Provides for all Federal civilian and military retirees to receive the full cost-of-living adjustment in annuities payable under Federal retirement systems for FY 1990. (Includes benefits payable under the Civil Service Retirement and Disability System, military retirement and survivor benefit programs, the Foreign Service Retirement and Disability System, the Central Intelligence Agency Retirement and Disability System, and railroad retirement programs.)

Postal Reorganization Act Amendments of 1989 - Declares that the receipts and disbursements of the Postal Service Fund: (1) shall not be included in the totals of the Federal budget or the congressional budget; (2) shall be exempt from Federal budget limitations on expenditures and net lending; and (3) shall be exempt from any sequestration order under the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act) and shall not be counted for purposes of calculating the Federal deficit.

Current Level Enhanced Rescission Act of 1989 - Amends the Impoundment Control Act of 1974 to include in any special message the President sends to the Congress in connection with a proposed rescission of budget authority amendatory language to enable the affected programs to continue to function lawfully at the proposed new budget level. Amends the Congressional Budget and Impoundment Control Act of 1974 to authorize the President, on the same day the President approves any appropriation bill, to transmit to the Senate and the House of Representatives one or more special messages proposing to rescind amounts of budget authority included in the bill. Limits: (1) the amounts subject to rescission (the proposal may not reduce a program below its previous fiscal year level); and (2) each special message to one item of budget authority. Prescribes procedures to govern the expedited treatment of such messages in the Senate and the House of Representatives. Makes any proposed rescission amount available for obligation unless both Houses of Congress agree to the bill or joint resolution accompanying the related special message within 60 days of its transmission.

Anabolic Steroid Restriction Act of 1989 - Amends the Federal criminal code to provide criminal penalties for knowingly: (1) receiving, depositing, or causing to be deposited or delivered by mail any anabolic steroid or controlled substance for use in humans other than the treatment of disease pursuant to the order of a physician, except as otherwise permitted by law; and (2) using any communication facility in committing, causing, or facilitating a violation of such prohibition. Makes any property involved in a violation of this Act subject to forfeiture.

Volunteer Protection Act of 1989 - Prescribes circumstances under which volunteers working for nonprofit organizations or government entities shall be immune from personal financial liability for acts on behalf of the organization or entity. Sets forth exceptions to and conditions on the granting of such immunity that a State may impose. Requires the Secretary of Health and Human Services to increase by one percent the fiscal year allotment which would otherwise be made to a State to carry out the Social Services Block Grant Program under title XX of the Social Security Act if such State has, within two years, certified to the Secretary that it has enacted a State law which provides such immunity. Provides for the continuation of such increase based on an annual recertification.

States the sense of the Congress that the President or the Congress should immediately abrogate the Panama Canal Treaties of 1977 and the Treaty Concerning the Permanent Neutrality and Operation of the Panama Canal and that the Congress should repeal the Panama Canal Act of 1979.

Amends title II (Old Age, Survivors and Disability Insurance) of the Social Security Act to increase by $3,000 for each year from 1991 through 1995 the amount of outside income which beneficiaries who have attained retirement age may earn without incurring a reduction in benefits. Removes such income limitation thereafter. Accelerates the effective dates of increases in the delayed retirement credit rate for individuals who work beyond retirement age.

Directs the Comptroller General to conduct an annual audit of the Federal Reserve Board, the Federal Advisory Council, the Federal Open Market Committee, and all Federal Reserve banks and their branches. Requires the Comptroller General, within six months after the end of each fiscal year, to report to the Congress on the results of such audit.

Community Revitalization Tax Act of 1989 - Amends Internal Revenue Code income tax accounting rules to treat rehabilitation investment credits and low-income housing credits as credits not derived from passive activities. Revises the limitation on the general business credit to allow a maximum annual credit equal to the first $20,000 of an individual taxpayer's income tax liability plus 80 percent of any excess liability.

Amends the Internal Revenue Code to allow an income tax deduction for interest on any indebtedness incurred to pay the educational expenses of the taxpayer, spouse, or dependent. (Under current law, such a loan must be secured by an interest in real property.)

Protect Medicare 90 Concurrent Resolution - Expresses the sense of the Congress that Medicare (title XVIII of the Social Security Act) hospital payments for FY 1990 should not be reduced below levels set by current law for such fiscal year.

Fire Safe Cigarette Implementation Act of 1989 - Reestablishes the Interagency Committee on Cigarette and Little Cigar Fire Safety to oversee the work of the Implementation Task Force. Establishes an Implementation Task Force to continue the work specified by the Cigarette Safety Act of 1984, including: (1) development of a validated test method to determine the ignition propensity of cigarettes and little cigars when in contact with upholstered furniture or mattresses; (2) development of performance data for current cigarettes, using the validated test method, so as to compare future cigarette performance; (3) study and computer modeling of ignition physics relating to cigarettes, little cigars, soft furnishings, and fabrics; (4) collection of data regarding the characteristics of cigarettes and little cigars, products ignited, and smokers involved in smoking-related fires as well as changes in the composition of smoke from modified cigarettes and little cigars, and societal costs from smoking-related fire injuries; and (5) commercial feasibility and economic impact of cigarettes and little cigars having reduced ignition propensity. Protects the confidentiality of trade secrets and confidential information provided to the Interagency Committee or the Task Force. Sets forth reporting requirements. Terminates the Task Force within three years and three months of this Act's enactment.

Constitutional Amendment - Declares that the right to life is the paramount and most fundamental right of a person. Defines "person" to include the unborn for the purpose of the right to life guarantee. States that nothing in this article shall prohibit a law allowing medical procedures required to prevent the death of either the pregnant woman or the unborn offspring.

Declaration of Personhood Act - Declares that all human beings, from the moment of conception and without regard to age, health, or condition of dependency, are persons entitled to the guarantees contained in the fifth, 13th, and 14th amendments to the Constitution. Prohibits abortion.

Human Fetal Tissue Transportation Act of 1989 - Prohibits interstate importation, exportation, or transportation of human fetal tissue, except as permitted under this Act. Requires any person who transports such tissue to notify the Secretary of Health and Human Services (Secretary) semiannually of each such transportation, with specified information. Requires the Secretary to establish regulations restricting or prohibiting interstate importation, exportation, or transportation of human fetal tissue and the operation of human fetal tissue storage facilities as necessary to protect the public health or promote the general welfare. Prohibits operation of a human fetal storage facility, except with a license issued under this Act. Requires the Secretary to issue or renew such license for any organization which meets the requirements of this Act. Authorizes the Secretary to limit, suspend, or revoke any license for material misrepresentations, failure to provide certain information, or failure to comply with regulations. Authorizes the Secretary to conduct investigations or inspections necessary to carry out this Act. Requires the Secretary to furnish the Attorney General information indicating noncompliance with this Act. Establishes penalties of fines or imprisonment for violations of this Act. Declares that this Act shall not affect any provision of State law, except to the extent such law is inconsistent with this Act, and then only to the extent of the inconsistency. Defines "human fetal tissue" to be matter yielded by an aborted human pregnancy and any biochemical product derived from such matter.

Child Protection Act of 1989 - Amends the Racketeer Influenced and Corrupt Organizations (RICO) statute to extend its coverage to the sexual exploitation of children. Allows any person injured personally or in his business or property by such violations to bring a civil suit for treble damages. Amends the Federal criminal code to require a mandatory life sentence in kidnapping offenses involving the murder of a minor. Establishes mandatory minimum sentences for the sexual exploitation of minors. Provides that the period of any applicable limitation for the commencement of prosecution for certain offenses involving the sexual exploitation of children shall not begin until the child has reached the age of 18 years. Directs the Attorney General to submit a report to the Congress detailing possible changes in the Federal Rules of Evidence, the Federal Rules of Civil Procedure, the Federal Rules of Criminal Procedure, and other procedures which would facilitate the participation of child witnesses in cases involving child abuse and sexual exploitation. Directs the Attorney General to modify the classification system used by the National Crime Information System and the Federal Bureau of Investigation with respect to offenses involving the sexual exploitation of children by: (1) including the age of the victim and the relationship of the victim to the offender; and (2) using a uniform definition of a child.

Repeals a provision of the Internal Revenue Code that disallows the income tax deduction of 25 percent of the health insurance costs of self-employed individuals after tax year 1989 (thus extending the deduction indefinitely).

Amends the Internal Revenue Code to allow an individual taxpayer a refundable income tax credit, in an amount based on adjusted gross income (minimum credit of $150), for each dependent below the age of compulsory school attendance in the State where the taxpayer resides. Sets the maximum credit amount as the total employee tax withheld from the taxpayer's wages during the year under the Federal Insurance Contributions Act. Disallows application of the nonrefundable dependent care income tax credit with respect to a taxpayer's dependents under age 13, unless the child is physically or mentally incapable of self-care.

United States Coast Guard Bicentennial Medal Act - Directs the Secretary of the Treasury to design, strike, and sell a medal in commemoration of the bicentennial of the U.S. Coast Guard in 1990. Requires the design of the medal to be selected by the Secretary of the Treasury after consultation with the Secretary of Transportation and the Commission of Fine Arts.

Amends the Tax Reform Act of 1986 and the Technical and Miscellaneous Revenue Act of 1988 to delay until 1990 the effective date of the new nondiscrimination requirements (Internal Revenue Code section 89) for coverage and benefits under certain statutory employee benefit plans.

Amends Federal law to require the reverse side of the first coin redesigned to commemorate the bicentennial of the U.S. Constitution for a two-year period. Provides that the design on the obverse side of U.S. coins shall contain the likenesses of those displayed on current coins and shall be considered for redesign. Requires any such obverse redesigns to conform to the inscription requirements of current law. Requires U.S. coins to be redesigned, at the discretion of the Secretary of the Treasury, over the next six years. Requires the Secretary, in selecting new designs, to consider specified constitutional concepts. Requires the designs to be selected by the Secretary upon consultation with the United States Commission of Fine Arts. Requires that any profits from the sale of uncirculated and proof sets of U.S. coins be deposited in the Treasury and used solely to reduce the national debt.

Air Travel Rights for Blind Individuals Act - Amends the Federal Aviation Act of 1958 to preclude an air carrier from establishing aircraft seating restrictions based upon a passenger's visual acuity or use of a white cane or dog guide or other such means of assistance.

Constitutional Amendment - Proclaims the English language to be the official language of the United States. Prohibits the United States or any State from requiring the use of any other language. States that this article shall not prohibit any law, program, or policy to: (1) provide educational instruction in a language other than English for the purpose of making students proficient in English; (2) teach a foreign language to students who are already proficient in English; (3) protect public health and safety; or (4) allow translators for litigants, defendants, or witnesses. Authorizes the Congress and the States to enforce this article by appropriate legislation.
