Tribal Health Promotion and Tribal Colleges and Universities Advancement Act of 2007 - Through Higher Education: Promoting the Advancement of Tribal Health Act or THE PATH Act - Designates the Deputy Assistant Secretary for Minority Health within the Office of Public Health and Science of the Department of Health and Human Services (HHS), to serve as the coordinating officer with respect to programs of tribal colleges and universities relating to health promotion and disease prevention. Directs the Secretary of Health and Human Services to implement a memorandum of agreement with the American Indian Higher Education Consortium to establish programs to: (1) ensure that Native American communities, through tribal colleges and universities, participate equitably in employment programs, services, and resources of HHS; and (2) provide necessary technical assistance. Establishes programs for: (1) community-based health and wellness fairs; (2) health promotion and disease prevention targeted programs and construction and renovation of community wellness centers; and (3) development and expansion of public health professional degree programs. Establishes: (1) the Tribal College and University Rural Health Equity Endowment Fund; (2) offices of sponsored programs at tribal colleges and universities; and (3) health promotion and disease prevention research programs. Advancing Tribes Through Tribal Colleges and Universities Act or the AT TCUs Act - Establishes within the Administration on Native Americans, the Office on Tribal College and University Programs to: (1) administer the programs authorized by this Act; and (2) coordinate intra- and inter-departmental activities relating to tribal colleges and universities. Establishes the: (1) Native Prosperity and Native American Language Vitalization and Training Programs; and (2) tribal colleges and universities native communities research program.

Low Carbon Economy Act of 2007

Low Carbon Economy Act of 2007 - Requires specified regulated entities (including certain fuel distributors and owners and operators of coal facilities or nonfuel regulated entities) to submit to the President: (1) the number of allowances or credits equal to the entity's covered greenhouse gas (GHG) emissions; or (2) a payment equal to the amount of the technology accelerator payment (TAP) price in lieu of submission of required allowances. Requires the President to establish a trading system for such allowances and credits. Requires TAP payments to be deposited into the Energy Technology Deployment Fund. Requires the Secretary of Energy to: (1) report on next generation technologies that can reduce and use methane emissions; and (2) use a portion of the Fund to carry out a methane research and development program. Provides for: (1) allowances to industry, carbon-intensive manufacturing facilities, and states; (2) agricultural sequestration allowances; (3) allowances for early reduction projects; (4) bonus allowances to entities that implement geological sequestration projects; and (5) allowances for technology, adaptation, and low-income household assistance. Provides for credits for: (1) activities that take specified GHG precursors (specified fuel, hydrofluorocarbons, perfluorocarbons, sulfur hexafluoride, or nitrous oxide) out of commerce in the United States; (2) carbon dioxide sequestration; and (3) specified offset projects. Establishes: (1) the Energy Technology Deployment Fund for the zero- or low-carbon energy technologies program, the advanced coal and sequestration technologies program, the cellulosic biomass ethanol and municipal solid waste technology deployment programs, and the advanced technology vehicles manufacturing incentive program; (2) the Climate Adaptation Fund for adaptation programs to address climate change impacts and for fish and wildlife conservation programs; and (3) the Energy Assistance Fund for the low-income home energy assistance program, the Weatherization Assistance Program for Low-Income Persons, and the rural energy assistance program. Requires the President to establish an interagency group to review comparable action by foreign countries with respect to GHG emissions and to make recommendations with respect to foreign credits and international offset projects. Authorizes the President to establish a program to distribute credits for the GHG mitigation benefits of offset projects outside the United States. Requires any U.S. importer of certain covered goods, as a condition of importation, to make a written declaration that the goods are accompanied by a sufficient number of international reserve allowances. Authorizes the President to establish a trading system of international reserve allowances for imported goods.

Republic of the Marshall Islands Supplemental Nuclear Compensation Act of 2007 - Amends the Compact of Free Association Amendments Act of 2003 to direct the Secretary of Energy to periodically survey and report on radiological conditions on Runit Island. Amends the Energy Employees Occupational Illness Compensation Program Act of 2000 to include a citizen of the Trust Territory of the Pacific Islands within the definitions of "covered employee," "atomic weapons employee," and "Department of Energy contractor employee." Coordinates specified benefits with respect to the Compact of Free Association (as defined by this Act). Directs the Secretary of the Interior to use amounts appropriated by this Act to supplement health care in the communities affected by the U.S. nuclear testing program, including outer island primary healthcare facilities of the Republic of the Marshall Islands in: (1) Enewetak Atoll, (2) Kili (until the resettlement of Bikini); (3) Majetto Island in Kwajalein Atoll (until the resettlement of Rongelap Atoll); and (4) Utrik Atoll. Provides for a National Academy of Sciences assessment of the U.S. nuclear testing program's health impacts on the residents of the Republic of the Marshall Islands.

Healthy Start Reauthorization Act of 2007

Healthy Start Reauthorization Act of 2007 - Amends the Public Health Service Act to require the Secretary of Health and Human Services to consider certain criteria in making grants under the Healthy Start Initiative, including: (1) factors that contribute to infant mortality, such as low birthweight; and (2) the extent to which applicants for grants facilitate a community-based approach to the delivery of services and a comprehensive approach to women's health care to improve perinatal outcomes. Provides that the Secretary is not prohibited from awarding grants for special projects that are intended to address significant disparities in perinatal health indicators in communities along the United States-Mexico border or in Alaska and Hawaii. Eliminates authority for the Secretary to make additional grants to: (1) assist communities with technical assistance, replication of successful projects, and state policy formation to reduce infant and maternal mortality and morbidity; and (2) conduct and support research and to provide additional health care services for pregnant women and infants. Reauthorizes appropriations for FY2008-FY2013 for the Healthy Start Initiative.

Housing Fairness Act of 2007 - Instructs the Secretary of Housing and Urban Development to conduct, and report to Congress on, a nationwide testing program to: (1) detect and document differences in the treatment of persons seeking to rent or purchase housing or obtain or refinance a home mortgage loan; (2) measure patterns of adverse treatment because of the race, color, religion, sex, familial status, disability status, or national origin of a renter, home buyer, or borrower; and (3) measure the prevalence of such discriminatory practices across housing and mortgage lending markets. Amends the Housing and Community Development Act of 1987 to reauthorize the fair housing initiatives program. Expresses the sense of Congress that the Secretary should: (1) fully comply with such Act's requirements to establish, design, and maintain a national education and outreach program for the development and dissemination of the fair housing rights of individuals who seek to rent, purchase, sell, or facilitate the sale of a home; (2) use all amounts appropriated for such program; and (3) promulgate regulations on the fair housing obligations of each recipient of federal housing funds to affirmatively further fair housing. Directs the Secretary to implement a competitive matching grant program to assist private nonprofit organizations in: (1) conducting comprehensive studies of specified aspects of the causes and effects of housing discrimination and segregation; and (2) implementing pilot projects that test solutions to help prevent or alleviate housing discrimination and segregation.

Promoting American Agricultural and Medical Exports to Cuba Act of 2007 - Prohibits the President from restricting direct transfers from a Cuban depository institution to a U.S. depository institution in payment for a product authorized for sale under the Trade Sanctions Reform and Export Enhancement Act of 2000. Directs the Secretary of Agriculture to provide information and technical assistance to U.S. agricultural producers, cooperative organizations, or state agencies to promote U.S. agricultural exports products to Cuba. Expresses the sense of Congress that temporary entry visas should be issued to Cuban nationals to facilitate purchase of U.S. agricultural products. Amends the Department of Commerce and Related Agencies Appropriations Act, 1999 to repeal the prohibition on enforcement of rights to certain U.S. intellectual properties and such properties' transfer. Prohibits the President from regulating or prohibiting travel to or from Cuba by U.S. citizens or legal residents, or any of the transactions ordinarily incident to such travel, and any regulation restricting or prohibiting such travel shall have no effect, relating to: (1) accompanied personal baggage; (2) payment of living expenses and the acquisition of personal-use goods or services; (3) travel arrangements; (4) nonscheduled air, sea, or land voyage transactions, (such provision does not permit the carriage of articles other than accompanied baggage into Cuba or the United States); and (5) normal banking transactions. States that such provision shall not apply in time of war or armed hostilities between the United States and Cuba, or of imminent danger to the public health or the physical safety of U.S. travelers. Amends the Democracy Act of 1992 to repeal the requirement for onsite verification of certain medical exports to Cuba. Amends the Internal Revenue Code to: (1) increase the airport ticket tax for transportation between the United States and Cuba by $1; and (2) establish in the Treasury the Agricultural Export Promotion Trust Fund.

Travel Promotion Act of 2007 - Establishes the Corporation for Travel Promotion as a nonprofit corporation that is not an agency or establishment of the U.S. government. Makes the Corporation subject to the provisions of the District of Columbia Nonprofit Corporation Act. Requires the Corporation, among other things, to provide useful information to people interested in traveling to the United States, counter and correct misperceptions regarding U.S. travel policy, and promote U.S. travel. Establishes in the Treasury the Travel Promotion Fund. Requires the transfer of Treasury funds to the Corporation, requiring nonfederal matching funds. Authorizes the U.S. government, if a fully automated electronic system is implemented to determine, in advance of travel, the eligibility of an alien to travel to the United States, to charge an applicant a system use fee. Authorizes the Corporation to impose an annual assessment on U.S. members of the travel and tourism industry represented on the Board, provided industry members approve by majority vote in a referendum. Establishes in the Department of Commerce the Office of Travel Promotion, to be headed by the Under Secretary of Commerce for Travel Promotion. Amends the International Travel Act of 1961 to require that the Office of Travel and Tourism Industries expand its research and development activities to promote international travel to the United States.

Higher Education Amendments of 2007 - Amends the Higher Education Act of 1965 (HEA) to revise and reauthorize various programs. Allows proprietary institutions of higher education (IHEs), for student aid eligibility purposes, to enroll students who are also enrolled in secondary schools. Establishes new college cost and assistance information resources for students, parents, and the public. Establishes a new Teacher Quality Partnership grant program under title II for high-need local educational agencies, high-need schools, and IHEs, replacing the Teacher Quality Enhancement Grants for States and Partnerships program. Revises title III Institutional Aid programs providing grants to IHEs serving high percentages of minority and low-income students, establishing a new grant program for Native American-serving non-tribal institutions. Revises and reauthorizes title IV Student Assistance programs. Alters the Pell grant minimum and maximum, allows year-round grants, and eliminates tuition-sensitivity. Broadens the array of students eligible for Academic Competitiveness grants. Eliminates the 21st Century Scholar Certificates, Academic Achievement Incentive Scholarships, and Learning Anytime Anywhere Partnerships programs. Increases the information to be provided to federal student loan borrowers by IHEs, lenders, and guaranty agencies. Prohibits certain business arrangements and inducements between lenders, guaranty agencies, and IHEs. Increases the loan origination fee charged lenders under the Federal Family Education Loan program. Prohibits IHEs from serving as lenders or lenders from serving as school trustees under such program after a specified date. Expands the types of public service occupations for which Perkins loans may be canceled. Excludes certain military housing benefits from title IV need analyses. Requires the development of simplified and electronic student aid application forms and a system providing students and parents with early aid information and eligibility estimates. Revises the title V Developing Institutions grant program for Hispanic-serving institutions. Establishes a new grant program for graduate programs at such institutions. Revises and reauthorizes title VI International Education programs and title VII Graduate and Post-Secondary Improvement programs. Establishes new Fund for the Improvement of Postsecondary Education programs. Eliminates the Urban Community Service grant program. Establishes programs relating to: (1) mathematics and science scholars; (2) assessment of postsecondary education costs; (3) job skill training in high-growth occupations or industries; (4) additional capacity for registered nursing students or graduate-level nursing students; (5) knowledge of American history, free institutions, and Western civilization; (6) Teach for America, the national teacher corps; (7) Patsy T. Mink graduate fellowships; (8) college enrollment rates of secondary schools; (9) Predominantly Black Institutions; (10) Early Childhood Education Professional Development and Career Task Forces; (11) science, technology, engineering, and mathematics education, especially for Alaska Native and Native Hawaiian students; (12) the persistence in community college of low-income students with dependent children; and (13) student safety and campus emergency management. Revises and reauthorizes various programs under the Education of the Deaf Act of 1986, the United States Institute of Peace Act, the Higher Education Amendments of 1998, and the Tribally Controlled College or University Assistance Act of 1978. Creates: (1) a cultural experiences grant program for deaf and hard-of-hearing children under the Education of the Deaf Act of 1986; and (2) a grant program for two tribally controlled postsecondary career and technical institutions under the Tribally Controlled College or University Assistance Act of 1978. Repeals certain programs under the Higher Education Amendments of 1998. Navajo Nation Higher Education Act of 2006 - Reauthorizes appropriations for the Navajo Community College Act.

Requires the Comptroller General to report on activities to increase participation in the nurse educator program. Requires the Secretary to establish a program to provide Geriatric Academic Career Awards to promote the career development of eligible individuals as geriatric nurse faculty. Requires the Secretary to establish a Nurse and Physical Therapist Distance Education Pilot Program to award grants for activities to increase accessibility to nursing and physical therapy education, including to: (1) assist individuals in rural areas who want to study nursing or physical therapy; (2) promote the study of nursing and physical therapy at all educational levels; (3) establish additional slots for nursing and physical therapy students at existing schools and programs; and (4) establish new nursing and physical therapy education programs at institutions of higher education Requires the Secretary to: (1) report on the country of origin or professional school of origin of newly licensed nurses and physical therapists in each state; and (2) contract with the Institute of Medicine to study the nursing and physical therapy workforce.

Dignified Treatment of Wounded Warriors Act - Directs the Secretaries of Defense and Veterans Affairs (Secretaries) to jointly develop a comprehensive policy on the care and management of members of the Armed Forces (members) who are undergoing medical treatment, recuperation, or therapy for a serious injury or illness. Provides enhanced availability of medical care and related benefits for members and former members recovering from serious injuries or illnesses. Requires the Secretary of Defense (Secretary) to submit plans for Department of Defense (DOD) programs and activities to prevent, diagnose, and treat traumatic brain injury and post-traumatic stress disorder in members. Directs the Secretary to establish a Center of Excellence in Prevention, Diagnosis, Mitigation, Treatment, and Rehabilitation of:: (1) Traumatic Brain Injury; and (2) Post-Traumatic Stress Disorder. Requires the Secretaries to develop and implement a joint electronic health record for use by DOD and the Department of Veterans Affairs (VA). Directs the Secretary to establish a Physical Disability Board of Review to review findings of physical evaluation boards of members separated from the Armed Forces with disability ratings of 20% or less and found to be not eligible for retirement. Authorizes the Secretary to carry out pilot programs for a revised disability evaluation system for members. Requires reports on the implementation of corrective measures in response to deficiencies: (1) in the Army physical disability evaluation system; and (2) at Walter Reed Army Medical Center. Directs the Secretary to: (1) establish standards for military medical treatment facilities, specialty care medical facilities, and military quarters housing patients; and (2) develop and maintain a handbook for members concerning compensation and benefits for serious injuries and illnesses.

Craig Thomas Rural Hospital and Provider Equity Act of 2007 - Amends title XVIII (Medicare) of the Social Security Act with respect to: (1) the Medicare disproportionate share hospital (DSH) adjustment for rural hospitals; (2) revision of the temporary increase in payments to certain rural hospitals (Medicare hold harmless provision); (3) the definition of low-volume hospital for purposes of the Medicare inpatient hospital payment adjustment; (4) Medicare wage index reclassifications for certain hospitals; (5) Medicare reasonable costs payments for certain clinical diagnostic laboratory tests furnished to hospitals in certain rural areas; (6) critical access hospitals; (7) the capital infrastructure revolving loan program; (8) the Medicare incentive payment program for physician scarcity areas; (9) the 1.00 floor on Medicare work geographic adjustment to payments for physician services; (10) Medicare home health care planning; (11) rural health clinics; (12) community health center collaborative access; (13) the temporary Medicare payment increase for home health services furnished in a rural area; (14) increased Medicare payments for rural ground ambulance services; and (15) coverage of marriage and family therapist services and mental health counselor services under Medicare part B (Supplementary Medical Insurance). Amends the Medicare, Medicaid, and SCHIP Benefits Improvement and Protection Act of 2000 to provide for the extension of treatment of certain physician pathology services under Medicare. Directs the Secretary of Health and Human Services to: (1) conduct pilot projects to provide incentives to home health agencies to utilize remote home monitoring and communications technologies; and (2) facilitate the provision of telehealth services across state lines.

Defenders of Freedom Tax Relief Act of 2007 - Amends Internal Revenue Code provisions relating to military personnel to: (1) extend the limitation period for filing tax refund claims resulting from Department of Veterans Affairs (VA) disability determinations; (2) make permanent the taxpayer election to treat combat zone compensation as earned income for purposes of the earned income tax credit; (3) treat differential wage payments made to active duty members of the uniformed services as wages for retirement plan purposes; (4) make permanent the exemption from the 10% penalty for premature retirement plan distributions made by active duty military personnel; (5) treat state payments to members of the uniformed services as qualified military benefits for purposes of the tax exclusion of such benefits; (6) make permanent the authority of the Social Security Administration to disclose tax return information to the VA for purposes of determining eligibility for certain veterans benefit programs; (7) extend through 2010 mortgage bond financing exemption rules for certain veterans; (8) make permanent the tax exclusion of gain from the sale of a principal residence by certain members of the Intelligence Community; (9) allow unlimited tax-free rollovers of military death gratuities to Roth individual retirement accounts (Roth IRAs); (10) allow employers a tax credit for differential wage payments made to active duty military personnel; and (11) set forth tax rules for U.S. citizens and certain permanent residents (expatriates) who relinquish their citizenship or residency to avoid U.S taxation.

Requires the state contract with a Medicaid managed care organization to provide that: (1) payment for covered outpatient drugs dispensed to Medicaid-eligible individuals enrolled with the organization shall be subject to the same rebate as the state is subject to; and (2) the state shall allow the organization to collect such rebates from manufacturers. Requires also that capitation rates paid to the organization be: (1) based on actual cost experience related to rebates; and (2) subject to the federal regulations requiring actuarially sound rates.

Provides for grants to: (1) promote positive health behaviors; (2) implement culturally and linguistically appropriate, evidence-based, and community-driven sustainable strategies to eliminate racial and ethnic health and health care disparities; (3) implement systems of primary care practices to eliminate disparities in the delivery of health care and improve the health care provided to all patients; and (4) address long-standing unmet health needs in the Mississippi Delta. Requires the Secretary to establish the Health Action Zone Initiative demonstration program to support comprehensive state, tribal, or local initiatives to improve the health of racial and ethnic minority groups. Provides for research to improve the health of racial and ethnic minority groups. Requires the Secretary to ensure the collection of data from federally conducted or supported health programs by race, ethnicity, geographic location, socioeconomic position, primary language, and, when practicable, health literacy. Sets forth duties for the Office of Minority Health. Requires the Secretary to establish the Advisory Committee on Minority Health.

Patient Safety and Abuse Prevention Act of 2007 - Amends the Medicare Prescription Drug, Improvement, and Modernization Act of 2003 to provide for nationwide expansion of the pilot program for national and state background checks on direct patient access employees of long-term care facilities or providers. Amends titles XVIII (Medicare) and XIX (Medicaid) of the Social Security Act to: (1) require screening, including national criminal history background checks, of direct patient access employees of skilled nursing facilities, nursing facilities, and other long-term care facilities and providers; and (2) prohibit hiring of abusive workers. Requires the Director of the Federal Bureau of Investigation (FBI) to ensure that the Integrated Automated Fingerprint Identification System of the FBI has the capacity to store and retrieve fingerprints from its database. Provides that, in the case where a direct patient access employee is convicted of a crime following the initial national criminal history background check, and the employee's fingerprint matches the prints on file with the FBI, the FBI shall inform the state law enforcement department in order for the state to inform the skilled nursing facility, nursing facility, or long-term care facility or provider of such conviction.

Rural Aviation Improvement Act - Repeals the Essential Air Service Local Participation Program. Prohibits the Secretary of Transportation from compensating an air carrier for providing essential air service to an eligible community in the 48 contiguous states if such community: (1) is located fewer than 70 miles from the nearest large or medium hub airport; or (2) is fewer than 210 miles from the nearest large or medium hub airport and requires a per passenger subsidy for such service in excess of $200 for calendar year 2008, including any increase for each ensuing calendar year. Authorizes a state or local government to submit a proposal to the Secretary to: (1) compensate an air carrier for essential air service to an eligible community above the $200 per passenger subsidy cap; (2) compensate a preferred air carrier for providing such service (i.e., an air carrier preferred by the affected community although it is not the lowest bidder); and (3) restore the eligibility of a community to receive subsidized essential air service. Requires the Secretary, in determining compensation (or eligibility for it) for essential air service based on highway mileage, to use the highway mileage of the most commonly used route between the eligible community and the nearest medium hub airport or large hub airport. Establishes within the Office of the Secretary the Office of Rural Aviation. Extends through FY2011 the Secretary's authority under the essential air service program to make agreements to provide assistance to underserved airports. Requires adjustment of compensation to air carriers for providing essential air service in order to take into account significant increases in fuel costs. Directs the Secretary to treat passenger boardings on aircraft operated by charter air carriers at airports receiving essential air service as passenger boardings for purposes of making apportionments of airport improvement grant funds.

Child Health Care Crisis Relief Act of 2007 - Amends the Public Health Service Act to authorize the Secretary of Health and Human Services, acting through the Administrator of the Health Resources and Services Administration (HRSA), to establish programs related to mental health services for children and adolescents, to include: (1) entering into contracts with qualified individuals to pay educational loans in exchange for providing mental health services to children and adolescents; (2) awarding scholarships to students who agree to work as child and adolescent mental health service professionals after graduation or completion of residency or fellowship; (3) awarding competitive grants to higher education institutions to establish or expand internship or other field placement programs for students receiving specialized training or clinical experience in child and adolescent mental health; (4) awarding grants to state-licensed mental heath organizations to pay for programs for preservice or in-service training of paraprofessional child and adolescent mental health workers; and (5) awarding grants to higher education institutions to establish or expand graduate child and adolescent mental health programs. Amends title XVIII (Medicare) of the Social Security Act to adjust the graduate medical education program to: (1) exclude a reasonable number of residents or fellows in child and adolescent psychiatry when calculating the maximum number of residents in the field of allopathic or osteopathic medicine for which the hospital may be paid; and (2) extend the period of board eligibility for residents and fellows in child and adolescent psychiatry. Directs the Administrator to study and report to Congress on the distribution of, and need for, child mental health service professionals and on a comparison of such distribution and need on a state-by-state basis.

Allows the Director of NIH to provide awards for: (1) the development of curricula in schools of medicine or osteopathic medicine regarding the principles and practices of preventing, managing, and controlling tuberculosis; and (2) supervised study and research for clinically trained professionals who are committed to research regarding pulmonary infections and tuberculosis. Requires the Director of the National Institute of Allergy and Infectious Diseases to conduct research activities to develop a tuberculosis vaccine. Requires the John E. Fogarty International Center for Advanced Study in the Health Sciences to carry out an international training program regarding tuberculosis. Requires the Secretary to seek to ensure that a portion of amounts appropriated for loan repayment for qualified health professionals conducting research is reserved for contracts with individuals to conduct tuberculosis research.

Prohibits timber from being cut, sold, or removed in an inventoried roadless area. Permits various exceptions, including for specified environmental reasons, if the responsible official determines that the cutting, sale, or removal of timber is expected to be infrequent. Authorizes the Secretary of Agriculture, acting through the Chief of the Forest Service, to make modifications to roadless area maps to improve their accuracy or inclusiveness. Instructs the Secretary, in order to evaluate the effect of a modification to a roadless area map, to prepare an environmental impact statement or similar analysis required under the National Environmental Policy Act of 1969. Declares that this Act does not: (1) revoke, suspend, or modify legal instruments and decisions concerning the use of NFS land made before January 12, 2001; (2) compel the amendment or revision of any land and resource management plan; or (3) apply to specified activities in the Tongass National Forest. States that the prohibitions and restrictions of this Act cannot be reconsidered, modified, or terminated under the Forest and Rangeland Renewable Resources Planning Act of 1974.

Instructs the Director of the Office of Management and Budget to issue quarterly scorecards for energy management activities carried out by each federal agency. Prohibits a federal agency from: (1) establishing a policy that limits the maximum term of an energy savings performance contract to a period shorter than 25 years; or (2) limiting the total amount of obligations under such contracts, or other private financing of, energy savings measures. Repeals the termination date for authority to enter into new contracts (thus making such authority permanent).

Specifies restrictions upon over-the-limit fees. Requires the primary federal regulator of a card issuer to conduct annual audits of the credit card operations and procedures used by the issuer. Requires the card issuer to: (1) apply payment first to the card balance bearing the highest rate of interest, and then to each successive balance bearing the next highest rate of interest, until the payment is exhausted; and (2) apply the payment in the most effective way to minimize the imposition of any finance charge. Requires a card issuer to define and display the term "prime rate" or similar rate or index as the bank prime loan rate posted by a majority of the top 25 U.S. chartered commercial banks, as published by the Board of Governors of the Federal Reserve System (Board). Revises requirements governing credit card information collected by the Board. Directs the Board to report annually to Congress its assessment of the profitability of credit card operations of depository institutions.

Prohibits enrolled hospitals from obtaining covered outpatient drugs through a group purchasing arrangement. Requires the Secretary of Health and Human Services to establish reasonable exceptions to such prohibition, including for drugs unavailable through the program and to facilitate generic substitution when a generic covered drug is available at a lower price. Expands the program to include a drug used in connection with an inpatient or outpatient service by enrolled hospitals. (Currently, only outpatient drugs are covered under the program.) Requires hospitals enrolled in the 340B drug discount program to provide to each state a credit on the estimated annual costs to such hospital of single source and innovator multiple source drugs and noninnovator multiple source drugs provided to Medicaid recipients for inpatient use. Sets forth a formula for calculating the credit. Allows a hospital to avoid paying such credits under certain circumstances. Requires the Secretary to: (1) carry out activities to improve compliance by manufacturers and covered entities with the requirements of the drug discount program; and (2) establish an administrative process for resolving claims by covered entities and manufacturers of violations of such requirements. Requires manufacturers to offer each covered entity covered drugs for purchase at or below the applicable ceiling price if such a drug is made available to any other purchaser at any price.

ALS Registry Act - Amends the Public Health Service Act to require the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention (CDC), to: (1) develop a system to collect data on amyotrophic lateral sclerosis (ALS) and other motor neuron disorders that can be confused with ALS, misdiagnosed as ALS, or progress to ALS; and (2) establish a national registry for the collection and storage of such data. Requires the Secretary, acting through the Director, to establish the Advisory Committee on the National ALS Registry to review information and make recommendations to the Secretary concerning: (1) the development and maintenance of the registry; (2) the type of information to be included; (3) the manner in which data is to be collected; (4) the use and availability of such data; and (5) the collection of information about diseases and disorders that primarily affect motor neurons that are considered essential to furthering the study and cure of ALS. Allows the Secretary, acting through the Director, to award grants to, and enter into contracts and cooperative agreements with, public or private nonprofit entities for the collection, analysis, and reporting of data on ALS and other motor neuron disorders. Requires the Secretary, acting through the Director, to: (1) identify, build upon, expand, and coordinate among existing data and surveillance systems, surveys, registries, and other federal public health and environmental infrastructure wherever possible; and (2) provide for research access to ALS data as recommended by the Advisory Committee in a manner that protects personal privacy. Requires the Secretary to ensure that epidemiological and other types of information is made available to the National Institutes of Health (NIH) and the Department of Veterans Affairs.
