Part D Equity for Low-Income Seniors Act of 2007 - Amends part D (Voluntary Prescription Drug Benefit Program) of title XVIII (Medicare) of the Social Security Act to direct the Commissioner of Social Security to provide for an expedited process for the qualification for low-income assistance through a request to the Secretary of the Treasury for tax return and other information. Increases the alternative resource standard for determination of eligibility for a low-income subsidy for 2008, indexed for inflation for succeeding years. Requires indexing of deductibles and cost-sharing above the annual out-of-pocket threshold for individuals with income below 150% of the poverty line.

Senior Nutrition Act of 2007 - Amends the Agriculture and Consumer Protection Act of 1973 to make a person who is at least 60 years old eligible for the commodity supplemental food program if such person: (1) is eligible for the food stamp program; or (2) has a household income that is not more than 185% of federal poverty income guidelines. Authorizes appropriations to carry out such program and prohibits using such funds to reimburse the Commodity Credit Corporation for commodities donated to such program.

Commends the countries that have: (1) ratified the amendments to the Agreement Constituting an International Commission for the International Tracing Service ("Bonn Accords'') to allow for open access to the Holocaust archives of the International Tracing Service (ITS) located at Bad Arolsen, Germany; and (2) committed to expedite the archives' release. Urges: (1) countries that have not ratified the amendments to abide by the May 2006 treaty obligations and expedite such ratification; and (2) member countries of the International Commission of the ITS to consider the short time left to Holocaust survivors and unanimously consent to open the ITS archives should all countries not ratify the amendments by May 2007. States that the Senate refuses to forget the Holocaust murder of 6 million Jews and more than 5 million other victims by Nazi perpetrators and their collaborators.

Elder Justice Act - Amends the Social Security Act to establish an Elder Justice program under title XX (Block Grants to States for Social Services). Establishes within the Office of the Secretary of Health and Human Services (HHS) an Elder Justice Coordinating Council (EJCC). Establishes the Advisory Board on Elder Abuse, Neglect, and Exploitation. Directs the Secretary to make grants to eligible entities to establish stationary and mobile forensic centers, to develop forensic expertise regarding, and provide services relating to, elder abuse, neglect, and exploitation. Directs the Secretary to provide incentives for individuals to train for, seek, and maintain employment providing direct care in a long-term care (LTC) facility. Directs the Secretary to make grants to LTC facilities to: (1) offer continuing training and varying levels of certification to employees who provide direct care to LTC facility residents; and (2) provide bonuses or other benefits to employees who achieve certification. Authorizes the Secretary to make grants to assist LTC facilities in offsetting the costs for standardized clinical health care informatics systems designed to improve patient safety and reduce adverse events and health care complications resulting from medication errors. Directs the Secretary to ensure that HHS: (1) provides funding to state and local adult protective services services offices that investigate reports of elder abuse, neglect, and exploitation; and (2) collects and disseminates related data in coordination with the Department of Justice. Establishes a program of annual adult protective services grants to states. Directs the Secretary to make grants to eligible entities to: (1) improve the capacity of state LTC ombudsman programs to respond to and resolve abuse and neglect complaints; and (2) conduct pilot programs with state or local LTC ombudsman offices. Directs the Secretary to establish programs to provide and improve ombudsman training for national organizations and state LTC ombudsman programs. Amends part A of SSA title XI to require each individual owner, operator, employee, manager, agent, or contractor of an LTC facility receiving certain federal support to report to the Secretary and local law enforcement entities any reasonable suspicion of crimes occurring in such facility. Requires the owner or operator of such an LTC facility to notify the Secretary and the appropriate state regulatory agency of a facility's impending closure, as well as a plan for the transfer and adequate relocation of facility residents. Directs the Secretary to study and report to the EJCC and appropriate congressional committees on establishing a national nurse aide registry.

Consistency, Accuracy, Responsibility, and Excellence in Medical Imaging and Radiation Therapy Act of 2007 - Amends the Public Health Service Act to require the Secretary of Health and Human Services to establish standards to ensure the safety and accuracy of medical imaging studies and radiation therapy treatments. Imposes such standards on personnel who perform, plan, or evaluate, or verify patient doses for, medical imaging studies and radiation therapy procedures and not on the equipment used. Exempts physicians, nurse practitioners, and physician assistants. Directs the Secretary to ensure that individuals demonstrate compliance with such standards. Requires the Secretary to provide a method for the recognition of individuals whose training and experience are determined to equal or exceed that of: (1) a graduate of an accredited educational program in that specialty; or (2) an individual who is regularly eligible to take the licensure or certification examination for that discipline. Directs the Secretary to certify qualified nonprofit organizations as approved bodies to provide accreditation to individuals that demonstrate compliance with such standards. Requires individuals who provide medical imaging services relating to mammograms to continue to meet standards under the Mammography Quality Standards Act of 1992. Deems state standards for licensure or certification of personnel, accreditation of educational programs, or administration of examinations to be in compliance with the standards under this Act unless the Secretary determines otherwise. Requires the Secretary to establish a process by which a state may appeal such a determination. Requires the Secretary to ensure that all programs under the authority of the Secretary meet such standards. Authorizes the Secretary to develop alternative standards for rural areas or health professional shortage areas as appropriate to assure access to quality medical imaging.

Recidivism Reduction and Second Chance Act of 2007 or the Second Chance Act of 2007 - Amends the Omnibus Crime Control and Safe Streets Act of 1968 to reauthorize, rewrite, and expand provisions for adult and juvenile offender state and local reentry demonstration projects to provide expanded services to offenders and their families for reentry into society. Directs the Attorney General to award grants for: (1) state and local reentry courts; (2) Comprehensive and Continuous Offender Reentry Task Forces; (3) pharmacological drug treatment services to incarcerated offenders; (4) technology career training for offenders; and (5) mentoring services for reintegrating offenders into the community. Amends the Higher Education Amendments of 1998 to require the Secretary of Education to establish a program for education and employment counseling for youth offenders. Authorizes the Attorney General to award grants for: (1) the establishment of a National Adult and Juvenile Offender Reentry Resource Center; (2) drug treatment programs as an alternative to imprisonment; (3) evaluation of methods to improve academic and vocational education for incarcerated offenders; (4) demonstration programs to reduce the use of alcohol and other drugs in long-term substance abusers; (5) incentive grants to improve drug treatment to offenders in prisons, jails, and juvenile facilities; (6) pharmacological drug treatment services to incarcerated offenders; (7) prison-based family treatment programs for incarcerated parents of minor children; and (8) a study of parole or post-incarceration supervision violations and revocations. Requires the Director of the Bureau of Prisons to establish: (1) a prisoner reentry program; and (2) a pilot program for the release of elderly nonviolent offenders (age 60 or older).

Employee Free Choice Act of 2007- Amends the National Labor Relations Act to require the National Labor Relations Board (NLRB) to certify a bargaining representative without directing an election if a majority of the bargaining unit employees have authorized designation of the representative (card-check) and there is no other individual or labor organization currently certified or recognized as the exclusive representative of any of the employees in the unit. Sets forth special procedural requirements for reaching an initial collective bargaining agreement following certification or recognition. Revises enforcement requirements with respect to unfair labor practices during union organizing drives, particularly a preliminary investigation of an alleged unfair labor practice (ULP) which may lead to proceedings for injunctive relief. Requires that priority be given to a preliminary investigation of any charge that, while employees were seeking representation by a labor organization, or during the period after a labor organization was recognized as a representative until the first collective bargaining contract is entered into, an employer: (1) discharged or otherwise discriminated against an employee to encourage or discourage membership in the labor organization; (2) threatened to discharge or to otherwise discriminate against an employee in order to interfere with, restrain, or coerce employees in the exercise of guaranteed self-organization or collective bardaining rights; or (3) engaged in any other related ULP that significantly interferes with, restrains, or coerces employees in the exercise of such guaranteed rights. Adds to remedies for such violations: (1) back pay plus liquidated damages; and (2) additional civil penalties.

Stroke Treatment and Ongoing Prevention Act of 2007 - Amends the Public Health Service Act to direct the Secretary of Health and Human Services to: (1) establish a grant program to enable states to develop statewide stroke care systems; (2) foster the development of stroke care systems through information sharing among involved agencies and individuals; (3) develop a model curriculum for training emergency medical services personnel in the identification, assessment, stabilization, and prehospital treatment of stroke patients; (4) issue recommendations and guidelines on best practices for establishing and operating such systems; and (5) provide public information on recognition of stroke signs and symptoms and appropriate actions. Authorizes the Secretary to make grants or enter into cooperative agreements for such purposes. Directs the Secretary to: (1) maintain the Paul Coverdell National Acute Stroke Registry; and (2) award grants to states to develop stroke care systems that provide high-quality prevention, diagnosis, treatment, and rehabilitation. Authorizes the Secretary to make related state planning grants. Requires the Secretary to give special consideration in awarding grants to states in a geographic area with an elevated incidence of stroke or stoke-caused disabilities or demonstrating a significant need for assistance in establishing such a system.

Senator Paul Simon Study Abroad Foundation Act of 2007 - Establishes in the executive branch the Senator Paul Simon Study Abroad Foundation to carry out this Act under the authorities of the Mutual Educational and Cultural Exchange Act of 1961. Requires the Foundation to award grants, increasingly for study in nontraditional study abroad destinations, to: (1) U.S. students; (2) nongovernmental institutions that provide and promote study abroad opportunities for U.S. students, in consortium with institutions of higher education (IHEs); and (3) IHEs, individually or in consortium.

Biofuels for Energy Security and Transportation Act of 2007 - Directs the President to: (1) promulgate regulations to ensure that motor vehicle fuel, home heating oil, and boiler fuel sold or introduced into commerce contains prescribed volumes of renewable fuel for calendar years 2008-2022; and (2) publish in the Federal Register the renewable fuel obligation that ensures that such requirements are met. Exempts small refineries until calendar year 2013 from renewable fuel program requirements. Instructs the Secretary of Energy to establish a pilot program administered through the Department of Energy's Vehicle Technology Deployment Program to provide up to 10 geographically-dispersed project grants to governmental entities and metropolitan transportation authorities to establish refueling infrastructure corridors for gasoline blends or diesel fuel containing renewable fuel. Amends the Energy Policy Act of 2005 to increase funding for bioenergy research and development. Authorizes the Secretary to make loan guarantees for renewable fuel facilities. Directs the Secretary to provide grants: (1) for research, development and implementation of renewable fuel production technologies in states with low rates of ethanol production, including low rates of cellulosic biomass ethanol; and (2) to promote infrastructure to support transportation of biomass to local biorefineries, including by portable processing equipment. Directs the Secretary to establish a biorefinery information center. Directs the Federal Trade Commission to impose a fuel tank cap labeling requirement for alternative fueled vehicles beginning with model year 2010 to inform consumers that such vehicle can operate on alternative fuel. Requires various specified studies relating to biofuels technologies.

Positive Aging Act of 2007 - Amends the Public Health Service Act to : (1) require the Secretary of Health and Human Services to make grants to public and private nonprofit entities for projects to demonstrate ways of integrating mental health services for older adults into primary care settings and for multidisciplinary geriatric mental health outreach teams in community settings where older adults reside or receive social services; (2) require the Director of the Center for Mental Health Services to designate a Deputy Director for Older Adult Mental Health Services to address the mental health needs of older adults; (3) require the inclusion of representatives of older adults and their families and geriatric mental health professionals on the Advisory Council for the Center; (4) designate as a project of national significance the treatment of older adults with substance-related disorders; and (5) require state plans under the Community Mental Health Services Block Grant program to describe outreach to, and services for, older individuals and individuals who are homeless and living in rural areas.

Stop Tuberculosis (TB) Now Act of 2007 - Amends the Foreign Assistance Act of 1961 to require (currently, authorizes) the President to furnish assistance for tuberculosis (TB) prevention, treatment, and elimination. Gives priority to activities described in the Stop TB Strategy (as defined by this Act). Revises related fund use provisions. Authorizes the President, through the United States Agency for International Development (USAID), to provide increased resources to the World Health Organization (WHO) and the Stop Tuberculosis Partnership to improve the capacity of countries with high TB rates and other affected countries to implement the Stop TB Strategy and specific strategies related to addressing drug resistant tuberculosis (XDR-TB). Authorizes appropriations for Centers for Disease Control and Prevention (CDC) TB activities.

Striving Readers Act of 2007 - Directs the Secretary of Education to provide peer-reviewed grants for literacy initiatives benefiting students in grades 4 through 12 to: (1) local educational agencies (LEAs) eligible for school improvement funds under the Elementary and Secondary Education Act of 1965, if appropriations under this Act are less than $200 million; or (2) state educational agencies (SEAs), and through them, to LEAs, if appropriations equal or exceed such amount. Allots funds to SEAs on the basis of their relative proportion of needy children aged 5 to 17 and eighth graders underachieving in reading. Requires SEAs, in addition to providing subgrants, to use grant funds to: (1) provide professional development assistance to LEAs; (2) enhance public higher education for students preparing to teach any of grades 4 through 12; (3) recommend improvements to state licensure and certification standards for reading instruction in such grades; and (4) report to the Secretary of Education on SEA and LEA progress in improving adolescent literacy. Requires LEAs to use grant or subgrant funds on literacy initiatives that include: (1) student need and progress assessments and reports; (2) development of adolescent literacy plans for underperforming students that provide intensive, accelerated, and extended instruction for such students and professional development for teachers; and (3) initiative training for school leaders. Prohibits the use of subgrant funds on schools that do not meet specified need criteria. Authorizes the withholding of grant or subgrants funds from SEAs and LEAs making insufficient progress in improving adolescent literacy. Requires a national evaluation and the dissemination of information regarding the effectiveness of the grant and subgrant programs.

Belated Thank You to the Merchant Mariners of World War II Act of 2007 - Directs the Secretary of Veterans Affairs to pay a monthly benefit of $1,000 to certain honorably-discharged veterans of the U.S. Merchant Marine who served between December 7, 1941, and December 31, 1946 (or to their survivors). Includes service in the Army Transport Service and the Naval Transport Service. Exempts from taxation benefits paid under this Act.

Department of Energy Carbon Capture and Storage Research, Development, and Demonstration Act of 2007 - Amends the Energy Policy Act of 2005 to direct the Secretary of Energy to: (1) carry out fundamental science and engineering research to develop and document new approaches to capture and store carbon dioxide; (2) ensure that fundamental research is appropriately applied to energy technology development activities and the field testing of carbon sequestration activities; (3) promote regional carbon sequestration partnerships to conduct geologic sequestration tests involving carbon dioxide in a variety of geological settings; and (4) conduct at least seven initial large-volume sequestration tests for geological containment of carbon dioxide. Directs the Secretary, in making competitive awards, to give preference to proposals from partnerships among industrial, academic, and government entities.

Responsible Education About Life Act - Requires the Secretary of Health and Human Services to make grants to states for family life education, including education on abstinence and contraception, to prevent teenage pregnancy and sexually transmitted diseases. Expresses the sense of Congress that states are encouraged but not required to provide matching funds. Requires the Secretary to provide for a national evaluation of a representative sample of such programs for effectiveness in changing adolescent sexual behavior, including delaying sexual and high-risk activity, preventing pregnancy and disease (including HIV/AIDS), and increasing contraceptive knowledge. Requires states receiving such grants to provide for an individual evaluation of the state's program by an external, independent entity.

Community Health Centers Investment Act - Authorizes appropriations for FY2008-FY2015 for: (1) primary health care centers for underserved populations; and (2) the National Health Service Corps. Establishes priorities for the use of such funds and the assignment of Corps personnel. Amends the Public Health Service Act to increase amounts available for the National Health Corps Scholarship program (including scholarships to individuals from disadvantaged backgrounds). Amends title XVIII (Medicare) of the Social Security Act to prohibit limitations on the per visit payment amount, or a component of such amount, for federally qualified health centers.

Repeals certain provisions which require the offset of amounts paid in dependency and indemnity compensation from Survivor Benefit Plan (SBP) annuities for the surviving spouses of former military personnel who are entitled to military retired pay or would be entitled to such pay except for being under 60 years of age. Prohibits recoupment by the Secretary of Defense of certain amounts previously paid to SBP recipients in the form of a retired pay refund. Repeals the optional authority of (and instead requires) the Secretary of the military department concerned to pay an annuity to a member's dependent children when there is no eligible surviving spouse. Directs the Secretary concerned to restore annuity eligibility to a surviving spouse who earlier agreed to transfer such eligibility to a surviving child or children of a member. Changes to October 1, 2007 (previously October 1, 2008) the effective date for paid-up coverage provisions under the SBP and the Retired Serviceman's Family Protection Plan.

Conquer Childhood Cancer Act of 2007 - Amends the Public Health Service Act to require the Director of the National Institutes of Health (NIH), acting through the National Cancer Institute, to establish special programs of research excellence in the area of pediatric cancers. Requires the Secretary of Health and Human Services to develop a grant mechanism for the establishment of Research Fellowships in Pediatric Cancer to support adequate numbers of pediatric focused clinical and translational investigators. Requires the Director to award a grant for the operation of a population-based national childhood cancer database, the Childhood Cancer Research Network. Requires the Secretary to award grants to recognized childhood cancer professional and advocacy organizations to raise public awareness of currently available information, treatment, and research with intent to ensure access to best available therapies for pediatric cancers.

America's Better Classroom Act of 2007 - Amends the Internal Revenue Code to allow a tax credit for investment in qualified public school modernization bonds, defined to include: (1) bonds for the construction, rehabilitation, or repair of a public school facility or for the acquisition of land for such facility (qualified school construction bonds); (2) bonds to finance certain academic programs below the postsecondary level in empowerment zones or enterprise communities (qualified zone academy bonds); and (3) bonds for the construction, rehabilitation, or repair of certain Indian tribal schools (qualified tribal school modernization bonds). Establishes a national limitation on the issuance of such bonds and provides for the allocation of bond amounts among the states according to a specified formula. Limits the term of such bonds to 15 years and terminates the authority for issuance of such bonds after September 30, 2008 (December 31, 2013, for qualified tribal school modernization bonds). Amends the General Education Provisions Act to apply certain labor standards to public school construction projects financed by this Act. Amends the Workforce Investment Act of 1998 to require states to establish employment and training programs relating to the construction or reconstruction of public school facilities.

Idling Reduction Tax Credit Act of 2007 - Amends the Internal Revenue Code to allow a business tax credit for 25% of the cost of a qualifying idling reduction device, up to $1,000. Defines "qualifying idling reduction device" as any device that is: (1) installed on a heavy-duty diesel-powered on-highway vehicle to provide services that would otherwise require the operation of the main drive engine while the vehicle is temporarily parked or stationary; and (2) certified by the Secretary of Energy to reduce long-duration idling. Directs the Secretary to publish standards for certifying such devices.

Amends title XIX (Medicaid) of the Social Security Act to permit states, at their option, to require certain individuals to present satisfactory documentary evidence of citizenship or nationality for Medicaid eligibility. Revises the rules for children born in the United States to mothers eligible for Medicaid. Declares that a Medicaid-eligible individual shall be deemed to have provided satisfactory documentary evidence of citizenship or nationality, and shall not be required to provide further evidence, on any date during or after the period in which the individual is eligible for Medicaid.

Presidential Records Act Amendments of 2007 - Amends the Presidential Records Act to require the Archivist of the United States, when making available any presidential record not previously made available publicly, to: (1) promptly provide written notice of such determination to the former President during whose term of office the record was created and to the incumbent President; and (2) make the notice available to the public. Requires such a record to be made available upon the expiration of a specified period, except any record with respect to which the Archivist receives notification from a former or incumbent President of a claim of constitutionally based privilege against disclosure. Authorizes a former or an incumbent President to extend such period for a specified time. Requires: (1) any claim to be asserted personally by a former or incumbent President; and (2) a former or incumbent President to notify the Archivist and specified congressional committees of a privilege claim. Prohibits the Archivist from making publicly available a presidential record that is subject to a privilege claim asserted by the incumbent President unless: (1) the incumbent President withdraws the privilege claim; or (2) the Archivist is otherwise directed by a final court order that is not subject to appeal. Sets forth provisions that state when such a prohibition is inapplicable. Prohibits the Archivist from making available any original presidential records to any individual claiming access to any presidential record as a designated representative if that individual has been convicted of a crime relating to the review, retention, removal, or destruction of records of the Archives. Provides that Executive Order 13233, dated November 1, 2001 (establishing a process for review of presidential records and assertion of privilege claims), shall have no force or effect.

Amends the Homeland Security Act to repeal the transfer of agricultural import and entry inspection functions from the Department of Agriculture to the Department of Homeland Security (DHS). Directs the Secretary of Agriculture to establish within the Animal and Plant Health Inspection Service the international agricultural inspection program to carry out import and entry agricultural inspections.

Savings for Working Families Act of 2007 - Allows certain low-income individuals between age 18 and 61 to establish tax-exempt individual development accounts (IDAs) to pay for certain qualified expenses, including education expenses, first-time homebuyer costs, and business capitalization or expansion costs. Sets forth rules for the establishment, maintenance, and termination of IDAs. Permits tax-free withdrawals from IDAs for qualified expenses, but requires IDA beneficiaries to complete one or more financial education courses prior to making an IDA withdrawal. Allows certain financial institutions, tax-exempt organizations, and Indian tribes to sponsor and administer IDAs. Amends the Internal Revenue Code to allow such entities a business-related tax credit for the cost of administering IDAs and for making matching contributions to IDAs in parallel accounts. Provides that IDA amounts shall be disregarded for purposes of determining eligibility for assistance under certain means-tested federal programs.

Health Promotion Funding Integrated Research, Synthesis, and Training Act or the Health Promotion FIRST Act - Amends the Public Health Service Act to require the Secretary of Health and Human Services to develop a plan for health promotion that includes coordinating the health promotion activities of the Department of Health and Human Services (HHS) and addressing how best to: (1) develop the basic and applied science of health promotion; (2) synthesize and disseminate health promotion research; (3) support the health promotion community; and (4) modify or develop resources, policies, structure, and legislation to integrate health promotion into all health professions and sectors of society. Requires the Director of the National Institutes of Health (NIH), acting through the Office of Behavioral and Social Sciences Research, to: (1) develop a plan on how best to develop the science of health promotion through NIH agencies; and (2) conduct or support early research programs and research training regarding health promotion. Requires the Secretary, acting through the Director of the Centers for Disease Control and Prevention (CDC), to develop a plan to establish a research agenda regarding health promotion for CDC. Requires the Director of the National Center for Chronic Disease Prevention and Health Promotion to award grants to develop Health Promotion Research Centers. Requires the Director of CDC to: (1) make an effort to attract grant applications from groups experienced in providing programs; (2) fund research to develop the applied science of health promotion for specified settings; and (3) develop a research agenda for workplace health promotion. Requires the Secretary to modify the application process for grants, cooperative agreements, and contracts awarded under this Act to attract the most qualified individuals and organizations, rather than those most experienced with the application process.

Early Treatment for HIV Act of 2007 - Amends title XIX (Medicaid) of the Social Security Act to give states the option of providing Medicaid coverage for certain low-income HIV-infected individuals. Provides states taking advantage of this option with an enhanced federal Medicaid match.

United States-Israel Energy Cooperation Act - Instructs the Secretary of Energy to establish a grant program for a joint venture comprising both Israeli and U.S. private business entities, or both Israeli academic persons (who reside and work in Israel) and U.S. academic persons, to engage in research, development, or commercialization of alternative energy, improved energy efficiency, or renewable energy sources. Requires the Secretary, in operating the grant program, to consult with either the Israel-United States Binational Industrial Research and Development Foundation (BIRD) or the United States-Israel Binational Science Foundation (BSF). Establishes in the Treasury as a revolving fund the Energy Research and Development Activities Fund. Establishes in the Department of Energy an International Energy Advisory Board to advise the Secretary on the grant program.

Unaccompanied Alien Child Protection Act of 2007 - Addresses the care and custody of unaccompanied alien children (children), defined as children under the age of 18 with no lawful immigration status and no parent or legal guardian in the United States who is available to provide care and physical custody. Directs immigration officers who find such children at U.S. land borders or ports of entry to permit them to withdraw their applications for admission and return to their country of nationality or last habitual residence. States that such children shall have the right to consult with a consular officer prior to repatriation and with the Office of Refugee Resettlement (the Office) at the Department of Health and Human Services (HHS). Gives the Office jurisdiction over the care and custody of all unaccompanied alien children except: (1) the Department of Justice (DOJ) shall have responsibility for those imprisoned for a federal crime or in DOJ custody pending prosecution; and (2) the Department of Homeland Security (DHS) shall have responsibility for those who threaten national security. Requires federal departments or agencies to transfer such children in their custody to the Office. Specifies the order of preference for placing released children, including custody rights of parents and legal guardians. Requires the Office to protect such children from smugglers and traffickers. Prohibits the placement of such children in adult detention facilities or in facilities housing delinquent children unless they exhibit violent or criminal behavior. Specifies the preference order for such children's placement. Requires the Office and and DHS to: (1) promulgate detention standards; and (2) develop procedures to prohibit the unreasonable use of restraints, solitary confinement, or pat or strip searches. Expresses the sense of Congress that the U.S. government should ensure that it does not repatriate children into settings that would threaten their life and safety. Requires the Office to develop procedures for determining the age of aliens in DHS or Office custody. Authorizes the Director of the Office to appoint qualified and duly trained child advocates for such children. Requires the Director to: (1) provide professional training for such child advocates; and (2) implement a pilot program for their appointment. States that the Director should ensure that such children in Office or DHS custody, except those being repatriated to a contiguous country, have immigration counsel. Requires the Executive Office for Immigration Review (EOIR) to develop and implement model guidelines for the legal representation of alien children in immigration proceedings. Bars such children in Office custody from consenting to immigration actions, including voluntary departure, unless first afforded an opportunity to consult with counsel. Makes such child advocate and counsel provisions applicable to all such children in federal custody on, before, or after the effective date of this Act. Amends the Immigration and Nationality Act to revise special immigrant juvenile visa provisions. Requires an alien to be 18 years or younger and present in the United States on the date of visa application. (Provides a transition rule for aliens who applied for such visa before enactment of this Act and were between the ages of 19-21 at the time of application.) Authorizes waiver of certain grounds of inadmissibility. Commends the Immigration and Naturalization Service (INS) for its issuance of the 1998 Guidelines for Children's Asylum Claims and encourages implementation of such guidelines by INS and its successor. Calls upon EOIR to adopt such guidelines in its handling of children's asylum claims. Requires such children apprehended by DHS, except those subject to contiguous country rules, to be placed in removal proceedings. Exempts such children from certain bars to asylum. Amends the Homeland Security Act of 2002 (HSA) to make the Director responsible for: (1) placement suitability assessments for such children; and (2) ensuring that minimum standards of care are met for residential alternatives to detention. States that the amendments to HSA made by this Act shall be effective as if enacted as part of HSA.

Alice Paul Congressional Gold Medal Act - Requires the Speaker of the House of Representatives and the President pro tempore of the Senate to make arrangements for the posthumous presentation of a congressional gold medal in commemoration of Alice Paul, to recognize her role in the women's suffrage movement and in advancing equal rights for women. Authorizes the Secretary of the Treasury to strike and sell duplicates in bronze of such medal. Requires proceeds from the sale of such medals to be deposited into the U.S. Mint Public Enterprise Fund.

Microbicide Development Act - Amends the Public Health Service Act to require the Director of the Office of AIDS Research to: (1) expedite the implementation of the federal strategic plan for the conduct and support of microbicide research and development; and (2) expand, intensify, and coordinate all activities with respect to research and development of microbicides to prevent the transmission of HIV and other sexually transmitted diseases. Requires the Director of the National Institute of Allergy and Infectious Diseases to: (1) establish within the Division of AIDS an organizational branch to carry out microbicide research and development; and (2) assign priority to ensuring adequate funding and support for the Microbicide Trials Network and other programs for supporting microbicides clinical trials. Requires the Director of the Centers for Disease Control and Prevention (CDC) to fully implement the CDC's microbicide agenda to support microbicide research and development. Directs the head of the Office of HIV/AIDS of the U.S. Agency for International Development (USAID) to develop and implement a program to support the development of microbicides products for the prevention of the transmission of HIV/AIDS and other diseases, and facilitate wide-scale availability of such products. Requires the Secretary of State to report to Congress on advance market commitments of microbicides to prevent HIV infection as a means of creating private sector investment incentives.

EXTEND the Energy Efficiency Incentives Act of 2007 - Amends the Internal Revenue Code to: (1) to allow individual taxpayers a tax credit, through 2011, for residential energy efficiency expenditures certified to achieve certain levels of energy savings; (2) modify standards for nonbusiness energy property (i.e., air conditioners, heat pumps, water heaters, etc.) and extend the tax credit for such property through 2011; (3) revise the tax credit for solar electric and hot water property to include all technologies for solar-derived electricity; (4) extend through 2011 the tax credit for new energy efficient homes; (5) extend through 2014 the tax deduction for energy efficient commercial buildings and increase the maximum amount of such deduction; (6) allow tax deductions for energy efficient low-rise buildings used for multifamily housing and for energy efficient property expenditures; (7) extend through 2011 the investment tax credit for solar energy and fuel cell property; and (8) allow a business-related tax credit for qualified training and certification costs and equipment expenditures for certifying residential energy savings.

United States Policy in Iraq Resolution of 2007 - Directs the President to begin the phased redeployment of U.S. forces from Iraq within 120 days of enactment of this joint resolution with the goal of redeploying by March 31, 2008, all U.S. combat forces from Iraq, except for a limited number essential for protecting U.S. and coalition personnel and infrastructure, training and equipping Iraqi forces, and conducting targeted counter-terrorism operations. Requires the President to transition the U.S. forces' mission in Iraq promptly to such purposes. States that such redeployment shall be implemented as part of a diplomatic, political, and economic strategy that includes sustained engagement with Iraq's neighbors and the international community in order to bring stability to Iraq. Directs the President, not later than 60 days after enactment of this Act and every 90 days thereafter, to report to Congress on the progress made in such mission transition and force redeployment.

Reauthorization of the Traumatic Brain Injury Act - Amends the Public Health Service Act to revise the national program for traumatic brain injury registries to include grants for state traumatic brain injury surveillance systems. Requires the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention (CDC) , to conduct a study to: (1) determine the incidence of traumatic brain injury and prevalence of traumatic brain injury related disability; (2) report national trends in traumatic brain injury; (3) identify common therapeutic interventions which are used for the rehabilitation of individuals with such injuries; (4) identify interventions and therapies that can prevent or remediate the development of secondary neurologic conditions related to traumatic brain injury; and (5) develop practice guidelines for such rehabilitation. Authorizes appropriations for FY2008-FY2011 for the National Institutes of Health's (NIH) trauma research program. Allows the Secretary, acting through the Administrator of the Health Resources Services Administration (HRSA), to make grants to states and American Indian consortia (currently, only states) to improve access to rehabilitation (currently, health) and other services regarding traumatic brain injury. Requires the Administrator and the Commissioner of the Administration on Developmental Disabilities to coordinate the collection of data regarding protection and advocacy services. Directs the Administrator to make a grant for training and technical assistance to protection and advocacy systems, if funds permit.

African Health Capacity Investment Act of 2007 - Amends the Foreign Assistance Act of 1961 to authorize the President to provide assistance, including through international or nongovernmental organizations, for programs to improve human health care capacity in sub-Saharan Africa. Directs the President to develop and transmit to the appropriate congressional committees a strategy for coordinating, implementing, and monitoring assistance programs for human health care capacity in sub-Saharan Africa.

Child Support Protection Act of 2007 - Amends the Deficit Reduction Act of 2005 to repeal a provision that prohibited federal matching funds to a state for expenditures from federal amounts paid to the state for child support and establishment of paternity to carry out an agreement for services of the Federal Parent Locator Service.

Prevent Prematurity and Improve Child Health Act of 2007 - Amends titles XIX (Medicaid) and XXI (State Children's Health Insurance Program) (SCHIP) of the Social Security Act (SSA) to give states new options to cover: (1) low-income pregnant women; and (2) low-income legal immigrant pregnant women and children under Medicaid and SCHIP. Extends coverage under Medicaid of prescription drugs and counseling services to tobacco cessation medications to help pregnant women enrolled in the program quit using tobacco. Requires coverage of tobacco cessation counseling services for pregnant women, and exempts such services from cost-sharing charges. Gives states the option under Medicaid to: (1) provide family planning services and supplies to individuals with incomes that do not exceed a state's income eligibility level for medical assistance; and (2) extend the postpartum period for provision of family planning services and supplies. Gives states the option to provide supplemental SCHIP coverage to children who have other health coverage. Directs the Secretary of Health and Human Services to: (1) establish a demonstration program to provide payments to states for telemedicine services for the treatment of applicable individuals; (2) develop and disseminate a national set of core pediatric and perinatal quality measures; and (3) collect data regarding the extent to which states use pediatric and perinatal inpatient and outpatient quality measures on an ongoing basis.

Citizenship Promotion Act of 2007 - Amends the Immigration and Nationality Act to revise provisions respecting: (1) immigration service fees; and (2) naturalization testing. Prohibits an applicant or petitioner for U.S. permanent residence or citizenship from being required to use an electronic method to file any application to, or access a customer account. Requires: (1) a Government Accountability Office (GAO) study and report on naturalization background checks; and (2) the Attorney General to make reasonable efforts to complete background checks of applicants for temporary or permanent residence or citizenship within 90 days. Directs the Secretary of Homeland Security to establish a national citizenship promotion program to assist lawful permanent resident aliens become citizens.

Tribal Government Equality Act of 2007 - Amends the Internal Revenue Code and the Employee Retirement Income Security Act of 1974 to modify the definition of governmental plan with respect to the treatment of the Indian tribal pension plans. Makes the amendments made by this Act effective as if included in section 906 (Treatment of certain pension plans of Indian tribal governments) of the Pension Protection Act of 2006.

Fuel Economy Reform Act - Amends federal transportation law to: (1) revise the definitions of automobile to require including all automobiles up to 10,000 pounds (currently, not all automobiles up to 10,000 pounds are required to be included in the definition) and passenger automobile to eliminate the exclusion of automobiles capable of off-highway operation; and (2) continue applying the current minimum corporate average fuel economy (CAFE) standards for non-passenger and passenger automobiles to automobiles manufactured through model year 2012, but, for passenger automobiles, adds an increase of four percent per year in such standard for model years 2010 through 2012. Requires an average fuel economy standard of 27.5 miles per gallon for all automobiles manufactured by all manufacturers for model year 2013, with an increase of four percent in the average fuel economy from the level for the prior model year for model year 2014 and beyond. Subjects each manufacturer of passenger automobiles manufactured in a model year, in addition to such CAFE standards, to an average fuel economy standard equal to 92% of the average fuel economy projected by the Secretary for all passenger automobiles manufactured by all manufacturers in that model year. Permits lower fuel economy standards if the minimum standards: (1) are technologically unachievable; (2) materially reduce auto safety and no offsetting safety improvements can be implemented; or (3) are not cost effective. Allows, with specified exceptions, the selling of credits between manufacturers. Allows a person who has been aggrieved by, or suffers a legal wrong because of (currently, adversely affected by), a CAFE standard to apply for judicial review. Amends the Internal Revenue Code to: (1) terminate the limitation on the number of new qualified hybrid and advanced lean burn technology vehicles eligible for the alternative motor vehicle credit; (2) extend, through 2011, the alternative vehicle credit for certain new qualified hybrid motor vehicles; and (3) allow an advanced technology motor vehicles manufacturing credit.
