Law Enforcement Officers Equity Act - Redefines the term "law enforcement officer" under provisions of the Federal Employees Retirement System (FERS) and the Civil Service Retirement System (CSRS) to include: (1) Federal employees not otherwise covered by such term whose duties include the investigation or apprehension of suspected or convicted individuals and who are authorized to carry a firearm; and (2) such employees of the Internal Revenue Service whose duties are primarily the collection of delinquent taxes and the securing of delinquent returns. Requires that such service which is performed by an incumbent law enforcement officer be treated: (1) on or after the enactment date of this Act, for all purposes, as service performed as a law enforcement officer, irrespective of how such service is treated under the following; and (2) before, on, or after such date, for purposes of CSRS and FERS, as service performed as such an officer, but only if an appropriate written election is submitted to the Office of Personnel Management five years after such date or before separation from Government service, whichever is earlier. Provides that nothing under current law respecting mandatory separation from Government service under CSRS or FERS shall cause the involuntary separation of an officer before the end of the three-year period beginning on such date.

Protect Diversity in Media Act - Invalidates the final rules adopted by the Federal Communications Commission (FCC) pursuant to its broadcast media ownership proceeding and announced on June 2, 2003. Reinstates (retroactively, as in effect prior to such announcement) any rule that the FCC modified pursuant to that proceeding. Prohibits the FCC from using current biennial rule review authority to review broadcast media ownership rules.

National Great Black Americans Commemoration Act of 2003 - Directs the Attorney General, acting through the Office of Justice Programs of the Department of Justice, to make a grant to the Great Blacks in Wax Museum, Inc., to pay up to 25 percent of the costs of expanding its existing facilities to create the National Great Blacks in Wax Museum and Justice Learning Center in Baltimore, Maryland.

National Forest Roadless Area Conservation Act - Identifies roadless areas within the National Forest System set forth in specified documents as National Forest Inventoried Roadless Areas, and directs the Secretary of Agriculture to manage such Areas to maintain their roadless character.

Assured Funding for Veterans Health Care Act of 2003 - Requires the Secretary of the Treasury to make available to the Secretary of Veterans Affairs for programs, functions, and activities of the Veterans Health Administration for FY 2005 130 percent of the amount obligated during FY 2003. Adjusts the amount provided for fiscal years after FY 2005 based on the number of enrolled veterans and the number of other persons eligible but not enrolled who are provided care, multiplied by the per capital baseline amount for FY 2003, as increased by the percentage increase in the Consumer Price Index. Prohibits the availability of such funds for: (1) construction, acquisition, or alteration of veterans' medical facilities (other than for repairs provided for before the date of enactment of this Act); or (2) grants for the construction of State home facilities for the furnishing of veterans' domiciliary, nursing home, and hospital care.

Judicial Use of Discretion to Guarantee Equity in Sentencing Act of 2003 (JUDGES Act) - Directs the U.S. Sentencing Commission to report to Congress on the incidence of downward departures from the U.S. sentencing guidelines (i.e., imposition of a sentence below the range established by such guidelines). Includes among required report contents: (1) a discussion of the history and purpose of departures in the Federal system; (2) information on rates of departures from the guidelines among different districts and judicial circuits and among different offense and departure types; (3) an analysis of the grounds provided by district court judges when they depart from the guidelines; (4) a comparison of the departure authority in Federal law with that of State systems; and (5) an assessment of the extent to which departures undermine or promote the purposes of sentencing. Repeals specified nonconforming (sentencing reform) provisions of the Prosecutorial Remedies and Other Tools to end the Exploitation of Children Today Act of 2003 (PROTECT Act), including provisions that limit judges' discretion in sentencing, require the Chief Judge of each district court to submit written reports to the Commission within 30 days of entry of judgment in every criminal case, and make changes to the composition of the Commission.

Maintaining and Ensuring Diversity and Integrity on the Airwaves Act of 2003 or MEDIA Act of 2003 - Amends the Adminsitrative Procedures Act to prohibit a Federal agency from prescribing substantial and extensive revisions to its regulations unless the revised regulations have been published in proposed form to afford interested parties the opportunity to submit data, views, or arguments thereon. Amends the: (1) Communications Act of 1934 to extend the interval for Federal Communication Commission (FCC) review of its regulations from every even-numbered year to every five years beginning with 2008; and (2) Telecommunications Act of 1996 to eliminate biennial FCC review of its rules concerning broadcast ownership. Prohibits the FCC from taking any action to repeal or modify a regulation determined to be no longer necessary in the public interest unless the FCC: (1) has completed its 2003 report to Congress concerning a periodic review of regulations to eliminate telecommunications market entry barriers; (2) has included in such report an analysis of how any change in existing regulations is consistent with national policy and would affect such barriers; and (3) determines that such repeal or modification is consistent with the removal of such barriers as well as prescribed policies. Prohibits license transfers, pending completion of such requirements, with respect to television or radio stations the aggregate value of which exceeds $50 million when the party involved owns, operates, or controls another television or radio broadcast station.

Highway Funding Equity Act of 2003 - Revises Federal highway funding minimum guarantee provisions. Requires the Secretary of Transportation, for each of FY 2004 through 2009, to allocate among the States amounts sufficient to ensure that: (1) the percentage for each State of the total apportionments for the fiscal year for the National Highway System (NHS), the high priority projects program, the Interstate maintenance program, the surface transportation program, metropolitan planning, the highway bridge replacement and rehabilitation program, the congestion mitigation and air quality improvement program, the recreational trails program, the Appalachian development highway system, and the basic minimum guarantee equals or exceeds 95 percent of the ratio that the estimated tax payments to the Highway Trust Fund (HTF) (other than the Mass Transit Account) attributable to highway users in the State bears to such payments attributable to highway users in all States (with a specified exception for any State having a population density of less than 50 individuals per square mile); and (2) when HTF allocations (other than from the Mass Transit Account, for such programs, emergency relief, and the discretionary minimum guarantee) for the fiscal year have been identified, the percentage for each State of all of those allocations for the fiscal year equals or exceeds the percentage that is equal to 95 percent of such tax payments ratio. Sets forth provisions regarding: (1) the programmatic distribution of NHS funds exceeding $2.8 billion; (2) the apportionment of the remainder of funds to the States; and (3) required adjustments where the sum of State percentages exceeds 100.

National Museum of African American History and Culture Act - Establishes within the Smithsonian Institution (SI) the National Museum of African American History and Culture, to be operated as a center for scholarship and a location for museum training, public education, exhibits, and collection and study of items and materials relating to the life, art, history, and culture of African Americans that encompass the period of slavery, the era of reconstruction, the Harlem renaissance, the civil rights movement, and other periods of the African American diaspora. Establishes the National Museum of African American History and Culture Council to: (1) advise and assist the SI Board of Regents on Museum planning, design, construction, operation, and budgets; and (2) have responsibility and authority with respect to the Museum's collections and work. Requires the Secretary of SI to appoint a Museum Director. Establishes the Office of Education and Liaison Programs within the Museum to work with educational institutions and museums throughout the Nation. Requires the Director of the Institute of Museum and Library Services to establish specified grant, scholarship, internship, and fellowship programs relating to African American museums. Directs the Board of Regents to select the Museum's site from one of four specified sites on or adjacent to the national mall. Directs the Council and the Board of Regents, in carrying out their duties under this Act, to consider the reports and plans submitted by the National Museum of African American History and Culture Plan for Action Presidential Commission under the National Museum of African American History and Culture Plan for Action Presidential Commission Act of 2001 (Public Law 107-106).

Supports the goals and ideals of a National Epilepsy Awareness Month. Urges: (1) an increase in Federal funding for epilepsy research programs at the National Institutes of Health and at the Centers for Disease Control and Prevention; and (2) that initial funding be provided to the Department of Health and Human Services to create demonstration projects to serve people with epilepsy who may lack access to adequate medical care.

Safe Highways and Infrastructure Preservation Act - Amends Federal transportation law to prohibit a State from prescribing or enforcing any regulation that allows a restricted property-carrying unit (any trailer, semi-trailer, container, or other property-carrying unit longer than 53 feet, except for a fire-fighting unit) to operate on the National Highway System (including the Interstate System), unless the operation of such unit is authorized by the State on June 1, 2003, and in actual and lawful operation on a regular or periodic basis (including seasonal operations) on or before that date. Prohibits a State from allowing the operation of a commercial motor vehicle combination on the National Highway System (except a vehicle or load that cannot be dismantled or divided easily, and that has been issued a special permit under State law) with more than one property-carrying unit (excluding the truck tractor) whose property-carrying units are more than: (1) the maximum combination trailer, semi-trailer, or other type of length limitation allowed by State law on June 1, 2003; or (2) the length of the property-carrying units of those commercial motor vehicle combinations, by specific configuration, in actual and lawful operation on a regular or periodic basis (including continual seasonal operation) in such State on or before June 1, 2003. Permits a commercial motor vehicle combination authorized in a State to continue to operate on System highways provided it is in compliance with State law, including routing-specific and configuration-specific designations and all other restrictions in force in the State on June 1, 2003. Amends Federal highway law to prohibit a State from allowing the operation of a vehicle or combination (other than a longer combination vehicle) exceeding Interstate weight limits on the Interstate System unless its operation was lawful: (1) on July 1, 1956; (2) in the case of the overall gross weight of any group of two or more consecutive axles, on the date of enactment of the Federal-Aid Highway Amendments of 1974; or (3) under a special permit pursuant to State (grandfather) law. Subjects such vehicles and combinations to all routing-specific, commodity-specific, and weight-specific designations in force in such State on June 1, 2003. Sets forth requirements with respect to: (1) the operation of vehicles and loads which cannot be easily dismantled or divided (nondivisible loads) on the Federal-aid highway system as they relate to Interstate weight limitations; and (2) waiver of weight limitations for vehicles that operate on the Federal-aid highway system during periods of national emergency. Declares that Interstate weight limitations on vehicles and combinations (other than longer combination vehicles) that operate on the Interstate System shall also apply to such vehicles and combinations that operate on non-Interstate segments of the National Highway System, unless: (1) such segments are subject to lower State weight limits; or (2) a State allows the operation of any vehicle or combination on an existing non-Interstate segment of the National Highway System that could be so operated lawfully on June 1, 2003. Requires establishment of a model schedule of fines for violations of this Act.

National Forest Protection and Restoration Act - Prohibits commercial logging and timber sales (with specified exceptions) on Federal public lands, with a two-year phase-out for existing contracts. Provides for payment of relinquished contracts. Directs the Secretaries of Agriculture and the Interior to each: (1) establish a National Heritage Restoration Corps to restore (and monitor) such lands to their natural pre-logging condition; and (2) develop National Heritage Restoration Plans and related standards for regional ecological restoration and monitoring. Sets forth provisions respecting forest fire and hazardous fuel reduction. Provides for worker retraining of eligible persons whose jobs have been lost due to terminated timber and logging contracts. Authorizes the Secretary of Labor to make training grants, including grants for job search and relocation. Sets forth fund allocation provisions, including amounts for an Environmental Protection Agency investigation of non-wood paper and construction alternatives. Amends the Secure Rural Schools and Community Self-Determination Act of 2000 to make permanent certain education, transportation, and public purpose payments to States and counties containing Federal land. Authorizes a private right of action for violations of this Act.

Children's Vision Improvement and Learning Readiness Act of 2003 - Allows the Secretary of Health and Human Services to make grants to States for the purposes of: (1) providing comprehensive eye examinations for children identified as being at high risk of vision impairment, with priority to go to children under nine years old; (2) providing subsequent treatment or services necessary to correct vision problems; and (3) developing and disseminating educational materials with regard to the need and benefits of comprehensive eye examinations for children. Directs the Secretary to develop criteria for the collection of data related to vision assessment and the utilization of followup services. Directs the Secretary to coordinate the grant program, as appropriate, with other Federal and State programs that provide services to children. Requires a State to submit an application to the Secretary in order to receive a grant, which shall include a plan for the use of the grant. Requires a State to submit to the Secretary an annual evaluation of the operations and activities carried out under a grant.

Financial Contracts Bankruptcy Reform Act of 2003 - Amends the Federal Deposit Insurance Act (FDIA) and the Federal Credit Union Act (FCUA) to redefine specified contracts, agreements, and transfers entered into with an insolvent insured depository institution prior to the appointment of a conservator or receiver. Retains the right of the Federal Deposit Insurance Corporation (FDIC) and the National Credit Union Administration Board (NCUAB) to: (1) accelerate a qualified financial contract with an insured depository institution in receivership status; and (2) transfer, disaffirm, or repudiate a qualified financial contract of a failed institution. Prohibits enforcement of a walkaway clause in a qualified financial contract of a failed insured depository institution. Revises guidelines pertaining to an insolvent insured depository institution and: (1) transfers of qualified financial contracts; and (2) the termination rights of counterparties to a qualified financial contract. Prescribes guidelines for: (1) the disaffirmance or repudiation of qualified financial contracts by the conservator or receiver for a failed depository institution; and (2) the treatment of a master agreement as a single agreement and a single qualified financial contract. Amends the Federal Bankruptcy Code to: (1) deny an automatic stay to set-offs under certain swap and netting agreements; and (2) restrict bankruptcy trustee avoidance power regarding certain master netting agreement transfers to those that are fraudulent in nature. Sets forth statutory guidelines governing: (1) the termination or acceleration of certain kinds of contracts and agreements; and (2) commodity broker and stockbroker liquidation with respect to the priority of unsecured claims, or customer property or distributions. Amends the FDIA and the FCUA to authorize more detailed recordkeeping requirements for qualified financial contracts if the pertinent institution is in a troubled condition. Exempts specified collateralization agreements involving bankruptcy estate funds, extensions of credit, or certain qualified financial contracts from the contemporaneous execution requirement, failure to meet which ordinarily renders invalid certain agreements found to be against FDIC interests in an asset acquisition. Amends the Securities Investor Protection Act of 1971 to prohibit a judicial protective decree, or one issued by the Securities Investor Protection Corporation, from operating as a stay of creditor's contract rights to liquidate, terminate, or accelerate designated contracts and agreements. Allows such a protective order, however, to operate as a stay of foreclosure on securities collateral pledged by the debtor.

Directs the Speaker of the House of Representatives and the President Pro Tempore of the Senate to arrange for the presentation of a congressional gold medal to President Jose Maria Aznar of Spain in recognition of his contributions to maintaining the security of all freedom-loving nations. Requires the Secretary of the Treasury to strike such medal and authorizes the Secretary to strike and sell bronze duplicates.

Declares that the civil rights and civil liberties of all Americans, including Arab-Americans, Muslim-Americans, South Asian-Americans, and Sikh-Americans, should be protected in light of the number of bias-motivated crimes against them in recent months. Condemns bigotry and acts of violence against such people and calls upon local, State, and Federal law enforcement authorities to prevent and investigate and prosecute such bias-motivated crimes.

Preservation of Localism, Program Diversity, and Competition in Television Broadcast Service Act of 2003 - Amends the Communications Act of 1934 to prohibit the Federal Communications Commission from permitting any license for a commercial television broadcast station to be granted, transferred, or assigned to any party if such action would result in that party owning, operating, controlling, or having a cognizable interest in stations which have an aggregate national audience reach exceeding 35 percent. Requires any party currently having licenses in excess of such limit to divest as necessary to comply with such limit within one year.

Assault Weapons Ban and Law Enforcement Protection Act of 2003 - Amends Federal firearms provisions to revise the definition of "semiautomatic assault weapon" (SAW) to include conversion kits (for converting a firearm to a SAW) and any semiautomatic rifle or pistol that has an ability to accept a detachable magazine and that has any one of the following characteristics, respectively: (1) a folding or telescoping stock, a threaded barrel, a pistol grip, a forward grip, or a barrel shroud; or (2) a second pistol grip, a threaded barrel, a barrel shroud, or the capacity to accept a detachable magazine at a location outside of the pistol grip. Amends: (1) the Brady Handgun Violence Prevention Act to reauthorize the assault weapons ban and add new restrictions; and (2) the Public Safety and Recreational Firearms Use Protection Act to repeal the sunset provision regarding restrictions on large capacity ammunition feeding devices (LCAFDs) and on specified SAWs. Modifies the exemptions from the Brady Act's prohibition against manufacturing, transferring, or possessing a semiautomatic assault weapon to exclude: (1) specified firearms, or replicas or duplicates, as manufactured on October 1, 1993; (2) any semiautomatic rifle that cannot accept a detachable magazine that holds more than five rounds; and (3) any semiautomatic shotgun that cannot hold more than five rounds in a fixed or detachable magazine. Prohibits the transfer of a SAW except through a licensed dealer or a State or local law enforcement agency, subject to specified requirements. Directs the Attorney General to: (1) establish and maintain a record of the make, model, and date of manufacture of any SAW which the Attorney General is made aware has been used in relation to a crime, and of the nature and circumstances of the crime involved; and (2) annually submit the record to Congress and make the record available to the public. Prohibits: (1) the transfer of any assault weapon with an LCAFD; and (2) a licensed manufacturer, importer, or dealer who transfers an LCAFD that was manufactured on or before September 13, 1994, from failing to certify to the Attorney General, within 60 days of the transfer date, that the device was manufactured on or before that date. Sets penalties for violations. Prohibits: (1) the transfer of a SAW or an LCAFD to a juvenile; and (2) the importation of an LCAFD.

Religious Freedom Peace Tax Fund Act - Directs the Secretary of the Treasury to establish in the Treasury the Religious Freedom Peace Tax Fund for the deposit of income, gift, and estate taxes paid by or on behalf of taxpayers: (1) who are designated conscientious objectors opposed to participation in war in any form based upon the taxpayer's deeply held moral, ethical, or religious beliefs or training (within the meaning of the Military Selective Service Act); and (2) who have certified these beliefs in writing. Requires that funds in the Religious Freedom Peace Tax Fund be allocated annually to any appropriation not for a military purpose. Declares the sense of Congress that any Treasury increase resulting from the creation of the Religious Freedom Peace Tax Fund shall be allocated in a manner consistent with the purposes of the Fund.

Amends title II (Old Age, Survivors and Disability Insurance) of the Social Security Act to: (1) restrict the application of the windfall elimination provision to individuals whose combined monthly income from the individual's primary insurance amount under such title and the portion of the monthly periodic payment attributable to noncovered service performed after 1956 exceeds $2,000; and (2) provide for a graduated implementation of such provision by specified percentages with respect to incremental amounts above such threshold, up to 100 percent for combined amounts over $3,000.

Public Housing Drug Elimination Program Reauthorization Act of 2003 - Amends the Anti-Drug Abuse Act of 1988 to authorize appropriations for the assisted housing drug elimination program. Limits activities for programs designed to reduce drug use in and around assisted low-income housing to: (1) providing drug abuse treatment through rehabilitation or relapse prevention; (2) providing education about the dangers and consequences of drug use or violent crime; (3) identifying drug users, and assisting drug use discontinuance through education or treatment programs; (4) providing after school youth activities; and (5) providing capital improvements and security services to discourage or eliminate drug use or violent crime.

Expresses the sense of the House of Representatives that the Federal Communications Commission should: (1) not weaken any current media ownership rules that protect people's access to diverse sources of information; (2) examine, and better inform the public regarding, the consequences of weakening such rules; and (3) allow for extensive public review and comment on proposed changes to such rules before issuing a final rule.

Genetic Nondiscrimination in Health Insurance and Employment Act - Amends the Employee Retirement Income Security Act of 1974, the Public Health Service Act , the Internal Revenue Code, and Medicare supplemental policy provisions to prohibit health plans and insurers, with respect to protected genetic information, from discriminating in enrollment, eligibility, contribution rates, and premium rates based on such information. Makes it an unlawful employment practice for an employer, employment agency, labor organization, or training program to discriminate because of protected genetic information.

Diabetes Prevention Access and Care Act - Amends the Public Health Service Act to require the Director of the National Institutes of Health to expand, intensify, conduct, coordinate, and support research and other activities with respect to pre-diabetes and diabetes, particularly type 2, in minority populations. Directs that the activities shall include research on the causes and effects of health care access disparities and racial discrimination. Directs the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention (CDC), to: (1) expand the National Diabetes Education Program; and (2) through the Indian Health Service, conduct research on attention by health care professionals to the American Indian population with regard to diabetes. Directs the Diabetes Mellitus Interagency Coordinating Committee to develop a Federal plan to address diabetes mellitus within communities of color. Requires the Secretary to conduct and support programs to treat diabetes in minority populations, including, through the National Institute of Mental Health, to provide for comprehensive mental health services and treatment to certain individuals. Directs the Secretary, acting through the National Center on Minority Health and Health Disparities, to make grants to expand Minority Access to Research Careers (MARC) program internships and mentoring opportunities for recruitment of minorities in diabetes-focused health fields. Provides for Federal and State loan repayment programs for health profession students of color. Requires the Secretary, acting through the CDC, to: (1) expand the Diabetes Control Program; and (2) fund education and community outreach on diabetes.

Breast Cancer Patient Protection Act of 2003 - Amends the Public Health Service Act and Employee Retirement Income Security Act of 1974 to prohibit group health plans and health insurance issuers offering group health insurance coverage, with regard to hospital stays in connection with breast cancer treatment, from: (1) covering less than 48 hours after mastectomies or less than 24 hours after lymph node dissections; or (2) requiring plan or issuer authorization for prescribing any length of stay. Prohibits: (1) denying eligibility, enrollment, or renewal to avoid these requirements; (2) providing payments or rebates to women; or (3) penalizing or providing incentives to providers. Applies the same requirements to issuers in the individual market.

Amends the Internal Revenue Code to treat certain full-time firefighters under contract with a local political subdivision who elect to participate in a qualifying governmental pension plan as employees (rather than self-employed individuals) of such subdivision for pension plan purposes.

Sunshine in Iraq Reconstruction Contracting Act of 2003 - Directs the head of an executive agency that enters into a contract for the repair, maintenance, or construction of infrastructure in Iraq without full and open competition to publish in the Federal Register or Commerce Business Daily and otherwise make available to the public: (1) the amount of the contract and a brief description of its scope; (2) a discussion of how the agency identified, and solicited offers from, contractors, together with a list of the contractors solicited; and (3) the justification for using procedures other than those that provide for full and open competition. Allows an agency head to withhold from publication and disclosure certain classified documents and to redact classified parts of a document before publication and disclosure, but requires the full information to be made available to specified congressional committees.

International Civil Rights Center and Museum Study Act of 2001 - Directs the Secretary of the Interior to study and report to specified congressional committees on the suitability and feasibility of designating the International Civil Rights Center and Museum located in Greensboro, North Carolina, as a National Park System unit.

Federal Prison Industries Competition in Contracting Act of 2003 - Amends the Federal criminal code to replace provisions regarding the purchase of prison-made products by Federal departments with provisions establishing a Government-wide procurement policy relating to purchases from Federal Prison Industries (FPI), which shall generally require the use of competitive procedures. Requires that an analysis of the probable impact of a proposed expansion of sales within the Federal market by FPI on private sector firms and their non-inmate workers be made whenever FPI proposes to authorize the sale of a new specific product or service or to expand production of a current product or service. Authorizes FPI to enter into a contract with a Federal contractor to produce products as a subcontractor or supplier in the performance of a Federal procurement contract. Establishes within the Bureau of Prisons: (1) the Enhanced In-Prison Educational and Vocational Assessment and Training Program; and (2) the Cognitive Abilities Assessment Demonstration Program. Directs: (1) the Chief Operating Officer of FPI to develop proposals to have FPI donate products and services to eligible entities that provide goods or services to low-income individuals who would likely otherwise have difficulty purchasing such products or services; (2) the Director of the Bureau to afford to inmates opportunities to participate in programs and activities designed to help prepare such inmates to obtain employment upon release; (3) the Attorney General to establish the Federal Reentry Center Demonstration Project; and (4) the Comptroller General to undertake to have an independent study conducted on the effects of eliminating FPI's mandatory source authority.

Poison Control Center Enhancement and Awareness Act Amendments of 2003 - Amends the Poison Control Enhancement and Awareness Act to authorize appropriations for: (1) the maintenance of a national toll-free number to access regional poison control centers; and (2) the nationwide media campaign to promote poison control center utilization. Amends provisions pertaining to the poison control center grant program, including to provide funds for: (1) developing standardized poison prevention and poison control centers; and (2) improving national toxic exposure surveillance. Modifies provisions pertaining to the renewal of a waiver of the certification requirements for receiving poison control center grants. Directs the Secretary of Health and Human Services to assist in the implementation and maintenance of continuos national toxicosurveillance of poison control center data to detect new hazards from various sources, including household products.

Job Protection Act of 2003 - Amends the Internal Revenue Code to repeal the foreign sales corporation/extraterritorial income (FSC/ETI) exclusion, with an exemption for certain binding contracts in effect before the date of enactment of this Act. Permits a foreign corporation that elected to be treated as a domestic corporation to revoke such election and be treated as a domestic corporation transferring its property to a foreign corporation with no gain recognized on such transfer. Provides: (1) a transitional 2004 through 2008 sliding-scale deduction for an FSC/ETI beneficiary based on the corporation's 2001 FSC/ETI benefit; and (2) special rules for 2003 and for fiscal year taxpayers. Defines "FSC/ETI benefit." Allows a deduction for income attributable to U.S. production activities equal to ten percent of qualified production activities. Provides a 2006 through 2009 phase-in period. Defines "qualified production activities" as: (1) the portion of the modified taxable income attributable to domestic activities; and (2) the domestic/foreign fraction. Sets forth related provisions with respect to: (1) determination of income attributable to domestic production activities; (2) domestic production gross receipts; (3) qualifying production property; (4) domestic/foreign fraction; and (5) special rules.

Teaching Fellows Act of 2003 - Amends the Higher Education Act of 1965 to direct the Secretary of Education to make competitive matching grants to States for Teaching and Partnership Fellows programs of scholarships for prospective public school teachers. Provides for scholarships: (1) under the Teaching program for high school seniors and second-year college students to encourage them to enter the teaching field and become career educators; and (2) under the Partnership program for individuals, such as teaching assistants and others currently in the education field, to complete a bachelor's degree with a State license or certification in education through partnerships among associate-and-bachelor-degree-granting institutions. Requires scholarship recipients to repay specified amounts if they do not fulfill certain obligations to teach in their State's public elementary or secondary schools, under such Federal Teaching and Partnership Fellows program.

Rail Line Relocation Act of 2003 - Amends Federal highway law to direct the Secretary of Transportation to carry out a capital grant program to provide financial assistance to States for up to 80 percent of the cost of local rail line relocation projects.

Breast Cancer and Environmental Research Act of 2003 - Amends the Public Health Service Act to direct the Director of the National Institute of Environmental Health Services, based on recommendations from the Breast Cancer and Environmental Research Advisory Panel (established by this Act), to make grants, after a process of peer review and programmatic review, to public or nonprofit private entities for the development and operation of not more than eight centers for the purpose of conducting multidisciplinary and multi-institutional research on environmental factors that may be related to the etiology of breast cancer.

Student Adjustment Act of 2003 - Amends the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 to repeal the provision prohibiting an unlawful alien's eligibility for higher education benefits based on State residence unless a U.S. national is similarly eligible without regard to such State residence. Amends the Immigration and Nationality Act to direct the Secretary of Homeland Security to cancel the removal of, and adjust to permanent resident status, certain (inadmissible or deportable) alien middle or secondary students with qualifying years of U.S. residency. Makes such aliens eligible for Federal and State higher education assistance during the pendency of their application for cancellation of removal.

Pension Benefits Protection Act of 2003 - Amends the Employee Retirement Income Security Act of 1974 (ERISA) and the Internal Revenue Code of 1986 (the Code) to protect pension benefits of employees in defined benefit (DB) plans, and to ensure that age discrimination laws are applied to conversions to cash balance plans and other such plans that are hybrids of DB's and defined contribution plans. Requires ERISA, the Code, and the Age Discrimination Act of 1967 to be applied and administered without regard to certain proposed regulations of the Secretary of the Treasury that relate to reductions of accruals and allocations because of the attainment of any age, and to application of nondiscrimination cross-testing rules to cash balance plans. Amends ERISA and the Code to protect certain DB plan participants from forced conversions to hybrid DB plans by plan amendments which change the way the accrued benefit to participants or beneficiaries are expressed and which reduce the rate of future benefit accrual of one or more participants. Requires employers, at the time such amendment takes effect, to provide employees who have attained 40 years of age or 10 years of service with certain notices and an election upon retirement to receive benefits as determined either under the plan in effect at time of retirement or under the plan in effect immediately before the plan amendment. Sets forth a formula to determine when a plan amendment adopted by a large (100 or more participants) DB plan shall be treated as wearing away accrued benefits.

Unemployment Benefits Extension Act - Amends the Temporary Extended Unemployment Compensation Act of 2002 (TEUCA) to: (1) extend the TEUC program; (2) provide for additional weeks of TEUC benefits; (3) revise unemployment rate triggers for TEUC benefit periods; and (4) provide for regular unemployment compensation for certain individuals based on part-time work or an alternative base period. Extends the TEUC program through weeks of unemployment ending before December 28, 2003. Provides a phaseout period for individual payments up to weeks beginning after July 31, 2004. Increases to 26 weeks an eligible individual's TEUC payments. Provides for an additional seven weeks of payments, for a total of 33 weeks, for individuals in high-unemployment States (TEUC-X). (Current law provides 13 weeks of regular TEUC payments, with an additional 13 and total 26 in TEUC-X States.) Revises requirements for determining TEUC-X States, using certain triggers based on insured unemployment rates and on total unemployment rates. Establishes a program of payments to States to provide regular unemployment compensation benefits for individuals who otherwise would be ineligible because: (1) the base period does not count wages earned in the most recently completed calendar quarter; or (2) the individuals seek or are available for less than full-time work.

HOPE VI Program Reauthorization and Small Community Mainstreet Rejuvenation and Housing Act of 2003 - Amends the United States Housing Act of 1937 to: (1) extend and authorize appropriations for the HOPE VI revitalization program; and (2) authorize HOPE VI grants for assisting affordable housing through main street projects in smaller communities.

College Fire Prevention Act - Directs the Secretary of Education to make competitive demonstration grants to private or public colleges or universities, fraternities, or sororities for up to half the cost of installing fire sprinkler systems, or other fire suppression or prevention technologies, in student housing and dormitories owned or controlled by such entities. Requires grant priority to be given eligible entities that demonstrate the greatest financial need. Reserves the following portions of grant funds made available for each fiscal year: (1) at least ten percent for eligible entities that are historically Black colleges and universities, Hispanic-serving institutions, and Tribally Controlled Colleges and Universities; and (2) at least ten percent for eligible entities that are social fraternities and sororities. Provides that any application for assistance under this Act, any negative determination on the part of the Secretary with respect to such application, or any statement of reasons for the determination, shall not be admissible as evidence in any proceeding of any court, agency, board, or other entity (except a proceeding to enforce an agreement entered into between the Secretary and an eligible entity under this Act).

Democracy Day Act of 2003 - Requires the Tuesday next after the first Monday in November in 2004 and in each even-number year thereafter (Election Day) to be treated in the same manner as November 11 (Veterans Day) for purposes of any laws relating to Federal employment. Urges private employers to give their employees that day off to enable them to vote. Directs the Comptroller General to conduct a study of the impact of such requirement on voter participation.
