States that restrictions imposed on the government of North Korea as a result of its being determined to be a government that has repeatedly supported acts of international terrorism should not be lifted until benchmarks have been met respecting: (1) missile or nuclear technology transfers; (2) cessation of terrorist activities and support of terrorist groups and terrorist activities; (3) counterfeiting of U.S. currency; (4) release of South Korean POWs, Japanese nationals, and Kim Donk-Shik; and (5) Bureau 39's closure. States that the U.S. government should not provide financial assistance (other than humanitarian assistance) to North Korea until the Secretary of State makes certain certifications regarding refugee status applications.

Reforming an Entitlement through Premium Adjustments based on Income Resources (REPAIR) Act of 2007 - Amends part D (Voluntary Prescription Drug Benefit Program) of title XVIII (Medicare) of the Social Security Act to require an income-related reduction in the part D premium subsidy. Declares that, in the case of an individual whose modified adjusted gross income exceeds a certain applicable threshold amount for a month after December 2008, the monthly amount of the part D premium subsidy shall be reduced (and the monthly beneficiary premium shall be increased) by the monthly adjustment amount determined according to a specified formula.

Prevention of Unsafe Licensing Act - Amends the REAL ID Act of 2005 to prohibit a state from issuing a driver's license or identification document to a person unless the state has complied with certain citizenship or lawful immigration status verification requirements.

AMT Repeal and Tax Freedom Act - Amends the Internal Revenue Code to repeal the alternative minimum tax for individual taxpayers after 2006. Exempts individual taxpayers who had no alternative minimum tax liability in the taxable year preceding 2006 from estimated income tax penalties for taxable years beginning in 2006. Makes permanent reductions in income tax rates enacted by the Economic Growth and Tax Relief and Reconciliation Act of 2001 and capital gains and dividends tax rates enacted by the Jobs and Growth Tax Relief Reconciliation Act of 2003.

Individual Alternative Minimum Tax Repeal Act of 2007 - Amends the Internal Revenue Code to: (1) repeal the alternative minimum tax (AMT) for individuals after 2006; and (2) exempt taxpayers with no AMT liability prior to 2006 from current AMT estimated tax penalties.

Research Credit Improvement Act of 2007 - Amends the Internal Revenue Code to revise the tax credit for increasing research activities by: (1) phasing-in increases in the alternative simplified tax credit rate through 2009; (2) establishing a 20% alternative simplified tax credit rate in 2010 in lieu of the standard research tax credit rate; (3) increasing the amount of basic and contract research expenses eligible for such tax credit; and (4) making such tax credit permanent.

NASA 50th Anniversary Commemorative Coin Act - Directs the Secretary of the Treasury, in commemoration of the 50th anniversary of the establishment of the National Aeronautics and Space Administration (NASA), to mint and issue $50 gold and $1 silver coins emblematic of the 50 years of exemplary and unparalleled achievements of NASA. Requires all such coin sales to include a surcharge of $50 per $50 coin, and of $10 per $1 coin. Requires distribution of the first $4 million to the NASA Family Assistance Fund for financial assistance to the families of NASA personnel who die as a result of injuries suffered in the performance of their official duties. Requires distribution of: (1) one-half of the next $1 million of the remaining amounts to the Dr. Ronald E. McNair Educational (D.R.E.M.E.) Science Literacy Foundation and the Challenger Center for Space Science Education; and (2) the remainder to the Secretary of the Smithsonian Institution for the preservation, maintenance, and display of space artifacts at the National Air and Space Museum (including the Steven F. Udvar-Hazy Center). Authorizes the Secretary to strike and sell bronze duplicates of the $50 gold coins.

Carbon Dioxide Pipeline Study Act of 2007 - Requires the Secretary of Energy to study, and report the results to Congress on, the feasibility of the construction and operation of: (1) pipelines for the transportation of carbon dioxide for sequestration or enhanced oil recovery; and (2) carbon dioxide sequestration facilities.

Kids First Act - Amends title XXI (State Children's Health Insurance) (SCHIP) of the Social Security Act (SSA) to revise, reauthorize, and extend the SCHIP program through FY2012 at increased levels. Provides for determination of allotments for the 50 states and the District of Columbia based on expenditures and numbers of low-income children. Sets limitations on matching rates for populations other than targeted low-income children or pregnant women covered through a Section 1115 waiver. Prohibits the Secretary of Health and Human Services from approving, extending, renewing, or amending a waiver, experimental, pilot, or demonstration project with respect to a state after the enactment of this Act that would allow funds made available under SCHIP to be used to provide child health assistance or other health benefits coverage for any other adult other than a pregnant woman whose family income does not exceed the income eligibility level specified for a targeted low-income child in that state under a waiver or approved project. Requires a state to determine family income eligibility for child health assistance or other health benefits coverage under the state child health plan solely on the basis of the family's gross income. Directs the Secretary to award grants to eligible entities to conduct outreach and enrollment efforts designed to increase the enrollment and participation of eligible children under SCHIP and SSA title XIX (Medicaid). Allows a state to elect to offer a premium assistance subsidy for qualified employer sponsored coverage to all targeted low-income children eligible for child health assistance. Allows any state the option to include an unborn child as a child under SCHIP. Repeals current federal payment rates at different specified percentages for different specified aspects of Medicaid administrative costs to prescribe a flat 50% rate for all such costs. Requires a 25% reduction in payments for Medicaid administrative costs (to prevent duplication of such payments under part A (Temporary Assistance for Needy Families) (TANF) of SSA title IV).

American Veterans Disabled for Life Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue $1 silver coins in commemoration of disabled American veterans and emblematic of the design selected by the Disabled Veterans' LIFE Memorial Foundation for the American Veterans Disabled for Life Memorial. Expresses the sense of Congress that, to the greatest extent possible, the coins should be struck at the U.S. Mint at West Point, New York. Limits the period for coin issuance to calendar year 2010. Imposes a $10 surcharge per coin, to be distributed to the Disabled Veterans' LIFE Memorial Foundation for the purpose of establishing an endowment to support the construction of American Veterans' Disabled for Life Memorial in Washington, D.C.

Government Shutdown Prevention Act - Provides for automatic continuing appropriations if any regular appropriation for a fiscal year (or, if applicable, for each fiscal year in a biennium) does not become law before the beginning of such fiscal year, or a joint resolution making continuing appropriations is not in effect. Appropriates amounts necessary to continue any project or activity for which funds were provided in the preceding fiscal year: (1) in the corresponding regular appropriation Act for such preceding fiscal year; or (2) if such legislation did not become law, then in the joint resolution making continuing appropriations for such preceding fiscal year. Requires the appropriations and funds made available, and authority granted, for any fiscal year for a project or activity to be available for the period beginning with the first day of a lapse in appropriations and ending with the earlier of: (1) the date on which the applicable regular appropriation bill for such fiscal year becomes law (whether or not such law provides for such project or activity) or a continuing resolution making appropriations becomes law, as the case may be; or (2) the last day of such fiscal year.

Recreational Boating Act of 2007 - Amends the Federal Water Pollution Control Act (popularly known as the Clean Water Act) to redefine the term "pollutant" to exclude any deck runoff from a recreational vessel, any engine cooling water, gray water, bilge water effluent from a properly functioning recreational marine engine, laundry, shower, and galley sink waste from a recreational vessel, or any other discharge incidental to the normal operation of a recreational vessel. Declares that such exclusion does not apply to rubbish, trash, garbage, or any other similar material discharged overboard by a recreational vessel. Defines "recreational vessel" to mean a vessel that is: (1) manufactured for operation, or operated primarily for recreational purposes; or (2) leased, rented, or chartered to an individual for recreational purposes.

Amends title II of the Elementary and Secondary Education Act of 1965 to rename part D (Achievement through Technology and Innovation) and reauthorize it through FY2013. Alters the current program to require states to use a portion of their allotted funds to develop challenging academic content and achievement standards to ensure that students are technologically literate before the end of grade eight. Specifies that such standards are only for tracking technological literacy and not for assessing adequate yearly progress (AYP) under title I. Permits technological literacy testing to be embedded in other state tests or performance-based assessments portfolios, or made through other valid and reliable means. Requires states to use the bulk of their part D allotment for two new subgrant programs for local educational agencies (LEAs), devoting: (1) 60% for formula subgrants to improve teaching and learning through technology; and (2) 40% for competitive subgrants for systemic school redesign through technology integration. Requires LEAs to: (1) include a new or updated local long-range strategic educational technology plan in their applications; (2) use a specified percentage of each subgrant for teacher training; and (3) use each subgrant to acquire and apply technology to identify individual student learning needs and support individualized learning. Allows LEAs that receive funds for both programs to use all the funds for systemic school redesign through technology integration program activities. Directs the Secretary of Education to: (1) conduct an annual national study and report on the extent to which student technology literacy is attained by grade eight; (2) annually publish the results of state technology literacy assessments; and (3) implement, and update every five years, a National Education Technology Plan. Requires the Secretary to award a competitive grant to an education technology research entity, or a partnership comprising such an entity and one or more educational, nonprofit, or research entities, to establish a National Center for Achievement Through Technology that will identify and disseminate promising practices and exemplary programs that effectively use educational technologies.

Lewis and Clark National Historic Trail Extension Study Act of 2007 - Directs the Secretary of the Interior to conduct a study to determine the suitability and feasibility of extending the Lewis and Clark National Historic Trail to include the Eastern Legacy sites (the sites associated with the preparation or return phases of the Lewis and Clark expedition, commonly known as the "Eastern Legacy," including sites in Virginia, the District of Columbia, Maryland, Delaware, Pennsylvania, West Virginia, Ohio, Kentucky, Tennessee, Indiana, Missouri, and Illinois).

REIT Investment Diversification and Empowerment Act of 2007 - Amends Internal Revenue Code provisions relating to real estate investment trusts (REITs) to: (1) treat passive foreign exchange gains attributable to overseas real estate investment as qualifying REIT income; (2) increase from 20 to 25% the the maximum value of a REIT's total assets thay may be represented by securities of one or more taxable REIT subsidiaries; (3) revise safe harbor rules for the excise tax penalty on certain REIT sales activities; (4) treat rental payments made by a health care facility to a REIT as qualifying REIT income; and (5) treat income from, and interests in, foreign-qualified REITs as qualifying REIT income and assets.

Medicare Long-Term Care Hospital Patient Safety and Improvement Act of 2007 - Creates a cross reference to provisions in the Medicare, Medicaid, and SCHIP Balanced Budget Refinement Act of 1999 and the Medicare, Medicaid, and SCHIP Benefits Improvement and Protection Act of 2000 for the prospective payment of long-term care hospitals. Makes the base rate for a long-term care hospital for the rate year 2008 the same as that used for discharges in the previous rate year. Defines "long-term care hospital" and establishes new patient criteria for long-term care hospital prospective payment. Requires the Secretary to approve distinct part rehabilitation units in certain long-term care hospitals if rehabilitation services are not included within one of the major diagnostic categories. Requires the Secretary to recommend to Congress and, after rulemaking, implement national long-term care hospital facility and patient criteria. Directs the Secretary to contract with one or more appropriate utilization and quality control peer review organizations to review the medical necessity of long-term care admissions and continued stays for individuals entitled to benefits under Medicare part A. Creates a separate classification for certain long-stay cancer hospitals, including satellites or remote locations if certain requirements are met.

Meth Mouth Prevention and Community Recovery Act - Requires the Director of the Center for Substance Abuse Prevention to make grants to enable public and private nonprofit entities to determine whether educating youth about meth mouth (oral decay that is commonly associated with methamphetamine use) is an effective strategy for preventing or reducing methamphetamine use. Reserves a portion of appropriated funds for Indian tribes and tribal organizations. Amends the Public Health Service Act to require the Secretary of Health and Human Services to expand and intensify the clinical research, health services research, and public health research on associations between substance use disorders, oral health, and the provision of dental care. Requires the Secretary to study the effect methamphetamine use has on the demand for, and provision of, dental care. Directs the Administrator of the Substance Abuse and Mental Health Services Administration to support training and offer technical assistance to ensure that dentists and allied dental personnel are prepared to: (1) recognize signs of alcohol or drug addiction; (2) discuss the nature of substance abuse as it relates to their area of expertise; (3) understand how certain dental therapies can affect the relapse potential of substance dependent patients; and (4) help those affected by a substance use disorder find appropriate treatment for their conditions. Authorizes the Administrator to collaborate with professional accrediting bodies to develop and support substance abuse training courses for oral health professionals.

Medicare Safe Needle Disposal Coverage Act of 2007 - Amends part D (Voluntary Prescription Drug Benefit Program) of title XVIII (Medicare) of the Social Security Act to cover as a part D drug any devices approved for home use by the Food and Drug Administration (FDA) for the safe and effective removal, decontamination, and disposal of needles and the disposal of needles and syringes through a sharps-by-mail or similar program as medically appropriate based on volume of usage.

Prescribe A Book Act - Amends the Elementary and Secondary Education Act of 1965 to establish a Pediatric Early Literacy program under which the Secretary of Education awards matching grants to nonprofit organizations for the implementation of three-part models through which: (1) health care providers encourage parents to read aloud to their children and offer them recommendations and strategies for doing so; (2) health care providers give each visiting child between the ages of six months and five-years a new, developmentally appropriate children's book to take home and keep; and (3) volunteers reading to children in health care facility waiting areas show parents the techniques and pleasures of reading aloud to children. Requires that the books provided to children under the program be obtained at a discount.

Saving Families First Alternative Minimum Tax Relief Act of 2007 - Amends the Internal Revenue Code to allow: (1) the tax deduction for personal exemptions in determining the alternative minimum taxable income of individual taxpayers; and (2) an inflation adjustment for alternative minimum tax exemption and phaseout amounts for individual taxpayers beginning after 2007.

Currency Reform and Financial Markets Access Act of 2007 - Amends the Exchange Rates and International Economic Policy Coordination Act of 1988 to revise U.S. policy provisions by urging: (1) the United States, and other major industrialized countries, to work together to ensure that the exchange rate of the currencies of major trading nations and the U.S. dollar reflect market forces and contribute to the growth and balance of the international economy; and (2) the United States to take appropriate action to ensure that U.S. trading partners are not engaged in hidden or unfair subsidies through management of their currency or international exchange rates. Revises a certain annual analysis the Secretary of the Treasury (Secretary) must make with respect to the exchange rate policies of foreign countries to include an analysis of whether any country, regardless of intent, manipulates the exchange rate between its currency and the U.S. dollar in a manner that results in an accumulation of substantial dollar currency reserves. Requires the Secretary, if the Secretary makes specified findings, to make an affirmative determination that a country is manipulating its currency and to take the following actions, including: (1) establishing a plan to remedy the currency manipulation; and (2) initiating bilateral negotiations with such country, and instructing the Executive Director to the International Monetary Fund to use the U.S. vote, in order to ensure that such country adjusts the exchange rate between its currency and the U.S. dollar to permit balance of payment adjustments and to eliminate the unfair competitive advantage. Provides procedures for a joint resolution of congressional disapproval when Congress disapproves of the Secretary's findings concerning currency manipulation. Promoting Market Access for Financial Services Act - Amends the Financial Reports Act of 1988 to require: (1) the Secretary to report annually (under current law, every four years) to Congress beginning July 1, 2008, on the treatment of U.S. financial institutions by foreign countries; and (2) such report to include a summary of the results of the most recent U.S.-China Strategic Economic Dialogue (SED) and how such results pertain to promoting foreign market access for U.S. financial institutions.

Protection against United Nations Taxation Act of 2007, PUNT Act of 2007, or Helms-Biden Reauthorization Act of 2007 - Requires the withholding of 20% of U.S. contributions to the regular budget of the United Nations and other applicable international organizations until the President certifies that neither the United Nations (or U.N. agencies) nor any other international organization has authority under U.S. law to impose, or has imposed or proposed, taxes or fees on the U.S. government, states, or U.S. corporations or nationals. States that such provision shall not apply to: (1) fees for publications or other fees that are not tantamount to a tax on U.S. citizens; (2) the World Intellectual Property Organization; or (3) staff assessment costs of the United Nations and its agencies.

Nuclear Waste Access to Yucca Act - Withdraws specified lands in Nye County, Nevada, permanently from any form of entry, appropriation, or disposal under the public land laws, including: (1) the mineral leasing laws; (2) the geothermal leasing laws; (3) materials sales laws; and (4) the mining laws. Transfers jurisdiction over such lands to the Secretary of Energy. Reserves use of such lands for certain activities associated with the disposal of high-level radioactive waste and spent nuclear fuel under the Nuclear Waste Policy Act of 1982. Requires the Secretary to manage the lands so withdrawn, and submit to Congress and the state of Nevada a management plan for their use. Amends the Nuclear Waste Policy Act of 1982 to direct the Secretary to apply to the Nuclear Regulatory Commission (NRC) for a license to construct and operate facilities to receive and store spent nuclear fuel and high-level radioactive waste at the Yucca Mountain site. Authorizes the Secretary to begin construction of connected infrastructure facilities after completion of a final environmental impact statement evaluating the activities involved. Requires the Secretary to acquire rights-of-way for construction and operation of railroad facilities to transport spent nuclear fuel and high-level radioactive waste from existing rail systems to the site of surface facilities within the geologic repository operations area for the receipt, handling, packaging, and storage of spent nuclear fuel and high-level radioactive waste prior to emplacement. Revises requirements for new plant contracts.

Stop Over Spending Act of 2007 - Second Look at Wasteful Spending Act of 2007 - Amends the Congressional Budget and Impoundment Control Act of 1974 to authorize the President to transmit annually to Congress a maximum of four special messages that propose to rescind dollar amounts of discretionary budget authority, items of direct spending, and targeted tax benefits. Requires an analysis by: (1) the Congressional Budget Office (CBO) of an estimated savings in budget authority or outlays resulting from such rescission; and (2) the Joint Committee on Taxation of an estimated savings resulting from repeal of targeted tax benefits. Requires any rescinded budget authority, items of direct spending, or targeted tax benefit to be dedicated only to deficit reduction, and not to be used as an offset for other spending increases or revenue reductions. Provides for adjustment of: (1) committee allocations resulting from such rescission; and (2) applicable limits, as appropriate, under this Act. Sets forth procedures for expedited congressional consideration of a proposed rescission. Requires: (1) the President to issue an order fully implementing without change all sequestrations required by the Office of Management and Budget (OMB) in its Final Sequestration Report; and (2) the Government Accountability Office (GAO) to report to Congress and the President on the order's compliance with this Act. Prescribes requirements for discretionary sequestration reports by OMB and GAO, discretionary spending and maximum deficit limits, federal tax gap initiative, executive and legislative branch sequestration procedures, and congressional response to low economic growth. Provides adjustments in such discretionary spending limits for: (1) the Global War on Terrorism overseas; (2) U.S. forces in such War; (3) addressing deficiencies at Walter Reed Army Medical Center for injured individuals resulting from such War; (4) continuing disability reviews and Supplemental Security Income (SSI) redeterminations for the Social Security Administration; (5) health care fraud and abuse; and (6) unemployment insurance improper payment reviews. Authorizes the President to exempt military personnel accounts from sequestration or provide a lower uniform percentage reduction. Prohibits the President's budget from exceeding the maximum deficit amount for any fiscal year. Requires biennial budget resolutions, appropriations Acts, and government strategic and performance plans. Establishes the National Commission on Entitlement Solvency and the Commission on Congressional Budgetary Accountability and Review of Federal Agencies. Amends the Congressional Budget Act of 1974 to revise budget resolution requirements. Authorizes the chairman of the Committee on the Budget to notify the Senate of a Medicare funding warning. Makes it out of order to consider any legislation that would cause any increase in direct spending, net of proposals to change direct spending receipts, or revenues contained in the measure if the Senate has been notified of such warning for two consecutive calendar years. Makes it out of order in the Senate to consider legislation that includes a federal income tax rate increase. Requires the concurrent resolution on the budget, for any year when the CBO projects an on-budget deficit (excluding Social Security) for the budget year or any subsequent fiscal year, except in specified circumstances, to: (1) reduce on-budget deficits relative to the CBO projections and put the budget on a path to achieve on-budget balance within five years; and (2) include provisions to protect Social Security and facilitate deficit reduction, other than reducing Social Security benefits. Requires the CBO to prepare an estimate for legislation reported from committee (except measures within the jurisdiction of the Committee on Appropriations) on whether the measure would cause a net increase in direct spending exceeding $5 billion in any of the four 10-year periods between FY2016-FY2055. Sets forth provisions avoiding Pay-As-You-Go points of order in the Senate against consideration of appropriations legislation. Provides for such Pay-As-You-Go points of order in certain circumstances.

Clean, Affordable, and Domestic Fuels for Energy Security Act of 2007 - Instructs the President to promulgate regulations to ensure that aviation fuel, motor vehicle fuel, home heating oil, and boiler fuel sold or introduced into commerce in the United States on an annual average basis contains prescribed volumes of coal-derived fuel. Requires such coal-derived fuel to meet specified greenhouse gas emissions levels. Sets forth: (1) standards for reduction of greenhouse gas emissions levels; and (2) a calendar year schedule for the applicable volume of coal-derived fuels in billions of gallons. Amends the Energy Policy Act of 2005 to: (1) authorize the Secretary of Energy to guarantee loans up to 100% of principal and interest for projects that produce coal-derived fuel; (2) increase the authorization of appropriations for fossil energy research and development; and (3) direct the Secretary to establish coal research centers to target transportation fuels in designated states, with an emphasis on specified technologies and procedures. Instructs the Secretary to study and report to Congress on the feasibility of developing a domestic coal-derived fuels industry.

Smart Buildings Act - Amends the Internal Revenue Code to allow a 20-year depreciation recovery period, calculated on a straight line basis, for property that is part of a heating, ventilation, air conditioning, or refrigeration system, or which replaces one or more components of such a system, if such system or such replacement component: (1) exceeds by at least 10 percent the applicable minimum performance standard under the National Appliance Energy Conservation Act of 1987, the Energy Policy Act of 2005, or the American Society of Heating, Refrigerating and Air-Conditioning Engineers Standard 90.1; (2) is placed in service before January 1, 2012; and (3) is installed in nonresidential or residential rental buildings.

ALS Registry Act - Amends the Public Health Service Act to require the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention (CDC), to: (1) develop a system to collect data on amyotrophic lateral sclerosis (ALS) and other motor neuron disorders that can be confused with ALS, misdiagnosed as ALS, or progress to ALS; and (2) establish a national registry for the collection and storage of such data. Requires the Secretary, acting through the Director, to establish the Advisory Committee on the National ALS Registry to review information and make recommendations to the Secretary concerning: (1) the development and maintenance of the registry; (2) the type of information to be included; (3) the manner in which data is to be collected; (4) the use and availability of such data; and (5) the collection of information about diseases and disorders that primarily affect motor neurons that are considered essential to furthering the study and cure of ALS. Allows the Secretary, acting through the Director, to award grants to, and enter into contracts and cooperative agreements with, public or private nonprofit entities for the collection, analysis, and reporting of data on ALS and other motor neuron disorders. Requires the Secretary, acting through the Director, to: (1) identify, build upon, expand, and coordinate among existing data and surveillance systems, surveys, registries, and other federal public health and environmental infrastructure wherever possible; and (2) provide for research access to ALS data as recommended by the Advisory Committee in a manner that protects personal privacy. Requires the Secretary to ensure that epidemiological and other types of information is made available to the National Institutes of Health (NIH) and the Department of Veterans Affairs.

Amends the Internal Revenue Code to allow affiliated life and non-life insurance companies to file consolidated tax returns. Allows: (1) a phasein, between 2007 and 2013, of the full application of losses of affiliated non-life insurance companies against the taxable income of an affiliated life insurance company; and (2) an automatic waiver of the five-year waiting period applicable to affiliated non-life insurance companies for offset of their losses against life insurance company income.

S.I. Hayakawa Official English Language Act of 2007 - Makes English the official language of the U.S. government. Requires the government to: (1) conduct its official activities in English, including preparing publications, income tax forms, and informational materials in English; and (2) preserve and enhance the role of English as the official language of the United States. Provides that no person has a right, entitlement, or claim to have the government act, communicate, perform, or provide services or materials in any other language, unless expressly provided for in an applicable provision of law. Provides that this Act may not: (1) apply to the use of a language other than English for religious purposes, for training in foreign languages for international communication, or in school programs designed to encourage students to learn foreign languages; or (2) be considered to prevent the U.S. government from providing interpreters for persons over age 62. Repeals provisions of the Voting Rights Act of 1965 regarding bilingual election requirements and regarding congressional findings of voting discrimination against language minorities, prohibition of English-only elections, and other remedial measures. Amends the Immigration and Nationality Act to require that all public ceremonies in which the oath of allegiance is administered pursuant to such Act be conducted solely in English. Specifies that this Act may not be construed to preempt any state law.

Commonsense Consumption Act of 2007 - Prohibits new, and requires dismissal of pending, civil actions by any person against a manufacturer, marketer, distributor, advertiser, or seller of food, or a trade association, for any injury related to a person's accumulated acts of consumption of food and weight gain, obesity, or any associated health condition. Subjects to such prohibition: (1) any action brought by a person other than the person on whose weight gain, obesity, or health condition the action is based; and (2) any derivative action brought by or on behalf of any person or any representative, spouse, parent, child, or other relative of that person. Excludes from this prohibition any actions alleging: (1) a breach of express contract or express warranty provided that the grounds of recovery are unrelated to a person's weight gain, obesity, or related health condition; (2) a knowing violation of a federal or state statute applicable to the marketing, advertisement, or labeling of food with intent for a person to rely on that violation, where such person relied on that violation, and where such reliance was the proximate cause of injury related to that person's weight gain, obesity, or related health condition; or (3) a violation brought by the Federal Trade Commission (FTC) under the Federal Trade Commission Act or by the Food and Drug Administration (FDA) under the Federal Food, Drug, and Cosmetic Act.

Secret Ballot Protection Act of 2007 - Amends the National Labor Relations Act to make it an unfair labor practice for: (1) an employer to recognize or bargain collectively with a labor organization that has not been selected by a majority of the employees in a secret ballot election conducted by the National Labor Relations Board; and (2) a labor organization to cause or attempt to cause an employer to recognize or bargain collectively with a representative that has not been selected in such manner.

Expresses the sense of the Senate that: (1) Israel shares the commitment of the United States to, and the Organisation of Economic Cooperation and Development (OECD) foundational principles of, good government, free markets, and democratic values; (2) Israel meets the OECD membership criteria, and is well deserving of membership; and (3) it is in the U.S. interest to support Israel's accession to the Convention on the OECD, and the United States should advocate for such accession before and during the OECD ministerial meeting in May 2007.
