Imposes a six-month moratorium on terminations of certain pension plans, instituted under specified provisions of the Employee Retirement Income Security Act of 1974 (ERISA), in cases in which reorganization of contributing sponsors is sought in bankruptcy or insolvency proceedings.

Preserving Patient Access to Physicians Act of 2005 - Amends title XVIII (Medicare) of the Social Security Act with respect to payment for physicians' services to: (1) eliminate the sustainable growth rate payment update system; and (2) establish in its place an update to the single conversion factor for 2006 of at least 2.7 percent, and a formula for an update to the single conversion factor for years beginning with 2007. Requires the Secretary of Health and Human Services, in calculating the formula for the single conversion factor, to establish an input price index and estimate annually a productivity adjustment factor.

Gas Price Spike Act of 2005 - Amends the Internal Revenue Code to impose a windfall profit tax on crude oil, natural gas, or products of crude oil or natural gas. Defines "windfall profit" as so much of the profit on a sale of crude oil, natural gas, or related products as exceeds a reasonable profit. Establishes the Reasonable Profits Board to determine levels of reasonable profit from the sale of such products. Allows a tax credit for the purchase of certain fuel-efficient, American-made passenger vehicles. Authorizes the Secretary of Transportation to make grants to operators of mass transit systems, including bus and commuter rail systems, to reduce passenger fares on such systems.

Farming Flexibility Act of 2005 - Amends the Farm Security and Rural Investment Act of 2002, with respect to direct and counter-cyclical payments, to: (1) permit a producer to reduce a covered commodity base acreage by electing to plant such acres with fruits or vegetables for processing; (2) require such election to be made annually; and (3) provide that if a farm's base acreage is recalculated, such fruit or vegetable production shall be considered the same as the planning, prevented planting, or production of the covered commodity.

San Francisco Old Mint Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue not more than 100,000 $5 gold coins and 500,000 $1 silver coins emblematic of the San Francisco Old Mint Building, its importance to California and U.S. history, and its role in rebuilding San Francisco after the 1906 earthquake and fire. Requires that all surcharges received by the Secretary from such coin sales be promptly paid to the San Francisco Museum and Historical Society for purposes of rehabilitating the Historic Old Mint in San Francisco as a city museum and an American Coin and Gold Rush Museum.

Water for the Poor Act of 2005 - Expresses the sense of Congress with respect to U.S. water and sanitation assistance programs. Amends the Foreign Assistance Act of 1961 to authorize the President to furnish assistance for programs in developing countries to provide affordable and equitable access to safe water and sanitation. Directs the Administrator of the United States Agency for International Development (USAID) to develop a strategy to further the U.S. foreign assistance objective of providing affordable and equitable access to safe water and sanitation in developing countries.

Employee Free Choice Act - Amends the National Labor Relations Act to require the National Labor Relations Board to certify a bargaining representative without directing an election if a majority of the bargaining unit employees have authorized designation of the representative and there is no other individual or labor organization currently certified or recognized as the exclusive representative of any of the employees in the unit. Sets forth special procedural requirements for reaching an initial collective bargaining agreement following certification or recognition. Revises enforcement requirements with respect to unfair labor practices during union organizing drives. Provides, under injunction provisions, for priority to be given to preliminary investigation of charges of violations by employers or other entities. Adds to remedies for such violations: (1) back pay plus liquidated damages; and (2) additional civil penalties.

Community Pharmacy Fairness Act of 2005 - Provides that antitrust laws shall apply to negotiations between groups of independent pharmacies and health plans and health insurance issuers in the same manner as such laws apply to collective bargaining by labor organizations under the National Labor Relations Act.

Indiana Dunes National Lakeshore Corrections Act - Permits the Secretary of the Interior, with respect to the Indiana Dunes National Lakeshore in Indiana, to: (1) accept donations of lands located outside the present boundaries of the Lakeshore if they are either contiguous or separated from such lands by only a right-of-way; and (2) make acquisitions to the boundaries of the Lakeshore from units of State or local government by satisfaction of delinquent State or local taxes.

Christopher Reeve Paralysis Act - Amends the Public Health Service Act to permit the Director of the National Institutes of Health (NIH): (1) acting through the Director of the National Institute of Neurological Disorders and Stroke, to expand and coordinate NIH activities on paralysis research; (2) to award grants to plan, establish, improve, and provide basic operating support for Christopher Reeve Paralysis Research Consortia; (3) to educate and disseminate information and receive public comment on NIH programs and research regarding paralysis; (4) acting through the Director of the National Institute on Child Health and Human Development and the National Center for Rehabilitation Research, to expand and coordinate NIH research with implications for enhancing daily function for persons with paralysis; and (5) to make grants to plan, establish, improve, and provide basic operating support for multicenter clinical trial networks to design clinical rehabilitation intervention protocols and measures of outcomes on paralysis. Permits the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention (CDC), to study the health challenges associated with paralysis and other physical disabilities and carry out projects and interventions to improve the quality of life and long-term health status of individuals with such conditions. Permits the Secretary to award grants for activities related to paralysis, including to: (1) establish paralysis registries; and (2) disseminate information to the public. Allows the Secretary of Veterans Affairs to: (1) establish Paralysis Research, Education and Clinical Care Centers; and (2) award grants to medical centers of the Department of Veterans Affairs (VA) to translate clinical findings and recommendations on paralysis into evidence-based best practices.

Chinese Currency Act of 2005 - Amends the Tariff Act of 1930 regarding countervailing duty investigations to revise the definition of countervailable subsidy to include exchange-rate manipulation. Defines "exchange-rate manipulation" as protracted large-scale intervention by an authority to undervalue its currency in the exchange market that prevents effective balance-of-payments adjustment or that gains an unfair competitive advantage over any other country. Specifies factors for determining whether exchange-rate manipulation is occurring and a benefit thereby conferred. Applies the definition of "exchange-rate manipulation" to the Government of the People's Republic of China (PRC) or any other public entity within its territory. Specifies: (1) factors for determining whether exchange-rate manipulation is occurring in the PRC; (2) actions to be taken, if a petition for an investigation alleges and reasonably documents that it is occurring; and (3) the standard for presidential action to prevent or remedy the market disruption at issue (including import relief and its modification and extension). Directs the Secretary of Defense, upon proper request or resolution, to report to the U.S. International Trade Commission any determination as to whether or not the articles of the PRC that are the subject of the investigation are like or directly competitive with domestically produced articles critical to the U.S. defense industrial base. Prohibits the Secretary from procuring, directly or indirectly, such products if the Commission or the President or the U.S. Trade Representative makes an affirmative determination that the Secretary's determination is accurate. Provides for presidential waiver of the prohibition in the national security interests of the United States.

Services for Ending Long-Term Homelessness Act - Amends the Public Health Service Act to require the Secretary of Health and Human Services, acting through the Administrator of Substance Abuse and Mental Health Services Administration, to design national strategies for providing services in supportive housing that will assist in ending chronic homelessness and to implement programs that address chronic homelessness. Requires the Secretary to make matching grants to eligible entities to provide services that promote recovery and self-sufficiency and that address barriers to housing stability to chronically homeless individuals in, or who are scheduled to become residents of, permanent supportive housing and to other individuals and families who have voluntarily chosen to seek other housing opportunities after a period of tenancy in supportive housing. Directs the Secretary to require grantees to report data regarding the performance outcomes of projects carried out under this Act, which shall include measuring and reporting specific performance outcomes related to the long-term goals of: (1) increasing stability within the community for people who have been chronically homeless; and (2) decreasing recurrence of periods of homelessness.

Darfur Genocide Accountability Act of 2005 - Expresses the sense of Congress that the atrocities unfolding in Darfur, Sudan, are genocide. Directs the President to: (1) block the property and assets of civil and military officials of the Government of Sudan and their family members implicated in the Darfur atrocities, and property and assets controlled by the National Congress Party; and (2) prohibit an entity engaged in any commercial activity in Sudan from raising capital in the United States, or from trading its securities in any capital market in the United States. Directs the Secretary of State to: (1) prohibit visas for civil and military officials of the Government of Sudan, and militia members and others implicated in the Darfur atrocities; (2) reduce the Sudanese diplomatic mission in Washington, D.C., and restrict or control the remaining staff's movement within the United States; and (3) instruct the U.S. Permanent Representative to the United Nations (UN) to oppose any UN or other international conference from being held in Sudan. Authorizes the President to: (1) use force to stop the Darfur genocide, including establishment of a no-fly zone and use of unmanned armed planes; and (2) deny U.S. port entry to ships doing business in the Sudan oil sector and /or with the Sudan armed forces.

Paul Wellstone Mental Health Equitable Treatment Act of 2005 - Amends the Employee Retirement Income Security Act of 1974 (ERISA) and the Public Health Service Act to prohibit a group health plan or group health coverage that provides both medical and surgical benefits and mental health benefits from imposing treatment limitations or financial requirements on the mental health benefits unless comparable limitations or requirements are imposed on medical and surgical benefits. Excludes such requirements for plans and coverage for small employers. Allows a plan or coverage that provides in-network mental health benefits to provide out-of-network mental health benefits using treatment limitations or financial requirements that are not comparable to those applied to medical-surgical benefits if the in-network mental health benefits are provided at parity with medical-surgical benefits and with reasonable access. Requires the Government Accountability Office (GAO) to: (1) study the effects of this Act on health insurance costs and access and quality of health care; and (2) provide a cost estimation of extending such requirements to the treatment of substance abuse and chemical dependency.

Clean Water Authority Restoration Act of 2005 - Amends the Federal Water Pollution Control Act to replace the term "navigable waters," throughout the Act, with the term "waters of the United States," defined to mean all waters subject to the ebb and flow of the tide, the territorial seas, and all interstate and intrastate waters and their tributaries, including lakes, rivers, streams (including intermittent streams), mudflats, sandflats, wetlands, sloughs, prairie potholes, wet meadows, playa lakes, natural ponds, and all impoundments of the foregoing, to the fullest extent that these waters, or activities affecting them, are subject to the legislative power of Congress under the Constitution.

Kidney Care Quality and Improvement Act of 2005 - Directs the Secretary of Health and Human Services to: (1) grant full coverage of dialysis access procedures in the ambulatory surgical center setting for individuals with end-stage renal disease (ESRD) who are entitled to benefits under Medicare part A (Hospital Insurance) and enrolled under Medicare part B (Hospital Insurance); and (2) structure the relative value units applicable to physicians' services for vascular access procedures to encourage clinically appropriate placement of natural vascular access for dialysis patients. Directs the Secretary to establish demonstration projects for an outcomes-based ESRD financial incentives reimbursement system to evaluate methods that improve the quality of care provided to Medicare beneficiaries with end-stage renal disease. Sets forth required training for patient care dialysis technicians. Amends title XVIII (Medicare) of the Social Security Act (SSA) to provide for the: (1) establishment of annual update framework for the Medicare end stage renal disease composite rate; and (2) extension of Medicare as secondary payer. Directs the Comptroller General to study and report to Congress on the impact of the temporary codes (G-codes) for nephrologists' services applicable under the Medicare fee schedule for physician's services. Requires the Secretary to establish demonstration projects to: (1) increase public awareness about chronic kidney disease; (2) enhance surveillance systems and expand chronic kidney disease research; and (3) enable individuals with ESRD to develop self-management skills. Amends SSA title XVIII to provide for Medicare coverage of kidney disease patient education services. Directs the Secretary to: (1) establish blood flow monitoring demonstration projects; (2) provide for appropriate incentives to improve the Medicare home dialysis benefit; (3) arrange with the Institute of Medicine of the National Academy of Sciences to evaluate the barriers to increasing the number of individuals with ESRD who elect to receive home dialysis services under Medicare; and (4) establish an independent, multidisciplinary, nonpartisan End-Stage Renal Disease Advisory Committee.

Direct Support Professionals Fairness and Security Act of 2005 - Amends title XIX (Medicaid) of the Social Security Act to provide funds to States to enable them to increase the wages paid to targeted direct support professionals in providing services to individuals with disabilities under the Medicaid program. Directs the Secretary of Health and Human Services, through the Inspector General of the Department of Health and Human Services, to audit a sample from among the States in order to assess the effectiveness of progress made in reducing or eliminating the wage gap between targeted and reference direct support professionals through funds under this Act. Requires the Comptroller General to study and report to Congress on the wage equalization and recruitment and retention of direct support professionals who are providing services and supports to individuals with disabilities.

Gynecologic Cancer Education and Awareness Act of 2005 or Johanna's Law - Directs the Secretary of Health and Human Services to carry out a national campaign to increase the awareness and knowledge of women with respect to gynecologic cancers, which shall include: (1) maintaining a supply of written materials to provide information to the public on gynecologic cancers; and (2) developing and placing public service announcements to encourage women to discuss their risks of gynecologic cancers with their physicians. Requires the Secretary to award grants to nonprofit private entities to test different outreach and education strategies for increasing such awareness among women and health professionals.

Condemns the ongoing abductions and murders of young women in Ciudad Juarez and Chihuahua City, Mexico, and expresses condolences to the victims' families. Urges the President and Secretary of State to: (1) incorporate the investigative efforts of the Mexican Government in the bilateral Mexico-U.S. agenda; and (2) continue to support the efforts of the victims' families to seek justice. Encourages the Secretary to: (1) include in the annual Country Report on Human Rights all instances of improper investigatory methods, threats against human rights activists, and the use of torture with respect to such cases; (2) urge the Government of Mexico and the State of Chihuahua to review the cases of murdered women in which the accused or convicted have credibly alleged they were tortured or forced by a state agent to confess; and (3) urge the Government of Mexico to ensure fair judicial proceedings. Supports the work of the special commissioner to prevent violence against women in Ciudad Juarez and Chihuahua City. Expresses the solidarity of the people of the United States with the people of Mexico in the face of these tragic acts.

Freedom to Read Protection Act of 2005 - Amends the Foreign Intelligence Surveillance Act of 1978 (FISA) to provide that no application by the Director of the Federal Bureau of Investigation (FBI) to a U.S. court for an order requiring the production of tangible things for an investigation to obtain foreign intelligence information from a U.S. person or to protect against international terrorism may be made for the sole purpose of searching for, or seizing from, a bookseller or library documentary materials that contain personally identifiable information concerning a patron. Provides that nothing in this Act shall be construed to preclude a physical search for documentary materials (including books, records, papers, documents, and other items) under other provisions of law. Defines "personally identifiable information" as information that identifies a person as having used, requested, or obtained specific reading materials or services from a bookseller or library. Revises congressional reporting requirements under FISA to require the Attorney General, in informing Congress with respect to applications for orders approving requests for the production of tangible things, to: (1) describe the specific purpose of each order application; (2) analyze the effectiveness of each application that was granted or modified in protecting U.S. citizens against terrorism; and (3) make public such information provided in a manner consistent with the national security of the United States.

Osteoporosis Education and Prevention Act of 2005 - Directs the Secretary of Health and Human Services to carry out a national campaign to increase awareness and knowledge with respect to osteoporosis. Amends the Older Americans Act of 1965 to direct the Assistant Secretary for Aging to make demonstration program grants to public and private nonprofit agencies, organizations, and institutions to provide information and outreach for the prevention of osteoporosis.

Declares that the steel import licensing and monitoring program established by the Secretaries of the Treasury and of Commerce shall remain in effect and be established by the Secretary of Commerce as a permanent program. Requires the Secretaries to expand the program to include all iron and steel, and all articles of iron and steel, specified in this Act. Requires release of the import and licensing data made available to the public as part of this program, based upon classifications at the tenth digit level of the Harmonized Schedule of the United States. Grants the Secretaries authority to maintain the program and to expand it as necessary and appropriate in accordance with this Act.

Save Our Waters From Sewage Act of 2005 - Amends the Federal Water Pollution Control Act to prohibit publicly owned treatment works (POTWs) from intentionally diverting waste streams to bypass any portion of the treatment facility unless: (1) the bypass is unavoidable to prevent loss of life, personal injury, or severe property damage; (2) there is no feasible alternative; and (3) the treatment works provides notice of the bypass in accordance with this Act; or (4) the bypass does not cause effluent limitations to be exceeded and is for essential maintenance. Requires POTWs to provide the Administrator of the Environmental Protection Agency (EPA) (or the State if the State has an approved permit program) with: (1) prior notice of an anticipated bypass; and (2) notice of an unanticipated bypass within 24 hours of becoming aware of such bypass as well as follow-up notice. Directs the Administrator to establish procedures to ensure that permits issued to POTWs under the National Pollutant Discharge Elimination System include requirements to implement this Act.

Amends rule XI (Procedures of Committees and Unfinished Business) of the Rules of the House of Representatives to revise the procedures of the Committee on Standards of Official Conduct. Repeals the requirement that a complaint be dismissed if an investigative subcommittee has not been established within 45 days after the complaint is filed (Automatic Dismissal Rule). Requires the committee to establish an investigative subcommittee if a complaint is not disposed of within the 45 days (or a 45-day extension). Subjects to such (automatic) subcommittee establishment rule the current related requirement that an investigative committee be established only by an affirmative of the majority of the committee members, if at any time during the applicable time period either the committee chairman or ranking member places on the agenda the issue of whether to establish such an investigative subcommittee. Requires the Committee to establish an "investigative" instead of "adjudicatory" subcommittee when requested by a Member, officer, or employee of the House, contesting the contents of a written complaint. (Thus repeals the right of a Member, officer, or employee to demand an immediate trial by an adjudicatory committee within the initial 45-day period, before a case has been adequately prepared.) Revises the right to counsel of a respondent or witness. Strikes provisions allowing a respondent or witness appearing before the investigative subcommittee or investigative hearing to obtain counsel of his or her choice, even if such counsel represents another respondent or witness. (Thus allows the committee to adopt a rule that prohibits a counsel from representing more than one respondent or witness.)

Mailing Support to Troops Act of 2005 - Authorizes free mailing privileges for mail matter sent by a family member from within an area served by a U.S. post office to members of the Armed Forces on active duty in Iraq or Afghanistan, or hospitalized at an Armed Forces facility as a result of such service.

Medicaid Community-Based Attendant Services and Supports Act of 2005 - Amends title XIX (Medicaid) of the Social Security Act (SSA) to require State Medicaid plan coverage of community-based attendant services and supports for certain Medicaid-eligible individuals. Outlines requirements for: (1) an enhanced Federal medical assistance percentage (FMAP) for ongoing activities of early coverage States that enhance and promote the use of community-based attendant services and supports; and (2) increased Federal financial participation for certain expenditures incurred by the State for the provision of such services and supports. Directs the Secretary of Health and Human Services to: (1) award grants to eligible States which have established a Consumer Task Force to assist the State in its development of real choice systems change initiatives; and (2) conduct a demonstration project for the purpose of evaluating service coordination and cost-sharing approaches with respect to the provision of community-based services and supports to non-elderly dually eligible individuals.

Stem Cell Research Enhancement Act of 2005 - Amends the Public Health Service Act to require the Secretary of Health and Human Services to conduct and support research that utilizes human embryonic stem cells, regardless of the date on which the stem cells were derived from a human embryo. Limits such research to stem cells that meet the following ethical requirements: (1) the stem cells were derived from human embryos donated from in vitro fertilization clinics for the purpose of fertility treatment and were in excess of the needs of the individuals seeking such treatment; (2) the embryos would never be implanted in a woman and would otherwise be discarded; and (3) such individuals donate the embryos with written informed consent and receive no financial or other inducements.

Veterans Burial Benefits Improvement Act of 2005 - Increases the authorized allowance for burial and funeral expenses for deceased veterans who: (1) at the time of death were in receipt of veterans' disability compensation or veterans' pension benefits; or (2) were veterans of any war or were discharged or released from active military service for a service-connected disability and for whom there is no next of kin or sufficient resources to cover funeral and burial costs. Increases the burial plot allowance for veterans who, at the time of death, were receiving hospital or nursing home care in or through the Department of Veterans Affairs. Authorizes the annual adjustment of such allowances based on increases in Social Security benefits.

Animal Fighting Prohibition Enforcement Act of 2005 - Amends the Federal criminal code to prohibit: (1) sponsoring or exhibiting a bird in a fighting venture in a State where it would not otherwise be in violation of the law, only if the person knew that any bird in the venture was knowingly bought, sold, delivered, transported, or received in interstate or foreign commerce for such purpose; or (2) knowingly sponsoring or exhibiting in an animal fighting venture any other animal that was moved in interstate or foreign commerce. Prohibits knowingly: (1) selling, buying, transporting, delivering, or receiving, for purposes of transportation in interstate or foreign commerce, any dog or other animal to participate in an animal fighting venture; (2) using interstate mail service for commercial speech promoting an animal fighting venture except as performed outside the limits of the States (with an exception for bird fights in States whose laws allow them); or (3) selling, buying, transporting, or delivering in interstate or foreign commerce a knife, gaff, or other sharp instrument to be attached to the leg of a bird for use in an animal fighting venture. Increases the penalties to a fine and up to two years' imprisonment for violations.

Recognizes the importance of designating the Republic of Poland as a visa waiver program country under the Immigration and Nationality Act. Urges the Secretary of Homeland Security and the Secretary of State to assist Poland in reducing its nonimmigrant visa refusal rate so that it may qualify for such designation.

United States National Health Insurance Act (or the Expanded and Improved Medicare for All Act) - Establishes the United States National Health Insurance Program (the Program) to provide all individuals residing in the United States and in U.S. territories with free health care that includes all medically necessary care, such as primary care and prevention, prescription drugs, emergency care, and mental health services. Prohibits an institution from participating in the Program unless it is a public or nonprofit institution. Allows nonprofit health maintenance organizations (HMOs) that actually deliver care in their own facilities to participate in the Program. Gives patients the freedom to choose from participating physicians and institutions. Prohibits a private health insurer from selling health insurance coverage that duplicates the benefits provided under this Act. Allows such insurers to sell benefits that are not medically necessary, such as cosmetic surgery benefits. Sets forth methods to pay hospitals and health professionals for services. Prohibits financial incentives between HMOs and physicians based on utilization. Authorizes appropriations and provides for appropriated sums to be paid for: (1) by vastly reducing paperwork; (2) by requiring a rational bulk procurement of medications; (3) from existing sources of Government revenues for health care; (4) by increasing personal income taxes on the top five percent income earners; (5) by instituting a modest payroll tax; and (6) by instituting a small tax on stock and bond transactions. Requires the Program to give first priority in retraining and job placement to individuals whose jobs are eliminated due to reduced administration. Establishes a National Board of Universal Quality and Access to advise the Secretary and the Director to ensure quality, access, and affordability. Provides for the eventual integration of the health programs of the Department of Veterans' Affairs and the Indian Health Service into the Program.

Voter Confidence and Increased Accessibility Act of 2005 - Amends the Help America Vote Act of 2002 with respect to: (1) voter verification and mandatory paper record audit capacity; and (2) accessibility and voter verification of results for individuals with disabilities. Requires the Election Assistance Commission to study, test, and develop best practices to enhance the accessibility of voter-verification mechanisms for individuals with disabilities and for voters whose primary language is not English, including best practices for the mechanisms themselves and the process through which the mechanisms are used. Outlines additional voting system requirements. Requires laboratories to meet standards prohibiting conflicts of interest as a condition of accreditation for the testing of voting system hardware and software. Provides for the filing of complaints by aggrieved persons with the Attorney General. Extends the authorization of Election Assistance Commission permanently. Makes available additional funding to enable States to meet the costs of the requirements imposed by this Act. Directs the Election Assistance Commission to conduct random, unannounced, hand counts of the voter-verified records for each Federal general election in at least two percent of the precincts in each State. Requires Federal certification of the technological security of voter registration lists.

Milk Import Tariff Equity Act - Amends the Harmonized Tariff Schedule of the United States to impose tariff-rate quotas (quantitative import limits) and provide various duty rates on certain casein, caseinates, milk protein concentrate, and other casein derivatives and glues imported into the United States (except imports from Mexico). Authorizes the President to: (1) enter into a trade agreement with a foreign country to grant new concessions as compensation in order to maintain the general level of reciprocal and mutually advantageous concessions; and (2) proclaim any necessary modification or continuance of any existing duty, or continuance of existing duty-free or excise treatment, or any quantitative limitation. Sets forth certain limits on the reduction of duties on such products.

Little Rock Central High School Desegregation 50th Anniversary Commemorative Coin Act - Requires the Secretary of the Treasury to mint and issue coins commemorating the 50th anniversary of the desegregation of Little Rock Central High School in Little Rock, Arkansas. Requires the design of such coins to be emblematic of the desegregation of Little Rock Central High School and its contribution to civil rights in America. Specifies the sale price of such coins and applicable surcharges. Requires surcharges collected from sales to be used equally for: (1) the Jefferson National Parks Association for support of the activities and mission of Little Rock Central High National Historic Site; and (2) site improvements.

Recognizes the sacrifices, service, and dedication of Allied soldiers and partisans and underground fighters that resulted in the defeat of the Nazi regime and the liberation of Auschwitz and other World War II concentration camps. Expresses gratitude to individuals and organizations that assisted survivors of Nazi brutality. Commends countries marking the 60th anniversary (on January 27, 2005) of the liberation of Auschwitz, as well as the United Nations General Assembly and other international organizations, for honoring Holocaust victims and increasing awareness of the Holocaust. Urges all countries to strengthen efforts to fight racism, intolerance, bigotry, prejudice, discrimination, and anti-Semitism. Urges governments and educators to teach the lessons of the Holocaust so that future generations will understand that racial, ethnic, and religious intolerance and prejudice can lead to the genocide carried out in camps such as Auschwitz.

Military Death Benefit Improvement Act of 2005 - Increases from $12,000 to $100,000 the death gratuity payable to the survivors of members of the Armed Forces who die: (1) while on active duty or inactive duty training; or (2) within 120 days after discharge or release from such duty or training, if the death resulted from an injury or disease incurred or aggravated during such duty or training.

Iran Freedom Support Act - States that: (1) U.S. sanctions, controls, and regulations relating to weapons of mass destruction with respect to Iran shall remain in effect until the President certifies to the appropriate congressional committees that Iran has permanently and verifiably dismantled its weapons of mass destruction programs and has committed to combating such weapons' proliferation; and (2) such certification shall have no effect on other sanctions relating to Iranian support of international terrorism. Amends the Iran and Libya Sanctions Act of 1996 to: (1) eliminate mandatory sanction provisions respecting Libya; (2) impose mandatory sanctions on a person or entity that aids Iran acquire or develop weapons of mass destruction or destabilizing types and numbers of conventional weapons; (3) revise multilateral regime reporting requirements, including provisions respecting sanctions on individuals aiding Iranian petroleum development; (4) enlarge the scope of sanctionable entities; and (5) eliminate the sunset provision. Authorizes the President to provide financial and political assistance to eligible foreign and domestic individuals and groups that support democracy in Iran and that are opposed to the Government of Iran. Expresses the sense of Congress that: (1) the President should appoint a special assistant on Iranian matters; (2) contacts should be expanded with democratic Iranian opposition groups; and (3) the President should designate at least one such eligible group within 90 days of enactment of this Act.

Social Security Fairness Act of 2005 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to repeal: (1) pension offset provisions applicable to husband's and wife's insurance benefits, widow's and widower's insurance benefits, and mother's and father's insurance benefits with respect to OASDI payments; and (2) windfall elimination provisions with respect to computation of the primary insurance amount of an individual.

Providing Reliable Officers, Technology, Education, Community Prosecutors, and Training In Our Neighborhoods Act of 2004 or PROTECTION Act - Modifies provisions of the Omnibus Crime Control and Safe Streets Act of 1968 regarding public safety and community policing ("cops on the beat" program, COPS) to authorize the Attorney General to use COPS grants to: (1) increase prosecutor presence and to enhance law enforcement access to new technologies; (2) pay overtime to existing career law enforcement officers for community policing; and (3) promote higher education among in-service State and local law enforcement officers by reimbursing them for certain educational costs. Includes among permitted additional grant projects: (1) specialized integrity and ethics training; and (2) innovative proactive crime control and prevention programs involving school officials and religiously-affiliated organizations. Authorizes the Attorney General to use up to five percent of appropriated funds for technical assistance and training to States, local governments, Indian tribal governments, and other entities. Repeals provisions of the Act regarding termination of grants for hiring officers. Allows grants to be used to assist: (1) police departments in employing specified professional, scientific, and technological advancements; (2) State, local, or tribal prosecutors' offices in implementation of community-based prosecution programs that build on local community policing efforts; and (3) in paying overtime to existing career law enforcement officers. Reserves specified funds for local governmental units with a population of less than 50,000. Authorizes the Attorney General to use no more than 50 percent of grant renewal funds to award grants targeted for police officer retention.

American-Owned Property in Occupied Cyprus Claims Act - Amends the International Claims Settlement Act of 1949 to urge the President to authorize the Secretary of State to begin negotiations with Turkey to allow for certain claims by U.S. nationals respecting real property in the Turkish-held portions of Cyprus. Authorizes the Secretary of the Treasury to establish in the Treasury a Claims Fund for the payment of unsatisfied claims of U.S. nationals against Turkey. Sets forth payment procedures. Amends Federal law to grant U.S. district court jurisdiction for civil actions against any private person (any natural person or legal entity other than Turkey) by a U.S. national who owns property in the Turkish-held portion of Cyprus.
