This resolution condemns the wrongful detention of Ryan Corbett by the Taliban, calls for his immediate and unconditional release, and expresses support for his family. (Ryan Corbett is an American citizen detained by the Taliban in Afghanistan since 2022.) The resolution also condemns the Taliban’s continued use of the wrongful detention of U.S. citizens and calls for the immediate release of other U.S. citizens and lawful permanent residents wrongfully detained in Afghanistan.

Protecting Privacy in Purchases Act This bill prohibits payment card networks from using merchant codes that distinguish firearms retailers from other retailers. The Department of Justice must enforce this bill and report annually on the resulting investigations and cases.

This resolution designates March 22, 2024, as National Inland Waterways Workers Safety Awareness Day. The resolution recognizes the need for deckhands, engineers, masters and mates, shoreside workers, and other employees to remain safe while on the jobsite. It also encourages federal, state, and local authorities; industry groups; and worker groups to observe the day with activities aimed at increasing safety awareness in towing-vessel employment.

Telehealth Modernization Act This bill modifies requirements relating to coverage of telehealth services under Medicare. Specifically, the bill permanently extends certain flexibilities that were initially authorized during the public health emergency relating to COVID-19. Among other things, the bill allows (1) rural health clinics and federally qualified health centers to serve as the distant site (i.e., the location of the health care practitioner); (2) the home of a beneficiary to serve as the originating site (i.e., the location of the beneficiary) for all services (rather than for only certain services); and (3) all types of practitioners to furnish telehealth services, as determined by the Centers for Medicare & Medicaid Services.

Laken Riley Act This bill requires the Department of Homeland Security (DHS) to detain certain non-U. S. nationals ( aliens under federal law) who have been arrested for burglary, theft, larceny, or shoplifting. The bill also authorizes states to sue the federal government for decisions or alleged failures related to immigration enforcement. Under this bill, DHS must detain an individual who (1) is unlawfully present in the United States or did not possess the necessary documents when applying for admission; and (2) has been charged with, arrested for, convicted for, or admits to having committed acts that constitute the essential elements of burglary, theft, larceny, or shoplifting. The bill also authorizes state governments to sue for injunctive relief over certain immigration-related decisions or alleged failures by the federal government if the decision or failure caused the state or its residents harm, including financial harm of more than $100. Specifically, the state government may sue the federal government over a decision to release a non-U. S. national from custody; failure to fulfill requirements relating to inspecting individuals seeking admission into the United States, including requirements related to asylum interviews; failure to fulfill a requirement to stop issuing visas to nationals of a country that unreasonably denies or delays acceptance of nationals of that country; violation of limitations on immigration parole, such as the requirement that parole be granted only on a case-by-case basis; or failure to detain an individual who has been ordered removed from the United States.

This joint resolution nullifies the final rule issued by the Department of Labor titled Employee or Independent Contractor Classification Under the Fair Labor Standards Act and published on January 10, 2024. The final rule addresses how to determine whether a worker is properly classified as an employee or an independent contractor for purposes of requirements of the Fair Labor Standards Act (FLSA) that address issues such as minimum wage and overtime compensation. The rights and protections provided by the FLSA apply only to employees.

America's Conservation Enhancement Reauthorization Act of 2024 This bill reauthorizes through FY2030 and modifies several wildlife and conservation programs, including the Chronic Wasting Disease Task Force, the management of invasive species under the Fish and Wildlife Coordination Act, the North American Wetlands Conservation Act, the National Fish and Wildlife Foundation Establishment Act, the Chesapeake Bay Program, the Chesapeake Bay Initiative Act of 1998, and fish habitat conservation projects under the America's Conservation Enhancement Act. In addition, the bill modifies the America's Conservation Enhancement Act, including to provide statutory authority for the U.S. Fish and Wildlife Service (FWS) to carry out a black vulture livestock protection program that allows one public entity per state to hold a statewide depredation permit to protect commercial agriculture livestock from black vulture predation. It also authorizes appropriations for the FWS to complete the National Fish Habitat Assessment and the associated database. Finally, the bill extends through FY2030 a prohibition on the Environmental Protection Agency taking any action to regulate the lead content of sport fishing equipment or components under the Toxic Substances Control Act.

This joint resolution nullifies the final rule issued by the Federal Highway Administration (FHWA) titled National Performance Management Measures; Assessing Performance of the National Highway System, Greenhouse Gas Emissions Measure and published on December 7, 2023. Under current law, each state must set targets for and report on the progress of performance metrics related to the U.S. surface transportation system. The rule establishes a specific measure for assessing greenhouse gas (GHG) emissions associated with transportation (GHG measure). The rule also requires state departments of transportation and metropolitan planning organizations to establish declining carbon dioxide (CO2) targets for the GHG measure and report to the FHWA on their progress towards achieving these targets.

This resolution supports observing National Girls and Women in Sports Day on February 7, 2024, to recognize (1) all women athletes who represent schools, universities, and the United States in their athletic pursuits; and (2) the vital role that the people of the United States have in empowering girls and women in sports. The resolution supports (1) marking the observation of such day with legislative efforts to build on the success of the Equal Pay for Team USA Act of 2022 and ensure equal pay for female athletes and to protect and uphold title IX of the Education Amendments of 1972 so that future generations of athletes will not have to experience inequitable and unfair treatment; and (2) efforts to promote gender equity in sports, including equal pay and equal access to athletic opportunities for girls and women, and to support the U.S. commitment to expanding athletic participation for all girls and future generations of women athletes.

This joint resolution nullifies the final rule submitted by the Department of Energy titled Energy Conservation Program: Energy Conservation Standards for Consumer Furnaces and published on December 18, 2023. The rule adopted amended energy conservation standards under the Energy Policy and Conservation Act for consumer furnaces, specifically non-weatherized gas furnaces and mobile home gas furnaces.

Credit for Caring Act of 2024 This bill allows an eligible caregiver a tax credit of up to $5,000 for 30% of the cost of long-term care expenses that exceed $2,000 in a taxable year. The bill defines eligible caregiver as an individual who has earned income for the taxable year in excess of $7,500 and pays or incurs expenses for providing care to a spouse or other dependent relative with long-term care needs.

Telemental Health Care Access Act of 2024 This bill eliminates certain restrictions relating to Medicare coverage of mental health services that are provided through telehealth. Current law allows for coverage of such services regardless of the geographic location of the originating site (i.e., the location of the beneficiary), as long as the beneficiary previously received in-person services and continues to receive in-person services at specified intervals (effective January 1, 2025). The bill eliminates these in-person requirements.

This concurrent resolution recognizes and supports the efforts of the New Heights Bid Committee to bring the 2027 Federation Internationale de Football Association (FIFA) Women's World Cup competition to the United States and Mexico. Enhancing First Response Act This bill requires the Federal Communications Commission (FCC) to report on certain activations of the Disaster Information Reporting System (DIRS). DIRS is a reporting system, activated during severe weather and other events impacting communications service, through which communications providers report outages and other degradations to service. If the system was activated for at least seven days, the FCC must issue a preliminary report that includes information about the number, duration, and nature of all associated outages. The FCC must also hold at least one public field hearing in the area affected by the event, and it must issue a final report that includes recommendations on how to improve the resiliency of affected networks. Separately, the FCC must publish a general report on (1) the volume and nature of 9-1-1 outages that are not required to be reported under current outage notification rules, and (2) the value to public safety agencies of the inclusion of visual information in outage notifications from communications providers. The bill also requires the Office of Management and Budget, by 30 days after the bill's enactment, to categorize public safety telecommunicators as a protective service occupation under the Standard Occupational Classification System. Finally, the Office of the Inspector General of the FCC is directed to publish a report on the implementation of Kari’s Law, which requires multiline telephone systems to be preconfigured to allow users to dial 9-1-1 directly from any phone without dialing any additional code or prefix.

Military Personnel Confirmation Restoration Act of 2023 This bill requires the Department of Defense (DOD) to provide certain relief to individuals whose promotions to a grade or rank in the Armed Forces of O-7 or higher were delayed by the Senate. Specifically, the bill applies to those individuals who were confirmed between December 5, 2023, and December 31, 2023. The bill requires DOD to provide pay and benefits associated with the appointment retroactive to the later of (1) the date that is 30 days after the date on which the nomination was placed on the Executive Calendar of the Senate, or (2) the date on which the individual would have been appointed but for the suspension of Senate confirmation of appointments.

Homebuyers Privacy Protection Act This bill prohibits a credit reporting agency from providing a consumer's credit report to a third party in connection with a residential mortgage transaction unless (1) the third party provides documentation certifying that it has the consumer's consent; or (2) the third party has originated the mortgage, is the current loan servicer, or has a current specified banking relationship with the consumer.
