Revises the Consolidated Farm and Rural Development Act by authorizing the Farmers Home Administration to make or insure loans to applicants who meet the current loan criteria for up to 25 percent or $50,000, whichever is less of the value of the farm. Replaces the current five percent interest rate with an interest rate determined by the cost of money to the Treasury. Increases the maximum loan per borrower from $50,000 to $100,000. Exempts the real estate, operating, and business loans that are guaranteed by the Government but funded by private lenders from inclusion in the Federal budget.

Directs the Comptroller General, in consultation with the Congressional Budget Office and the Senate Government Operations Committee, to develop no later than June 1, 1976, a standard oversight methodology to be utilized in the Senate by each standing committee other than the Committees on Appropriations and Budget, in reviewing the effectiveness of programs it has authorized. Provides for the development of a standard report form to be utilized in reporting the results of their hearings and investigations.

Expresses the sense of the Senate that with respect to all negotiations with foreign governments concerning the exportation or importation of agricultural commodities, the Secretary of Agriculture shall serve as the principal representative of the United States. Directs that any such agreement with governments shall be submitted to the Senate Committee on Agriculture and Forestry.

Fiscal Year Transition Act - Title I: Provides that, for purposes of specified provisions of the Social Security Act, the term "fiscal year" includes the period July 1, 1976, through September 30, 1976. Makes or continues appropriations for the implementation of the Social Security programs through this transitional period. Extends the provisions of, and the authorization of appropriations for, the following Acts for the transitional period July 1, 1976, through September 30, 1976: the Older Americans Act, Public Health Service Act, mental health Acts, National School Lunch Act, Tennessee Valley Authority Act of 1933, Drug Abuse Office and Treatment Act of 1972, General Education Provisions Act, Comprehensive Employment and Training Act, Immigration and Nationality Act of 1952, and the Alcohol Abuse and Alcoholism Prevention, Treatment, and Rehabilitation Act of 1970. Title II: States that the period July 1, 1976, through September 30, 1976, shall be treated as a fiscal year for the purposes of specified Act of Congress, or for provisions of Federal law insofar as they relate to matching requirements.

Directs the Secretary of the Army to issue permanent easements for docks constructed on property under his jurisdiction to persons permitted to build such docks prior to the date of enactment of this Act. Authorizes the Secretary to issue rules requiring the upkeep on such docks. Expresses the sense of the Congress that the Corps of Engineers allow the public to construct boat docks at convenient locations.

Food Supply Maintenance Program Act - Provides for a plan to stabilize the production of feed grain wheat. Authorizes the Secretary of Agriculture to provide incentives for grain producers to continue the production of grain during times of oversupplyand to take specified steps to protect producers against excessive price reductions during periods of oversupply. Calls for policies to provide adequate quantities for grain to meet extraordinary export demands during periods of below-normal production. States the goal of avoiding the imposition of normal export controls by assuring consumers in the United States an abundant supply of basic food commodities while providing adequate exports.

Provides that in the administration of any Federal assistance program under which such assistance is allocated or apportioned or otherwise made available on the basis of whether the geographic location of a recipient is within or outside a standard metropolitan statistical area, (SMSA), the head of the department or agency carrying out such program may, upon the request of the Governor of the State in which such area is located, modify the geographic boundaries of such area in order to specify the portions of such area which are and which are not essentially metropolitan. Stipulates that (1) such modification shall apply only to the specific program with respect to which the request was made; and (2) no such modification may be made in the case of a standard metropolitan statistical area incorporating all or part of more than one State without the consent of the Governors of all affected States.

Authorizes the Secretary of the Interior to construct, operate, and maintain the McGee Creek project, Oklahoma, for the purpose of: (1) storing, regulating, and conveying water for municipal and industrial use; (2) conserving and developing fish and wildlife resources; and (3) providing recreation and controlling floods. Authorizes the appropriation of $40,000,000, plus or minus such amounts as may be justified by reason of ordinary fluctuations in construction costs as indicated by engineering cost indexes applicable to the type of construction involved herein.

Land and Water Resource Conservation Act - Declares it to be the policy of the United States to achieve and maintain: (1) quality and quantity in the national resource base of land and water for sustained use; (2) quality in the environment; and (3) quality in the standard of living based on community improvement and adequate income. Provides for an appraisal of the land and water resources of the Nation. Directs the Secretary of Agriculture to develop a program for furthering the protection and enhancement of land and water resources on private and non-Federal lands. Requires the Secretary to formulate a resource appraisal by December 31, 1976, and in each five-year interval thereafter. Directs the development, through the Soil Conservation Service, of a National Land and Water Conservation Program. Stipulates that the program shall set forth the direction of future soil and water conservation efforts based on the current resource appraisal as formulated under the provisions of this Act. Requires a report to be transmitted to the Congress on the first day Congress convenes in 1977, and each five-year interval thereafter. Defines the terms used in this Act. Authorizes the appropriation of such funds as may be necessary to carry out the purposes of this Act.

National Food Stamp Reform Act - Defines the term "income" as used in the Food Stamp Act as the monthly gross income of all members of a household, including any in-kind payment, and the total value of any publicly funded assistance payments which supplement food and housing needs. Excludes specified individuals from the definition of "household. Provides for the distribution of federally donated foods to households upon the request by a political subdivision that such distribution be made to all eligible households in lieu of food stamps. Excludes households from eligibility for food stamps: (1) if the monthly household income exceeds the poverty index level of income established by the Office of Management and Budget; or (2) if the market value of liquid and nonliquid resources of a household consisting of one individual exceeds $1,500 or the resources of a multiple-member household exceed $2,250 exclusive of specified resources. Excludes from eligibility households which include an able-bodied adult between the ages of 18 and 65 who is enrolled in an institution of postsecondary education and such enrollment is a substitute for fulltime employment. Declares that a refusal to work at a plant or site because of a strike or other labor dispute shall be deemed a refusal to work which makes the household of the nonworking individual ineligible for food stamps. Rejects as an excuse for refusal to accept work a condition of employment which requires an individual to join, resign from, or refrain from joining any labor organization. Directs the Secretary of Agriculture to require each household receiving benefits under this Act to report its income at least once each month. Requires food coupons to be designed with a space for the recipient to sign upon receipt and again at redemption. Requires one member of each eligible household to be issued a photo-identification card with color photograph. States that such card must be presented at redemption at a food store. Sets forth specific instructions to provide control and accountability over the distribution of food coupons to State agencies. Ties the value of the coupon allotment to the overall retail cost-of-living index. States that the "nutritionally adequate diet" as used to determine the amount of the coupon allotment shall mean the low-cost food plan developed by the Agricultural Research Service of the Department of Agriculture. Establishes as the charge a household shall pay for its coupon allotment the lesser of: (1) the percentage of its income which would be expended for food by an average household of its size and income range in the same region of the country; or (2) 30 percent. Provides, under the requirements for State plans for the administration of the food stamp program, for closer State supervision of eligibility by households. Requires the State agencies administering the program to conduct nutrition education programs for recipients. States that the United States Postal Service shall serve as a food stamp issuing agency upon the request of a State food stamp administration agency. Directs the Secretary of Agriculture to pay the States 100 percent of the costs of providing food stamps to eligible aliens, and 75 percent of the costs of State investigations, prosecutions, collections of claims and other State activities related to retrieving food stamp losses. Provides for payment by the Federal Government to the States of a share of the difference between the face value of the coupon allotment and the amount charged eligible households for the allotment. Sets forth the method of determining and paying the Federal share. Directs the transfer of all functions of the Secretary of Agriculture under the Food Stamp Act to the Secretary of Health, Education, and Welfare.

Stipulates that no regulation, or modification of a regulation, concerning intermediate care facilities for the mentally retarded promulgated by the Secretary of Health, Education, and Welfare pursuant to the medicaid provisions of the Social Security Act after January 1, 1974 shall be effective prior to July 1, 1976.

Health Planning and Resource Development Act Amendments - Authorizes the Secretary of Health, Education, and Welfare to grant waivers from the health service area population requirements of the Public Health Service Act in unusual circumstances, if requested by the Governor of the State in which such area is located.

Requires the Secretary of Agriculture to compute and publish periodically, but not less often than once each year, a cost of production index for wheat, cotton, corn, grain sorghum, soybeans, barley, oats, and rye. Requires the first such cost of production index to be published by the Secretary of Agriculture within 90 days after the date of enactment of this Act.

Directs that such easements be transferable. Establishes the Chickasaw National Recreation Area in Oklahoma and outlines the boundaries for such area. Authorizes the Secretary of the Interior to acquire lands within the boundaries of the recreation area by donation, purchase or exchange. Permits the Secretary to specify the type of activity to occur on such lands. Authorizes necessary appropriations to carry out the provisions fo this Act.

Rural Development Act Amendments - Sets forth congressional findings and purposes, and defines the terms used in this Act. Establishes a National Rural Development Bank to serve as a source of financial assistance to institutions that have purchased, refinanced, discounted, or rediscounted nonfarm rural development loans made by local rural banks and other financial institutions. Declares it to be the policy of Congress that the Bank provide equity-participation investment funds to sponsors of rural development projects and financial assistance to local lenders. Establishes a National Rural Development Bank Board, to consist of individuals appointed by the President by and with the advice and consent of the Senate, and individuals elected by the shareholders of such Bank. Makes it the duty of the Board to establish general policy for the Bank, consistent with congressional policy and purposes. Enumerates the general corporate powers of the Bank and authorizes the Bank to make studies of rural lending and investment needs, and credit requirements of rural industrial and commercial enterprises. Directs the Farm Credit Administration to audit the Bank and participating joint-venture cosponsors not less than once a year. Directs the Bank to issue stock. Directs the Secretary of the Treasury to purchase stock to help the Bank inaugurate financial assistance operations. Provides that voting stock of the Bank shall be held only by those local rural banks and financial institutions that obtain financial assistance from the Bank or joint-venture cosponsors. Sets forth an earnings distribution formula. Declares that the Bank shall have the power to issue its own notes, bonds, debentures, and other similar obligations. Authorizes the Bank to make investments in rural development projects proposed or established by joint-venture cosponsors, as defined by this Act. Authorizes to be appropriated to the Secretary of the Treasury not to exceed $200,000,000 annually for not to exceed 10 years for the purchase of capital stock of the Bank.

American Folklife Preservation Act - Creates an American Folklife Center in the Library of Congress. Provides that the center shall be subject to the supervision and direction of a board of trustees. Specifies the composition of the board, including: four members appointed by the President, and seven members appointed by the Librarian of Congress. Directs the Librarian to appoint a Director of the Center. Authorizes the Center to establish and implement a program of contracts, grants, loans and scholarships to promote and support American folklife traditions and arts. Provides that no payment shall be made pursuant to this Act to carry out any research or training over a period in excess of two years, with specified exceptions. Provides that no former employee of the Federal government shall be eligible to receive any grant or other assistance under this Act in the two year period following the termination of such employment. Requires the Center to submit to the Librarian of Congress, for inclusion in his annual report to the Congress, an annual report of its operations under this Act. Authorizes to be appropriated to the Center to carry out the provisions of this Act $167,750 for fiscal year 1976, $710,000 for fiscal year 1977, and $1,716,000 for fiscal year 1978.

Authorizes the Secretary of Agriculture, under the Packers and Stockyards Act of 1921, to require reasonable bonds from market agencies, dealers, and packers to secure the performance of their obligations with respect to transactions involving livestock or poultry. Authorizes the Secretary to summarily order, without a hearing, any person subject to the provisions of such Act to pay a seller of livestock or poultry by certified check or to establish a custodial account if the Secretary has reason to believe that such action is necessary to protect vendees. Empowers the Secretary to request the Attorney General of the United States to apply to the United States district court for a temporary injunction or restraining order whenever the Secretary has reason to believe that any person subject to this Act: (1) is unable to pay for livestock products; (2) has operated while insolvent; or (3) does not have the required bond. Provides that debts of a bankrupt that are owing for the purchase of livestock or poultry shall have priority if, at the time such debts where incurred, the bankrupt was a packer, market agency, or dealer subject to such Act.

Increases specified veterans' educational benefits by the percentage increase in the Consumer Price Index in any calendar quarter in which the Administrator of Veterans Affairs determines that the consumer price index has risen by at least three percent.

Allows foreign countries and agencies thereof and foreign companies to purchase and store United States agricultural commodities or the products thereof in the United States. Provides that such agricultural commodities or products, if so purchased and stored as a reserve for a period of twelve months or longer upon approval by the Secretary of Commerce acting in cooperation with the Secretary of Agriculture, may be exported without regard to any export restraints or controls.

Provides, under the Interstate Commerce Act, that whenever any carrier by railroad is unable to transport the traffic offered it because: (1) its cash position makes its continuing operation impossible; (2) it has been ordered to discontinue any service by a court; or (3) it has abandoned service without obtaining a certificate from the Commission; the Interstate Commerce Commission shall make such just and reasonable directions as will provide for the operation of the entire system of such carrier's lines, subject to specified conditions. Authorizes appropriations of sums necessary to carry out the purposes of this Act.

Summer Food Corps Act - Authorizes the Secretary of Agriculture to establish and carry out a summer farm job program for eligible youth. Defines "eligible youth" to mean anyone who: (1) is a citizen of the United States and who has attained age 16 but not attained age 21 at the time of selection for the program authorized by this Act; and (2) resides in an urban community. Directs the Secretary in carrying out the program, to establish procedures to: (1) identify, recruit, and select eligible youth; (2) identify, screen, and qualify reputable farm and ranch operators to serve as employers of such youth; (3) assure that youth are paid a minimum of $30 per week; (4) provide appropriate training; and (5) provide for the transportation of such youth to and from their place of employment. Authorizes $20,000,000 to be appropriated for fiscal year 1975 to carry out this Act.

Increases the value of exemptions for taxable estates under the Internal Revenue Code from $60,000 to $200,000 of the value of the gross estate. Increases the limitation on the aggregate marital deduction to 50 percent of the adjusted gross value of the estate, plus $100,000. Allows an executor to value farmland, woodland, and scenic open land at its current use value rather than at its fair market value.

Establishes a temporary select committee of the Senate comprised of 12 members to conduct a thorough study of the Senate committee system. Provides the committee with the powers necessary to carry out the study. Authorizes the appropriation of an amount not to exceed $900,000. Requests the select committee to submit interim reports and a final report with recommendations by February 28, 1976.

Provides, under the Federal Nonnuclear Energy Research and Development Act, for the establishment within the Energy Research and Development Administration of a Division of Ground Propulsion Systems. Authorizes research, development, and demonstration of ground propulsion systems and states that such activities shall be conducted so as to contribute to specified goals, including the improvement of and verifying of ground propulsion systems with emphasis on efficiency, performance, and usefulness. Defines "ground propulsion system" as the engine, transmission, or drive, and associated controls, necessary to power automobiles, trucks, trains, buses, and selected light marine vehicles. Authorizes to be appropriated, for the purposes of carrying out the provisions of this Act, $20,000,000 for fiscal year 1976; $40,000,000 for fiscal year 1977; and $100,000,000 for fiscal years 1978-80.

Home Purchase Incentive Act - Authorizes and directs the Secretary of Housing and Urban Development to make home purchase incentive payments, and to enter into commitments to make such payments, as provided in this Act, in order to encourage the construction and purchase of single-family residential dwellings. States that the Secretary shall make a home purchase incentive payment to any individual who purchases a single-family dwelling to be used as his principal residence: (1) during the four-month period beginning on the date of enactment of this Act, if construction of that dwelling was completed prior to such date of enactment and such dwelling remained unoccupied after the completion of construction; (2) during the six-month period beginning on the date of enactment of this Act, if the construction of that dwelling is completed during such six-month period; or (3) during the one-year period beginning on the date of enactment of this Act, if the construction of that dwelling commences during the six-month period beginning on the date of enactment of this Act and is completed within the one-year period beginning on the date of enactment of this Act. Provides that the amount of a home purchase incentive payment shall be $1,000 in the case of a dwelling designed for occupancy by one family, $1,500 in the case of a dwelling designed for occupancy by two families, $2,000 in the case of a dwelling designed for occupancy by three families, or $2,500 in the case of a dwelling designed for occupancy by four families. Provides that no payment may be made under this Act with respect to single-family dwelling: (1) having a purchase price in excess of such amount as the Secretary determines is the median cost for such a dwelling in the housing market area; (2) the size of which does not equal or exceed the minimum size for such dwellings prescribed by the Secretary; or (3) which does not comply with local code standards for decent, safe, and sanitary housing. Authorizes the appropriation of not to exceed $1,000,000,000 to carry out the provisions of this Act.

Increases to $150,000 (presently $60,000) the exemption for purposes of the Federal estate tax under the Internal Revenue Code. Provides that in the case of estates whose value is under $300,000, the executor may elect to pay part or all of the tax in installments over a period of ten years.
