Secretary to publish in the Federal Register a list of such governments meeting specified criteria. Authorizes the Secretary to authorize other eligible governments in standard metropolitan statistical areas, but not on the list, to receive up to a specified portion of such grants. Authorizes the Secretary, upon approval of an application by the chief executive of an eligible applicant, to provide 70% matching rehabilitation and construction, innovation, and at-risk youth recreation grants directly to such applicant. Allows an applicant, at its discretion, to transfer a grant in whole or in part to special purpose local governments or private nonprofit agencies for recreational areas and facilities they own or operate which offer recreational opportunities to the general population Requires an applicant, as a requirement for project approval, to submit to the Secretary evidence of its commitment to ongoing planning, rehabilitation, service, operation, and maintenance programs for its park and recreation systems, expressed in a five-year local park and recreation recovery action program. Requires an eligible applicant for an at-risk youth recreation grant to include in its five-year program the goal of, and implementation strategies for, reducing crime and juvenile delinquency. Authorizes the Secretary to increase all grants to a state under this Act by up to 15% (but not more than 85% in total). Prohibits the conversion of any property improved or developed with assistance under this Act, without HUD approval, for uses other than for public recreation. Prohibits the use of funds under this Act for acquisition of land or interests in land.

Community Restoration and Revitalization Act of 2009 - Amends the Internal Revenue Code relating to the building rehabilitation tax credit to: (1) allow an increased 30% credit for projects involving $7.5 million or less in rehabilitation expenditures; (2) allow rehabilitated buildings used for lodging to qualify for such credit; (3) establish a 50-year placed-in-service requirement for non-historic rehabilitated buildings; (4) allow such credit for certain tax-exempt use property; (5) provide for the transferability of such credit; (6) increase the energy efficiency tax credit allowed to rehabilitated buildings; and (7) exempt from taxation refunds attributable to state historic tax credits.

Help Find the Missing Act or Billy's Law - Authorizes the Attorney General to maintain public databases, known as the National Missing and Unidentified Persons System or NamUs, to contain missing persons records and unidentified remains cases to assist in identifying missing people and solve cases of unidentified human remains. Directs the Attorney General to: (1) share information on missing persons and unidentified human remains contained in the National Crime Information Center (NCIC) Missing and Unidentified Person File database with the NamUs database; (2) update the online data entry format for such databases to allow states to report information to each database; (3) establish a grant program to assist in the reporting of missing persons and unidentified remains information to the NCIC and NamUs databases; (4) issue a report to the offices of medical examiners, offices of coroners, and federal, state, local, and tribal law enforcement agencies describing the best practices for collecting, reporting, and analyzing data and information on missing persons and unidentified human remains; and (5) report to Congress on the status of the NCIC Missing and Unidentified Person File and NamUs databases. Amends the National Child Search Assistance Act of 1990 to require reports of missing children (under age 21) to NamUs databases.

Refuge from Cruel Trapping Act - Amends the National Wildlife Refuge System Administration Act of 1966 to prohibit the use or possession of body-gripping traps in the National Wildlife Refuge System. Imposes on persons who possess or use such traps in the System: (1) for a first offense, a civil fine of up to $500 for each body-gripping trap possessed or used; and (2) for subsequent offenses, a civil fine of up to $1000 for each body-gripping trap possessed or used, imprisonment for up to 180 days, or both such a civil fine and imprisonment. Makes any body-gripping traps that are possessed or used in violation of this Act, and any wildlife captured by the use of such traps, including the pelts and raw fur, subject to civil forfeiture. Requires persons found to be in violation of such prohibition to pay all associated court costs.

Milk Import Tariff Equity Act - Amends the Harmonized Tariff Schedule of the United States to impose tariff-rate quotas (quantitative import limits) and provide various duty rates on certain casein, caseinates, milk protein concentrate, and other casein derivatives and glues imported into the United States (except imports from a country which has entered into a free trade agreement with the United States). Authorizes the President to: (1) enter into a trade agreement with a foreign country to grant new concessions as compensation in order to maintain the general level of reciprocal and mutually advantageous concessions; and (2) proclaim any necessary modification or continuance of any existing duty, or continuance of existing duty-free or excise treatment, or any quantitative limitation. Sets forth certain limits on the reduction of duties on such products.

Volunteer Responder Incentive Protection Reauthorization Act of 2009 - Amends Internal Revenue Code provisions allowing a tax exclusion for benefits paid to volunteer firefighters and emergency medical providers by states and local government by: (1) increasing the amount of benefits excludible; and (2) extending such tax exclusion through 2013.

Grants to the Secretary of Health and Human Services and the Secretary of Commerce similar authority to allow members of the Public Health Service and of the National Oceanographic and Atmospheric Administration (NOAA) Corps, respectively, to transfer unused benefits under the Post-9/11 Educational Assistance Program to family members. (Currently, this benefits transfer option applies only to the Secretary of Defense [DOD] and members of the Armed Forces.) Requires such personnel, at the time their benefits transfer request is approved, to have completed: (1) six years of service in the Public Health Service or NOAA Corps and agreed to serve at least four more; or (2) the years of service determined by the appropriate Secretary. Authorizes the transfer to family members of up to 36 months of unused post-9/11 educational assistance, although the appropriate Secretary may limit such transfer to as little as 18 months of assistance.

Bay-Watershed Education and Training (B-WET) Regional Program and National Environmental Literacy Grant Program Act - Directs the Administrator of the National Oceanic and Atmospheric Administration (NOAA) to establish a national competitive grant program under which the Administrator shall provide financial assistance to: (1) expand the adoption of coastal, ocean, and watershed environmental education within mainstream educational systems and other appropriate media; (2) build administrative and technical capacity with coastal, ocean, and watershed communities and stakeholder groups to enhance their effectiveness; (3) encourage water-dependent and outdoor recreation, experiential learning, and hands-on involvement with coastal and watershed resources as a method of promoting stewardship of those resources; and (4) develop and implement new approaches to advance coastal, ocean, and watershed education and environmental literacy at national, regional, and local levels. Requires the Administrator to: (1) give priority, in awarding grants, to innovative, strategic, high-leverage projects that demonstrate strong potential for being sustained; and (2) publish guidelines regarding implementation of the grant program. Directs the Administrator to: (1) establish the Bay-Watershed Education and Training (B-WET) Regional Program, which shall be carried out through specified regional program offices; and (2) appoint a Regional Program Manager for each office. Authorizes the Administrator, in awarding grants under such Program, to give priority to projects that will: (1) promote bay-watershed education throughout the region; (2) advance strategic initiatives to incorporate bay-watershed education into education systems; (3) build capacity within bay-watershed education communities and stakeholder groups for expanding and strengthening their work; (4) build bay-watershed education into professional development or training activities for educators; and (5) broadly replicate existing, proven bay-watershed education programs. Requires NOAA's Office of Education to work with Regional Program Managers. .

Emergency Senior Citizens Relief Act of 2009 - Amends the American Recovery and Reinvestment Act of 2009 to extend the $250 economic recovery payment payable to certain individuals through calendar year 2010. Applies the Old Age, Survivors, and Disability Insurance tax in 2010 to certain earnings in excess of $250,000.

Respect for Marriage Act of 2009 - Amends the Defense of Marriage Act to repeal provisions allowing states, territories, possessions of the United States, or Indian tribes to give no effect to a public act, record, or judicial proceeding of any other such entity respecting a relationship between persons of the same sex that is treated as a marriage under that entity's laws or a right or claim arising from such relationship. Amends the federal rules of construction added by such Act concerning the definitions of "marriage" and "spouse" to provide that, for purposes of any federal law in which marital status is a factor, an individual shall be considered married if that individual's marriage is valid in the state where the marriage was entered into or, in the case of a marriage entered into outside any state, if the marriage is valid in the place where entered into and the marriage could have been entered into in a state.

Everyone Deserves Unconditional Access to Education (EDUCATE) Act - Amends the Individuals with Disabilities Education Act (IDEA) to reauthorize and make appropriations for the grant program to assist states and outlying areas in providing special education and related services to children with disabilities. Sets the amount to be authorized and the amount to be appropriated for each fiscal year from FY2010-FY2015 as the greater of: (1) a specified amount; or (2) a specified percentage of an amount determined pursuant to a formula that multiplies the number of children receiving special education services by the average per-pupil expenditure in public elementary and secondary schools. Authorizes appropriations for FY2016 and thereafter that equal 40% of the amount determined using such formula. Makes appropriations for FY2016 and thereafter that are determined by subtracting a specified amount from the amount authorized. Requires amounts appropriated to be expended consistent with pay-as-you-go requirements.

21st Century Global Health Technology Act - Amends the Foreign Assistance Act of 1961 to establish in the United States Agency for International Development (USAID) the Health Technology Program which shall: (1) coordinate and lead research and development efforts; (2) be funded by USAID on a competitive basis; and (3) serve as a national laboratory and technology development program for global health.

National Guard Education Equality Act - Includes as qualifying service for veterans educational assistance purposes (Post-9/11 Educational Assistance): (1) certain active duty service in the reserve components (including service such as part of an airport security mission or counterdrug activity); and (2) discharge from active duty service in the reserve components because of a service connected disability.

National September 11 Memorial & Museum Commemorative Coin Act of 2009 - Directs the Secretary of the Treasury, in commemoration of the 10th anniversary of the September 11, 2001, terrorist attacks on the United States and the establishment of the National September 11 Memorial & Museum at the World Trade Center, to mint and issue up to two million $1 coins emblematic of the courage, sacrifice, and strength of those who perished and who risked their lives to save others during such attacks. Requires: (1) all coin sales to include a surcharge of $10 per coin; and (2) all surcharges received from the sale of coins to be paid to support the operations and maintenance of the National September 11 Memorial & Museum at the World Trade Center.

REAL ID Repeal and Identification Security Enhancement Act of 2009 - Repeals title II of the Real ID Act of 2005. Directs the Secretary of Homeland Security to: (1) establish by regulation minimum standards for acceptance of state-issued driver's licenses and personal identification cards by federal agencies; (2) establish a negotiated rulemaking process before publishing such standards; and (3) award grants to states to assist them in conforming to such standards. Prohibits federal agencies from accepting state-issued driver's licenses and personal identification cards after specified deadlines unless such identification conforms to the minimum standards promulgated under this Act.

Family Farm Preservation and Conservation Estate Tax Act - Amends the Internal Revenue Code to: (1) exclude from the gross estate the value of property used by a decedent and the decedent's family as a farm for farming purposes and certain qualified conservation easements; and (2) impose a recapture tax if such farmland is sold outside the decedent's family or is no longer used for farming purposes or if a qualified conservation easement is likewise sold or used in violation of the terms of such easement.

Ensuring Military Readiness Through Stability and Predictability Deployment Policy Act - Prohibits any unit of the regular Armed Forces from being deployed for Operations Iraqi Freedom or Enduring Freedom unless the period between the most recent previous deployment and a subsequent deployment is equal to or longer than the period of the most recent previous deployment. Expresses the sense of Congress that the optimal minimum period between such deployments should be equal to or longer than twice the period of the most recent previous deployment. Prohibits any unit of the reserves from being deployed for such Operations unless the period between the most recent previous deployment and a subsequent deployment is at least three times longer than the period of the most recent previous deployment. Expresses the sense of Congress that units of the reserves should not be mobilized continuously for more than one year, and that the optimal minimum period between such deployments should be five years. Provides exceptions from deployment requirements. Authorizes the President or chief of staff of the military department concerned to waive such requirements under certain circumstances.

Statewide PTV Access Act of 2009 - Permits a satellite carrier to retransmit the signals of a state-wide network of noncommercial educational broadcast stations to any subscriber in any county within such state that is: (1) outside that station's local market; and (2) not served by an in-state noncommercial educational television broadcast station. Amends the Communications Act of 1934 to permit a satellite carrier to retransmit the signals of a television broadcast station outside the station's local market directly to its subscribers if: (1) such station is a part of a network of three or more noncommercial educational broadcast stations that are licensed to a single state, political, educational, or special purpose subdivision of a state, or to a single public agency; and (2) the carrier retransmits such signal only to subscribers in a county within that state that is outside the station's local market and is not served by another in-state noncommercial educational broadcast station.

Medical Debt Relief Act of 2009 - Amends the Fair Credit Reporting Act to prohibit a consumer reporting agency from making any report containing information related to a fully paid or settled medical debt that had been characterized as debt in collection for credit reporting purposes, which, from the date of payment or settlement, antedates the report by more than 30 calendar days.

Taxpayer Responsibility, Accountability and Consistency Act of 2009 - Amends the Internal Revenue Code to: (1) require reporting to the Internal Revenue Service (IRS) of payments of $600 or more made to corporations; (2) set forth criteria and rules relating to the treatment of workers as employees or independent contractors; and (3) increase penalties for failure to file correct tax return information or comply with other information reporting requirements. Requires the Secretary of the Treasury to issue an annual report on worker misclassification.

Disaster Response, Recovery and Mitigation Enhancement Act of 2009 - Amends the Robert T. Stafford Disaster Relief and Emergency Assistance Act to: (1) require the President to award financial assistance under the pre-disaster hazard mitigation program on a competitive basis; and (2) authorize continuing appropriations for such program through FY2012. Requires: (1) the President, acting through the Administrator of the Federal Emergency Management Agency (FEMA), to modernize and implement the integrated U.S. public alert and warning system; and (2) the Administrator to establish an Integrated Public Alert and Warning System Advisory Committee. Makes temporary FEMA employees hired in the aftermath of a disaster eligible to enroll in the Federal Employees Health Benefits Plan. Authorizes the President to transfer excess materials, supplies, or equipment acquired for response or recovery efforts in connection with a major disaster or emergency to a state, local government, or relief organization to assist victims of other major disasters, emergencies, or incidents. Directs the Administrator to: (1) continue to administer the National Urban Search and Rescue Response System; (2) provide for a national network of standardized search and rescue resources; (3) designate task forces to participate in the System and determine participation criteria; and (4) enter into annual preparedness cooperative agreements with sponsoring agencies. Provides for the establishment of a Disaster Relief Fund. Authorizes the President to: (1) increase disaster mitigation assistance to states that are actively enforcing approved building codes; and (2) provide temporary assistance in the form of mortgage or rental payments for individuals and families who, because of financial hardship caused by a major disaster, are at imminent risk of dispossession or eviction from a residence. Authorizes FEMA to rescue and shelter animals during disasters and emergencies. Sets forth provisions concerning the storage, sale, transfer, and disposal by FEMA of temporary housing units. Authorizes the Administrator to: (1) continue to administer the Citizen Corps and the Community Emergency Response Team Program; and (2) make grants for implementation of the Emergency Management Assistance Compact.

Protect America's Wildlife Act of 2009 - Amends the Fish and Wildlife Act of 1956 to impose criminal penalties on anyone who knowingly violates any regulation prohibiting the shooting or harassing of birds, fish, or other animals from aircraft (airborne hunting). Increases the monetary penalty for airborne hunting from $5,000 to $50,000. Expands the exceptions to the prohibition against airborne hunting to include enhancing the propagation and survival of wildlife or preventing the extinction of a species threatened or endangered under the Endangered Species Act of 1973.
