American Heroes Act - Authorizes each State to provide one statue of an individual representing that State to be displayed in the Capitol Visitor Center. Specifies criteria for such statues. Requires the Clerk of the House of Representatives and the Secretary of the Senate to assign jointly to one of their employees the post of the American Hero Administrator to prepare statue guidelines. Requires: (1) a State to establish an American Hero Commission to select the individual to represent that State; and (2) the Architect of the Capitol to procure and install a statue honoring the passengers of United Airlines flight number 93 who died on September 11, 2001, for their heroic role in protecting Washington, D.C. from attack.

Increases the death gratuity payable with respect to members of the Armed Forces from $12,000 to $50,000. Makes this increase applicable to deaths occurring on or after September 11, 2001. Requires the Secretary of Defense to derive funds for payments under this Act in FY 2005 from travel funds for personnel of the Office of the Secretary.

Declares that Congress commends, for their extraordinary dedication and hard work during Hurricanes Charley and Frances, the employees of the National Weather Service, especially the National Oceanic and Atmospheric Administration (NOAA) Tropical Prediction Center/National Hurricane Center, Hydrometeorological Prediction Center, and National Data Buoy Center; the 53rd Weather Reconnaissance Squadron of the 403rd Wing of the Air Force Reserve Command at Keesler Air Force Base, Biloxi, Mississippi; the National Oceanic and Atmospheric Administration Aircraft Operations Center at MacDill Air Force Base, Tampa, Florida; the Hurricane Liaison Team; the National Ocean Service; and the National Environmental Satellite Data and Information Service. Commends also, for their extraordinary dedication and hard work during those hurricanes, the Southern and Eastern Region Weather Forecast Offices of San Juan, Miami, Tampa Bay, Key West, Melbourne, Jacksonville, Tallahassee, Atlanta, Birmingham, Huntsville, Mobile, Morristown, Charleston, Morehead City, Wilmington, Wakefield, and Taunton. Extends the thanks of Congress to the commercial and media meteorologists for their contributions in disseminating the NOAA forecasts and warnings to the public.

Emergency Supplemental Appropriations for Disaster Relief Act, 2004 - Makes emergency supplemental appropriations to the Department of Homeland Security for FY 2004 for disaster relief, including a transfer of such funds to the Small Business Administration to carry out its disaster loan program. Designates such amounts as an emergency requirement under the FY 2005 concurrent budget resolution.

NASA and JPL 50th Anniversary Commemorative Coin Act - Directs the Secretary of the Treasury, in commemoration of the 50th anniversary of the establishment of the National Aeronautics and Space Administration (NASA) and the Jet Propulsion Laboratory (JPL) to mint and issue: (1) ten dollar gold coins; (2) five dollar gold coins; (3) one dollar silver coins; and (4) half-dollar silver coins emblematic of the 50 years of exemplary and unparalleled achievements of NASA and JPL. Directs each Federal agency and U.S. instrumentality that has in its possession any craft or any part of a craft that flew in space to: (1) retrieve any gold, silver, copper, and other precious metal that may be used in the production of any coins under this Act from such craft or part; and (2) deposit such metals with the Director of the United States Mint. Requires that all sales of coins minted under this Act include a surcharge of : (1) $75 per coin for the ten dollar coin; (2) $35 per coin for the five dollar coin; (3) $10 per coin for the one dollar coin; and (4) $3 for the half-dollar coin, which shall be paid by the Secretary to the NASA Family Assistance Fund for the purposes of providing financial assistance to the families of NASA personnel who die as a result of injuries suffered in the performance of their official duties.

Children's Hospitals Education Equity and Research (CHEER) Act of 2004 - Amends the Public Health Service Act to require the Secretary of Health and Human Services to make payments through FY 2010 (currently, through FY 2005) to children's hospitals for costs associated with operating approved graduate medical resident training programs.

United States Military Cancer Institute Act of 2004 - Establishes in the Uniformed Services University of the Health Sciences the United States Military Cancer Institute to carry out research studies on: (1) the epidemiological features of cancer among populations of various ethnic origins, as well as complementary research on oncologic nursing; (2) the prevention and early detection of cancer; and (3) basic, translational, and clinical investigation matters relating to such studies. Directs the Institute to conduct the study in collaboration with other cancer research organizations and entities selected by the Institute.

Stroke Treatment and Ongoing Prevention Act - Amends the Public Health Service Act to direct the Secretary of Health and Human Services to: (1) carry out a national education and information campaign to promote stroke prevention and increase the number of stroke patients who seek immediate treatment; and (2) maintain the Paul Coverdell National Acute Stroke Registry and Clearinghouse by collecting specific data points and benchmarks for stroke care analysis, and compiling and disseminating information on State, local, and private care system achievements and problems. Defines "stroke" as an attack in which blood flow to the brain is interrupted, or in which a blood vessel or aneurysm in the brain breaks or ruptures. Includes stroke and traumatic injury prevention, diagnosis, and treatment within the grant program for emergency medicine residency training. Authorizes the Secretary, through the Administrator of the Health Resources and Services Administration, to make grants to qualified entities for health care professionals education programs in the use of diagnostic approaches, technologies, and therapies for stroke and traumatic injury prevention, diagnosis, treatment, and rehabilitation. Gives preference to areas with a significant incidence of stroke or traumatic injuries. Authorizes the Secretary, through the Office for the Advancement of Telehealth, to make up to seven grants to States and to consortia of public and private entities in any non-grantee State to conduct a five-year pilot project (not to extend beyond FY 2009) to improve and coordinate stroke-related health care through telehealth networks.

Amends the law making continuing appropriations for FY 2004 (the law) to increase from $3.8 billion to $7.667 billion the limitation on new loan guarantee commitments of the Federal Housing Administration (FHA), General and Special Risk Insurance Fund, for the period of applicability of the law. Allows such increase only: (1) after a certification by the Director of the Office of Personnel Management to the congressional appropriations committees that the use of such authority will not result in loan guarantee commitments for all of FY 2004 at a level in excess of the limitation set forth in the FY 2003 appropriations Act, and that the apportionment of loan commitment authority provided for the Fund and the FHA Mutual Mortgage Insurance Fund is in compliance with the terms and conditions set forth in the law; (2) if the authority for such increase applies only to new commitments issued after the enactment of this Act; and (3) if nothing in this Act is construed to pardon or release a Government officer or employee for violations of Federal law prohibiting an officer or employee from expending amounts in excess of appropriated amounts or expending sequestered amounts (the Antideficiency Act) or other applicable laws. Amends the law making continuing appropriations to provide a $141.4 million rate of operations for the Federal Aviation Administration Operations Account Staff Offices line of business.

Emergency Supplemental Appropriations Act for Defense and for the Reconstruction of Iraq and Afghanistan, 2004 - Makes emergency supplemental appropriations for FY 2004 for military and foreign affairs operations concerning Iraq and Afghanistan, including for Iraqi relief and reconstruction. Makes appropriations to the Department of Defense (DOD) for: (1) military personnel; (2) operation and maintenance (O&M); (3) overseas humanitarian, disaster, and civic aid; (4) the Iraq Freedom Fund; (5) procurement; (6) research, development, test and evaluation; (7) Defense Working Capital Funds and the National Defense Sealift Fund; (8) the Defense Health Program; (9) drug interdiction and counter-drug activities related to Afghanistan; and (10) the Intelligence Community Management Account. Allows DOD O&M funds to be used to: (1) provide logistical support to coalition forces supporting military and stability operations in Iraq; and (2) enhance the capability of the New Iraqi Army and the Afghan National Army to combat terrorism and support U.S. military operations in Iraq and Afghanistan. Appropriates funds to DOD to be used only for recovery and repair of damage due to natural disasters, including Hurricane Isabel. Earmarks specified O&M funds for the Commander's Emergency Response Program (urgent Iraqi humanitarian relief). Makes appropriations for: (1) the Department of Homeland Security for the Coast Guard for costs related to Hurricane Isabel damage; (2) military construction; and (3) military family housing O&M. Authorizes the Secretary of Defense to use O&M funds for military construction projects in support of Operation Iraqi Freedom or the Global War on Terrorism. Makes appropriations for: (1) Department of Justice for general legal activities; (2) diplomatic and consular programs and emergencies in the diplomatic consular service; (3) embassy security, construction, and maintenance; (4) contributions for international peacekeeping activities; (5) international broadcasting operations; (6) the United States Agency for International Development; (7) the Economic Support Fund; (8) international disaster and famine assistance; (9) international narcotics control and law enforcement; (10) nonproliferation, anti-terrorism, demining, and related programs; (11) the Foreign Military Financing Program; and (12) peacekeeping operations to support the global war on terrorism. Makes appropriations for: (1) the Iraq Relief and Reconstruction Fund for security, relief, rehabilitation, and reconstruction in Iraq; and (2) the Coalition Provisional Authority in Iraq. Requires: (1) public disclosure of noncompetitive contracting for the reconstruction of infrastructure in Iraq; (2) monthly reports from the Coalition Provisional Authority on Iraqi oil production and revenues; and (3) quarterly reports from the President on military operations and reconstruction efforts in Iraq and Afghanistan.

Authorizes the President to award congressional gold medals posthumously, to their next of kin, on behalf of Reverend Joseph A. DeLaine, Harry and Eliza Briggs, and Levi Pearson, in recognition of their contributions to the Nation as pioneers in South Carolina in the effort to desegregate public schools that led directly to the landmark desegregation case of Brown et al. v. the Board of Education of Topeka et al. Directs that amounts received from the sale of duplicate bronze medals be deposited in the U.S. Mint Public Enterprise Fund.

Marine Corps 230th Anniversary Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue not more than 500,000 one dollar coins which shall be emblematic of the warrior ethos of the United States Marine Corps. Requires all surcharges from the sale of the coins to be paid to the Marine Corps Heritage Foundation for construction of the Marine Corps Heritage Center.

Benjamin Franklin Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue one dollar coins emblematic of the life and legacy of Benjamin Franklin (not more than 250,000 bearing his image as a young statesman and not more than 250,000 with his image as an older numismatist). Directs that all sales include a $10 per coin surcharge, which shall be paid by the Secretary to the Benjamin Franklin Tercentenary Commission, to be used to educate people about Franklin's legacy.

Provides funding under this resolution until the earliest of: (1) enactment of an appropriation for any project or activity provided for in this joint resolution; (2) enactment of the applicable appropriations Act without any provision for such project or activity; or (3) October 31, 2003. Authorizes continuation of other specified activities (including activities for entitlements and other mandatory payments) through such date.

National Bone Marrow Donor Registry Reauthorization Act - Amends the Public Health Service Act to authorize appropriations for the National Bone Marrow Donor Registry. Revises specified Registry provisions. Defines "bone marrow" and "marrow" to include bone marrow and any other source of hematopoietic progenitor cells the acquisition or use of which is not inconsistent with Federal law.

Exempts from the requirement to pay subsistence charges while hospitalized in a military facility an officer or former officer, or an enlisted member or former enlisted member not entitled to retired or retainer pay or equivalent pay, who is hospitalized in a military facility because of an injury incurred: (1) as a direct result of armed conflict; (2) while engaged in hazardous service; (3) in the performance of duty under conditions simulating war; or (4) through an instrumentality of war.

John Marshall Commemorative Coin Act - Directs the Secretary of the Treasury: (1) to mint and issue not more than 400,000 silver one dollar coins emblematic of Chief Justice John Marshall and his contributions to the United States in commemoration of the 250th anniversary of his birth; and (2) in cooperation with the Legacy Fund of the Library of Congress, to develop and implement a marketing program to promote and sell the coins. Directs that all sales of coins minted under this Act include a ten dollar per coin surcharge, to be paid by the Secretary to the Supreme Court Historical Society for purposes of: (1) supporting historical research about the Supreme Court, the Constitution, and related topics; (2) supporting fellowship programs, internships, and docents at the Supreme Court; and (3) collecting and preserving related antiques, artifacts, and other historical items.

Theodore Roosevelt Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue not more than: (1) 500,000 $1 coins with the image of Theodore Roosevelt as a Rough Rider on one side and an eagle design on the other side; and (2) 500,000 $1 coins with the image of Roosevelt on horseback on one side and a flaming sword of righteousness on the other side. Calls for the coins to be struck at the U.S. Mint at West Point, New York. Authorizes the Secretary to issue such minted coins beginning on January 1, 2006, and to initiate coin sales before such date (2006 will mark the 100th anniversary of Roosevelt receiving the Nobel Peace Prize). Requires surcharges from the sale of the coins to be paid to the Theodore Roosevelt Association to be used exclusively for educational programs at Sagamore Hill National Historic Site, including for construction and maintenance of a visitor's center.

Christopher Reeve Paralysis Act - Permits the Director of the National Institutes of Health (the "Director" of NIH), acting through the Director of the National Institute of Neurological Disorders and Stroke, to expand and coordinate the activities of NIH with respect to research on paralysis. Allows the Director to award grants to public or nonprofit entities to fund Christopher Reeve Paralysis Research Consortia for paralysis research. Permits the Director to solicit public input regarding paralysis research programs. Allows the Director, acting through the Director of the National Institute on Child Health and Human Development and the National Center for Rehabilitation Research and in collaboration with other agencies, to expand and coordinate the activities of NIH with respect to research with implications for enhancing daily function for persons with paralysis. Permits the Director to make grants to multicenter networks of clinical sites that will collaborate on rehabilitation intervention protocols. Permits the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention, to study the unique health challenges associated with paralysis and other physical disabilities to improve the quality of life and long-term health status of individuals with such conditions. Allows the Secretary to undertake direct research and to make grants. Provides for the formation of a national paralysis and physical disability quality of life plan and a hospital-based paralysis registry. Permits the Secretary to award grants to: (1) State and local health and disability agencies, including for the purpose of establishing paralysis registries; and (2) nonprofit private health and disability organizations, including for the purpose of disseminating information to the public. Allows the Secretary of Veterans Affairs to: (1) establish within the Department of Veterans Affairs centers for paralysis research, education, and clinical activities; and (2) carry out initiatives, through the award of grants, for quality enhancement of research on paralysis.

Jamestown 400th Anniversary Commemorative Coin Act of 2003 - Directs the Secretary of the Treasury to mint and issue not more than 100,000 $5 gold coins and 500,000 $1 silver coins, which shall be emblematic of the settlement of Jamestown, Virginia (the first permanent English settlement in America). Provides for a $35 per coin surcharge for the $5 dollar coins and $10 per coin for the $1 dollar coins. Directs that: (1) half of the surcharges be used to support programs to promote the understanding of the legacies of Jamestown (to be paid to the Jamestown-Yorktown Foundation); and (2) half be used to sustain the ongoing mission of preserving Jamestown, to enhance national and international educational programs relating to Jamestown, to improve infrastructure and archeological research activities relating to Jamestown, and conduct other programs to support the commemoration of the 400th anniversary of the settlement of Jamestown (to be distributed by the Secretary in equal shares to the Secretary of the Interior, the Association for the Preservation of Virginia Antiquities, and the Jamestown-Yorktown Foundation).
